Bengaluru: The day of the demise of the Bruhat Bengaluru Mahanagara Palike (BBMP) after 18 years is approaching. As per the final notification of the five municipal corporations on September 2, the name BBMP is not there.
Along with or before the final notification of the five municipal corporations, a ‘Greater Bengaluru Authority’ (GBA) headed by the Chief Minister will be formed. The BBMP Chief Commissioner will become the GBA Chief Commissioner, while the heads of various departments including BDA, Water Board, BESCOM, Police will become members of the GBA.
Commissioners will be appointed for Bangalore Central Municipal Corporation, Bangalore North Municipal Corporation, Bangalore South Municipal Corporation, Bangalore East Municipal Corporation, Bangalore West Municipal Corporation. BBMP officials have informed that the ‘Zonal Commissioner Offices of BBMP’ under the jurisdiction of the respective corporations will be converted into Commissioner’s Offices.
The Greater Bangalore Administration Act- 2024 has been implemented from May 15, 2025, and was named the Greater Bangalore Region. The plan for that area is to create five municipal corporations and a draft notification was issued on July 19. The public was allowed to submit objections until August 18. Thousands of objections have been received, including the inclusion of assembly constituencies in two or three municipal corporations, and the final notification will be issued on September 2 after considering them.
The final notification will divide the areas of the assembly constituencies into a single city corporation, the five city corporations that will come into existence, the division of wards, the reservation will be fixed, and the works will be done like the current 198 wards after the elections are over and the notification is issued. The final notification to be issued on September 2 will make it clear which city corporations will be divided into which wards. Until a new law is framed for city corporations, the official authority is as per the BBMP-2020 Act.

Mayor's office for the Chief Minister
The office of the Administrative Officer, which has been the city mayor or the election representative since 1958 at the corporation headquarters at N.R. Chowk, will henceforth be the office of the Chief Minister, who will be the president of the Greater Bangalore Authority (BGA).
Portraits of the city's 53 mayors and the term plates of the mayors have been unveiled from the office. Work has begun to equip the office in a sophisticated manner for the Chief Minister himself. Redesign work is going on day and night.
Portraits of 33 mayors of Bangalore Municipal Corporation from 1949 to 1995, 10 mayors of Bangalore Mahanagara Palike from 1996 to 2006, and 10 mayors of Bruhat Bengaluru Mahanagara Palike have been unveiled. All of them have been shifted to the council building on the corporation premises for the time being.
100-day action plan!
Consultants have been finalised through tenders to get support from private companies for the transformation of BBMP into Greater Bengaluru Authority. A 100-day action plan has been formulated for the reallocation of assets across the entire jurisdiction. The project started in August and an initial report will be submitted in four weeks and a report on the transformation of GBA in 10 weeks. The private company will create an institutional framework, strong governance and coordination-accountability mechanisms between the municipal corporations and other departments. Officials said that the entire organization will provide assistance from the private organization BBMP to the Greater Bangalore Authority and the corporations for a total of 52 weeks, that is, one year.
BBMP formed in 2007
The Greater Bangalore Corporation was formed in 2006, comprising seven municipalities, one municipality and 110 villages surrounding the Bangalore Metropolitan Corporation. 198 wards were created and elections were held in 2010. The term of the BBMP Council ended on September 10, 2020.

ಬೆಂಗಳೂರು: ಬೃಹತ್ ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆ (ಬಿಬಿಎಂಪಿ) 18 ವರ್ಷಗಳ ನಂತರ ಅಸ್ತಿತ್ವ ಕಳೆದುಕೊಳ್ಳುವ ದಿನ ಹತ್ತಿರವಾಗುತ್ತಿದೆ. ಸೆಪ್ಟೆಂಬರ್ 2ರಂದು ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ಅಂತಿಮ ಅಧಿಸೂಚನೆ ಹೊರಬಿದ್ದಂತೆಯೇ ಬಿಬಿಎಂಪಿ ಹೆಸರು ಇಲ್ಲವಾಗುತ್ತದೆ.
ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ಅಂತಿಮ ಅಧಿಸೂಚನೆ ಜೊತೆಗೆ ಅಥವಾ ಅದಕ್ಕೂ ಮುನ್ನ, ಮುಖ್ಯಮಂತ್ರಿಯವರ ನೇತೃತ್ವದ ‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ’ (ಜಿಬಿಎ) ರಚನೆಯಾಗಲಿದೆ. ಬಿಬಿಎಂಪಿ ಮುಖ್ಯ ಆಯುಕ್ತರು ಜಿಬಿಎ ಮುಖ್ಯ ಆಯುಕ್ತರಾಗಲಿದ್ದು, ಬಿಡಿಎ, ಜಲಮಂಡಳಿ, ಬೆಸ್ಕಾಂ, ಪೊಲೀಸ್ ಸೇರಿದಂತೆ ವಿವಿಧ ಇಲಾಖೆಗಳ ಮುಖ್ಯಸ್ಥರು ಜಿಬಿಎ ಸದಸ್ಯರಾಗಲಿದ್ದಾರೆ.
ಬೆಂಗಳೂರು ಕೇಂದ್ರ ನಗರ ಪಾಲಿಕೆ, ಬೆಂಗಳೂರು ಉತ್ತರ ನಗರ ಪಾಲಿಕೆ, ಬೆಂಗಳೂರು ದಕ್ಷಿಣ ನಗರ ಪಾಲಿಕೆ, ಬೆಂಗಳೂರು ಪೂರ್ವ ನಗರ ಪಾಲಿಕೆ, ಬೆಂಗಳೂರು ಪಶ್ಚಿಮ ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಆಯುಕ್ತರನ್ನು ಸರ್ಕಾರ ನೇಮಿಸಲಿದೆ. ಆಯಾ ಪಾಲಿಕೆಗಳ ವ್ಯಾಪ್ತಿಯಲ್ಲಿರುವ ‘ಬಿಬಿಎಂಪಿಯ ವಲಯ ಆಯುಕ್ತರ ಕಚೇರಿ’ಗಳನ್ನೇ ಆಯುಕ್ತರ ಕಚೇರಿಯನ್ನಾಗಿ ಪರಿವರ್ತಿಸಲಾಗುತ್ತದೆ ಎಂದು ಬಿಬಿಎಂಪಿಯ ಅಧಿಕಾರಿಗಳು ಮಾಹಿತಿ ನೀಡಿದರು.
ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಆಡಳಿತ ಕಾಯ್ದೆ- 2024ಅನ್ನು 2025ರ ಮೇ 15ರಿಂದ ಜಾರಿಗೊಳಿಸಲಾಗಿದ್ದು, ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯನ್ನು ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರದೇಶ ಎಂದು ಹೆಸರಿಸಲಾಗಿತ್ತು. ಆ ಪ್ರದೇಶದ ವ್ಯಾಪ್ತಿಯಲ್ಲಿಯೇ ಐದು ನಗರ ಪಾಲಿಕೆಗಳನ್ನು ರಚಿಸಿ ಜುಲೈ19ರಂದು ಕರಡು ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಲಾಗಿತ್ತು. ಆಗಸ್ಟ್ 18ರವರೆಗೆ ಸಾರ್ವಜನಿಕರಿಗೆ ಆಕ್ಷೇಪಣೆ ಸಲ್ಲಿಸಲು ಅವಕಾಶವಿತ್ತು. ವಿಧಾನಸಭೆ ಕ್ಷೇತ್ರಗಳನ್ನು ಎರಡು, ಮೂರು ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಸೇರಿಸಿರುವುದು ಸೇರಿದಂತೆ ಸಾವಿರಾರು ಆಕ್ಷೇಪಣೆಗಳು ಬಂದಿದ್ದು, ಅವುಗಳನ್ನು ಪರಿಗಣಿಸಿ ಸೆಪ್ಟೆಂಬರ್ 2ರಂದು ಅಂತಿಮ ಅಧಿಸೂಚನೆ ಹೊರಬೀಳಲಿದೆ.
ವಿಧಾನಸಭೆ ಕ್ಷೇತ್ರಗಳ ಪ್ರದೇಶಗಳನ್ನು ಒಂದೇ ನಗರ ಪಾಲಿಕೆಗೆ ಬರುವಂತೆ ಪುನರ್ ವಿಂಗಡಿಸಿ ಅಂತಿಮ ಅಧಿಸೂಚನೆಯಾಗಿ, ಅಸ್ತಿತ್ವಕ್ಕೆ ಬರುವ ಐದು ನಗರ ಪಾಲಿಕೆಗಳು, ವಾರ್ಡ್ ವಿಂಗಡಣೆಯಾಗಿ, ಮೀಸಲಾತಿ ನಿಗದಿಯಾಗಿ, ಚುನಾವಣೆ ಮುಗಿದು ಅಧಿಸೂಚನೆ ಹೊರಬೀಳುವವರೆಗೂ ಬಿಬಿಎಂಪಿಯಲ್ಲಿ ಈಗಿರುವ 198 ವಾರ್ಡ್ ಗಳಂತೆಯೇ ಕಾಮಗಾರಿಗಳು ನಡೆಯಲಿವೆ. ಯಾವ ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಯಾವ ವಾರ್ಡ್ ಗಳು ವಿಂಗಡಣೆಯಾಗಲಿವೆ ಎಂಬುದು ಸೆಪ್ಟೆಂಬರ್ 2ರಂದು ಹೊರಬೀಳುವ ಅಂತಿಮ ಅಧಿಸೂಚನೆಯಲ್ಲಿ ಸ್ಪಷ್ಟವಾಗಲಿದೆ. ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಹೊಸ ಕಾಯ್ದೆ ರಚನೆಯಾಗುವವರೆಗೂ ಬಿಬಿಎಂಪಿ-2020 ಕಾಯ್ದೆಯೇ ಅನ್ವಯವಾಗಲಿದೆ ಎಂದು ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದರು.
ಮುಖ್ಯಮಂತ್ರಿಯವರಿಗೆ ಮೇಯರ್ ಕಚೇರಿ
ಎನ್.ಆರ್. ಚೌಕದಲ್ಲಿರುವ ಪಾಲಿಕೆಯ ಕೇಂದ್ರಕಚೇರಿಯ 1958ರಿಂದ ನಗರ ಮೇಯರ್ ಅವರು ಅಥವಾ ಚುನಾವಣೆ ಪ್ರತಿನಿಧಿಗಳು ಇಲ್ಲದಾಗ ಆಡಳಿತಾಧಿಕಾರಿಯವರ ಕಚೇರಿ ಇನ್ನು ಮುಂದೆ ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ (ಬಿಜಿಎ) ಅಧ್ಯಕ್ಷರಾಗುವ ಮುಖ್ಯಮಂತ್ರಿಯವರ ಕಚೇರಿಯಾಗಲಿದೆ.
ನಗರದ 53 ಮೇಯರ್ ಗಳ ಭಾವಚಿತ್ರಗಳು ಹಾಗೂ ಮೇಯರ್ ಗಳ ಅವಧಿಯ ಫಲಕಗಳನ್ನು ಕಚೇರಿಯಿಂದ ತೆರವು ಮಾಡಲಾಗಿದೆ. ಮುಖ್ಯಮಂತ್ರಿಯವರಿಗಾಗಿಯೇ ಅತ್ಯಾಧುನಿಕವಾಗಿ ಕಚೇರಿಯನ್ನು ಸಜ್ಜುಗೊಳಿಸುವ ಕೆಲಸ ಆರಂಭವಾಗಿದೆ. ಹಗಲು ರಾತ್ರಿ ಮರುವಿನ್ಯಾಸ ಕೆಲಸ ನಡೆಯುತ್ತಿದೆ.
1949ರಿಂದ 1995ರವರೆಗೆ ಬೆಂಗಳೂರು ನಗರಸಭೆಯ 33 ಮೇಯರ್ ಗಳು, 1996ರಿಂದ 2006ರವರೆಗೆ ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆಯ 10 ಮೇಯರ್ ಗಳು, ಬೃಹತ್ ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆಯ 10 ಮೇಯರ್ ಗಳ ಭಾವಚಿತ್ರಗಳನ್ನು ತೆರವು ಮಾಡಲಾಗಿದೆ. ಅವುಗಳೆಲ್ಲವನ್ನು ಸದ್ಯದ ಮಟ್ಟಿಗೆ, ಪಾಲಿಕೆ ಆವರಣದಲ್ಲೇ ಇರುವ ಕೌನ್ಸಿಲ್ ಕಟ್ಟಡಕ್ಕೆ ಸ್ಥಳಾಂತರಿಸಲಾಗಿದೆ.
100 ದಿನಗಳ ಕ್ರಿಯಾಯೋಜನೆ!
ಬಿಬಿಎಂಪಿಯಿಂದ ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರವಾಗಿಪರಿವರ್ತನೆಯಾಗಲು ಖಾಸಗಿ ಸಂಸ್ಥೆಗಳ ಬೆಂಬಲ ಪಡೆಯಲಾಗಿದ್ದು, ಟೆಂಡರ್ ಮೂಲಕ ಸಲಹೆಗಾರರನ್ನು ಅಂತಿಮಗೊಳಿಸಲಾಗಿದೆ. ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯ ಸ್ವತ್ತುಗಳಮರುಹಂಚಿಕೆಗೆ 100 ದಿನದ ಕ್ರಿಯಾಯೋಜನೆ ರೂಪಿಸಲಾಗಿದೆ. ಆಗಸ್ಟ್ ನಿಂದ ಯೋಜನೆ ಸಿದ್ಧತೆ ಆರಂಭವಾಗಿದ್ದು, ನಾಲ್ಕು ವಾರದಲ್ಲಿ ಆರಂಭಿಕ ವರದಿ, 10 ವಾರದಲ್ಲಿ ಜಿಬಿಎ ಪರಿವರ್ತನೆಯಾಗಲು ವರದಿ ಸಲ್ಲಿಕೆಯಾಗಲಿದೆ. ಸಾಂಸ್ಥಿಕಚೌಕಟ್ಟು, ಸದೃಢ ಆಡಳಿತ ಹಾಗೂ ನಗರ ಪಾಲಿಕೆಗಳು ಮತ್ತುಇತರೆ ಇಲಾಖೆಗಳ ನಡುವೆ ಸಮನ್ವಯ– ಹೊಣೆಗಾರಿಕೆಯಕಾರ್ಯವಿಧಾನಗಳನ್ನು ಖಾಸಗಿ ಸಂಸ್ಥೆ ರಚಿಸಿಕೊಡಲಿದೆ. ಒಟ್ಟಾರೆ 52 ವಾರ ಅಂದರೆ ಒಂದು ವರ್ಷ ಖಾಸಗಿ ಸಂಸ್ಥೆ ಬಿಬಿಎಂಪಿಯಿಂದ ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರವಾಗಲು, ಪಾಲಿಕೆಗಳು ಸಂಪೂರ್ಣ ಅಸ್ತಿತ್ವ ಕಂಡುಕೊಳ್ಳಲು ನೆರವು ನೀಡಲಿದೆ ಎಂದು ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದರು.
2007ರಲ್ಲಿ ಬಿಬಿಎಂಪಿ ರಚನೆ
ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆ ವ್ಯಾಪ್ತಿಗೆ ಸುತ್ತಮುತ್ತಲಿನ ಏಳು ನಗರಸಭೆ, ಒಂದು ಪುರಸಭೆ ಹಾಗೂ 110 ಹಳ್ಳಿಗಳನ್ನು ಸೇರಿಸಿ ಬೃಹತ್ ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆಯನ್ನು 2006ರಲ್ಲಿ ರಚಿಸಲಾಯಿತು. 198 ವಾರ್ಡ್ ಗಳನ್ನು ರಚಿಸಿ, 2010ರಲ್ಲಿ ಚುನಾವಣೆ ನಡೆಸಲಾಗಿತ್ತು. 2020ರ ಸೆಪ್ಟೆಂಬರ್ 10ಕ್ಕೆ ಬಿಬಿಎಂಪಿ ಕೌನ್ಸಿಲ್ ಅವಧಿ ಮುಗಿದಿತ್ತು.
