BDA violating building norms: CAG report
BBMP: Cancel illegal 'A' Khatha!
Khatha given beyond rules for properties, that should be in 'B' Khatha only
Kere Manjunath ಕೆರೆ ಮಂಜುನಾಥ್
BENGALURU: The 'A' Khatha of properties acquired illegally without land conversion and without payment of any fee, including revenue tax under the jurisdiction of BBMP, will be cancelled.
The Chief Commissioner of BBMP has constituted a 'Scrutiny Committee' to review and take action on all the accounts which have been converted from 'B' Khatha to 'A' Khatha in Rajarajeshwarinagar, Bommanahalli, Dasarahalli, Mahadevpur, Yalahanka, West zone.
The Bruhat Bengaluru Metropolitan Corporation has a large coverage area, including 110 villages, and has lakhs of plots in the city in revenue and unconverted areas. BBMP or BDA has already provided infrastructure like road, sewerage to the sites in such cases. There was no opportunity for their land conversion. Land does not get Khatha for unconverted plots. All these plots are likely to be regularized under the Akrama-Sakrama scheme. However, the Supreme Court given stay to that project and it is under trial. Thus, BBMP is collecting property tax by registering the plots in 'B' registrar.
BBMP has not given any announcement or plan to convert any entries in 'B' registrar into 'A' Khatha. However, in lakhs of cases 'A' Khatha has been given. All these are illegal and BBMP has decided to cancel them all.
In the wake of the delay in the illegal-legal scheme, many people in the BBMP area were ready to get an 'A' Khatha to get more value for the properties in the 'B' registrar and to get a loan from the bank. The officials of revenue department of BBMP have given 'A' Khatha to such plots. People have given a lot of money for this. But there is no receipt for it. Property tax is being paid as applicable to 'A' Khatha only. However, this Khatha will be cancelled.
Scrutiny Committee:
BBMP Finance Commissioner Jairam Raipur – Chairman, Special Commissioner Revenue R.L. Deepak, Special Commissioner of Administration Harish Kumar – Member, Additional Commissioner of Finance – Member Secretary.
Strict action on staff: Jayaram Raipur
Strict action will be taken against the BBMP staff who have given 'A' Khatha for the premises which should be in 'B' registrar (B Khatha) under BBMP jurisdiction. There have been a lot of complaints about the staff of the corporation taking money and making 'A' Khatha. Neither the fee to the government nor the development fee to BDA-BBMP has been paid. There is no chance for this at present. 'B' should be with the registrar. An 'A' Khatha is given to such plots. An investigation will be conducted in a month and strict action will be taken against all the staff who are responsible," said Jairam Raipur, chairman of the review committee, who is also the special commissioner of the BBMP finance department.

Congress and JDS are fighting in a constituency where BJP is strong
Congress and JDS are fighting in a constituency where BJP is strong
Kere Manjunath ಕೆರೆ ಮಂಜುನಾಥ್
Bengaluru: After the formation of the C.V.Raman Nagar Assembly Constituency, it has been winning and strong constituency for BJP. S. Raghu has won a hat trick, has immense hold on the constituency as he is very close to the people. Congress is gearing up again to resist the BJP, which has been increasing its vote share from term to term. JDS is looking for a candidate.
C.V.Ramannagar Constituency is like a 'mini India' including people from all parts of the country. People from all states are here as there are offices related to defense sector, air force. It also has the coverage of prestigious Indira Nagar including New Thippsandra, Old Madras Road, Visvesvaraya Metro Station.
C.V.Ramannagar was formed as a new Assembly Constituency by combining the areas of Bharatinagar and Varthur Assembly Constituencies. C.V.Ramannagar is SC reserved constituency where BJP is deeply entrenched. It has increased by more than five thousand votes per term in the last three elections. Congress and JD(S) have tried hard to stop Raghu's influence in the last three times but failed. In 2008, Congress's K.C. Vijayakumar, P. in 2013. Ramesh, Sampath Raj lost in 2018. P. Ramesh came to JDS in 2018 and was able to bring more votes to the party than before. Former mayors Vijayakumar and Sampathraj contested from Congress and fought hard.
Hospitals and educational institutions have increased in this area and the government and corporation system is also becoming high-tech in this area. The citizens had a lot of trouble when the CMH road and 100 feet road of Indira Nagar became concrete roads. Politically, BJP's corporators were more in 6 wards. There is still an expectation of sophisticated systems in terms of development for the prestigious sector.
S. Raghu who has won three times. He is going to be the BJP candidate and has already started campaigning ahead of the development works of the previous periods. There are meetings with people every day. On the other hand, the fact that the ticket is final makes it difficult for the opposition parties to conduct activities.
This time Congress has decided to put more effort and 8 aspirants have applied. Some were dropped in the screening committee rounds and now S. Anandkumar, R. Sampathraj, V. Shankar is in the final stage. The selection of candidate in JDS is not finalised.

BWSSB STPs not following norms
NGT Norm: only 8 out of 31 STPs are with in parameters
Kere Manjunath ಕೆರೆ ಮಂಜುನಾಥ್
Bengaluru: Out of the 31 STPs managed by BWSSP in the city, only 8 are treating waste water as per norms, while the remaining STPs are exceeding the norms of National Green Bench (NGT) and State Pollution Control Board, according to a report by ActionAid.
After 45 days of monitoring the statistics of STPs recorded on the BWSSB website itself, the agency has prepared a study report on them. 1042.5 million liters of waste water is treated daily in 31 STPs. Studied from Nov 1 to Dec 15, 2022. Six criteria are compared to assess the quality of water treatment.
Chemical Oxygen Demand (COD), Biological Oxygen Demand (BOD), Potential Hydrogen (pH), Total Suspended Solids (TSS), Ammonical Nitrogen and Total Nitrogen levels were studied following measurement. Raghavendra B.Pachchapur, Program Manager of ActionAid, said that except for 8 STPs, these standards are not being followed.
The TSS level should be less than 10 mg per liter as per Pollution Control Board standards. But BWSSB has set this level at 20 mg. Similarly, if the pH level is set at 6.5–9 instead of 6.5–8.5, there is no measurement of coliform, the human-animal waste that causes many diseases.
What SPTs are like?:
Only STPs at Doddabele, Cubbonpark, yelemallappa Chetty, Mylasandra, Kempambudhi, Rajacanal (New), Agar and Hulimavi are following all the norms.
Kengeri, Rajacanal (old), Hebbala, K&C Valley-30 and 218 are not providing sample data.
The data of STPs in Yalahanka TTP, Halasur, Bellandur Amani lakes is alarming and full of misinformation. Jakkuru STP is in very poor condition. Exceeds all standards.
All norms of National Green Bench (NGT), Pollution Control Board should be followed. It should be monitored by Pollution Control Board. The study suggested that the treated water discharged to the lake and other areas should be of the same standard.
'A fish is not worth living...'
BWSSB says water is discharged from its waste water treatment plants (STPs) into the lakes. The word people use is far away. At least the water in the lake is enough for the fish to survive. With such a purpose, we have studied the water flowing from STPs by collecting the data available on their website. A copy of this will also be submitted to BWSSB, Urban Development Department, State Pollution Control Board, ActionAid's Raghavendra B. Pachchapur said.
Upgradation will be done...
Many of the STPs of BWSSB are very old and cannot meet the norms laid down now. Thus, work is being done to upgrade the STPs to meet the NGT norms, informed Gangadhar, STP Department, BWSSB.

Tender invitation for 100 centers under BBMP
Kere Manjunath ಕೆರೆ ಮಂಜುನಾಥ್
Bengaluru: BBMP will soon start 'She' toilets in 100 places in the city to facilitate health related issues for women.
Apart from the toilet, 'She' will also include a room arrangement for feeding or changing the children. BBMP aims to have everything operational by the end of March.
BBMP has identified 100 places in eight zones of the city, where 'she toilets' will be started in a minimum area of 10 square feet. Grounds, parks, high pedestrian areas, schools-colleges, major institutions are identified.
BBMP has invited tenders in four packages to start 'She Toilet'. Tender can be submitted till February 27. The lease is being awarded for 12 years on Design, Finance, Build, Operate and Transfer (DFBOT) basis. BBMP will provide the space to the contractor and charge rent for it. Advertisement display tax is to be paid by the contractor. All the management is done by the contractor and they can earn money through advertisement.
What are the facilities?
The entrance of every toilet should not face the street. With 'smart' toilet facilities, there will be a milking or changing room. Sanitizer, automatic sensor machine, hand washing area, mirror, granite, vitrified flooring, indoor-outdoor LED lighting, CCTV cameras installed outside the toilet.
A condition has been imposed that the entire area of the footpath should not be used for the construction of this toilet. A minimum space should be used based on the width of the pavement. It is said that it should not be less than 1.5 meters.
Hot and cold shower facilities are provided in the 'she toilet' in the area where there is more space. Includes automatic stop system. The BBMP officials said that sitting arrangements will be made outside the toilets and horticulture plants will be planted and nurtured.

'We won't allow any new flyover to start'
Ejipur flyover reconstruction work delayed: Local residents warns
Kere Manjunath ಕೆರೆ ಮಂಜುನಾಥ್
Bengaluru: If the work to complete the Ejipur flyover is not started soon, no other new flyover will be allowed to start in the city. Residents of Koramangala have warned that protests will be started everywhere.
Even though the local citizens are demanding and protesting against flyover on the Sankey road, the BBMP continues the work without yielding to it. However, the local residents are demanding that the construction work of the stalled Ejipur flyover should be carried out soon. Also, even though the High Court has ordered year ago that the tender process be completed within three months, BBMP officials have not taken action.
The residents has written letters to BBMP Administrator and Chief Commissioner and demanded that, Ejipur flyover be constructed immediately. But so far they have been following a slow pace. We will meet Chief Minister Basavaraja Bommai and submit a request. If they don't take action, we will start a protest across the city," said Rajendra Babu, president of Koramangala ST Bed Residents' Welfare Association.
Tenders were called three times after the order of the High Court to complete the Ejipur flyover, which has been stopped at 42 percent completion. The tender was to be opened on January 25. After the technical bid is over, BBMP is spending time in the financial bid stage. Everything will come to a standstill if the election is declared as it is being delayed without sending it to the government for approval. Again, there is a possibility of a lot of delay and even higher cost', he expressed concern
Most of the time, more money has to be paid for the stopped or remaining work. It is difficult for the other to come to complete the work that one has not completed. Also, there is a rule that the outgoing contractor should pay more money than the next contractor asks for. It can be adopted by BBMP in this case, said technical engineers of BBMP.
They bid more in the third tender. Discussions have been held with them to reduce that amount. After it is final, we will take further process as per instructions of the Chief Commissioner,' said Vinayak Suguru, Chief Engineer of BBMP Planning Department.

Grant released: BBMP neglects Green Cover
₹19.53 crore released by the Union Government 2 years ago; BbMp Forgot to develop the 20 Parks
Kere Manjunath ಕೆರೆ ಮಂಜುನಾಥ್
Bengaluru: Projects in BBMP are falling through the cracks due to lack of funding for works. However, even after two years since the grant was released by the Union Government, the development of the parks has been forgotten. The 'Green Cover Growth' scheme has been neglected.
A grant of ₹19.53 crore has been released to BBMP Horticulture Department for the year 2020-21 by the Union Government. The purpose of this grant is to increase the green cover in the city by planting new trees in the Parks, development works, and by planting trees on the roads median. BbMp completed the tender process for this projects and received the grant. But works are not started.
₹ 10.67 crore in central grant for the development of 20 parks and the tender has been finalized. A cost of ₹6.32 crore will be allocated for planting and nurturing saplings at the median of 15 roads in the city. Other funds, development of 'mini forest' in the park at 12th road in Indiranagar, beautification of West of Chord Road, maintenance of three gardens, tender for borewell in Gottigere park have been finalised.
Don't let dry: T. E. Srinivas
'BBMP spends crores on parks' But, their management is not done properly. Plants are not just planted, they must be nurtured until they become trees. Don't let the plants dry out, nurture them. Ornamental plants should be reduced in the parks, insisted, T.E.Srinivas, an environmental activist from Rajarajeshwari Nagar.
Waiting for State Government approval
The tender process for the park development works with the grant of the central government has been completed. The information has been submitted to the state government, and as soon as the consent is received from there, the job code will be given and the work order will be given," said Chandrasekhar, Deputy Director of Horticulture Department, BBMP.

BBMP Waste: MTS machines are rusting
MTS equipment operation not-started; Warranty period is about to expire
Kere Manjunath ಕೆರೆ ಮಂಜುನಾಥ್
BENGALURU: The establishment of 'MTS', which is supposed to eliminate the chaos of loading garbage from autos to lorries and reduce the traffic of truck compactors in the city, has not been inaugurated. The machinery there is rusting and the warranty period is also running out.
Machinery costing about one crore has been installed in the MTSs. They have not been commissioned. 10 months pass, if it's a year their warranty will expire. Although everything is ready, wet waste is not coming to MTS.
The wet waste collected from the houses in the wards is collected at the 'Mini Transfer Station' (MTS). There, it is compacted and liquid waste (leachate) is removed. Compacting reduces the traffic of compactors by 40% while transporting from here. Also, the open area including road, lake rise will not be used in case of transfer.
44 MTSs are being set up under BBMP. Out of which 9 are operational. But 10 MTSs have been prepared and have not started even after several month. Each MTS cost ₹1.31 crore. It has been 10 months since the machinery was installed. Although these machines have reached a rusting level, they are not operational due to local opposition. MTSs in Shantalanagar, Koramangala, Gandhinagar have not started functioning even after few months of inauguration.
Delay by the people's representatives...
Although the MTSs have been established, the people's representatives, political leaders are against their operation. In order to facilitate their followers, MTS is not allowing the operation of more compactors for the benefit of the contractors. But it is said that as it was stopped due to the opposition of the local people said, Rameshappa, a resident of Koramangala.
Immediate action...
Mini transfer stations are being set up as per the instructions of the central government. These are very useful in garbage transfer. Their implementation is essential. Waste management is systematic with operation of MTSs at around 9 places. Some MTS are not started due to some local reasons. Harish Kumar, Special Commissioner of BBMP Solid Waste Management Department said that immediate action will be taken in this regard.
Impact on Swachha Survekshan marks!
'Waste to wealth' – the main mission of 'Swachha Survekshan 2023'. Its purpose is to systematically collect the garbage, process it and recycle the proceeds to the city itself. This time there are 4,525 points from waste collection, transportation to processing. Thus, 'mini transfer' centers that collect garbage cleanly, avoid leachate and reduce compactor movement are very important. If these are not operational it will affect the Swachha Survekshan marks. Last time a lot of points were lost due to negligence of BBMP. Environment activist Ramprasad said that failure should not happen in 2023.

Bengaluru: While officials are confident that all the 'Bengaluru Smart City' projects will be completed by the end of April, a couple of works will continue till the Centre's deadline. It is doubtful that the car parking project will start even after the deadline
The deadline given by the Center to complete the implementation of 'Smart City' projects will end on June 23. Bengaluru Smart City Limited has undertaken a total of 44 projects, of which 30 have been completed so far. Out of the remaining 14 projects, 13 projects have completed an average of 80% work, while one work has not yet started.
Inspection of factories is going on every week under the leadership of Smart City Project Managing Director Srinivas. Intimation is being sent to speed up the work. All the contractors have been given a deadline of March end to complete the work.
K.R. The development, including the underpass and glazing of the Market Commercial Centre, is almost complete. Meat market reconstruction project abandoned. The work of developing the existing market has now been given a high speed.
Development of the new designs at Cubbon Park is 90 percent complete. However, 25 percent of the work on the hall and auditorium in the Jawaharlal Nehru Planetarium is pending. One block has been completed and work on the other is now in full swing.
Two roads in Package B in the development of 32 roads in Tendersure are yet to be completed. The road and avenue road from Queen's Road to Russell Market have not been completed. The Avenue Road work has been delayed as the BWSSB route has to be changed, and now it has been given to the Sewerage Board to complete the work. They will be completed by April, said Chief Engineer of Bangalore Smart City Project Doddaiah.
One number, one portal...
Only 80 percent of the implementation of the ICCC system, which provides solutions to all citizens' problems at a single platform, has been completed. Citizens can register all complaints including BBMP, BDA, BESCOM, BWSSB, Police on a single number or portal. This ICCC, which works to solve it, gives its real information to the citizens. Officials said that all the departments have been contacted for this and this center is being implemented in BBMP.
BBMP has not handed over the land!
The construction work of the multi-storey car park at Gandhibazar has not yet started. BBMP has not handed over the land. Temporary work has started there. If the traders there are shifted and the place is handed over to us, the work will be started. The tender for this has been completed and the work is expected to be completed in 11 months. If BBMP does not hand over the land within our deadline, the project will be taken over by them," said Susheelamma, Joint Managing Director of Bangalore Smart City Project.
A couple of works may be completed in April. Apart from that, everything else will be completed by March itself
