Bengaluru: The BDA has been counting down the years to allocate sites reserved for emergency services like police stations and fire stations.
It has been 15 years since the Sir M. Visvesvaraya Layout was built. Civil Amenity (CA) sites have been identified in the layout plan . Sites have also been allocated for important services like police stations, hospitals, schools, colleges, and fire stations. However, BDA officials are not keen on handing them over.
In the map of the 2nd block of Visvesvaraya Layout, CA site number 4 is mentioned as ‘Fire Station’. The Director General of the State Fire and Emergency Services and the State Disaster Response Force Directorate wrote a letter to the BDA Chairman and Commissioner on February 12, 2024, requesting the allocation of this site, which is about three-quarters of an acre, for the purpose.
‘It is necessary to create awareness among the public and students about the precautionary measures to be taken in the event of accidents, including firefighting, search and rescue, disaster management, granting no-objection to multi-storey buildings, oil products, storage of explosives, and to establish a fire station to perform neutral duties for the security of dignitaries. Therefore, the site should be allocated to the department and a possession letter should be issued,’ the letter has requested. However, the BDA officials have not responded.

Earlier, some people were illegally constructing a compound in the area of CA Site 4. Even then, the fire brigade had stopped it. Instead of issuing an allotment letter, the BDA officials are making excuses that ‘this area is in dispute’.
Police Station:
CA Plot No. 9, measuring 1 acre and 20 guntas, in Block 2 of Vishweshwar Layout, has been earmarked for a police station. The Kengeri Inspector submitted a request to the BDA Commissioner on May 30, 2024, to allocate this. There has been no response to this request yet.
‘CA Plot 9 is a suitable area to build a police station since it is in the middle of Vishweshwar Layout. It is formed with blocks 1 to 9 of Vishweshwar Layout, and there are private layouts and old towns in between. Therefore, a police station is required here, so the site should be allocated and given for possession,’ the Inspector has requested.
Decision after discussion with the chairman: Manivannan
‘We must give the plots of land reserved for the citizens for emergency services. We will review this matter, discuss it with the chairman and take action to hand over the plots to the fire brigade and police stations soon,’ said BDA Commissioner Manivannan.
There is money, no site: Shivashankar
‘We have money under the 15th financial plan to establish a fire station. We have written a letter to the BDA chairman and commissioner asking them to hand over the plot reserved for the fire station in Visvesvaraya Layout. But there has been no response,’ said Fire and Emergency Services Director T.N. Shivashankar.
If there is protection, people will build houses: Shivakumar
‘Although it has been 15 years since the Visvesvaraya Layout was built, not many people have built buildings here. If there are security and emergency facilities like police stations and fire stations in this area, people will come to live here with courage. Also, the people around this area need to get emergency services quickly. MLA S.T. Somashekar has written a letter to the BDA President and Commissioner asking them to sanction the site, but no action has been taken. The officials are trying to make more profit by making money from real estate scams,' accused Shivakumar, President of Jayaprakash Narayan Discussion Forum.

ಬೆಂಗಳೂರು: ಪೊಲೀಸ್ ಠಾಣೆ, ಅಗ್ನಿಶಾಮಕ ಠಾಣೆಯಂತಹ ತುರ್ತುಸೇವೆಗಳಿಗೆ ಮೀಸಲಿಟ್ಟಿರುವ ನಿವೇಶನಗಳನ್ನು ಹಂಚಿಕೆ ಮಾಡಲು ಬಿಡಿಎ ದಶಕಗಳಿಂದ ಮೀನಮೇಷ ಎಣಿಸುತ್ತಿದೆ.
ಸರ್ ಎಂ. ವಿಶ್ವೇಶ್ವರಯ್ಯ ಬಡಾವಣೆಯನ್ನು ನಿರ್ಮಿಸಿ 15 ವರ್ಷ ಕಳೆದಿದೆ. ಬಡಾವಣೆಯ ನಕ್ಷೆಯಲ್ಲಿ ನಾಗರಿಕ ಸೌಲಭ್ಯ (ಸಿ.ಎ) ನಿವೇಶನಗಳನ್ನು ಗುರುತಿಸಲಾಗಿದೆ. ಪೊಲೀಸ್ ಠಾಣೆ, ಆಸ್ಪತ್ರೆ, ಶಾಲೆ, ಕಾಲೇಜು, ಅಗ್ನಿಶಾಮಕ ಠಾಣೆಯಂತಹ ಪ್ರಮುಖ ಸೇವೆಗಳಿಗೂ ನಿವೇಶನಗಳನ್ನು ಮೀಸಲಿಡಲಾಗಿದೆ. ಆದರೆ, ಅವುಗಳನ್ನು ಹಸ್ತಾಂತರಿಸಲು ಬಿಡಿಎ ಅಧಿಕಾರಿಗಳು ಮನಸ್ಸು ಮಾಡುತ್ತಿಲ್ಲ.
ವಿಶ್ವೇಶ್ವರಯ್ಯ ಬಡಾವಣೆಯ 2ನೇ ಬ್ಲಾಕ್ನ ನಕ್ಷೆಯಲ್ಲಿ ಸಿ.ಎ ನಿವೇಶನ ಸಂಖ್ಯೆ 4 ಅನ್ನು ‘ಅಗ್ನಿಶಾಮಕ ಠಾಣೆ’ ಎಂದು ನಮೂದಿಸಲಾಗಿದೆ. ಸುಮಾರು ಮೂರುಮುಕ್ಕಾಲು ಎಕರೆ ವಿಸ್ತೀರ್ಣದ ಈ ನಿವೇಶನವನ್ನು ಹಂಚಿಕೆ ಮಾಡಿ ಎಂದು ರಾಜ್ಯ ಅಗ್ನಿಶಾಮಕ ಮತ್ತು ತುರ್ತು ಸೇವೆಗಳು ಹಾಗೂ ರಾಜ್ಯ ವಿಪತ್ತು ಸ್ಪಂದನಾ ಪಡೆಯ ನಿರ್ದೇಶನಾಲಯದ ಮಹಾ ನಿರ್ದೇಶಕರು 2024ರ ಫೆಬ್ರುವರಿ 12ರಂದು ಬಿಡಿಎ ಅಧ್ಯಕ್ಷರು ಹಾಗೂ ಆಯುಕ್ತರಿಗೆ ಪತ್ರ ಬರೆದಿದ್ದಾರೆ.
‘ಅಗ್ನಿಶಮನ, ಶೋಧನೆ–ರಕ್ಷಣೆ, ವಿಪತ್ತು ನಿರ್ವಹಣೆ, ಬಹುಮಹಡಿ ಕಟ್ಟಡ, ತೈಲೋತ್ಪನ್ನ, ಸ್ಫೋಟಕಗಳ ಶೇಖರಣೆಗೆ ನಿರಾಕ್ಷೇಪಣೆ ನೀಡುವುದು ಸೇರಿದಂತೆ ಅವಘಡಗಳ ಸಂದರ್ಭದಲ್ಲಿ ಕೈಗೊಳ್ಳಬೇಕಾದ ಮುಂಜಾಗ್ರತಾ ಕ್ರಮಗಳ ಬಗ್ಗೆ ಸಾರ್ವಜನಿಕರು, ವಿದ್ಯಾರ್ಥಿಗಳಲ್ಲಿ ಅರಿವು ಮೂಡಿಸುವುದು, ಗಣ್ಯ ವ್ಯಕ್ತಿಗಳ ಭದ್ರತೆಗೆ ತಟಸ್ಥ ಕರ್ತವ್ಯ ನಿರ್ವಹಣೆಗೆ ಅಗ್ನಿಶಾಮಕ ಠಾಣೆಯನ್ನು ಸ್ಥಾಪಿಸುವುದು ಅಗತ್ಯವಾಗಿದೆ. ಹೀಗಾಗಿ, ನಿವೇಶನವನ್ನು ಇಲಾಖೆಗೆ ಹಂಚಿಕೆ ಮಾಡಿ, ಸ್ವಾಧೀನ ಪತ್ರ ನೀಡಬೇಕು’ ಎಂದು ಪತ್ರದಲ್ಲಿ ಮನವಿ ಮಾಡಿಕೊಳ್ಳಲಾಗಿದೆ. ಆದರೆ, ಬಿಡಿಎ ಅಧಿಕಾರಿಗಳು ಸ್ಪಂದಿಸಿಲ್ಲ.
ಸಿ.ಎ ನಿವೇಶನ 4ರ ಪ್ರದೇಶದಲ್ಲಿ ಈ ಹಿಂದೆ ಕೆಲವರು ಅಕ್ರಮವಾಗಿ ಕಾಂಪೌಂಡ್ ನಿರ್ಮಿಸುತ್ತಿದ್ದರು. ಆಗಲೂ ಅಗ್ನಿಶಾಮಕ ದಳದವರೇ ಅದನ್ನು ತಡೆದಿದ್ದರು. ಹಂಚಿಕೆ ಪತ್ರ ನೀಡುವ ಬದಲು, ‘ಈ ಪ್ರದೇಶ ವ್ಯಾಜ್ಯದಲ್ಲಿದೆ’ ಎಂದು ಬಿಡಿಎ ಅಧಿಕಾರಿಗಳು ಸಬೂಬು ಹೇಳುತ್ತಿದ್ದಾರೆ.
ಪೊಲೀಸ್ ಠಾಣೆ: ವಿಶ್ವೇಶ್ವರ ಬಡಾವಣೆಯ 2ನೇ ಬ್ಲಾಕ್ನಲ್ಲಿ ಒಂದು ಎಕರೆ 20 ಗುಂಟೆಯಲ್ಲಿರುವ ಸಿ.ಎ ನಿವೇಶನ ಸಂಖ್ಯೆ 9 ಅನ್ನು ಪೊಲೀಸ್ ಠಾಣೆಗೆ ಮೀಸಲಿಡಲಾಗಿದೆ. ಇದನ್ನು ಹಂಚಿಕೆ ಮಾಡಲು ಕೆಂಗೇರಿ ಇನ್ಸ್ಪೆಕ್ಟರ್ ಅವರು 2024ರ ಮೇ 30ರಂದು ಬಿಡಿಎ ಆಯುಕ್ತರಿಗೆ ಮನವಿ ಸಲ್ಲಿಸಿದ್ದಾರೆ. ಈ ಮನವಿಗೂ ಇನ್ನೂ ಪ್ರತಿಕ್ರಿಯೆ ಬಂದಿಲ್ಲ.
‘ಸಿ.ಎ ನಿವೇಶನ 9, ವಿಶ್ವೇಶ್ವರಯ್ಯ ಬಡಾವಣೆಯ ಮಧ್ಯಭಾಗದಲ್ಲಿರುವುದರಿಂದ ಪೊಲೀಸ್ ಠಾಣೆ ನಿರ್ಮಿಸಲು ಸೂಕ್ತ ಪ್ರದೇಶವಾಗಿರುತ್ತದೆ. ವಿಶ್ವೇಶ್ವರಯ್ಯ ಬಡಾವಣೆಯ 1ರಿಂದ 9 ಬ್ಲಾಕ್ಗಳೊಂದಿಗೆ ರಚನೆಯಾಗಿದ್ದು, ಮಧ್ಯೆ ಖಾಸಗಿ ಬಡಾವಣೆ, ಹಳೆ ಊರುಗಳೂ ಇವೆ. ಹೀಗಾಗಿ, ಇಲ್ಲಿ ಪೊಲೀಸ್ ಠಾಣೆ ಅಗತ್ಯವಾಗಿದ್ದು, ನಿವೇಶನವನ್ನು ಹಂಚಿಕೆ ಮಾಡಿ, ಸ್ವಾಧೀನಕ್ಕೆ ನೀಡಿ’ ಎಂದು ಇನ್ಸ್ಪೆಕ್ಟರ್ ಮನವಿ ಮಾಡಿದ್ದಾರೆ.
ಅಧ್ಯಕ್ಷರೊಂದಿಗೆ ಚರ್ಚಿಸಿ ನಿರ್ಧಾರ: ಮಣಿವಣ್ಣನ್
‘ತುರ್ತುಸೇವೆಗಳಿಗೆ ಮೀಸಲಿಟ್ಟಿರುವ ನಾಗರಿಕರ ಸೌಲಭ್ಯದ ನಿವೇಶನಗಳನ್ನು ನಾವು ನೀಡಲೇಬೇಕು. ಈ ಬಗ್ಗೆ ಪರಿಶೀಲನೆ ನಡೆಸಿ, ಅಧ್ಯಕ್ಷರೊಂದಿಗೆ ಚರ್ಚೆ ಮಾಡಿ ಶೀಘ್ರ ನಿವೇಶನಗಳನ್ನು ಅಗ್ನಿಶಾಮಕ ದಳ ಹಾಗೂ ಪೊಲೀಸ್ ಠಾಣೆಗಳಿಗೆ ಹಸ್ತಾಂತರಿಸಲು ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುತ್ತದೆ’ ಎಂದು ಬಿಡಿಎ ಆಯುಕ್ತ ಮಣಿವಣ್ಣನ್ ತಿಳಿಸಿದರು.

‘ಅಗ್ನಿಶಾಮಕ ಠಾಣೆ ಸ್ಥಾಪಿಸಲು 15ನೇ ಹಣಕಾಸು ಯೋಜನೆಯಡಿ ನಮ್ಮಲ್ಲಿ ಹಣವಿದೆ. ವಿಶ್ವೇಶ್ವರಯ್ಯ ಬಡಾವಣೆಯಲ್ಲಿ ಅಗ್ನಿಶಾಮಕ ಠಾಣೆಗಾಗಿಯೇ ಮೀಸಲಿಟ್ಟರುವ ನಿವೇಶನವನ್ನು ಹಸ್ತಾಂತರಿಸಿ ಎಂದು ಬಿಡಿಎ ಅಧ್ಯಕ್ಷರು ಹಾಗೂ ಆಯುಕ್ತರಿಗೆ ಪತ್ರ ಬರೆದಿದ್ದೇವೆ. ಆದರೆ ಯಾವುದೇ ಪ್ರತಿಕ್ರಿಯೆ ಬಂದಿಲ್ಲ’ ಎಂದು ಅಗ್ನಿಶಾಮಕ ಮತ್ತು ತುರ್ತುಸೇವೆಗಳ ನಿರ್ದೇಶಕ ಟಿ.ಎನ್. ಶಿವಶಂಕರ ತಿಳಿಸಿದರು.
ರಕ್ಷಣೆ ಇದ್ದರೆ ಮನೆ ಕಟ್ಟಿಕೊಳ್ಳುತ್ತಾರೆ: ಶಿವಕುಮಾರ್
‘ವಿಶ್ವೇಶ್ವರಯ್ಯ ಬಡಾವಣೆ ನಿರ್ಮಾಣವಾಗಿ 15 ವರ್ಷವಾಗುತ್ತಿದ್ದರೂ ಹೆಚ್ಚು ಜನರು ಇಲ್ಲಿ ಕಟ್ಟಡ ನಿರ್ಮಿಸಿಲ್ಲ. ಪೊಲೀಸ್ ಠಾಣೆ ಹಾಗೂ ಅಗ್ನಿಶಾಮಕ ಠಾಣೆಗಳಂತಹ ರಕ್ಷಣೆ– ತುರ್ತು ಸೌಲಭ್ಯಗಳು ಈ ಪ್ರದೇಶದಲ್ಲಾದರೆ ಜನರು ಧೈರ್ಯದಿಂದ ಇಲ್ಲಿ ವಾಸಿಸಲು ಬರುತ್ತದೆ. ಅಲ್ಲದೆ, ಈ ಪ್ರದೇಶ ಸುತ್ತಮುತ್ತಲಿನ ಜನರಿಗೆ ತುರ್ತುಸೇವೆಗಳು ಶೀಘ್ರವಾಗಿ ಸಿಗಬೇಕಾದ ಅಗತ್ಯವಿದ. ಶಾಸಕ ಎಸ್.ಟಿ. ಸೋಮಶೇಖರ್ ಅವರು ಬಿಡಿಎ ಅಧ್ಯಕ್ಷ ಹಾಗೂ ಆಯುಕ್ತರಿಗೆ ಪತ್ರ ಬರೆದು ನಿವೇಶನ ಮಂಜೂರು ಮಾಡಲು ಹೇಳಿದ್ದರೂ ಕ್ರಮವಾಗಿಲ್ಲ. ರಿಯಲ್ ಎಸ್ಟೇಟ್ ಕುಳಗಳಿಗೆ ಮಣೆ ಹಾಕಿ, ಅಧಿಕಾರಿಗಳು ಹೆಚ್ಚಿನ ಲಾಭ ಗಳಿಸುವ ಹುನ್ನಾರ ನಡೆಸುತ್ತಿದ್ದಾರೆ’ ಎಂದು ಜಯಪ್ರಕಾಶ್ ನಾರಾಯಣ್ ವಿಚಾರ ವೇದಿಕೆಯ ಅಧ್ಯಕ್ಷ ಶಿವಕುಮಾರ್ ಆರೋಪಿಸಿದರು.
