Bengaluru: Although it is said that the ‘Greater Bangalore Authority’ (GBA) will not interfere in the administration of City Corporations, the Commissioners of all five City Corporations will work under the Chief Commissioner till the elections.
As per the proposed organization chart of GBA and the City Corporation, the Technical Awareness Cell (TVCC), Quality Control (QC), Bangalore Solid Waste Management Limited (BSWML), and Project Divisions in GBA, including B-Smile, which handles major works, will function under the Chief Commissioner of GBA.
The Chief Engineers of TVCC, QC, BSWML, and Project Divisions will have one Superintending Engineer (SE), 10 Executive Engineers (EE), 20 Assistant Executive Engineers (AEE), and 20 Assistant Engineers (AE) each. In B-Smile, there will be four Chief Engineers, four SEs, 20 EEs, 30 AEEs, and 50 AEs, along with the COO.
The Commissioners of the five City Corporations are to function under the Chief Commissioner of GBA. The Additional Commissioners of the City Corporation have been given the responsibility of Revenue, Property, Market, Administration, Finance, Advertisement, Survey, and Information Technology Departments. The Joint Commissioners have been allocated the Planning, Health-Wellness, Education, Forestry-Horticulture-Lake, Urban Planning, TDR, and Welfare Departments. The Special Commissioners in GBA have the same responsibilities as the Additional-Joint Commissioners, and they will exercise control over them.

There will be three Chief Engineers in each City Corporation. They will handle project and zone level works. The post of CO-Ward has been created for ward engineering work, waste management, street lighting, and approval of plans for buildings up to 50 feet x 80 feet.
An amendment has also been made to the Greater Bangalore Administration Act to the effect that the GBA will not have control over the administration of the Municipal Corporation. However, in the proposed operational schedule, all the functions of the city corporations will be carried out as per the GBA order. Apart from the Chief Commissioner, the Special Commissioner in the GBA will monitor and control all the departments of the corporations.
‘Until the elections are held for the five city corporations and the corporators come, it will be a game of officials. It has already been five years since the BBMP elections. After Greater Bengaluru becomes five municipal corporations, the tables of getting permission from multiple officials for a single work will increase,’ the former mayor opined.

The Greater Bengaluru Authority (GBA) is ready to carry out its activities and the designated officers will work as soon as the notification for the formation of the five municipal corporations is issued, GBA Chief Commissioner Maheshwar Rao said.
“198 wards will be divided into municipal corporations and they will function accordingly. There will be no problem in works or bill payment. The BBMP budget will continue. After the municipal corporations are formed, if a review petition is submitted, the GBA will examine it and take action,” he informed reporters on Monday.
A, B, C, D employees to respective corporations
The Urban Development Department on Monday issued a notification asking the employees of A, B, C, D cadres under BBMP to work under the newly formed City corporation under which the office they are currently working will fall.
Since the GBA has come into existence and the BBMP has been dissolved, the posts of various cadres sanctioned to BBMP have been reallocated.
They can go elsewhere only if a specific order is issued to transfer them to GBA or another City corporation. The work of those employees will continue in the municipal corporations under which the 198 ward offices fall.
If there is no order to continue the post of the staff in the BBMP central office or any office, such employees should report to the government or GBA for on-site inspection.
The order states that the officers at the BBMP headquarters should report to the GBA Chief Commissioner and take full responsibility for transferring the files to the five municipal corporations and B-Smile. The order has been issued to assign officers and staff of Managers, FDA, SDA, Stenographers, Drivers and Group-D employees (1,820), Accountants (44), Administration Department (3), Clinical Health, Council, Education, Chief-Superintendent-Executive, Assistant, Junior Engineers, Forest, Legal Unit, Horticulture, Information Technology, Public Health, Public Relations Officer, Revenue, Property, Advertisement, TDR, Market, Sanitation, Civil Servants, Survey, Urban Planning to the GBA and the five municipal corporations and zonal offices.

ಬೆಂಗಳೂರು: ನಗರ ಪಾಲಿಕೆಗಳ ಆಡಳಿತದಲ್ಲಿ ‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ’ (ಜಿಬಿಎ) ಹಸ್ತಕ್ಷೇಪ ಮಾಡುವುದಿಲ್ಲ ಎಂದು ಹೇಳಲಾಗುತ್ತಿದ್ದರೂ, ಚುನಾವಣೆಯಾಗುವವರೆಗೂ ಮುಖ್ಯ ಆಯುಕ್ತರಡಿಯೇ ಐದೂ ನಗರ ಪಾಲಿಕೆಗಳ ಆಯುಕ್ತರು ಕಾರ್ಯನಿರ್ವಹಿಸಲಿದ್ದಾರೆ.

ಟಿವಿಸಿಸಿ, ಕ್ಯೂಸಿ, ಬಿಎಸ್ಡಬ್ಲ್ಯುಎಂಎಲ್, ಯೋಜನೆ ವಿಭಾಗಗಳ ಮುಖ್ಯ ಎಂಜಿನಿಯರ್ಗಳಿಗೆ ತಲಾ ಒಬ್ಬರು ಅಧೀಕ್ಷಕ ಎಂಜಿನಿಯರ್ (ಎಸ್ಇ), ತಲಾ 10 ಕಾರ್ಯಪಾಲಕ ಎಂಜಿನಿಯರ್ (ಇಇ), ತಲಾ 20 ಸಹಾಯಕ ಕಾರ್ಯಪಾಲಕ ಎಂಜಿನಿಯರ್ (ಎಇಇ), ತಲಾ 20 ಸಹಾಯಕ ಎಂಜಿನಿಯರ್ (ಎಇ) ಇರಲಿದ್ದಾರೆ. ಬಿ–ಸ್ಮೈಲ್ನಲ್ಲಿ ಸಿಒಒ ಜೊತೆಗೆ ನಾಲ್ವರು ಮುಖ್ಯ ಎಂಜಿನಿಯರ್, ನಾಲ್ವರು ಎಸ್ಇ, 20 ಇಇ, 30 ಎಇಇ, 50 ಎಇಗಳಿರುತ್ತಾರೆ.
ಜಿಬಿಎ ಮುಖ್ಯ ಆಯುಕ್ತರಡಿ ಐದು ಪಾಲಿಕೆಗಳ ಆಯುಕ್ತರು ಕಾರ್ಯನಿರ್ವಹಿಸಬೇಕಿದೆ. ನಗರ ಪಾಲಿಕೆಯ ಹೆಚ್ಚುವರಿ ಆಯುಕ್ತರು ಕಂದಾಯ, ಆಸ್ತಿ, ಮಾರುಕಟ್ಟೆ, ಆಡಳಿತ, ಹಣಕಾಸು, ಜಾಹೀರಾತು, ಸರ್ವೆ, ಮಾಹಿತಿ ತಂತ್ರಜ್ಞಾನ ವಿಭಾಗದ ಜವಾಬ್ದಾರಿ ನೀಡಲಾಗಿದೆ. ಜಂಟಿ ಆಯುಕ್ತರಿಗೆ ಯೋಜನೆ, ಆರೋಗ್ಯ–ಸ್ವಾಸ್ಥ್ಯ, ಶಿಕ್ಷಣ, ಅರಣ್ಯ–ತೋಟಗಾರಿಕೆ– ಕೆರೆ, ನಗರ ಯೋಜನೆ, ಟಿಡಿಆರ್, ಕಲ್ಯಾಣ ವಿಭಾಗಗಳನ್ನು ಹಂಚಲಾಗಿದೆ. ಜಿಬಿಎನಲ್ಲಿರುವ ವಿಶೇಷ ಆಯುಕ್ತರು ಹೆಚ್ಚುವರಿ– ಜಂಟಿ ಆಯುಕ್ತರು ಹೊಂದಿರುವ ಜವಾಬ್ದಾರಿಗಳನ್ನೇ ಹೊಂದಿದ್ದು, ಅವರು ಇವರ ಮೇಲೆ ಹಿಡಿತ ಸಾಧಿಸಲಿದ್ದಾರೆ.
ನಗರ ಪಾಲಿಕೆಗಳಲ್ಲಿ ತಲಾ ಮೂವರು ಮುಖ್ಯ ಎಂಜಿನಿಯರ್ಗಳಿರುತ್ತಾರೆ. ಯೋಜನೆ ಹಾಗೂ ವಲಯ ಮಟ್ಟದ ಕಾಮಗಾರಿಗಳನ್ನು ಇವರು ನಿರ್ವಹಿಸಲಿದ್ದಾರೆ. ವಾರ್ಡ್ ಎಂಜಿನಿಯರಿಂಗ್ ಕಾಮಗಾರಿ, ತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ, ಬೀದಿ ದೀಪ, 50 ಅಡಿ x 80 ಅಡಿಗಳವರೆಗಿನ ಕಟ್ಟಡಗಳಿಗೆ ನಕ್ಷೆ ಅನುಮೋದನೆಗೆ ಸಿಒ– ವಾರ್ಡ್ ಎಂಬ ಹುದ್ದೆ ಸೃಷ್ಟಿಸಲಾಗಿದೆ.
ನಗರ ಪಾಲಿಕೆಯ ಆಡಳಿತದ ಮೇಲೆ ಜಿಬಿಎ ನಿಯಂತ್ರಣವಿರುವುದಿಲ್ಲ ಎಂದು ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಆಡಳಿತ ಕಾಯ್ದೆಗೆ ತಿದ್ದುಪಡಿಯನ್ನೂ ತರಲಾಗಿದೆ. ಆದರೆ, ಈಗ ಪ್ರಸ್ತಾವಿಸಿರುವ ಕಾರ್ಯಾಚರಣೆ ಪಟ್ಟಿಯಲ್ಲಿ ನಗರ ಪಾಲಿಕೆಗಳ ಎಲ್ಲ ಕಾರ್ಯವ್ಯಾಪ್ತಿಯೂ ಜಿಬಿಎ ಆಣತಿಯಂತೆಯೇ ನಡೆಯಲಿದೆ. ಮುಖ್ಯ ಆಯುಕ್ತರಲ್ಲದೆ, ಜಿಬಿಎಯಲ್ಲಿರುವ ವಿಶೇಷ ಆಯುಕ್ತರು ಪಾಲಿಕೆಗಳ ಎಲ್ಲ ವಿಭಾಗಗಳ ಮೇಲೆ ನಿಗಾ ವಹಿಸಿ, ನಿಯಂತ್ರಣ ಸಾಧಿಸಲಿದ್ದಾರೆ.
‘ಐದು ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಚುನಾವಣೆ ನಡೆದು, ಕಾರ್ಪೊರೇಟರ್ಗಳು ಬರುವವರೆಗೂ ಅಧಿಕಾರಿಗಳದ್ದೇ ಆಟವಾಗಿರುತ್ತದೆ. ಈಗಾಗಲೇ ಬಿಬಿಎಂಪಿಗೆ ಚುನಾವಣೆಯಾಗದೆ ಐದು ವರ್ಷವಾಗುತ್ತಿದೆ. ಗ್ರೇಟರ್ ಬೆಂಗಳೂರಾಗಿ ಐದು ನಗರ ಪಾಲಿಕೆಗಳಾದ ಮೇಲೆ ಕಾಮಗಾರಿಯೊಂದಕ್ಕೆ ಹಲವು ಅಧಿಕಾರಿಗಳ ಅಪ್ಪಣೆಯನ್ನು ಪಡೆಯುವ ಟೇಬಲ್ಗಳು ಹೆಚ್ಚಾಗಲಿವೆ’ ಎಂದು ಮಾಜಿ ಮೇಯರ್ ಅಭಿಪ್ರಾಯಪಟ್ಟರು.

‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ’ (ಜಿಬಿಎ) ಕಾರ್ಯಕಲಾಪಗಳನ್ನು ನಡೆಸಲು ಸಜ್ಜಾಗಿದ್ದು, ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ರಚನೆಯ ಅಧಿಸೂಚನೆ ಹೊರಬೀಳುತ್ತಿದ್ದಂತೆಯೇ ನಿಯೋಜಿತ ಅಧಿಕಾರಿಗಳು ಕಾರ್ಯನಿರ್ವಹಿಸಲಿದ್ದಾರೆ ಎಂದು ಜಿಬಿಎ ಮುಖ್ಯ ಆಯುಕ್ತ ಮಹೇಶ್ವರ್ ರಾವ್ ತಿಳಿಸಿದರು.
‘198 ವಾರ್ಡ್ಗಳು ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ವಿಂಗಡಣೆಯಾಗಲಿದ್ದು, ಅದರಂತೆಯೇ ಕಾರ್ಯನಿರ್ವಹಿಸಲಿವೆ. ಕಾಮಗಾರಿಗಳು ಅಥವಾ ಬಿಲ್ ಪಾವತಿಗೆ ಅಷ್ಟೇನು ತೊಂದರೆಯಾಗದು. ಬಿಬಿಎಂಪಿ ಬಜೆಟ್ ಅನ್ನೇ ಮುಂದುವರಿಸಲಾಗುತ್ತದೆ. ನಗರ ಪಾಲಿಕೆಗಳು ರಚನೆಗೊಂಡ ಮೇಲೆ ಅವರಿಗೆ ಅನುಸಾರವಾಗಿ ಪುನರ್ ವಿಮರ್ಶೆ ಮನವಿಯನ್ನು ಸಲ್ಲಿಸಿದರೆ ಜಿಬಿಎ ಅದನ್ನು ಪರಿಶೀಲಿಸಿ, ಕ್ರಮ ಕೈಗೊಳ್ಳುತ್ತದೆ’ ಎಂದು ಸುದ್ದಿಗಾರರಿಗೆ ಸೋಮವಾರ ಮಾಹಿತಿ ನೀಡಿದರು.

ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯಲ್ಲಿರುವ ಎ, ಬಿ, ಸಿ, ಡಿ ವೃಂದದ ನೌಕರರು ಪ್ರಸ್ತುತ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿರುವ ಕಚೇರಿಯು ಹೊಸದಾಗಿ ರಚನೆಯಾಗುವ ಯಾವ ನಗರ ಪಾಲಿಕೆಗೆ ಬರುತ್ತದೋ ಅದರಡಿ ಕೆಲಸ ನಿರ್ವಹಿಸುವಂತೆ ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆ ಸೋಮವಾರ ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಿದೆ.
ಜಿಬಿಎ ಅಸ್ತಿತ್ವಕ್ಕೆ ಬಂದಿರುವುದರಿಂದ ಬಿಬಿಎಂಪಿ ನಿರಶನಗೊಂಡಿರುವುದರಿಂದ, ಬಿಬಿಎಂಪಿಗೆ ಮಂಜೂರಾಗಿರುವ ವಿವಿಧ ವೃಂದದ ಹುದ್ದೆಗಳನ್ನು ಮರು ಹಂಚಿಕೆ ಮಾಡಲಾಗಿದೆ.
ಜಿಬಿಎಗೆ ಅಥವಾ ಇತರೆ ನಗರ ಪಾಲಿಕೆಗೆ ವರ್ಗಾಯಿಸಲು ನಿರ್ದಿಷ್ಟ ಆದೇಶ ಹೊರಡಿಸಿದರೆ ಮಾತ್ರ ಅವರು ಬೇರೆಡೆಗೆ ಹೋಗಬಹುದು. 198 ವಾರ್ಡ್ ಕಚೇರಿಗಳು ಯಾವ ನಗರ ಪಾಲಿಕೆಗಳ ವ್ಯಾಪ್ತಿಗೆ ಬರುತ್ತವೋ ಅಲ್ಲಿಯೇ ಆ ಸಿಬ್ಬಂದಿಯ ಕೆಲಸ ಮುಂದುವರಿಯುತ್ತದೆ.
ಬಿಬಿಎಂಪಿ ಕೇಂದ್ರ ಕಚೇರಿ ಅಥವಾ ಯಾವುದೇ ಕಚೇರಿಯಲ್ಲಿರುವ ಸಿಬ್ಬಂದಿಯ ಹುದ್ದೆ ಮುಂದುವರಿಸಿರುವ ಆದೇಶವಿಲ್ಲದಿದ್ದರೆ, ಅಂತಹವರು ಸರ್ಕಾರ ಅಥವಾ ಜಿಬಿಎಯಲ್ಲಿ ಸ್ಥಳ ನಿರೀಕ್ಷಣೆಗಾಗಿ ವರದಿ ಮಾಡಿಕೊಳ್ಳಬೇಕು.
ಬಿಬಿಎಂಪಿ ಕೇಂದ್ರ ಕಚೇರಿಯಲ್ಲಿರುವ ಅಧಿಕಾರಿಗಳು ಜಿಬಿಎ ಮುಖ್ಯ ಆಯುಕ್ತರ ಬಳಿ ವರದಿ ಮಾಡಿಕೊಂಡು, ಐದು ನಗರ ಪಾಲಿಕೆಗಳು, ಬಿ-ಸ್ಮೈಲ್ ಗೆ ಕಡತಗಳನ್ನು ವರ್ಗಾಯಿಸುವ ಪೂರ್ಣ ಜವಾಬ್ದಾರಿ ನಿಭಾಯಿಸಬೇಕು ಎಂದು ಆದೇಶದಲ್ಲಿ ತಿಳಿಸಲಾಗಿದೆ.
