ಒಂದು ಇಂಚು ಸರ್ಕಾರಿ ಭೂಮಿ ಒತ್ತುವರಿ ಆಗಲು ಬಿಡುವುದಿಲ್ಲ. ಒತ್ತುವರಿ ಮಾಡಿಕೊಂಡವರು ಎಷ್ಟೇ ಪ್ರಭಾವಿಗಳಾಗಿದ್ದರೂ ಕ್ರಮ ಕೈಗೊಳ್ಳುತ್ತೇವೆ. ಸರ್ಕಾರಿ ಭೂಮಿ ಒತ್ತುವರಿ ಮಾಡಿಕೊಂಡವರ ಮೇಲೆ ಕಾನೂನು ಕ್ರಮ ಗ್ಯಾರಂಟಿ... ಕಳೆದ 10 ವರ್ಷಗಳಲ್ಲಿ ರಾಜ್ಯದ ಏಳು ಮುಖ್ಯಮಂತ್ರಿಗಳು ಹೇಳಿದ ಮಾತು ಇದು.
ಇಷ್ಟೆಲ್ಲಾ ಘೋಷಣೆ ಮಾಡುವ ರಾಜಕಾರಣಿಗಳು ಐದು ಬಜೆಟ್ ಮಂಡಿಸಬಹುದಾದಷ್ಟು ಮೊತ್ತದ ಸರ್ಕಾರಿ ಭೂಮಿ ಒತ್ತುವರಿ ತೆರವಿಗೆ ಮಾತ್ರ ಮನಸ್ಸು ಮಾಡಿಲ್ಲ. ಎಸ್.ಎಂ. ಕೃಷ್ಣ, ಧರಂಸಿಂಗ್, ಎಚ್.ಡಿ. ಕುಮಾರಸ್ವಾಮಿ, ಬಿ.ಎಸ್. ಯಡಿಯೂರಪ್ಪ, ಡಿ.ವಿ. ಸದಾನಂದಗೌಡ, ಜಗದೀಶ್ ಶೆಟ್ಟರ್ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿದ್ದಾಗ ಒತ್ತುವರಿ ತೆರವಿನ ಮಾತುಗಳನ್ನಾಡಿದ್ದಾರೆ. ಇಂತಹದ್ದೇ ಮಾತನ್ನಾಡಿದ ಸಚಿವರ ಸಂಖ್ಯೆ ಲೆಕ್ಕ ಸಿಗದಷ್ಟಿದೆ. ಆದರೆ, ಸರ್ಕಾರಿ ಭೂಮಿ ಹಾಗೂ ಅರಣ್ಯ ಭೂಮಿ ಸರ್ಕಾರಕ್ಕೆ ವಾಪಸ್ ಬಂದೇ ಇಲ್ಲ. ಪ್ರಭಾವಿಗಳ ಜಾಲಕ್ಕೆ ಇಲ್ಲಿಯವರೆಗಿನ ಎಲ್ಲ ಸರ್ಕಾರಗಳೂ ಮಣಿದಿರುವುದಕ್ಕೆ ಇದೇ ಸಾಕ್ಷಿ.
ಈಗ ಸಿದ್ದರಾಮಯ್ಯ ಸರದಿ. ಅಧಿಕಾರ ವಹಿಸಿಕೊಂಡ ಪ್ರಥಮ ದಿನದಿಂದಲೂ ಸರ್ಕಾರಿ ಭೂಮಿ ಒತ್ತುವರಿ ಬಿಡುವುದಿಲ್ಲ, ಎ.ಟಿ. ರಾಮಸ್ವಾಮಿ ವರದಿ ಹಾಗೂ ವಿ. ಬಾಲಸುಬ್ರಮಣಿಯನ್ ವರದಿ ಅನುಷ್ಠಾನಗೊಳಿಸುತ್ತೇವೆ ಎಂದು ಹೇಳುತ್ತಲೇ ಇದ್ದಾರೆ. ಹಿಂದಿನವರೂ ಇದನ್ನೇ ಹೇಳಿದ್ದರು. ಆದರೆ ಯಾರೂ ಅಧಿಕೃತವಾಗಿ ಒಂದೇ ಒಂದು ಸರ್ಕಾರಿ ಆದೇಶ ಹೊರಡಿಸಲಿಲ್ಲ. ಇದಕ್ಕೆ ಕಾರಣ ರಾಜಕಾರಣಿಗಳು ಅಥವಾ ಜನಪ್ರತಿನಿಧಿಗಳು. ಇವರಲ್ಲಿ ಮುಖ್ಯಮಂತ್ರಿಗಳಿಂದ ಹಿಡಿದು ಸಂಸದರು, ಶಾಸಕರೆಲ್ಲರೂ ಸೇರಿಕೊಳ್ಳುತ್ತಾರೆ. ಅದಕ್ಕೇ ಜಿಲ್ಲಾಧಿಕಾರಿಗಳ ಮಟ್ಟದಲ್ಲಿ ಒತ್ತುವರಿ ತೆರವು ಕಾರ್ಯ ಮುಗಿಯಬೇಕಿದ್ದರೂ ಅವರು ಅಂತಹ ಕಾರ್ಯ ಮಾಡದಂತೆ ಅವರನ್ನು ಆದೇಶದಿಂದ ಕಟ್ಟಿಹಾಕಲಾಗಿದೆ.
ರಾಜ್ಯ ಸರ್ಕಾರದ್ದೇ ಆದೇಶದ ಪ್ರಕಾರ ರಚಿತವಾದ 'ಸಾರ್ವಜನಿಕ ಭೂಮಿಯನ್ನು ಹಿಂದಕ್ಕೆ ಪಡೆಯಲು ಮತ್ತು ಸಂರಕ್ಷಿಸುವ ಸಲುವಾಗಿ ಕಾರ್ಯಪಡೆ'ಯ ಕಾರ್ಯಕ್ಕೇ ತಡೆಯಾಯಿತು.
ವಿ. ಬಾಲಸುಬ್ರಮಣಿಯನ್ ಅಧ್ಯಕ್ಷತೆಯ ಈ ಕಾರ್ಯಪಡೆಗೆ ಸರ್ಕಾರಿ ಭೂಮಿ ಒತ್ತುವರಿಯನ್ನು ತೆರವಿಗೆ ಸಾಕಷ್ಟು ಅಧಿಕಾರ ನೀಡಲಾಗಿತ್ತು. ಜಿಲ್ಲಾಧಿಕಾರಿಗಳ ಮೂಲಕ ಸರ್ಕಾರಿ ಭೂಮಿ ಒತ್ತುವರಿಯನ್ನು ತೆರವುಗೊಳಿಸಬಹುದಿತ್ತು. ಇಂತಹ ಕಾರ್ಯಕ್ಕೆ ಮುಂದಾದಾಗ ಅಂದಿನ ಮುಖ್ಯಮಂತ್ರಿ ಬಿ.ಎಸ್. ಯಡಿಯೂರಪ್ಪ ಅವರ ಮೇಲೆ ಅವರದ್ದೇ ಪಕ್ಷದ ಸಂಸದರು, ಶಾಸಕರು ಹಾಗೂ ಎಲ್ಲ ಪಕ್ಷದ ಶಾಸಕರ ಒತ್ತಡ ಹೆಚ್ಚಾಯಿತು. ಹೀಗಾಗಿ, ಜಿಲ್ಲಾಧಿಕಾರಿಗಳ ಒತ್ತುವರಿ ಕಾರ್ಯಕ್ಕೆ 2010ರ ಆಗಸ್ಟ್ನಲ್ಲಿ ವಿರಾಮ ಹಾಕಿದ್ದರು. ಅಂದಿನಿಂದಲೂ ಈ ವಿರಾಮಕ್ಕೆ ಅಂತ್ಯ ಹಾಡುವ ಕೆಲಸ ಇನ್ನೂ ಆಗಿಲ್ಲ.
ಚಿಕ್ಕಮಗಳೂರು ಜಿಲ್ಲೆಯ ರೈತ ಮುಖಂಡರು ಅಂದಿನ ಸಂಸದರೊಂದಿಗೆ ಮಾಡಿಕೊಂಡ ಮನವಿಯಂತೆ 2010ರ ಆಗಸ್ಟ್ 4ರಂದು ಮುಖ್ಯಮಂತ್ರಿ ಬಿ.ಎಸ್. ಯಡಿಯೂರಪ್ಪನವರ ಕಾರ್ಯದರ್ಶಿಯವರು ಜಿಲ್ಲಾಧಿಕಾರಿಗಳಿಗೆ ಆದೇಶ ಹೊರಡಿಸಿದರು. 'ಅರ್ಜಿದಾರರ ಮನವಿಯನ್ನು ಪರಿಗಣಿಸಲು ಆದೇಶಿಸಿದೆ ಹಾಗೂ ಸರ್ಕಾರದ ಮಟ್ಟದಲ್ಲಿ ಅಂತಿಮ ತೀರ್ಮಾನ ಕೈಗೊಳ್ಳುವವರೆಗೆ ಯಾವುದೇ ಪ್ರಿಸಿಪಿಟೇಟಿವ್ ಆಕ್ಷನ್ (ಶಾಶ್ವತ ಕ್ರಮ) ತೆಗೆದುಕೊಳ್ಳದಿರುವಂತೆ ಆದೇಶಿಸಿದೆ' ಎಂದು ಚಿಕ್ಕಮಗಳೂರು ಜಿಲ್ಲಾಧಿಕಾರಿಯವರಿಗೆ ಪತ್ರ ರವಾನಿಸಿದ್ದಾರೆ.
ಇದೇ ರೀತಿ, ಬೇಲೂರು ಶಾಸಕ ವೈ.ಎನ್. ರುದ್ರೇಶ್ಗೌಡ ಅವರ ಕೋರಿಕೆಯಂತೆ ಇದೇ ರೀತಿಯ ಆದೇಶವನ್ನು ಹಾಸನ ಜಿಲ್ಲಾಧಿಕಾರಿ ಅವರಿಗೂ 2010ರ ನವೆಂಬರ್ 19ರಂದು ರವಾನಿಸಲಾಗಿದೆ. ರಾಜಕಾರಣಿಗಳು ಈ ಎರಡು ಆದೇಶಗಳನ್ನೇ ಬಳಸಿಕೊಂಡು ಸರ್ಕಾರಿ ಭೂಮಿ ಒತ್ತುವರಿ ತೆರವಾಗದಂತೆ ತಡೆಯಾಗಿದ್ದಾರೆ. ಸರ್ಕಾರದ ಆದೇಶವೇ ಇರುವಾಗ ನಾವೇಕೆ ವಿರೋಧ ಕಟ್ಟಿಕೊಳ್ಳಬೇಕು ಎಂದು ಅಧಿಕಾರಿಗಳೂ ಸುಮ್ಮನಾಗಿದ್ದಾರೆ. ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಸರ್ಕಾರಿ ಭೂಮಿ ಒತ್ತುವರಿ ತೆರವಿನ ನಿರ್ಧಾರದಲ್ಲಿ ಅಚಲವಾಗಿದ್ದರೆ, ಜಿಲ್ಲಾಧಿಕಾರಿಗಳಿಗೆ ನೀಡಿರುವ ಈ ಆದೇಶವನ್ನು ಮೊದಲು ತೆರವುಗೊಳಿಸಬೇಕು. ಕ್ಷಿಪ್ರಗತಿಯಲ್ಲಿ ಒತ್ತುವರಿ ತೆರವಾಗಬೇಕು ಎಂದು ಸೂಚಿಸಬೇಕು. ಇದು ಕೇವಲ ಮಾತಿನಲ್ಲಿ ಆದರೆ ಸಾಲದು. ಲಿಖಿತ ರೂಪದಲ್ಲಿ ಜಿಲ್ಲಾಧಿಕಾರಿಗಳಿಗೆ ತಲುಪಬೇಕು. ಈ ಪ್ರಥಮ ಕೆಲಸ ಸಿದ್ದರಾಮಯ್ಯ ಅವರಿಂದಾದೀತೇ?
ಒತ್ತುವರಿ ಮೌಲ್ಯ ₹7.5 ಲಕ್ಷ ಕೋಟಿ
ರಾಜ್ಯದಲ್ಲಿ ಒಟ್ಟಾರೆ ಸರ್ಕಾರಿ ಭೂಮಿ ಒತ್ತುವರಿ 12ರಿಂದ 15 ಲಕ್ಷ ಎಕರೆಗಳು. ಅಂದರೆ, ಸರ್ಕಾರದ ಸುಮಾರು ಶೇ. 15ರಷ್ಟು ಭೂಮಿ ಒತ್ತುವರಿಯಾಗಿದೆ. ಇದನ್ನು ವಿ. ಬಾಲಸುಬ್ರಮಣಿಯನ್ ವರದಿ ಸವಿಸ್ತಾರವಾಗಿ ವಿವರಿಸಿದೆ. ಯಾರ್ಯಾರು ಎಷ್ಟೆಷ್ಟು ಭೂಮಿ ಒತ್ತುವರಿ ಮಾಡಿಕೊಂಡಿದ್ದಾರೆ ಎಂದು ತಿಳಿಸಿದೆ. ಆ ವ್ಯಕ್ತಿಯ ಹಿನ್ನೆಲೆಯನ್ನು ತಿಳಿಸಿದೆ. ಏಕೆಂದರೆ ಸರ್ಕಾರಿ ಭೂಮಿ ಒತ್ತುವರಿಯಲ್ಲಿ ಶೇ. 75ರಷ್ಟು ಮಂದಿ ಬಲಾಢ್ಯರೇ ಇದ್ದಾರೆ. ಒತ್ತುವರಿಯಾಗಿರುವ ಸರ್ಕಾರಿ ಭೂಮಿಯ ಕನಿಷ್ಠ ಬೆಲೆ ಎಷ್ಟಾಗುತ್ತದೆ ಗೊತ್ತೇ? ಸುಮಾರು 7,50,00,00,00,000 ರೂಪಾಯಿ. (7.5 ಲಕ್ಷ ಕೋಟಿ ರೂಪಾಯಿ).
ಒಂದು ಎಕರೆಗೆ ಸರಾಸರಿ ಐದು ಲಕ್ಷ ರೂಪಾಯಿ ಎಂದು ಲೆಕ್ಕ ಹಾಕಿದರೆ ಇಷ್ಟು ಮೊತ್ತವಾಗುತ್ತದೆ. ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಮಂಡಿಸಿರುವ ಬಜೆಟ್ ಗಾತ್ರದ ಆರು ಬಜೆಟ್ ಮೊತ್ತ ಇದಾಗುತ್ತದೆ. ವರ್ಷದಿಂದ ವರ್ಷಕ್ಕೆ ಹೆಚ್ಚು ಮಾಡಿಕೊಂಡು ಹೋದರೂ ಐದು ಬಜೆಟ್ನ ಮೊತ್ತವಂತೂ ಆಗುತ್ತದೆ.
## Land Encroachment: When will the clearance happen?
**Will Siddaramaiah take steps to clear encroached government land?**

"We will not allow even an inch of government land to be encroached. We will take action no matter how influential the encroachers are. Legal action against those who occupy government land is guaranteed..." This is a statement echoed by seven Chief Ministers of the state over the last 10 years.
Despite such grand proclamations, politicians have shown no real intent to clear government land encroachments—the value of which could fund five state budgets. S.M. Krishna, Dharam Singh, H.D. Kumaraswamy, B.S. Yediyurappa, D.V. Sadananda Gowda, and Jagadish Shettar all spoke about clearing encroachments during their tenures as Chief Minister. The number of ministers who have made similar claims is countless. However, government and forest lands have never actually been returned to the state. This stands as evidence of how every government to date has succumbed to the network of influential individuals.
Now, it is Siddaramaiah's turn. Since his first day in office, he has been asserting that he will not tolerate land encroachment and will implement the **A.T. Ramaswamy Report** and the **V. Balasubramanian Report**. His predecessors said the same, yet not a single official government order was issued. The reason? Politicians and people's representatives. From the Chief Minister down to MPs and MLAs, many are involved. This is precisely why, even though encroachment clearance should be completed at the District Collector (DC) level, officials have been "handcuffed" by orders preventing them from taking action.
The very task force created by a government order—the **'Task Force for the Recovery and Protection of Public Lands'**—saw its operations stalled.
This task force, headed by V. Balasubramanian, was granted significant powers to clear government land encroachments. Encroachments could have been cleared through the DCs. But when such actions were initiated, then-CM B.S. Yediyurappa faced immense pressure from MPs and MLAs of his own party, as well as those from opposition parties. Consequently, in August 2010, a "pause" was put on the DCs' clearance operations. Since then, no work has been done to end this hiatus.
Following a plea made by farmer leaders from Chikkamagaluru district along with the then-MP, the Chief Minister's secretary issued an order to the DCs on August 4, 2010. The letter sent to the Chikkamagaluru DC stated: *"It is ordered to consider the petitioners' request, and until a final decision is taken at the government level, no 'precipitative action' (permanent action) should be taken."*
Similarly, following a request from Belur MLA Y.N. Rudresh Gowda, a similar order was dispatched to the Hassan DC on November 19, 2010. Politicians have used these two specific orders as a shield to prevent the clearance of government land. Officials have also remained silent, questioning why they should invite trouble when a government stay order exists. If CM Siddaramaiah is truly firm in his decision to clear land encroachments, he must first revoke these orders given to the DCs. He must instruct that clearance happens at a rapid pace. Mere words aren't enough; it must reach the DCs in writing. Will this primary task be accomplished by Siddaramaiah?
### Encroachment Value: ₹7.5 Lakh Crore
The total government land encroached in the state stands between **1.2 to 1.5 million (12-15 lakh) acres**. This means approximately **15%** of government land is under encroachment.
* **The Scale:** The V. Balasubramanian report details this extensively, identifying who has encroached and how much. It also highlights the backgrounds of these individuals, revealing that **75%** of encroachers are "powerful people."
* **The Math:** Do you know the minimum value of this encroached land? It is approximately **₹7,50,00,00,00,000 (7.5 Lakh Crore)**.
* **The Comparison:** If we calculate at an average rate of ₹5 lakh per acre, we reach this staggering sum. This amount is equivalent to **six times the size of the budget** presented by Siddaramaiah. Even with year-on-year increases, the value would easily cover five state budgets.
