Election preparations begin amidst high expectations and lingering doubts

BENGALURU: "The Supreme Court has set a deadline; the elections will definitely happen this time. The five-year period of political exile will finally end." While this expectation grows on one side, doubts persist on the other: "Are the ward boundaries and reservations accurate? Will there be another legal stay?" Amidst these conflicting feelings, the dream of becoming a corporator is once again beginning to bloom.
The Supreme Court's order has provided a new surge of energy to local leaders in Bengaluru who have been yearning for elections for over five and a quarter years. However, this has simultaneously created several doubts and points of confusion.
The term of the elected body of the Bruhat Bengaluru Mahanagara Palike (BBMP) ended on September 10, 2020. Since then, local leaders have been preparing under various shifting expectations—first that elections would be held for 198 wards, then 243, and later 225. During this long wait, the BBMP itself ceased to exist in its original form. The Greater Bengaluru Authority (GBA) was established, and under it, five new city corporations were formed four months ago.
With the creation of five corporations, the opportunity for more people to become corporators has opened up. Instead of 198, there are now 369 seats to be filled, though they are distributed across different entities. Thousands of leaders from all political parties are gearing up, driven by the desire to be accessible representatives who can respond to the local needs of the people.
Leaders who had originally mapped out their constituencies based on the 198-ward system have frequently adjusted their areas of work as ward boundaries shifted. Finally, preparations are in full swing for the 369 wards of the five city corporations. Enthusiasm has reached a peak now that the draft reservation list is public and the Supreme Court has directed that elections be conducted by June.
However, several leaders express concern that the ward reservation process will face significant hurdles. There is an underlying fear that the draft reservation list contradicts the Greater Bengaluru Governance Act (GBGA), which could potentially lead to further delays in the election.
"Why the Deception Against Women?" – Padmanabha Reddy
"The Congress government, which claims it will provide 50% power to women as per the wishes of its leader Sonia Gandhi, has broken its word across the five corporations under the GBA. They have cheated women by not reserving 50% of the wards for them," alleged Padmanabha Reddy, BJP leader and former Leader of the House in the BBMP.
He added, "According to Clause 29(4) of the GBGA, 50% reservation must be provided for women in all categories for direct election to the corporations. However, the draft reservation has been issued in violation of this." He further noted that in the previous 198-ward system, 99 wards were reserved for women, and women had even won in several general category wards.

"Five years have passed without corporators. There has been significant delay by all successive governments. Elections for the city corporations must be held at least now. Local leaders have done a lot of work to address people's problems, but they lack official authority. Officials do not listen to them. People visit the homes of former corporators daily with their grievances, and we provide solutions as much as possible. If there is an elected council, all work can be managed effectively. The government should resolve all issues and confusion immediately and conduct the elections," urged N. Nagaraj, Congress leader and former Leader of the House in the BBMP.
Women’s Reservation: 6 Seats Short of 50%
The total number of wards across the five city corporations is 369. Half of this (50%) amounts to 184.5. While a "half-ward" is impossible, 184 wards could have been reserved for women. Critics allege that only 176 wards have been reserved, resulting in a shortfall.
Even if the corporations are viewed individually rather than collectively, statistics show that the 50% quota has not been met. Women’s reservation is short by three seats in the Central Corporation and by two seats each in the East, West, North, and South Corporations. Furthermore, there are claims that the number of wards reserved for Scheduled Castes (SC), Scheduled Tribes (ST), and Other Backward Classes (OBC) is also lower than the prescribed proportions.

ಬೆಂಗಳೂರು: ‘ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ಗಡುವು ನೀಡಿದೆ ಈ ಬಾರಿ ಚುನಾವಣೆ ನಡೆದೇ ನಡೆಯುತ್ತದೆ. ಐದು ವರ್ಷದ ಅಜ್ಞಾತವಾಸಕ್ಕೆ ತೆರೆ ಬೀಳಲಿದೆ’ ಎಂಬ ನಿರೀಕ್ಷೆ ಒಂದೆಡೆಯಾದರೆ, ‘ವಾರ್ಡ್ ಗಡಿ– ಮೀಸಲಾತಿ ಸರಿ ಇದೆಯೇ? ಮತ್ತೇನಾದರೂ ತಡೆಯಾಗುತ್ತದೆಯೇ? ಎಂಬ ಅನುಮಾನ ಇನ್ನೊಂದೆಡೆ. ಇದೆಲ್ಲರ ನಡುವೆ ಕಾರ್ಪೊರೇಟರ್ಗಳಾಗುವ ಕನಸು ಚಿಗುರೊಡೆಯುತ್ತಿದೆ.
ಐದು ಕಾಲು ವರ್ಷದಿಂದ ಚುನಾವಣೆಗಾಗಿ ಹಾತೊರೆಯುತ್ತಿರುವ ಬೆಂಗಳೂರಿನ ಸ್ಥಳೀಯ ಮಟ್ಟದ ಮುಖಂಡರಿಗೆ ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ಆದೇಶ ಹೊಸ ಹುರುಪಂತೂ ನೀಡಿದೆ. ಆದರೆ, ಅದೇ ಸಮಯದಲ್ಲಿ ಹಲವು ಅನುಮಾನ, ಗೊಂದಲಗಳೂ ಸೃಷ್ಟಿಯಾಗಿವೆ.
2020ರ ಸೆಪ್ಟೆಂಬರ್ 10ರಂದು ಜನಪ್ರತಿನಿಧಿಗಳ ಬೃಹತ್ ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆ (ಬಿಬಿಎಂಪಿ) ಕೌನ್ಸಿಲ್ ಅವಧಿ ಮುಕ್ತಾಯಗೊಂಡಿತು. ಅಂದಿನಿಂದಲೂ, 198 ವಾರ್ಡ್ಗಳಿಗೆ ಚುನಾವಣೆ ನಡೆಯುತ್ತದೆ, 243 ವಾರ್ಡ್ಗಳಿಗೆ ಚುನಾವಣೆ ನಡೆಯುತ್ತದೆ, 225 ವಾರ್ಡ್ಗಳಿಗೆ ಚುನಾವಣೆ ನಡೆಯುತ್ತದೆ ಎಂಬ ನಿರೀಕ್ಷೆಯಲ್ಲೇ ಸ್ಥಳೀಯ ಮುಖಂಡರು ತಯಾರಿ ನಡೆಸುತ್ತಲೇ ಬಂದಿದ್ದರು. ಅಂತಹ ಸಮಯದಲ್ಲೇ, ಬಿಬಿಎಂಪಿಯೇ ಅಸ್ತಿತ್ವ ಕಳೆದುಕೊಂಡಿತು. ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ (ಜಿಬಿಎ) ರಚನೆಯಾಗಿ ಅದರಡಿ, ಐದು ನಗರ ಪಾಲಿಕೆಗಳು ನಾಲ್ಕು ತಿಂಗಳ ಹಿಂದೆ ರಚನೆಯಾದವು.
ಐದು ನಗರ ಪಾಲಿಕೆಗಳಾದ್ದರಿಂದ, ಹಿಂದಿಗಿಂತ ಹೆಚ್ಚು ಜನರಿಗೆ ಕಾರ್ಪೊರೇಟರ್ಗಳಾಗುವ ಅವಕಾಶ ತೆರೆದುಕೊಂಡಿದೆ. 198ರ ಬದಲು 369 ಕಾರ್ಪೊರೇಟರ್ಗಳು ಆಯ್ಕೆಯಾಗಬಹುದಾದರೂ, ನಗರ ಪಾಲಿಕೆಗಳು ಬೇರೆಬೇರೆಯದ್ದಾಗಿರುತ್ತವೆ. ಆದರೂ ಸ್ಥಳೀಯ ಜನರ ಆಶೋತ್ತರಗಳಿಗೆ ಸ್ಪಂದಿಸಲು ಕೈಗೆ ಸಿಗುವ ಕಾರ್ಪೊರೇಟರ್ ಆಗಬೇಕೆಂಬ ಬಯಕೆಯಿಂದ ಎಲ್ಲ ಪಕ್ಷಗಳ ಸಾವಿರಾರು ಮುಖಂಡರು ಸಜ್ಜಾಗಿದ್ದಾರೆ.
198 ವಾರ್ಡ್ ಇದ್ದಾಗ ಅದಕ್ಕೆ ಅನುಗುಣವಾಗಿ ತಮ್ಮ ಕಾರ್ಯಕ್ಷೇತ್ರವನ್ನು ನಿಗದಿಪಡಿಸಿಕೊಂಡಿದ್ದ ಮುಖಂಡರು, ಆಗಾಗ್ಗೆ ಬದಲಾದ ವಾರ್ಡ್ಗಳ ಗಡಿಗೆ ಅನುಗುಣವಾಗಿ ತಮ್ಮ ಕೆಲಸದ ವ್ಯಾಪ್ತಿಯನ್ನೂ ಬದಲಿಸಿಕೊಂಡಿದ್ದಾರೆ. ಅಂತಿಮವಾಗಿ, ಐದು ನಗರ ಪಾಲಿಕೆಗಳ 369 ವಾರ್ಡ್ಗಳಲ್ಲಿ ಚುನಾವಣೆ ತಯಾರಿ ನಡೆಯುತ್ತಿದೆ. ವಾರ್ಡ್ಗಳ ಕರಡು ಮೀಸಲಾತಿ ಪ್ರಕಟವಾಗಿ, ಜೂನ್ ಒಳಗೆ ಚುನಾವಣೆ ನಡೆಸಬೇಕು ಎಂದು ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ಸೂಚಿಸಿರುವ ನಂತರವಂತೂ ನಿರೀಕ್ಷೆ, ಹುಮ್ಮಸ್ಸು ಹೆಚ್ಚಾಗಿದೆ.
‘ವಾರ್ಡ್ ಮೀಡಲಾತಿಯಲ್ಲಿ ಸಾಕಷ್ಟು ಸಮಸ್ಯೆ ಎದುರಾಗಲಿದೆ’ ಎಂಬ ಅನುಮಾನ ಕಾಡುತ್ತಿದೆ ಎಂದು ಹಲವು ಮುಖಂಡರು ಹೇಳುತ್ತಿದ್ದಾರೆ. ‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಆಡಳಿತ ಕಾಯ್ದೆಗೆ (ಜಿಬಿಜಿಎ) ವಿರುದ್ಧವಾಗಿಯೇ ಮೀಸಲಾತಿ ಕರಡು ಹೊರಬಂದಿದೆ. ಇದು ಚುನಾವಣೆಗೆ ಅಡ್ಡಿಯಾಗಬಹುದು’ ಎಂಬ ಆಂತಕ ವ್ಯಕ್ತಪಡಿಸುತ್ತಿದ್ದಾರೆ.
ಮಹಿಳೆಯರಿಗೆ ಏಕೆ ವಂಚನೆ?: ಪದ್ಮನಾಭರೆಡ್ಡಿ
‘ಕಾಂಗ್ರೆಸ್ ಅಧಿನಾಯಕಿ ಸೋನಿಯಾಗಾಂಧಿಯವರ ಆಶಯದಂತೆ ಮಹಿಳೆಯರಿಗೆ ಶೇ 50ರಷ್ಟು ಅಧಿಕಾರ ನೀಡುತ್ತೇವೆ ಎನ್ನುವ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ, ಜಿಬಿಎ ವ್ಯಾಪ್ತಿಯ ಐದು ನಗರ ಪಾಲಿಕೆಗಳಲ್ಲಿ ಮಾತು ತಪ್ಪಿದೆ. ಶೇ 50ರಷ್ಟು ವಾರ್ಡ್ಗಳನ್ನು ಮಹಿಳೆಯರಿಗೆ ಮೀಸಲಿಡದೆ ವಂಚನೆ ಮಾಡಿದೆ’ ಎಂದು ಬಿಬಿಎಂಪಿಯ ಮಾಜಿ ಆಡಳಿತ ಪಕ್ಷದ ನಾಯಕ, ಬಿಜೆಪಿಯ ಪದ್ಮನಾಭರೆಡ್ಡಿ ದೂರಿದರು.
‘ಜಿಬಿಜಿಎಯ ಪ್ರಕರಣ 29ರ ಅಂಶ ನಾಲ್ಕರ ಪ್ರಕಾರ, ಎಲ್ಲ ವರ್ಗಗಳಲ್ಲೂ ಮಹಿಳೆಯರಿಗೆ ಶೇ 50ರಷ್ಟು ಮೀಸಲಾತಿ ಕಲ್ಪಿಸಿ, ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ನೇರವಾಗಿ ಆಯ್ಕೆಯಾಗಬೇಕು’ ಎಂದು ಹೇಳಲಾಗಿದೆ. ಆದರೆ, ಅದನ್ನು ಮೀರಿ ಮೀಸಲಾತಿ ಕರಡು ಹೊರಡಿಸಲಾಗಿದೆ’ ಎಂದರು.
‘ಬಿಬಿಎಂಪಿಯ 198 ವಾರ್ಡ್ಗಳಲ್ಲಿ 99 ವಾರ್ಡ್ಗಳಲ್ಲಿ ಮಹಿಳೆಯರಿಗೆ ಮೀಸಲಾತಿ ಇತ್ತು. ಅಲ್ಲದೆ, ಸಾಮಾನ್ಯ ವಾರ್ಡ್ಗಳಲ್ಲೂ ಮಹಿಳೆಯರು ಗೆಲುವು ಸಾಧಿಸಿದ್ದರು’ ಎಂದು ತಿಳಿಸಿದರು.
ಎಲ್ಲ ಸರಿಪಡಿಸಿ, ಚುನಾವಣೆ ಮಾಡಿ: ಎನ್. ನಾಗರಾಜ್
‘ಕಾರ್ಪೊರೇಟರ್ಗಳಿಲ್ಲದೆ ಐದು ವರ್ಷ ಮುಗಿದಿದೆ. ಎಲ್ಲ ಸರ್ಕಾರಗಳಿಂದಲೂ ಸಾಕಷ್ಟು ವಿಳಂಬವಾಗಿದೆ. ಈಗಲಾದರೂ ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಚುನಾವಣೆ ನಡೆಸಬೇಕು. ಸ್ಥಳೀಯವಾಗಿ ಜನರ ಸಮಸ್ಯೆಗಳನ್ನು ಈಡೇರಿಸಲು ಮುಖಂಡರೆಲ್ಲ ಸಾಕಷ್ಟು ಕೆಲಸ ಮಾಡಿದ್ಧಾರೆ. ಆದರೆ ಅವರಿಗೆ ಅಧಿಕಾರ ಇಲ್ಲ. ಅಧಿಕಾರಿಗಳು ಮಾತು ಕೇಳುವುದಿಲ್ಲ. ಕಾರ್ಪೊರೇಟರ್ ಆದವರ ಮನೆಗೆ ಜನರು ನಿತ್ಯವೂ ಬಂದು ಸಮಸ್ಯೆಗಳನ್ನು ಹೇಳಿಕೊಳ್ಳುತ್ತಾರೆ. ನಾವೂ ಸಾಧ್ಯವಾದಷ್ಟು ಪರಿಹಾರ ನೀಡುತ್ತಿದ್ದೇವೆ. ಜನಪ್ರತಿನಿಧಿಗಳ ಕೌನ್ಸಿಲ್ ಇದ್ದರೆ ಪರಿಣಾಮಕಾರಿಯಾಗಿ ಎಲ್ಲ ಕೆಲಸವನ್ನೂ ನಿರ್ವಹಿಸಬಹುದು. ಏನೆಲ್ಲ ಸಮಸ್ಯೆ, ಗೊಂದಲಗಳಿವೆಯೋ ಅವೆಲ್ಲವನ್ನೂ ಈಗಲಾದರೂ ಸರ್ಕಾರ ಪರಿಹರಿಸಿ, ಚುನಾವಣೆ ನಡೆಸಲಿ’ ಎಂದು ಬಿಬಿಎಂಪಿಯ ಮಾಜಿ ಆಡಳಿತ ಪಕ್ಷದ ನಾಯಕ, ಕಾಂಗ್ರೆಸ್ನ ಎನ್. ನಾಗರಾಜ್ ಆಗ್ರಹಿಸಿದರು.
ಮಹಿಳೆ ಮೀಸಲಾತಿ: ಶೇ 50ಕ್ಕೆ 6 ಕಡಿಮೆ
ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ಒಟ್ಟು ವಾರ್ಡ್ಗಳ ಸಂಖ್ಯೆ 369. ಇದರಲ್ಲಿ ಶೇ 50ರಷ್ಟು ಎಂದರೆ, 184.5. ಅರ್ಧ ವಾರ್ಡ್ ಅನ್ನು ನೀಡಲು ಸಾಧ್ಯವಿಲ್ಲ. ಆದರೆ, 184 ವಾರ್ಡ್ಗಳನ್ನು ಮಹಿಳೆಯರಿಗೆ ಮೀಸಲಿಡಬಹುದಾಗಿತ್ತು. 176 ವಾರ್ಡ್ಗಳನ್ನು ಮಾತ್ರ ಮಹಿಳೆಯರಿಗೆ ಮೀಸಲಿಟ್ಟು, ವಂಚನೆ ಮಾಡಲಾಗಿದೆ ಎಂಬ ಆರೋಪಿಸಲಾಗಿದೆ.
ಐದು ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಒಟ್ಟಾರೆ ಶೇ 50ರಷ್ಟು ಲೆಕ್ಕಾಚಾರ ಮಾಡಲು ಸಾಧ್ಯವಿಲ್ಲ. ಐದೂ ನಗರ ಪಾಲಿಕೆಗಳೂ ಬೇರೆ ಬೇರೆಯೇ ಎಂದು ಹೇಳಿದರೂ, ಆಯಾ ನಗರ ಪಾಲಿಕೆಗಳಲ್ಲೂ ಮಹಿಳೆಯರಿಗೆ ಶೇ 50ರಷ್ಟು ಮೀಸಲಾತಿ ಸಿಕ್ಕಿಲ್ಲ ಎಂದು ಅಂಕಿ–ಅಂಶಗಳೇ ಹೇಳುತ್ತವೆ.
ಕೇಂದ್ರ ನಗರ ಪಾಲಿಕೆಯಲ್ಲಿ ಮೂರು ಹಾಗೂ ಪೂರ್ವ, ಪಶ್ಚಿಮ, ಉತ್ತರ, ದಕ್ಷಿಣ ನಗರ ಪಾಲಿಕೆಗಳಲ್ಲಿ ತಲಾ ಎರಡು ವಾರ್ಡ್ಗಳಲ್ಲಿ ಮಹಿಳಾ ಮೀಸಲಾತಿ ಕಡಿಮೆಯಾಗಿದೆ.
