Bengaluru: The Bruhat Bengaluru Mahanagara Palike (BBMP) office at N.R. Square, which is becoming the office of the ‘Greater Bangalore Authority’ (GBA), is abuzz with work. Renovation activities have picked up pace.
Work is underway to redesign the mayor’s office for the GBA chairman, and work has begun to furnish offices for the vice chairman and chief commissioner.
Despite confusion over ‘what should the redesign work be done, should tenders be called? Should it not be?’, the redesign activities are increasing. The BBMP officials, who had not even cleaned the back of the main building, which had been in a dilapidated condition for many years, have undertaken a massive cleaning work as soon as it became the GBA office.
Town Hall:
The work of redesigning the ‘Kempegowda Town Hall’, which was a hall for 198 corporators, by increasing its capacity to 243 seats had been started earlier. It was not yet completed. Now it has been decided to change the design again.
It has been decided to use the ‘Kempegowda Town Hall’ to hold GBA meetings. Apart from the president and vice-president, 72 members have already been appointed to the GBA. Many more guests will participate during the meeting, and there will also be officers. Therefore, a larger hall is required. Therefore, the ‘Town Hall’ will be converted into a GBA hall, officials said.

Major departments under GBA jurisdiction
The urban planning, public works, public health, horticulture, education, lakes, and forest departments of the BBMP will come under the jurisdiction of the GBA.
A ‘climate action cell’ will be established in the GBA. The Forest, Lake and Horticulture departments, including the Climate Action and Resilience Project, are already working under this. Thus, all these departments will be included in the GBA.
There are road infrastructure and planning departments for the works. It has been decided to cancel these and entrust all the works to the Chief Engineer of the Municipal Corporations. Since the major works are being handled by ‘B-Smile’, the remaining works under the jurisdiction of the respective Municipal Corporations are being brought under the jurisdiction of the Chief Engineer.
‘A’ Khata for all will be delayed
Since the BBMP is being divided into five Municipal Corporations, the process of giving ‘A’ Khata to all the sites will be delayed.
Five Municipal Corporations will be formed under the jurisdiction of the ‘Greater Bangalore Authority’, and ‘Khatas’ will have to be given accordingly. Thus, this project, which was supposed to start on August 15, is getting delayed. Officials said that discussions are underway on whether their wards should also be included in the account under the name of the new municipal corporations.
Names of associations also changed
Officers-Employees Association, cooperative banks, and civil workers and contractors had registered associations with the name ‘BBMP’. Now, the association’s office bearers have decided to change all such associations from ‘BBMP’ to ‘Greater Bangalore’.
‘BBMP Officers-Employees Welfare Development Association’ will be the main association called ‘Greater Bangalore Officers-Employees Welfare Development Association’, and separate associations are being considered to be formed under it like district organizations in the five municipal corporations, said association president A. Amrit Raj.
‘BBMP Contractors Association will also be transformed into ‘Greater Bangalore Contractors Association’, and if necessary, separate associations will be formed under our association in all five municipal corporations,’ informed the association’s president Nandakumar.
There are hundreds of associations formed by including ‘BBMP’, and it is inevitable that all of them will change. ‘Some money will be spent on renaming and registering the associations,’ said the office bearers of the associations.

ಬೆಂಗಳೂರು: ‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ’ದ (ಜಿಬಿಎ) ಕಚೇರಿಯಾಗುತ್ತಿರುವ ಎನ್.ಆರ್. ಚೌಕದಲ್ಲಿರುವ ಬೃಹತ್ ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆ (ಬಿಬಿಎಂಪಿ) ಕಚೇರಿಯಲ್ಲಿ ಕಾಮಗಾರಿಗಳದ್ದೇ ಸದ್ದು. ಮರು ವಿನ್ಯಾಸ ಚಟುವಟಿಕೆಗಳು ಚುರುಕುಗೊಂಡಿವೆ.
ಮೇಯರ್ ಕಚೇರಿಯನ್ನು ಜಿಬಿಎ ಅಧ್ಯಕ್ಷರಿಗಾಗಿ ಮರುವಿನ್ಯಾಸಗೊಳಿಸುವ ಕಾಮಗಾರಿ ನಡೆಯುತ್ತಿದ್ದು, ಉಪಾಧ್ಯಕ್ಷ ಹಾಗೂ ಮುಖ್ಯ ಆಯುಕ್ತರಿಗೆ ಕಚೇರಿಗಳನ್ನು ಸಜ್ಜುಗೊಳಿಸಲು ಕಾಮಗಾರಿಗಳು ಆರಂಭವಾಗಿವೆ.
‘ಯಾವ ಬಾಬ್ತಿನಲ್ಲಿ ಮರು ವಿನ್ಯಾಸ ಕಾಮಗಾರಿಗಳನ್ನು ನಡೆಸಬೇಕು, ಟೆಂಡರ್ ಕರೆಯಬೇಕೇ? ಬೇಡವೇ?’ ಎಂಬ ಗೊಂದಲಗಳಿದ್ದರೂ ಮರು ವಿನ್ಯಾಸ ಚಟುವಟಿಕೆಗಳು ಹೆಚ್ಚಾಗುತ್ತಲೇ ಇವೆ. ಮುಖ್ಯ ಕಟ್ಟಡ ಹಿಂಭಾಗ ಹಲವು ವರ್ಷಗಳಿಂದ ದುಃಸ್ಥಿತಿಯಲ್ಲಿದ್ದರೂ ಸ್ವಚ್ಛತೆಯನ್ನೂ ಮಾಡದ ಬಿಬಿಎಂಪಿ ಅಧಿಕಾರಿಗಳು, ಜಿಬಿಎ ಕಚೇರಿ ಎಂದಾಗುತ್ತಿದ್ದಂತೆಯೇ ಬೃಹತ್ ಮಟ್ಟದಲ್ಲಿ ಸ್ವಚ್ಛತೆ ಕಾರ್ಯವನ್ನೂ ಕೈಗೊಂಡಿದ್ದಾರೆ.
ಕೆಂಪೇಗೌಡ ಪೌರ ಸಭಾಂಗಣ:
198 ಕಾರ್ಪೊರೇಟರ್ಗಳ ಸಭಾಂಗಣವಾಗಿದ್ದ ‘ಕೆಂಪೇಗೌಡ ಪೌರ ಸಭಾಂಗಣ’ನ್ನು 243 ಆಸನಗಳಿಗೆ ಹೆಚ್ಚಿಸಿ ಈ ಹಿಂದೆ ಮರುವಿನ್ಯಾಸಗೊಳಿಸುವ ಕಾರ್ಯ ಆರಂಭಿಸಲಾಗಿತ್ತು. ಅದು ಇನ್ನೂ ಮುಗಿದಿರಲಿಲ್ಲ. ಈಗ ಮತ್ತೆ ವಿನ್ಯಾಸ ಬದಲಿಸಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ.
ಜಿಬಿಎ ಸಭೆಗಳನ್ನು ನಡೆಸಲು ‘ಕೆಂಪೇಗೌಡ ಪೌರ ಸಭಾಂಗಣ’ವನ್ನು ಬಳಸಿಕೊಳ್ಳಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ. ಅಧ್ಯಕ್ಷ, ಉಪಾಧ್ಯಕ್ಷರಲ್ಲದೆ 72 ಸದಸ್ಯರನ್ನು ಜಿಬಿಎಗೆ ಈಗಾಗಲೇ ನೇಮಿಸಲಾಗಿದೆ. ಸಭೆ ನಡೆಯುವ ಸಂದರ್ಭದಲ್ಲಿ ಇನ್ನೂ ಹಲವರು ಅತಿಥಿಗಳಾಗಿ ಭಾಗವಹಿಸಲಿದಿದ್ದು, ಅಧಿಕಾರಿಗಳೂ ಇರಲಿದ್ದಾರೆ. ಹೀಗಾಗಿ, ದೊಡ್ಡ ಸಭಾಂಗಣ ಅಗತ್ಯವಿದೆ. ಹೀಗಾಗಿ, ‘ಪೌರ ಸಭಾಂಗಣ’ವನ್ನು ಜಿಬಿಎ ಸಭಾಂಗಣವಾಗಿ ಪರಿವರ್ತಿಸಲಾಗುವುದು ಎಂದು ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದರು.
ಪ್ರಮುಖ ವಿಭಾಗಗಳು ಜಿಬಿಎ ವ್ಯಾಪ್ತಿಗೆ
ಬಿಬಿಎಂಪಿಯಲ್ಲಿರುವ ನಗರ ಯೋಜನೆ, ಸಾರ್ವಜನಿಕ ಕಾಮಗಾರಿಗಳು, ಸಾರ್ವಜನಿಕ ಆರೋಗ್ಯ, ತೋಟಗಾರಿಕೆ, ಶಿಕ್ಷಣ, ಕೆರೆಗಳು, ಅರಣ್ಯ ವಿಭಾಗಗಳು ಜಿಬಿಎ ವ್ಯಾಪ್ತಿಗೆ ಬರಲಿವೆ.
ಜಿಬಿಎಯಲ್ಲಿ ‘ಹವಾಮಾನ ಕ್ರಿಯಾ ಕೋಶ’ ಸ್ಥಾಪನೆಯಾಗಲಿದೆ. ಹವಾಮಾನ ಕ್ರಿಯಾ ಮತ್ತು ಸ್ಥಿತಿಸ್ಥಾಪಕತ್ವ ಯೋಜನೆ ಸೇರಿದಂತೆ ಅರಣ್ಯ, ಕೆರೆ, ತೋಟಗಾರಿಕೆ ವಿಭಾಗಗಳು ಇದರಡಿಯೇ ಈಗಾಗಲೇ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿದೆ. ಹೀಗಾಗಿ, ಇವೆಲ್ಲ ವಿಭಾಗಗಳು ಜಿಬಿಎ ಸೇರಿಕೊಳ್ಳಲಿವೆ.
ಕಾಮಗಾರಿಗಳಿಗಾಗಿ ರಸ್ತೆ ಮೂಲಸೌಕರ್ಯ, ಯೋಜನೆ ವಿಭಾಗಗಳಿವೆ. ಇವುಗಳನ್ನು ರದ್ದು ಮಾಡಿ, ನಗರ ಪಾಲಿಕೆಗಳ ಮುಖ್ಯ ಎಂಜಿನಿಯರ್ ವ್ಯಾಪ್ತಿಗೇ ಎಲ್ಲ ಕಾಮಗಾರಿಗಳನ್ನು ವಹಿಸಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ. ಬೃಹತ್ ಕಾಮಗಾರಿಗಳನ್ನು ‘ಬಿ–ಸ್ಮೈಲ್’ ನಿರ್ವಹಿಸುವುದರಿಂದ ಆಯಾ ನಗರ ಪಾಲಿಕೆಗಳ ವ್ಯಾಪ್ತಿಯ ಉಳಿದ ಕಾಮಗಾರಿಗಳಿಗೆ ಮುಖ್ಯ ಎಂಜಿನಿಯರ್ ವ್ಯಾಪ್ತಿಗೆ ತರಲಾಗುತ್ತಿದೆ.
ತಡವಾಗಲಿದೆ ಎಲ್ಲರಿಗೂ ‘ಎ’ ಖಾತಾ
ಬಿಬಿಎಂಪಿಯನ್ನು ಐದು ನಗರ ಪಾಲಿಕೆಗಳಾಗಿ ವಿಂಗಡಣೆಯಾಗುತ್ತಿರುವುದರಿಂದ ಎಲ್ಲ ನಿವೇಶನಗಳಿಗೂ ‘ಎ’ ಖಾತಾ ನೀಡುವ ಪ್ರಕ್ರಿಯೆ ಆರಂಭ ವಿಳಂಬವಾಗಲಿದೆ.
‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ’ದ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಐದು ನಗರ ಪಾಲಿಕೆಗಳು ರಚನೆಯಾಗಲಿದ್ದು, ಅವುಗಳಿಗೆ ಅನುಸಾರವಾಗಿ ‘ಖಾತಾ’ಗಳನ್ನು ನೀಡಬೇಕಾಗುತ್ತದೆ. ಹೀಗಾಗಿ, ಆಗಸ್ಟ್ 15ಕ್ಕೇ ಆರಂಭವಾಗಬೇಕಿದ್ದ ಈ ಯೋಜನೆ ತಡವಾಗುತ್ತಿದೆ. ಹೊಸ ನಗರ ಪಾಲಿಕೆಗಳ ಹೆಸರಿನಡಿ, ಅವುಗಳ ವಾರ್ಡ್ಗಳನ್ನೂ ಖಾತೆಯಲ್ಲಿ ನಮೂದಿಸಬೇಕೇ ಎಂಬ ಬಗ್ಗೆ ಚರ್ಚೆಗಳು ನಡೆಯುತ್ತಿವೆ ಎಂದು ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದರು.
ಸಂಘಗಳ ಹೆಸರೂ ಬದಲು
‘ಬಿಬಿಎಂಪಿ’ಯನ್ನು ಸೇರಿಸಿಕೊಂಡು ಅಧಿಕಾರಿ–ನೌಕರರ ಸಂಘ, ಸಹಕಾರಿ ಬ್ಯಾಂಕ್ ಸೇರಿದಂತೆ ಪೌರ ಕಾರ್ಮಿಕರು, ಗುತ್ತಿಗೆದಾರರು ಸಂಘಗಳನ್ನು ನೋಂದಣಿ ಮಾಡಿಕೊಂಡಿದ್ದರು. ಈಗ ಅಂತಹ ಎಲ್ಲ ಸಂಘಗಳು ‘ಬಿಬಿಎಂಪಿ’ ಬದಲಿಗೆ ‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು’ ಎಂದು ಬದಲಾವಣೆ ಮಾಡಿಕೊಳ್ಳಲು ಸಂಘದ ಪದಾಧಿಕಾರಿಗಳು ನಿರ್ಧರಿಸಿದ್ದಾರೆ.
‘ಬಿಬಿಎಂಪಿ ಅಧಿಕಾರಿ– ನೌಕರರ ಕ್ಷೇಮಾಭಿವೃದ್ಧಿ ಸಂಘ’ವು ‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಅಧಿಕಾರಿ– ನೌಕರರ ಕ್ಷೇಮಾಭಿವೃದ್ಧಿ ಸಂಘ’ ಎಂದು ಪ್ರಧಾನ ಸಂಘವಾಗಲಿದ್ದು, ಜಿಲ್ಲಾ ಸಂಘಟನೆಗಳಂತೆ ಐದು ನಗರ ಪಾಲಕೆಗಳಲ್ಲಿ ಅಲ್ಲಲ್ಲಿ ಪ್ರತ್ಯೇಕ ಸಂಘಗಳು ಅದರಡಿ ರಚನೆ ಮಾಡಲು ಚಿಂತಿಸಲಾಗುತ್ತಿದೆ ಎಂದು ಸಂಘದ ಅಧ್ಯಕ್ಷ ಎ. ಅಮೃತ್ ರಾಜ್ ತಿಳಿಸಿದರು.
‘ಬಿಬಿಎಂಪಿ ಗುತ್ತಿಗೆದಾರರ ಸಂಘ ಎಂಬುದನ್ನೂ ‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಗುತ್ತಿಗೆದಾರರ ಸಂಘ’ವಾಗಿ ಪರಿವರ್ತನೆಯಾಗಲಿದ್ದು, ಅಗತ್ಯಬಿದ್ದರೆ ಐದು ನಗರ ಪಾಲಿಕೆಗಳಲ್ಲೂ ನಮ್ಮ ಸಂಘದಡಿಯಲ್ಲಿ ಪ್ರತ್ಯೇಕ ಸಂಘಗಳನ್ನು ರಚಿಸಲಾಗುತ್ತದೆ’ ಎಂದು ಸಂಘದ ಅಧ್ಯಕ್ಷ ನಂದಕುಮಾರ್ ಮಾಹಿತಿ ನೀಡಿದರು.
‘ಬಿಬಿಎಂಪಿ’ಯನ್ನು ಸೇರಿಸಿಕೊಂಡು ರಚನೆಯಾಗಿರುವ ನೂರಾರು ಸಂಘಗಳಿದ್ದು, ಅವುಗಳೆಲ್ಲವೂ ಬದಲಾವಣೆಯಾಗುವ ಅನಿವಾರ್ಯ ಸೃಷ್ಟಿಯಾಗಿದೆ. ‘ಸಂಘಗಳನ್ನು ಮರುಹೆಸರಿಸಿ ನೋಂದಣಿ ಮಾಡಿಸಿಕೊಳ್ಳಲು ಒಂದಷ್ಟು ಹಣವೂ ವ್ಯಯವಾಗಲಿದೆ’ ಎಂದು ಸಂಘಗಳ ಪದಾಧಿಕಾರಿಗಳು ತಿಳಿಸಿದರು.
ಐದು ನಗರ ಪಾಲಿಕೆಗಳಲ್ಲಿ ತಲಾ ಎರಡು ವಲಯಗಳು
- ಕೇಂದ್ರ: ಪೂರ್ವ ವಲಯ ಕಚೇರಿ, ಕೇಂದ್ರ ಕಚೇರಿಯ ಅನೆಕ್ಸ್–3
- ಪೂರ್ವ: ಮಹದೇವಪುರ ವಲಯ ಕಚೇರಿ, ಕೆ.ಆರ್. ಪುರ ಸಿಇ ಕಚೇರಿ
- ಪಶ್ಚಿಮ: ಆರ್.ಆರ್. ನಗರ ವಲಯ ಕಚೇರಿ; ಪಾಲಿಕೆ ಸೌಧ, ಚಂದ್ರಾಲೇಔಟ್
- ಉತ್ತರ: ಯಲಹಂಕ ವಲಯ ಕಚೇರಿ; ದಾಸರಹಳ್ಳಿ ವಲಯ ಕಚೇರಿ
- ದಕ್ಷಿಣ: ಜಯನಗರದ ವಲಯ ಕಚೇರಿ, ಬೊಮ್ಮನಹಳ್ಳಿ ವಲಯ ಕಚೇರಿ
ನಗರ ಪಾಲಿಕೆಗಳ ಅಂತಿಮ ಅಧಿಸೂಚನೆ ನಂತರ ಫಲಕ ಬದಲು
