Karnataka Assembly Rewind-1 The first house of the country

For the first time in the country, a state house was formed in Karnataka. But then Mysore was a state. Maharaja Chamarajendra Wodeyar of Mysore had formed the Government House (Assembly) and issued an order on August 25, 1881, with the intention that the citizens should participate in the policy making of the government. In March 1881, Maharaja Chamarajendra Wodeyar assumed the power of Mysore State. Before this transfer of power, in 1879, the then Chief Commissioner of Mysore, J.D. Gordon proposed to the British-Indian Government that a debating assembly should be formed of retired officers, representatives of various classes and peoples. However, without specific legislative, financial or administrative powers, the creation of a debating house was not consented to. Also, the Viceroy was also of the opinion that it was not right to introduce something like this as no such organization had been attempted till now.

However, Maharaja Chamarajendra Wodeyar created the country's first State Assembly within five months of assuming office. It has the distinction of being the first house not only for the state but also in the country. This House was formed with the objective of adopting important measures in governance with the opinion of the people. This made it mandatory for the government to submit its policies and objectives to the public. Representatives of landowners and traders from all parts of the state could participate in this annual meeting.

The first 'House of Representatives' was held on 7th October 1881. It became the first house of the country. Its representatives were elected in three ways. One- Local Fund Boards and their District Representatives. Two- one or two from each taluk covering all general information between people. Three- Three or four leading traders from each district. These representatives had to participate voluntarily.

ದೇಶದಲ್ಲೇ ಪ್ರಥಮ ಬಾರಿಗೆ ರಾಜ್ಯವೊಂದರ ಸದನ ರಚನೆಯಾಗಿದ್ದು ಕರ್ನಾಟಕದಲ್ಲಿ. ಆದರೆ ಅಂದು ಮೈಸೂರು ರಾಜ್ಯವಾಗಿತ್ತು. ನಾಗರಿಕರು ಸರ್ಕಾರದ ನೀತಿ ರಚನೆಯಲ್ಲಿ ಪಾಲ್ಗೊಳ್ಳಬೇಕು ಎಂಬ ಉದ್ದೇಶದಿಂದ ಮೈಸೂರು ಮಹಾರಾಜ ಚಾಮರಾಜೇಂದ್ರ ಒಡೆಯರ್ ಸರ್ಕಾರದ ಸದನ (ಸಭೆ) ರಚಿಸಿ, 1881ರ ಆಗಸ್ಟ್ 25ರಂದು ಆದೇಶ ಹೊರಡಿಸಿದ್ದರು. 1881ರ ಮಾರ್ಚ್‌ನಲ್ಲಿ ಮಹಾರಾಜ ಚಾಮರಾಜೇಂದ್ರ ಒಡೆಯರ್ ಮೈಸೂರು ರಾಜ್ಯದ ಅಧಿಕಾರವನ್ನು ಪಡೆದುಕೊಂಡರು. ಈ ಅಧಿಕಾರ ಹಸ್ತಾಂತರಕ್ಕೆ ಮುನ 1879ರಲ್ಲಿ ಅಂದಿನ ಮೈಸೂರು ಮುಖ್ಯ ಆಯುಕ್ತ ಜೆ.ಡಿ. ಗೋರ್ಡಾನ್ ಅವರು ನಿವೃತ್ತ ಅಧಿಕಾರಿಗಳು, ಹಲವು ವರ್ಗ ಹಾಗೂ ಜನರ ಪ್ರತಿನಿಧಿಗಳ ಚರ್ಚಾ ಸದನವನ್ನು ರಚಿಸಬೇಕು ಎಂದು ಬ್ರಿಟೀಷ್-ಭಾರತ ಸರ್ಕಾರಕ್ಕೆ ಪ್ರಸ್ತಾಪಿಸಿದ್ದರು. ಆದರೆ, ನಿರ್ದಿಷ್ಟ ಶಾಸನ, ಆರ್ಥಿಕ ಅಥವಾ ನಿರ್ವಾಹಕ ಅಧಿಕಾರ ಇಲ್ಲದೆ ಚರ್ಚಾ ಸದನ ರಚಿಸಲು ಸಮ್ಮತಿ ನೀಡಿರಲಿಲ್ಲ. ಅಲ್ಲದೆ, ಈವರೆಗೂ ಇಂತಹ ಯಾವುದೇ ಸಂಸ್ಥೆಗಳನು ಪ್ರಯತ್ನಿಸಿಲ್ಲವಾದ್ದರಿಂದ ಇಂತಹದ್ದನ್ನು ಪರಿಚಯಿಸುವುದು ಸರಿಯಲ್ಲ ಎಂದು ವೈಸ್‌ರಾಯ್ ಕೂಡ ಅಭಿಪ್ರಾಯಪಟ್ಟಿದ್ದರು.

ಆದರೆ, ಮಹಾರಾಜ ಚಾಮರಾಜೇಂದ್ರ ಒಡೆಯರ್ ಅಧಿಕಾರ ವಹಿಸಿಕೊಂಡ ಐದು ತಿಂಗಳಲ್ಲೇ ದೇಶದ ಪ್ರಥಮ ರಾಜ್ಯ ಸದನವನು ರಚಿಸಿ ಆದೇಶಿಸಿದರು. ಇದು ರಾಜ್ಯಕ್ಕೆ ಮಾತ್ರವಲ್ಲ ದೇಶದಲ್ಲೇ ಪ್ರಥಮ ಸದನ ಎಂಬ ಹೆಗ್ಗಳಿಕೆ. ಜನರ ಅಭಿಪ್ರಾಯದೊಂದಿಗೆ ಆಡಳಿತದಲ್ಲಿ ಪ್ರಮುಖ ಕ್ರಮಗಳನು ಅಳವಡಿಸಿಕೊಳ್ಳುವ ಉದ್ದೇಶದಿಂದ ಈ ಸದನ ರಚಿಸಲಾಯಿತು. ಈ ಮೂಲಕ ತನ ನೀತಿಗಳು ಹಾಗೂ ಉದ್ದೇಶಗಳನ್ನು ಸಾರ್ವಜನಿಕರಿಗೆ ಒಪ್ಪಿಸುವುದು ಸರ್ಕಾರದ ಕಡ್ಡಾಯವಾಯಿತು. ವಾರ್ಷಿಕವಾಗಿ ನಡೆಯುವ ಈ ಸದನದಲ್ಲಿ ರಾಜ್ಯದ ಎಲ್ಲ ಭಾಗದಲ್ಲಿರುವ  ಭೂಮಾಲೀಕರು ಹಾಗೂ ವ್ಯಾಪಾರಿಗಳ ಪ್ರತಿನಿಧಿಗಳು ಭಾಗವಹಿಸಬಹುದಾಗಿತ್ತು.

1881ರ ಅಕ್ಟೋಬರ್ 7ರಂದು ಪ್ರಥಮ ‘ಪ್ರತಿನಿಧಿಗಳ ಸದನ’ ನಡೆಯಿತು. ಇದು ದೇಶದ ಪ್ರಥಮ ಸದನವಾಯಿತು. ಇದರ ಪ್ರತಿನಿಧಿಗಳು ಮೂರು ರೀತಿಯಿಂದ ಆಯ್ಕೆಯಾಗುತ್ತಿದ್ದರು.  ಒಂದು- ಸ್ಥಳೀಯ ನಿಧಿ ಮಂಡಳಿಗಳು ಮತ್ತು ಅವರ  ಜಿಲ್ಲಾ ಪ್ರತಿನಿಧಿಗಳು. ಎರಡು- ಜನರ ನಡುವಿರುವ ಎಲ್ಲ ಸಾಮಾನ್ಯ ಮಾಹಿತಿಯನೂ ಒಳಗೊಂಡಿರುವ ಪ್ರತಿ ತಾಲೂಕಿನಿಂದ ಒಬ್ಬರು ಅಥವಾ ಇಬ್ಬರು. ಮೂರು- ಪ್ರತಿ ಜಿಲ್ಲೆಯಿಂದ ಮುಂಚೂಣಿಯಲ್ಲಿರುವ ಮೂರು ಅಥವಾ ನಾಲ್ಕು ವ್ಯಾಪಾರಿಗಳು. ಈ ಪ್ರತಿನಿಧಿಗಳು ಸ್ವಯಂಪ್ರೇರಿತವಾಗಿ ಭಾಗವಹಿಸಬೇಕಿತ್ತು.

Bengaluru: The mess of the roads in the capital Bangalore, potholes, silt in the drains, water coming out, lack of safety on the drains. However, during the election, asphalt is laid to make people feel better. People's question is why such speedy work is not done on normal days.

In the city, this is a picture seen on every election occasion. There is a lot of objection among citizens about this. In the last ten years, about ₹25,000 crore has been spent on projects including 13,000 km of roads, footpaths and drains in the city. However, as soon as there is a rain, there are potholes.

People faced a lot of problems in the city last year due to rain and potholes. If water enters the houses due to heavy rain, the roads become waterlogged and create potholes, causing accidents. There were also deaths and injuries. On that occasion, citizens demanded BBMP to repair the road. "No work will be done until the rain ends," said the engineers. People drove the traffic avoiding the potholes.

The road has been damaged, traffic is not possible. We have been requesting for three or four months that there are too many potholes and that they should be repaired. But nothing worked. As the assembly election is near, the road that we didn't ask for has been paved. When I slept at night, the road was damaged, when I woke up in the morning, I saw asphalt. It works so fast. But when we asked why they did not repair it," asked Rajarajeshwari Nagar Srinivas.

Whatever the citizens ask, BBMP says no money. But, only during the election, there will be money for all kinds of work and work will be done quickly. It is our hope that this road will be asphalted till the elections are over. Because, it has already started raining. There is also an example of the asphalt road being torn away. Do you want this kind of work? Why are you spending people's money like this' asked Chandrappa of Vijayanagar.

Engineers do not even have the minimum knowledge that work should be carried out so that water does not stand on the road. There is no height in the middle and water stands on the road and the asphalt is torn away by a single rain. Is it necessary to give in to the pressure of people's representatives and do such work overnight? If quality work is done, people will be happy for years. They feel they don't need this,' said Ananda from Mahadevpur

Temporary emergency care

Problem with technology implementation

Road builders are graduate engineers. They know all the technology while learning. It does not show in actual work. There is a problem with technology implementation. I don't know what pressure is on him. According to the Indian Road Congress (IRC), all norms must be followed. However, the specified grade of Bitumen is not used in a specific amount ie 5.5%. The required 145 degree to 165 degree temperature will also not there. This prevents the gravel from sticking to the sand and becoming stronger. Rain does stop on the road. Thus, due to poor workmanship, roads that should last for four years get damaged in a couple of years. It is also suspected that this is done to spend more money or to pave the road more often. It is an open truth that not everything is in the hands of engineers.

ಬೆಂಗಳೂರು ಕರಗ... ವಿಶ್ವ ಪ್ರಸಿದ್ಧ ಬೆಂಗಳೂರು ಕರಗ ಯಾರಿಗೆ ಗೊತ್ತಿಲ್ಲ ಹೇಳಿ. ಶತಮಾನಗಳ ಇತಿಹಾಸ ಹೊಂದಿರುವ ಈ ಕರಗಕ್ಕೆ ಸಾಟಿಯೇ ಇಲ್ಲ. ಆದರೆ,  ಕಾಲದಿಂದ ಕಾಲಕ್ಕೆ ಕರಗದ ಆಚರಣಾ ತಾಣಗಳು ಕರಗುತ್ತಲೇ ಬರುತ್ತಿವೆ. ಅದರಲ್ಲೂ, ಶಕ್ತಿದೇವತೆ ದ್ರೌಪದಿಯನ್ನು ಆಹ್ವಾನಿಸುವ ಜಲಮೂಲಗಳು ತಮ್ಮ ಹಿಂದಿನ ಅಸ್ತಿತ್ವವನ್ನೇ ಕಳೆದುಕೊಂಡಿರುವುದು ದುರಂತ.

ಬೆಂಗಳೂರು ಕರಗಕ್ಕೂ ಜಲಮೂಲಗಳಿಗೂ ಅವಿನಾಭಾವ ಸಂಬಂಧ. ಕರಗ ಆರಂಭವಾಗಬೇಕಾದರೆ ಪ್ರಥಮ ಪೂಜೆ ಆಗಬೇಕಿರುವುದೇ ಕೆರೆಯಲ್ಲಿ. ಹೂವಿನ ಕರಗದ ಹಿಂದಿನ 8 ದಿನಗಳು ನಗರದ ಎಂಟು ದಿಕ್ಕುಗಳಲ್ಲಿರುವ ಕೆರೆ–ಕಲ್ಯಾಣಿಗಳಿಗೆ ಪ್ರಥಮಪೂಜೆಯಾಗುವ ಸಂಪ್ರದಾಯವಿದೆ. ಇವುಗಳನ್ನು ತೀರ್ಥ ಸ್ನಾನಘಟ್ಟಗಳು ಎಂದು ಕರೆಯುತ್ತಾರೆ. ಆದರೆ, ಇಂದು  ಸ್ನಾನಘಟ್ಟಗಳೇ ಇಲ್ಲದಂತಾಗಿವೆ.

ಧರ್ಮರಾಯ ದೇವಸ್ಥಾನದ ಈಶಾನ್ಯಕ್ಕೆ ಇರುವುದೇ ಸಂಪಂಗಿ ಕೆರೆ ಅಥವಾ ಸಂಪಂಗಿ ಟ್ಯಾಂಕ್‌. ಇದು ಕರಗದ ಶಕ್ತಿಪೀಠ. ಶಕ್ತಿದೇವತೆ ದ್ರೌಪದಿಯನ್ನು ಆಹ್ವಾನಿಸಿ, ದೇವಸ್ಥಾನಕ್ಕೆ ಕರೆತರುವುದೇ ಈ ಕೆರೆಯಿಂದ. ಹಸಿ ಕರಗದ ಹುಟ್ಟು ಸಂಪಂಗಿ ಟ್ಯಾಂಕ್‌ನಲ್ಲಿರುವ ಶಕ್ತಿಪೀಠದಲ್ಲಾಗುತ್ತದೆ. ವಿಶಾಲವಾಗಿದ್ದ ಈ ಸಂಪಂಗಿ ಟ್ಯಾಂಕ್‌ ಇಂದು ಕಲ್ಯಾಣಿಯೂ ಅಲ್ಲದ ಸ್ಥಿತಿಯಲ್ಲಿದೆ. ಬಹುಶಃ, ಸಾವಿರ ಕೆರೆಗಳ ನಗರಿ ಬೆಂಗಳೂರಿನಲ್ಲಿ ಕೆರೆಗಳ ಅವನತಿ ಎಂಬುದು ಪ್ರಾರಂಭವಾಗಿದ್ದು ಈ ಕೆರೆಯಿಂದಲೇ ಅನ್ನಿಸುತ್ತದೆ. ಬ್ರಿಟಿಷರು ನಮ್ಮನ್ನು ಆಳುತ್ತಿದ್ದ ಕಾಲದಲ್ಲಿ, ಅವರು ಆಟವಾಡಲು ಮೊದಲು ಮಣ್ಣು ಸುರಿದಿದ್ದೇ ಈ ಸಂಪಂಗಿ ಟ್ಯಾಂಕ್‌ಗೆ. ವಿಶಾಲವಾಗಿದ್ದ ಸಂಪಂಗಿ ಟ್ಯಾಂಕ್‌ ಅಂದಿನಿಂದಲೇ ತನ್ನ ವ್ಯಾಪ್ತಿಯನ್ನು ಕಳೆದುಕೊಳ್ಳುತ್ತಾ ಸಾಗಿತ್ತು. ಕೊನೆಗೆ ಕಂಠೀರವ ಕ್ರೀಡಾಂಗಣವಾಗುವ ವೇಳೆಗೆ ಕರಗದ ಶಕ್ತಿಪೀಠವಾಗಿ ಮಾತ್ರ ಉಳಿದುಕೊಂಡಿದೆ.


ಕರಗದ ಇನ್ನುಳಿದ ಸ್ಥಾನಘಟ್ಟಗಳೆಂದರೆ; ಲಾಲ್‌ಬಾಗ್‌ ಸಮೀಪವಿರುವ ಮುನೇಶ್ವರ ದೇವಸ್ಥಾನದ ಕಲ್ಯಾಣಿ, ಕಲಾಸಿಪಾಳ್ಯದಲ್ಲಿರುವ ಮರಿಸ್ವಾಮಿ ಮಠದ ಕಲ್ಯಾಣಿ, ಮೆಜೆಸ್ಟಿಕ್‌ನಲ್ಲಿರುವ ಅಂದಿನ ಧರ್ಮಾಂಬುಧಿ ತೀರದಲ್ಲಿದ್ದ ನಗರ ದೇವತೆ ಅಣ್ಣಮ್ಮ ದೇವಸ್ಥಾನದಲ್ಲಿರುವ ಬಾವಿ. ಕಬ್ಬನ್‌ ಪಾರ್ಕ್‌ನಲ್ಲಿರುವ ಕರಗದ ಕುಂಟೆ ಅಥವಾ ಉಪ್ಪು ನೀರಿನ ಕುಂಟೆ ಬೆಂಗಳೂರು ಕರಗದ ಪ್ರಥಮ ಧಾರ್ಮಿಕ ಪೂಜಾವಿಧಾನಗಳಿಗೆ ಇಂದಿಗೂ ಸಾಕ್ಷಿಯಾಗುತ್ತಿದೆ. ಗವಿಪುರ ಗುಟ್ಟಹಳ್ಳಿಯಲ್ಲಿರುವ ಜಲಕಂಠೇಶ್ವರ ದೇವಸ್ಥಾನದಲ್ಲಿರುವ ಕಲ್ಯಾಣಿ, ಬಿಬಿಎಂಪಿ ಪ್ರಧಾನ ಕಚೇರಿಯಿರುವ ಏಳುಸುತ್ತಿನ ಕೋಟೆ.

ನೋಡಿದ್ರಲ್ಲಾ, ಕೇಳಿದ್ರಲ್ಲಾ ಇವರ ಮಾತುಗಳನ್ನು. ಬೆಂಗಳೂರು ಕರಗಕ್ಕೆ ಮಾರುಹೋಗದವರೇ ಇಲ್ಲ. ಇದು ನಗರವೊಂದರ ಪ್ರತಿಷ್ಠೆ. ಒಗ್ಗೂಡುವಿಕೆ. ಒಗ್ಗಟ್ಟು. ಆದರೆ, ಇಂತಹ ಕರಗದ ಮೂಲ ತಾಣಗಳನ್ನೇ ಉಳಿಸಿಕೊಳ್ಳಲು ಸಿಲಿಕಾನ್‌ಸಿಟಿ ವಿಫಲವಾಗಿದೆ.
ಕರಗ ಮತ್ತು ಅಣ್ಣಮ್ಮ ಬೆಂಗಳೂರು ನಗರದ ಕಳಸಪ್ರಾಯ. ಒಬ್ಬರು ಶಕ್ತಿ ದೇವತೆ, ಇನ್ನೊಬ್ಬಳು ನಗರದೇವತೆ. ಈ ಇಬ್ಬರೂ ಇದ್ದದ್ದು ಕೆರೆಗಳ ದಡದ ಮೇಲೆಯೇ. ಒಂದು ಧರ್ಮಾಂಬುಧಿ ಕೆರೆ ಮತ್ತೊಂದು ಸಂಪಂಗಿ ಟ್ಯಾಂಕ್‌. ಈ ಎರಡೂ ಕೆರೆಗಳು ಇಂದು ಇಲ್ಲ.  ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ಅಳಿದು ಉಳಿದಿರುವುದನ್ನೂ ಉಳಿಸಿಕೊಳ್ಳದಿದ್ದರೆ, ಎಲ್ಲವನ್ನೂ ನಾವು ಚಿತ್ರಪಟದಲ್ಲೇ ತೋರಿಸಬೇಕಾದೀತು... ಹಾಗಾಗಬಾರದು ಅಲ್ಲವೇ? ಇರುವುದನ್ನಾದರೂ ಉಳಿಸಿಕೊಳ್ಳೋಣ.

Sampangi lake or Sampangi tank is situated to the northeast of Dharmaraya temple. It is an insoluble Shaktipeeth. It is from this lake that Draupadi, the goddess of power, is invited and brought to the temple. The raw unmelted origin takes place in the Shaktipeeth in the Sampangi tank. This Sampangi tank, which was vast, is now in a condition that is not even Kalyani. Perhaps, the decline of lakes in Bangalore, the city of a thousand lakes, seems to have started from this lake. When the British were ruling us, they first poured mud into this Sampangi tank to play with. The vast Sampangi tank was losing its scope since then. By the time it finally became Kantheerava Stadium, it remained only as an insoluble Shaktipeeth.
Other statuses that do not dissolve are; Kalyani of Muneswara Temple near Lalbagh, Kalyani of Mariswami Mutt at Kalasipalya, well at Annamma Temple, the city goddess on the banks of the then Dharmambudhi at Majestic. Karagada Kunte or salt water rake at Cubbon Park is a witness to the first religious rituals of Bengaluru Karaga. Kalyani at Jalkantheshwara temple in Gavipura Guttahalli, Yechusuthina fort where BBMP headquarters is located.

Karaga and Annamma Kalasapraya of Bangalore city. One is Shakti Goddess, the other is City Goddess. Both of them were on the banks of lakes. One is Dharmambudhi Lake and the other is Sampangi Tank. Both these lakes do not exist today. In the near future, if we don't save even the extinct ones, we have to show them all on the screen... Shouldn't it be like that? Let's keep what we have.

Construction of 644 new lakes in the state

'Amrita Sarovar': A new collection site in an area of ​​more than 11 thousand acres

Bengaluru: The state has constructed 644 new lakes under the central government's 'Amrita Sarovar' scheme as part of the Independence Amrita Mahotsava. More than four crore cubic meters of water has been collected in an area of ​​more than 11 thousand acres.

In the 'Amrita Sarovar' project for comprehensive development of lakes, the construction of new lakes has also been undertaken. In this, Belgaum district has got the first position and has created 75 lakes in an area of ​​493 acres. Then comes Hassan. 60 lakes have been constructed in an area of ​​6,714 acres.

In addition to reviving the dead lakes as new lakes in the revenue records, new construction work has been undertaken where there is a possibility of water storage. New lakes have been built to collect water from the hills, including drinking water, water for animals, shared by villages and villages and to help biodiversity.

Rejuvenation of 1,963 lakes: 

At least 75 lakes in each district were to be rejuvenated under the Amrita Sarovar project. However, the state has set a target of 204 lakes. Thus, 6,324 lakes have been identified, in which work has started on 4,738 lakes and 1963 lakes have been rehabilitated. Due to this, the storage of more than one crore cubic meters (1,14,69,183 cubic meters) of water has increased. With this achievement, the state is now at the 4th position in the country's ranking list.

If there is an acre lake area, its water storage capacity should be increased to 10 thousand cubic meters. Like the 'Amrita Sarovar' project, local people including freedom fighters, their families, Padma awardees are engaged in the restoration works of the lakes.

Rural Development and Panchayat Raj Department, Minor Irrigation Department, Watershed Development Department, Agriculture, National Highways Authority of India, Railway Department are implementing the project. Mahatma Gandhi NREGA, 15th Finance Commission, Watershed Development etc. have got grants for many projects. Further Corporate Public Responsibility Fund (CSR Fund) has been utilized.

Expenditure of ₹679.25 crore: 

The state government has so far spent ₹679.25 crore on comprehensive development of lakes. All the projects have to be completed by August 15, 2023. Shilpa Nag, state nodal officer of the 'Mission Amrita Sarovar' project said that the national flag will be hoisted in all the newly constructed and revived lakes on August 15.

Highest in Tumkur

The highest number of 443 lakes have been identified in Tumkur district of the state under the Amrita Sarovar project. But in this the number of lakes where work has started is 202. Only 85 lakes are developed. In Hassan, which is in second place, 84 lakes out of 343 lakes have been developed. 48 out of 298 lakes are developed in Kalaburagi, 88 out of 284 in Belgaum, 75 out of 274 in Ramanagara. Chamarajanagar, Udupi, Bangalore, Uttara Kannada, Kodagu districts are in the last five positions in lake development work.

Maintenance responsibility for users: Shilpa Nag

There are more than 33 thousand lakes under the purview of Rural Development and Panchayat Department. Comprehensive development of lakes is being done in Amrita Sarovar project. Then a water user association was formed for each lake to manage these. Bengaluru: Local people and environmentalists expressed their displeasure as special commissioner Ravindra's promise that the mud spilled in Hoskerehalli Lake was not fulfilled even after three days.

Members of Citizens for Hosakerehalli Lake, Jhatkaa.org and The Indian Ploggers' Army had fought for Hoskerehalli lake that it should be cleared. Responding to this, Ravindra, Special Commissioner of Planning Department of BBMP, visited the place on March 23.

Road is not being built in the lake. Changing the sewer water flow path. For this, mud has been poured to facilitate the movement of lorries and vehicles. He assured the locals that it would be cleared. But on Sunday when we all went to the lake, work was being done by JCBs in the lake as usual. The soil was not removed. The members of the organization complained that when they tried to contact the BBMP officials, no one responded.

A tender has been floated for the development of Hosakere Halli Lake at a cost of ₹9 crore. However, the works have started without this tender work being started. It is said that money will be spent on silt removal now. However, the silt was removed in 2017 by BDA. BBMP engineers have no information about this. Now again they are spending crores for the same work. Srinivas, a local, alleged that all this is a way of looting money.

If you ask the executive engineer who called the tender to inform you about the new tender and give a detailed project report (DPR) of the work you are undertaking, he says that there is no DPR. Tender cannot be called without DPR. Hence it is a violation of tender rules. He demanded that action should be taken against them.

Clearance is done only after completion of work

'Work is being done on one side to make the retaining wall. On the other hand, work is being done to divert sewage water from the solid waste management department under the Shubhra Bangalore project. For this, earth is being poured temporarily and 'ramp' is being made. It will cost ₹10 crore and the work will be done for a few months. Clearance is done only after completion of work. The lake will be fully protected," said Ravindra, Special Commissioner of BBMP Planning Department.

Sewage, soil to Bhimanakatta

Rajarajeshwarinagar Bheemanakatte lake sewage and soil-stone are being poured into Hoskere village. The members of the Bhimanakatte lake protection group complained that they appealed to the BBMP officials and MLAs in this regard but to no avail.

It was requested to remove the silt of the lake and increase the storage capacity. Didn't do that either. Now the sewage water is flowing into the lake from above. This has been requested to be stopped. But, BBMP, BWSSB officials are not responding,' said Balaga K.A. Shiva Gowda said.

If there is any other development in the area surrounding the lake, it will block the flow of water to the Bhimanakatte lake. Therefore, appropriate action should be taken in this regard,' he said.

An unresponsive engineer

In Rajarajeshwari Nagar zone, Hoskarehalli Lake, Bheemanakatte, Mallattahalli, Halagevaderahalli, Kenchenahalli lakes are being developed against the environment and the soil filling is being done. Local residents and lake conservation activists have complained that Shilpa, the engineer of the lakes department of this zone, does not give any information to the citizens.

Shilpa does not give information to the chief engineer either. He is the reason for all the shortcomings in the development of lakes. Rajasekhar alleged that everything is happening as per his wish. Shilpa did not respond to this.

Measured increase in Rajakaluve encroachment

Bengaluru: The removal of encroachment in the Rajakaluve, which caused the pre-submergence, is not going on at the expected level. However, encroachment alone is increasing as measured. It has been revealed that more than 26 acres of Rajkaluve is encroached upon in Three Hobli of Bengaluru East Taluk.

Most of the areas in the eastern taluk of the city were submerged due to heavy rains last September. On that occasion, BBMP had said that it would vacate many types of encroachments. After a few days of encroachment clearance, everything cooled down. However, identifying the encroachment and documenting its extent was completed in January. According to the records of revenue departments, encroachment has been found in more than 90 cases in this taluk.

East Taluk Varthur, Bidrahalli, K.R. Revenue Department has registered new cases of Rajakaluve encroachment in Pura Hobli. Encroachments were found when the Rajakaluve were measured and surveyed as per revenue records. All these have been identified and all the processes have been completed and placed under the order of Tahsildar.

After the rains stopped and the water flow to the House and Layouts is decreased, the clearing operation of Rajakaluve encroachment slowed down. BBMP Chief Commissioner Tushar Girinath has been giving deadlines since January that he will carry out the eviction operation once all the orders are received. But nothing is working.

Area unmarked in many places: It has been stated in the survey report that the 'Canal' has been encroached upon by the tenants in Survey number 112, 114. However, the area is not recorded. Similarly, Karimamma's Agrahara survey no. 7, 8, 9, 11, 12, 13, 14, 15, 16, 17, 18, 19, 21, 22 are recorded as encroachment by tenants.

Survey no. 129/1 between 129 and 130 it is recorded that the building was constructed in the pit. Survey no. 34, 121, 122 only recorded that there is a road. Locals alleged that the surveyors gave in to the pressure of the influential and abandoned some encroachments.

Jalashakti Abhiyan: Karnataka in 2nd position

Jalashakti Abhiyan: Kalaburgi first, Davangere last; Revival of 15 thousand lakes

Bengaluru: The state has bagged the second rank in the Central Government's 'Jalashakti Abhiyan: Catch the Rain- 2022'. The campaign ended on March 14, with Uttar Pradesh at the number one position.

The 'Jalashakti Abhiyan' was started on March 29, 2022 with the slogan 'Catch the Rain, where it falls, when it falls' in rural and urban areas. It was suggested to implement the works during pre-monsoon and monsoon season.

4 lakhs in water conservation, rain water harvesting, providing facilities for roof water harvesting in buildings, water storage pits, construction of new check dams, revival of traditional water harvesting systems like wells, lakes, basins, tube wells re-use-recharge, rehabilitation of small rivers, flood-banks strengthening. The works have been carried out in the state.

Geo-tagging of water bodies has also been done and 'Jalashakti Kendra' has been established in the district centers to provide all information related to water. The Department of Rural Development and Panchayat Raj acted as the 'Implementation Department' for this campaign.

Among the districts of the state, Kalaburagi stands first in implementing the works of 'Jalashakti Abhiyan'. Out of the total works, more than 20 thousand watershed development works have been carried out in the district. 17,000 works each have been carried out in water recycling in Ramnagar and Belgaum which are ranked second and third respectively.

Udupi, Bangalore City, Rural, Dakshina Kannada and Davangere Districts have less than four thousand works and are at the last position in the list.

18 thousand check dam, 55 thousand pits, ponds, Kalyani, Gokattes have been revived in the state. 15 thousand lakes have been desilted and redeveloped. More than 3 crore saplings have been nurtured in afforestation including growing saplings in nurseries and planting trees in forests. 26 thousand programs have been conducted to create awareness among citizens about water usage.

Grant Utilization

₹ 2 lakh each has been given by the National Water Mission for setting up Jal Shakti Kendra in the districts. Grants from Mahatma Gandhi Narega, Atal Bhujal, Amrita Sarovar, 15th Finance Commission, Village Panchayats Own Resource Fund, Budget, CSR projects have been utilized for the 'Jalashakti Abhiyan'.

Consistently good work: Ahteeq

The state of Karnataka has consistently performed well in water sources augmentation and water conservation works. Presently, we stand second in the country in Jal Shakti Abhiyan implementation. We have created 4,07,713 water conservation and rejuvenation structures under JSA, through MGNREGS and other schemes, said Additional Chief Secretary of Rural Development and Panchayat Raj Department L.K. Atheeq said.
