BENGALURU: The 'Nambike Nakshe- Nimma Mane Nakshe Nimma Mane Bagilige' scheme to get a building plan within 15 days without going to the BBMP office has been successful in two zones and will be implemented in all zones from September 2.

 Deputy Chief Minister D.K. Sivakumar launched it on March 11. It was practically implemented in Rajarajeshwari Nagar and Dasarahalli zones.

 A total of 302 applications were submitted during the trial period. In this 148 maps have been approved. In Rajarajeshwarinagar zone, 273 applications were submitted and 133 were approved, while in Dasarahalli, 15 out of 29 applications were approved for the plan.

 All the processes have been completed online and within 15 days there has been a good response to the building plan project. Our software initially faced some obstacles. The latter is functioning without any problem," said senior officials of BBMP Urban Planning Department.

 He said that since the 'Nambike Nakshe' has been successful in two zones, the Deputy Chief Minister has suggested that it be implemented in all zones, so from September 2, citizens will have to apply online for the house plan.

 Under the 'Nambike Nakshe' scheme, approval for automated plans for buildings measuring up to 50 feet x 80 feet will be available within 15 days. The plan is automatically granted within 15 days even if the authorities do not reject the application with reasons or review the application.

How to Process?:

 A check online by the Karnataka State Remote Sensing Application Center (KSRSAC) clarifies that the building does not fall in any buffer zone of lake, government areas. A report is prepared through Auto DCR, provisional plan and permission letter is issued.

 Then Revenue Officers, Urban Planning Officers will verify the documents and approve the plan. If there is any problem or mistake in the documents, legal action will be taken as per BBMP act. The 'Provisional plan' will be canceled and construction will be restricted.

 Registration of Engineers

 Details of Engineers/Architects authorized by BBMP to apply online for plan approval, conduct preliminary verification of documents under 'Nambike Nakshe' scheme has been published on the website. Citizens have to submit necessary documents through them. After sanctioning the plan, the fee has to be paid online. Later, the plan will be available," said officials of the BBMP urban planning department.

Forest officers don't want to leave BBMP

 Bengaluru: Even though the maximum period of deputation service in BBMP is over, 11 officers of the forest department are illegally staying in the corporation.

 According to the BBMP Act- 2020 appointment policy, the tenure of those coming to the corporation on deputation service from various departments has been fixed for a maximum of five years including the first three years and extension for another two years thereafter. However, those assigned by the Forest Department in 2015 have not returned.

 In the appointment circular of government employees also it is suggested not to extend the appointment period beyond five years. The period should not exceed five years, subject to special orders, with prior permission from the competent authority. Therefore, the Deputy Commissioner of BBMP administration wrote a letter to the Urban Development Department on May 16 that the 11 persons whose deputation period has been completed should be sent back to the parent department. 

 If all 11 people are called back, the work of the forest department in BBMP will be disturbed. Therefore, someone else should be assigned to his post and he should be returned to the parent department', the Deputy Commissioner clearly stated in the letter. Even so, 11 people are working in the corporation till now with 'their influence'.

 Vinay Kumar and Shivanna from the Forest Department have been assigned to the post of deputy Regional Forest Officer of BBMP on June 7. At least two out of the 11 who had completed their maximum period after these two arrived had to go back to the parent department. However, from 2015, 2018. Chandrappa, G.R. Mahesh and Narendra Babu are still staying with the corporation.

 "They are transferring from one sector of BBMP by exerting their influence on the officials. Nine of the 11 are Deputy Zonal Forest Officers (DRFOs), who also hold the post of Regional Forest Officers (RFOs) in addition,' complained the forest staff in the corporation.

 Even though the urban development department wrote to the forest department again on August 1, no action has been taken.

 Two posts!

 Although Regional Forest Officers have been appointed, the post of Regional Forest Officer has been assigned in addition to deputy Regional Forest Officers. The BBMP staff alleged that two posts are being held illegally.

 Even though the maximum period has passed in the departments of BBMP, many officers have continued in the deputation service. All of them should be sent back," said A.Amritraj, BBMP officer and president of Employees' Welfare Association.

 A letter has been written to the government to send back those who have expired to the parent department. No answer

Bengaluru: The state government has issued a notification giving BBMP the authority to sell heirlooms and attach properties in properties where property tax has not been paid.

 The BBMP Act- 2020 amended sections 144, 147, 149 and 156 and brought new rules for 'Review, Collection and Administration of Property Tax' (Greater Bangalore Municipal Corporation Rules-2024).

 Although earlier notices were issued to owners who did not pay property tax, there was not much scope in the Act for legal action. Thus, new rules have been notified along with models of demand notice, trade license cancellation notice, separate notices for review of property tax of A Account, B Accounts along with implementing the new rules.

 The property tax must be paid within 30 days of the 'Demand Notice' issued to the owner. Otherwise, sale of inheritance in assets, attachment of property (record BBMP name in 'debt' of property records in office of Deputy Registrar), confiscation of bank account, criminal case under Section 325 of BBMP Act-2020 will also be mentioned.

 If the owner who has rented or leased the property does not respond to the 'Demand Notice' within the time limit, a 'Demand Notice' will be issued to the occupants of the property. On the rent paid to the owner, he has to pay property tax within 15 days. If both the owner and the tenant do not pay the property tax within the deadline, the property in the building will first be confiscated, sold and credited to the property tax.

 A separate 'Demand Notice' is issued and a deadline of 30 days is given if the building has a business license to pay property tax. After that the business license will be cancelled.

Property Tax Revisions

 Specimens of show cause notices, demand notices for review of property tax have been notified. A notice will be issued to the property owner stating the date for the review. After re-examination, the details of the amount payable will be intimated through a show cause notice. If no objection is raised by the owner within 15 days, a 'Demand Notice' is issued to pay the same amount.

 Issuance of notices, show cause notices, demand notices, forfeiture notices, asset review, account maintenance, asset records management are entrusted to the officers according to the extent of the assets. Zonal Assistant Revenue Officer, Deputy Revenue Officer/Revenue Officer, Zonal Deputy Commissioner (Revenue) and Zonal Joint Commissioner will have this responsibility.

 BENGALURU: An organization that was supposed to scientifically separate the mixed waste transported from the city and make compost, violated the rules and dumped more than half of the garbage in the soil.

 The association of contractors who transport waste from the city has also accused MSGP Infratech, which has been angered by the villagers of Chigarenahalli of Doddabelavangal for its waste treatment and unscientific disposal, of violating the rules.

 The Bengaluru Metropolitan Cleanliness and Lorry Owners and Contractors Association has submitted a request to the Chief Minister that an investigation should be conducted on MSGP Infratech, which has violated many rules in solid waste treatment and land filling.

 BBMP has entered into an agreement with MSGP Infratech to provide facilities for solid waste treatment and landfilling at Chigarenahalli, Doddabelavangal, Doddaballapur Taluk, Bangalore Rural District. More than 50% of the waste is landfilled. The corporation has also lost financially. Lokayukta or CID should conduct an investigation into this matter," General Secretary of the Sangh S.N. said to Chief Minister Siddaramaiah. Balasubramaniam wrote the letter. A copy of the complaint has also been submitted to the CEO and Managing Director of Bangalore Solid Waste Management Limited (BSWML).

 There is a rule that more than 15% of waste cannot be landfilled in a solid waste treatment plant. The MSGP has dumped 4.60 lakh tonnes to 5.60 lakh tonnes of waste in mud (mud capped) despite a notice issued by the Senior Environmental Officer of the State Environmental Pollution Control Board. MSGP, which operated a 500 tonne per day mixed waste treatment plant from 2014 to 2022, received around 11.05 lakh metric tonnes of waste from BBMP. He complained that more than 50% of the waste is filled in the soil without treatment.

A case (150/2021) has been filed by the Chief Engineer of BBMP in Belavangal Police Station against MSGP causing environmental pollution. This is also a breach of contract. 15% of the tipping fee and final waste receipt shall be retained and paid monthly for 180 months after the expiry of the lease period. However, 100% of the money has been paid,' he informed with the document.

 Chemical, dry plantations in boreholes

 MSGP Garbage Processing Unit was started in 2014 at Chigarenahalli village to convert garbage into compost using modern machines of Japanese type. In the next two years, it began to destroy the surrounding environment, including groundwater. The liquid waste coming out of the garbage heap is getting chemically contaminated water in the tubewells of the farmers of Tanniranahalli village. Nut and banana plantations dried up. Locals complain that drinking water is not bad even today.

 The emergency limit of MSGP garbage disposal unit in Chigarenahalli has exceeded. It is difficult for the people of this part to live,' complained Vijayakumar, CH Ramakrishna of Doddabelavangala village. Many requests have been submitted to officials including legislators and people's representatives. The promise has not yet been fulfilled,' he said.

 'No violation, let someone investigate'

 Ours is the only organization in the country that is running a processing unit at its own place. Providing good quality fertilizer. It is administered in the same manner as the contract with the government, with occasional differences. Ours is an open unit, anyone can come and investigate whenever they want," said K.P.  Bengaluru: The Greater Bangalore Governance Bill (GBG) proposed by the state government has scored 3.35 out of 10 in the comparative demographic analysis.

 The bill lacks the progressive elements needed to build a vibrant and modern Bangalore. It is also said that the government has ignored many desirable recommendations made by the Brand Bangalore Committee.

 Srikanth Viswanathan, chief executive officer of Janagraha, released the information on the comparative analysis report on Monday.

 In 2014, the state government formed the BBMP restructuring committee. It was renamed in 2024 and rebranded as Bangalore Samiti (BBC). This committee prepared the draft bill for Greater Bangalore Governance (GBG). Janagraha had undertaken an in-depth comparative analysis of the GBG Bill based on the urban-systems framework.

 The Greater Bangalore Municipal Corporation Act-2020 and the Karnataka Municipal Corporations (KMC) Act, 1976 were also considered in the study. The GBG Bill has scored dismal scores in all categories including urban planning and design, urban capacity, resources, power, legitimate political representation, transparency, accountability and citizen participation. Overall, the GBG informed that the bill scored 3.35 out of 10.

 Bangalore is contributing significantly to the country's economy. People here deserve a good quality of life at par with international cities. The GBG Bill introduces a progressive governance model. Srikanth said that the expectation of significant improvement in various dimensions of people's lives has been limited and people's faith has been betrayed.

Santosh Naragunda, head of the People's Partnership Administration, said, 'People are looking forward to the reconstruction effort of Bangalore with hope. There is a palpable optimism among the people that a more professional administration would make a significant improvement in the day-to-day lives of the citizens. But the GBG bill presented in the assembly is very disappointing. He said that there is still a desire to make the necessary citizen-friendly amendment.

 VR Vachana, head of Civic Law and Policy of Janagraha said, 'Though Bangalore has the Municipal Corporation Act, it does not have the features of a metropolitan administration. He said that if citizens are to be able to provide quality life, there should be an act that meets the opportunities and challenges of the 21st century.

 BENGALURU: BBMP has issued an order to levy eviction fee and penalty after giving a seven-day deadline for cleaning vacant plots in the city.

 A notice will be given to the owners to clear the waste and plants from the vacant plots.  Later, Chief Commissioner Tushar Girinath has issued an order to carry out the eviction operation on behalf of the corporation and to collect the cost and penalty in the owner's property tax.

 A new order has been issued under the Solid Waste Management Rules-2016, Solid Waste Management Bye-law 2020 and BBMP Act 2020 for collection of fines and disposal charges as part of property tax from owners for disposal of waste from vacant plots.

 Following are the steps to be taken by the zonal authorities as per the order:

 *Vacant sites and areas where solid waste/building and debris (C & D) waste is dumped should be listed.  Unpleasant or unsanitary conditions, public places with noxious vegetation, trees or shrubs or places causing nuisance to neighbors should be identified.

 * Violation of specific rules shall be penalized as per Schedule-7 of Solid Waste Management By-law.

 *Notice to be given with a specified period of seven days to remove or clear the waste in the vacant site.

 *If the person/owner fails to comply with the directions, then the premises shall be vacated by the corporation.  The cost and penalty thereof shall be entered in a separate table in the notice of property tax within seven days.

 *Penalties and costs should be entered in the property tax books.  Arrears should be collected along with collection of property tax.

 * In case of failure to pay within the stipulated period, Zonal Commissioner shall also levy applicable interest

 Bengaluru: With the aim of increasing the 'green cover' in the city, it has been decided to develop Vrikshavana (Tree Park) and Miyawaki forests under the concept of 'Brand Bangalore'.

 Only native plants are planted in the groves. In this plants with medicinal properties are given more importance. It is planned to grow plants adapted to the city's climate, afforestation, and control air pollution. 

 Nine gardens under BBMP's Horticulture Department are being developed into groves by the Forest Department. The BBMP has decided to make the trees into 'themed parks' rather than limiting them to planting and nurturing them. Forests are developed based on Dhanvantara Vana, Rashivan, Aranya Ata, Tribal Forest.

 'Dhanvantari forest, which has medicinal plants, the environment of the tribal community, the trees and the forest environment for the children to play in the jungle model,' said Swamy, BBMP Deputy Conservator of Forest.

 BBMP has now constructed one Miyawaki Forest and two more Miyawaki Forests are being constructed. Development of new nurseries and nurseries is also being undertaken. He informed that the tender process is in the final stage and all these will be developed in another year.

'For tree census: need four more months'

 Swamy, Deputy Conservator of Forests, BBMP Forest Division, said that the work of enumeration of trees under BBMP is underway and will be completed in four months.

 Census has been completed in 10 wards and 2.5 lakh trees have been enumerated. He said that survey work is going on in the remaining wards.

Bengaluru: To solve the problem of CONSTRUCTION WASTE disposal in the city, Bengaluru Solid Waste Management Limited (BSWML) has decided to implement a project to collect construction waste from the place of generation (door to door).

 BBMP was challenged to control the unauthorized disposal of CONSTRUCTION AND DEMOLITION (C&D) waste on roads and open areas. An important solution to this has been found and a plan has been devised by BSWML on the Public Private Partnership (PPP) model. 

 BSWML will not disburse any funds in this project. The tipping fee bid per tonne shall be charged in the tender. Contractors who collect building waste transfer it to a second transfer station, from where it is disposed of by big trucks to treatment plants set up in four parts of the city.

 A primary, secondary transfer station will be established for the assembly constituency. Each center requires about half an acre of land. The available space in the corporation is given for this. Otherwise the contractor can get the space on rent.

 The infrastructure and machinery at the transfer stations will be installed by the contractor. From these centers, building waste is transported to treatment plants by trucks of 20 tonne capacity.

    Two processing units of 500 tonne capacity each at Kumbalagode, Yarappanapally and 1000 tonne capacity processing unit at Ullalu are envisaged to be set up in Bannerghatta region. Quarries and other areas are being given to these units.  

Transportation facility: BSWML is also deputing contractors for disposal of construction waste to 1750 tonne treatment plant at Kannur and Chikkajala. Building waste from primary and secondary transfer stations should be disposed of to treatment plants on a daily basis. For this only tipping fee is given. The cost of the units to be set up by them will be around ₹54.83 crore,” said BSWML Chief General Manager Basavaraja Kabade.

 Citizens should call the telephone number provided by the corporation to dispose of building waste. The contractor will come to the site and determine its weight. Accordingly, after the citizens pay the fee to the corporation online or through challan, the contractor will carry the construction waste. This facility will be available up to 20 tonnes and most of the construction waste disposal will be allowed at the transfer station,' said Basavaraja Kabade, Chief General Manager of BSWML.
