BBMP: Khata for all Property

According to the record of Property recorded in A, B registers, approved within the period

Bengaluru: 'Khata Andolana' is being organized from February 27 to bring all the Property under the jurisdiction of BBMP in the corporation records and bring them under the tax purview.

In the 'Khata Andolana', citizens will be fully informed and eligible will be given 'A' or 'B' Khata. For this, a 'help desk' is being set up in the offices of the Assistant Revenue Officers of all the zones, and the owners can apply after checking the property documents, said the Special Commissioner of BBMP Revenue Department. RL Deepak told a press conference on Friday.

2% of Stamp Duty from every Registered Deed or Rs. 500/- whichever is higher for registration in 'A' Register. (A Khata). He said that, there is no charge for entry in 'B' Register (B Khata).

The revenue officer should issue the Khata within seven days for the property with an area of 4 thousand square feet. 4001 sq.ft to 6 thousand sq.ft. property to zonal deputy commissioner with in 10 days, more than 6 thousand sq.ft have been given a deadline of 15 days to Zonal joint commissioners to provide Khata. Citizens can call 1533 or 080–2222 1188 or complain about applications at https://bbmp.gov.in/, he said.

25% more tax collection: `Last year at the end of March, ₹3 thousand crore property tax was collected. This time a record of ₹3,100 crore was collected by February 23. We thank the property tax payers of Bangalore. Deepak said that, our target of ₹4,100 crore will be collected in another month.

There is no plan to revise property tax this year. He said that in the coming years, property tax should be fixed on the basis of 'capital value'.

Around ₹150 crore more is expected to be collected through the Khata movement. Further, 24 thousand properties have been identified and 30% of the properties have been given notices for having commercial connections and paying residential property tax based on the BESCOM Bill. Due to all this, if there is accurate tax, the total property tax will increase by around ₹ 150 crore, he informed.

What is Khata?

Khata is an account of assessment of a property, recording details about your property such as

size, location, building area and so on for the purpose of payment of property tax. It is also a kind

of identification of the person who is primarily liable for payment of property taxes. However, a

Khata does not establish the ownership of the property.

Who can apply for Khata?

The citizens who own property within BBMP and do not possess any Khata (in Form A or B) can approach the jurisdictional offices of the Assistant Revenue Officer for obtaining the Khata.

Where and how to apply?

The list of these offices, together with their addresses, wards, and contact information for the assistant revenue officer.

Citizens can approach such Helpdesk (between 11:00 am and 4:00 pm of every working day) in every office of the Assistant Revenue Officer to answer all inquiries on obtaining the Khata.

Documents required for Registration of Khata in the Form-A register.

The property would be listed in the Form-B register if any of the minimum needed documents are unavailable.

What are the applicable Fees?

For registering the Khata in the Form A Register.

Bengaluru: The CMM Court has ordered that the accused who encroached Rajakaluve and built a building has been sentenced to one year imprisonment, BMTF DySP Sridhar Pujari said.

 BBMP Ward No. 96 Okalipuram, 1st Main Road, BDA Plot No: 25, Muddukrishna TL, the owner, had encroached on Raja Canal and constructed the building. The case was registered on May 30, 2014 at the BMTF police station.

 Evidence and documents were collected and a charge sheet was submitted to the CMM court against the accused. During the investigation, it was confirmed that the accused had illegally encroached on the Raj Canal and constructed the building. Thus, on February 20, the court ordered 72-year-old Muddukrishna to be sentenced to one year in prison and a fine of ₹5,000.

 Shridhara Pujari informed in the announcement that BMTF ADGP Dr. K. Ramachandra Rao congratulated police inspector Savitha and the staff who were the investigators in this case.

BDA violating building norms: CAG report

BENGALURU: The Bangalore Development Authority, which has improperly executed the Kaniminike housing project, has wasted ₹27.24 crore without realizing the demand and without even planning a connecting road. The CAG report said that the expenditure of ₹451.53 crore has not been received.
The compliance audit report of the Comptroller and Auditor General of India for the year ended March 2021 opined that the objective of providing housing to the economically backward classes has also not been met.
BDA did not conduct a demand survey at the time of determining the feasibility of the mini-housing project. Thus, even though the project is completed, only 224 flats (15 percent) out of 1500 flats have been allotted. Also, building construction by-laws of BBMP have not been followed in this project. The road in front of the multi-storey building should be 12 meters and there should be a connecting road to the residential units. However, a link road to the Mysuru main road was planned without finalisation. The report details that the road problem has been avoided till March 2022, which is the reason why the demand has fallen to a minimal extent.
That amount should be recovered from the contractor responsible for the additional cost. A complaint has been registered at the police station despite the theft of ₹91 lakh worth of materials stored in the premises. However, it is said that BDA has not taken any follow-up action regarding fixing the responsibility and recovering the loss.
The CAG report recommended that the BDA should henceforth carry out housing projects after guaranteeing the provision of infrastructure including demand survey, connectivity roads.

Improper benefit to land owners:

Disrespecting the court orders, BDA has incurred a burden of ₹29.85 crore by giving undue benefit to land owners in existing and new layouts.

Though there is 19 acres of gomala (grass land) for additional expansion of Sir M. Visvesvaraya layout, out of which eight acres of gomala has been allotted by BDA as two acres each to four persons. The order was quashed by the Special District commissioner on the ground of inadequacy and absence of necessary documents. Later, as per the orders of the High Court, the Special District commissioner conducted a detailed investigation. The BDA has given rights over the land to the owners against the orders of the courts after acquiring Gomala. Due to this, land owners had to be given plots in the ratio of 40:60. This is a burden on the BDA. The CAG report recommended that the government should identify the persons responsible for this financial burden and take action against them.
The deposit amount of ₹1.52 crore paid by the buyer during the auction of the 97th plot in Chandralayout has been refunded on the orders of the BDA Commissioner, in contempt of the legal report. The same other stores have forfeited initial deposits at the auction. Thus, the CAG report suggested to follow strict rule in deposit refund.

Additional cost: 

The Bangalore Water Supply and Sewerage Board has not taken measures to prevent corrosion of sewage pipes and the pipes are damaged. Additional cost of ₹40.65 crore due to provision of polymer based protective coating to pipes without taking economical measures. The CAG report said that those responsible for this should be held accountable.

BENGALURU: The 'A' Khatha of properties acquired illegally without land conversion and without payment of any fee, including revenue tax under the jurisdiction of BBMP, will be cancelled.

The Chief Commissioner of BBMP has constituted a 'Scrutiny Committee' to review and take action on all the accounts which have been converted from 'B' Khatha to 'A' Khatha in Rajarajeshwarinagar, Bommanahalli, Dasarahalli, Mahadevpur, Yalahanka, West zone.

The Bruhat Bengaluru Metropolitan Corporation has a large coverage area, including 110 villages, and has lakhs of plots in the city in revenue and unconverted areas. BBMP or BDA has already provided infrastructure like road, sewerage to the sites in such cases. There was no opportunity for their land conversion. Land does not get Khatha for unconverted plots. All these plots are likely to be regularized under the Akrama-Sakrama scheme. However, the Supreme Court given stay to that project and it is under trial. Thus, BBMP is collecting property tax by registering the plots in 'B' registrar.

BBMP has not given any announcement or plan to convert any entries in 'B' registrar into 'A' Khatha. However, in lakhs of cases 'A' Khatha has been given. All these are illegal and BBMP has decided to cancel them all.

 In the wake of the delay in the illegal-legal scheme, many people in the BBMP area were ready to get an 'A' Khatha to get more value for the properties in the 'B' registrar and to get a loan from the bank. The officials of revenue department of BBMP have given 'A' Khatha to such plots. People have given a lot of money for this. But there is no receipt for it. Property tax is being paid as applicable to 'A' Khatha only. However, this Khatha will be cancelled.

Strict action will be taken against the BBMP staff who have given 'A' Khatha for the premises which should be in 'B' registrar (B Khatha) under BBMP jurisdiction. There have been a lot of complaints about the staff of the corporation taking money and making 'A' Khatha. Neither the fee to the government nor the development fee to BDA-BBMP has been paid. There is no chance for this at present. 'B' should be with the registrar. An 'A' Khatha is given to such plots. An investigation will be conducted in a month and strict action will be taken against all the staff who are responsible," said Jairam Raipur, chairman of the review committee, who is also the special commissioner of the BBMP finance department.

Bengaluru: Bengaluru Development Authority's state-of-the-art villa project has reached its final stage. BDA has made urgent preparations to sell the initial phase villas under 'Puneeth Rajkumar Housing Complex project' from April.
BDA started this project in 2017 to provide more opportunity to common people to buy villas after 452 villas built in Alur were sold. Now the construction of these villas has reached the final stage and it will take at least another six months to complete all aspects of the project. However, 100 villas in the first phase are planned to be sold online in April.
322 villas of 4 BHK and 3 BHK are being constructed in an area of ​​27 acres at Hunnigere, Dasanpur Hobli. The residential complex located between Tumkur Road and Magadi Road can also be reached via Kadbagere, Baiyandahalli, Kittanahalli. This is the first BDA project to be built entirely in teak, including doors and stairs, providing all modern facilities. BWSSB STPs not following norms

Bengaluru: Out of the 31 STPs managed by BWSSP in the city, only 8 are treating waste water as per norms, while the remaining STPs are exceeding the norms of National Green Bench (NGT) and State Pollution Control Board, according to a report by ActionAid.

After 45 days of monitoring the statistics of STPs recorded on the BWSSB website itself, the agency has prepared a study report on them. 1042.5 million liters of waste water is treated daily in 31 STPs. Studied from Nov 1 to Dec 15, 2022. Six criteria are compared to assess the quality of water treatment.

Chemical Oxygen Demand (COD), Biological Oxygen Demand (BOD), Potential Hydrogen (pH), Total Suspended Solids (TSS), Ammonical Nitrogen and Total Nitrogen levels were studied following measurement. Raghavendra B.Pachchapur, Program Manager of ActionAid, said that except for 8 STPs, these standards are not being followed.

The TSS level should be less than 10 mg per liter as per Pollution Control Board standards. But BWSSB has set this level at 20 mg. Similarly, if the pH level is set at 6.5–9 instead of 6.5–8.5, there is no measurement of coliform, the human-animal waste that causes many diseases.

What SPTs are like?:

Only STPs at Doddabele, Cubbonpark, yelemallappa Chetty, Mylasandra, Kempambudhi, Rajacanal (New), Agar and Hulimavi are following all the norms.

Kengeri, Rajacanal (old), Hebbala, K&C Valley-30 and 218 are not providing sample data.

The data of STPs in Yalahanka TTP, Halasur, Bellandur Amani lakes is alarming and full of misinformation. Jakkuru STP is in very poor condition. Exceeds all standards.

All norms of National Green Bench (NGT), Pollution Control Board should be followed. It should be monitored by Pollution Control Board. The study suggested that the treated water discharged to the lake and other areas should be of the same standard.

'A fish is not worth living...'

BWSSB says water is discharged from its waste water treatment plants (STPs) into the lakes. The word people use is far away. At least the water in the lake is enough for the fish to survive. With such a purpose, we have studied the water flowing from STPs by collecting the data available on their website. A copy of this will also be submitted to BWSSB, Urban Development Department, State Pollution Control Board, ActionAid's Raghavendra B. Pachchapur said.

Upgradation will be done...

Many of the STPs of BWSSB are very old and cannot meet the norms laid down now. Thus, work is being done to upgrade the STPs to meet the NGT norms, informed Gangadhar, STP Department, BWSSB.

'SHE' toilet for women's hygiene

Bengaluru: BBMP will soon start 'She' toilets in 100 places in the city to facilitate health related issues for women.

Apart from the toilet, 'She' will also include a room arrangement for feeding or changing the children. BBMP aims to have everything operational by the end of March.

BBMP has identified 100 places in eight zones of the city, where 'she toilets' will be started in a minimum area of 10 square feet. Grounds, parks, high pedestrian areas, schools-colleges, major institutions are identified.

BBMP has invited tenders in four packages to start 'She Toilet'. Tender can be submitted till February 27. The lease is being awarded for 12 years on Design, Finance, Build, Operate and Transfer (DFBOT) basis. BBMP will provide the space to the contractor and charge rent for it. Advertisement display tax is to be paid by the contractor. All the management is done by the contractor and they can earn money through advertisement.

What are the facilities?

The entrance of every toilet should not face the street. With 'smart' toilet facilities, there will be a milking or changing room. Sanitizer, automatic sensor machine, hand washing area, mirror, granite, vitrified flooring, indoor-outdoor LED lighting, CCTV cameras installed outside the toilet.

A condition has been imposed that the entire area of the footpath should not be used for the construction of this toilet. A minimum space should be used based on the width of the pavement. It is said that it should not be less than 1.5 meters.

Hot and cold shower facilities are provided in the 'she toilet' in the area where there is more space. Includes automatic stop system. The BBMP officials said that sitting arrangements will be made outside the toilets and horticulture plants will be planted and nurtured.

'We won't allow any new flyover to start'

Ejipur flyover reconstruction work delayed: Local residents warns

Bengaluru: If the work to complete the Ejipur flyover is not started soon, no other new flyover will be allowed to start in the city. Residents of Koramangala have warned that protests will be started everywhere.

Even though the local citizens are demanding and protesting against flyover on the Sankey road, the BBMP continues the work without yielding to it. However, the local residents are demanding that the construction work of the stalled Ejipur flyover should be carried out soon. Also, even though the High Court has ordered year ago that the tender process be completed within three months, BBMP officials have not taken action.

The residents has written letters to BBMP Administrator and Chief Commissioner and demanded that, Ejipur flyover be constructed immediately. But so far they have been following a slow pace. We will meet Chief Minister Basavaraja Bommai and submit a request. If they don't take action, we will start a protest across the city," said Rajendra Babu, president of Koramangala ST Bed Residents' Welfare Association.

Tenders were called three times after the order of the High Court to complete the Ejipur flyover, which has been stopped at 42 percent completion. The tender was to be opened on January 25. After the technical bid is over, BBMP is spending time in the financial bid stage. Everything will come to a standstill if the election is declared as it is being delayed without sending it to the government for approval. Grant released: BBMP neglects Green Cover

 ₹19.53 crore released by the Union Government 2 years ago; BbMp Forgot to develop the 20 Parks

Bengaluru: Projects in BBMP are falling through the cracks due to lack of funding for works. However, even after two years since the grant was released by the Union Government, the development of the parks has been forgotten. The 'Green Cover Growth' scheme has been neglected.

 A grant of ₹19.53 crore has been released to BBMP Horticulture Department for the year 2020-21 by the Union Government. The purpose of this grant is to increase the green cover in the city by planting new trees in the Parks, development works, and by planting trees on the roads median. BbMp completed the tender process for this projects and received the grant. But works are not started.

 ₹ 10.67 crore in central grant for the development of 20 parks and the tender has been finalized. A cost of ₹6.32 crore will be allocated for planting and nurturing saplings at the median of 15 roads in the city. Other funds, development of 'mini forest' in the park at 12th road in Indiranagar, beautification of West of Chord Road, maintenance of three gardens, tender for borewell in Gottigere park have been finalised.
