Bengaluru: The government is set to form five city corporations within the scope of ‘Greater Bangalore Region’.

The expert committee that drafted the ‘Greater Bangalore Administration Bill- 2024’ and the head of the Joint Scrutiny Committee of the Legislative Assembly have reported that five city corporations should be formed for better governance in the city. Deputy Chief Minister D.K. Shivakumar has also given his approval for the majority.

It has been proposed to form five city corporations - Bangalore North, Bangalore South, Bangalore East, Bangalore West and Bangalore Central City Corporation. Although there was a suggestion to form three Municipal Corporations earlier, there is a plan to expand the ‘Greater Bengaluru Area’ to an area of ​​more than 1000 sq km. Thus, if three Municipal Corporations are formed, it will again become difficult for the administration. Therefore, it is felt that five Municipal Corporations should be formed.

The 27 assembly constituencies will be brought under the jurisdiction of five Municipal Corporations according to their area and population. It is planned that all the areas of one Assembly Constituency will be under a single Municipal Corporation.

The BBMP area, which was in the area of ​​708 sq km, was notified as the ‘Greater Bengaluru Area’ on May 15. Five Municipal Corporations will be formed in the same area. Later, it is planned to include the surrounding areas of Electronic City, Attibele, Jigani Industrial Area, Bommasandra, Sarjapur, Bagalur, Rajanukunte, Hesaraghatta, Dasanapur, Makali, Tavarekere, Kumbalagoda, Kaggalipur, Harohalli and other areas.

Orders have already been issued to develop Devanahalli, Nelamangala, Hosakote, Doddaballapura, Magadi, Bidadi as suburbs. There is also a demand from local people's representatives that the area between these six suburbs should be included in the 'Greater Bangalore Area'.

GBA that does not come into existence: The 'Greater Bangalore Administration Act- 2024' has been implemented from May 15, 2025. As per this act, the BBMP area itself has been notified as the 'Greater Bangalore Area'. The ‘Chapter-3’ of the Act states that a ‘Greater Bangalore Authority’ (GBA) should be formed under the leadership of the Chief Minister within 120 days of the enactment of this Act. The heads of all departments, including MLAs, should be made members. A Chief Commissioner should also be appointed for this. But this has not been notified yet. To carry out administrative functions, an ‘Executive Committee’ should also be formed under the leadership of the Bangalore Development Minister. 

‘Chapter-5’ of the Act states that after the enactment of the ‘Greater Bangalore Administration Act- 2024’, a maximum of seven municipal corporations should be formed as soon as possible.

Report before the Cabinet: DCM

Bengaluru: ‘The ‘Greater Bangalore Authority Report’ will be proposed in the Cabinet meeting after taking the leaders of the opposition parties into confidence,’ said Deputy Chief Minister D.K. Shivakumar.

D.K. Shivakumar, who is also the Bengaluru Urban Development Minister, held a meeting with officials at the Vidhana Soudha on Monday regarding the ‘Greater Bengaluru Authority’ and informed the reporters.

‘The committee has submitted its final report on how the corporations should be divided under the Greater Bengaluru Authority. I have instructed the committee chairman to discuss this issue with the opposition leaders and take them into confidence. After this, I will present the report before the cabinet meeting. We will implement it within the existing corporation limits. It will be expanded in the coming days. It should be proposed in the cabinet meeting and elections should be held as soon as possible,’ he said.

‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಆಡಳಿತ ಮಸೂದೆ– 2024’ ರಚಿಸಿದ್ದ ತಜ್ಞರ ಸಮಿತಿ ಹಾಗೂ  ವಿಧಾನ ಮಂಡಲದ ಜಂಟಿ ಪರಿಶೀಲನಾ ಸಮಿತಿಯ ಮುಖ್ಯಸ್ಥರು, ನಗರದಲ್ಲಿ ಉತ್ತಮ ಆಡಳಿತ ನಿರ್ವಹಣೆಗೆ ಐದು ನಗರ ಪಾಲಿಕೆಗಳನ್ನು ರಚಿಸಬೇಕು ಎಂದು ವರದಿ ನೀಡಿದ್ದಾರೆ. ಅದಕ್ಕೆ ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್‌ ಅವರು ಬಹುತೇಕ ಸಮ್ಮತಿಯನ್ನೂ ನೀಡಿದ್ದಾರೆ.

ಬೆಂಗಳೂರು ಉತ್ತರ, ಬೆಂಗಳೂರು ದಕ್ಷಿಣ, ಬೆಂಗಳೂರು ಪೂರ್ವ, ಬೆಂಗಳೂರು ಪಶ್ಚಿಮ ಹಾಗೂ ಬೆಂಗಳೂರು ಕೇಂದ್ರ ನಗರ ಪಾಲಿಕೆ ಎಂದು ಐದು ನಗರ ಪಾಲಿಕೆಗಳನ್ನು ರಚಿಸಲು ಪ್ರಸ್ತಾಪಿಸಲಾಗಿದೆ. ಈ ಮೊದಲು ಮೂರು ನಗರಪಾಲಿಕೆ ರಚಿಸಬೇಕು ಎಂಬ ಸಲಹೆ ಇತ್ತಾದರೂ, ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರದೇಶ’ವನ್ನು 1000ಕ್ಕೂ ಹೆಚ್ಚು ಚದರ ಕಿ.ಮೀ ವ್ಯಾಪ್ತಿಗೆ ಹಿಗ್ಗಿಸಿಕೊಳ್ಳುವ ಚಿಂತನೆ ಇದೆ. ಹೀಗಾಗಿ, ಮೂರು ನಗರ ಪಾಲಿಕೆ ರಚನೆಯಾದರೆ, ಮತ್ತೆ ಆಡಳಿತಕ್ಕೆ ತೊಡಕಾಗುತ್ತದೆ. ಆದ್ದರಿಂದ ಐದು ನಗರ ಪಾಲಿಕೆಗಳು ರಚನೆಯಾಗಬೇಕು ಎಂಬ ಅಭಿಪ್ರಾಯ ವ್ಯಕ್ತವಾಗಿದೆ.

27 ವಿಧಾನಸಭೆಗಳನ್ನು ಅವುಗಳ ವಿಸ್ತೀರ್ಣ ಹಾಗೂ ಜನಸಂಖ್ಯೆಗೆ ಅನುಗುಣವಾಗಿ ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ವ್ಯಾಪ್ತಿಗೆ ತರಲಾಗುತ್ತದೆ. ಒಂದು ವಿಧಾನಸಭೆಯ ಎಲ್ಲ ಪ್ರದೇಶಗಳನ್ನು ಒಂದೇ ನಗರ ಪಾಲಿಕೆಯಲ್ಲಿರುವಂತೆ ಯೋಜಿಸಲಾಗಿದೆ.

708 ಚದರ ಕಿ.ಮೀ ವ್ಯಾಪ್ತಿಯಲ್ಲಿದ್ದ ಬಿಬಿಎಂಪಿ ಪ್ರದೇಶವನ್ನೇ ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರದೇಶ’ ಎಂದು ಮೇ 15ರಂದು ಅಧಿಸೂಚಿಸಲಾಗಿತ್ತು. ಅದೇ ಪ್ರದೇಶದಲ್ಲಿ ಐದು ನಗರ ಪಾಲಿಕೆಗಳನ್ನು ರಚಿಸಲಾಗುತ್ತದೆ. ನಂತರ, ಅದರ ಸುತ್ತಲಿನ ಎಲೆಕ್ಟ್ರಾನಿಕ್‌ ಸಿಟಿ, ಅತ್ತಿಬೆಲೆ, ಜಿಗಣಿ ಕೈಗಾರಿಕೆ ಪ್ರದೇಶ, ಬೊಮ್ಮಸಂದ್ರ, ಸರ್ಜಾಪುರ, ಬಾಗಲೂರು, ರಾಜಾನುಕುಂಟೆ, ಹೆಸರಘಟ್ಟ, ದಾಸನಪುರ, ಮಾಕಳಿ, ತಾವರೆಕೆರೆ, ಕುಂಬಳಗೋಡು, ಕಗ್ಗಲಿಪುರ, ಹಾರೋಹಳ್ಳಿ ಸೇರಿದಂತೆ ಹವಲು ಪ್ರದೇಶಗಳನ್ನು ಸೇರಿಸಿಕೊಳ್ಳಲು ಚಿಂತಿಸಲಾಗಿದೆ.

ದೇವನಹಳ್ಳಿ, ನೆಲಮಂಗಲ, ಹೊಸಕೋಟೆ, ದೊಡ್ಡಬಳ್ಳಾಪುರ, ಮಾಗಡಿ, ಬಿಡದಿಗಳನ್ನು ಉಪನಗರಗಳನ್ನಾಗಿ ಅಭಿವೃದ್ಧಿಪಡಿಸಲು ಈಗಾಗಲೇ ಆದೇಶ ಹೊರಡಿಸಲಾಗಿದೆ. ಈ ಆರು ಉಪನಗರಗಳ ನಡುವಿನ ಪ್ರದೇಶವನ್ನು ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರದೇಶ’ಕ್ಕೆ ಸೇರಿಸಿಕೊಳ್ಳಬೇಕು ಎಂಬ ಸ್ಥಳೀಯ ಜನಪ್ರತಿನಿಧಿಗಳ ಆಗ್ರಹವೂ ಇದೆ.

ಅಸ್ತಿತ್ವಕ್ಕೆ ಬಾರದ ಜಿಬಿಎ: ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಆಡಳಿತ ಕಾಯ್ದೆ– 2024’ಯನ್ನು 2025ರ ಮೇ 15ರಿಂದ ಜಾರಿಗೊಳಿಸಲಾಗಿದೆ. ಈ ಕಾಯ್ದೆಯಂತೆ ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯನ್ನೇ ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರದೇಶ’ ಎಂದು ಅಂದೇ ಅಧಿಸೂಚಿಸಲಾಗಿದೆ. ಈ ಕಾಯ್ದೆ ಜಾರಿಯಾದ 120 ದಿನಗಳಲ್ಲಿ ಮುಖ್ಯಮಂತ್ರಿ ನೇತೃತ್ವದಲ್ಲಿ ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ’ (ಜಿಬಿಎ) ರಚನೆಯಾಗಬೇಕು ಎಂದು ಕಾಯ್ದೆಯ ‘ಅಧ್ಯಾಯ –3’ರಲ್ಲಿ ತಿಳಿಸಲಾಗಿದೆ. ಶಾಸಕರು ಸೇರಿದಂತೆ ಎಲ್ಲ ಇಲಾಖೆಗಳ ಮುಖ್ಯಸ್ಥರನ್ನು ಸದಸ್ಯರನ್ನಾಗಿಸಬೇಕು. ಇದಕ್ಕೆ ಮುಖ್ಯ ಆಯುಕ್ತರನ್ನೂ ನೇಮಿಸಬೇಕು. ಆದರೆ ಈ ಬಗ್ಗೆ ಇನ್ನೂ ಅಧಿಸೂಚನೆಯಾಗಿಲ್ಲ. ಆಡಳಿತಾತ್ಮಕ ಕಾರ್ಯಗಳನ್ನು ನಿರ್ವಹಿಸಲು, ಬೆಂಗಳೂರು ಅಭಿವೃದ್ಧಿ ಸಚಿವರ ನೇತೃತ್ವದಲ್ಲಿ‘ಕಾರ್ಯಕಾರಿ ಸಮಿತಿ’ಯ ರಚನೆಯೂ ಆಗಬೇಕು. 

‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಆಡಳಿತ ಕಾಯ್ದೆ– 2024’ ಜಾರಿಯಾದ ಮೇಲೆ, ಆದಷ್ಟು ಬೇಗ, ಗರಿಷ್ಠ ಏಳು ನಗರ ಪಾಲಿಕೆಗಳನ್ನು ರಚಿಸಬೇಕು ಎಂದು ಕಾಯ್ದೆಯ ‘ಅಧ್ಯಾಯ 5’ರಲ್ಲಿ ತಿಳಿಸಲಾಗಿದೆ.

ಬೆಂಗಳೂರು: ‘ವಿರೋಧ ಪಕ್ಷದ ನಾಯಕರನ್ನು ವಿಶ್ವಾಸಕ್ಕೆ ಪಡೆದ ನಂತರ ‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ ವರದಿ’ ಬಗ್ಗೆ ಸಚಿವ ಸಂಪುಟ ಸಭೆಯಲ್ಲಿ ಪ್ರಸ್ತಾಪಿಸಲಾಗುವುದು’ ಎಂದು ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ತಿಳಿಸಿದರು.

‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ’ದ ಕುರಿತು ವಿಧಾನಸೌಧದಲ್ಲಿ ಅಧಿಕಾರಿಗಳ ಜತೆ ಸೋಮವಾರ ಸಭೆ ನಡೆಸಿದ ಬೆಂಗಳೂರು ನಗರಾಭಿವೃದ್ಧಿ ಸಚಿವರೂ ಆದ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಅವರು  ಸುದ್ದಿಗಾರರಿಗೆ ಮಾಹಿತಿ ನೀಡಿದರು.

‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರದ ಅಡಿಯಲ್ಲಿ ಪಾಲಿಕೆಗಳನ್ನು ಹೇಗೆ ವಿಂಗಡಿಸಬೇಕು ಎಂಬುದರ ಬಗ್ಗೆ ಸಮಿತಿಯವರು ಅಂತಿಮ ವರದಿ ನೀಡಿದ್ದಾರೆ. ಈ ವಿಚಾರವಾಗಿ ವಿರೋಧ ಪಕ್ಷದ ನಾಯಕರ ಜೊತೆ ಚರ್ಚೆ ಮಾಡಿ ಅವರನ್ನು ವಿಶ್ವಾಸಕ್ಕೆ ಪಡೆಯಬೇಕು ಎಂದು ಸಮಿತಿ ಅಧ್ಯಕ್ಷರಿಗೆ ಸೂಚಿಸಿದ್ದೇನೆ. ಇದಾದ ಬಳಿಕ ಸಚಿವ ಸಂಪುಟ ಸಭೆಯ ಮುಂದೆ ವರದಿ ಬಗ್ಗೆ ಪ್ರಸ್ತಾಪ ಮಾಡುತ್ತೇನೆ. ಈಗ ಹಾಲಿ ಇರುವ ಪಾಲಿಕೆ ವ್ಯಾಪ್ತಿಯಲ್ಲೇ ಇದನ್ನು ಜಾರಿಗೊಳಿಸುತ್ತೇವೆ. ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ಇದನ್ನು ವಿಸ್ತರಣೆ ಮಾಡಲಾಗುವುದು. ಸಚಿವ ಸಂಪುಟ ಸಭೆಯಲ್ಲಿ ಇದನ್ನು ಪ್ರಸ್ತಾಪಿಸಿ, ಆದಷ್ಟು ಬೇಗ ಚುನಾವಣೆ ನಡೆಸಬೇಕಿದೆ’ ಎಂದು ತಿಳಿಸಿದರು.

Bengaluru: The State Pollution Control Board has issued a notice to MSGP Infratech for failing to scientifically segregate the waste transported from the city and make fertilizer.

The notice was issued after considering the inspection report of the Doddaballapur regional officer of the board, including the violation of solid waste management rules, complaints from the villagers of Tannirahalli, the Bangalore Metropolitan Cleanliness and the complaint from the Lorry Owners and Contractors Association. The MSGP leaders should personally appear on July 10 in the presence of the board chairman and participate in the technical discussion. Otherwise, action will be taken as per the Water Act.

BBMP has issued an order under the Solid Waste Management Rules to process 750 tonnes of waste per day at the MSGP processing unit in Chigarenahalli, Doddabelavangala, by separating it and preparing organic fertilizer/vermi compost from December 29, 2022 to June 30, 2026. The unscientific processing of waste will cause a lot of damage to the environment. The notice also states that the rules under the Water (Protection and Pollution Control) Act, 1974 have been violated.

‘On the complaint of the Bangalore Metropolitan Municipality Cleanliness and Lorry Owners and Contractors Association, the regional officer of the board visited the processing unit on August 13, 2024 and inspected it. A show cause notice will be issued on October 18, 2024 and action will be taken as per the Water Act. Since you have not taken any action in this regard, the Member Secretary of the Board has issued a notice on December 19.

‘The MSGP, who had sought time for this notice, gave an explanation in the second week of February and the first week of March 2025 and stated that necessary action has been taken in the processing unit. Also, the local body is facing difficulties in obtaining additional funds or grants. Banks are not giving loans due to contrary announcements. You have said that real estate people are trying to close the MSGP. This statement proves that you are still far behind in adopting solid waste management rules. This notice has been issued as per the suggestion of the Senior Environment Officer of Bangalore North Zone that a technical discussion should be held before taking action as per the Water Act,’ it is said.

‘There is a rule that more than 15 percent of waste in a solid waste processing unit cannot be landfilled. In the MSGP processing unit, 4.60 lakh tonnes to 5.60 lakh tonnes of waste has been buried in the soil (mud capped). The liquid waste coming out of the garbage heap is causing chemical-laden water to enter the tube wells of farmers in Thanneerahalli village. The areca and banana plantations have dried up. The complaint was filed saying that the drinking water is still not safe.

ಘನತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ ನಿಯಮಗಳ ಉಲ್ಲಂಘನೆ, ತಣ್ಣೀರಹಳ್ಳಿ ಗ್ರಾಮಸ್ಥರ ದೂರು, ಬೆಂಗಳೂರು ಮಹಾನಗರ ಸ್ವಚ್ಛತೆ ಮತ್ತು ಲಾರಿ ಮಾಲೀಕರು, ಗುತ್ತಿಗೆದಾರರ ಸಂಘದ ದೂರು ಸೇರಿದಂತೆ ಮಂಡಳಿಯ ದೊಡ್ಡಬಳ್ಳಾಪುರದ ಪ್ರಾದೇಶಿಕ ಅಧಿಕಾರಿಯವರ ತಪಾಸಣಾ ವರದಿಯನ್ನು ಪರಿಗಣಿಸಿ ನೋಟಿಸ್‌ ನೀಡಲಾಗಿದೆ. ಮಂಡಳಿ ಅಧ್ಯಕ್ಷರ ಸಮ್ಮುಖದಲ್ಲಿ ಜುಲೈ 10ರಂದು  ಎಂಎಸ್‌ಜಿಪಿಯ ಪ್ರಮುಖರು ಖುದ್ದಾಗಿ ಹಾಜರಾಗಿ, ತಾಂತ್ರಿಕ ಚರ್ಚೆಯಲ್ಲಿ ಭಾಗವಹಿಸಬೇಕು. ಇಲ್ಲದಿದ್ದಲ್ಲಿ, ಜಲ ಕಾಯ್ದೆಯಂತೆ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುತ್ತದೆ ಎಂದು ತಿಳಿಸಲಾಗಿದೆ.

ದೊಡ್ಡಬೆಳವಂಗಲದ ಚಿಗರೇನಹಳ್ಳಿಯಲ್ಲಿರುವ ಎಂಎಸ್‌ಜಿಪಿ ಸಂಸ್ಕರಣಾ ಘಟಕದಲ್ಲಿ ಪ್ರತಿ ದಿನ 750 ಟನ್‌ ತ್ಯಾಜ್ಯವನ್ನು ವಿಂಗಡಿಸಿ, ಸಾವಯವ ಗೊಬ್ಬರ/ ವೆರ್ಮಿ ಕಾಂಪೋಸ್ಟ್‌ ತಯಾರಿಸಲು 2022ರ ಡಿಸೆಂಬರ್‌ 29ರಿಂದ 2026ರ ಜೂನ್‌ 30ರವರೆಗೆ ಘನತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ ನಿಯಮಗಳಡಿ ಬಿಬಿಎಂಪಿ ಆದೇಶ ನೀಡಿದೆ. ಅವೈಜ್ಞಾನಿಕವಾಗಿ ತ್ಯಾಜ್ಯವನ್ನು ಸಂಸ್ಕರಿಸುತ್ತಿರುವುದರಿಂದ ಪರಿಸರಕ್ಕೆ ಬಹಳಷ್ಟು ಹಾನಿಯಾಗಲಿದೆ. ಅಲ್ಲದೆ, ಜಲ (ರಕ್ಷಣೆ ಮತ್ತು ಮಾಲಿನ್ಯ ನಿಯಂತ್ರಣ) ಕಾಯ್ದೆ 1974ರಂತೆ ನಿಯಮಗಳನ್ನು ಉಲ್ಲಂಘಿಸಿದಂತಾಗಿದೆ ಎಂದು ನೋಟಿಸ್‌ನಲ್ಲಿ ಹೇಳಲಾಗಿದೆ.

‘ಬೆಂಗಳೂರು ಮಹಾನಗರ ಸ್ವಚ್ಛತೆ ಮತ್ತು ಲಾರಿ ಮಾಲೀಕರು, ಗುತ್ತಿಗೆದಾರರ ಸಂಘದ ದೂರಿನನ್ವಯ 2024ರ ಆಗಸ್ಟ್ 13ರಂದು ಸಂಸ್ಕರಣೆ ಘಟಕಕ್ಕೆ ಮಂಡಳಿಯ ಪ್ರಾದೇಶಿಕ ಅಧಿಕಾರಿ ಭೇಟಿ ಪರಿಶೀಲನೆ ನಡೆಸಿದ್ದಾರೆ. 2024ರ ಅಕ್ಟೋಬರ್‌ 18ರಂದು ಶೋಕಾಸ್‌ ನೋಟಿಸ್‌ ಜಾರಿ ಮಾಡಿ, ಜಲ ಕಾಯ್ದೆಯಂತೆ ಕ್ರಮ ಕೈಗೊಳ್ಳುವುದಾಗಿ ತಿಳಿಸಿದ್ದಾರೆ.  ಈ ಬಗ್ಗೆ ನೀವು ಯಾವುದೇ ಕ್ರಮ ಕೈಗೊಂಡಿಲ್ಲದ್ದರಿಂದ, ಮಂಡಳಿಯ ಸದಸ್ಯ ಕಾರ್ಯದರ್ಶಿಯವರು ಡಿಸೆಂಬರ್‌ 19ರಂದು ನೋಟಿಸ್‌ ಜಾರಿ ಮಾಡಿದ್ದಾರೆ’ ಎಂದು ವಿವರಿಸಲಾಗಿದೆ.

‘ಈ ನೋಟಿಸ್‌ಗೆ ಸಮಯಾವಕಾಶ ಕೋರಿಕೊಂಡಿದ್ದ ಎಂಎಸ್‌ಜಿಪಿಯವರು, 2025ರ ಫೆಬ್ರುವರಿ ಎರಡನೇ ವಾರ ಮತ್ತು ಮಾರ್ಚ್ ಮೊದಲ ವಾರದಲ್ಲಿ ವಿವರಣೆ ನೀಡಿ, ಸಂಸ್ಕರಣೆ ಘಟಕದಲ್ಲಿ ಅಗತ್ಯ ಕ್ರಮ ಕೈಗೊಂಡಿರುವುದಾಗಿ ತಿಳಿಸಿದ್ದೀರಿ. ಅಲ್ಲದೆ, ಹೆಚ್ಚುವರಿ ನಿಧಿ ಅಥವಾ ಅನುದಾನ ಪಡೆಯುವಲ್ಲಿ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಯಿಂದ ತೊಂದರೆಯಾಗುತ್ತಿದೆ. ವಿರುದ್ಧವಾದ ಪ್ರಕಟಣೆಗಳಿಂದ ಬ್ಯಾಂಕ್‌ಗಳು ಸಾಲ ನೀಡುತ್ತಿಲ್ಲ. ರಿಯಲ್‌ ಎಸ್ಟೇಟ್‌ನವರು ಎಂಎಸ್‌ಜಿಪಿಯನ್ನು ಮುಚ್ಚಿಸಬೇಕೆಂಬ ಹುನ್ನಾರ ಹೊಂದಿದ್ದಾರೆ ಎಂದು ಹೇಳಿದ್ದೀರಿ. ಈ ಹೇಳಿಕೆ ಮೂಲಕ ನೀವು ಘನತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ ನಿಯಮಗಳನ್ನು ಅಳವಡಿಸಿಕೊಳ್ಳುವಲ್ಲಿ ಇನ್ನೂ ಸಾಕಷ್ಟು ಹಿಂದೆ ಉಳಿದಿದ್ದೀರಿ ಎಂಬುದು ಸಾಬೀತಾಗುತ್ತದೆ. ಜಲ ಕಾಯ್ದೆಯಂತೆ ಕ್ರಮ ಕೈಗೊಳ್ಳುವ ಮೊದಲು ಒಂದು ಬಾರಿ ತಾಂತ್ರಿಕ ಚರ್ಚೆ ನಡೆಸಬೇಕೆಂಬ ಬೆಂಗಳೂರು ಉತ್ತರ ವಲಯದ ಹಿರಿಯ ಪರಿಸರ ಅಧಿಕಾರಿಯವರ ಸಲಹೆಯಂತೆ ಈ ನೋಟಿಸ್‌ ಜಾರಿ ಮಾಡಲಾಗಿದೆ’ ಎಂದು ಹೇಳಲಾಗಿದೆ.

‘ಘನತ್ಯಾಜ್ಯ ಸಂಸ್ಕರಣೆ ಘಟಕದಲ್ಲಿ ಶೇ 15ಕ್ಕಿಂತ ಹೆಚ್ಚು ತ್ಯಾಜ್ಯವನ್ನು ಭೂಭರ್ತಿ ಮಾಡುವಂತಿಲ್ಲ ಎಂಬ ನಿಯಮವಿದೆ. ಎಂಎಸ್‌ಜಿಪಿ ಸಂಸ್ಕರಣೆ ಘಟಕದಲ್ಲಿ 4.60 ಲಕ್ಷ ಟನ್‌ನಿಂದ 5.60 ಲಕ್ಷ ಟನ್‌ನಷ್ಟು ತ್ಯಾಜ್ಯವನ್ನು ಮಣ್ಣಿನಲ್ಲಿ (ಮಡ್‌ ಕ್ಯಾಪ್ಡ್) ಹೂಳಲಾಗಿದೆ. ಕಸದ ರಾಶಿಯಿಂದ ಹೊರಬರುವ ದ್ರವ ತ್ಯಾಜ್ಯದಿಂದ ತಣ್ಣೀರಹಳ್ಳಿ ಗ್ರಾಮದ ರೈತರ ಕೊಳವೆ ಬಾವಿಗಳಲ್ಲಿ ರಾಸಾಯನಿಕಯುಕ್ತ ನೀರು ಬರುತ್ತಿದೆ. ಅಡಿಕೆ, ಬಾಳೆ ತೋಟಗಳು ಒಣಗಿದವು. ಕುಡಿಯುವ ನೀರಿಗೆ ತತ್ವಾರ ಇಂದಿಗೂ ತಪ್ಪಿಲ್ಲ‘ ಎಂದು ದೂರು ದಾಖಲಾಗಿತ್ತು.

Bengaluru: Under the ‘Nambike Nakshe’ scheme, building plan will be provided in a single day for plots up to 4,000 sq ft under BBMP jurisdiction. Approved plans will be available in 15 days.

If the sites do not have an e-khata, building plan approval, building commencement certificate (CC), and occupancy certificate (OC) will no longer be available. 

Deputy Chief Minister D.K. Shivakumar launched the ‘Nambike Map’ scheme in September 2024 with the slogan ‘plans will be provided for the construction of residential buildings in a single day. Building plan at your doorstep’. The scheme, which had been running slowly till January 2025, gained momentum later. Although all the processes were being carried out online, the approved plans were not available within the stipulated 15 days. From July 3, all the systems are being carried out online, and building plans can be obtained without going to the BBMP office.

In the ‘Nambike Nakshe’ scheme, the approved plan will be approved online within the stipulated 15 days. By registering an e-account, there is no need for verification by revenue officials. If the officials verify and approve within the time given to them, a system has now been implemented where the building plan will be automatically (deemed) approved. This system has been implemented under the guidance of Deputy Chief Minister D.K. Shivakumar and will be even easier, said Girish, Additional Director, BBMP Urban Project

The issuance of building plans to those with ‘manual khata’ has been stopped. E-khata is mandatory while applying for a building plan. Due to this, there is no need to submit other documents related to the property. Verification by revenue officials is not required. Since property tax, purchase deed, property location (latitude, longitude), owner's photo, Aadhaar are all entered in the e-account, all these documents are available online. Only the documents related to the plan need to be submitted,' he said.

How is the process?

Architects or engineers who have obtained permission from BBMP, the documents provided by the owner and the building plan should be uploaded on the BBMP website (https://bpas.bbmpgov.in/BPAMSClient4/Default.aspx? TAV-1).

The Karnataka State Remote Sensing Application Centre (KSRSAC) will check online and clarify that the building does not fall in any buffer zone of lakes and government areas. The report will be prepared through Auto DCR, and a provisional map and permission letter will be issued within a day.

Then the town planning officials will check the documents and sanction the map. If there is any problem or mistake in the documents, legal action will be taken as per the BBMP Act. The ‘temporary plan’ will be cancelled and construction of the building will be prohibited. All the processes will be completed within 15 days.

The officers have been given a login to conduct each approval online. If the officers do not review and approve within the stipulated period, the building plan will be automatically approved in the ‘deemed’ system.

ಬೆಂಗಳೂರು: ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ‘ನಂಬಿಕೆ ನಕ್ಷೆ’ ಯೋಜನೆಯಡಿ 4,000 ಚದರಡಿವರೆಗಿನ ನಿವೇಶನಗಳಿಗೆ ಒಂದೇ ದಿನದಲ್ಲಿ ಕಟ್ಟಡ ನಕ್ಷೆ ನೀಡಲಾಗುತ್ತದೆ. 15 ದಿನದಲ್ಲಿ ಅನುಮೋದಿತ ನಕ್ಷೆ ಲಭ್ಯವಾಗಲಿದೆ.

ನಿವೇಶನಗಳಿಗೆ ಇ–ಖಾತಾ ಇಲ್ಲದಿದ್ದರೆ, ಕಟ್ಟಡ ನಕ್ಷೆಗೆ ಮಂಜೂರಾತಿ, ಕಟ್ಟಡ ಪ್ರಾರಂಭಿಕ ಪ್ರಮಾಣ ಪತ್ರ (ಸಿಸಿ), ಸ್ವಾಧೀನಾನುಭವ ಪತ್ರ (ಒಸಿ) ಇನ್ನು ಮುಂದೆ ಸಿಗುವುದಿಲ್ಲ. 

‘ವಸತಿ ಕಟ್ಟಡಗಳ ನಿರ್ಮಾಣಕ್ಕೆ  ಒಂದೇ ದಿನದಲ್ಲಿ ನಕ್ಷೆ ನೀಡಲಾಗುತ್ತದೆ. ಕಟ್ಟಡ ನಕ್ಷೆ ನಿಮ್ಮ ಮನೆ ಬಾಗಿಲಿಗೆ’ ಎಂಬ ಘೋಷ ವಾಕ್ಯದಲ್ಲಿ ‘ನಂಬಿಕೆ ನಕ್ಷೆ’ ಯೋಜನೆಗೆ ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಅವರು 2024ರ ಸೆಪ್ಟೆಂಬರ್‌ನಲ್ಲಿ ಚಾಲನೆ ನೀಡಿದ್ದರು. 2025 ಜನವರಿವರೆಗೂ ಕುಂಟುತ್ತಾ ಸಾಗಿದ್ದ, ಯೋಜನೆ ನಂತರ ವೇಗ ಪಡೆದುಕೊಂಡಿತ್ತು. ಎಲ್ಲ ಪ್ರಕ್ರಿಯೆಗಳನ್ನು ಆನ್‌ಲೈನ್‌ನಲ್ಲೇ ನಡೆಸಲಾಗುತ್ತಿದ್ದರೂ, ಕಾಲಮಿತಿಯಾದ 15 ದಿನದಲ್ಲಿ ಅನುಮೋದಿತ ನಕ್ಷೆ ಸಿಗುತ್ತಿರಲಿಲ್ಲ. ಜುಲೈ 3ರಿಂದ ಎಲ್ಲ ವ್ಯವಸ್ಥೆಯನ್ನೂ ಆನ್‌ಲೈನ್‌ನಲ್ಲೇ ನಡೆಸಲಾಗುತ್ತಿದ್ದು, ಬಿಬಿಎಂಪಿ ಕಚೇರಿಗೆ ಹೋಗದೆ ಕಟ್ಟಡ ನಕ್ಷೆಯನ್ನು ಪಡೆಯಬಹುದಾಗಿದೆ.

‘ನಂಬಿಕೆ ನಕ್ಷೆ’ ಯೋಜನೆಯಲ್ಲಿ ಕಾಲಮಿತಿಯಾದ 15 ದಿನದಲ್ಲಿ ಅನುಮೋದಿತ ನಕ್ಷೆ ಆನ್‌ಲೈನ್‌ನಲ್ಲೇ ಅನುಮೋದನೆಯಾಗುತ್ತದೆ. ಇ–ಖಾತಾ ದಾಖಲಿಸುವುದರಿಂದ ಕಂದಾಯ ಅಧಿಕಾರಿಗಳ ಪರಿಶೀಲನೆ ಅಗತ್ಯ ಇರುವುದಿಲ್ಲ. ಅಧಿಕಾರಿಗಳು ಅವರಿಗೆ ನೀಡಿರುವ ಅವಧಿಯೊಳಗೆ ಪರಿಶೀಲನೆ ನಡೆಸಿ, ಅನುಮೋದನೆ ನೀಡಲಿದ್ದರೆ ಸ್ವಯಂಚಾಲಿತವಾಗಿ (ಡೀಮ್ಡ್‌) ಕಟ್ಟಡ ನಕ್ಷೆ ಅನುಮೋದನೆಯಾಗುವ ವ್ಯವಸ್ಥೆ ಇದೀಗ ಜಾರಿಯಾಗಿದೆ. ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್‌ ಅವರ ಮಾರ್ಗದರ್ಶನದಲ್ಲಿ ಈ ವ್ಯವಸ್ಥೆ ಜಾರಿಯಾಗಿದ್ದು, ಇನ್ನಷ್ಟು ಸುಲಲಿತವಾಗಲಿದೆ’  ಎಂದು ಬಿಬಿಎಂಪಿ ನಗರ ಯೋಜನೆಯ ಹೆಚ್ಚುವರಿ ನಿರ್ದೇಶಕ ಗಿರೀಶ್‌ ಹೇಳಿದರು

 

‘ಮ್ಯಾನ್ಯುಯಲ್ ಖಾತಾ’ ಹೊಂದಿರುವವರಿಗೆ ಕಟ್ಟಡ ನಕ್ಷೆ ನೀಡುವುದನ್ನು ನಿಲ್ಲಿಸಲಾಗಿದೆ. ಕಟ್ಟಡ ನಕ್ಷೆಗೆ ಅರ್ಜಿ ಸಲ್ಲಿಸುವಾಗ ಇ–ಖಾತಾ ಕಡ್ಡಾಯ. ಇದರಿಂದ, ಆಸ್ತಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಇತರೆ ದಾಖಲೆಗಳನ್ನು ಸಲ್ಲಿಸುವ ಅಗತ್ಯವಿಲ್ಲ. ಕಂದಾಯ ಅಧಿಕಾರಿಗಳ ಪರಿಶೀಲನೆ ಅಗತ್ಯವಿಲ್ಲ. ಆಸ್ತಿ ತೆರಿಗೆ, ಕ್ರಯಪತ್ರ, ಆಸ್ತಿಯ ಸ್ಥಳ (ಅಕ್ಷಾಂಶ, ರೇಖಾಂಶ), ಮಾಲೀಕರ ಚಿತ್ರ, ಆಧಾರ್ ಎಲ್ಲವೂ ಇ–ಖಾತಾದಲ್ಲಿಯೇ ನಮೂದಾಗಿರುವುದರಿಂದ ಈ ಎಲ್ಲ ದಾಖಲೆಗಳು ಆನ್‌ಲೈನ್‌ನಲ್ಲಿಯೇ ಲಭ್ಯವಾಗುತ್ತದೆ. ನಕ್ಷೆಗೆ ಸಂಬಂಧಿಸಿದ ದಾಖಲೆಗಳನ್ನು ಮಾತ್ರ ಸಲ್ಲಿಸಬೇಕಾಗುತ್ತದೆ’  ಎಂದರು.

ಬಿಬಿಎಂಪಿಯಿಂದ ಅನುಮತಿ ಪಡೆದಿರುವ ಆರ್ಕಿಟೆಕ್ಟ್‌ಗಳು ಅಥವಾ ಎಂಜಿನಿಯರ್‌ಗಳು, ಮಾಲೀಕರು ಒದಗಿಸುವ ದಾಖಲೆ ಮತ್ತು ಕಟ್ಟಡ ನಕ್ಷೆಯನ್ನು ಬಿಬಿಎಂಪಿ ವೆಬ್‌ಸೈಟ್‌ನಲ್ಲಿ (https://bpas.bbmpgov.in/BPAMSClient4/Default.aspx? TAV-1) ಅಪ್‌ಲೋಡ್‌ ಮಾಡಬೇಕು.

ಕರ್ನಾಟಕ ರಾಜ್ಯ ದೂರ ಸಂವೇದಿ ಅನ್ವಯಿಕ ಕೇಂದ್ರ (ಕೆಎಸ್‌ಆರ್‌ಎಸ್‌ಎಸಿ) ಆನ್‌ಲೈನ್‌ನಲ್ಲೇ ಪರಿಶೀಲಿಸಿ, ಕೆರೆ, ಸರ್ಕಾರಿ ಪ್ರದೇಶಗಳ ಯಾವುದೇ ಬಫರ್‌ ಝೋನ್‌ನಲ್ಲಿ ಈ ಕಟ್ಟಡ ಬರುವುದಿಲ್ಲ ಎಂಬುದನ್ನು ಸ್ಪಷ್ಟೀಕರಿಸುತ್ತದೆ. ಆಟೊ ಡಿಸಿಆರ್‌ ಮೂಲಕ ವರದಿ ಸಿದ್ಧಗೊಂಡು, ತಾತ್ಕಾಲಿಕ ನಕ್ಷೆ ಹಾಗೂ ಅನುಮತಿ ಪತ್ರವನ್ನು ಒಂದು ದಿನದಲ್ಲಿ ನೀಡಲಾಗುತ್ತದೆ.

ನಂತರ ನಗರ ಯೋಜನೆ ಅಧಿಕಾರಿಗಳು ದಾಖಲೆಗಳನ್ನು ಪರಿಶೀಲಿಸಿ ನಕ್ಷೆ ಮಂಜೂರು ಮಾಡುತ್ತಾರೆ. ದಾಖಲೆಗಳಲ್ಲಿ ಯಾವುದಾದರೂ ಸಮಸ್ಯೆ ಅಥವಾ ತಪ್ಪಿದ್ದರೆ ಬಿಬಿಎಂಪಿ ಕಾಯ್ದೆಯಂತೆ ಕಾನೂನು ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುತ್ತದೆ. ‘ತಾತ್ಕಾಲಿಕ ನಕ್ಷೆ’ಯನ್ನು ರದ್ದುಗೊಳಿಸಿ, ಕಟ್ಟಡ ನಿರ್ಮಿಸದಂತೆ ನಿರ್ಬಂಧಿಸಲಾಗುತ್ತದೆ. 15 ದಿನದಲ್ಲಿ ಎಲ್ಲ ಪ್ರಕ್ರಿಯೆಗಳೂ ಮುಗಿಯಲಿವೆ.

Bengaluru: Experts are of the opinion that building a tunnel from one area to another will not reduce traffic congestion as the city is developing in a circular manner.

‘Bengaluru has been developing rapidly from its central part to a circular path everywhere and is still happening. In such a situation, building a tunnel to reduce traffic congestion in the central part will not be of much benefit. Instead, the number of ‘bottlenecks’ at the entry and exit points of the tunnel road will increase,’ said traffic expert Prof. M.N. Srihari.

‘It is difficult to build a flyover or road expansion work in the central part to reduce traffic congestion. Land acquisition will cost thousands of crores. Although the plan to build an underground road is an alternative option, the big question is how the problems will be dealt with. Although the application of advanced technology is high, common sense is low, he said.

‘There are many layers of rock in the underground of Bangalore. Granite stones are abundant. ‘Hard rock’ is available in abundance. Therefore, the work of drilling a tunnel requires a lot of effort. Although the most advanced tunnel boring machines (TPMs) from abroad do this work, success depends on their previous expertise. TPMs have failed many times during the construction of our metro. There needs to be more safety in the tunnel road,’ he said.

‘The chances of encountering problems like landslides in the underground of a city with a lot of hard rock are low. However, if there is a problem while traveling tens of kilometers, more importance should be given to the plan to quickly solve it. Also, precautionary measures should be taken to prevent water from seeping into the tunnel and rainwater from accumulating. Otherwise, boats may have to be provided in the tunnel route,' he expressed concern.

'The tunnel road will affect our metro system. Metro traffic is planned in the Hebbal-Silk Board corridor. Thousands of crores will be spent on that too. The number of metro passengers will decrease by 5 percent due to the tunnel road. This will further burden the state’s finances. Singapore, with a population of 5.7 million, has only 6.24 lakh cars. But Tokyo, with a population of 3.6 crore, has only 3 million private vehicles. The number of daily train passengers in mass transit in Tokyo is four crore, while in Bengaluru the number is around six lakh. Singapore cancelled its underground road project in 2017 and focused on expanding public transport. Bengaluru, which has Singapore as a model, would do well to follow suit, said Katyayini Chamaraj, executive trustee of Civic-Bengaluru.

Safety is the challenge: Srihari

'A tunnel road was built in London 50 years ago. People's safety is given first priority there. People's lives are more important, and they spend any amount. However, in our system, the work is carried out by giving tenders to those who quote the lowest. That is, priority is given to reducing the cost. After that, several percent goes in kickbacks and commissions. Therefore, when you travel on a tunnel road that is built at a cost of thousands of crores and pay a high fee, the question arises whether it is of quality and safe,' said traffic expert Prof. M.N. Srihari.

Public transport should be improved: Katyayani

‘Instead of spending about ₹40,000 crore on tunnel roads, Bengaluru should have a multi-modal public transport infrastructure. Our metro, suburban rail and main roads can be developed. BMTC buses can be increased to 18,000 and last mile connectivity can be provided. Public transport fares can be reduced by half or made free like in South American cities, which can significantly increase the number of passengers,’ suggested Katyayani Chamaraj, executive trustee of Civic-Bengaluru.

ಬೆಂಗಳೂರು: ನಗರ ವೃತ್ತಾಕಾರದಲ್ಲಿ ಅಭಿವೃದ್ಧಿಯಾಗಿರುವುದರಿಂದ ಯಾವುದೋ ಒಂದು ಪ್ರದೇಶದಿಂದ ಮತ್ತೊಂದು ಸ್ಥಳಕ್ಕೆ ಸುರಂಗ ರಸ್ತೆ ನಿರ್ಮಿಸುವುದರಿಂದ ವಾಹನ ದಟ್ಟಣೆ ಕಡಿಮೆಯಾಗುವುದಿಲ್ಲ ಎಂದು ತಜ್ಞರು ಅಭಿಪ್ರಾಯಪಟ್ಟಿದ್ದಾರೆ.

‘ಬೆಂಗಳೂರು ತನ್ನ ಕೇಂದ್ರ ಭಾಗದಿಂದ ವೃತ್ತಾಕಾರವಾಗಿ ಎಲ್ಲೆಡೆಯೂ ಕ್ಷಿಪ್ರ ಬೆಳವಣಿಗೆಯಾಗಿದೆ ಹಾಗೂ ಇನ್ನೂ ಆಗುತ್ತಿದೆ. ಇಂತಹ ಸಂದರ್ಭದಲ್ಲಿ ಕೇಂದ್ರ ಭಾಗದಲ್ಲಿ ಸಂಚಾರ ದಟ್ಟಣೆಯನ್ನು ಕಡಿಮೆ ಮಾಡಲು ಸುರಂಗ ರಸ್ತೆ ನಿರ್ಮಿಸುವುದರಿಂದ ಹೆಚ್ಚಿನ ಪ್ರಯೋಜನವೇನೂ ಆಗುವುದಿಲ್ಲ. ಬದಲಿಗೆ, ಸುರಂಗ ರಸ್ತೆಯ ಪ್ರವೇಶ–ನಿರ್ಗಮನ ಸ್ಥಳಗಳಲ್ಲಿ ‘ಬಾಟಲ್‌ ನೆಕ್‌’ಗಳ ಸಂಖ್ಯೆ ವೃದ್ಧಿಯಾಗಲಿದೆ’ ಎಂದು ಸಂಚಾರ ತಜ್ಞ ಪ್ರೊ. ಎಂ.ಎನ್‌. ಶ್ರೀಹರಿ ಹೇಳಿದರು.

‘ವಾಹನ ದಟ್ಟಣೆಯನ್ನು ಕಡಿಮೆ ಮಾಡಲು ಕೇಂದ್ರ ಭಾಗದಲ್ಲಿ ಮೇಲ್ಸೇತುವೆ ಅಥವಾ ರಸ್ತೆ ವಿಸ್ತರಣೆ ಕಾಮಗಾರಿ ಮಾಡುವುದು ಕಷ್ಟಸಾಧ್ಯವಾಗಿದೆ. ಭೂಸ್ವಾಧೀನ ಮಾಡಿಕೊಳ್ಳಲು ಸಾವಿರಾರು ಕೋಟಿ ವೆಚ್ಚವಾಗಲಿದೆ. ಇದಕ್ಕೆ ಪರ್ಯಾಯವಾಗಿ ಭೂಮಿಯ ಕೆಳಗೆ ರಸ್ತೆ ನಿರ್ಮಿಸುವ ಯೋಜನೆ ಒಂದು ಪರ್ಯಾಯ ಆಯ್ಕೆಯಾಗಿದ್ದರೂ, ಅದರಿಂದಾಗುವ ಸಮಸ್ಯೆಗಳನ್ನು ಹೇಗೆ ನಿಭಾಯಿಸುತ್ತಾರೆ ಎಂಬುದೇ ದೊಡ್ಡ ಪ್ರಶ್ನೆ. ಅತ್ಯಾಧುನಿಕ ತಂತ್ರಜ್ಞಾನ ಅಳವಡಿಕೆ ಅಧಿಕವಾಗಿದೆಯಾದರೂ, ಸಾಮಾನ್ಯ ಜ್ಞಾನ (ಕಾಮನ್‌ ಸೆನ್ಸ್) ಕಡಿಮೆಯಾಗಿದೆ ’ ಎಂದರು.

‘ಬೆಂಗಳೂರಿನ ಭೂಗರ್ಭದಲ್ಲಿ ಹೆಚ್ಚಿನ ಕಲ್ಲಿನ ಪದರಗಳಿವೆ. ಗ್ರಾನೈಟ್‌ ಕಲ್ಲುಗಳು ಹೇರಳವಾಗಿವೆ. ‘ಹಾರ್ಡ್‌ರಾಕ್‌’ ಹೆಚ್ಚು ಸಿಗುತ್ತದೆ. ಹೀಗಾಗಿ, ಸುರಂಗವನ್ನು ಕೊರೆಯುವ ಕಾರ್ಯಕ್ಕೆ ಹೆಚ್ಚು ಶ್ರಮ ಅಗತ್ಯ. ವಿದೇಶಗಳಿಂದ ಬರುವ ಅತ್ಯಾಧುನಿಕ ಸುರಂಗ ಕೊರೆಯುವ ಯಂತ್ರಗಳು (ಟಿಪಿಎಂ) ಈ ಕೆಲಸವನ್ನು ಮಾಡುತ್ತವೆಯಾದರೂ, ಅದರ ಹಿಂದಿನ ಪರಿಣತಿ ಮೇಲೆ ಯಶಸ್ಸು ನಿಂತಿರುತ್ತದೆ. ನಮ್ಮ ಮೆಟ್ರೊ ನಿರ್ಮಾಣದ ಸಂದರ್ಭದಲ್ಲಿ ಹಲವು ಬಾರಿ ಟಿಪಿಎಂಗಳು ಕೈಕೊಟ್ಟಿವೆ. ಅದಕ್ಕಿಂತ ಹೆಚ್ಚಿನ ಸುರಕ್ಷತೆ ಸುರಂಗ ರಸ್ತೆಯಲ್ಲಿರಬೇಕಾಗುತ್ತದೆ’ ಎಂದು ಹೇಳಿದರು.

‘ಹಾರ್ಡ್‌ರಾಕ್‌ ಹೆಚ್ಚಿರುವ ನಗರದ ಭೂಗರ್ಭದಲ್ಲಿ ಭೂಕುಸಿತದಂತಹ ಸಮಸ್ಯೆ ಎದುರಾಗುವ ಸಂಭವ ಕಡಿಮೆ. ಆದರೆ, ಹತ್ತಾರು ಕಿ.ಮೀ ಉದ್ದ ಸಂಚರಿಸುವಾಗ ಏನಾದರೂ ಸಮಸ್ಯೆಯಾದರೆ ಅದಕ್ಕೆ ಕ್ಷಿಪ್ರವಾಗಿ ಪರಿಹಾರ ಕಲ್ಪಿಸುವ ಯೋಜನೆಗೆ ಹೆಚ್ಚು ಪ್ರಾಮುಖ್ಯ ನೀಡಬೇಕು. ಅಲ್ಲದೆ, ಸುರಂಗದಲ್ಲಿ ನೀರು ಜಿನುಗುವುದಕ್ಕೆ ಹಾಗೂ ಮಳೆ ನೀರು ಸೇರಿಕೊಳ್ಳದಂತೆ ಮುಂಜಾಗ್ರತಾ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು. ಇಲ್ಲದಿದ್ದರೆ, ಸುರಂಗ ಮಾರ್ಗದಲ್ಲಿ ಬೋಟ್‌ ನೀಡಬೇಕಾಗಬಹುದು’ ಎಂದು ಆತಂಕ ವ್ಯಕ್ತಪಡಿಸಿದರು.

‘ಸುರಂಗ ರಸ್ತೆಯಿಂದ ನಮ್ಮ ಮೆಟ್ರೊ ವ್ಯವಸ್ಥೆಗೆ ಧಕ್ಕೆಯಾಗುತ್ತದೆ. ಹೆಬ್ಬಾಳ– ಸಿಲ್ಕ್‌ ಬೋರ್ಡ್‌ ಕಾರಿಡಾರ್‌ನಲ್ಲಿ ಮೆಟ್ರೊ ಸಂಚಾರವನ್ನು ಯೋಜಿಸಲಾಗಿದೆ. ಅದಕ್ಕೂ ಸಾವಿರಾರು ಕೋಟಿ ವೆಚ್ಚ ಮಾಡಲಾಗುತ್ತದೆ. ಸುರಂಗ ರಸ್ತೆಯಿಂದ ಮೆಟ್ರೊ ಪ್ರಯಾಣಿಕರ ಸಂಖ್ಯೆ ಶೇ 5ರಷ್ಟು ಕಡಿಮೆಯಾಗುತ್ತದೆ. ಇದರಿಂದ ರಾಜ್ಯದ ಹಣಕಾಸಿನ ಮೇಲೆ ಮತ್ತಷ್ಟು ಹೊರೆಯಾಗುತ್ತದೆ. 57 ಲಕ್ಷ ಜನಸಂಖ್ಯೆ ಹೊಂದಿರುವ ಸಿಂಗಾಪುರದಲ್ಲಿ ಕೇವಲ 6.24 ಲಕ್ಷ ಕಾರುಗಳಿವೆ. ಆದರೆ 3.6 ಕೋಟಿ ಜನಸಂಖ್ಯೆ ಹೊಂದಿರುವ ಟೋಕಿಯೊದಲ್ಲಿ ಕೇವಲ 30 ಲಕ್ಷ ಖಾಸಗಿ ವಾಹನಗಳಿವೆ. ಟೋಕಿಯೊದಲ್ಲಿ ಸಾಮೂಹಿಕ ಸಾರಿಗೆಯಲ್ಲಿ ದೈನಂದಿನ ರೈಲು ಪ್ರಯಾಣಿಕರ ಸಂಖ್ಯೆ ನಾಲ್ಕು ಕೋಟಿ, ಬೆಂಗಳೂರಿನಲ್ಲಿ ಈ ಸಂಖ್ಯೆ ಆರು ಲಕ್ಷದ ಆಸುಪಾಸಿನಲ್ಲಿದೆ. ಸಿಂಗಾಪುರವು 2017ರಲ್ಲಿ ತನ್ನ ಭೂಗತ ರಸ್ತೆ ಯೋಜನೆಯನ್ನು ರದ್ದುಗೊಳಿಸಿ ಸಾರ್ವಜನಿಕ ಸಾರಿಗೆಯನ್ನು ವಿಸ್ತರಿಸುವತ್ತ ಗಮನಹರಿಸಿತು. ಸಿಂಗಾಪುರವನ್ನು ಮಾದರಿಯಾಗಿರಿಸಿಕೊಂಡಿರುವ ಬೆಂಗಳೂರು ಅದನ್ನೇ ಪಾಲಿಸಿದರೆ ಉತ್ತಮ’ ಎಂದು ಸಿವಿಕ್‌– ಬೆಂಗಳೂರು ಸಂಸ್ಥೆಯ ಕಾರ್ಯಕಾರಿ ಟ್ರಸ್ಟಿ ಕಾತ್ಯಾಯಿನಿ ಚಾಮರಾಜ್‌ ಹೇಳಿದರು.

 

ಸುರಕ್ಷತೆಯೇ ಸವಾಲು: ಶ್ರೀಹರಿ

‘ಲಂಡನ್‌ನಲ್ಲಿ 50 ವರ್ಷಗಳ ಹಿಂದೆಯೇ ಸುರಂಗ ರಸ್ತೆಯನ್ನು ನಿರ್ಮಿಸಲಾಗಿದೆ. ಅಲ್ಲಿ ಜನರ ಸುರಕ್ಷತೆಗೆ ಮೊದಲ ಆದ್ಯತೆ ನೀಡಲಾಗಿದೆ. ಜನರ ಪ್ರಾಣಕ್ಕೆ ಹೆಚ್ಚು ಪ್ರಾಮುಖ್ಯವಿದ್ದು, ಎಷ್ಟು ವೆಚ್ಚವನ್ನಾದರೂ ಮಾಡುತ್ತಾರೆ. ಆದರೆ, ನಮ್ಮ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ಅತಿ ಕಡಿಮೆ ‘ಕೋಟ್‌’ ಮಾಡುವವರಿಗೆ ಟೆಂಡರ್‌ ನೀಡಿ ಕಾಮಗಾರಿ ನಡೆಸಲಾಗುತ್ತದೆ. ಅಂದರೆ, ವೆಚ್ಚವನ್ನು ಕಡಿಮೆ ಮಾಡುವುದಕ್ಕೆ ಆದ್ಯತೆ. ಅದಾದ ಮೇಲೆ, ಕಿಕ್‌ ಬ್ಯಾಕ್‌, ಕಮಿಷನ್‌ನಲ್ಲಿ ಹಲವು ಪರ್ಸೆಂಟ್‌ ಹೋಗುತ್ತದೆ. ಆದ್ದರಿಂದ ಸಾವಿರಾರು ಕೋಟಿಗಳನ್ನು ವೆಚ್ಚ ಮಾಡಿ ನಿರ್ಮಿಸಲಾಗುವ ಸುರಂಗ ರಸ್ತೆಯಲ್ಲಿ ಅತಿಹೆಚ್ಚು ಶುಲ್ಕವನ್ನು ಪಾವತಿಸಿ ಸಂಚರಿಸುವಾಗ ಅದು ಗುಣಮಟ್ಟದಿಂದ ಕೂಡಿದೆಯೇ, ಸುರಕ್ಷಿತವೇ ಎಂಬ ಪ್ರಶ್ನೆ ಮೂಡುತ್ತದೆ’ ಎಂದು ಸಂಚಾರ ತಜ್ಞ ಪ್ರೊ. ಎಂ.ಎನ್‌. ಶ್ರೀಹರಿ ಹೇಳಿದರು.

 

ಸಾರ್ವಜನಿಕ ಸಾರಿಗೆ ವೃದ್ಧಿಯಾಗಲಿ: ಕಾತ್ಯಾಯಿನಿ

‘ಸುರಂಗ ರಸ್ತೆಗಳಿಗೆ ಸುಮಾರು ₹40 ಸಾವಿರ ಕೋಟಿ ವೆಚ್ಚ ಮಾಡುವ ಬದಲು, ಬೆಂಗಳೂರಿಗೆ ಬಹು-ಮಾದರಿಯ ಸಾರ್ವಜನಿಕ ಸಾರಿಗೆಯ ಮೂಲಸೌಕರ್ಯ ವೃದ್ಧಿಪಡಿಸಬೇಕು. ನಮ್ಮ ಮೆಟ್ರೊ, ಉಪನಗರ ರೈಲು ಮತ್ತು ಮುಖ್ಯ ರಸ್ತೆಗಳನ್ನು ಅಭಿವೃದ್ಧಿಮಾಡಬಹುದು. ಬಿಎಂಟಿಸಿ ಬಸ್‌ಗಳನ್ನು 18 ಸಾವಿರಕ್ಕೆ ಹೆಚ್ಚಿಸಿ, ಕೊನೆಯ ಮೈಲಿ ಸಂಪರ್ಕಕ್ಕೆ ಸೇವೆ ನೀಡಬಹುದು. ಸಾರ್ವಜನಿಕ ಸಾರಿಗೆ ಪ್ರಯಾಣ ದರವನ್ನು ಎರಡು ಪಟ್ಟು ಕಡಿಮೆ ಮಾಡಬಹುದು ಅಥವಾ ದಕ್ಷಿಣ ಅಮೆರಿಕದ ನಗರಗಳಂತೆ ಉಚಿತವಾಗಿಸಿ, ಪ್ರಯಾಣಿಕರ ಸಂಖ್ಯೆಯನ್ನು ಗಮನಾರ್ಹವಾಗಿ ಹೆಚ್ಚಿಸಬಹುದು’ ಎಂದು ಸಿವಿಕ್‌– ಬೆಂಗಳೂರು ಸಂಸ್ಥೆಯ ಕಾರ್ಯಕಾರಿ ಟ್ರಸ್ಟಿ ಕಾತ್ಯಾಯಿನಿ ಚಾಮರಾಜ್‌ ಸಲಹೆ ನೀಡಿದರು.

Bengaluru: To travel on the tunnel road to be built in the city by 2030, you will have to pay ₹19 per km. The travel time between Hebbal and Silkboard will be reduced by half.

The tunnel road between Hebbal and Silkboard will be built on a BOOT (Development, Operation, Transfer) basis at a cost of about ₹18,000 crore. A fee of ₹317 will be paid to travel on the tunnel road once.

A special purpose vehicle (SPV) – ‘Bangalore Smart Infrastructure Limited’ (B-SMILE) has been set up to implement major development works with the ₹7,000 crore grant provided by the state government every year for infrastructure development. It is intended to build the tunnel road through B-SMILE.

The project has received administrative approval from the government. A detailed project report (DPR) has been prepared and is awaiting approval from the finance department. After this, a global tender will be invited soon and the target is to construct the tunnel road within three years.

The length of both sides of the tunnel road, 33.49 km. will be excavated in 26 months. The construction work will be done in the next 12 months, as explained in the cabinet note, and approval has also been received.

Deputy Chief Minister D.K. Shivakumar, who is also the Bangalore Urban Development Minister, had given several deadlines that tenders would be called for the ‘tunnel road’ project from Hebbal to the Silk Board by September 2024, December and the end of February 2025. A firm that had prepared the DPR had also submitted the sheets prepared for a Mumbai project to the corporation. The engineers had also given an explanation that it was ‘just one sheet’. Later, there have been many changes in the DPR, and there are still some. However, BBMP engineers are giving the excuse that the tender invitation has not been possible yet due to many technical reasons.

‘A tunnel road is built in a ‘design speed’ system that can travel at a speed of 80 km per hour. It does not mean that you can travel at a speed of 80 km per hour. In cities, each person drives in a different way. If the next vehicle is moving at 30 km, you cannot go at a speed of 60 km. There are many different driving styles, including the elderly and women. Therefore, it cannot be said that a distance of 16 km can be covered in the same time on the tunnel road. This is not a national highway to travel at the same speed. Now, vehicles are traveling at an average speed of 8 km per hour on the road from Hebbal to Silk Board. Considering this, we are saying that the current 90-minute duration will be 45 minutes. It is estimated that the toll will be collected at ₹19 per km on the tunnel road from 2030,” informed B.S. Prahlad, Technical Director, B-Smile.

ಮೂಲಸೌಕರ್ಯಗಳ ಅಭಿವೃದ್ಧಿಗೆ ರಾಜ್ಯ ಸರ್ಕಾರ ಪ್ರತಿ ವರ್ಷ ಒದಗಿಸಲಿರುವ ₹7 ಸಾವಿರ ಕೋಟಿ ಅನುದಾನದಲ್ಲಿ ಬೃಹತ್‌ ಅಭಿವೃದ್ಧಿ ಕಾಮಗಾರಿಗಳನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸಲು ವಿಶೇಷ ಉದ್ದೇಶದ ಸಂಸ್ಥೆ (ಎಸ್‌ಪಿವಿ)– ‘ಬೆಂಗಳೂರು ಸ್ಮಾರ್ಟ್‌ ಇನ್‌ಫ್ರಾಸ್ಟ್ರಕ್ಚರ್‌ ಲಿಮಿಟೆಡ್‌ ಸಂಸ್ಥೆ’ (ಬಿ–ಸ್ಮೈಲ್‌) ಅನ್ನು ಸ್ಥಾಪಿಸಲಾಗಿದೆ. ಬಿ–ಸ್ಮೈಲ್‌ ಮೂಲಕವೇ ಸುರಂಗ ರಸ್ತೆಯನ್ನು ನಿರ್ಮಿಸಲು ಉದ್ದೇಶಿಸಲಾಗಿದೆ. 

ಯೋಜನೆಗೆ ಸರ್ಕಾರದಿಂದ ಆಡಳಿತಾತ್ಮಕ ಅನುಮೋದನೆ ದೊರೆತಿದೆ. ವಿಸ್ತೃತ ಯೋಜನಾ ವರದಿ (ಡಿಪಿಆರ್) ತಯಾರಿಸಲಾಗಿದ್ದು, ಹಣಕಾಸು ಇಲಾಖೆಯ ಸಮ್ಮತಿಗಾಗಿ ಕಾಯಲಾಗುತ್ತಿದೆ. ಇದಾದ ನಂತರ ಶೀಘ್ರವೇ ಜಾಗತಿಕ ಟೆಂಡರ್‌ ಆಹ್ವಾನಿಸಿ, ಮೂರು ವರ್ಷದೊಳಗೆ ಸುರಂಗ ರಸ್ತೆಯನ್ನು ನಿರ್ಮಿಸುವ ಗುರಿ ಹೊಂದಲಾಗಿದೆ. 

ಸುರಂಗ ರಸ್ತೆಯ ಎರಡೂ ಬದಿಯ ಉದ್ದ 33.49 ಕಿ.ಮೀ. ಅನ್ನು 26 ತಿಂಗಳಲ್ಲಿ ಕೊರೆಯಲಾಗುತ್ತದೆ. ನಂತರದ 12 ತಿಂಗಳಲ್ಲಿ ನಿರ್ಮಾಣ ಕಾಮಗಾರಿ ನಡೆಯಲಿದೆ ಎಂದು ಸಚಿವ ಸಂಪುಟದ ಟಿಪ್ಪಣಿಯಲ್ಲಿ ವಿವರಿಸಲಾಗಿದ್ದು, ಅದಕ್ಕೆ ಸಮ್ಮತಿಯೂ ದೊರೆತಿದೆ.

ಬೆಂಗಳೂರು ನಗರಾಭಿವೃದ್ಧಿ ಸಚಿವರೂ ಆಗಿರುವ ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಅವರು, ಹೆಬ್ಬಾಳದಿಂದ ರೇಷ್ಮೆ ಮಂಡಳಿಯವರೆಗಿನ  ‘ಸುರಂಗ ರಸ್ತೆ’ ಯೋಜನೆಗೆ 2024ರ ಸೆಪ್ಟೆಂಬರ್, ಡಿಸೆಂಬರ್ ಹಾಗೂ 2025ರ ಫೆಬ್ರುವರಿ ಅಂತ್ಯದೊಳಗೆ ಟೆಂಡರ್‌ ಕರೆಯಲಾಗುತ್ತದೆ ಎಂದು ಹಲವು ಗಡುವುಗಳನ್ನು ನೀಡಿದ್ದರು. ಡಿಪಿಆರ್‌ ಸಿದ್ಧಪಡಿಸಿದ್ದ ಸಂಸ್ಥೆಯೊಂದು ಮುಂಬೈ ಯೋಜನೆಯೊಂದಕ್ಕೆ ಸಿದ್ಧಪಡಿಸಿದ್ದ ಹಾಳೆಗಳನ್ನೂ ಸೇರಿಸಿ, ಪಾಲಿಕೆಗೆ ನೀಡಿತ್ತು. ಅದು ‘ಒಂದು ಹಾಳೆ ಅಷ್ಟೆ’ ಎಂದು ಎಂಜಿನಿಯರ್‌ಗಳು ಸಮಜಾಯಿಷಿಯನ್ನೂ ನೀಡಿದ್ದರು. ನಂತರ ಡಿಪಿಆರ್‌ನಲ್ಲಿ ಸಾಕಷ್ಟು ಬದಲಾವಣೆಗಳಾಗಿವೆ, ಆಗುತ್ತಲೂ ಇವೆ. ಆದರೆ, ಹಲವು ತಾಂತ್ರಿಕ ಕಾರಣಗಳಿಂದಾಗಿ ಟೆಂಡರ್‌ ಆಹ್ವಾನ ಇನ್ನೂ ಸಾಧ್ಯವಾಗಿಲ್ಲ ಎಂದು ಬಿಬಿಎಂಪಿ ಎಂಜಿನಿಯರ್‌ಗಳು ಸಬೂಬು ನೀಡುತ್ತಿದ್ದಾರೆ.

‘ಪ್ರತಿ ಗಂಟೆಗೆ 80 ಕಿ.ಮೀ ವೇಗದಲ್ಲಿ ಸಂಚರಿಸಬಹುದಾದ ‘ವಿನ್ಯಾಸ ವೇಗ’ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ಸುರಂಗ ರಸ್ತೆಯನ್ನು ನಿರ್ಮಿಸಲಾಗುತ್ತದೆ. ಹಾಗೆಂದು 80 ಕಿ.ಮೀ ವೇಗದಲ್ಲೇ ಸಂಚರಿಸಬಹುದು ಎಂದೇನು ಇಲ್ಲ.  ನಗರಗಳಲ್ಲಿ ಒಬ್ಬೊಬ್ಬರು ಒಂದೊಂದು ರೀತಿಯಲ್ಲಿ ಚಾಲನೆ ಮಾಡುತ್ತಾರೆ. ಮುಂದಿನ ವಾಹನ 30 ಕಿ.ಮೀಯಲ್ಲಿ ಚಲಿಸಿದರೆ ನೀವು 60 ಕಿ.ಮೀ ವೇಗದಲ್ಲಿ ಹೋಗಲು ಸಾಧ್ಯವಿಲ್ಲ. ವೃದ್ಧರು, ಮಹಿಳೆಯರು ಸೇರಿದಂತೆ ಹಲವು ವಿಭಿನ್ನ ವಾಹನ ಚಾಲನೆ ರೀತಿಯನ್ನು ಹೊಂದಿರುತ್ತಾರೆ. ಹೀಗಾಗಿ, 16 ಕಿ.ಮೀ ದೂರವನ್ನು ಸುರಂಗ ರಸ್ತೆಯಲ್ಲಿ ಇಷ್ಟೇ ಸಮಯದಲ್ಲಿ ಕ್ರಮಿಸಬಹುದು ಎಂದು ಹೇಳಲು ಸಾಧ್ಯವಿಲ್ಲ. ಒಂದೇ ರೀತಿಯ ವೇಗದಲ್ಲಿ ಹೋಗಲು ಇದೇನು ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿಯಲ್ಲ. ಈಗ, ಹೆಬ್ಬಾಳದಿಂದ ಸಿಲ್ಕ್ ಬೋರ್ಡ್‌ವರೆಗೆ ರಸ್ತೆಯಲ್ಲಿ ಸರಾಸರಿ ಗಂಟೆಗೆ 8 ಕಿ.ಮೀ ವೇಗದಲ್ಲಿ ವಾಹನಗಳು ಸಂಚರಿಸುತ್ತಿವೆ. ಇದನ್ನು ಪರಿಗಣಿಸಿ, ಈಗಿನ 90 ನಿಮಿಷದ ಅವಧಿ 45 ನಿಮಿಷವಾಗಲಿದೆ ಎಂದು ಹೇಳುತ್ತಿದ್ದೇವೆ. ಸುರಂಗ ರಸ್ತೆಯಲ್ಲಿ 2030ರಿಂದ ಪ್ರತಿ ಕಿ.ಮೀಗೆ ₹19 ಶುಲ್ಕವನ್ನು ಸಂಗ್ರಹಿಸಲು ಅಂದಾಜಿಸಲಾಗಿದೆ’ ಎಂದು ಬಿ–ಸ್ಮೈಲ್‌ನ ತಾಂತ್ರಿಕ ನಿರ್ದೇಶಕ ಬಿ.ಎಸ್‌. ಪ್ರಹ್ಲಾದ್‌ ಮಾಹಿತಿ ನೀಡಿದರು.

Bengaluru: In the tug-of-war between BBMP, BSWML and waste collection and transportation contractors, those who collect garbage from houses have not been paid for six months.

The first-stage waste collection, transportation and disposal contractors have not been paid their bills since January 2025. Due to this, the auto drivers, helpers and loaders who collect waste from houses hired by the contractors are not getting their salaries. Although some contractors are paying a little, most of them have been struggling for six months.

‘Contractors who have received ‘supply orders’ from BBMP will have to pay GST if the bill is paid by BSWML. This will be a burden on us. Pay the money from BBMP itself. The contractors have been demanding since November 2024 that if BSWML pays the bill, GST will not be applicable and 4G exemption will be available in the order. BSWML officials have not taken a clear decision yet,’ it is alleged.

‘GST is not applicable only to government authorities. BSWML is a shareholder structure, and if this is modified, GST exemption will be available. In the bill given by the contractors to BSWML, a condition has been imposed that ‘if any tax is applicable, it should be paid by the concerned authority’. This is not in the proposed model. BSWML does not apply this,’ the tax auditors have opined.

‘There were some meetings with BSWML Managing Director Maheshwar Rao and the contractors regarding all these issues and they were assured that the contractors would be informed in the order issued that they were exempted from GST. However, the December 2024 order was mentioned again and it was not clearly stated that GST would not be applicable,’ the contractors alleged.

Although the responsibility of bill payment has been transferred from BBMP, which has issued the supply order for waste disposal, to BSWML, the confusion has not been resolved. Thus, those who collect waste from homes are in distress without salary.

‘It has been decided that the bills for solid waste disposal, collection and transportation will be paid by BSWML itself from January 2025. A grant of ₹167.79 crore has been released for the operation and maintenance of the plants at ₹55.93 crore per month and ₹40 crore for payment of bills. However, the contractors are not paying the bills. As they said, the local departments have issued orders and GST exemption is available for solid waste management as per the notification. They have been asked to submit bills as per BSWML order (MD-548/2024-25). But they are not paying the bills,” said BSWML Chief Executive Officer (CEO) K. Harish Kumar.

Will check: “The officials were instructed on June 26 to hold a meeting with the contractors and issue orders accordingly. If the contractors say that there is a problem in that too, I will check it on Monday and take action,” said BSWML Managing Director Maheshwar Rao.

‘Confusion from some officials’

‘We have been given a supply order by the corporation as a service contractor to carry out waste collection, transportation and disposal with the necessary personnel and vehicles. If we pay the bill from BSWML instead of BBMP, it will be like getting money from a ‘tri-party’. GST will be applicable to this. We have been requesting for six months to give an order stating that this will not be applicable, but there is still confusion from some officials. Although Maheshwar Rao has responded to our request, some officials are not implementing it,’ complained S.N. Balasubramaniam, general secretary of the Bangalore Metropolitan Cleanliness and Lorry Owners-Contractors Association.

‘The burden of service charges has already fallen on the contractors and it has been challenged in the court. If we get an order from BBMP and take a bill from BSWML, GST and service charges will also be applicable. Although the tax auditors and internal auditors have expressed their opinions on this, the officials are not taking appropriate action. They accused the contractors of being "scammed".

'Pay wages directly'

'Due to the problem between BBMP, BSWML and contractors, auto drivers, helpers and loaders who collect waste from houses in the city are not getting their wages. If the contractors themselves are not getting paid, how will they pay them? Therefore, the direct wage system should be implemented for all of us,' demanded Labor Protection Trade Union President Thyagaraj.

ಬೆಂಗಳೂರು: ಬಿಬಿಎಂಪಿ, ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಹಾಗೂ ತ್ಯಾಜ್ಯ ಸಂಗ್ರಹ–ಸಾಗಣೆ ಗುತ್ತಿಗೆದಾರರ ನಡುವಿನ ಹಗ್ಗಜಗ್ಗಾಟದಲ್ಲಿ ಮನೆಗಳಿಂದ ಕಸ ಸಂಗ್ರಹಿಸುವವರಿಗೆ ಆರು ತಿಂಗಳಿಂದ ವೇತನ ಇಲ್ಲದಂತಾಗಿದೆ.

ಪ್ರಥಮ ಹಂತದ ತ್ಯಾಜ್ಯ ಸಂಗ್ರಹ, ಸಾಗಣೆ ಮತ್ತು ವಿಲೇವಾರಿ ಗುತ್ತಿಗೆದಾರರಿಗೆ 2025ರ ಜನವರಿಯಿಂದ ಬಿಲ್‌ ಪಾವತಿಯಾಗಿಲ್ಲ. ಇದರಿಂದ ಗುತ್ತಿಗೆದಾರರು ನೇಮಿಸಿಕೊಂಡಿರುವ ಮನೆಗಳಿಂದ ತ್ಯಾಜ್ಯ ಸಂಗ್ರಹಿಸುವ ಆಟೊ ಚಾಲಕರು, ಸಹಾಯಕರು, ಲೋಡರ್‌ಗಳಿಗೆ ವೇತನ ಸಿಗುತ್ತಿಲ್ಲ. ಕೆಲವು ಗುತ್ತಿಗೆದಾರರು ಅಲ್ಪಸ್ವಲ್ಪ ನೀಡುತ್ತಿದ್ದರೂ,  ಬಹುತೇಕರು ಆರು ತಿಂಗಳಿಂದ ಸಂಕಷ್ಟಕ್ಕೊಳಗಾಗಿದ್ದಾರೆ.

‘ಬಿಬಿಎಂಪಿಯಿಂದ ‘ಸಪ್ಲೈ ಆರ್ಡರ್‌’ ಪಡೆದ ಗುತ್ತಿಗೆದಾರರಿಗೆ ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ನಿಂದ ಬಿಲ್‌ ಪಾವತಿಯಾದರೆ ಜಿಎಸ್‌ಟಿ ಪಾವತಿಸಬೇಕಾಗುತ್ತದೆ. ಇದು ನಮಗೆ ಹೊರೆಯಾಗುತ್ತದೆ. ಬಿಬಿಎಂಪಿಯಿಂದೇ ಹಣ ಪಾವತಿಸಿ. ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಬಿಲ್‌ ಪಾವತಿಸಿದರೆ, ಜಿಎಸ್‌ಟಿ ಅನ್ವಯವಾಗುವುದಿಲ್ಲ, 4ಜಿ ವಿನಾಯಿತಿ ಸಿಗುತ್ತದೆ ಎಂಬುದನ್ನು ಆದೇಶದಲ್ಲಿ ಸ್ಪಷ್ಟಪಡಿಸಿ ಎಂದು ಗುತ್ತಿಗೆದಾರರು 2024ರ ನವೆಂಬರ್‌ನಿಂದಲೂ ಒತ್ತಾಯಿಸುತ್ತಲೇ ಬಂದಿದ್ದಾರೆ. ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಅಧಿಕಾರಿಗಳು ಇಂದಿಗೂ ಸ್ಪಷ್ಟ ತೀರ್ಮಾನ ಕೈಗೊಂಡಿಲ್ಲ’ ಎಂದು ಆರೋಪಿಸಲಾಗಿದೆ.

‘ಸರ್ಕಾರಿ ಪ್ರಾಧಿಕಾರಕ್ಕೆ ಮಾತ್ರ ಜಿಎಸ್‌ಟಿ ಅನ್ವಯವಾಗುವುದಿಲ್ಲ. ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಷೇರುದಾರರ ರಚನೆಯಾಗಿದ್ದು, ಇದನ್ನು ಮಾರ್ಪಡಿಸಿದರೆ ಜಿಎಸ್‌ಟಿ ವಿನಾಯಿತಿ ಲಭ್ಯವಾಗುತ್ತದೆ. ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ಗೆ ಗುತ್ತಿಗೆದಾರರು ನೀಡಿರುವ ಬಿಲ್‌ನಲ್ಲಿ ‘ಯಾವುದೇ ತೆರಿಗೆ ಅನ್ವಯವಾದರೆ ಅದನ್ನು ಸಂಬಂಧಿಸಿದ ಪ್ರಾಧಿಕಾರ ಪಾವತಿಸಬೇಕು’ ಎಂದು ಷರತ್ತು ವಿಧಿಸಿದ್ದಾರೆ. ಇದು ಪ್ರಸ್ತಾವಿತ ಮಾದರಿಯಲ್ಲಿ ಇಲ್ಲ. ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಇದು ಅನ್ವಯವಾಗುವುದಿಲ್ಲ’ ಎಂದು ತೆರಿಗೆ ಲೆಕ್ಕಪರಿಶೋಧಕರು ಅಭಿಪ್ರಾಯ ನೀಡಿದ್ದಾರೆ.

‘ಈ ಎಲ್ಲ ವಿಷಯಗಳಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕ ಮಹೇಶ್ವರ್‌ ರಾವ್‌ ಹಾಗೂ ಗುತ್ತಿಗೆದಾರರೊಂದಿಗೆ ಕೆಲವು ಸಭೆ ನಡೆದು, ಜಿಎಸ್‌ಟಿಯಿಂದ ವಿನಾಯಿತಿ ನೀಡಿರುವಂತೆ ಗುತ್ತಿಗೆದಾರರಿಗೆ ನೀಡುವ ಆದೇಶದಲ್ಲಿ ತಿಳಿಸಲಾಗುತ್ತದೆ ಎಂಬ ಭರವಸೆ ದೊರೆತಿತ್ತು. ಆದರೆ, ಮತ್ತೆ 2024ರ ಡಿಸೆಂಬರ್‌ ಆದೇಶವನ್ನೇ ನಮೂದಿಸಿದ್ದು, ಜಿಎಸ್‌ಟಿ ಅನ್ವಯವಾಗುವುದಿಲ್ಲ ಎಂದು ಸ್ಪಷ್ಟವಾಗಿ ತಿಳಿಸಿಲ್ಲ’ ಎಂದು ಗುತ್ತಿಗೆದಾರರು ಆರೋಪಿಸಿದರು.

ತ್ಯಾಜ್ಯ ವಿಲೇವಾರಿಗೆ ಸರಬರಾಜು ಆದೇಶ ನೀಡಿರುವ ಬಿಬಿಎಂಪಿಯಿಂದ ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ಗೆ ಬಿಲ್‌ ಪಾವತಿಯ ಜವಾಬ್ದಾರಿಯನ್ನು ವರ್ಗಾಯಿಸಿದ್ದರೂ, ಗೊಂದಲಗಳನ್ನು ನಿವಾರಿಸಿಲ್ಲ. ಹೀಗಾಗಿ, ಮನೆಗಳಿಂದ ತ್ಯಾಜ್ಯ ಸಂಗ್ರಹಿಸುವವರು ವೇತನವಿಲ್ಲದೆ ಸಂಕಷ್ಟದಲ್ಲಿದ್ದಾರೆ.

 

 

ಸಮಸ್ಯೆ ಬಗಹರಿಸಿದ್ದೇವೆ: ಹರೀಶ್‌

‘ಘನತ್ಯಾಜ್ಯ ವಿಲೇವಾರಿ, ಸಂಗ್ರಹಣೆ ಮತ್ತು ಸಾಗಣಿಕೆಯ ಬಿಲ್‌ಗಳನ್ನು ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ನಿಂದಲೇ 2025ರ ಜನವರಿಯಿಂದ ಪಾವತಿಸಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ. ಪ್ರತಿ ತಿಂಗಳಿಗೆ ₹55.93 ಕೋಟಿಯಂತೆ ₹167.79 ಕೋಟಿ ಅನುದಾನ ಮತ್ತು ಪ್ಲಾಂಟ್‌ಗಳ ಕಾರ್ಯಾಚರಣೆ– ನಿರ್ವಹಣೆಗೆ ಬಿಲ್‌ ಪಾವತಿಸಲು ₹40 ಕೋಟಿ ಬಿಡುಗಡೆ ಮಾಡಲಾಗಿದೆ. ಆದರೆ, ಗುತ್ತಿಗೆದಾರರು ಬಿಲ್‌ ನೀಡುತ್ತಿಲ್ಲ. ಅವರು ಹೇಳಿದಂತೆಯೇ, ಸ್ಥಳೀಯ ವಿಭಾಗಗಳಿಂದಲೇ  ಆದೇಶವನ್ನು ನೀಡಿ, ಅಧಿಸೂಚನೆಯಂತೆ ಘನತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆಗೆ ಜಿಎಸ್‌ಟಿ ವಿನಾಯಿತಿ ಇರುತ್ತದೆ. ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಆದೇಶದಂತೆ (ಎಂಡಿ–548/2024–25) ಬಿಲ್‌ ಸಲ್ಲಿಸಲು ಹೇಳಲಾಗಿದೆ. ಆದರೆ ಅವರು ಬಿಲ್‌ ನೀಡುತ್ತಿಲ್ಲ’ ಎಂದು ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಮುಖ್ಯ ಕಾರ್ಯನಿರ್ಹಣಾಧಿಕಾರಿ (ಸಿಇಒ) ಕೆ. ಹರೀಶ್‌ ಕುಮಾರ್‌ ತಿಳಿಸಿದರು.

ಪರಿಶೀಲಿಸುವೆ: ‘ಗುತ್ತಿಗೆದಾರರೊಂದಿಗೆ ಸಭೆ ನಡೆಸಿ ಅದಕ್ಕೆ ಅನುಗುಣವಾಗಿ ಆದೇಶ ನೀಡುವಂತೆ ಜೂನ್‌ 26ರಂದು ಅಧಿಕಾರಿಗಳಿಗೆ ಸೂಚಿಸಲಾಗಿದೆ. ಅದರಲ್ಲಿಯೂ ಸಮಸ್ಯೆ ಇದೆ ಎಂದು ಗುತ್ತಿಗೆದಾರರು ಹೇಳುತ್ತಿದ್ದರೆ, ಸೋಮವಾರ ಅದನ್ನು ಪರಿಶೀಲಿಸಿ ಕ್ರಮ ಕೈಗೊಳ್ಳುತ್ತೇನೆ’ ಎಂದು ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕ ಮಹೇಶ್ವರ್‌ ರಾವ್‌ ಹೇಳಿದರು.

 

‘ಕೆಲ ಅಧಿಕಾರಿಗಳಿಂದ ಗೊಂದಲ’

‘ತ್ಯಾಜ್ಯ ಸಂಗ್ರಹಣೆ, ಸಾಗಣೆ ಮತ್ತು ವಿಲೇವಾರಿಯನ್ನು ಅಗತ್ಯ ಸಿಬ್ಬಂದಿ ಮತ್ತು ವಾಹನಗಳೊಂದಿಗೆ ಮಾಡಲು ಸೇವಾದಾರ ಗುತ್ತಿಗೆದಾರರಾಗಿ ಪಾಲಿಕೆಯಿಂದ ನಮಗೆ ಸರಬರಾಜು ಆದೇಶ ನೀಡಲಾಗಿದೆ. ಬಿಬಿಎಂಪಿ ಬದಲು ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ನಿಂದ ಬಿಲ್‌ ಪಾವತಿಸಿದರೆ ‘ಟ್ರೈ ಪಾರ್ಟಿ’ಯಿಂದ ಹಣ ಪಡೆದುಕೊಂಡಂತಾಗುತ್ತದೆ. ಇದಕ್ಕೆ ಜಿಎಸ್‌ಟಿ ಅನ್ವಯವಾಗುತ್ತದೆ. ಇದು ಅನ್ವಯವಾಗುವುದಿಲ್ಲ ಎಂದು ಆದೇಶದಲ್ಲಿ ನೀಡಿ ಎಂದು ನಾವು ಆರು ತಿಂಗಳಿಂದ ಮನವಿ ಮಾಡಿಕೊಂಡಿದ್ದರೂ ಕೆಲ ಅಧಿಕಾರಿಗಳಿಂದ ಗೊಂದಲ ಮುಂದುವರಿದಿದೆ. ಮಹೇಶ್ವರ್‌ ರಾವ್ ಅವರು ನಮ್ಮ ಮನವಿಗೆ ಸ್ಪಂದಿಸಿದ್ದರೂ, ಕೆಲ ಅಧಿಕಾರಿಗಳು ಅದನ್ನು ಅನುಷ್ಠಾನ ಮಾಡುತ್ತಿಲ್ಲ’ ಎಂದು ಬೆಂಗಳೂರು ಮಹಾನಗರ ಸ್ವಚ್ಛತೆ ಮತ್ತು ಲಾರಿ ಮಾಲೀಕರು– ಗುತ್ತಿಗೆದಾರರ ಸಂಘದ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಎಸ್‌.ಎನ್‌. ಬಾಲಸುಬ್ರಮಣಿಯಂ ದೂರಿದರು.

‘ನೇರವಾಗಿ ವೇತನ ಪಾವತಿಸಿ’

‘ಬಿಬಿಎಂಪಿ, ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಹಾಗೂ ಗುತ್ತಿಗೆದಾರರ ನಡುವಿನ ಸಮಸ್ಯೆಯಿಂದ ನಗರದಲ್ಲಿ ಮನೆಗಳಿಂದ ತ್ಯಾಜ್ಯ ಸಂಗ್ರಹಿಸುವ ಆಟೊ ಚಾಲಕರು, ಸಹಾಯಕರು, ಲೋಡರ್‌ಗಳಿಗೆ ವೇತನ ಸಿಗುತ್ತಿಲ್ಲ. ಗುತ್ತಿಗೆದಾರರಿಗೇ ಹಣ ಬಾರದಿದ್ದರೆ ಅವರು ಹೇಗೆ ಕೊಡುತ್ತಾರೆ. ಆದ್ದರಿಂದ ನಮಗೆಲ್ಲ ನೇರ ವೇತನ ಪದ್ಧತಿಯಡಿ ಜಾರಿಗೆ ತರಬೇಕು’ ಎಂದು ಕಾರ್ಮಿಕ ಸಂರಕ್ಷಣಾ ಟ್ರೇಡ್‌ ಯೂನಿಯನ್‌ ಅಧ್ಯಕ್ಷ ತ್ಯಾಗರಾಜ್‌ ಆಗ್ರಹಿಸಿದರು.

Bengaluru: City roads and street lights will be converted to LED (Light Emitting Diode) in the next eight months, saving BBMP about ₹12.5 crore every month on electricity bill.

Although BBMP has been saying for many years that it will convert street lights to LED, the project has not started. Only the newly installed street lights were LED. About 2.85 lakh street lights are still sodium vapor lamps (SLV) that emit yellow light.

According to a survey, LEDs have already been installed in 2.50 lakh street lights in the city. It is estimated that if the remaining 2.85 lakh street lights are also converted from SLVs to LEDs, 50 percent electricity will be saved. BBMP is paying an electricity bill of about ₹25 crore every month. Contractors said that this will be half. BBMP officials said that if 50 percent savings are achieved, BBMP will pay the cost to the contractors every month.

More than 45,000 electric poles in BBMP jurisdiction do not have lights. There is a plan to install LEDs on them too. BBMP's seven zones have been divided into four packages and contracts have been given for installing LEDs and maintaining them. The work has not started yet. A survey is underway and the bulb replacement work will begin in the next two months and will be completed within six months. A survey is underway in Mahadepur zone and tenders will be called there in the next two months and contracts will be awarded there too, he said.

'Number of street lights increased': 'In many cities of the state including Mysore and Mangalore, the Directorate of Municipal Administration has completely changed the street lights to LEDs. Since Bangalore is the largest city, the number of street lights here has also increased. Thus, the implementation of this project is delayed. A contract has been given to change all the street lights to LED. It is likely to be completed by March, said BBMP Electricity Department Superintendent Engineer Anand.

ಬೀದಿ ದೀಪಗಳನ್ನು ಎಲ್‌ಇಡಿಗೆ ಬದಲಾಯಿಸುವುದಾಗಿ ಹಲವು ವರ್ಷಗಳಿಂದ ಬಿಬಿಎಂಪಿ ಹೇಳುತ್ತಿದ್ದರೂ, ಯೋಜನೆ ಆರಂಭವಾಗಿರಲಿಲ್ಲ. ಹೊಸದಾಗಿ ಅಳವಡಿಸಲಾಗುತ್ತಿರುವ ಬೀದಿ ದೀಪಗಳು ಮಾತ್ರ ಎಲ್‌ಇಡಿಯಾಗಿರುತ್ತಿದ್ದವು. ಸುಮಾರು 2.85 ಲಕ್ಷ ಬೀದಿ ದೀಪಗಳು ಇನ್ನೂ ಹಳದಿ ಬೆಳಕು ಚೆಲ್ಲುವ ಸೋಡಿಯಂ ವೇಪರ್‌ ಲ್ಯಾಂಪ್‌ (ಎಸ್‌ಎಲ್‌ವಿ) ಗಳಾಗಿವೆ.

ಸಮೀಕ್ಷೆಯಂತೆ, ನಗರದಲ್ಲಿ ಈಗಾಗಲೇ 2.50 ಲಕ್ಷ ಬೀದಿ ದೀಪಗಳಲ್ಲಿ ಎಲ್‌ಇಡಿ ಅಳವಡಿಸಲಾಗಿದೆ. ಉಳಿದ 2.85 ಲಕ್ಷ ಬೀದಿ ದೀಪಗಳನ್ನೂ ಎಸ್‌ಎಲ್‌ವಿಗಳಿಂದ ಎಲ್‌ಇಡಿಗೆ ಬದಲಾಯಿಸಿದರೆ ಶೇ 50ರಷ್ಟು ವಿದ್ಯುತ್‌ ಉಳಿತಾಯವಾಗಲಿದೆ ಎಂದು ಅಂದಾಜಿಸಲಾಗಿದೆ. ಬಿಬಿಎಂಪಿ ಪ್ರತಿ ತಿಂಗಳು ಸುಮಾರು ₹25 ಕೋಟಿಯಷ್ಟು ವಿದ್ಯುತ್‌ ಬಿಲ್‌ ಪಾವತಿಸುತ್ತಿದೆ. ಇದು ಅರ್ಧದಷ್ಟಾಗುತ್ತದೆ ಎಂದು ಗುತ್ತಿಗೆದಾರರು ಹೇಳಿದ್ದಾರೆ. ಶೇ 50ರಷ್ಟು ಉಳಿತಾಯವನ್ನು ಸಾಧಿಸಿದರೆ, ಬಿಬಿಎಂಪಿ ಪ್ರತಿ ತಿಂಗಳು ವೆಚ್ಚವನ್ನು ಗುತ್ತಿಗೆದಾರರಿಗೆ ಪಾವತಿಸಲಿದೆ ಎಂದು ಬಿಬಿಎಂಪಿ ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದರು.

ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ 45 ಸಾವಿರಕ್ಕೂ ಹೆಚ್ಚು ವಿದ್ಯುತ್‌ ಕಂಬಗಳಲ್ಲಿ ದೀಪಗಳಿಲ್ಲ. ಅವುಗಳಿಗೂ ಎಲ್ಇಡಿ ಅಳವಡಿಸುವ ಯೋಜನೆ ಇದೆ. ಬಿಬಿಎಂಪಿಯ ಏಳು ವಲಯಗಳನ್ನು ನಾಲ್ಕು ಪ್ಯಾಕೇಜ್‌ಗಳಾಗಿ ವಿಂಗಡಿಸಿ ಎಲ್‌ಇಡಿ ಅಳವಡಿಸಲು ಹಾಗೂ ನಿರ್ವಹಣೆ ಮಾಡಲು ಗುತ್ತಿಗೆ ನೀಡಲಾಗಿದೆ. ಕೆಲಸ ಇನ್ನೂ ಆರಂಭವಾಗಿಲ್ಲ. ಸಮೀಕ್ಷೆ ನಡೆಯುತ್ತಿದ್ದು, ಇನ್ನೆರಡು ತಿಂಗಳಲ್ಲಿ ಬಲ್ಬ್‌ ಬದಲಾವಣೆ ಕಾರ್ಯ ಆರಂಭವಾಗಲಿದ್ದು, ಆರು ತಿಂಗಳೊಳಗೆ ಮುಗಿಯಲಿದೆ ಮಹದೇಪುರ ವಲಯದಲ್ಲಿ ಸಮೀಕ್ಷೆ ಕಾರ್ಯ ನಡೆಯುತ್ತಿದ್ದು, ಇನ್ನೆರಡು ತಿಂಗಳಲ್ಲಿ ಅಲ್ಲಿಯೂ ಟೆಂಡರ್‌ ಕರೆದು, ಗುತ್ತಿಗೆ ನೀಡಲಾಗುತ್ತದೆ ಎಂದರು.

‘ಬೀದಿ ದೀಪಗಳ ಸಂಖ್ಯೆ ಹೆಚ್ಚು’: ‘ಮೈಸೂರು, ಮಂಗಳೂರು ಸೇರಿದಂತೆ ರಾಜ್ಯದ ಹಲವು ನಗರಗಳಲ್ಲಿ ಪೌರಾಡಳಿತ ನಿರ್ದೇಶನಾಲಯದಿಂದ ಬೀದಿ ದೀಪಗಳನ್ನು ಎಲ್‌ಇಡಿಗೆ ಸಂಪೂರ್ಣವಾಗಿ ಬದಲಾಯಿಸಲಾಗಿದೆ. ಬೆಂಗಳೂರು ಅತಿದೊಡ್ಡ ನಗರವಾಗಿರುವುದರಿಂದ ಇಲ್ಲಿ ಬೀದಿ ದೀಪಗಳ ಸಂಖ್ಯೆಯೂ ಹೆಚ್ಚಿದೆ.  ಹೀಗಾಗಿ, ಈ ಯೋಜನೆ ಅಳವಡಿಸಿಕೊಳ್ಳುವುದು ತಡವಾಗಿದೆ. ಎಲ್ಲ ಬೀದಿ ದೀಪಗಳನ್ನು ಎಲ್‌ಇಡಿಗೆ ಬದಲಾಯಿಸಲು ಗುತ್ತಿಗೆ ನೀಡಲಾಗಿದೆ. ಮಾರ್ಚ್‌ ವೇಳೆಗೆ ಮುಗಿಯುವ ಸಾಧ್ಯತೆ ಇದೆ’ ಎಂದು ಬಿಬಿಎಂಪಿ ವಿದ್ಯುತ್‌ ವಿಭಾಗದ ಅಧೀಕ್ಷಕ ಎಂಜಿನಿಯರ್‌ ಆನಂದ್‌ ತಿಳಿಸಿದರು.

Bengaluru: While the Forest Minister is moving to make the biological forest in the Jnanabharati campus a heritage site, the BBMP is moving to fell 419 trees in the area.

Bangalore University has prepared a plan to build an academic block and a research block at Jnanabharati under the ‘Pradhan Mantri Uchchatar Shiksha Abhiyan (PM-USHA) scheme at a cost of ₹100 crore. For this, it has decided to remove 419 trees in Survey No. 6. The BBMP, which received the request, issued a notification on June 20, giving 10 days to file objections before granting permission to cut the trees.

‘No construction of any kind should be allowed in the premises of Jnanabharati. The biological forest should be preserved and all the remaining areas should be made a ‘heritage site’,’ members of the Jnanabharati Airmen’s Association have also appealed to the Governor. Forest Minister Ishwar B. Khandre has instructed the officials to submit a file regarding declaring it a heritage site.

‘It is objectionable that hundreds of trees are being cut down in Jnanabharati, which is to be a heritage site. It is not right to remove trees that have grown for hundreds of years. The Vrishabhati river channel is also here. Such environmental destruction should not be allowed. Some rare flowering plants have already been removed,’ demanded T.J. Renukaprasad, president of the Jnanabharati Airmen’s Association.

‘The attitude of the officials that they will develop by cutting down trees is not right. Cutting down trees in a forest like Jnanabharati is like destroying the environment,’ said environmental activist Vijay Nishant.

‘A biological forest has been created in the area of ​​Survey No. 6, where 419 trees are to be cut, and it has been named ‘Sahyadri Van’. There are heritage trees here and they should be saved,’ demanded the self-aware environmental activists.

‘Ambedkar Theme Park in Buffer Zone’

‘The land identified by the Social Welfare Department to build ‘Ambedkar Theme Park’ in the Jnanabharati campus is in the buffer zone of the Vrishabhati river and is part of Biological Forest-1,’ said the members of the Jnanabharati Airmen’s Association.

‘The 25-acre area identified for the theme park has the Vrishabhavi river flowing through it, and a large check dam has also been built. It is also an area teeming with butterflies. Already, the Ambedkar Study Center is blooming in a beautiful garden. The university has succeeded in bringing the library and auditorium there. Therefore, thousands of trees should not be cut down for the theme park again. The river’s buffer zone should remain,’ demanded the association’s president, Prof. T.J. Renuka Prasad.

‘Response with a scientific report’

‘Many objections have been received regarding the removal of trees, and we are going to respond to them with a scientific report. The university is committed to providing infrastructure that is convenient for students at an international level. For this, a scientific plan has been formulated with environmental concerns. The university has planted six lakh saplings in the Jnanabharati campus and is managing the bio-forest well,’ informed Bangalore University Vice-Chancellor S.M. Jayakar.

‘ಮರಗಳನ್ನು ಕಡಿದೇ ಅಭಿವೃದ್ಧಿ ಮಾಡುತ್ತೇವೆ ಎಂಬ ಅಧಿಕಾರಿಗಳ ಮನೋಭಾವ ಸರಿಯಲ್ಲ. ಜ್ಞಾನಭಾರತಿಯಂತಹ ಅರಣ್ಯದಲ್ಲಿ ಮರಗಳನ್ನು ಕಡಿಯುವುದರಿಂದ ಪರಿಸರ ನಾಶ ಮಾಡಿದಂತಾಗುತ್ತದೆ’ ಎಂದು ಪರಿಸರ ಕಾರ್ಯಕರ್ತ ವಿಜಯ್‌ ನಿಶಾಂತ್‌ ಹೇಳಿದರು.

‘419 ಮರಗಳನ್ನು ಕಡಿಯಲು ಉದ್ದೇಶಿಸಿರುವ ಸರ್ವೆ ನಂ.6ರ ಪ್ರದೇಶದಲ್ಲಿ ಜೈವಿಕ ವನವನ್ನು ನಿರ್ಮಿಸಲಾಗಿದ್ದು, ‘ಸಹ್ಯಾದ್ರಿ ವನ’ ಎಂದು ಹೆಸರಿಡಲಾಗಿದೆ. ಇಲ್ಲಿ ಪಾರಂಪರಿಕ ಮರಗಳಿದ್ದು, ಅವುಗಳನ್ನು ಉಳಿಸಬೇಕು’ ಎಂದು ಸ್ವಯಂ ಜಾಗೃತಿಯ ಪರಿಸರ ಕಾರ್ಯಕರ್ತರು ಆಗ್ರಹಿಸಿದರು.

‘ಬಫರ್‌ ಝೋನ್‌ನಲ್ಲಿ ಅಂಬೇಡ್ಕರ್ ಥೀಂ ಪಾರ್ಕ್’

‘ಜ್ಞಾನಭಾರತಿ ಆವರಣದಲ್ಲಿ ಸಮಾಜ ಕಲ್ಯಾಣ ಇಲಾಖೆ ‘ಅಂಬೇಡ್ಕರ್‌ ಥೀಂ ಪಾರ್ಕ್‌’  ನಿರ್ಮಿಸಲು ಗುರುತಿಸಿರುವ ಜಾಗ ವೃಷಭಾವತಿ ನದಿಯ ಬಫರ್ ಝೋನ್‌ನಲ್ಲಿದ್ದು, ಜೈವಿಕ ವನ–1ರ ಭಾಗವಾಗಿದೆ’ ಎಂದು ಜ್ಞಾನಭಾರತಿ ವಾಯುವಿಹಾರಿಗಳ ಸಂಘದ ಸದಸ್ಯರು ಹೇಳಿದರು.

‘ಥೀಂ ಪಾರ್ಕ್‌ಗೆ ಗುರುತಿಸಿರುವ 25 ಎಕರೆ ಪ್ರದೇಶದಲ್ಲಿ ವೃಷಭಾವತಿ ನದಿಯ ಹರಿವಿದ್ದು, ಒಂದು ದೊಡ್ಡ ಚೆಕ್ ಡ್ಯಾಂ ಸಹ ಕಟ್ಟಲಾಗಿದೆ. ಚಿಟ್ಟೆಗಳು ತುಂಬಿ ತುಳುಕುವ ಪ್ರದೇಶವೂ ಆಗಿದೆ. ಈಗಾಗಲೇ, ಅಂಬೇಡ್ಕರ್ ಅಧ್ಯಯನ ಕೇಂದ್ರ ಒಂದು ಸುಂದರ ತೋಟದಲ್ಲಿ ಅರಳಿ ನಿಂತಿದೆ. ಅಲ್ಲಿಯೇ ಗ್ರಂಥಾಲಯ, ಆಡಿಟೋರಿಯಂ ಎಲ್ಲವನ್ನೂ ತರುವಲ್ಲಿ ವಿಶ್ವವಿದ್ಯಾಲಯ ಯಶಸ್ವಿಯಾಗಿದೆ. ಹೀಗಾಗಿ, ಮತ್ತೆ ಥೀಂ ಪಾರ್ಕ್‌ಗಾಗಿ ಸಾವಿರಾರು ಮರಗಳನ್ನು ಕಡಿಯುವುದು ಬೇಡ. ನದಿಯ ಬಫರ್‌ ಝೋನ್‌ ಉಳಿಯಬೇಕು’ ಎಂದು ಸಂಘದ ಅಧ್ಯಕ್ಷ ಪ್ರೊ. ಟಿ.ಜೆ.ರೇಣುಕಾ ಪ್ರಸಾದ್ ಆಗ್ರಹಿಸಿದರು.

 

‘ವೈಜ್ಞಾನಿಕ ವರದಿಯೊಂದಿಗೆ ಪ್ರತಿಕ್ರಿಯೆ’

‘ಮರಗಳನ್ನು ತೆರವುಗೊಳಿಸುವ ಸಂಬಂಧ ಹಲವು ಆಕ್ಷೇಪಣೆಗಳು ಬಂದಿದ್ದು, ವೈಜ್ಞಾನಿಕ ವರದಿಯೊಂದಿಗೆ ಅವುಗಳಿಗೆ ನಾವು ಪ್ರತಿಕ್ರಿಯಿಸಲಿದ್ದೇವೆ. ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಅನುಕೂಲವಾಗುವ ಮೂಲಸೌಕರ್ಯವನ್ನು ಅಂತರರಾಷ್ಟ್ರೀಯ ಮಟ್ಟದಲ್ಲಿ ಒದಗಿಸಲು ವಿಶ್ವವಿದ್ಯಾಲಯ ಬದ್ಧವಾಗಿದೆ. ಇದಕ್ಕಾಗಿ, ಪರಿಸರದ ಕಾಳಜಿಯೊಂದಿಗೆ ವೈಜ್ಞಾನಿಕವಾಗಿ ಯೋಜನೆ ರೂಪಿಸಲಾಗಿದೆ. ವಿಶ್ವವಿದ್ಯಾಲಯ ಜ್ಞಾನಭಾರತಿಯ ಆವರಣದಲ್ಲಿ ಆರು ಲಕ್ಷ ಸಸಿಗಳನ್ನು ನೆಟ್ಟಿದ್ದು, ಜೈವಿಕ–ವನವನ್ನು ಉತ್ತಮವಾಗಿ ನಿರ್ವಹಣೆ ಮಾಡುತ್ತಿದೆ’ ಎಂದು ಬೆಂಗಳೂರು ವಿಶ್ವವಿದ್ಯಾಲಯದ ಕುಲಪತಿ ಎಸ್‌.ಎಂ. ಜಯಕರ ಅವರು ಮಾಹಿತಿ ನೀಡಿದರು.

Bengaluru: BBMP has neglected to register the Civil Amenity (CA) site allotted by BDA for building a hospital even after paying the lease amount for one and a half years.

The BBMP paid ₹1.71 crore for the 3,432 square meter CA site allotted by the BDA in the Sir M.  Visvesvaraya 2nd Block Layout on January 17, 2024. However, the BBMP Rajarajeshwari Nagar zone officials have not yet taken action regarding the registration of this site.

The CA site was allotted to the BBMP and the BDA had issued an allotment letter on January 6, 2011. It was stated that ₹1.71 crore as lease money, i.e. ₹5,000 per square meter, and ₹31.11 lakhs should be paid annually. Even after 11 years, the BBMP had not taken any action. A special report on this was published in ‘Prajavani’ on October 7, 2022 under the title ‘BBMP Forgotten Hospital Site’. After this, the BBMP initiated the process and Deputy Chief Minister D.K. Shivakumar's Madhya Pradesh had paid the lease money in 2024.

Even after one and a half years of paying the lease, the Rajarajeshwari Nagar Zonal Commissioner and Joint Commissioner have not conducted the registration process.

Private pressure to pay:

 'There is a shortage of multi-specialty and maternity hospitals in Kengeri area. Although there is about one acre of land, it is not being registered. BBMP officials who have given preference to private hospitals are unnecessarily delaying the hospital construction process,' complained Shivakumar of Jayaprakash Narayan Vichar Vedike.

MLA S.T. Somashekhar, who had written a letter to the officials and the Deputy Chief Minister to pay the BBMP lease money for the land allocated by the BDA, keeps telling the officials to register even after paying the lease money. However, the officials have not started the registration process.

Permission to pay fees: Satish

'We were not aware of the CA land allocated by the BDA. MLA S.T. Somashekar drew attention to this in a recent meeting. The matter has been reviewed. There was confusion about under which ‘heading’ the registration fee and other expenses for the registration of the hospital site should be paid. It was resolved and permission was given last week to bear the expenses. The Joint Commissioner and Assistant Revenue Officer will take further action,’ informed BBMP Rajarajeshwari Nagar Zone Commissioner Satish. Rajarajeshwari Nagar Joint Commissioner was not available for comment.

Hospitals to Health Department: Suralkar Vikas Kishore

‘The site registration processes should be completed by the respective zone officers. Once the site comes into BBMP’s possession, it will be taken to the Health Department and development work will be carried out. Meanwhile, there is a proposal to hand over all the big hospitals built by BBMP to the Health Department. Due to shortage of doctors and staff, facilities are not being provided in many big hospitals. "Therefore, it has been decided to hand over the management to the health department and the government will take further action in this regard," said Suralkar Vikash Kishore, Special Commissioner of Health and Sanitation Department, BBMP.

ಬೆಂಗಳೂರು: ಆಸ್ಪ‍ತ್ರೆ ನಿರ್ಮಿಸಲು ಬಿಡಿಎ ಹಂಚಿಕೆ ಮಾಡಿರುವ ನಾಗರಿಕ ಸೌಲಭ್ಯ (ಸಿಎ) ನಿವೇಶನಕ್ಕೆ ಗುತ್ತಿಗೆ ಮೊತ್ತ ಪಾವತಿಸಿ ಒಂದೂವರೆ ವರ್ಷವಾದರೂ ನೋಂದಣಿ ಮಾಡಿಸಿಕೊಳ್ಳಲು ಬಿಬಿಎಂಪಿ ನಿರ್ಲಕ್ಷ್ಯ ವಹಿಸಿದೆ.

ಸರ್‌ ಎಂ. ವಿಶ್ವೇಶ್ವರಯ್ಯ 2ನೇ ಬ್ಲಾಕ್‌ ಬಡಾವಣೆಯಲ್ಲಿ ಬಿಡಿಎ ಹಂಚಿಕೆ ಮಾಡಿದ್ದ 3,432  ಚದರ ಮೀಟರ್‌ ಅಳತೆಯ ಸಿಎ ನಿವೇಶನಕ್ಕಾಗಿ ₹1.71 ಕೋಟಿಯನ್ನು ಬಿಬಿಎಂಪಿ  2024ರ ಜನವರಿ 17ರಂದು ಪಾತಿಸಿದೆ. ಆದರೆ, ಬಿಬಿಎಂಪಿ ರಾಜರಾಜೇಶ್ವರಿ ನಗರ ವಲಯದ ಅಧಿಕಾರಿಗಳು ಈ ನಿವೇಶನ ನೋಂದಣಿ ಬಗ್ಗೆ ಈವರೆಗೂ ಕ್ರಮ ಕೈಗೊಂಡಿಲ್ಲ.

ಸಿಎ ನಿವೇಶನವನ್ನು ಬಿಬಿಎಂಪಿಗೆ ಹಂಚಿಕೆ ಮಾಡಿ, ಬಿಡಿಎ 2011ರ ಜನವರಿ 6ರಂದು ಹಂಚಿಕೆ ಪತ್ರವನ್ನು ನೀಡಿತ್ತು. ಚದರ ಮೀಟರ್‌ಗೆ ₹5 ಸಾವಿರದಂತೆ ₹1.71 ಕೋಟಿ ಗುತ್ತಿಗೆ ಹಣ, ವಾರ್ಷಿಕವಾಗಿ ₹31.11 ಲಕ್ಷಗಳನ್ನು ಪಾವತಿಸಬೇಕು ಎಂದು ತಿಳಿಸಲಾಗಿತ್ತು. ಇದಾದ 11 ವರ್ಷವಾದರೂ ಬಿಬಿಎಂಪಿ ಕ್ರಮ ಕೈಗೊಂಡಿರಲಿಲ್ಲ. ಈ ಬಗ್ಗೆ ‘ಪ್ರಜಾವಾಣಿ’ಯಲ್ಲಿ 2022ರ ಅಕ್ಟೋಬರ್‌ 7ರಂದು ‘ಬಿಬಿಎಂಪಿ ಮರೆತ ಆಸ್ಪತ್ರೆ ನಿವೇಶನ’ ಶೀರ್ಷಿಕೆಯಡಿ ವಿಶೇಷ ವರದಿ ಪ್ರಕಟವಾಗಿತ್ತು. ಇದಾದ ನಂತರ ಪ್ರಕ್ರಿಯೆ ಆರಂಭಿಸಿದ ಬಿಬಿಎಂಪಿ, ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್‌ ಅವರ ಮಧ್ಯಪ್ರದೇಶದ ನಂತರ 2024ರಲ್ಲಿ ಗುತ್ತಿಗೆ ಹಣ ಪಾವತಿಸಿತ್ತು.

ಗುತ್ತಿಗೆ ಪಾವತಿಸಿ ಒಂದೂವರೆ ವರ್ಷವಾದರೂ ನೋಂದಣಿ ಪ್ರಕ್ರಿಯೆಯನ್ನು ರಾಜರಾಜೇಶ್ವರಿ ನಗರ ವಲಯ ಆಯುಕ್ತರು, ಜಂಟಿ ಆಯುಕ್ತರು ನಡೆಸಿಲ್ಲ. 

ಖಾಸಗಿ ಒತ್ತಡಕ್ಕೆ ಮಣೆ: ‘ಕೆಂಗೇರಿ ಭಾಗದಲ್ಲಿ ಮಲ್ಟಿ ಸ್ಪೆಷಾಲಿಟಿ, ಹೆರಿಗೆ ಆಸ್ಪತ್ರೆಯ ಕೊರತೆ ಇದೆ. ಸುಮಾರು ಒಂದು ಎಕರೆ ನಿವೇಶನವಿದ್ದರೂ ಅದನ್ನು ನೋಂದಾಯಿಸಿಕೊಳ್ಳುತ್ತಿಲ್ಲ. ಖಾಸಗಿ ಆಸ್ಪತ್ರೆಗಳಿಗೆ ಮಣೆ ಹಾಕಿರುವ ಬಿಬಿಎಂಪಿ ಅಧಿಕಾರಿಗಳು, ಆಸ್ಪತ್ರೆ ನಿರ್ಮಾಣ ಪ್ರಕ್ರಿಯೆಯನ್ನು ಬೇಕೆಂದೇ ವಿಳಂಬ ಮಾಡುತ್ತಿದ್ದಾರೆ’ ಎಂದು ಜಯಪ್ರಕಾಶ್‌ ನಾರಾಯಣ್‌ ವಿಚಾರ ವೇದಿಕೆಯ ಶಿವಕುಮಾರ್‌ ದೂರಿದರು.

‘ಬಿಡಿಎ ಹಂಚಿಕೆ ಮಾಡಿರುವ ಸಿಎ ನಿವೇಶನದ ಬಗ್ಗೆ ನಮಗೆ ಮಾಹಿತಿ ಇರಲಿಲ್ಲ. ಶಾಸಕ ಎಸ್‌.ಟಿ. ಸೋಮಶೇಖರ್‌ ಅವರು ಇತ್ತೀಚಿನ ಸಭೆಯೊಂದರಲ್ಲಿ ಈ ಬಗ್ಗೆ ಗಮನ ಸೆಳೆದರು. ಈ ವಿಷಯದ ಬಗ್ಗೆ ಪರಿಶೀಲಿಸಲಾಗಿದೆ. ಆಸ್ಪತ್ರೆ ನಿವೇಶನದ ನೋಂದಣಿಗೆ ನೋಂದಣಿ ಶುಲ್ಕ ಹಾಗೂ ಇತರೆ ವೆಚ್ಚಗಳನ್ನು ಯಾವ ‘ಶೀರ್ಷಿಕೆ’ಯಿಂದ ನೀಡಬೇಕೆಂಬ ಗೊಂದಲವಿತ್ತು. ಅದನ್ನು ಪರಿಹರಿಸಿ, ಕಳೆದ ವಾರ ವೆಚ್ಚ ಭರಿಸಲು ಅನುಮತಿ ನೀಡಲಾಗಿದೆ. ಜಂಟಿ ಆಯುಕ್ತರು ಹಾಗೂ ಸಹಾಯಕ ಕಂದಾಯ ಅಧಿಕಾರಿಗಳು ಮುಂದಿನ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಿದ್ದಾರೆ’ ಎಂದು ಬಿಬಿಎಂಪಿ ರಾಜರಾಜೇಶ್ವರಿ ನಗರ ವಲಯ ಆಯುಕ್ತ ಸತೀಶ್‌ ಮಾಹಿತಿ ನೀಡಿದರು. ರಾಜರಾಜೇಶ್ವರಿ ನಗರದ ಜಂಟಿ ಆಯುಕ್ತರು ಪ್ರತಿಕ್ರಿಯೆಗೆ ಲಭ್ಯರಾಗಲಿಲ್ಲ.

‘ನಿವೇಶನ ನೋಂದಣಿ ಪ್ರಕ್ರಿಯೆಗಳನ್ನು ಆಯಾ ವಲಯ ಅಧಿಕಾರಿಗಳೇ ಪೂರ್ಣಗೊಳಿಸಬೇಕು. ಬಿಬಿಎಂಪಿ ವಶಕ್ಕೆ ನಿವೇಶನ ಬಂದ ಮೇಲೆ ಅದನ್ನು ಆರೋಗ್ಯ ವಿಭಾಗಕ್ಕೆ ತೆಗೆದುಕೊಂಡು ಅಭಿವೃದ್ಧಿ ಕಾರ್ಯ ಕೈಗೊಳ್ಳಲಾಗುತ್ತದೆ. ಈ ನಡುವೆ, ಬಿಬಿಎಂಪಿ ನಿರ್ಮಿಸಿರುವ ಎಲ್ಲ ಬೃಹತ್‌ ಆಸ್ಪತ್ರೆಗಳನ್ನು ಆರೋಗ್ಯ ಇಲಾಖೆಗೆ ಹಸ್ತಾಂತರಿಸುವ ಪ್ರಸ್ತಾವವಿದೆ. ವೈದ್ಯರು ಹಾಗೂ ಸಿಬ್ಬಂದಿ ಕೊರತೆಯಿಂದ ಹಲವು ಬೃಹತ್‌ ಆಸ್ಪತ್ರೆಗಳಲ್ಲಿ ಸೌಲಭ್ಯ ನೀಡಲಾಗುತ್ತಿಲ್ಲ. ಹೀಗಾಗಿ, ಆರೋಗ್ಯ ಇಲಾಖೆಯ ನಿರ್ವಹಣೆಗೆ ಹಸ್ತಾಂತರಿಸಲು ತೀರ್ಮಾನಿಸಿದ್ದು, ಸರ್ಕಾರ ಈ ಬಗ್ಗೆ ಮುಂದಿನ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಿದೆ’ ಎಂದು ಬಿಬಿಎಂಪಿ ಆರೋಗ್ಯ ಮತ್ತು ನೈರ್ಮಲ್ಯ ವಿಭಾಗದ ವಿಶೇಷ ಆಯುಕ್ತ ಸುರಳ್ಕರ್‌ ವಿಕಾಶ್‌ ಕಿಶೋರ್‌ ತಿಳಿಸಿದರು.
