 Bengaluru: Will the BBMP elections take place? This question, which has been frequently asked for two years, has not yet received a clear answer. Even though 225 wards out of 243 wards were the final notification, the confusion further increased.

 The corporator aspirants including Congress-BJP said that there is only a fifty-fifty chance of holding the election. Earlier it was called assembly election. Now, they are saying that BBMP elections can be held after the Lok Sabha elections are over.

 Last time, the aspirants had done a lot of work and expenses within their limits as the election would be held for 243 wards. However, they clearly says that, they will not do such an adventure this time.

 We will start work within the ward after the Election Commission issues a notification regarding the holding of the election. Until then we have no faith in anyone. All MLAs of the city are united in postponing the BBMP elections. The aspirants say that none of the remaining MLAs, except one or two, need a corporation election at the moment.

 Ward boundary confusion: 

Congress government has canceled 243 wards created when BJP was in power and notified 225 wards. The BJP's complaint is that the boundaries have been changed to facilitate the Congress aspirants. "Isn't it the same as what you have done in the past?" Congress asked. Thus, the possibility of this border dispute going to court again is high.

 Reservation Confusion Again:

Reservation of 225 wards under BBMP should be given to 10 categories. 24.10 per cent (54-55 wards) should be reserved for Scheduled Castes and Tribes, 34.17 per cent (77 wards) for Backward Class – A category (BCA) and 11 wards for Backward Class – B category.

Ward reservation should be finalized and notified. It has to be certified and issued when the government submits it to the court. The government has not yet accepted the caste report prepared for these castes and sub-castes. It should be approved by the cabinet and then submitted to the court. Court should accept it. Experts say that this process takes months.

 Castes belonging to backward classes should be notified and submitted to the Supreme Court. 17 states including Karnataka are yet to submit this report. After the Union Cabinet approves it, the President has to give his assent. He informed that the confusion will be solved only then.

 December 13 deadline!

 There is a rule that elections to local bodies cannot be held six months before or after the Lok Sabha elections. Thus, the BBMP elections are to be held by December 13 and the results are to be announced.

 Congress and BJP leaders are expressing mutual suspicion that they can go to court regarding ward allocation and reservation.

 Reservation final in two weeks: Ramalingareddy

 The government is ready to hold the BBMP elections within the first week of December. The reservation of wards will be finalized in another two weeks. The government has given many facilities and 'lucks' to the people. Transport Minister Ramalingareddy said that we are going to get the results of that and come to power in BBMP.

 Bengaluru: BBMP is planning to undertake two projects to facilitate traffic in the southern part of the city.

 An integrated flyover from Krishna Rao Park to Kanakapura Road, an underpass from Banashankari Market to Sarakki Junction has been launched. Apart from this, the construction of Elevated Corridor from Minerva circle to Hudson circle is also in progress.

 There is heavy traffic at Banashankari Junction now and it will increase further in the coming days. Raghunath Naidu, who was the Congress candidate from Padmanabhanagar Assembly Constituency, requested DCM that flyovers should be constructed at five or six junctions including this junction to enable signalfree traffic.

 On this request Deputy Chief Minister D.K. Shivakumar had inspected the place on August 18. He had directed the BBMP officials to prepare a Detailed Project Report (DPR). Accordingly, BBMP has invited tenders for the DPR of the project on September 25. There is an opportunity to submit the tender within October 3 and the tender process will be completed on October 9. DPR can be submitted within 30 days.

 BBMP engineers said that there is a plan to construct an integrated flyover from Krishna Rao Park, Tata Silk Farm Junction, Yediyuru Junction, Yediyuru Maternity Hospital Junction, JSS College Junction, Hunasemara Junction, Banashankari Temple, Kanakapura Road.

J.C. Road 'elevated corridor'!

 J.C. road 'Elevated Corridor' which was planned to be built under the amruthanagarotthan grant in the BJP government. For construction of road 'Elevated Corridor' Deputy Chief Minister D.K. Shivakumar has given approval on 6th September. Tenders have been called immediately and the project has been suggested to be implemented.

 Earlier there was opposition to the steel flyover. Therefore, some changes have been made in the DPR prepared earlier. A grant of ₹213 crore has been given for the 'Elevated Corridor' in the Amrita Urban Development Project, said the Planning Division Engineer.

 From Minerva Circle on J.C road an 'elevated corridor' will be constructed up to Hudson Circle. It is a two-way four-lane flyover. Minerva Circle, Bharat Talkies, Shivaji Talkies, Town Hall, LIC Head Office, Halasur Gate Police Station Junction and Hudson Circles will be signal free. This project was supposed to start in July last year.

From V.V Pura and RV Road Vehicles get over. They can get down to K.G. Road and Kasturaba Road. On other end from Nripatunga Road, vehicles get over to R.V. road to get off.

 J.C. Road flyover work was supposed to start in 2009 itself. Then the project amount was ₹86 crore. The state government had approved the scheme in 2013-14. An expenditure of ₹135 crore was approved for the steel flyover in the 2016 urban development plan. Now, the cost of the 'elevated corridor' will double.

 Bengaluru: The work on the Major Arterial Road (MAR) connecting Mysore Road – Magadi Road passing through Nadaprabhu Kempegowda BDA Layout has gained speed.

 Many approval processes and tender approvals of the project, which had been stalled for many years, have been completed in the last six months, so the work of MAR has been accelerated.

 35 Minor bridges are to be constructed on MAR in Nadaprabhu Kempegowda BDA. BDA Commissioner Kumar Naik gave permission for it in March and already 15 short bridges have been completed. 10 short bridges are in final stage and rest will be completed in another five months.

 Underpasses are to be constructed at 2.90 km, 5.10 km and 9.70 km in MAAR. These connect the barangay roads to the main road. The contract for this work was confirmed by agreement deed dated 14th September. BDA engineers informed that the construction work of underpasses is also going on and everything will be completed in one year.


 "Commissioner Kumar Naik has given speed to the stalled files and has indicated that no work for providing infrastructure should be delayed. He said that his orders and necessary permissions were received quickly and all the infrastructure works in Nadaprabhu Kempegowda area have been speeded up.

 Case four: Land acquisition proceedings of an area of about 1 km road on a 10.75 km MAR are in court. About 3 km of the 9.75 km road has been completed. Rest of the road development work is in progress. It will be completed in another year, BDA engineers said.

The construction of MAR will provide connectivity to Mysore Road and Magadi Road and will also connect Sulikere-Ramasandra, Kenchapura, Kannahalli villages. Besides, Nadaprabhu will provide connectivity to 56 roads of Kempegowda Barangay.

 Where is the short bridge?: Kommaghatta, Bheemanakuppe, Kannalli, Ramasandra, Kenchanpur, Sulikere, Kodigehalli, Challaghatta.

 BENGALURU: The use of POP idols, which is banned across the state, is being immersion before the authorities.  A case has not been registered in this regard.  The information that such idols are being immersion is also being hidden now.

 BBMP had officially informed that more than 10 thousand POP idols were immersed on the first day of Ganesha festival.  The question was expressed by the citizens that 'how was it immersed even though there was a ban?'

 The Forest and Environment Department had issued an order prohibiting the manufacture, sale and immersion of any idols including POP Ganesha idols, Ganesha decorated with heavy metal colored chemical paint.  Manufacturing, selling and immersion of POP idols in violation of this order will be considered a punishable offence.  This offense is punishable by imprisonment for a minimum of one and a half years and a maximum of six years.

 However, on Ganesha festival, more than 10,000 POP idols were immersed in BBMP jurisdiction.  No one had taken any action.  At least one case was not registered.  This was questioned by environmental activists and citizens.  Thus, BBMP has kept the details of immersion of POP idols under wraps.

 1.19 lakh idols were immersed on Wednesday, the third day of Ganesha immersion.  But there is no detail of POP idols.  State Pollution Control Board officials, police, revenue and BBMP officials should have taken action against the sale, use and disposal of POP idols.  Without doing that, the information is hidden and all the immersion ones are depicted as clay idols.  Officials said that they have received a verbal instruction from the Forest Minister's office to do this.

ಗಣೇಶ ಹಬ್ಬದ ಮೊದಲನೇ ದಿನ 10 ಸಾವಿರಕ್ಕೂ ಹೆಚ್ಚು ಪಿಒಪಿ ಮೂರ್ತಿಗಳು ವಿಸರ್ಜನೆಯಾಗಿವೆ ಎಂದು ಬಿಬಿಎಂಪಿ ಅಧಿಕೃತವಾಗಿ ಮಾಹಿತಿ ನೀಡಿತ್ತು. ‘ನಿಷೇಧವಿದ್ದರೂ ಹೇಗೆ ವಿಸರ್ಜನೆ ಮಾಡಿಕೊಡಲಾಯಿತು’ ಎಂಬ ಪ್ರಶ್ನೆ ನಾಗರಿಕರಿಂದ ವ್ಯಕ್ತವಾಗಿತ್ತು.

ಪಿಒಪಿ ಗಣೇಶ ವಿಗ್ರಹಗಳು, ಭಾರಲೋಹ ಮಿಶ್ರಿತ ರಾಸಾಯನಿಕಯುಕ್ತ ಬಣ್ಣದಿಂದ ಅಲಂಕಾರ ಮಾಡಿದ ಗಣೇಶ ಸೇರಿ ಯಾವುದೇ ವಿಗ್ರಹಗಳ ತಯಾರಿಕೆ, ಮಾರಾಟ ಹಾಗೂ ನೀರಿನಲ್ಲಿ ವಿಸರ್ಜನೆ ಮಾಡುವುದನ್ನು ನಿಷೇಧಿಸಿ ಅರಣ್ಯ ಮತ್ತು ಪರಿಸರ ಇಲಾಖೆ ಆದೇಶ ಹೊರಡಿಸಿತ್ತು. ಈ ಆದೇಶ ಉಲ್ಲಂಘಿಸಿ ಪಿಒಪಿ ವಿಗ್ರಹಗಳ ತಯಾರಿಕೆ, ಮಾರಾಟ ಮಾಡಿದರೆ ಮತ್ತು ವಿಸರ್ಜಿಸಿದರೆ ಅದನ್ನು ಶಿಕ್ಷಾರ್ಹ ಅಪರಾಧ ಎಂದು ಪರಿಗಣಿಸಲಾಗುತ್ತದೆ. ಈ ಅಪರಾಧಕ್ಕೆ ಕನಿಷ್ಠ ಒಂದೂವರೆ ವರ್ಷ ಹಾಗೂ ಗರಿಷ್ಠ ಆರು ವರ್ಷಗಳ ಕಾರಾಗೃಹವಾಸ ಶಿಕ್ಷೆ ವಿಧಿಸಲಾಗುತ್ತದೆ ಎಂದು ಹೇಳಲಾಗಿತ್ತು.

ಆದರೆ, ಗಣೇಶ ಹಬ್ಬದಂದು 10 ಸಾವಿರಕ್ಕೂ ಹೆಚ್ಚು ಪಿಒಪಿ ಮೂರ್ತಿಗಳು ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ವಿಸರ್ಜನೆಯಾಗಿದ್ದವು. ಯಾರೂ ಯಾವ ರೀತಿಯ ಕ್ರಮವನ್ನೂ ಕೈಗೊಂಡಿರಲಿಲ್ಲ. ಕನಿಷ್ಠ ಒಂದು ಪ್ರಕರಣವನ್ನೂ ದಾಖಲಿಸಿರಲಿಲ್ಲ. ಇದನ್ನು ಪರಿಸರ ಕಾರ್ಯಕರ್ತರು, ನಾಗರಿಕರು ಪ್ರಶ್ನಿಸಿದ್ದರು. ಹೀಗಾಗಿ, ಬಿಬಿಎಂಪಿ ಪಿಒಪಿ ಮೂರ್ತಿಗಳ ವಿಸರ್ಜನೆ ಮಾಹಿತಿಯನ್ನೇ ಮುಚ್ಚಿಟ್ಟಿದೆ. 

ಗಣೇಶವ ವಿಸರ್ಜನೆಯ ಮೂರನೇ ದಿನ ಬುಧವಾರ 1.19 ಲಕ್ಷ ಮೂರ್ತಿಗಳು ವಿಸರ್ಜನೆಯಾಗಿವೆ. ಆದರೆ ಪಿಒಪಿ ಮೂರ್ತಿಗಳ ವಿವರ ಇಲ್ಲ. ರಾಜ್ಯ ಮಾಲಿನ್ಯ ನಿಯಂತ್ರಣ ಮಂಡಳಿ ಅಧಿಕಾರಿಗಳು, ಪೊಲೀಸ್‌, ಕಂದಾಯ ಹಾಗೂ ಬಿಬಿಎಂಪಿ ಅಧಿಕಾರಿಗಳು ಪಿಒಪಿ ಮೂರ್ತಿಗಳ ಮಾರಾಟ, ಬಳಕೆ, ವಿಸರ್ಜನೆ ವಿರುದ್ಧ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕಾಗಿತ್ತು. ಅದನ್ನು ಮಾಡದೆ ಮಾಹಿತಿ ಮುಚ್ಚಿಟ್ಟು, ವಿಸರ್ಜನೆಯಾದವೆಲ್ಲ ಮಣ್ಣಿನ ಮೂರ್ತಿಗಳೇ ಎಂದು ಬಿಂಬಿಸಲಾಗಿದೆ. ಈ ರೀತಿ ಮಾಡುವಂತೆ ಅರಣ್ಯ ಸಚಿವರ ಕಚೇರಿಯಿಂದ ಮೌಖಿಕ ಸೂಚನೆ ಬಂದಿದೆ ಎಂದು ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದರು.

 Bengaluru: Even after three weeks, Tahsildars have not taken any action regarding the report submitted by BBMP engineers to clear encroachment of lakes.

 BBMP has implemented an action plan to clear encroachments in 159 lakes as directed by the High Court. So far 30 lakes have been listed at 10 lakes per week from the first week of September and sent to the respective Tehsildars.

 As per the action plan, the encroachment clearing process of 159 lakes should start in 16 weeks. Once the process is started, the eviction process should be completed within 70 days. September 5 was the first week, 10 lakes were listed and the process was started. After this, the encroachment of the lakes for the second and third week has been listed and submitted to the Tehsildar by the respective Executive Engineers of the BBMP Lakes Division.

 The Tehsildar has not started the process of encroachment list submitted on the first week. According to this report, the Tahsildar should have issued an order within seven days to identify the encroachment and conduct a survey. However, BBMP officials said that no such order has been issued so far for any lake in Entoo zone.

 District Collector Dayananda did not comment on the tehsildars not taking action to clear encroachment of lakes.

  •  Second week (Sep.12): Kattigenahalli Lake, Amritahalli Lake, Rampur Lake, Chikkabellandur Lake, Hoskerehalli Lake, Boosegowdan Lake, Bagalgunte Lake, Dorekere, Kudlu Chikkakere – Anekal, Bairasandra – Chikkapet Lake.
  • Third Week (Sep.19): Agrahara Lake, Pattandur Agrahara Lake, Pattandur Lake, Halagevaderahalli Lake, Herohalli Lake, Abbigere Lake, Doddabidarakallu- Nagasandra Lake, Kodige Singhasandra Lake, Sanki Lake, Maestripalya Lake.


 Lake Management: Information in the app

 BBMP is preparing an APP that will provide information to the citizens about what works are going on in the lakes, what are the maintenance works, what time the cleaning works were carried out...

 This app is under development and data is being collected. May be final in another month. Officials said that the app is being developed at a cost of ₹10 lakh.

₹35 crore for Lakes Maintenance 

 ₹35 crore is being spent on maintenance works in 2023-24 in 174 lakes under BBMP. These works have been approved in the budget and the tender process will start now and end in November.

 Out of 174 lakes, 109 maintenance works have been decided to be undertaken, out of which tenders have already been invited for 96 works. Officials informed that the amount is ₹32.33 crore and tenders are being invited for 13 works for the remaining ₹2.66 crore.

 53 lakes in Mahadevpur zone, Bommanahalli – 42, R.R. Nagar – 33, Yalahanka – 24, Dasarahalli – 11, South – 5, East – 4 and 2 lakes in West zone are taken for the the annual maintenance work.

Bengaluru: The repair work of Indira canteens under BBMP has started and all the works will be completed in another month.

 As per the direction of the government, the work of giving a new look to the Indira canteens under BBMP has started. In the previous government, did not give much grant to Indira canteens. Thus, the condition of the canteens was not prioritized. The work has started as per the government order that all canteens should be in good condition.

 Out of 169 Indira canteens in the city, the repair work is almost complete in 100 canteens. Dilapidated condition in the kitchen, mess in the feeding area, mess in the dining area, problem in drainage, drinking water line and many repair works are being completed. In addition to providing food in the canteen, repair work has also been done.

 Another 69 canteens are to be repaired and some are under tender process. In another month all Indira canteens will be done without any kind of problem. Officials said that all the systems are in good condition and clean.

 The government has instructed that there should be one Indira canteen for every ward. A proposal has been submitted to the government to construct 56 more canteens in addition to the existing 169 canteens. A proposal has also been submitted for the food menu of the canteen, which will be implemented after its approval, said Dr. Special Commissioner of BBMP Health Department. Trilok Chandra said.

 Two 'Namma Clinic' for the big ward!

 232 'Namma Clinics' are functioning under BBMP. Although there are more than 225 proposed wards, some of the larger wards one clinic is not sufficient. Thus, BBMP is planning to establish two 'Namma Clinics'.

 There is a demand for another 'namma clinic' in some big wards. This is being investigated. A final report will be prepared as to which ward should be given another clinic or if it is set up on the boundary of the wards it will benefit the people of the areas of the two wards. It will be submitted to the government and will be continued as per the instructions there," said Dr. Trilok Chandra said.

 Preliminary discussions have been held to create a plan for the implementation of a separate health system for Bangalore district. The idea is that all the systems should come under one central authority. He said that a detailed discussion will be held and it will be finalized.

 Bengaluru: If Rajkaluve encroachment under BBMP is under the notice of the citizens, the Corporation has allowed to provide the information within 20th September.

 As instructed by the High Court, BBMP is taking action to identify the encroachment of major waterways (Rajkaluve).  Chief Engineer Prahlad, who is also the chief engineer of the large water canal department, said that nine executive engineers have been given responsibility and the public can also provide information about encroachments.

 Public participation in identifying encroachments/encroachments in primary and secondary level canals will help in identifying more encroachments.  Clearing these will allow rainwater to flow easily and prevent flood damage.  Therefore, the information can be sent to the Executive Engineers of the respective divisions by 2 PM on September 20.  It has been said that the list of functionaries has been made according to the assembly constituencies.

 BENGALURU: The government has ordered that property owners who have wrongly declared the zonal classification under SELF ASSESSMENT SCHEME (SAS) property tax system under BBMP will have to pay the difference amount and interest only.

 Property owners make mistakes while choosing zones in SELF ASSESSMENT SCHEME (SAS) property tax regime. This mistake was not informed by BBMP to the owner in time. Thus, double property tax money cannot be collected from the taxpayer. The BBMP has been informed that the bank may charge the difference amount and interest rate on the same.

 SELF ASSESSMENT SCHEME (SAS) property tax system has been in force since 2016-17 under BBMP. Then those who entered the zone wrongly should have been identified in 2017-18 itself and given a notice. However, the notice has been issued in August 2021. Thus, it clarified that double tax cannot be collected as penalty. Also, the revenue authorities have been strictly directed to improve the tax validation verification.

 If the zone classification details are wrongly entered in the property tax software and computerized, such notices should be cancelled. In cases where the excess amount has already been paid, it is ordered that the amount should be adjusted against the upcoming lines.
 The cabinet meeting held on January 5, 2022 has decided that if there is any loss to BBMP due to this order, the government will not bear it. Accordingly, the Urban Development Department has issued an order on September 13, 2023.

78 thousand notices!

 Zonal classification was wrongly entered in 78,254 properties in SELF ASSESSMENT SCHEME (SAS) property tax. Therefore, BBMP had prepared notices in 2021 that double the amount of the difference should be paid as penalty and interest as per the law. Out of this, 11,725 notices were issued. Taxpayers responded to 7,891 notices and paid property tax of ₹13.33 crore.

 The tax amount of 78,524 properties is ₹120 crore, for which the BBMP had prepared a notice to collect a total of ₹361 crore with a penalty of ₹240 crore.

 7,891 notices were issued, property tax of ₹3.54 crore, fine of ₹7.08 crore, interest of ₹2.69 crore and cess of ₹13.33 crore were collected. It was estimated on June 31, 2021 that a total of ₹440 crore would be collected from the remaining 70,633 properties. In addition to all this, the proposal of double penalty and interest was submitted by the Chief Commissioner of BBMP to the government.

 Bengaluru: Bengaluru Development Authority (BDA) has come forward to provide more opportunities to housing aspirants. The plan to provide about six thousand flats in three years is under implementation.

 BDA has given high priority to housing projects and has decided to spend ₹298 crore in this year's budget for its initiation. The total cost is estimated at ₹1,500 crore. While many of these projects have been started, some of the projects are not progressing as expected. The file is pending disposal on the desk of the officers in charge of all the projects.

 Flats are being constructed in a total of 11 residential projects including Kondasanpur, Kommaghatta, Kaniminike, Dodtogur, Kudagere. Housing schemes are divided into Scheme-1 and Scheme-2. In Plan-1, some projects are progressing rapidly, while others are wasting a lot of time at the tender preparation stage.

 There is only one major project in plan-2. This is a project to build around 2 thousand flats in Kondasanpur, and ₹200 crore has been earmarked in this budget. However, the project is at a slow pace due to the laziness of the engineers. The project has to be completed in 30 months after the tender. Thus, senior BDA officials have suggested to start the project early. The complaint was expressed by the BDA officials themselves that the project is being delayed by the engineers from project supervision to implementation.

 BDA Commissioner Kumar Naik, Engineer Member Shanta Rajanna could not be reached for comment.

₹820 Crore: Around one thousand flats are being constructed in Kaniminike 1st and 2nd project, re-tenders have been called for this project. Konadasanpur-3, Valagerahalli, Dodtogur, Kudagere projects are being implemented at a cost of ₹820 crore. The Sonnenahalli project has cost a few crores and there is a restraining order in the court due to a land dispute. Engineers are slacking off on Housing Project-II where more flats are to be provided. From the in-charge engineers to the implementation engineers, no matter what you ask, they say 'no information'.

 Along with the residential projects, the construction of a commercial complex in Kondasanpur 3rd phase at a cost of ₹50 crore has been started. An expenditure of ₹5 crore is being spent this year, besides, the BDA is constructing a club house at Kaniminike.

 Hunnigere Villa is ready

 BDA has constructed 322 villas in Hunnigere. The project is almost complete and the order for price fixing sale is yet to come out. BDA officials said that it has been decided to sell these villas online under the 'first come first serve' scheme.

Bengaluru: Tehsildar and Zonal Executive Engineers have been entrusted with the responsibility of encroachment clearing of lakes and Rajakaluve under the jurisdiction of BBMP. If they fail, the government has suggested disciplinary action.

 The state government, which has been objected by the High Court many times, has now entrusted the authorities with the responsibility of encroachment clearing and protection of lakes and Rajakaluve.

 Officials have been assigned to protect lakes and primary-secondary canals and clear encroachments, and the Urban Development Department has issued an order on August 28 specifying their responsibilities.

 Officials have been assigned to a total of 197 lakes, including 19 non-existent lakes under BBMP. According to the Karnataka Lake Conservation and Development Authority (KTCDA) Act, the Executive Engineer of the BBMP Lake Division is responsible for reporting the complaint to the officer of the 'Competent Authority'. After this competent officer clears the encroachment of the lake, it should be handed over to the lake department for maintenance and conservation of the lake. In the meantime, Tahsildar should be given order to survey, eviction.

 Once the encroachment is cleared, if the encroachment is not protected, it will be considered a gross dereliction of duty on the part of the lake department Executive engineer. BMTF shall provide necessary security during the encroachment eviction process. In addition, the police station officer of the respective jurisdiction should also provide assistance. It has been ordered that BBMP Chief Commissioner should take disciplinary action against any officer who fails to perform the prescribed responsibilities as 'gross dereliction of duty'.

Conservation of 850 km Rajakaluve

 In cases of Rajakaluve encroachment, the Executive Engineers of the Storm water drain Division are the 'Complaint Officer' and the Tehsildar is the 'Competent Authority'. The concerned Zonal Executive Engineer has been given the responsibility of physically clearing the Rajakaluve and it has been suggested that the Revenue Department Surveyor and Tehsildar should be present during the clearing. Complaint regarding eviction of encroachment should be registered by Tahsildar himself. If they fail, they will be disciplined. After the encroachment is cleared, the officials of the Storm Water drain should protect it and ensure that the water flows smoothly. Each level of maintenance of 850 km of primary and secondary Rajakaluve should be handled by the responsible authorities. Otherwise disciplinary action has been ordered.

 Lake: 70 days for encroachment clearance

 The encroachment process in 159 lakes in BBMP will be carried out in 10 lakes per week. The process of encroachment of 10 lakes each will start for a total of 16 weeks, the executive engineer of the lakes devision should prepare an encroachment report in the first three days, and then the zone executive engineer should submit it. They have to submit an application to the Tahsildar within three days to recognize the encroachment. The Tahsildar should conduct a survey and identify the encroachment within seven days. An order to vacate the encroachment should be issued within 10 days. As per KTCDA act 30 days period should be given. The encroachment should be cleared within the next 10 days. BBMP has submitted an action plan to the High Court that the eviction operation will be completed within 70 days.

Encroachment clearance of 10 lakes started

 BBMP has started the operation to clear encroachment of lakes and the Chief Engineer of Lakes Division has issued a notice to the concerned Executive Engineers to clear encroachment of 10 lakes.

 Bagmane Tech Park, Pinewood Villa, Grant Thanton, Cognizant Technology, LRDE encroached on Bairasandra Lower Lake. According to the BBMP report, the Kempabudhi Lake has been encroached by the Gangamma temple, and the survey work of all kinds of encroachment will now be done again.

 Alternative land for government encroachment!

 If any department of the government, including BDA, has encroached on the lake space, it should be vacated. If this is not possible, 'they should be given an alternative site or the value of the area should be given in cash,' saying that, BBMP has submitted an affidavit in the High Court, officials said.

Cleared in 165 days: Prahlad

 Rajakaluve encroachment clearance under BBMP will be completed in 165 days. Within 10 days, the company's engineers should identify the encroachment and give a report. Then, a report is given to the Tehsildar. In 5 days it will be handed over to ADLR for survey. In 60 days all stress map will be created. Give it to Tahsildar, notice, sketch, description, final order process will take place in next 40 days. After that 30 days are allowed for appeal. The clearance operation will take place in the next 10 days. Everything will be preserved and handed over in 10 days,' said B.S. Prahlad said.

 BENGALURU: It has been decided to check the structural capacity, stability level of buildings constructed in BBMP assets. In addition, it is suggested to adopt safety measures in all buildings.

 BBMP while constructing buildings in its assets is not following the norms followed by common citizens or commercial complexes. Right from Plan approval, setbacks, drainage system, fire safety measures are hardly adopted.

 There are many huge buildings including utility, unity building, annex buildings in central office, council buildings, shopping complex in Jayanagar. BBMP officials are aware that not all safety measures have been implemented in these.

 In the wake of some accidents recently, there have been complaints about non-compliance and lack of safety measures in BBMP buildings.

 BBMP has constructed around 15 huge buildings in eight zones. Also, there are old buildings too. Engineer in Chief Prahlad has instructed the officials to prepare a thorough report on all these buildings.

 Many buildings were built decades ago and many rules were not followed. But now the safety of the buildings is very important and a report has to be prepared about them. Thus, the Chief Engineers of the eight zones have been instructed to conduct a complete inspection of all the buildings and provide 'Structural Audit Report' along with information about safety measures adopted within 15 days. Prahlad told 'Prajavani' that the information of zone wise buildings will be ready soon.

Plan approval is also mandatory for BBMP buildings. Our engineers have to design it all and get permission from the city planning department. All rules applicable to commercial buildings should be followed. He informed that all permissions should be obtained.

 Lift at a cost of ₹ 5 crore!

 9 people were injured and the chief engineer was killed in a fire incident in the quality assurance laboratory at BBMP headquarters. After this, there were doubts about the safety of the six-storied 'Annexe-3' building in the same premises.

 Annexe-3, a six-storey building constructed 10 years ago, did not comply with fire safety norms. The fire brigade office had written several times and suggested installing an alternative lift or stairs. However, no action was taken in this regard.

 After the fire incident in the laboratory, attention has been paid to this issue and a plan has been drawn up to install a lift outside the Annexe-3 building at a cost of ₹5 crore. The project is managed by the Infrastructure Department. Work will be started immediately. Engineer in Chief Prahlad, who also holds the post of Chief Engineer of Infrastructure Department, said that all kinds of safety measures will be taken.

 Bengaluru: State Pollution Control Board chairman Shanth Thimmaiah's tenure was expired in 2022, the state government has issued a notification on Thursday dismissing him.

 As per the Water Act and the rules of appointment of the chairman, Shant Thimmaiah has been relieved of his post with immediate effect as his term has expired. The Principal Secretary, Department of Forests, Biology and Environment has been ordered to hold the additional post of Chairman until a new Chairman is appointed.

 According to Section 5(6) of the Water Act, the tenure of the Chairman of the Board is three years. As amended in the appointment order (FEE 143 EPC 2020) issued on 15th November 2021 as per the rules for selection of the chairman, the term of the current chairman has expired on 4th March 2022.

 Amendment: According to the Water Act, the Chairman of the Pollution Control Board is being appointed, Vamanacharya appointed in 2012 and Lakshman appointed in 2015 have completed the term of three years each.

 On March 5, 2019, Jayaram was appointed as the chairman for a period of three years. He resigned on June 20, 2019. From June 21 to September 21 Dr. K. Sudhakar was the chairman. Later, Dr. Sandeep Dave from September 21 to December 21, 2019; Dr. Sudhindra Rao from December 29 to May 2, 2020; Vijayakumar Gogi from May 2 to March 1, 2021; Brijeshkumar was the President from March 1 to November 15.

Shant A. Thimmaiah assumed the post of chairman from November 15, 2021 and his term was till March 4, 2022. According to the Act and Rules, the term of office of chairman started from June 20, 2019, when Jayaram was appointed. It will end on March 4, 2022. Since Jayaram, there have been six presidents during that period. However, in the appointment order of Shanth Thimmaiah, the period is wrongly entered as upto 14th November 2024. Changing it to March 4, 2022, the amendment order was issued by the Department of Forests, Biology and Environment.

 As per this amended order, Shanth Thimmaiah has been released from the post of President on August 31 as his term has expired, the notification said.

 Allegation of bias, violation of law

Suri Payala, member secretary of the board, wrote to the government on July 3 that the Karnataka Transparency in Public Procurement Act-1999 (KTPP) had been violated to conduct awareness programs worth ₹17.85 crore in a meeting of the 'Single Source Committee' headed by the Chairman of the State Pollution Control Board, Shant Thimmaiah. In this regard, a report was published in Prajavani on July 17 under the title 'Pollution Control Board - Conflict between Government'. Former Member of Legislative Council P.R. Ramesh had written a letter to the Chief Minister demanding an investigation. Based on all this, the government formed an inquiry committee.

The state pollution control board chairman has violated the laws in ordering awareness programs. According to the Water Pollution Act 1974 and the Air Pollution Act 1981, the Chairman of the Board has no power to constitute any committee. The investigation committee of State Audit and Accounts Department Additional Director Mahadeva, appointed by the state government, had given a preliminary report that President Shanth Tammaiah had formed a single committee in violation of it.

 The report also stated that considering the proposal of five firms for giving advertisement worth ₹19.92 crore, considering four firms as a single source firm, with the intention of awarding contracts to targeted persons, bias was found with the intention of controlling competition. Prajavani published a report on this on August 17. The report of the inquiry committee is to be submitted to the government in its entirety.

 Bengaluru: The process of issuing trade license under BBMP has not been completed even though the 'SAKALA limit' has expired. 455 applications have not been disposed of in the health officer section of eight zones.

 Rajarajeshwarnagar has the highest number of pending trade license applications. Although more applications are pending on time in the eastern zone as well, the health officials say that the software is not correct, the portal is not correct. "Deemed to Approved is also showing in arrears," these are the given reasons.

 There is no problem with BBMP portal and software. The arrears of application should be disposed of by the concerned officer," said Nagesh of BBMP IT department.

 Applications are pending for a couple of months due to server problems. These will be disposed of in a few days," said Rajarajeshwari Medical Officer of Health (MOH). Devikarani said.

 Applications are pending in Yalahanka due to some reasons. These will be checked and action will be taken," Dr. MOH. Suresh Rudrappa said.

 5 previous applications are pending in Shantinagar. It should be disposed of by ROs. There are 54 pending applications in C.V. Raman Nagar, the status of which needs to be checked. Dr. Srinivas, MOH said, "We will find out what caused the obstruction and resolve it."

 'Let Lokayukta investigate': 'The list of pending trade license applications is circulating on social sites, Lokayukta should focus on this and action should be taken against health officials as well'.

 Lokayukta himself recently raided the offices of revenue department of BBMP and checked the disposal of files. Similarly, in the health department, 'Sakala' applications are not being disposed of. There is a demand that this should be investigated.

What is UPOR?

  •  A 'UPOR Card' issued by the government is a certificate of property ownership for citizens. It also contains property map, ownership details, rights including debt, litigation and other information.
  •  In case of sale or partition of property with 'UPOR Card', the information is changed in the automated system by the office of the Deputy Registrar. If there is pressure on lake area, government property, forest area, they are clearly linked to each property. The purpose of the UPOR scheme as presented now. Bengaluru: Commercial activity is going on in the civic facility (CA) plot allotted for construction of school-college in the 6th block of Sir M. Visvesvaraiah Layout, BDA has decided to investigate this.

 BDA has allotted plot No.5/A CA in 6th Block to 'Poly Education Society'. 'Poly Vidyasamshthe Swathu' is written in large on the compound. But cement is being stocked at this site and tens of big trucks are parked here. The activity of transferring cement from trucks to hundreds of small lorries and tempos has been going on here for a few months.

 "The Poly Education Society, which has allotted a civic facility (CA) plot for social and educational purposes, is misusing the plot" Residents of Nuggipalya have complained that there is an activity going on here which adversely affects the health of the locals.

 The residents have written a letter to the BDA Commissioner, saying, 'Hundreds of huge cement trucks are parked on the campus of CA every day. Cement bags are replaced. Due to this, cement dust is entering the houses of local residents, the elderly are facing many kinds of problems, including breathing,' complained villagers Anilkumar, Venkatesh, Ananda, Chaitra and Ashwath.


 Day and night shouting: 

'Lorries always come and go in this place day and night. There is dust all around. Also, hundreds of laborers live here and they keep shouting throughout the night'. Chandravva, Venkatesh, Ramakrishnaiah, Sampangaiah, Kamalamma have demanded in the letter written by BDA that legal action should be taken against the Pali Education Society and the allotment of land should be cancelled.

Notice to take action: 'BDA Commissioner has given ordered to take action on the complaint. Poly Education Society has applied for the building plan. BDA officials said that the entire file is in the engineering department and they have to take action.

 Investigation to carry in 1,600 CA sites

 Bengaluru Development Authority has allotted around 1,600 CA plots in all its layouts. Such plots should be used for the purpose for which they are allocated. It is illegal to carry on commercial activities with that purpose, i.e. building a shop and taking rent from it, taking rent from sheds etc. BDA has decided to investigate the matter.

 BDA has come to the notice of commercial activities going on in CA premises in recent days. It is decided to review these in a phased manner. BDA officials said that action is being taken based on the complaints of citizens too.

Bengaluru: The Cosmopolitan Club of Jayanagar, which is facing investigation for violating the lease agreement of CA site with BDA, is likely to have its registration canceled due to violation of bylaws.

Cosmopolitan Club, which has written a cover letter to the BDA, Cooperative Department and Excise Department, has said the same in its bylaws that it will do social work. But, so far not a small social work has been done. Instead, what was said in the general meeting about 'close the trust' which is doing social work for the club... This minutes has reached the Deputy Director of Co-operative Societies.

 In the bylaws of the association (2.6) the objective of helping the needy is mentioned. However, so far no such work has been done by the club. The 'Cosmopolitan Club Corpus Fund Trust', approved by the general meeting of the club, collected money from its own donors and did social work. The system of providing free meals to thousands of people should not be continued. Also the trust should be cancelled. Social responsibility does not need to be paid for. It was discussed in the recent general meeting that the club members should use it for license renewal and it was decided. Officials said that the cooperation department is seriously examining this and has decided to start the process of canceling the registration.

 Cosmopolitan Club has been granted a 'CL-4' license at a concessional rate by the Excise Department due to the social aspects of its entry in the Register of Co-operative Societies. This license is issued with a fee of ₹7.47 lakh per annum. Excise department officials said that if the registration of cooperative societies is cancelled, the liquor license will also be cancelled.

 Bengaluru: Under BBMP, the works have been completed, the bill processes have been completed and the outstanding amount for payment has exceeded ₹6 thousand crore.

 BBMP has the power to immediately pay half of this huge amount owed to contractors. However, the order of investigations does not allow it.

 Payment is due from 2021 for works completed under BBMP grant. Payment for works funded by UNION and STATE government is to be made from 2023 onwards. For all these works, payment is due even though the CBR (Central Bill Registrar) number and date entry is the final stage of the bill.

 There is more than ₹3 thousand crore in BBMP. Almost half of the balance of ₹6,000 crore can be released immediately. This will not cause any problem for the management of the corporation. Because there are seven months left in the financial year, the revenue will accumulate,'' say BBMP officials.

 Everyone, including the BBMP Chief Commissioner, is aware of the plight of contractors. However, some works are not actually done. So everyone is under suspicion. Therefore, the officials opined that the money will be given to everyone only after the investigation.

 The central and state governments should release the grant soon. If the money in BBMP is also released, the contractor's problem will be solved," BJP Bangalore South District Unit President N.R. Ramesh said.

The government has formed four SITs to report on the reality of the workers. It is said that they will release the money after reporting. But, how will the reality of the works done in 2019 be checked now? Defects Liability Period (DLP) is only one year after completion of work. Then the contractor is not responsible for the same. However, the contractors are questioning how they will do the inspection.

 KRIDL Bill Pending:

 There is a dispute regarding the works undertaken by the Karnataka Rural Infrastructure Development Corporation and some bills have not been paid since 2018 despite CBR. The bill for such issues is ₹65.56 crore.

 Appeal to CM, DCM again: Ravindra

 A lot of requests are being made to pay for the completed works under BBMP. We took a loan and completed the hard work. Contractors are unable to undertake new works. There is no money to pay the interest on the previous loan. The interest is increasing again. Therefore, the chief minister and deputy chief minister will be met again and agreed to pay the money," said Ravindra, the working president of the BBMP Contractors Association.

 Pay those who have worked: Manjunath

 The genuineness of the work under BBMP is being questioned and investigated. We are not asking to pay those who do not do the work. Pay the bill to those who have completed the work. A report has been given under the supervision of Chief Engineer. The money should be paid accordingly. Contractors are in dire straits. Every day their burden is increasing. Loan interest, interest on interest is increasing day by day. Pay the money soon," said BBMP Working Contractors Association President K.T. Manjunath appealed.
