Bengaluru: Five city corporations have been formed under the ‘Greater Bangalore Authority’ (GBA) that has come into existence under the jurisdiction of the Bruhat Bangalore Mahanagara Palike (BBMP) to control the administrative machinery of the capital.

The government had named the BBMP area itself as the ‘Greater Bangalore Area ’ and had issued a draft notification on July 15 to form five city corporations within that area. The final notification was issued on September 2. Due to this, the BBMP lost its existence.

The administrative machinery, including major projects of the city, will be handled by the GBA chaired by the Chief Minister, and under it, city corporations such as Bangalore North City Corporation, Bangalore South City Corporation, Bangalore East City Corporation, Bangalore West City Corporation, and Bangalore Central City Corporation have started functioning.

A commission has been formed with a time frame for the re-division of wards. IAS officers have been appointed as commissioners for the new urban corporations, and IAS officers from BBMP have been assigned to GBA.

GBA as administrative machinery

 Five city corporations have been formed under the ‘Greater Bangalore Authority’ (GBA) that has come into existence under the jurisdiction of the Bruhat Bangalore Mahanagara Palike (BBMP) to control the administrative machinery of the capital.

The government had notified on May 15, 2025, identifying the BBMP area as the ‘Greater Bangalore Area’ (GBA) under the ‘Greater Bangalore Administration Act – 2024’ (GBGA). Five city corporations have been formed in the ‘Greater Bangalore Area’ and a final notification has been issued. Due to this, BBMP lost its existence.

The government, exercising its powers under sub-section (1) of Section 4 and sub-section (1) of Section 7 of the GBGA Act, has formed five city corporations considering the population, area, population density, income generated, employment rate in non-agricultural activities, and economic importance.

No division as per assembly: The government had notified the reorganisation of 225 wards under BBMP on September 25, 2023. The new five municipal corporations have been divided into 198 wards in which the BBMP elections were held. In addition, the areas added during the delimitation of 225 wards have been included.

A draft notification was issued to create five municipal corporations to be formed in 712 sq km. The boundaries of the five municipal corporations have been finally notified at 720.9 sq km, increasing by 9 sq km, including the areas added when 225 wards, including the Singhasandra (Kudlu) ward of Anekal assembly constituency, were reorganised.

While the property tax collection for 2025 has been divided into five municipal corporations, Mahadevpur and K.R. The Eastern Municipal Corporation, which will have the jurisdiction of the municipal assembly constituencies, will have the highest collection (₹912 crore). The Northern Municipal Corporation will have the lowest (₹543 crore) tax collection.

The districts are divided so that an average population density of 20,225 per square kilometer is achieved. The Central Municipal Corporation will have the highest population density (32,051), while the Eastern Municipal Corporation will have the lowest population density (7,738). The districts have been divided so that the largest road is on the border of each municipal corporation.

Ward reservation announced on November 30: DCM

A commission has been formed for the ward re-division of the five municipal corporations, and the final notification of the wards will be issued on November 1. Ward reservation will be notified on November 30 and elections will be held, said Bangalore Urban Development Minister D.K. Shivakumar.

"We have submitted an affidavit to the Supreme Court and we have a time limit. After the ward reservation notification is not issued, it will be given to the Election Commission and a request will be made to hold the elections. A letter has been written to the State Election Commission to start preparations for holding the elections. They will also prepare the voters' list very soon. The Election Commission will conduct the elections as an autonomous body," he informed reporters on Tuesday.

Responding to a reporter's question, "Will the 74th Amendment not be affected by the presence of GBA on the municipalities, and will no one go to court tomorrow?", Shivakumar said, "We have filed applications in all the courts and all of them have been rejected. The Supreme Court has accepted our affidavit. The Supreme Court has asked us to come for hearing on November 3 after the ward re-demarcation."

ಬೆಂಗಳೂರು: ರಾಜಧಾನಿಯ ಆಡಳಿತ ಯಂತ್ರವನ್ನು ನಿಯಂತ್ರಿಸಲು ಬೃಹತ್‌ ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆ (ಬಿಬಿಎಂಪಿ) ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಅಸ್ತಿತ್ವಕ್ಕೆ ಬಂದಿರುವ ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ’ದ (ಜಿಬಿಎ) ಅಡಿಯಲ್ಲಿ ಐದು ನಗರ ಪಾಲಿಕೆಗಳು ರಚನೆಯಾಗಿವೆ.

ಸರ್ಕಾರ, ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯನ್ನೇ ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರದೇಶ’ ಎಂದು ಹೆಸರಿಸಿ, ಆ ವ್ಯಾಪ್ತಿಯಲ್ಲೇ ಜುಲೈ 15ರಂದು ಐದು ನಗರ ಪಾಲಿಕೆಗಳನ್ನು ರಚಿಸಿ, ಕರಡು ಅಧಿಸೂಚನೆಯನ್ನು ಹೊರಡಿಸಿತ್ತು. ಸೆಪ್ಟೆಂಬರ್‌ 2ರಂದು ಅಂತಿಮ ಅಧಿಸೂಚನೆಯನ್ನು ಹೊರಡಿಸಿದೆ. ಇದರಿಂದ ಬಿಬಿಎಂಪಿ ತನ್ನ ಅಸ್ತಿತ್ವ ಕಳೆದುಕೊಂಡಿತು.

ನಗರದ ಪ್ರಮುಖ ಯೋಜನೆಗಳು ಸೇರಿದಂತೆ ಆಡಳಿತಯಂತ್ರವನ್ನು ಮುಖ್ಯಮಂತ್ರಿ ಅಧ್ಯಕ್ಷತೆಯ ಜಿಬಿಎ ನಿರ್ವಹಿಸಲಿದ್ದು, ಅದರಡಿ ಬೆಂಗಳೂರು ಉತ್ತರ ನಗರ ಪಾಲಿಕೆ, ಬೆಂಗಳೂರು ದಕ್ಷಿಣ ನಗರ ಪಾಲಿಕೆ, ಬೆಂಗಳೂರು ಪೂರ್ವ ನಗರ ಪಾಲಿಕೆ, ಬೆಂಗಳೂರು ಪಶ್ಚಿಮ ನಗರ ಪಾಲಿಕೆ, ಬೆಂಗಳೂರು ಕೇಂದ್ರ ನಗರ ಪಾಲಿಕೆ ಎಂದು ನಗರ ಪಾಲಿಕೆಗಳು ಕಾರ್ಯಾರಂಭ ಆರಂಭಿಸಿವೆ.

ವಾರ್ಡ್‌ಗಳ ಪುನರ್‌ ವಿಂಗಡನೆಗೆ ಕಾಲಾವಧಿ ನಿಗದಿಪಡಿಸಿ ಆಯೋಗವನ್ನು ರಚಿಸಲಾಗಿದೆ. ಹೊಸ ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಐಎಎಸ್‌ ಅಧಿಕಾರಿಗಳನ್ನು ಆಯುಕ್ತರನ್ನಾಗಿ ನೇಮಿಸಲಾಗಿದ್ದು, ಬಿಬಿಎಂಪಿಯಲ್ಲಿದ್ದ ಐಎಎಸ್‌ ಅಧಿಕಾರಿಗಳನ್ನು ಜಿಬಿಎಗೆ ನಿಯೋಜಿಸಲಾಗಿದೆ.

ರಾಜಧಾನಿಯ ಆಡಳಿತ ಯಂತ್ರವನ್ನು ನಿಯಂತ್ರಿಸಲು ಬೃಹತ್‌ ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆ (ಬಿಬಿಎಂಪಿ) ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಅಸ್ತಿತ್ವಕ್ಕೆ ಬಂದಿರುವ ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ’ದ (ಜಿಬಿಎ) ಅಡಿಯಲ್ಲಿ ಐದು ನಗರ ಪಾಲಿಕೆಗಳು ರಚನೆಯಾಗಿವೆ.

‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಆಡಳಿತ ಕಾಯ್ದೆ– 2024’ (ಜಿಬಿಜಿಎ) ಅಡಿಯಲ್ಲಿ ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯನ್ನು ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರದೇಶ’ (ಜಿಬಿಎ) ಎಂದು ಗುರುತಿಸಿ 2025ರ ಮೇ 15ರಂದು ಸರ್ಕಾರ ಅಧಿಸೂಚಿಸಿತ್ತು. ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರದೇಶ’ದಲ್ಲೇ ಐದು ನಗರ ಪಾಲಿಕೆಗಳನ್ನು ರಚಿಸಿ ಅಂತಿಮ ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಲಾಗಿದೆ. ಇದರಿಂದ ಬಿಬಿಎಂಪಿ ತನ್ನ ಅಸ್ತಿತ್ವ ಕಳೆದುಕೊಂಡಿತು.

ಜಿಬಿಜಿಎ ಕಾಯ್ದೆಯ ಪ್ರಕರಣ 4ರ ಉಪ ಪ್ರಕರಣ (1) ಹಾಗೂ ಪ್ರಕರಣ 7ರ ಉಪ ಪ್ರಕರಣದಡಿ (1) ಅಧಿಕಾರ ಚಲಾಯಿಸಿರುವ ಸರ್ಕಾರ, ಜನಸಂಖ್ಯೆ, ವಿಸ್ತೀರ್ಣ, ಜನಸಂಖ್ಯಾ ಸಾಂದ್ರತೆ, ಉತ್ಪತ್ತಿಯಾಗುವ ಆದಾಯ, ಕೃಷಿಯೇತರ ಚಟುವಟಿಕೆಗಳಲ್ಲಿನ ಉದ್ಯೋಗ ಪ್ರಮಾಣ, ಆರ್ಥಿಕ ಪ್ರಾಮುಖ್ಯವನ್ನು ಪರಿಗಣಿಸಿ ಐದು ನಗರ ಪಾಲಿಕೆಗಳನ್ನು ರಚಿಸಲಾಗಿದೆ.

ವಿಧಾನಸಭೆಯಂತೆ ವಿಂಗಡಣೆ ಇಲ್ಲ: ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ 225 ವಾರ್ಡ್‌ಗಳನ್ನು ಮರುರಚಿಸಿ 2023ರ ಸೆಪ್ಟೆಂಬರ್‌ 25ರಂದು ಸರ್ಕಾರ ಅಧಿಸೂಚಿಸಿತ್ತು. ಹೊಸ ಐದು ನಗರ ಪಾಲಿಕೆಗಳನ್ನು ಬಿಬಿಎಂಪಿ ಚುನಾವಣೆ ನಡೆದಿದ್ದ 198 ವಾರ್ಡ್‌ಗಳಂತೆ ವಿಂಗಡಿಸಲಾಗಿದೆ. ಜೊತೆಗೆ 225 ವಾರ್ಡ್‌ಗಳ ವಿಂಗಡಣೆ ಸಮಯದಲ್ಲಿ ಸೇರಿಸಲಾದ ಪ್ರದೇಶಗಳನ್ನು ಸೇರಿಸಿಕೊಳ್ಳಲಾಗಿದೆ.

712 ಚದರ ಕಿ.ಮೀಯಲ್ಲಿ ರಚನೆಯಾಗಲಿರುವ ಐದು ನಗರ ಪಾಲಿಕೆಗಳನ್ನು ರಚಿಸಿ ಕರಡು ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಲಾಗಿತ್ತು. ಆನೇಕಲ್‌ ವಿಧಾನಸಭೆ ಕ್ಷೇತ್ರದ ಸಿಂಗಸಂದ್ರ (ಕೂಡ್ಲು) ವಾರ್ಡ್‌ ಸೇರಿದಂತೆ 225 ವಾರ್ಡ್‌ಗಳನ್ನು ಪುನರ್‌ ವಿಂಗಡಿಸಿದಾಗ ಸೇರಿಕೊಂಡ ಪ್ರದೇಶಗಳು ಸೇರಿದಂತೆ 9 ಚದರ ಕಿ.ಮೀಯನ್ನು ವೃದ್ಧಿಸಿ 720.9 ಚದರ ಕಿ.ಮೀಯಲ್ಲಿ ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ಗಡಿಯನ್ನು ಅಂತಿಮವಾಗಿ ಅಧಿಸೂಚಿಸಲಾಗಿದೆ.

2025ರ ಆಸ್ತಿ ತೆರಿಗೆ ಸಂಗ್ರಹವನ್ನು ಐದು ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ವಿಂಗಡಿಸಿದರೆ, ಮಹದೇವಪುರ ಹಾಗೂ ಕೆ.ಆರ್. ಪುರ ವಿಧಾನಸಭೆ ಕ್ಷೇತ್ರಗಳ ವ್ಯಾಪ್ತಿಯನ್ನು ಹೊಂದಲಿರುವ ಪೂರ್ವ ನಗರ ಪಾಲಿಕೆಗೆ ಅತಿಹೆಚ್ಚು (₹912 ಕೋಟಿ) ಸಂಗ್ರಹವಿರಲಿದೆ. ಉತ್ತರ ನಗರ ಪಾಲಿಕೆಗೆ ಅತಿ ಕಡಿಮೆ (₹543 ಕೋಟಿ) ತೆರಿಗೆ ಸಂಗ್ರಹವಾಗಲಿದೆ.

ಒಂದು ಚದರ ಕಿ.ಮೀಗೆ ಸರಾಸರಿ 20,225 ಜನಸಂಖ್ಯೆ ಸಾಂದ್ರತೆ ಬರುವಂತೆ ವಿಂಗಡಿಸಲಾಗಿದೆ. ಕೇಂದ್ರ ನಗರ ಪಾಲಿಕೆಯಲ್ಲಿ ಅತಿಹೆಚ್ಚು ಜನಸಂಖ್ಯೆ ಸಾಂದ್ರತೆ (32,051) ಇರಲಿದ್ದು, ಪೂರ್ವ ನಗರ ಪಾಲಿಕೆಯಲ್ಲಿ ಅತಿ ಕಡಿಮೆ ಜನಸಂಖ್ಯೆ ಸಾಂದ್ರತೆ (7,738) ಇರಲಿದೆ. ಪ್ರತಿ ನಗರ ಪಾಲಿಕೆಗಳ ಗಡಿಯಲ್ಲಿ ಅತಿದೊಡ್ಡ ರಸ್ತೆಯೇ ಇರುವಂತೆ ವಿಂಗಡಣೆ ಮಾಡಲಾಗಿದೆ.

ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ವಾರ್ಡ್‌ ಪುನರ್‌ ವಿಂಗಡಣೆಗೆ ಆಯೋಗ ರಚಿಸಲಾಗಿದ್ದು, ನವೆಂಬರ್‌ 1ಕ್ಕೆ ವಾರ್ಡ್‌ಗಳ ಅಂತಿಮ ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಲಾಗುತ್ತದೆ. ನ.30ರಂದು ವಾರ್ಡ್‌ ಮೀಸಲಾತಿ ಅಧಿಸೂಚಿಸಿ, ಚುನಾವಣೆ ನಡೆಸಲಾಗುತ್ತದೆ’ ಎಂದು ಬೆಂಗಳೂರು ನಗರಾಭಿವೃದ್ಧಿ ಸಚಿವ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್‌ ತಿಳಿಸಿದರು.

‘ನಾವು ಸುಪ್ರೀಂ ಕೋರ್ಟಿಗೆ ಅಫಿಡವಿಟ್ ಸಲ್ಲಿಸಿದ್ದು, ನಮಗೆ ಕಾಲಮಿತಿ ಇದೆ. ವಾರ್ಡ್‌ ಮೀಸಲಾತಿ ಅಧಿಸೂಚನೆಯಾಗದ ನಂತರ ಚುನಾವಣೆ ಆಯೋಗಕ್ಕೆ ನೀಡಿ, ಚುನಾವಣೆ ನಡೆಸಲು ಕೋರಿಕೊಳ್ಳಲಾಗುತ್ತದೆ. ಚುನಾವಣೆ ನಡೆಸಲು ಪೂರ್ವಸಿದ್ಧತೆ ಆರಂಭಿಸಬೇಕು ಎಂದು ರಾಜ್ಯ ಚುನಾವಣಾ ಆಯೋಗಕ್ಕೆ ಪತ್ರ ಬರೆಯಲಾಗಿದೆ. ಅವರೂ ಅತಿ ಶೀಘ್ರದಲ್ಲಿ ಮತದಾರರ ಪಟ್ಟಿ ಸಿದ್ಧಪಡಿಸಲಿದ್ದಾರೆ. ಸ್ವಾಯತ್ತ ಸಂಸ್ಥೆಯಾಗಿ ಚುನಾವಣಾ ಆಯೋಗ ಚುನಾವಣೆ ಮಾಡಲಿದೆ’ ಎಂದು ಸುದ್ದಿಗಾರರಿಗೆ ಮಂಗಳವಾರ ಮಾಹಿತಿ ನೀಡಿದರು.

‘ಪಾಲಿಕೆಗಳ ಮೇಲೆ ಜಿಬಿಎ ಇರುವುದರಿಂದ 74ನೇ ತಿದ್ದುಪಡಿಗೆ ತೊಂದರೆಯಾಗುವುದಿಲ್ಲವೇ, ನಾಳೆ ಯಾರೂ ನ್ಯಾಯಾಲಯದ ಮೊರೆ ಹೋಗುವುದಿಲ್ಲವೇ’ ಎಂಬ ಸುದ್ದಿಗಾರರ ಪ್ರಶ್ನೆಗೆ ಉತ್ತರಿಸಿದ ಶಿವಕುಮಾರ್‌, ‘ಎಲ್ಲಾ ನ್ಯಾಯಾಲಯಗಳಲ್ಲಿ ಅರ್ಜಿ ಹಾಕಿ, ಅವೆಲ್ಲವೂ ತಿರಸ್ಕಾರವಾಗಿವೆ. ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ನಮ್ಮ ಅಫಿಡವಿಟ್ ಒಪ್ಪಿದೆ. ವಾರ್ಡ್ ಪುನರ್ ವಿಂಗಡಣೆ ಬಳಿಕ, ನವೆಂಬರ್ 3ರಂದು ವಿಚಾರಣೆಗೆ ಬರುವಂತೆ ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ತಿಳಿಸಿದೆ’ ಎಂದರು.
