Bengaluru: The government has formed the ‘Greater Bangalore Authority’ (GBA) within the ‘Greater Bangalore Area ’ (BBMP) and will take control over the entire administration of the city.

After the final notification of the five municipal corporations on September 2, the Bruhat Bengaluru Mahanagara Palike (BBMP) will cease to exist and the GBA will take over the city’s administration.

All preparations are underway to transfer the current Special Commissioner, Joint Commissioner, Deputy Commissioner, Chief Engineer, and other officials of BBMP to GBA or the five municipal corporations. Except for the basic works of the municipal corporation, the GBA will prepare and manage the projects of the inter-municipal corporations. The works will be carried out as per the decisions taken there.

A special purpose vehicle (SPV) – ‘Bengaluru Smart Infrastructure Limited’ (B-SMILE) is operating to implement major development works, which will also come under the GBA. Since BDA, Water Board, BESCOM, BMTC, City Police, City Deputy Commissioner, Fire Department also come under the jurisdiction of GBA, all the works will be decided here.

The post of BGA Chief Commissioner was additionally given to the Chief Commissioner of GBA, BBMP, on Tuesday. The posts of Chief Town Planner and Chief Engineer of GBA are to be notified and appointed.

Scope of Greater Bengaluru Authority

* GBA will have perpetual succession, common seal, power to apply for, hold and dispose of assets in its name.

* Apart from the members appointed to the GBA, officers of any agency or department as may be specified by the Government including the Railway Infrastructure Development Corporation Limited, Lake Conservation and Development Authority, State Disaster Management Authority, Slum Development Board may be specially invited to the meeting. They shall not have the right to vote.

* Officers may be appointed to facilitate infrastructure, urban planning, administration, legal, finance, vigilance and other functions.

* The GBA shall handle the work of staff assignment, seniority, promotion, assignment of cadres up to the level of Chief Engineer to the urban corporations in the GBA area, dismissal from service, compulsory retirement, reduction to a lower pay scale or post

* The GBA Chairman shall convene a meeting of the Authority at least once in every three months. The Vice Chairman shall preside over the meeting in the presence of the Chairman.

* The matters coming before the GBA meeting shall be decided by the majority of the members present. The Member Secretary shall make all decisions publicly available within three days of the conclusion of each meeting.

* An Executive Committee shall be constituted under the GBA under the chairmanship of the Minister for Development of Bangalore or a Minister nominated by the Chief Minister. The Committee shall meet once in two months. Steps shall be taken to implement the various schemes prepared by the GBA

* The GBA shall prepare an action plan covering the jurisdiction of all the authorities to have a master plan for the infrastructure development of the Greater Bengaluru area.

* The GBA shall obtain grants from the State Government and the Central Government for the works and shall bear the institutional and administrative expenses from it. An annual budget estimate shall be prepared and submitted to the Government. Loans may be availed for the necessary projects.

* Major works to be undertaken from the funds of the Municipal Corporations shall also be entrusted to the GBA. Projects falling within the jurisdiction of more than one Corporation shall be handled by the Greater Bengaluru Authority. Public-Private Partnership (PPP) schemes may be formulated and entrusted to the Economic Development Agency.

* Create a Climate Action Cell and implement strategies for reducing greenhouse gas emissions, action and resilience plans within one year. For this, sectoral expert committees can be formed.

No place for Sitaram in GBA

Nine people, including MLA M.R. Sitaram, who are residents of Bengaluru, have not been appointed as ex-officio members in GBA.

According to the Greater Bengaluru Administration Act (GBGA), sub-section 5 of Chapter 3 describes who should be members of GBA. It is said that all members of Lok Sabha, Rajya Sabha, Vidhan Sabha and Vidhan Parishad residing in Greater Bengaluru area should be members of GBA.

MLA M.R. Sitaram, S.L. Bhojegowda, B. Chandrashekar B. Patil, Chidanand M. Gowda, Madhu G. Madegowda, Ramojigowda, H.P. Sudhamadas, D.T. Srinivas, Umashree are listed as residents of the city in the official records of the Legislative Council. However, they have not been appointed as GBA members. 20 members of the Legislative Council have registered their residence in Bengaluru. Of these, only nine, including Yathindra Siddaramaiah, have been appointed as GBA members.

Two wards of the Yelahanka Legislative Assembly constituency fall under the Chinkaballapur Lok Sabha constituency. However, its MP K. Sudhakar has not been appointed as a GBA member.

ಬೆಂಗಳೂರು: ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರದೇಶ’ (ಬಿಬಿಎಂಪಿ) ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ’ವನ್ನು (ಜಿಬಿಎ) ಸರ್ಕಾರ ರಚಿಸಿದ್ದು, ನಗರದ ಸಂಪೂರ್ಣ ಆಡಳಿತದ ಮೇಲೆ ಹಿಡಿತ ಸಾಧಿಸಲಿದೆ.

ಸೆಪ್ಟೆಂಬರ್‌ 2ರಂದು ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ಅಂತಿಮ ಅಧಿಸೂಚನೆಯಾದ ನಂತರ ಬೃಹತ್‌ ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆ (ಬಿಬಿಎಂಪಿ) ಅಸ್ತಿತ್ವ ಕಳೆದುಕೊಳ್ಳಲಿದ್ದು, ನಗರದ ಆಡಳಿತ ವ್ಯವಸ್ಥೆಯನ್ನು ಜಿಬಿಎ ತನ್ನ ತೆಕ್ಕೆಗೆ ತೆಗೆದುಕೊಳ್ಳಲಿದೆ.

ಬಿಬಿಎಂಪಿಯಲ್ಲಿ ಈಗಿರುವ ವಿಶೇಷ ಆಯುಕ್ತರೂ ಸೇರಿದಂತೆ ಜಂಟಿ ಆಯುಕ್ತ, ಉಪ ಆಯುಕ್ತರು, ಮುಖ್ಯ ಎಂಜಿನಿಯರ್‌ಗಳನ್ನು ಜಿಬಿಎ ಅಥವಾ ಐದು ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ವರ್ಗಾಯಿಸಲು ಸರ್ವ ರೀತಿಯಲ್ಲೂ ಸಿದ್ಧತೆಯಾಗಿದೆ. ನಗರ ಪಾಲಿಕೆಯ ಮೂಲ ಕಾಮಗಾರಿಗಳನ್ನು ಹೊರತುಪಡಿಸಿದರೆ, ಅಂತರ ನಗರ ಪಾಲಿಕೆಗಳ ಯೋಜನೆಗಳನ್ನು ಜಿಬಿಎ ಸಿದ್ಧಪಡಿಸಿ, ನಿರ್ವಹಿಸಲಿದೆ. ಅಲ್ಲಿನ ತೀರ್ಮಾನಗಳಂತೆಯೇ ಕಾಮಗಾರಿಗಳು ನಡೆಯಲಿವೆ.

ಬೃಹತ್‌ ಅಭಿವೃದ್ಧಿ ಕಾಮಗಾರಿಗಳನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸಲು ವಿಶೇಷ ಉದ್ದೇಶದ ಸಂಸ್ಥೆ (ಎಸ್‌ಪಿವಿ)– ‘ಬೆಂಗಳೂರು ಸ್ಮಾರ್ಟ್‌ ಇನ್‌ಫ್ರಾಸ್ಟ್ರಕ್ಚರ್‌ ಲಿಮಿಟೆಡ್‌ ಸಂಸ್ಥೆ’ (ಬಿ–ಸ್ಮೈಲ್‌) ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿದ್ದು, ಇದೂ ಜಿಬಿಎ ಅಡಿಯಲ್ಲಿರಲಿದೆ. ಬಿಡಿಎ, ಜಲಮಂಡಳಿ, ಬೆಸ್ಕಾಂ, ಬಿಎಂಟಿಸಿ, ನಗರ ಪೊಲೀಸ್‌, ನಗರ ಜಿಲ್ಲಾಧಿಕಾರಿ, ಅಗ್ನಿಶಾಮಕ ದಳಗಳೂ ಜಿಬಿಎ ವ್ಯಾಪ್ತಿಗೆ ಬರುವುದರಿಂದ ಎಲ್ಲ ಕಾಮಗಾರಿಗಳೂ ಇಲ್ಲೇ ನಿರ್ಧಾರವಾಗಲಿವೆ.

ಬಿಬಿಎಂಪಿ ಮುಖ್ಯ ಆಯುಕ್ತರನ್ನೇ ಜಿಬಿಎ ಮುಖ್ಯ ಆಯುಕ್ತರಿಗೆ ಬಿಜಿಎ ಮುಖ್ಯ ಆಯುಕ್ತರ ಹುದ್ದೆಯನ್ನು ಹೆಚ್ಚುವರಿಯಾಗಿ ಮಂಗಳವಾರ ವಹಿಸಲಾಗಿದೆ. ಜಿಬಿಎಯ ಮುಖ್ಯ ನಗರ ಯೋಜಕ ಹಾಗೂ ಮುಖ್ಯ ಎಂಜಿನಿಯರ್‌ ಅವರ ಹುದ್ದೆಯನ್ನು ಅಧಿಸೂಚಿಸಿ, ನೇಮಿಸಬೇಕಿದೆ.

  

ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರದ ಕಾರ್ಯವ್ಯಾಪ್ತಿ

* ಜಿಬಿಎ ಶಾಶ್ವತ ಉತ್ತರಾಧಿಕಾರ, ಸಾಮಾನ್ಯ ಮೊಹರನ್ನು ಹೊಂದಿ, ತನ್ನ ಹೆಸರಿನಲ್ಲಿ ಸ್ವತ್ತುಗಳನ್ನು ಅರ್ಜಿಸುವ, ಧಾರಣ ಮಾಡುವ, ವಿಲೇ ಮಾಡುವ ಕರಾರು ಮಾಡಿಕೊಳ್ಳುವ ಅಧಿಕಾರವನ್ನು ಹೊಂದಿರುತ್ತದೆ.

* ಜಿಬಿಎಗೆ ನೇಮಕವಾದ ಸದಸ್ಯರಲ್ಲದೆ, ರೈಲು ಮೂಲ ಸೌಕರ್ಯ ಅಭಿವೃದ್ಧಿ ಉದ್ಯಮ ನಿಯಮಿತ, ಕೆರೆ ಸಂರಕ್ಷಣೆ ಮತ್ತು ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರ, ರಾಜ್ಯ ವಿಪತ್ತು ನಿರ್ವಹಣಾ ಪ್ರಾಧಿಕಾರ, ಕೊಳೆಗೇರಿ ಅಭಿವೃದ್ಧಿ ಮಂಡಳಿ ಸೇರಿದಂತೆ ಸರ್ಕಾರ ನಿರ್ದಿಷ್ಟಪಡಿಸಬಹುದಾದ ಯಾವುದೇ ಏಜೆನ್ಸಿ ಅಥವಾ ಇಲಾಖೆಯ ಅಧಿಕಾರಿಗಳು ಸಭೆಗೆ ವಿಶೇಷ ಆಹ್ವಾನಿತರಾಗಬಹುದು. ಅವರಿಗೆ ಮತದಾನದ ಹಕ್ಕು ಇರುವುದಿಲ್ಲ.

* ಮೂಲಸೌಕರ್ಯ, ನಗರ ಯೋಜನೆ, ಆಡಳಿತ, ಕಾನೂನು, ಹಣಕಾಸು, ಜಾಗೃತ ದಳ ಹಾಗೂ ಇತರೆ ಪ್ರಕಾರ್ಯಗಳಿಗೆ ಅನುಕೂಲವಾಗಲು ಅಧಿಕಾರಿಗಳನ್ನು ನೇಮಿಸಿಕೊಳ್ಳಬಹುದು.

* ಜಿಬಿಎ ಪ್ರದೇಶದಲ್ಲಿರುವ ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಸಿಬ್ಬಂದಿ ನಿಯೋಜನೆ, ಜ್ಯೇಷ್ಠತೆ, ಮುಂಬಡ್ತಿ, ಮುಖ್ಯ ಎಂಜಿನಿಯರ್‌ವರೆಗಿನ ವೃಂದ ಮಟ್ಟದ ನಿಯೋಜನೆ, ಸೇವೆಯಿಂದ ವಜಾ, ಕಡ್ಡಾಯ ನಿವೃತ್ತಿ, ಕಡಿಮೆ ವೇತನ ಶ್ರೇಣಿ ಅಥವಾ ಹುದ್ದೆಗೆ ಇಳಿಸುವ ಕಾರ್ಯವನ್ನು ಜಿಬಿಎ ನಿಭಾಯಿಸಲಿದೆ

* ಜಿಬಿಎ ಅಧ್ಯಕ್ಷರು ಕನಿಷ್ಠ ಪ್ರತಿ ಮೂರು ತಿಂಗಳಿಗೊಮ್ಮೆ ಪ್ರಾಧಿಕಾರದ ಸಭೆ ಕರೆಯಬೇಕು. ಅಧ್ಯಕ್ಷರ ಉಪಸ್ಥಿತಿಯಲ್ಲಿ ಉಪಾಧ್ಯಕ್ಷರು ಸಭೆ ಅಧ್ಯಕ್ಷತೆ ವಹಿಸಬೇಕು.

* ಜಿಬಿಎ ಸಭೆಯ ಮುಂದೆ ಬರುವ ವಿಷಯಗಳನ್ನು ಹಾಜರಿರುವ ಸದಸ್ಯರು ಬಹುಮತದ ಮೂಲಕ ತೀರ್ಮಾನಿಸಲಿದ್ದಾರೆ. ಸದಸ್ಯ ಕಾರ್ಯದರ್ಶಿ ಪ್ರತಿ ಸಭೆ ಮುಗಿದ ಮೂರು ದಿನಗಳೊಳಗೆ ಎಲ್ಲ ತೀರ್ಮಾನಗಳನ್ನು ಸಾರ್ವಜನಿಕವಾಗಿ ಲಭ್ಯವಾಗುವಂತೆ ಪ್ರಕಟಿಸಬೇಕು.

* ಜಿಬಿಎ ಅಡಿಯಲ್ಲಿ ಬೆಂಗಳೂರು ಅಭಿವೃದ್ಧಿ ಸಚಿವ ಅಥವಾ ಮುಖ್ಯಮಂತ್ರಿಯವರು ಸೂಚಿಸುವ ಸಚಿವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಕಾರ್ಯಕಾರಿ ಸಮಿತಿಯನ್ನು ರಚಿಸಬೇಕು. ಸಮಿತಿ ಎರಡು ತಿಂಗಳಿಗೊಮ್ಮೆ ಸಭೆ ನಡೆಸಬೇಕು. ಜಿಬಿಎ ಸಿದ್ಧಪಡಿಸಿದ ಹಲವು ಯೋಜನೆಗಳನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸಲು ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು

* ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರದೇಶದ ಮೂಲಸೌಕರ್ಯ ಅಭಿವೃದ್ಧಿಗಾಗಿ ಮಹಾ ಯೋಜನೆ (ಮಾಸ್ಟರ್‌ ಪ್ಲಾನ್‌) ಅನ್ನು ಹೊಂದಲು ಎಲ್ಲ ಪ್ರಾಧಿಕಾರಗಳ ವ್ಯಾಪ್ತಿಯನ್ನು ಒಳಗೊಂಡ ಕ್ರಿಯಾಯೋಜನೆಯನ್ನು ಜಿಬಿಎ ರೂಪಿಸಬೇಕು.

* ರಾಜ್ಯ ಸರ್ಕಾರ ಹಾಗೂ ಕೇಂದ್ರ ಸರ್ಕಾರದಿಂದ ಕಾಮಗಾರಿಗಳಿಗೆ ಅನುದಾನಗಳನ್ನು ಜಿಬಿಎ ಪಡೆದುಕೊಂಡು, ಅದರಿಂದಲೇ ಸಾಂಸ್ಥಿಕ ಮತ್ತು ಆಡಳಿತಾತ್ಮಕ ವೆಚ್ಚಗಳಿಗೆ ಭರಿಸಿಕೊಳ್ಳಬಹುದು. ವಾರ್ಷಿಕ ಆಯವ್ಯಯ ಅಂದಾಜನ್ನು ಸಿದ್ಧಪಡಿಸಿ, ಸರ್ಕಾರಕ್ಕೆ ಸಲ್ಲಿಸಬೇಕು. ಅಗತ್ಯ ಯೋಜನೆಗಳಿಗೆ ಸಾಲ ಪಡೆಯಬಹುದು.

* ನಗರ ಪಾಲಿಕೆಗಳ ನಿಧಿಗಳಿಂದ ಕೈಗೊಳ್ಳಲಾಗುವ ಪ್ರಮುಖ ಕಾಮಗಾರಿಗಳನ್ನೂ ಜಿಬಿಎಗೆ ವಹಿಸಿಕೊಡಬೇಕು. ಒಂದಕ್ಕಿಂತ ಹೆಚ್ಚು ಪಾಲಿಕೆಗಳ ವ್ಯಾಪ್ತಿಯ ಯೋಜನೆಗಳನ್ನು ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರವೇ ನಿರ್ವಹಿಸಲಿದೆ. ಸಾರ್ವಜನಿಕ– ಖಾಸಗಿ ಸಹಭಾಗಿತ್ವ (ಪಿಪಿಪಿ) ಯೋಜನೆಗಳನ್ನು ರೂಪಿಸಿ, ಆರ್ಥಿಕ ಅಭಿವೃದ್ಧಿ ಏಜೆನ್ಸಿಗೆ ಅದನ್ನು ವಹಿಸಬಹುದು.

* ಹವಾಮಾನ ಕ್ರಿಯಾ ಕೋಶವನ್ನು ರಚಿಸಿ, ಒಂದು ವರ್ಷದೊಳಗೆ ಹಸಿರು ಮನೆ ಅನಿಲ ಹೊರಸೂಸುವಿಕೆಯನ್ನು ತಗ್ಗಿಸಲು, ಕ್ರಿಯಾ ಮತ್ತು ಸ್ಥಿತಿಸ್ಥಾಪಕತ್ವ ಯೋಜನೆಗಳ ಕಾರ್ಯತಂತ್ರಗಳನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸಬೇಕು. ಇದಕ್ಕಾಗಿ ವಲಯ ತಜ್ಞರ ಸಮಿತಿಗಳನ್ನು ರಚಿಸಬಹುದು.

  

ಜಿಬಿಎಯಲ್ಲಿ ಸೀತಾರಾಮ್‌ಗೆ ಸ್ಥಾನ ಇಲ್ಲ

ವಿಧಾನ ಪರಿಷತ್‌ ಸದಸ್ಯರಾಗಿರುವ ಬೆಂಗಳೂರಿನ ನಿವಾಸಿಗಳಾದ ಎಂ.ಆರ್‌ ಸೀತಾರಾಮ್‌ ಸೇರಿದಂತೆ ಒಂಬತ್ತು ಮಂದಿಗೆ ಜಿಬಿಎನಲ್ಲಿ ಪದನಿಮಿತ್ತ ಸದಸ್ಯರನ್ನಾಗಿ ನೇಮಕ ಮಾಡಿಲ್ಲ.

ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಆಡಳಿತ ಕಾಯ್ದೆ (ಜಿಬಿಜಿಎ) ಪ್ರಕಾರ, ಅಧ್ಯಾಯನ 3ರ ಉಪ ಪ್ರಕರಣ 5ರಲ್ಲಿ ಜಿಬಿಎಗೆ ಯಾರೆಲ್ಲ ಸದಸ್ಯರಾಗಬೇಕು ಎಂದು ವಿವರಿಸಲಾಗಿದೆ. ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರದೇಶದಲ್ಲಿ ವಾಸಿಸುವ ಲೋಕಸಭೆ, ರಾಜ್ಯಸಭೆ, ವಿಧಾನಸಭೆ, ವಿಧಾನ ಪರಿಷತ್‌ನ ಎಲ್ಲ ಸದಸ್ಯರು ಜಿಬಿಎ ಸದಸ್ಯರಾಗಿರಬೇಕು ಎಂದು ಹೇಳಲಾಗಿದೆ.

ವಿಧಾನ ಪರಿಷತ್‌ ಸದಸ್ಯರಾಗಿರುವ ಎಂ.ಆರ್‌. ಸೀತಾರಾಮ್‌, ಎಸ್‌.ಎಲ್‌. ಭೋಜೇಗೌಡ, ಬಿ. ಚಂದ್ರಶೇಖರ ಬಿ. ಪಾಟೀಲ, ಚಿದಾನಂದ್‌ ಎಂ. ಗೌಡ, ಮಧು ಜಿ. ಮಾದೇಗೌಡ, ರಾಮೋಜಿಗೌಡ, ಎಚ್.ಪಿ. ಸುಧಾಮದಾಸ್‌, ಡಿ.ಟಿ. ಶ್ರೀನಿವಾಸ್‌, ಉಮಾಶ್ರೀ ಅವರು ನಗರದಲ್ಲಿ ವಾಸವಿರುವುದು ವಿಧಾನ ಪರಿಷತ್‌ನ ಅಧಿಕೃತ ದಾಖಲೆಗಳಲ್ಲಿದೆ. ಆದರೆ, ಇವರನ್ನು ಜಿಬಿಎ ಸದಸ್ಯರನ್ನಾಗಿ ನೇಮಿಸಿಲ್ಲ. ವಿಧಾನ ಪ‍ರಿಷತ್‌ನ 20 ಸದಸ್ಯರು ಬೆಂಗಳೂರಿನಲ್ಲಿ ವಾಸ ಸ್ಥಳವನ್ನು ದಾಖಲಿಸಿದ್ದಾರೆ. ಇದರಲ್ಲಿ, ಯತೀಂದ್ರ ಸಿದ್ದರಾಮಯ್ಯ ಸೇರಿದಂತೆ ಒಂಬತ್ತು ಮಂದಿಯನ್ನು ಮಾತ್ರ ಜಿಬಿಎ ಸದಸ್ಯರನ್ನಾಗಿ ನೇಮಿಸಲಾಗಿದೆ.

ಯಲಹಂಕ ವಿಧಾನ ಸಭೆ ಕ್ಷೇತ್ರ ವ್ಯಾಪ್ತಿಯ ಎರಡು ವಾರ್ಡ್ ಗಳು ಚಿಂಕಬಳ್ಳಾಪುರ ಲೋಕಸಭೆ ಕ್ಷೇತ್ರಕ್ಕೆ ಸೇರುತ್ತವೆ. ಆದರೂ ಅದರ ಸಂಸದ ಕೆ. ಸುಧಾಕರ್ ಅವರನ್ನು ಜಿಬಿಎ ಸದಸ್ಯರನ್ನಾಗಿ ನೇಮಿಸಿಲ್ಲ.

ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ ರಚನೆ

ಬೆಂಗಳೂರು: ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರದೇಶ’ದಲ್ಲಿ (ಬಿಬಿಎಂಪಿ) ಬೃಹತ್‌ ಯೋಜನೆಗಳು ಹಾಗೂ ರಚನೆಯಾಗಲಿರುವ ಐದು ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಹಣಕಾಸು ಹಂಚಿಕೆ ಮಾಡುವ ಮುಖ್ಯಮಂತ್ರಿ ಅಧ್ಯಕ್ಷತೆಯ ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ’ವನ್ನು (ಜಿಬಿಎ) ರಚಿಸಿ, ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆ  ಮಂಗಳವಾರ ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಿದೆ.

ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯನ್ನು ‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರದೇಶ’ ಎಂದು ಹೆಸರಿಸಿ, ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಆಡಳಿತ ಕಾಯ್ದೆಯನ್ನು 2025 ಮೇ 15ರಂದು ಜಾರಿ ಮಾಡಲಾಗಿತ್ತು. ಅಂದಿನಿಂದ ನಾಲ್ಕು ತಿಂಗಳಲ್ಲಿ ಜಿಬಿಎ ರಚನೆಯಾಗಬೇಕಿತ್ತು.

ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯಲ್ಲೇ ಐದು ನಗರ ಪಾಲಿಕೆಗಳನ್ನು ರಚಿಸಿ, ಜುಲೈ 19ರಂದು ಕರಡು ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಲಾಗಿದ್ದು, ಸೆಪ್ಟೆಂಬರ್‌ 2ರಂದು ನಗರ ಪಾಲಿಕೆಗಳ ಗಡಿಯ ಅಂತಿಮ ಅಧಿಸೂಚನೆ ಹೊರಬೀಳಲಿದೆ. ನಂತರ ಬಿಬಿಎಂಪಿ ಅಸ್ತಿತ್ವ ಕಳೆದುಕೊಳ್ಳಲಿದೆ. ಸೆಪ್ಟೆಂಬರ್ 3ರ ನಂತರ ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ವಾರ್ಡ್‌ ಪುನರ್‌ ವಿಂಗಡಣೆ ಕಾರ್ಯ ಆರಂಭವಾಗಲಿದೆ.

Bengaluru: The ‘Secondary Transfer Stations’ (STS) in the city, where garbage collected from houses is directly transferred to the transfer center by auto tippers, and from there to the processing unit without odor or leakage, have become a model not only for the state but also for more than 20 municipalities in the country.

The STS was started in Ejipura-Koramangala by the Bangalore Solid Waste Management Limited (BSWML) in March 2024. Due to the success of this unit, which is being operated by ‘Parishuddh Ventures’, BSWML has decided to set up STSs in all the assembly constituencies under the BBMP jurisdiction.

Apart from some of the state corporations, representatives of more than 20 corporations from many states including Lucknow, Bhubaneswar, Vizag, Gangtok, Tambaram, Kochi, Junagadh, Patiala, Chennai have visited the ‘Parishuddh Ventures’ STS and received suggestions and project details for setting up similar units in their places. The mayor of the Philippines, a delegation of German parliamentarians, and representatives from Bali, Indonesia, and Qatar have also visited the unit and expressed their appreciation. They have received the project details and have also requested assistance in setting it up there, BSWML officials informed.

Apart from Ejipur, STS is functioning in Binnipet, Chamarajpet. A unit is already ready for inauguration in Sarvajnanagar. The STS is being constructed behind the BSWML office on Millers Road. Apart from these, BSWML has invited tenders for construction of 23 new STSs and the bids will be opened soon.

Procedure: Waste collected from households will be directly brought to the STS unit through auto tippers. Everything from the arrival of the auto under the surveillance of CCTV cameras, its route number, license plate, and weight of the waste will be recorded on the website. The waste will be sent directly from the auto to the ‘capsules’ which are in the form of ‘fuel containers’. The liquid waste is discharged, compressed, and filled. There is also room for more liquid waste to be collected at the bottom of the ‘capsules’. This will be sent to the processing units through GPS-controlled trucks.

About 16 tons of waste will be sent in a single ‘capsule’. It does not emit any kind of liquid waste or odor. Also, during the time when the waste is loaded into the ‘capsule’ from the auto, a biological fluid is sprayed to prevent the odor from leaving the station. The STS also has the facility for segregation and transportation of dry waste and mixed waste. About 160 tons of waste from seven wards is being disposed of daily at the STS in Ejipur.

BBMP will provide 25,000 square feet of land to set up the new STS unit, and the contractors will have to design, construct, supply, install and maintain the STS at a fixed rate on a turnkey lumpsum basis, BSWML officials said.

More accurate, odorless: Karigowda

‘The construction of STSs will make waste management and transportation more accurate. As the waste collected from households will go directly to the STS from auto tippers, there will be no process of transferring the garbage to the compactor on the road. The STS will operate odorlessly and there will be no leakage of liquid waste from the waste transported in capsules, said BSWML Chief Executive Officer Karigowda.

ಬೆಂಗಳೂರು ಘನತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ ನಿಯಮಿತದ (ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌) ವತಿಯಿಂದ  ಈಜಿಪುರ– ಕೋರಮಂಗಲದಲ್ಲಿ 2024ರ ಮಾರ್ಚ್‌ನಲ್ಲಿ ಎಸ್‌ಟಿಎಸ್‌ ಆರಂಭವಾಯಿತು. ‘ಪರಿಶುದ್ಧ್‌ ವೆಂಚರ್ಸ್‌’ ನಿರ್ವಹಿಸುತ್ತಿರುವ ಈ ಘಟಕದ ಯಶಸ್ಸಿನಿಂದ ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯ ಎಲ್ಲ ವಿಧಾನಸಭೆ ಕ್ಷೇತ್ರಗಳಲ್ಲೂ ಎಸ್‌ಟಿಎಸ್‌ಗಳನ್ನು ಸ್ಥಾಪಿಸಲು ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ನಿರ್ಧರಿಸಿದೆ.

ರಾಜ್ಯದ ಕೆಲವು ಪಾಲಿಕೆಗಳಲ್ಲದೆ, ಲಕ್ನೊ, ಭುವನೇಶ್ವರ್‌, ವೈಜಾಗ್‌, ಗ್ಯಾಂಗ್ಟಾಕ್‌, ತಂಬರಂ, ಕೊಚ್ಚಿ, ಜುನಾಘಡ್, ಪಾಟಿಯಾಲಾ, ಚೆನ್ನೈ ಸೇರಿದಂತೆ ಹಲವು ರಾಜ್ಯಗಳ 20ಕ್ಕೂ ಹೆಚ್ಚು ಪಾಲಿಕೆಗಳ ಪ್ರತಿನಿಧಿಗಳು ‘ಪರಿಶುದ್ಧ್‌ ವೆಂಚರ್ಸ್‌’ ಎಸ್‌ಟಿಎಸ್‌ಗೆ ಭೇಟಿ ನೀಡಿ, ಅಂತಹದ್ದೇ ಘಟಕಗಳನ್ನು ತಮ್ಮ ಸ್ಥಳಗಳಲ್ಲಿ ಸ್ಥಾಪಿಸಿಕೊಳ್ಳಲು ಸಲಹೆ ಹಾಗೂ ಯೋಜನೆಯ ವಿವರಗಳನ್ನು ಪಡೆದುಕೊಂಡಿವೆ. ಫಿಲಿಪ್ಪೀನ್ಸ್‌ನ ಮೇಯರ್‌, ಜರ್ಮನಿಯ ಸಂಸದರ ನಿಯೋಗ, ಇಂಡೋನೇಷ್ಯಾದ ಬಾಲಿ, ಕತಾರ್‌ ನಗರಗ ಪ್ರತಿನಿಧಿಗಳೂ ಘಟಕಕ್ಕೆ ಭೇಟಿ ಮೆಚ್ಚುಗೆ ಸೂಚಿಸಿದ್ದಾರೆ. ಯೋಜನೆ ವಿವರಗಳನ್ನು ಪಡೆದುಕೊಂಡಿದ್ದು, ಅಲ್ಲಿ ಸ್ಥಾಪಿಸಲು ನೆರವಾಗಲೂ ಕೋರಿದ್ದಾರೆ ಎಂದು ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಅಧಿಕಾರಿಗಳು ಮಾಹಿತಿ ನೀಡಿದರು.

ಈಜಿಪುರವಲ್ಲದೆ, ಚಾಮರಾಜಪೇಟೆಯ ಬಿನ್ನಿಪೇಟೆಯಲ್ಲಿ ಎಸ್‌ಟಿಎಸ್‌ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿದೆ. ಸರ್ವಜ್ಞನಗರದಲ್ಲಿ ಈಗಾಗಲೇ ಘಟಕ ಉದ್ಘಾಟನೆಗೆ ಸಿದ್ಧವಾಗಿದೆ. ಮಿಲ್ಲರ್ಸ್‌ ರಸ್ತೆಯಲ್ಲಿರುವ ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಕಚೇರಿಯ ಹಿಂಭಾಗದಲ್ಲಿ ಎಸ್‌ಟಿಎಸ್ ನಿರ್ಮಾಣವಾಗುತ್ತಿದೆ. ಇವುಗಳಲ್ಲದೆ, ಹೊಸದಾಗಿ 23 ಎಸ್‌ಟಿಎಸ್‌ಗಳನ್ನು ನಿರ್ಮಿಸಲು, ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಟೆಂಡರ್ ಕರೆದಿದ್ದು, ಸದ್ಯದಲ್ಲಿಯೇ ಬಿಡ್‌ ತೆರಯಲಿದೆ.

ಕಾರ್ಯವಿಧಾನ: ಮನೆಗಳಿಂದ ಸಂಗ್ರಹವಾಗುವ ತ್ಯಾಜ್ಯ ಆಟೊ ಟಿಪ್ಪರ್‌ಗಳ ಮೂಲಕ ನೇರವಾಗಿ ಎಸ್‌ಟಿಎಸ್‌ ಘಟಕಕ್ಕೆ ಬರಲಿದೆ. ಸಿ.ಸಿ ಟಿ.ವಿ ಕ್ಯಾಮೆರಾ ನಿಗಾದಲ್ಲಿ ಆಟೊದ ಬರುವಿಕೆಯಿಂದ ಹಿಡಿದು, ಅದರ ರೂಟ್‌ ನಂಬರ್‌, ಸಂಖ್ಯಾಫಲಕ, ತ್ಯಾಜ್ಯದ ತೂಕ ಎಲ್ಲವೂ ವೆಬ್‌ಸೈಟ್‌ನಲ್ಲಿ ದಾಖಲಾಗಲಿದೆ. ಆಟೊದಿಂದ ನೇರವಾಗಿ ‘ಇಂಧನ ಸಾಗಿಸುವ ಕಂಟೈನರ್‌’ಗಳ ಮಾದರಿಯಲ್ಲಿರುವ ‘ಕ್ಯಾಪ್ಸೂಲ್‌’ಗಳಿಗೆ ತ್ಯಾಜ್ಯ ರವಾನೆಯಾಗುತ್ತದೆ. ದ್ರವ–ತ್ಯಾಜ್ಯವನ್ನು ಹೊರಹಾಕಿ, ಕಂಪ್ರೆಸ್‌ ಮಾಡಿ ತುಂಬಲಾಗುತ್ತದೆ. ‘ಕ್ಯಾಪ್ಸೂಲ್’ಗಳ ತಳಭಾಗದಲ್ಲೂ ದ್ರವ–ತ್ಯಾಜ್ಯ ಹೆಚ್ಚಿನ ಸಂಗ್ರಹಕ್ಕೆ ಅವಕಾಶವಿದೆ. ಇದನ್ನು ಜಿಪಿಎಸ್‌ ನಿಯಂತ್ರಣದಲ್ಲಿರುವ ಟ್ರಕ್‌ಗಳ ಮೂಲಕ ಸಂಸ್ಕರಣೆ ಘಟಕಗಳಿಗೆ ರವಾನಿಸಲಾಗುತ್ತದೆ.

ಸುಮಾರು 16 ಟನ್‌ ತ್ಯಾಜ್ಯ ಒಂದೇ ‘ಕ್ಯಾಪ್ಸೂಲ್‌’ನಲ್ಲಿ ರವಾನೆಯಾಗುತ್ತದೆ. ಇದು ಯಾವುದೇ ರೀತಿಯ ದ್ರವ–ತ್ಯಾಜ್ಯ, ವಾಸನೆಯನ್ನೂ ಹೊರಹಾಕುವುದಿಲ್ಲ. ಅಲ್ಲದೆ, ಆಟೊದಿಂದ ತ್ಯಾಜ್ಯವನ್ನು ‘ಕ್ಯಾಪ್ಸೂಲ್’ ಒಳಗೆ ಸೇರಿಸುವ ಅವಧಿಯಲ್ಲೂ ವಾಸನೆ ಸ್ಟೇಷನ್‌ನಿಂದ ಹೊರಹೋಗದಂತೆ ಜೈವಿಕ ದ್ರವವನ್ನು ಸಿಂಪಡಿಸಲಾಗುತ್ತದೆ. ಒಣ ತ್ಯಾಜ್ಯ ಹಾಗೂ ಮಿಶ್ರ ತ್ಯಾಜ್ಯದ ವಿಂಗಡಣೆ, ಸಾಗಣೆಗೂ ಎಸ್‌ಟಿಎಸ್‌ನಲ್ಲಿ ಅವಕಾಶವಿದೆ. ಈಜಿಪುರದಲ್ಲಿರುವ ಎಸ್‌ಟಿಎಸ್‌ನಲ್ಲಿ ಪ್ರತಿದಿನ ಏಳು ವಾರ್ಡ್‌ಗಳ ಸುಮಾರು 160 ಟನ್‌ ತ್ಯಾಜ್ಯ ವಿಲೇವಾರಿಯಾಗುತ್ತಿದೆ.

ಹೊಸ ಎಸ್‌ಟಿಎಸ್‌ ಘಟಕ ಸ್ಥಾಪಿಸಲು ಬಿಬಿಎಂಪಿ 25 ಸಾವಿರ ಚದರಡಿ ಜಾಗವನ್ನು ನೀಡಲಿದ್ದು, ಟರ್ನ್‌ಕೀ ಲಂಪ್‌ಸಮ್‌ ಆಧಾರದಲ್ಲಿ ನಿಗದಿಯಾದ ದರದಲ್ಲಿ, ಎಸ್‌ಟಿಎಸ್‌ಗಳನ್ನು ವಿನ್ಯಾಸಗೊಳಿಸಿ, ನಿರ್ಮಾಣ ಮಾಡಿ, ಸರಬರಾಜು, ಅಳವಡಿಕೆ, ನಿರ್ವಹಣೆಯನ್ನು ಗುತ್ತಿಗೆದಾರರು ಮಾಡಬೇಕಾಗುತ್ತದೆ ಎಂದು ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದರು.

 

ಹೆಚ್ಚು ನಿಖರ, ವಾಸನೆರಹಿತ: ಕರೀಗೌಡ

‘ಎಸ್‌ಟಿಎಸ್‌ಗಳ ನಿರ್ಮಾಣದಿಂದ ತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ, ಸಾಗಣೆ ಹೆಚ್ಚು ನಿಖರವಾಗುತ್ತದೆ. ಮನೆಗಳಿಂದ ಸಂಗ್ರಹವಾಗುವ ತ್ಯಾಜ್ಯ ಆಟೊ ಟಿಪ್ಪರ್‌ಗಳಿಂದ ನೇರವಾಗಿ ಎಸ್‌ಟಿಎಸ್‌ಗೆ ಹೋಗುವುದರಿಂದ ರಸ್ತೆಯಲ್ಲಿ ಕಾಂಪ್ಯಾಕ್ಟರ್‌ಗೆ ಕಸ ವರ್ಗಾಯಿಸುವ ಪ್ರಕ್ರಿಯೆ ಇರುವುದಿಲ್ಲ. ಎಸ್‌ಟಿಎಸ್‌ಗಳು ವಾಸನೆರಹಿತವಾಗಿ ಕಾರ್ಯನಿರ್ವಹಿಸಲಿದ್ದು, ಕ್ಯಾಪ್ಯೂಲ್‌ಗಳಲ್ಲಿ ಸಾಗಣೆಯಾಗುವ ತ್ಯಾಜ್ಯದಿಂದ ದ್ರವತ್ಯಾಜ್ಯ ಸೋರಿಕೆಯೂ ಆಗುವುದಿಲ್ಲ’ ಎಂದಿ ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ನ ಮುಖ್ಯ ಕಾರ್ಯನಿರ್ವಹ‌ಣಾಧಿಕಾರಿ ಕರೀಗೌಡ ಅವರು ತಿಳಿಸಿದರು.

Bengaluru: The day of the demise of the Bruhat Bengaluru Mahanagara Palike (BBMP) after 18 years is approaching. As per the final notification of the five municipal corporations on September 2, the name BBMP is not there.

Along with or before the final notification of the five municipal corporations, a ‘Greater Bengaluru Authority’ (GBA) headed by the Chief Minister will be formed. The BBMP Chief Commissioner will become the GBA Chief Commissioner, while the heads of various departments including BDA, Water Board, BESCOM, Police will become members of the GBA.

Commissioners will be appointed for Bangalore Central Municipal Corporation, Bangalore North Municipal Corporation, Bangalore South Municipal Corporation, Bangalore East Municipal Corporation, Bangalore West Municipal Corporation. BBMP officials have informed that the ‘Zonal Commissioner Offices of BBMP’ under the jurisdiction of the respective corporations will be converted into Commissioner’s Offices.

The Greater Bangalore Administration Act- 2024 has been implemented from May 15, 2025, and was named the Greater Bangalore Region. The plan for that area is to create five municipal corporations and a draft notification was issued on July 19. The public was allowed to submit objections until August 18. Thousands of objections have been received, including the inclusion of assembly constituencies in two or three municipal corporations, and the final notification will be issued on September 2 after considering them.

The final notification will divide the areas of the assembly constituencies into a single city corporation, the five city corporations that will come into existence, the division of wards, the reservation will be fixed, and the works will be done like the current 198 wards after the elections are over and the notification is issued. The final notification to be issued on September 2 will make it clear which city corporations will be divided into which wards. Until a new law is framed for city corporations, the official authority is as per the BBMP-2020 Act.

Mayor's office for the Chief Minister

The office of the Administrative Officer, which has been the city mayor or the election representative since 1958 at the corporation headquarters at N.R. Chowk, will henceforth be the office of the Chief Minister, who will be the president of the Greater Bangalore Authority (BGA).

Portraits of the city's 53 mayors and the term plates of the mayors have been unveiled from the office. Work has begun to equip the office in a sophisticated manner for the Chief Minister himself. Redesign work is going on day and night.

Portraits of 33 mayors of Bangalore Municipal Corporation from 1949 to 1995, 10 mayors of Bangalore Mahanagara Palike from 1996 to 2006, and 10 mayors of Bruhat Bengaluru Mahanagara Palike have been unveiled. All of them have been shifted to the council building on the corporation premises for the time being.

100-day action plan!

Consultants have been finalised through tenders to get support from private companies for the transformation of BBMP into Greater Bengaluru Authority. A 100-day action plan has been formulated for the reallocation of assets across the entire jurisdiction. The project started in August and an initial report will be submitted in four weeks and a report on the transformation of GBA in 10 weeks. The private company will create an institutional framework, strong governance and coordination-accountability mechanisms between the municipal corporations and other departments. Officials said that the entire organization will provide assistance from the private organization BBMP to the Greater Bangalore Authority and the corporations for a total of 52 weeks, that is, one year.

BBMP formed in 2007

The Greater Bangalore Corporation was formed in 2006, comprising seven municipalities, one municipality and 110 villages surrounding the Bangalore Metropolitan Corporation. 198 wards were created and elections were held in 2010. The term of the BBMP Council ended on September 10, 2020.

ಬೆಂಗಳೂರು: ಬೃಹತ್ ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆ (ಬಿಬಿಎಂಪಿ) 18 ವರ್ಷಗಳ ನಂತರ ಅಸ್ತಿತ್ವ ಕಳೆದುಕೊಳ್ಳುವ ದಿನ ಹತ್ತಿರವಾಗುತ್ತಿದೆ. ಸೆಪ್ಟೆಂಬರ್ 2ರಂದು ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ಅಂತಿಮ ಅಧಿಸೂಚನೆ ಹೊರಬಿದ್ದಂತೆಯೇ ಬಿಬಿಎಂಪಿ ಹೆಸರು ಇಲ್ಲವಾಗುತ್ತದೆ.

ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ಅಂತಿಮ ಅಧಿಸೂಚನೆ ಜೊತೆಗೆ ಅಥವಾ ಅದಕ್ಕೂ ಮುನ್ನ, ಮುಖ್ಯಮಂತ್ರಿಯವರ ನೇತೃತ್ವದ ‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ’ (ಜಿಬಿಎ) ರಚನೆಯಾಗಲಿದೆ. ಬಿಬಿಎಂಪಿ ಮುಖ್ಯ ಆಯುಕ್ತರು ಜಿಬಿಎ ಮುಖ್ಯ ಆಯುಕ್ತರಾಗಲಿದ್ದು, ಬಿಡಿಎ, ಜಲಮಂಡಳಿ, ಬೆಸ್ಕಾಂ, ಪೊಲೀಸ್ ಸೇರಿದಂತೆ ವಿವಿಧ ಇಲಾಖೆಗಳ ಮುಖ್ಯಸ್ಥರು ಜಿಬಿಎ ಸದಸ್ಯರಾಗಲಿದ್ದಾರೆ.

ಬೆಂಗಳೂರು ಕೇಂದ್ರ ನಗರ ಪಾಲಿಕೆ, ಬೆಂಗಳೂರು ಉತ್ತರ ನಗರ ಪಾಲಿಕೆ, ಬೆಂಗಳೂರು ದಕ್ಷಿಣ ನಗರ ಪಾಲಿಕೆ, ಬೆಂಗಳೂರು ಪೂರ್ವ ನಗರ ಪಾಲಿಕೆ, ಬೆಂಗಳೂರು ಪಶ್ಚಿಮ ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಆಯುಕ್ತರನ್ನು ಸರ್ಕಾರ ನೇಮಿಸಲಿದೆ. ಆಯಾ ಪಾಲಿಕೆಗಳ ವ್ಯಾಪ್ತಿಯಲ್ಲಿರುವ ‘ಬಿಬಿಎಂಪಿಯ ವಲಯ ಆಯುಕ್ತರ ಕಚೇರಿ’ಗಳನ್ನೇ ಆಯುಕ್ತರ ಕಚೇರಿಯನ್ನಾಗಿ ಪರಿವರ್ತಿಸಲಾಗುತ್ತದೆ ಎಂದು ಬಿಬಿಎಂಪಿಯ ಅಧಿಕಾರಿಗಳು ಮಾಹಿತಿ ನೀಡಿದರು.

ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಆಡಳಿತ ಕಾಯ್ದೆ- 2024ಅನ್ನು 2025ರ ಮೇ 15ರಿಂದ ಜಾರಿಗೊಳಿಸಲಾಗಿದ್ದು, ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯನ್ನು ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರದೇಶ ಎಂದು ಹೆಸರಿಸಲಾಗಿತ್ತು. ಆ ಪ್ರದೇಶದ ವ್ಯಾಪ್ತಿಯಲ್ಲಿಯೇ ಐದು ನಗರ ಪಾಲಿಕೆಗಳನ್ನು ರಚಿಸಿ  ಜುಲೈ19ರಂದು ಕರಡು ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಲಾಗಿತ್ತು. ಆಗಸ್ಟ್ 18ರವರೆಗೆ ಸಾರ್ವಜನಿಕರಿಗೆ ಆಕ್ಷೇಪಣೆ ಸಲ್ಲಿಸಲು ಅವಕಾಶವಿತ್ತು. ವಿಧಾನಸಭೆ ಕ್ಷೇತ್ರಗಳನ್ನು ಎರಡು, ಮೂರು ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಸೇರಿಸಿರುವುದು ಸೇರಿದಂತೆ ಸಾವಿರಾರು ಆಕ್ಷೇಪಣೆಗಳು ಬಂದಿದ್ದು, ಅವುಗಳನ್ನು ಪರಿಗಣಿಸಿ ಸೆಪ್ಟೆಂಬರ್ 2ರಂದು ಅಂತಿಮ ಅಧಿಸೂಚನೆ  ಹೊರಬೀಳಲಿದೆ.

ವಿಧಾನಸಭೆ ಕ್ಷೇತ್ರಗಳ ಪ್ರದೇಶಗಳನ್ನು ಒಂದೇ ನಗರ ಪಾಲಿಕೆಗೆ ಬರುವಂತೆ ಪುನರ್ ವಿಂಗಡಿಸಿ ಅಂತಿಮ ಅಧಿಸೂಚನೆಯಾಗಿ, ಅಸ್ತಿತ್ವಕ್ಕೆ ಬರುವ ಐದು ನಗರ ಪಾಲಿಕೆಗಳು, ವಾರ್ಡ್ ವಿಂಗಡಣೆಯಾಗಿ, ಮೀಸಲಾತಿ ನಿಗದಿಯಾಗಿ, ಚುನಾವಣೆ ಮುಗಿದು ಅಧಿಸೂಚನೆ ಹೊರಬೀಳುವವರೆಗೂ ಬಿಬಿಎಂಪಿಯಲ್ಲಿ ಈಗಿರುವ 198 ವಾರ್ಡ್ ಗಳಂತೆಯೇ ಕಾಮಗಾರಿಗಳು ನಡೆಯಲಿವೆ. ಯಾವ ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಯಾವ ವಾರ್ಡ್ ಗಳು ವಿಂಗಡಣೆಯಾಗಲಿವೆ ಎಂಬುದು ಸೆಪ್ಟೆಂಬರ್ 2ರಂದು ಹೊರಬೀಳುವ ಅಂತಿಮ ಅಧಿಸೂಚನೆಯಲ್ಲಿ ಸ್ಪಷ್ಟವಾಗಲಿದೆ. ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಹೊಸ ಕಾಯ್ದೆ ರಚನೆಯಾಗುವವರೆಗೂ ಬಿಬಿಎಂಪಿ-2020 ಕಾಯ್ದೆಯೇ ಅನ್ವಯವಾಗಲಿದೆ ಎಂದು ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದರು.

 

ಮುಖ್ಯಮಂತ್ರಿಯವರಿಗೆ ಮೇಯರ್ ಕಚೇರಿ

ಎನ್.ಆರ್. ಚೌಕದಲ್ಲಿರುವ ಪಾಲಿಕೆಯ ಕೇಂದ್ರಕಚೇರಿಯ 1958ರಿಂದ ನಗರ ಮೇಯರ್ ಅವರು ಅಥವಾ ಚುನಾವಣೆ ಪ್ರತಿನಿಧಿಗಳು ಇಲ್ಲದಾಗ ಆಡಳಿತಾಧಿಕಾರಿಯವರ ಕಚೇರಿ ಇನ್ನು ಮುಂದೆ ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ (ಬಿಜಿಎ) ಅಧ್ಯಕ್ಷರಾಗುವ ಮುಖ್ಯಮಂತ್ರಿಯವರ ಕಚೇರಿಯಾಗಲಿದೆ.

ನಗರದ 53 ಮೇಯರ್ ಗಳ ಭಾವಚಿತ್ರಗಳು ಹಾಗೂ ಮೇಯರ್ ಗಳ ಅವಧಿಯ ಫಲಕಗಳನ್ನು ಕಚೇರಿಯಿಂದ ತೆರವು ಮಾಡಲಾಗಿದೆ. ಮುಖ್ಯಮಂತ್ರಿಯವರಿಗಾಗಿಯೇ ಅತ್ಯಾಧುನಿಕವಾಗಿ ಕಚೇರಿಯನ್ನು ಸಜ್ಜುಗೊಳಿಸುವ ಕೆಲಸ ಆರಂಭವಾಗಿದೆ. ಹಗಲು ರಾತ್ರಿ ಮರುವಿನ್ಯಾಸ ಕೆಲಸ ನಡೆಯುತ್ತಿದೆ.

1949ರಿಂದ 1995ರವರೆಗೆ ಬೆಂಗಳೂರು ನಗರಸಭೆಯ 33 ಮೇಯರ್ ಗಳು, 1996ರಿಂದ 2006ರವರೆಗೆ ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆಯ 10 ಮೇಯರ್ ಗಳು, ಬೃಹತ್ ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆಯ 10 ಮೇಯರ್ ಗಳ ಭಾವಚಿತ್ರಗಳನ್ನು ತೆರವು ಮಾಡಲಾಗಿದೆ. ಅವುಗಳೆಲ್ಲವನ್ನು ಸದ್ಯದ ಮಟ್ಟಿಗೆ, ಪಾಲಿಕೆ ಆವರಣದಲ್ಲೇ ಇರುವ ಕೌನ್ಸಿಲ್ ಕಟ್ಟಡಕ್ಕೆ ಸ್ಥಳಾಂತರಿಸಲಾಗಿದೆ.

 

100 ದಿನಗಳ ಕ್ರಿಯಾಯೋಜನೆ!

ಬಿಬಿಎಂಪಿಯಿಂದ ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರವಾಗಿಪರಿವರ್ತನೆಯಾಗಲು ಖಾಸಗಿ ಸಂಸ್ಥೆಗಳ ಬೆಂಬಲ ಪಡೆಯಲಾಗಿದ್ದು, ಟೆಂಡರ್ ಮೂಲಕ ಸಲಹೆಗಾರರನ್ನು ಅಂತಿಮಗೊಳಿಸಲಾಗಿದೆ. ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯ ಸ್ವತ್ತುಗಳಮರುಹಂಚಿಕೆಗೆ 100 ದಿನದ ಕ್ರಿಯಾಯೋಜನೆ ರೂಪಿಸಲಾಗಿದೆ. ಆಗಸ್ಟ್ ನಿಂದ ಯೋಜನೆ ಸಿದ್ಧತೆ ಆರಂಭವಾಗಿದ್ದು, ನಾಲ್ಕು ವಾರದಲ್ಲಿ ಆರಂಭಿಕ ವರದಿ, 10 ವಾರದಲ್ಲಿ ಜಿಬಿಎ ಪರಿವರ್ತನೆಯಾಗಲು ವರದಿ ಸಲ್ಲಿಕೆಯಾಗಲಿದೆ. ಸಾಂಸ್ಥಿಕಚೌಕಟ್ಟು, ಸದೃಢ ಆಡಳಿತ ಹಾಗೂ ನಗರ ಪಾಲಿಕೆಗಳು ಮತ್ತುಇತರೆ ಇಲಾಖೆಗಳ ನಡುವೆ ಸಮನ್ವಯ– ಹೊಣೆಗಾರಿಕೆಯಕಾರ್ಯವಿಧಾನಗಳನ್ನು ಖಾಸಗಿ ಸಂಸ್ಥೆ ರಚಿಸಿಕೊಡಲಿದೆ. ಒಟ್ಟಾರೆ 52 ವಾರ ಅಂದರೆ ಒಂದು ವರ್ಷ ಖಾಸಗಿ ಸಂಸ್ಥೆ ಬಿಬಿಎಂಪಿಯಿಂದ ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರವಾಗಲು, ಪಾಲಿಕೆಗಳು ಸಂಪೂರ್ಣ ಅಸ್ತಿತ್ವ ಕಂಡುಕೊಳ್ಳಲು ನೆರವು ನೀಡಲಿದೆ ಎಂದು ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದರು.

2007ರಲ್ಲಿ ಬಿಬಿಎಂಪಿ ರಚನೆ

ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆ ವ್ಯಾಪ್ತಿಗೆ ಸುತ್ತಮುತ್ತಲಿನ ಏಳು ನಗರಸಭೆ, ಒಂದು ಪುರಸಭೆ ಹಾಗೂ 110 ಹಳ್ಳಿಗಳನ್ನು ಸೇರಿಸಿ ಬೃಹತ್ ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆಯನ್ನು 2006ರಲ್ಲಿ ರಚಿಸಲಾಯಿತು. 198 ವಾರ್ಡ್ ಗಳನ್ನು ರಚಿಸಿ, 2010ರಲ್ಲಿ ಚುನಾವಣೆ ನಡೆಸಲಾಗಿತ್ತು. 2020ರ  ಸೆಪ್ಟೆಂಬರ್ 10ಕ್ಕೆ ಬಿಬಿಎಂಪಿ ಕೌನ್ಸಿಲ್ ಅವಧಿ ಮುಗಿದಿತ್ತು.

Guidelines Issued Regarding Measures for an Eco-Friendly Ganesha Festival

Plaster of Paris Ganesha idols: criminal cases will be filed

Bengaluru, In connection with the 2025 Gauri-Ganesha Festival, the preparation of Ganesha idols has already commenced. A meeting chaired by the BBMP Chief Commissioner was held to discuss the complete prohibition and restriction on the use of chemical paints, thermocol, and Plaster of Paris in idol-making. It was also decided that idols made using these materials will be seized and disposed of in accordance with regulations. Further, to handle the wet waste generated during the festival celebrations, arrangements will be made to send the waste to the BBMP's processing units.

The meeting emphasized that only eco-friendly Ganesha idols must be worshipped in the city. It was resolved that criminal cases will be filed against individuals found manufacturing Ganesha idols using banned materials like Plaster of Paris.

Accordingly, based on the discussions and decisions made during the meeting chaired by the Chief Commissioner on 05-08-2025, zone-level officers are directed to take the following measures to ensure an eco-friendly Ganesha festival:

1. *Permission Process*:

   Individuals seeking permission to install public Ganesha idols must apply at the offices of the Assistant Executive Engineers designated as Nodal Officers at the sub-divisional level. The Nodal Officers will coordinate with the Police, BESCOM, Fire Department, and other relevant departments to obtain and issue approvals through a single-window system swiftly.

2. *Prohibition and Enforcement*:

   The manufacture and sale of Ganesha idols using chemical paints, thermocol, and Plaster of Paris are strictly prohibited within BBMP limits. Nodal Officers from the respective BBMP sub-divisions, along with officers from the Police, Fire, and BESCOM departments, must inspect such manufacturing/sales areas, issue notices, conduct site inspections, and, upon discovering any violations, impose fines, file criminal cases, and seize the banned materials. Zonal Commissioners will oversee these actions at the zonal level.

3. *Disposal of Seized Materials*:

   Seized banned materials must be disposed of in accordance with applicable regulations.

4. *Promotion of Eco-Friendly Idols*:

   Idol makers must be encouraged and instructed to create only eco-friendly idols made from natural clay. Awareness campaigns and advertisements will be conducted to promote this.

5. *Home Immersion and Awareness*:

   Citizens will be encouraged to immerse small eco-friendly idols at home in buckets, and the residual clay should be reused for gardening or potted plants.

6. *Immersion Facilities for Large Idols*:

   BBMP will identify designated immersion locations in each ward for larger idols and disseminate this information widely. If necessary, mobile immersion units will be deployed within ward limits.

7. *Temporary Immersion Sites and Waste Management*:

   To prevent pollution in lakes and temple ponds, temporary immersion tanks will be created nearby. The waste materials such as clay, flowers, and plastic will be segregated—wet waste will be sent to wet waste processing units, and dry waste to respective collection centers. Dedicated teams will be deployed at immersion sites to ensure public safety. Necessary arrangements such as ambulances, medical staff, lighting, barricading, sound systems, and trained swimmers (including NDRF teams) will be made.

8. *Appointment of Supervising and Nodal Officers*:

   Zonal Commissioners will appoint one supervising officer per zone and one nodal officer per ward to oversee immersion-related activities.

9. *Enforcement of Plastic Ban*:

   Enforcement teams will be formed in each zone to monitor the illegal sale and use of plastic, and violators will be penalized as per the rules.

10. *Facilitation and Permissions*:

    The celebration of an eco-friendly Ganesha festival will be supported, and necessary permissions will be issued under conditions specified by BBMP, Police Department, Fire Department, BESCOM, and the Karnataka State Pollution Control Board.

*Establishment of 75 Single-Window Centers*

To streamline the process of granting permissions for the installation of Ganesha idols, 75 single-window centers will be set up at sub-divisional offices within BBMP limits. Officers from BBMP, Police, BESCOM, and the Fire Department will be present at these centers to provide approval from a single location.

*ಬೆಂಗಳೂರು:  2025ನೇ ಸಾಲಿನ ಗೌರಿ-ಗಣೇಶ ಹಬ್ಬಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ, ಗಣೇಶ ಮೂರ್ತಿಗಳ ತಯಾರಿಕೆ ಪ್ರಾರಂಭವಾಗಿದ್ದು, ಗಣೇಶ ಮೂರ್ತಿಯ ತಯಾರಿಕೆಗಾಗಿ ಬಳಸುವ ರಾಸಾಯನಿಕ ಬಣ್ಣಗಳು, ಥರ್ಮಕೋಲ್ ಹಾಗೂ ಪ್ಲಾಸ್ಟರ್ ಆಫ್ ಪ್ಯಾರೀಸ್‌ಗಳ ಬಳಕೆಯನ್ನು ಸಂಪೂರ್ಣವಾಗಿ ನಿಲ್ಲಿಸಿ, ನಿರ್ಬಂಧಿಸುವುದರ ಕುರಿತು ಹಾಗೂ ಈ ರೀತಿಯ ವಸ್ತುಗಳನ್ನು ಬಳಸಿ ತಯಾರಿಕೆಯಾಗುವ ಗಣೇಶ ಮೂರ್ತಿಗಳನ್ನು ವಶಪಡಿಸಿಕೊಂಡು ನಿಯಾಮಾನುಸಾರ ವಿಲೇವಾರಿ ಮಾಡುವ ಕುರಿತು ಹಾಗೂ ಹಬ್ಬಗಳ ಆಚರಣೆಯಿಂದ ಬರುವ ಹಸಿ ತ್ಯಾಜ್ಯವನ್ನು ಪಾಲಿಕೆಯ ಸಂಸ್ಕರಣಾ ಘಟಕಗಳಿಗೆ ಸಂಸ್ಕರಣೆಗಾಗಿ ಕಳುಹಿಸುವ ನಿಮಿತ್ತ ಬಿಬಿಎಂಪಿ ಮುಖ್ಯ ಆಯುಕ್ತರು ಅವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ನಡೆದ ಸಭೆಯಲ್ಲಿ ಚರ್ಚಿಸಲಾಗಿರುತ್ತದೆ.

ನಗರದಲ್ಲಿ ಪರಿಸರ ಸ್ನೇಹಿ ಗಣೇಶ ಮೂರ್ತಿಗಳನ್ನು ಮಾತ್ರ ಪೂಜಿಸಬೇಕಾಗಿ ಹಾಗೂ ಪ್ಲಾಸ್ಟರ್ ಆಫ್ ಪ್ಯಾರೀಸ್ ವಸ್ತುಗಳನ್ನು ಬಳಸಿ ಗಣೇಶ ಮೂರ್ತಿಗಳನ್ನು ತಯಾರಿಸಿದ್ದಲ್ಲಿ ಸಂಬಂಧಪಟ್ಟವರ ಮೇಲೆ ಕ್ರಿಮಿನಲ್ ಮೊಕದ್ದಮೆಯನ್ನು ದಾಖಲಿಸಬೇಕಾಗಿ ತೀರ್ಮಾನವಾಗಿರುತ್ತದೆ.

ಅದರಂತೆ, ದಿನಾಂಕ: 05-08-2025 ರಂದು ಬಿಬಿಎಂಪಿ ಮುಖ್ಯ ಆಯುಕ್ತರು ರವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ನಡೆದ ಸಭೆಯಲ್ಲಿ ಚರ್ಚಿಸಲಾದ ವಿಷಯಗಳ ಹಾಗೂ ತೀರ್ಮಾನಗಳಂತೆ ಪರಿಸರ ಸ್ನೇಹಿ ಗಣೇಶ ಹಬ್ಬಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ವಲಯದ ಅಧಿಕಾರಿಗಳು ಈ ಕೆಳಕಂಡಂತೆ ಅಗತ್ಯ ಕ್ರಮವಹಿಸಲು ಸೂಚಿಸಿದೆ.

1. ಗಣೇಶ ಹಬ್ಬದ ನಿಮಿತ್ತ ಸಾರ್ವಜನಿಕವಾಗಿ ಮೂರ್ತಿಗಳನ್ನು ಪ್ರತಿಷ್ಠಾಪನೆ ಮಾಡುವ ಸಲುವಾಗಿ ಅನುಮತಿ ಪಡೆಯಲು ಉಪ ವಿಭಾಗದ ಮಟ್ಟದಲ್ಲಿ ನೋಡಲ್ ಅಧಿಕಾರಿಗಳಾಗಿ ನೇಮಿಸಲಾದ ಸಹಾಯಕ ಕಾರ್ಯಪಾಲಕ ಅಭಿಯಂತರರುಗಳ ಕಾರ್ಯಾಲಯದಲ್ಲಿ ಅರ್ಜಿಯನ್ನು ಸಲ್ಲಿಸತಕ್ಕದ್ದು. ನೋಡಲ್ ಅಧಿಕಾರಿಗಳು ಪೊಲೀಸ್, ಬೆಸ್ಕಾಂ, ಅಗ್ನಿಶಾಮಕ ಹಾಗೂ ಸಂಬಂಧಪಟ್ಟ ಇಲಾಖೆಗಳ ಅಭಿಪ್ರಾಯ ಪಡೆದು ಏಕಗವಾಕ್ಷಿಯಲ್ಲಿ ತ್ವರಿತವಾಗಿ ಅನುಮತಿ ನೀಡಲು ಕ್ರಮಕೈಗೊಳ್ಳುವುದು.

2. ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ರಾಸಾಯನಿಕ ಬಣ್ಣಗಳು, ಥರ್ಮಾಕೋಲ್ ಹಾಗೂ ಪ್ಲಾಸ್ಟರ್ ಆಫ್ ಪ್ಯಾರೀಸ್... ವಸ್ತುಗಳನ್ನು ಬಳಸಿ ಗಣೇಶ ಮೂರ್ತಿಯ ತಯಾರಿಕೆಯನ್ನು ಸಂಪೂರ್ಣವಾಗಿ ನಿಷೇಧಿಸಲಾಗಿದ್ದು, ಸದರಿ ವಸ್ತುಗಳನ್ನು ಬಳಸಿ ತಯಾರಿಸುವ, ಮಾರಾಟ ಮಾಡುವ ಪ್ರದೇಶಗಳನ್ನು ಸಂಬಂಧಪಟ್ಟ ಬಿಬಿಎಂಪಿಯ ಉಪ ವಿಭಾಗದ ನೋಡೆಲ್ ಅಧಿಕಾರಿಗಳು, ಪೊಲೀಸ್ ಅಧಿಕಾರಿಗಳು, ಅಗ್ನಿಶಾಮಕ ಅಧಿಕಾರಿಗಳು, ಬೆಸ್ಕಾಂ ಅಧಿಕಾರಿಗಳು ಈ ಬಗ್ಗೆ ಖುದ್ದಾಗಿ ಪರಿಶೀಲಿಸಿ ನೋಟೀಸ್ ನೀಡಬೇಕು, ಸ್ಥಳ ತನಿಖೆ ಕೈಗೊಂಡು ರಾಸಾಯನಿಕ ಬಣ್ಣಗಳು ಥರ್ಮಾಕೋಲ್ ಹಾಗೂ ಪ್ಲಾಸ್ಟರ್ ಆಫ್ ಪ್ಯಾರೀಸ್ ವಸ್ತುಗಳನ್ನು ಬಳಸಿ ಗಣೇಶ ಮೂರ್ತಿಯ ತಯಾರಿಕೆಯನ್ನು ನಡೆಸುತ್ತಿದ್ದಲ್ಲಿ ಹಾಗೂ ಮಾರಾಟ ಮಾಡುತ್ತಿದ್ದಲ್ಲಿ ದಂಡ ವಿಧಿಸಿ ಕ್ರಿಮಿನಲ್‌ ಮೊಕದ್ದಮೆಯನ್ನು ದಾಖಲಿಸಿ ನಿಷೇಧಿಸಿದ ವಸ್ತುಗಳನ್ನು ವಶಪಡಿಸಿಕೊಳ್ಳಲು ಕ್ರಮವಹಿಸುವುದು. ಸದರಿ ಕಾರ್ಯವನ್ನು ವಲಯ ಆಯುಕ್ತರು, ವಲಯ ಮಟ್ಟದಲ್ಲಿ ಮೇಲ್ವಿಚಾರಣೆ ನಡೆಸುವುದು.

3. ವಶಪಡಿಸಿಕೊಳ್ಳಲಾದ ಮೇಲ್ಕಂಡ ವಸ್ತುಗಳನ್ನು ನಿಯಮಾನುಸಾರ ವಿಲೇವಾರಿಗೊಳಿಸಲು ಕ್ರಮವಹಿಸುವುದು.

4. ಗಣೇಶಮೂರ್ತಿ ತಯಾರಿಕೆದಾರರಿಗೆ ಪರಿಸರ ಸ್ನೇಹಿ/ಮಣ್ಣಿನಿಂದ ಮಾಡಿದ ಮೂರ್ತಿಗಳನ್ನು ಮಾತ್ರ ತಯಾರಿಸಲು ಜಾಹೀರಾತು ನೀಡುವುದು.

5. ಪರಿಸರ ಸ್ನೇಹಿ ಗಣೇಶ ಮೂರ್ತಿಗಳ ವಿಸರ್ಜನೆಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಸಾರ್ವಜನಿಕರು ತಮ್ಮ ತಮ್ಮ ಮನೆಗಳಲ್ಲಿ, ಬಕೇಟ್‌ಗಳಲ್ಲಿ ವಿಸರ್ಜನೆಗೊಳಿಸಿ, ಬರುವ ಮಣ್ಣನ್ನು ಕೈತೋಟಗಳಿಗೆ, ಹೂವಿನ ಕುಂಡಗಳಿಗೆ ಬಳಸಲು ಅರಿವು ಮೂಡಿಸುವುದು.

6. ದೊಡ್ಡ ಗಾತ್ರದ ಮೂರ್ತಿಗಳ ವಿಸರ್ಜನೆಗೆ ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯ ವಾರ್ಡ್‌ಗಳಲ್ಲಿ ವಿಸರ್ಜನೆ/ನಿಮಜ್ಜನ ಸ್ಥಳಗಳನ್ನು ಗುರುತಿಸಿ, ಸದರಿ ಸ್ಥಳಗಳ ಮಾಹಿತಿಯನ್ನು ಸಾರ್ವಜನಿಕರಿಗೆ ಪ್ರಚುರಪಡಿಸುವುದು. ಅವಶ್ಯವಿದ್ದಲ್ಲಿ ವಾರ್ಡ್ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಸಂಚಾರಿ ವಾಹನ ಮೂಲಕ ವಿಸರ್ಜನೆ ಅಗತ್ಯ ವ್ಯವಸ್ಥೆ ಕೈಗೊಳ್ಳುವುದು.

7. ಪಾಲಿಕೆಯ ವ್ಯಾಪ್ತಿಯ ಕೆರೆ/ಕಲ್ಯಾಣಿಗಳಲ್ಲಿ ಗಣೇಶ ಮೂರ್ತಿ ವಿಸರ್ಜನೆಯಿಂದ ಉಂಟಾಗುವ ಮಾಲಿನ್ಯವನ್ನು ತಡೆಗಟ್ಟಲು ಸದರಿ ಸ್ಥಳಗಳ ಸಮೀಪದಲ್ಲಿ ತಾತ್ಕಾಲಿಕ ವಿಸರ್ಜನೆ ಸ್ಥಳಗಳನ್ನು ನಿರ್ಮಿಸುವುದು.  ಸದರಿ ವಿಸರ್ಜನೆಯಿಂದ ಬರುವ ಮಣ್ಣು, ಪೂಜಾ ಹೂಗಳು ಹಾಗೂ ಪ್ಲಾಸ್ಟಿಕ್ ಇತ್ಯಾದಿ ವಸ್ತುಗಳನ್ನು ವಿಂಗಡಿಸಿ ಹಸಿತ್ಯಾಜ್ಯವನ್ನು ಹಸಿತ್ಯಾಜ್ಯ ಸಂಸ್ಕರಣಾ ಘಟಕಗಳಿಗೆ ಹಾಗೂ ಒಣತ್ಯಾಜ್ಯವನ್ನು ಒಣತ್ಯಾಜ್ಯ ಸಂಗ್ರಹಣಾ ಕೇಂದ್ರಗಳಿಗೆ ರವಾನಿಸುವುದು, ವಿಸರ್ಜನಾ ಸ್ಥಳಗಳಲ್ಲಿ ಸಾರ್ವಜನಿಕರ ಸುರಕ್ಷತೆಗಾಗಿ ಮೂರ್ತಿಗಳನ್ನು ವಿಸರ್ಜಿಸಲು ಪ್ರತ್ಯೇಕ ತಂಡಗಳನ್ನು ನೇಮಿಸುವುದು ಹಾಗೂ ಕಿಯಾಸ್, ಆಂಬ್ಯುಲೆನ್ಸ್ ವ್ಯವಸ್ಥೆ, ವೈದ್ಯರು ಮತ್ತು ಶುಶೂಷಕಿಯರನ್ನು ಪ್ರಾಥಮಿಕ ಚಿಕಿತ್ಸೆ ನೀಡಲು ನೇಮಿಸಿ, ಎಲ್ಲಾ ಪಿ.ಹೆಚ್.ಸಿ ಗಳ ಬಳಿಯಲ್ಲಿ ಹೆಚ್ಚುವರಿ ಆಂಬ್ಯುಲೆನ್ಸ್ ಹಾಗೂ ವೈದ್ಯರು ಸಿದ್ದವಿರುವಂತೆ ಕ್ರಮವಹಿಸುವುದು ಹಾಗೂ ಬೆಳಕಿನ ವ್ಯವಸ್ಥೆ, ಬ್ಯಾರಿಕೇಡ್ ನಿರ್ಮಾಣ, ಧ್ವನಿವರ್ಧಕ ವ್ಯವಸ್ಥೆ ಮತ್ತು ನುರಿತ ಈಜುಗಾರರನ್ನು ಒಳಗೊಂಡಂತೆ ಎನ್‌ಡಿಆರ್‌ಎಫ್ ತಂಡ ಸ್ಥಳದಲ್ಲಿ ಹಾಜರಿರುವಂತೆ ಕ್ರಮವಹಿಸುವುದು.

8. ಪರಿಸರ ಸ್ನೇಹಿ ಗಣೇಶ ಆಚರಣೆಯ ನಿಮಿತ್ತ ವಲಯ ಆಯುಕ್ತರು ವಲಯಕ್ಕೆ ಒಬ್ಬರನ್ನು ಮೇಲುಸ್ತುವಾರಿ ಅಧಿಕಾರಿಯನ್ನಾಗಿ ನೇಮಿಸಿ, ಗಣೇಶ ವಿಸರ್ಜನೆಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ವಾರ್ಡಿಗೆ ಒಬ್ಬರಂತೆ ನೋಡಲ್ ಅಧಿಕಾರಿಯನ್ನು ನೇಮಿಸಲು ಅಗತ್ಯ ಕ್ರಮವಹಿಸುವುದು.

9. ಪ್ಲಾಸ್ಟಿಕ್ ನಿಷೇಧ ಆದೇಶ ಜಾರಿಯಲಿದ್ದು, ವಲಯ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ತಂಡಗಳನ್ನು ರಚಿಸಿ ಪ್ಲಾಸ್ಟಿಕ್ ಮಾರಾಟ ಮತ್ತು ಬಳಕೆ ಕಂಡುಬಂದಲ್ಲಿ ನಿಯಮಾನುಸಾರ ದಂಡ ವಿಧಿಸಿ ಕ್ರಮಕೈಗೊಳ್ಳುವುದು.

10. ಪರಿಸರ ಸ್ನೇಹಿ ಗಣೇಶ ಆಚರಣೆಗೆ ಪ್ರೋತ್ಸಾಹ ನೀಡುವುದು ಹಾಗೂ ಬಿ.ಬಿ.ಎಂ.ಪಿ, ಪೊಲೀಸ್ ಇಲಾಖೆ, ಅಗ್ನಿಶಾಮಕ ಇಲಾಖೆ, ಬೆಸ್ಕಾಂ ಹಾಗೂ ಕರ್ನಾಟಕ ಪರಿಸರ ಮಾಲಿನ್ಯ ನಿಯಂತ್ರಣ ಮಂಡಳಿಯಿಂದ ಹೊರಡಿಸುವ ಷರತ್ತುಗೊಳಪಡಿಸಿ, ಗಣೇಶ ಹಬ್ಬ ಆಚರಣೆಗೆ ಅನುಮತಿ ನೀಡಲು ಕ್ರಮವಹಿಸುವುದು.

ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಗಣೇಶ ಪ್ರತಿಷ್ಠಾಪನೆಗಾಗಿ ಅನುಮತಿ ನೀಡುವ ಸಲುವಾಗಿ 75 ಉಪ ವಿಭಾಗ ಕಛೇರಿಗಳಲ್ಲಿ ಏಕಗವಾಕ್ಷಿ ಕೇಂದ್ರಗಳನ್ನು ತೆರೆಯಲಾಗಿರುತ್ತದೆ. ಬಿಬಿಎಂಪಿ, ಪೊಲೀಸ್, ಬೆಸ್ಕಾಂ ಹಾಗೂ ಅಗ್ನಿಶಾಮಕ ಅಧಿಕಾರಿಗಳು ಒಂದೇ ಸ್ಥಳದಲ್ಲಿದ್ದು, ಅನುಮತಿ ಪತ್ರವನ್ನು ನೀಡಲಿದ್ದಾರೆ.

Bengaluru: The BDA has been counting down the years to allocate sites reserved for emergency services like police stations and fire stations.

It has been 15 years since the Sir M. Visvesvaraya Layout was built. Civil Amenity (CA) sites have been identified in the layout plan . Sites have also been allocated for important services like police stations, hospitals, schools, colleges, and fire stations. However, BDA officials are not keen on handing them over.

In the map of the 2nd block of Visvesvaraya Layout, CA site number 4 is mentioned as ‘Fire Station’. The Director General of the State Fire and Emergency Services and the State Disaster Response Force Directorate wrote a letter to the BDA Chairman and Commissioner on February 12, 2024, requesting the allocation of this site, which is about three-quarters of an acre, for the purpose. 

‘It is necessary to create awareness among the public and students about the precautionary measures to be taken in the event of accidents, including firefighting, search and rescue, disaster management, granting no-objection to multi-storey buildings, oil products, storage of explosives, and to establish a fire station to perform neutral duties for the security of dignitaries. Therefore, the site should be allocated to the department and a possession letter should be issued,’ the letter has requested. However, the BDA officials have not responded.

Earlier, some people were illegally constructing a compound in the area of ​​CA Site 4. Even then, the fire brigade had stopped it. Instead of issuing an allotment letter, the BDA officials are making excuses that ‘this area is in dispute’.

Police Station:

 CA Plot No. 9, measuring 1 acre and 20 guntas, in Block 2 of Vishweshwar Layout, has been earmarked for a police station. The Kengeri Inspector submitted a request to the BDA Commissioner on May 30, 2024, to allocate this. There has been no response to this request yet.

‘CA Plot 9 is a suitable area to build a police station since it is in the middle of Vishweshwar Layout. It is formed with blocks 1 to 9 of Vishweshwar Layout, and there are private layouts and old towns in between. Therefore, a police station is required here, so the site should be allocated and given for possession,’ the Inspector has requested.

Decision after discussion with the chairman: Manivannan

‘We must give the plots of land reserved for the citizens for emergency services. We will review this matter, discuss it with the chairman and take action to hand over the plots to the fire brigade and police stations soon,’ said BDA Commissioner Manivannan.

There is money, no site: Shivashankar

‘We have money under the 15th financial plan to establish a fire station. We have written a letter to the BDA chairman and commissioner asking them to hand over the plot reserved for the fire station in Visvesvaraya Layout. But there has been no response,’ said Fire and Emergency Services Director T.N. Shivashankar.

If there is protection, people will build houses: Shivakumar

‘Although it has been 15 years since the Visvesvaraya Layout was built, not many people have built buildings here. If there are security and emergency facilities like police stations and fire stations in this area, people will come to live here with courage. Also, the people around this area need to get emergency services quickly. MLA S.T. Somashekar has written a letter to the BDA President and Commissioner asking them to sanction the site, but no action has been taken. The officials are trying to make more profit by making money from real estate scams,' accused Shivakumar, President of Jayaprakash Narayan Discussion Forum.

ಸರ್‌ ಎಂ. ವಿಶ್ವೇಶ್ವರಯ್ಯ ಬಡಾವಣೆಯನ್ನು ನಿರ್ಮಿಸಿ 15 ವರ್ಷ ಕಳೆದಿದೆ. ಬಡಾವಣೆಯ ನಕ್ಷೆಯಲ್ಲಿ ನಾಗರಿಕ ಸೌಲಭ್ಯ (ಸಿ.ಎ) ನಿವೇಶನಗಳನ್ನು ಗುರುತಿಸಲಾಗಿದೆ. ಪೊಲೀಸ್‌ ಠಾಣೆ, ಆಸ್ಪತ್ರೆ, ಶಾಲೆ, ಕಾಲೇಜು, ಅಗ್ನಿಶಾಮಕ ಠಾಣೆಯಂತಹ ಪ್ರಮುಖ ಸೇವೆಗಳಿಗೂ ನಿವೇಶನಗಳನ್ನು ಮೀಸಲಿಡಲಾಗಿದೆ. ಆದರೆ, ಅವುಗಳನ್ನು ಹಸ್ತಾಂತರಿಸಲು ಬಿಡಿಎ ಅಧಿಕಾರಿಗಳು ಮನಸ್ಸು ಮಾಡುತ್ತಿಲ್ಲ.

ವಿಶ್ವೇಶ್ವರಯ್ಯ ಬಡಾವಣೆಯ 2ನೇ ಬ್ಲಾಕ್‌ನ ನಕ್ಷೆಯಲ್ಲಿ ಸಿ.ಎ ನಿವೇಶನ ಸಂಖ್ಯೆ 4 ಅನ್ನು ‘ಅಗ್ನಿಶಾಮಕ ಠಾಣೆ’ ಎಂದು ನಮೂದಿಸಲಾಗಿದೆ. ಸುಮಾರು ಮೂರುಮುಕ್ಕಾಲು ಎಕರೆ ವಿಸ್ತೀರ್ಣದ ಈ ನಿವೇಶನವನ್ನು ಹಂಚಿಕೆ ಮಾಡಿ ಎಂದು ರಾಜ್ಯ ಅಗ್ನಿಶಾಮಕ ಮತ್ತು ತುರ್ತು ಸೇವೆಗಳು ಹಾಗೂ ರಾಜ್ಯ ವಿಪತ್ತು ಸ್ಪಂದನಾ ಪಡೆಯ ನಿರ್ದೇಶನಾಲಯದ ಮಹಾ ನಿರ್ದೇಶಕರು 2024ರ ಫೆಬ್ರುವರಿ 12ರಂದು ಬಿಡಿಎ ಅಧ್ಯಕ್ಷರು ಹಾಗೂ ಆಯುಕ್ತರಿಗೆ ಪತ್ರ ಬರೆದಿದ್ದಾರೆ. 

‘ಅಗ್ನಿಶಮನ, ಶೋಧನೆ–ರಕ್ಷಣೆ, ವಿಪತ್ತು ನಿರ್ವಹಣೆ, ಬಹುಮಹಡಿ ಕಟ್ಟಡ, ತೈಲೋತ್ಪನ್ನ, ಸ್ಫೋಟಕಗಳ ಶೇಖರಣೆಗೆ ನಿರಾಕ್ಷೇಪಣೆ ನೀಡುವುದು ಸೇರಿದಂತೆ ಅವಘಡಗಳ ಸಂದರ್ಭದಲ್ಲಿ ಕೈಗೊಳ್ಳಬೇಕಾದ ಮುಂಜಾಗ್ರತಾ ಕ್ರಮಗಳ ಬಗ್ಗೆ ಸಾರ್ವಜನಿಕರು, ವಿದ್ಯಾರ್ಥಿಗಳಲ್ಲಿ ಅರಿವು ಮೂಡಿಸುವುದು, ಗಣ್ಯ ವ್ಯಕ್ತಿಗಳ ಭದ್ರತೆಗೆ ತಟಸ್ಥ ಕರ್ತವ್ಯ ನಿರ್ವಹಣೆಗೆ ಅಗ್ನಿಶಾಮಕ ಠಾಣೆಯನ್ನು ಸ್ಥಾಪಿಸುವುದು ಅಗತ್ಯವಾಗಿದೆ. ಹೀಗಾಗಿ, ನಿವೇಶನವನ್ನು ಇಲಾಖೆಗೆ ಹಂಚಿಕೆ ಮಾಡಿ, ಸ್ವಾಧೀನ ಪತ್ರ ನೀಡಬೇಕು’ ಎಂದು ಪತ್ರದಲ್ಲಿ ಮನವಿ ಮಾಡಿಕೊಳ್ಳಲಾಗಿದೆ. ಆದರೆ, ಬಿಡಿಎ ಅಧಿಕಾರಿಗಳು ಸ್ಪಂದಿಸಿಲ್ಲ.

ಸಿ.ಎ ನಿವೇಶನ 4ರ ಪ್ರದೇಶದಲ್ಲಿ ಈ ಹಿಂದೆ ಕೆಲವರು ಅಕ್ರಮವಾಗಿ ಕಾಂಪೌಂಡ್‌ ನಿರ್ಮಿಸುತ್ತಿದ್ದರು. ಆಗಲೂ ಅಗ್ನಿಶಾಮಕ ದಳದವರೇ ಅದನ್ನು ತಡೆದಿದ್ದರು. ಹಂಚಿಕೆ ಪತ್ರ ನೀಡುವ ಬದಲು, ‘ಈ ಪ್ರದೇಶ ವ್ಯಾಜ್ಯದಲ್ಲಿದೆ’ ಎಂದು ಬಿಡಿಎ ಅಧಿಕಾರಿಗಳು ಸಬೂಬು ಹೇಳುತ್ತಿದ್ದಾರೆ.

ಪೊಲೀಸ್‌ ಠಾಣೆ: ವಿಶ್ವೇಶ್ವರ ಬಡಾವಣೆಯ 2ನೇ ಬ್ಲಾಕ್‌ನಲ್ಲಿ ಒಂದು ಎಕರೆ 20 ಗುಂಟೆಯಲ್ಲಿರುವ ಸಿ.ಎ ನಿವೇಶನ ಸಂಖ್ಯೆ 9 ಅನ್ನು ಪೊಲೀಸ್ ಠಾಣೆಗೆ ಮೀಸಲಿಡಲಾಗಿದೆ.  ಇದನ್ನು ಹಂಚಿಕೆ ಮಾಡಲು ಕೆಂಗೇರಿ ಇನ್‌ಸ್ಪೆಕ್ಟರ್‌ ಅವರು 2024ರ ಮೇ 30ರಂದು ಬಿಡಿಎ ಆಯುಕ್ತರಿಗೆ ಮನವಿ ಸಲ್ಲಿಸಿದ್ದಾರೆ. ಈ ಮನವಿಗೂ ಇನ್ನೂ ಪ್ರತಿಕ್ರಿಯೆ ಬಂದಿಲ್ಲ.

‘ಸಿ.ಎ ನಿವೇಶನ 9, ವಿಶ್ವೇಶ್ವರಯ್ಯ ಬಡಾವಣೆಯ ಮಧ್ಯಭಾಗದಲ್ಲಿರುವುದರಿಂದ ಪೊಲೀಸ್‌ ಠಾಣೆ ನಿರ್ಮಿಸಲು ಸೂಕ್ತ ಪ್ರದೇಶವಾಗಿರುತ್ತದೆ. ವಿಶ್ವೇಶ್ವರಯ್ಯ ಬಡಾವಣೆಯ 1ರಿಂದ 9 ಬ್ಲಾಕ್‌ಗಳೊಂದಿಗೆ ರಚನೆಯಾಗಿದ್ದು, ಮಧ್ಯೆ ಖಾಸಗಿ ಬಡಾವಣೆ, ಹಳೆ ಊರುಗಳೂ ಇವೆ. ಹೀಗಾಗಿ, ಇಲ್ಲಿ ಪೊಲೀಸ್‌ ಠಾಣೆ ಅಗತ್ಯವಾಗಿದ್ದು, ನಿವೇಶನವನ್ನು ಹಂಚಿಕೆ ಮಾಡಿ, ಸ್ವಾಧೀನಕ್ಕೆ ನೀಡಿ’ ಎಂದು ಇನ್‌ಸ್ಪೆಕ್ಟರ್‌ ಮನವಿ ಮಾಡಿದ್ದಾರೆ.

 

ಅಧ್ಯಕ್ಷರೊಂದಿಗೆ ಚರ್ಚಿಸಿ ನಿರ್ಧಾರ: ಮಣಿವಣ್ಣನ್‌

‘ತುರ್ತುಸೇವೆಗಳಿಗೆ ಮೀಸಲಿಟ್ಟಿರುವ ನಾಗರಿಕರ ಸೌಲಭ್ಯದ ನಿವೇಶನಗಳನ್ನು ನಾವು ನೀಡಲೇಬೇಕು. ಈ ಬಗ್ಗೆ ಪರಿಶೀಲನೆ ನಡೆಸಿ, ಅಧ್ಯಕ್ಷರೊಂದಿಗೆ ಚರ್ಚೆ ಮಾಡಿ ಶೀಘ್ರ ನಿವೇಶನಗಳನ್ನು ಅಗ್ನಿಶಾಮಕ ದಳ ಹಾಗೂ ಪೊಲೀಸ್‌ ಠಾಣೆಗಳಿಗೆ ಹಸ್ತಾಂತರಿಸಲು ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುತ್ತದೆ’ ಎಂದು ಬಿಡಿಎ ಆಯುಕ್ತ ಮಣಿವಣ್ಣನ್ ತಿಳಿಸಿದರು.

 

ಹಣವಿದೆ, ನಿವೇಶನ ಇಲ್ಲ: ಶಿವಶಂಕರ್‌

‘ಅಗ್ನಿಶಾಮಕ ಠಾಣೆ ಸ್ಥಾಪಿಸಲು 15ನೇ ಹಣಕಾಸು ಯೋಜನೆಯಡಿ ನಮ್ಮಲ್ಲಿ ಹಣವಿದೆ. ವಿಶ್ವೇಶ್ವರಯ್ಯ ಬಡಾವಣೆಯಲ್ಲಿ ಅಗ್ನಿಶಾಮಕ ಠಾಣೆಗಾಗಿಯೇ ಮೀಸಲಿಟ್ಟರುವ ನಿವೇಶನವನ್ನು ಹಸ್ತಾಂತರಿಸಿ ಎಂದು ಬಿಡಿಎ ಅಧ್ಯಕ್ಷರು ಹಾಗೂ ಆಯುಕ್ತರಿಗೆ ಪತ್ರ ಬರೆದಿದ್ದೇವೆ. ಆದರೆ ಯಾವುದೇ ಪ್ರತಿಕ್ರಿಯೆ ಬಂದಿಲ್ಲ’ ಎಂದು ಅಗ್ನಿಶಾಮಕ ಮತ್ತು ತುರ್ತುಸೇವೆಗಳ ನಿರ್ದೇಶಕ ಟಿ.ಎನ್‌. ಶಿವಶಂಕರ ತಿಳಿಸಿದರು.

 

ರಕ್ಷಣೆ ಇದ್ದರೆ ಮನೆ ಕಟ್ಟಿಕೊಳ್ಳುತ್ತಾರೆ: ಶಿವಕುಮಾರ್‌

‘ವಿಶ್ವೇಶ್ವರಯ್ಯ ಬಡಾವಣೆ ನಿರ್ಮಾಣವಾಗಿ 15 ವರ್ಷವಾಗುತ್ತಿದ್ದರೂ ಹೆಚ್ಚು ಜನರು ಇಲ್ಲಿ ಕಟ್ಟಡ ನಿರ್ಮಿಸಿಲ್ಲ. ಪೊಲೀಸ್‌ ಠಾಣೆ ಹಾಗೂ ಅಗ್ನಿಶಾಮಕ ಠಾಣೆಗಳಂತಹ ರಕ್ಷಣೆ– ತುರ್ತು ಸೌಲಭ್ಯಗಳು ಈ ಪ್ರದೇಶದಲ್ಲಾದರೆ ಜನರು ಧೈರ್ಯದಿಂದ ಇಲ್ಲಿ ವಾಸಿಸಲು ಬರುತ್ತದೆ. ಅಲ್ಲದೆ, ಈ ಪ್ರದೇಶ ಸುತ್ತಮುತ್ತಲಿನ ಜನರಿಗೆ ತುರ್ತುಸೇವೆಗಳು ಶೀಘ್ರವಾಗಿ ಸಿಗಬೇಕಾದ ಅಗತ್ಯವಿದ. ಶಾಸಕ ಎಸ್‌.ಟಿ. ಸೋಮಶೇಖರ್‌ ಅವರು ಬಿಡಿಎ ಅಧ್ಯಕ್ಷ ಹಾಗೂ ಆಯುಕ್ತರಿಗೆ ಪತ್ರ ಬರೆದು ನಿವೇಶನ ಮಂಜೂರು ಮಾಡಲು ಹೇಳಿದ್ದರೂ ಕ್ರಮವಾಗಿಲ್ಲ. ರಿಯಲ್‌ ಎಸ್ಟೇಟ್‌ ಕುಳಗಳಿಗೆ ಮಣೆ ಹಾಕಿ, ಅಧಿಕಾರಿಗಳು ಹೆಚ್ಚಿನ ಲಾಭ ಗಳಿಸುವ ಹುನ್ನಾರ ನಡೆಸುತ್ತಿದ್ದಾರೆ’ ಎಂದು ಜಯಪ್ರಕಾಶ್‌ ನಾರಾಯಣ್‌ ವಿಚಾರ ವೇದಿಕೆಯ ಅಧ್ಯಕ್ಷ ಶಿವಕುಮಾರ್‌ ಆರೋಪಿಸಿದರು.

Bengaluru: 14 years after the BDA allotted a civic facility site, the BBMP, which has acquired the site, is planning to build a mother-child hospital at a cost of ₹21.25 crore.

BBMP has prepared a plan to build a 50-bed mother-child hospital in an area of 3,432 square meters at Citizen's Site No. 2 in the 2nd Block of Sir M. Visvesvaraya Layout.

It is planned to build a ground and two-storey building in an area of 3278 square meters, and the cost of civil works will be ₹10.49 crore. The Health and Family Welfare Department engineers have submitted a report to the BBMP stating that the cost of the project, including fire extinguishers, lifts, CCTV systems, telephones, nurse call systems, TVs, and UPS systems, is ₹1.48 crore, model surgery units, medical gas pipelines, and furniture are ₹1.61 crore, infrastructure including electrical, water, STP, and borewells is ₹1.94 crore, medical equipment is ₹70 lakh, tender premium is ₹1.55 crore, project management consultants are ₹7.76 lakh, GST is ₹3.21 crore, and other expenses are ₹21.25 crore.

“As per the instructions of the Deputy Chief Minister, steps have been taken to build the hospital. A plan has been prepared and tenders will be called soon,” BBMP officials said.

Hospital from the corporation: 

‘The hospital will be built by the BBMP itself on the civic facility site provided by the BDA in Visvesvaraya 2nd block. Later, it will be considered for handing it over to the Health Department,’ Bangalore Urban Development Minister D.K. Shivakumar told the Legislative Council on Thursday.

Responding to a question from Congress’s Umashree, he assured that the hospital would be built soon.

‘Action should be taken against the officials who delayed in acquiring the hospital site,’ demanded Umashree. ‘Action will be taken on this after examining it,’ said Shivakumar.

The site that BBMP forgot!

The BDA had given the allotment letter for the CA site to the BBMP on January 6, 2011. Even after 11 years, the BBMP had not acquired the site. A special report on this was published in ‘Prajavani’ on October 7, 2022 under the title ‘BBMP Forgotten Hospital Site’. After this, the lease money was paid after the intervention of Deputy Chief Minister D.K. Shivakumar.

BBMP had paid ₹1.71 crore to BDA for the CA site on January 17, 2024. However, the BBMP Rajarajeshwari Nagar zone officials had not taken any action regarding the registration of this site. A special report was published in Prajavani on June 21, 2025 under the title ‘Negligence in Hospital Site Registration’ regarding this. Later, on the instructions of Rajarajeshwari Nagar Zone Commissioner Satish, BBMP officials had entered into a 30-year lease agreement with BDA on July 22.

ಬೆಂಗಳೂರು: ಬಿಡಿಎ ವತಿಯಿಂದ ನಾಗರಿಕ ಸೌಲಭ್ಯ ನಿವೇಶನ ಹಂಚಿಕೆ ಮಾಡಿ 14 ವರ್ಷದ ನಂತರ, ನಿವೇಶನ ಪಡೆದುಕೊಂಡಿರುವ ಬಿಬಿಎಂಪಿ ₹21.25 ಕೋಟಿ ವೆಚ್ಚದಲ್ಲಿ ತಾಯಿ–ಮಕ್ಕಳ ಆಸ್ಪತ್ರೆ ನಿರ್ಮಿಸಲು ಮುಂದಾಗಿದೆ.

3278 ಚದರ ಮೀಟರ್‌ ವಿಸ್ತೀರ್ಣದಲ್ಲಿ ನೆಲ ಹಾಗೂ ಎರಡು ಅಂತಸ್ತುಗಳ ಕಟ್ಟಡ ನಿರ್ಮಿಸಲು ಯೋಜಿಸಲಾಗಿದ್ದು,  ಸಿವಿಲ್‌ ಕೆಲಸಗಳಿಗೆ ₹10.49 ಕೋಟಿ ವೆಚ್ಚವಾಗಲಿದೆ. ಅಗ್ನಿಶಾಮಕ, ಲಿಫ್ಟ್‌, ಸಿಸಿ ಟಿವಿ ವ್ಯವಸ್ಥೆ, ದೂರವಾಣಿ, ನರ್ಸ್‌ ಕರೆ ವ್ಯವಸ್ಥೆ, ಟಿವಿ, ಯುಪಿಎಸ್‌ ವ್ಯವಸ್ಥೆಗೆ ₹1.48 ಕೋಟಿ, ಮಾದರಿ ಶಸ್ತ್ರಚಿಕಿತ್ಸೆ ಘಟಕ, ವೈದ್ಯ ಗ್ಯಾಸ್‌ ಕೊಳವೆ ಮಾರ್ಗ, ಪೀಠೋಪಕರಣಕ್ಕೆ ₹1.61 ಕೋಟಿ, ಎಲೆಕ್ಟ್ರಿಕಲ್‌, ನೀರು, ಎಸ್‌ಟಿಪಿ, ಕೊಳವೆಬಾವಿ ಸೇರಿದಂತೆ ಮೂಲಸೌಕರ್ಯಕ್ಕೆ ₹1.94 ಕೋಟಿ, ವೈದ್ಯಕೀಯ ಉಪಕರಣಗಳಿಗೆ ₹70 ಲಕ್ಷ,  ಟೆಂಡರ್‌ ಪ್ರೀಮಿಯಂಗೆ ₹1.55 ಕೋಟಿ, ಯೋಜನಾ ನಿರ್ವಹಣೆ ಸಲಹೆಗಾರರಿಗೆ ₹7.76 ಲಕ್ಷ, ಜಿಎಸ್‌ಟಿ ₹3.21 ಕೋಟಿ ಹಾಗೂ ಇತರೆ ವೆಚ್ಚಗಳೂ ಸೇರಿ ₹21.25 ಕೋಟಿ ವೆಚ್ಚವಾಗಲಿದೆ ಎಂದು ಆರೋಗ್ಯ ಮತ್ತು ಕುಟುಂಬ ಕಲ್ಯಾಣ ಇಲಾಖೆ ಎಂಜಿನಿಯರ್‌ಗಳು ವರದಿ ಸಲ್ಲಿಸಿ ಬಿಬಿಎಂಪಿಗೆ ನೀಡಿದ್ದಾರೆ.

‘ಉಪ ಮುಖ್ಯಮಂತ್ರಿಯವರ ಸೂಚನೆಯಂತೆ ಆಸ್ಪತ್ರೆ ನಿರ್ಮಿಸಲು ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗಿದೆ. ಯೋಜನೆ ರೂಪಿಸಲಾಗಿದ್ದು, ಶೀಘ್ರವೇ ಟೆಂಡರ್‌ ಕರೆಯಲಾಗುತ್ತದೆ’ ಎಂದು ಬಿಬಿಎಂಪಿ ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದರು.

‘ವಿಶ್ವೇಶ್ವರಯ್ಯ 2ನೇ ಬ್ಲಾಕ್‌ನಲ್ಲಿ ಬಿಡಿಎ ನೀಡಿರುವ ನಾಗರಿಕ ಸೌಲಭ್ಯ ನಿವೇಶನದಲ್ಲಿ ಬಿಬಿಎಂಪಿ ವತಿಯಿಂದಲೇ ಆಸ್ಪತ್ರೆ ನಿರ್ಮಾಣ ಮಾಡಲಾಗುತ್ತದೆ. ನಂತರ ಅದನ್ನು ಆರೋಗ್ಯ ಇಲಾಖೆಗೆ ಹಸ್ತಾಂತರಿಸುವ ಬಗ್ಗೆ ಆಲೋಚಿಸಲಾಗುತ್ತದೆ’ ಎಂದು ವಿಧಾನಪರಿಷತ್‌ನಲ್ಲಿ ಬೆಂಗಳೂರು ನಗರಾಭಿವೃದ್ಧಿ ಸಚಿವ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್‌ ಅವರು ಗುರುವಾರ ತಿಳಿಸಿದರು.

ಕಾಂಗ್ರೆಸ್‌ನ ಉಮಾಶ್ರೀ ಅವರ ಪ್ರಶ್ನೆಗೆ ಉತ್ತರಿಸಿದ್ದ ಅವರು, ಆಸ್ಪತ್ರೆಯನ್ನು ಶೀಘ್ರವಾಗಿ ನಿರ್ಮಿಸಲಾಗತ್ತದೆ ಎಂಬ ಭರವಸೆ ನೀಡಿದರು.

‘ಆಸ್ಪತ್ರೆ ನಿವೇಶನವನ್ನು ಪಡೆದುಕೊಳ್ಳಲು ವಿಳಂಬಧೋರಣೆ ಅನುಸರಿಸಿದ ಅಧಿಕಾರಿಗಳ ಮೇಲೆ ಕ್ರಮವಾಗಬೇಕು’ ಎಂದು ಉಮಾಶ್ರೀ ಆಗ್ರಹಿಸಿದರು. ‘ಈ ಬಗ್ಗೆ ಪರಿಶೀಲಿಸಿ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುತ್ತದೆ’ ಎಂದು ಶಿವಕುಮಾರ್‌ ಹೇಳಿದರು.

 

ಬಿಬಿಎಂಪಿ ಮರೆತಿದ್ದ ನಿವೇಶನ!

ಬಿಡಿಎ ಸಿಎ ನಿವೇಶನವನ್ನು 2011ರ ಜನವರಿ 6ರಂದು ಬಿಬಿಎಂಪಿಗೆ ಹಂಚಿಕೆ ಪತ್ರ ನೀಡಿತ್ತು. ಇದಾಗಿ 11 ವರ್ಷವಾದರೂ ಬಿಬಿಎಂಪಿ ನಿವೇಶನ ಪಡೆದುಕೊಂಡಿರಲಿಲ್ಲ. ಈ ಬಗ್ಗೆ ‘ಪ್ರಜಾವಾಣಿ’ಯಲ್ಲಿ 2022ರ ಅಕ್ಟೋಬರ್‌ 7ರಂದು ‘ಬಿಬಿಎಂಪಿ ಮರೆತ ಆಸ್ಪತ್ರೆ ನಿವೇಶನ’ ಶೀರ್ಷಿಕೆಯಡಿ ವಿಶೇಷ ವರದಿ ಪ್ರಕಟವಾಗಿತ್ತು. ಇದಾದ ನಂತರ, ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್‌ ಅವರ ಮಧ್ಯಪ್ರವೇಶದ ನಂತರ ಗುತ್ತಿಗೆ ಹಣ ಪಾವತಿಸಿತ್ತು.

ಬಿಬಿಎಂಪಿ  2024ರ ಜನವರಿ 17ರಂದು ಸಿಎ ನಿವೇಶನಕ್ಕಾಗಿ ₹1.71 ಕೋಟಿಯನ್ನು ಬಿಡಿಎಗೆ  ಪಾವತಿಸಿತ್ತು. ಆದರೆ, ಬಿಬಿಎಂಪಿ ರಾಜರಾಜೇಶ್ವರಿ ನಗರ ವಲಯದ ಅಧಿಕಾರಿಗಳು ಈ ನಿವೇಶನ ನೋಂದಣಿ ಬಗ್ಗೆ ಕ್ರಮಕೈಗೊಂಡಿರಲಿಲ್ಲ. ಈ ಬಗ್ಗೆ ಪ್ರಜಾವಾಣಿಯಲ್ಲಿ ‘ಆಸ್ಪತ್ರೆ ನಿವೇಶನ ನೋಂದಣಿಗೆ ನಿರ್ಲಕ್ಷ್ಯ’ ಶೀರ್ಷಿಕೆಯಡಿ 2025ರ ಜೂನ್‌ 21ರಂದು ವಿಶೇಷ ವರದಿ ಪ್ರಕಟವಾಗಿತ್ತು. ನಂತರ, ರಾಜರಾಜೇಶ್ವರಿ ನಗರ ವಲಯ ಆಯುಕ್ತ ಸತೀಶ್‌ ಅವರ ಸೂಚನೆಯಂತೆ, ಬಿಡಿಎಯೊಂದಿಗೆ 30 ವರ್ಷಗಳ ಗುತ್ತಿಗೆ ಕರಾರನ್ನು ಬಿಬಿಎಂಪಿ ಅಧಿಕಾರಿಗಳು  ಜುಲೈ 22ರಂದು ಮಾಡಿಕೊಂಡಿದ್ದರು.

Bengaluru: BBMP is planning to permanently house stray dogs in the city and take care of them in a ‘shelter’.

Cases of stray dog bites are increasing in the city. As per the Animal Breeding Control (ABC) rules, stray dogs that bite are caught, surgically or given rabies injections, monitored for ten days and then released back to their original location. Even after this, cases of dogs that have become accustomed to biting are being recorded.

Even though stray dogs with a habit of biting or ferocious stray dogs are kept in a monitoring center and given medication, they do not stop biting. Therefore, BBMP Animal Husbandry Department officials have planned to build ‘shelter’ sites to permanently house and care for such stray dogs. After overcoming the legal hurdles, they have decided to implement a new plan after reading the suggestions of the Animal Welfare Association.

The Supreme Court has directed that ‘stray dogs in Delhi and surrounding areas should be caught and shifted to shelters.’ Accordingly, the directive was issued to the officials in Bengaluru on Monday. Since the demand that ‘this order should be followed in the city as well’ has been heard in the Legislative Council, a discussion has started on the matter.

‘It is not possible to set up shelters for all stray dogs. Therefore, a plan needs to be formulated to permanently keep even the aggressive and biting stray dogs in the monitoring center or shelters. This is still an initial discussion and a decision has to be taken at the government level,’ said BBMP Animal Husbandry Department officials.

‘Alpha Dog’ in the monitoring center for a long time!

‘Straw dogs that bite are caught and given medication for 10 days in the monitoring center like the ABC program. After that, they are released back to the same place. They are biting again. Therefore, the possibilities in the rules to keep such ‘alpha dogs’ in the observation center for a longer period are being examined,’ said BBMP Animal Husbandry Department officials.

‘There is an idea that the ‘alpha dogs’ in the observation center should be released after their behavior improves. For this, a committee including doctors and animal lovers will be formed and as per the decision of that committee, it will be decided how long the ‘alpha dogs’ should be kept in the observation center. Discussions are underway on this and it is likely to be finalized in the coming days,’ he said.

Stray dog bites two students

A group of stray dogs attacked and bit two students of the B.R. Ambedkar School of Economics inside the Jnanabharati campus, leaving one student seriously injured.

‘A student was seriously injured in 10 places after being attacked by stray dogs during a morning walk on Tuesday. The student was being treated in the intensive care unit till Tuesday evening,' said the BBMP's assistant director of animal husbandry.

'Another student sustained minor injuries. Both of them had recovered by Tuesday evening and are in stable condition,' he informed.

ಬೆಂಗಳೂರು: ನಗರದಲ್ಲಿರುವ ವ್ಯಗ್ರ ಹಾಗೂ ಕಚ್ಚುವುದನ್ನೇ ಅಭ್ಯಾಸ ಮಾಡಿಕೊಂಡಿರುವ ಬೀದಿ ನಾಯಿಗಳನ್ನು ಶಾಶ್ವತವಾಗಿ ‘ಆಶ್ರಯ ಕೇಂದ್ರ’ದಲ್ಲಿರಿಸಿ ಪೋಷಣೆ ಮಾಡಲು ಬಿಬಿಎಂಪಿ ಚಿಂತಿಸುತ್ತಿದೆ.

ಬೀದಿ ನಾಯಿಗಳು ಕಚ್ಚುವ ಪ್ರಕರಣಗಳು ನಗರದಲ್ಲಿ ಹೆಚ್ಚಾಗುತ್ತಿದೆ. ಪ್ರಾಣಿ ಸಂತಾನ ನಿಯಂತ್ರಣ (ಎಬಿಸಿ) ನಿಯಮದಂತೆ ಕಚ್ಚುವ ಬೀದಿ ನಾಯಿಗಳನ್ನು ಹಿಡಿದು ಶಸ್ತ್ರಚಿಕಿತ್ಸೆ ಅಥವಾ ರೇಬಿಸ್‌ ಚುಚ್ಚುಮದ್ದು ನೀಡಿ ಹತ್ತು ದಿನ ನಿಗಾವಹಿಸಿ, ಅವುಗಳಿದ್ದ ಸ್ಥಳಕ್ಕೆ ಬಿಡಲಾಗುತ್ತಿದೆ. ಇದಾದ ಮೇಲೂ, ಕಚ್ಚುವುದನ್ನೇ ಅಭ್ಯಾಸ ಮಾಡಿಕೊಂಡಿರುವ ನಾಯಿಗಳು ಮತ್ತೆ ಕಚ್ಚುವ ಪ್ರಕರಣಗಳು ದಾಖಲಾಗುತ್ತಿವೆ.

ಕಚ್ಚುವ ಅಭ್ಯಾಸವುಳ್ಳ ಅಥವಾ ವ್ಯಗ್ರ ಬೀದಿ ನಾಯಿಗಳನ್ನು ನಿಗಾ ಕೇಂದ್ರದಲ್ಲಿರಿಸಿ ಔಷಧೋಪಚಾರ ನಡೆಸಿದರೂ ಅವುಗಳು ಕಚ್ಚುವ ಚಾಳಿ ಬಿಡುತ್ತಿಲ್ಲ. ಹೀಗಾಗಿ, ಅಂತಹ ಬೀದಿ ನಾಯಿಗಳನ್ನು ಶಾಶ್ವತವಾಗಿ ಇರಿಸಿ, ಪೋಷಣೆ ಮಾಡಲು ‘ಆಶ್ರಯ ತಾಣ’ಗಳನ್ನು ನಿರ್ಮಿಸಲು ಬಿಬಿಎಂಪಿ ಪಶುಸಂಗೋಪನೆ ವಿಭಾಗದ ಅಧಿಕಾರಿಗಳು ಚಿಂತನೆ ನಡೆಸಿದ್ದಾರೆ. ಇದಕ್ಕಿರುವ ಕಾನೂನು ತೊಡಕುಗಳನ್ನು ನಿವಾರಿಸಿಕೊಂಡು, ಪ್ರಾಣಿದಯಾ ಸಂಘದ ಸಲಹೆಗಳನ್ನು ಪ‍ಡೆದು ಹೊಸ ಯೋಜನೆ ಅನುಷ್ಠಾನ ಮಾಡಲು ಯೋಚಿಸಿದ್ದಾರೆ.

‘ದೆಹಲಿ ಮತ್ತು ಸುತ್ತಮುತ್ತಲಿನ ಪ್ರದೇಶಗಳ ಬೀದಿ ನಾಯಿಗಳನ್ನು ಹಿಡಿದು, ಅವುಗಳನ್ನು ಆಶ್ರಯ ತಾಣಗಳಿಗೆ ಸ್ಥಳಾಂತರಿಸಿ’ ಎಂದು ಸುಪ್ರೀಂ ಕೋರ್ಟ್‌ ನಿರ್ದೇಶನ ನೀಡಿದೆ.  ರುವುದರಿಂದ, ಬೆಂಗಳೂರಿನಲ್ಲ ಅಧಿಕಾರಿಗಳಿಗೆ ಸೋಮವಾರ ನಿರ್ದೇಶನ ನೀಡಿದೆ. ‘ಈ ಆದೇಶವನ್ನು ನಗರದಲ್ಲೂ ಪಾಲಿಸಬೇಕು’ ಎಂಬ ಆಗ್ರಹ ವಿಧಾನ ಪರಿಷತ್‌ನಲ್ಲೂ ಕೇಳಿ ಬಂದಿರುವುದರಿಂದ  ಆ ಬಗ್ಗೆ ಚರ್ಚೆ ಆರಂಭವಾಗಿದೆ.

‘ಎಲ್ಲ ಬೀದಿ ನಾಯಿಗಳಿಗೂ ಆಶ್ರಯ ಕೇಂದ್ರ ಸ್ಥಾಪಿಸಲು ಸಾಧ್ಯವಾಗುವುದಿಲ್ಲ. ಆದ್ದರಿಂದ ವ್ಯಗ್ರ ಹಾಗೂ ಕಚ್ಚುವ ಅಭ್ಯಾಸ ಬೀದಿ ನಾಯಿಗಳನ್ನಾದರೂ ನಿಗಾ ಕೇಂದ್ರ ಅಥವಾ ಆಶ್ರಯ ಕೇಂದ್ರಗಳಲ್ಲಿ ಶಾಶ್ವತವಾಗಿ ಉಳಿಸಿಕೊಳ್ಳಲು ಯೋಜನೆ ರೂಪಿಸಬೇಕಾಗಿದೆ. ಇದು ಇನ್ನೂ ಆರಂಭಿಕ ಚರ್ಚೆಯಾಗಿದ್ದು, ಇದರ ಬಗ್ಗೆ ಸರ್ಕಾರದ ಮಟ್ಟದಲ್ಲಿ ತೀರ್ಮಾನವಾಗಬೇಕಿದೆ’ ಎಂದು ಬಿಬಿಎಂಪಿ ಪಶು ಸಂಗೋಪನೆ ವಿಭಾಗ ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದರು.

 

ನಿಗಾ ಕೇಂದ್ರದಲ್ಲಿ ಹೆಚ್ಚು ದಿನ ‘ಆಲ್ಫಾ ಡಾಗ್‌’!

‘ಕಚ್ಚಿದ ಬೀದಿ ನಾಯಿಗಳನ್ನು ಹಿಡಿದು, ನಿಗಾ ಕೇಂದ್ರದಲ್ಲಿ ಅವುಗಳಿಗೆ ಎಬಿಸಿ ಕಾರ್ಯಕ್ರಮದಂತೆ 10 ದಿನ ಔಷಧೋಪಚಾರ ಮಾಡಲಾಗುತ್ತದೆ. ಆ ನಂತರ ಅವುಗಳನ್ನು ಮತ್ತೆ ಅದೇ ಸ್ಥಳದಲ್ಲಿ ಬಿಡಲಾಗುತ್ತಿದೆ. ಅವು ಮತ್ತೆ ಕಚ್ಚುತ್ತಿವೆ. ಹೀಗಾಗಿ, ಇಂತಹ ‘ಆಲ್ಫಾ ಡಾಗ್‌’ಗಳನ್ನು ಹೆಚ್ಚು ದಿನ ನಿಗಾ ಕೇಂದ್ರದಲ್ಲಿ ಉಳಿಸಿಕೊಳ್ಳಲು ನಿಯಗಳಲ್ಲಿರುವ ಅವಕಾಶಗಳನ್ನು ಪರಿಶೀಲಿಸಲಾಗುತ್ತಿದೆ’ ಎಂದು ಬಿಬಿಎಂಪಿ ಪಶುಸಂಗೋಪನೆ ವಿಭಾಗದ ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದರು.

‘ನಿಗಾ ಕೇಂದ್ರದಲ್ಲಿರುವ ‘ಆಲ್ಫಾ ಡಾಗ್‌’ಗಳ ನಡವಳಿಕೆ ಸುಧಾರಿಸಿದ ಮೇಲೆ ಅವುಗಳನ್ನು ಬಿಡಬೇಕು ಎಂಬ ಯೋಚನೆ ಇದೆ. ಅದಕ್ಕಾಗಿ, ವೈದ್ಯರು, ಪ್ರಾಣಿಪ್ರಿಯರೂ ಸೇರಿದಂತೆ ಎಲ್ಲರನ್ನೂ ಒಳಗೊಂಡ ಒಂದು ಸಮಿತಿ ರಚಿಸಿ, ಆ ಸಮಿತಿಯ ನಿರ್ಧಾರದಂತೆ ಎಷ್ಟು ದಿನ ‘ಆಲ್ಫಾ ಡಾಗ್‌’ಗಳನ್ನು ನಿಗಾ ಕೇಂದ್ರದಲ್ಲಿ ಇರಿಸಿಕೊಳ್ಳಬೇಕು ಎಂದು ತೀರ್ಮಾನಿಸಲಾಗುತ್ತದೆ. ಈ ಬಗ್ಗೆ ಚರ್ಚೆ ನಡೆಯುತ್ತಿದ್ದು, ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ಅಂತಿಮಗೊಳ್ಳುವ ಸಾಧ್ಯತೆ ಇದೆ’ ಎಂದರು.

ವಿದ್ಯಾರ್ಥಿಗಳಿಬ್ಬರಿಗೆ ಬೀದಿ ನಾಯಿ ಕಡಿತ

ಜ್ಞಾನಭಾರತಿ ಆವರಣದೊಳಗಿರುವ ಬಿ.ಆರ್‌. ಅಂಬೇಡ್ಕರ್‌ ಸ್ಕೂಲ್‌ ಆಫ್‌ ಎಕನಾಮಿಕ್ಸ್‌ನ ಇಬ್ಬರು ವಿದ್ಯಾರ್ಥಿಗಳ ಮೇಲೆ ಬೀದಿ ನಾಯಿಗಳ ಗುಂಪು ದಾಳಿ ಮಾಡಿ ಕಚ್ಚಿದ್ದು, ಒಬ್ಬ ವಿದ್ಯಾರ್ಥಿಗೆ ತೀವ್ರ ಗಾಯಗಳಾಗಿವೆ.

‘ಮಂಗಳವಾರ ಬೆಳಗಿನ ವಾಯುವಿಹಾರದ ಸಂದರ್ಭದಲ್ಲಿ ಬೀದಿ ನಾಯಿಗಳು ದಾಳಿ ಮಾಡಿದ್ದರಿಂದ ವಿದ್ಯಾರ್ಥಿಯೊಬ್ಬರಿಗೆ 10 ಕಡೆ ಗಂಭೀರ ಸ್ವರೂಪದ ಗಾಯಗಳಾಗಿವೆ. ಮಂಗಳವಾರ ಸಂಜೆಯವರೆಗೂ ವಿದ್ಯಾರ್ಥಿಗೆ ತೀವ್ರ ನಿಗಾ ಘಟಕದಲ್ಲಿ ಚಿಕಿತ್ಸೆ ನೀಡಲಾಗಿದೆ’ ಎಂದು ಬಿಬಿಎಂಪಿ ಪಶುಸಂಗೋಪನೆ ವಿಭಾಗದ ಸಹಾಯಕ ನಿರ್ದೇಶಕರು ತಿಳಿಸಿದರು.

‘ಮತ್ತೊಬ್ಬ ವಿದ್ಯಾರ್ಥಿಗೆ ಸಣ್ಣ ಪುಟ್ಟ ಗಾಯಗಳಾಗಿವೆ. ಮಂಗಳವಾರ ಸಂಜೆ ವೇಳೆಗೆ ಇಬ್ಬರೂ ಚೇತರಿಸಿಕೊಂಡಿದ್ದು, ಆರೋಗ್ಯ ಸ್ಥಿರವಾಗಿದೆ’ ಎಂದು ಮಾಹಿತಿ ನೀಡಿದರು.
