Bengaluru: The Urban Development Department has approved a more than half cut in the budget of the five CITY corporations approved in the first meeting of the Greater Bengaluru Authority (GBA) chaired by Chief Minister Siddaramaiah.

In the GBA meeting held on October 10, the budget of ₹20,440.33 crore presented for the year 2025-26 when it was the BBMP was approved, and the budget was divided among the five CITY corporations. The total budget size was ₹7,972.66 crore. This was reduced to ₹6,001 crore, and the expenditure was reallocated by giving a ‘budget code’ to determine how much should be spent on what.

The budget of five CITY corporations and GBA has been sanctioned from September 1, 2025 to March 31, 2026, with the total budget size of GBA being ₹2,932 crore.

The workers in the council, general administration, horticulture, public education, public health, medical, public works, revenue, solid waste management, urban planning, urban afforestation, and welfare departments have been given codes and it has also been stated how much money each CITY corporation should spend.

ಬೆಂಗಳೂರು: ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ನಡೆದ ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರದ (ಜಿಬಿಎ) ಮೊದಲ ಸಭೆಯಲ್ಲಿ ಅನುಮೋದನೆಯಾಗಿದ್ದ ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ಬಜೆಟ್‌ ಅನ್ನು ಅರ್ಧಕ್ಕಿಂತ ಹೆಚ್ಚು ಕಡಿತಗೊಳಿಸಿ ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆ ಅನುಮೋದನೆ ನೀಡಿದೆ.

ಅಕ್ಟೋಬರ್‌ 10ರಂದು ನಡೆದ ಜಿಬಿಎಯ ಸಭೆಯಲ್ಲಿ, ಬಿಬಿಎಂಪಿಯಾಗಿದ್ದಾಗ 2025–26ನೇ ಸಾಲಿಗೆ ಮಂಡಿಸಲಾಗಿದ್ದ ₹20,440.33 ಕೋಟಿ ಬಜೆಟ್‌ ಅನ್ನು, ಐದು ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ವಿಭಜನೆ ಮಾಡಿದ್ದ ಬಜೆಟ್‌ಗೆ ಅನುಮೋದನೆ ದೊರೆತಿತ್ತು. ಒಟ್ಟಾರೆ ಬಜೆಟ್‌ ಗಾತ್ರ ₹7,972.66 ಕೋಟಿಯಷ್ಟಾಗಿತ್ತು. ಇದನ್ನು ₹6,001 ಕೋಟಿಗೆ ಕಡಿತಗೊಳಿಸಿ, ಯಾವುದಕ್ಕೆ ಎಷ್ಟು ವೆಚ್ಚ ಮಾಡಬೇಕು ಎಂಬುದನ್ನು ‘ಬಜೆಟ್‌ ಕೋಡ್‌’ ನೀಡಿ ವೆಚ್ಚಗಳನ್ನು ಮರುವಿಂಗಡಿಸಲಾಗಿದೆ.

2025ರ ಸೆಪ್ಟೆಂಬರ್‌ 1ರಿಂದ 2026ರ ಮಾರ್ಚ್‌ 31ರವರೆಗೆ ಐದು ನಗರ ಪಾಲಿಕೆಗಳು ಹಾಗೂ ಜಿಬಿಎಯ ಬಜೆಟ್‌ ಅನ್ನು ಮಂಜೂರು ಮಾಡಲಾಗಿದ್ದು, ಒಟ್ಟಾರೆ ಬಜೆಟ್‌ ಗಾತ್ರದಲ್ಲಿ ಜಿಬಿಎ ಪಾಲೇ ₹2,932 ಕೋಟಿಯಾಗಿದೆ.

ಕೌನ್ಸಿಲ್‌, ಸಾಮಾನ್ಯ ಆಡಳಿತ, ತೋಟಗಾರಿಕೆ, ಸಾರ್ವಜನಿಕ ಶಿಕ್ಷಣ, ಸಾರ್ವಜನಿಕ ಆರೋಗ್ಯ, ವೈದ್ಯಕೀಯ, ಸಾರ್ವಜನಿಕ ಕಾಮಗಾರಿ, ಕಂದಾಯ, ಘನತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ, ನಗರ ಯೋಜನೆ, ನಗರ ಅರಣ್ಯೀಕರಣ, ಕಲ್ಯಾಣ ವಿಭಾಗಳಲ್ಲಿ ಕಾಮಗಾಋಇಗಳಿಗೆ ಕೋಡ್‌ ನೀಡಿ, ಯಾವ ನಗರ ಪಾಲಿಕೆಗಳು ಎಷ್ಟು ಹಣ ವೆಚ್ಚ ಮಾಡಬೇಕು ಎಂಬುದನ್ನೂ ತಿಳಿಸಲಾಗಿದೆ.

Bengaluru: The Horticulture Department has asked for complete information on the proposed TUNNEL road in Lalbagh, and B-Smile has asked for time to provide it.

A letter was written to the Horticulture Department 15 days ago by Bangalore Smart Infrastructure Limited (B-Smile), which is responsible for the construction of the tunnel, stating that the underground road will be constructed using about 6 acres of land in Lalbagh.

The Horticulture Department has written a reply to B-Smile asking it to ‘provide complete information on which part and what type of construction work will be carried out in relation to the TUNNEL road project.’ However, B-Smile has not provided complete information so far.

‘After B-Smile submits the complete report, a factual report will be prepared based on the impact on Lalbagh Park with expert advice and opinions. This report will be submitted to the department minister through the Horticulture Department Secretary,’ informed Horticulture Department officials.

Shaft: The detailed project report (DPR) has been described in the four survey numbers of Kasaba Hobli, Bangalore North Taluk, to acquire six acres of land for the tunnel route, along with the entry and exit ramps and alignment.

The DPR has identified an alignment for acquiring more than 2.56 lakh square feet of land in Vishweshwarpur ward, which includes Lalbagh, Annipura, Arekempanahalli, Siddapur villages of Kasaba hobli, including the Lalbagh South Gate (Siddapur Gate) entrance on the Lalbagh Siddapur main road. A five-storey commercial complex with many facilities will be built in Lalbagh inside the Shaft Siddapur Gate.

‘I went to Lalbagh on Friday night and checked where the tunnel road can be accessed. I am thinking about alternative routes. There is no need to worry,’ said Deputy Chief Minister D.K. Shivakumar.

‘I am ready to form a committee under the leadership of R. Ashoka on the tunnel road issue. The entry and exit point will be created near Lalbagh at the place he has indicated,’ he told reporters on Saturday.

“There is no need for Ashoka to sit on a dharna. Because he is from Bengaluru. He has won seven or eight times from here. He also has a responsibility. The committee formed under his leadership should advise and direct the government. They should also look into the tunnel road project. Whoever else’s name is suggested, including MLA Ashwath Narayan, they will be included in this committee. We should all work together, let’s do it,” he said.

Dharna today in Lalbagh: Ashoka

‘A protest will be held at Lalbagh with BJP MLAs and various organizations at 8 am on November 2 to oppose the tunnel road project,’ said Opposition Leader R. Ashoka.

‘People are scared when they hear the name of the tunnel road project. They don’t know whose house will go where. 6 acres of land will be acquired in Lalbagh and the project will be done. No department has given permission for this. Since the Bihar elections are coming, this project may be being implemented to make money. The protest will be held under the slogan ‘Save Lalbagh, Save Bengaluru’, he said.

‘It is wrong to insult MP Tejaswi Surya. This is an insult to a Lok Sabha constituency. Let the Chief Minister and Deputy Chief Minister learn to speak with respect,’ he responded.

When will it start: HDK

‘Let’s see when the work on the tunnel road will start. I don’t know whether the experts will get their opinion or not. The problem that the people of Bengaluru are facing every day should be solved. Whether they build a tunnel road or an elevated road is up to the government. People are expressing anger about the failures of the government every day. People’s lives should not be messed with,’ said Union Minister H.D. Kumaraswamy.

‘Although the deadline set for the officials to close the potholes in the city has passed, the potholes are still there. When the media heard about it, Chief Minister Siddaramaiah said, ‘DCM D.K. "'Ask Shivakumar' is the height of irresponsibility. It has been revealed how much value the officials are giving to the Chief Minister's words," he said.

ಲಾಲ್‌ಬಾಗ್‌ನಲ್ಲಿ ಸುಮಾರು 6 ಎಕರೆ ಭೂಮಿಯನ್ನು ಬಳಸಿಕೊಂಡು ಸುರಂಗ ರಸ್ತೆ ನಿರ್ಮಿಸಲಾಗುತ್ತದೆ ಎಂದು ಸುರಂಗ ಮಾರ್ಗ ನಿರ್ಮಾಣದ ಹೊಣೆ ಹೊತ್ತಿರುವ ಬೆಂಗಳೂರು ಸ್ಮಾರ್ಟ್‌ ಇನ್‌ಫ್ರಾಸ್ಟ್ರಕ್ಚರ್‌ ನಿಯಮಿತದ (ಬಿ–ಸ್ಮೈಲ್) ವತಿಯಿಂದ ತೋಟಗಾರಿಕೆ ಇಲಾಖೆಗೆ 15 ದಿನಗಳ ಹಿಂದೆ ಪತ್ರ ಬರೆಯಲಾಗಿತ್ತು.

‘ಸುರಂಗ ರಸ್ತೆ ಯೋಜನೆಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಯಾವ ಭಾಗದಲ್ಲಿ ಯಾವ ರೀತಿಯ ನಿರ್ಮಾಣ ಕಾಮಗಾರಿಗಳು ನಡೆಯಲಿವೆ ಎಂಬುದರ ಸಂಪೂರ್ಣ ಮಾಹಿತಿಯನ್ನು ಒದಗಿಸಿ’ ಎಂದು ತೋಟಗಾರಿಕೆ ಇಲಾಖೆಯಿಂದ ಬಿ–ಸ್ಮೈಲ್‌ಗೆ ಮರುಪತ್ರ ಬರೆಯಲಾಗಿದೆ. ಆದರೆ, ಈವರೆಗೆ ಬಿ–ಸ್ಮೈಲ್‌ ಸಂಪೂರ್ಣ ಮಾಹಿತಿಯನ್ನು ಒದಗಿಸಿಲ್ಲ.

‘ಬಿ–ಸ್ಮೈಲ್‌ ಸಂಪೂರ್ಣ ವರದಿ ಸಲ್ಲಿಸಿದ ಮೇಲೆ ಅದನ್ನು ಆಧರಿಸಿ ಲಾಲ್‌ಬಾಗ್‌ ಉದ್ಯಾನದ ಮೇಲಾಗುವ ಪರಿಣಾಮವನ್ನು ತಜ್ಞರ ಸಲಹೆ– ಅಭಿಪ್ರಾಯಗಳೊಂದಿಗೆ ವಾಸ್ತವ ವರದಿ ತಯಾರಿಸಲಾಗುತ್ತದೆ. ಈ ವರದಿಯನ್ನು ತೋಟಗಾರಿಕೆ ಇಲಾಖೆ ಕಾರ್ಯದರ್ಶಿಯವರ ಮೂಲಕ ಇಲಾಖೆ ಸಚಿವರಿಗೆ ತಲುಪಿಸಲಾಗುತ್ತದೆ’ ಎಂದು ತೋಟಗಾರಿಕೆ ಇಲಾಖೆ ಅಧಿಕಾರಿಗಳು ಮಾಹಿತಿ ನೀಡಿದರು.

ಶಾಫ್ಟ್‌: ಸುರಂಗ ಮಾರ್ಗಕ್ಕೆ ಬೆಂಗಳೂರು ಉತ್ತರ ತಾಲ್ಲೂಕು ಕಸಬಾ ಹೋಬಳಿಯ ನಾಲ್ಕು ಸರ್ವೆ ನಂಬರ್‌ಗಳಲ್ಲಿ ಲಾಲ್‌ಬಾಗ್‌ನ ಆರು ಎಕರೆ ಪ್ರದೇಶವನ್ನು ಸ್ವಾಧೀನಪಡಿಸಿಕೊಳ್ಳಲು ವಿಸ್ತೃತ ಯೋಜನಾ ವರದಿಯಲ್ಲಿ (ಡಿಪಿಆರ್‌) ಪ್ರವೇಶ–ನಿರ್ಗಮನದ ರ‍್ಯಾಂಪ್‌ ಜೊತೆಗೆ ಅಲೈನ್‌ಮೆಂಟ್‌ ಜೊತೆಗೆ ವಿವರಿಸಲಾಗಿದೆ.

ಲಾಲ್‌ಬಾಗ್‌ ಸಿದ್ದಾಪುರ ಮುಖ್ಯರಸ್ತೆಯಲ್ಲಿ ಲಾಲ್‌ಬಾಗ್‌ ದಕ್ಷಿಣ ಗೇಟ್‌ (ಸಿದ್ದಾಪುರ ಗೇಟ್‌) ಪ್ರವೇಶದ್ವಾರ ಸೇರಿದಂತೆ ಕಸಬಾ ಹೋಬಳಿಯ ಲಾಲ್‌ಬಾಗ್‌, ಅಣ್ಣಿಪುರ, ಅರೆಕೆಂಪನಹಳ್ಳಿ, ಸಿದ್ದಾಪುರ ಗ್ರಾಮಗಳು ಬರುವ ವಿಶ್ವೇಶ್ವರ ಪುರ ವಾರ್ಡ್‌ನಲ್ಲಿ 2.56 ಲಕ್ಷಕ್ಕೂ ಹೆಚ್ಚು ಚದರಡಿ ಭೂಮಿಯನ್ನು ಸ್ವಾಧೀನಪಡಿಸಿಕೊಳ್ಳಲು ಡಿಪಿಆರ್‌ನಲ್ಲಿ ಅಲೈನ್‌ಮೆಂಟ್‌ ಅನ್ನು ಗುರುತಿಸಲಾಗಿದೆ. ಹಲವು ಸೌಲಭ್ಯಗಳನ್ನು ಒಳಗೊಂಡ ಐದು ಅಂತಸ್ತಿನ ವಾಣಿಜ್ಯ ಸಂಕೀರ್ಣ ಶಾಫ್ಟ್ ಸಿದ್ದಾಪುರ ಗೇಟ್‌ ಒಳಗಿನ ಲಾಲ್‌ಬಾಗ್‌ನಲ್ಲಿ ನಿರ್ಮಾಣವಾಗಲಿದೆ.

More than ₹50 crore EMD ‘frozen’ for 4 months… 4 ತಿಂಗಳಿಂದ ₹50 ಕೋಟಿಗೂ ಹೆಚ್ಚು ಇಎಂಡಿ ‘ಫ್ರೀಜ್‌’

Bengaluru: Hundreds of tenders called during the Bruhat Bengaluru Mahanagara Palike (BBMP) period have not been finalized, and more than ₹50 crore Earnest money Deposit (EMD) paid by contractors has been ‘frozen’ in banks for four months.

BBMP ceased to exist and the Greater Bengaluru Authority (GBA) and five CITY corporations were formed on September 2. Despite knowing that BBMP would cease to exist, the authorities had invited tenders for various works till September 2.

After the GBA came into existence, the process of all tenders has been stopped. The process of thousands of tenders invited in August and September has not been completed. Thus, more than ₹50 crore, which was paid as EMD by dozens of contractors, has been left in banks.

Neither BBMP nor banks pay interest on the EMD amount paid by contractors. The EMD amount has been paid to banks through e-procurement software. This amount remains in the banks.

The process of tenders invited since July when BBMP was in power is still ‘frozen’. Although work orders have been issued for hundreds of works, they have not yet been transferred to the municipal corporation where they should fall. The EMD of the contractors who submitted bids for these works has not been returned to them.

In the last two months, tenders were called for various works in a hurry. Hundreds of contractors have paid EMD and submitted bids. Since the process of such tenders has also been ‘frozen’, the EMD amount remains pending in banks.

Request to return EMD

‘When BBMP was in existence, many tenders were invited, but the tender process has not yet been completed by Greater Bengaluru or the municipal corporations. Contractors have paid hundreds of crores as EMD, which remains in the bank. The bank has benefited since no interest is paid on EMD. GBA-municipal corporations have nothing to lose. However, a situation has arisen where contractors are losing their money. Therefore, the tender processes should be completed immediately and the EMD should be returned. Otherwise, all the tenders should be cancelled and the EMD should be returned,’ said BBMP Contractors Association President G.M. Nandakumar.

‘Although a request was submitted to the GBA Chief Commissioner on October 4 in this regard, it was of no use. Now, since the e-governance has instructed to forfeit the EMD amount after three months, all the contractors are worried. They demanded that the EMD should be returned immediately.’

Order for forfeiture of EMD

The EMD amount submitted in relation to tenders/auctions in e-procurement software version 1.0 should be refunded within three months. Otherwise, the amount should be forfeited and deposited in the government’s consolidated fund, the e-Governance Department has issued a circular on October 24.

Karnataka Public Procurement Portal (KPPP) version 1.0 has been deactivated from October 14. Therefore, the pending tenders/auctions in it should be completed within three months. Otherwise, the Chief Executive Officer of e-Governance has directed that all EMD should be forfeited and deposited in the government’s consolidated fund by the respective departments.

ಬೆಂಗಳೂರು: ಬೃಹತ್‌ ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆ (ಬಿಬಿಎಂಪಿ) ಅವಧಿಯಲ್ಲಿ ಕರೆಯಲಾಗಿದ್ದ ನೂರಾರು ಟೆಂಡರ್‌ಗಳು ಅಂತಿಮಗೊಳ್ಳದೆ, ನಾಲ್ಕು ತಿಂಗಳಿಂದ ಗುತ್ತಿಗೆದಾರರು ಪಾವತಿಸಿರುವ ₹50 ಕೋಟಿಗೂ ಹೆಚ್ಚು ಮುಂಗಡ ಹಣ (ಇಎಂಡಿ) ಬ್ಯಾಂಕ್‌ಗಳಲ್ಲೇ ‘ಫ್ರೀಜ್‌’ ಆಗಿದೆ.

ಬಿಬಿಎಂಪಿ ಅಸ್ತಿತ್ವ ಕಳೆದುಕೊಂಡು ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ (ಜಿಬಿಎ) ಹಾಗೂ ಐದು ನಗರ ಪಾಲಿಕೆಗಳು ಸೆಪ್ಟೆಂಬರ್‌ 2ರಂದು ರಚನೆಯಾದವು. ಬಿಬಿಎಂಪಿ ಅಸ್ತಿತ್ವ ಕಳೆದುಕೊಳ್ಳುತ್ತದೆ ಎಂಬ ಅರಿವಿದ್ದರೂ ಅಧಿಕಾರಿಗಳು ಸೆ.2ರವರೆಗೂ ವಿವಿಧ ಕಾಮಗಾರಿಗಳಿಗೆ ಟೆಂಡರ್‌ಗಳನ್ನು ಆಹ್ವಾನಿಸಿದ್ದರು.

ಜಿಬಿಎ ಅಸ್ತಿತ್ವಕ್ಕೆ ಬಂದ ನಂತರ ಎಲ್ಲ ಟೆಂಡರ್‌ಗಳ ಪ್ರಕ್ರಿಯೆ ಸ್ಥಗಿತಗೊಂಡಿವೆ. ಆಗಸ್ಟ್‌ ಮತ್ತು ಸೆಪ್ಟೆಂಬರ್‌ನಲ್ಲಿ ಆಹ್ವಾನಿಸಲಾಗಿದ್ದ ಸಾವಿರಾರು ಟೆಂಡರ್‌ಗಳ ಪ್ರಕ್ರಿಯೆ ಪೂರ್ಣ ಮುಗಿದಿಲ್ಲ. ಹೀಗಾಗಿ, ಒಂದು ಟೆಂಡರ್‌ ಮೊತ್ತದ ಶೇ 1ರಷ್ಟನ್ನು ಇಎಂಡಿಯಾಗಿ ಹತ್ತಾರು ಗುತ್ತಿಗೆದಾರರು ಪಾವತಿಸಿದ್ದ ₹50ಕ್ಕೂ ಹೆಚ್ಚು ಕೋಟಿ ಬ್ಯಾಂಕ್‌ಗಳಲ್ಲಿಯೇ ಉಳಿಸಿದೆ.

ಗುತ್ತಿಗೆದಾರರು ಪಾವತಿಸಿರುವ ಇಎಂಡಿ ಮೊತ್ತಕ್ಕೆ ಬಿಬಿಎಂಪಿಯಾಗಲಿ, ಬ್ಯಾಂಕ್‌ ಆಗಲಿ ಬಡ್ಡಿ ನೀಡುವುದಿಲ್ಲ. ಇಎಂಡಿ ಮೊತ್ತವನ್ನು ಇ–ಸಂಗ್ರಹಣಾ (ಇ–ಪ್ರೊಕ್ಯೂರ್‌ಮೆಂಟ್) ತಂತ್ರಾಂಶದ ಮೂಲಕ ಬ್ಯಾಂಕ್‌ಗಳಿಗೆ ಪಾವತಿಸಲಾಗಿದೆ. ಈ ಮೊತ್ತ ಬ್ಯಾಂಕ್‌ಗಳಲ್ಲೇ ಉಳಿದಿದೆ.

ಬಿಬಿಎಂಪಿಯಿದ್ದಾಗ ಜುಲೈನಿಂದ ಆಹ್ವಾನಿಸಲಾಗಿದ್ದ ಟೆಂಡರ್‌ಗಳ ಪ್ರಕ್ರಿಯೆ ಇನ್ನೂ ‘ಫ್ರೀಜ್‌’ನಲ್ಲೇ ಇದೆ. ನೂರಾರು ಕಾಮಗಾರಿಗಳಿಗೆ ಕಾರ್ಯಾದೇಶ ನೀಡಲಾಗಿದ್ದರೂ ಅದು ಯಾವ ನಗರ ಪಾಲಿಕೆ ವ್ಯಾಪ್ತಿಗೆ ಸೇರಬೇಕೋ ಅಲ್ಲಿಗೆ ಅವುಗಳನ್ನು ಇನ್ನೂ ವರ್ಗಾಯಿಸಿಲ್ಲ. ಈ ಕಾಮಗಾರಿಗಳಿಗೆ ಬಿಡ್‌ ಸಲ್ಲಿಸಿದ್ದ ಗುತ್ತಿಗೆದಾರರ ಇಎಂಪಿಯನ್ನೂ ಅವರಿಗೆ ವಾಪಸ್‌ ನೀಡಿಲ್ಲ.

ಇನ್ನು ಕೊನೆಯ ಎರಡು ತಿಂಗಳಲ್ಲಿ ತರಾತುರಿಯಲ್ಲಿ ನಾನಾ ಕಾಮಗಾರಿಗಳಿಗೆ ಟೆಂಡರ್ ಕರೆಯಲಾಗಿತ್ತು. ನೂರಾರು ಗುತ್ತಿಗೆದಾರರು ಇಎಂಡಿ ಪಾವತಿಸಿ ಬಿಡ್‌ ಸಲ್ಲಿಸಿದ್ದಾರೆ. ಇಂತಹ ಟೆಂಡರ್‌ಗಳ ಪ್ರಕ್ರಿಯೆಯೂ ಫ್ರೀಜ್‌’ ಆಗಿರುವುದರಿಂದ ಇಎಂಡಿ ಮೊತ್ತ ಬ್ಯಾಂಕ್‌ಗಳಲ್ಲೇ ಬಾಕಿ ಉಳಿದಿದೆ.

ಇಎಂಡಿ ವಾಪಸ್‌ ನೀಡಲು ಮನವಿ

‘ಬಿಬಿಎಂಪಿ ಅಸ್ತಿತ್ವದಲ್ಲಿದ್ದಾಗ ಹಲವು ಟೆಂಡರ್‌ಗಳನ್ನು ಆಹ್ವಾಸಿದ್ದು, ಟೆಂಡರ್‌ ಪ್ರಕ್ರಿಯೆಯನ್ನು ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಅಥವಾ ನಗರ ಪಾಲಿಕೆಗಳು ಇನ್ನೂ ಪೂರ್ಣಗೊಳಿಸಿಲ್ಲ. ಗುತ್ತಿಗೆದಾರರು ನೂರಾರು ಕೋಟಿಯನ್ನು ಇಎಂಡಿಯಾಗಿ ಪಾವತಿಸಿದ್ದು, ಅದು ಬ್ಯಾಂಕ್‌ನಲ್ಲೇ ಉಳಿದಿದೆ. ಇಎಂಡಿಗೆ ಯಾವುದೇ ಬಡ್ಡಿ ನೀಡದಿರುವುದರಿಂದ ಬ್ಯಾಂಕ್‌ಗೆ ಲಾಭವಾಗಿದೆ. ಜಿಬಿಎ– ನಗರ ಪಾಲಿಕೆಗಳು ಕಳೆದುಕೊಳ್ಳುವುದೇನೂ ಇಲ್ಲ. ಆದರೆ, ಗುತ್ತಿಗೆದಾರರು ತಮ್ಮ ಹಣವನ್ನು ಕಳೆದುಕೊಳ್ಳುವಂತಹ ಸ್ಥಿತಿ ನಿರ್ಮಾಣವಾಗಿದೆ. ಹೀಗಾಗಿ, ಕೂಡಲೇ ಟೆಂಡರ್‌ ಪ್ರಕ್ರಿಯೆಗಳನ್ನು ಮುಗಿಸಿ ಇಎಂಡಿ ಹಿಂದಿರುಗಿಬೇಕು. ಇಲ್ಲವೇ, ಎಲ್ಲ ಟೆಂಡರ್‌ಗಳನ್ನು ರದ್ದು ಮಾಡಿ ಇಎಂಡಿ ವಾಪಸ್‌ ನೀಡಬೇಕು’ ಎಂದು ಬಿಬಿಎಂಪಿ ಗುತ್ತಿಗೆದಾರರ ಸಂಘದ ಅಧ್ಯಕ್ಷ ಜಿ.ಎಂ. ನಂದಕುಮಾರ್‌ ತಿಳಿಸಿದರು.

‘ಈ ಬಗ್ಗೆ ಜಿಬಿಎ ಮುಖ್ಯ ಆಯುಕ್ತರಿಗೆ ಅಕ್ಟೋಬರ್ 4ರಂದು ಮನವಿ ಸಲ್ಲಿಸಿದ್ದರೂ ಪ್ರಯೋಜನವಾಗಿಲ್ಲ. ಇದೀಗ, ಇ–ಆಡಳಿತದವರು ಮೂರು ತಿಂಗಳ ನಂತರದ ಇಎಂಡಿ ಮೊತ್ತವನ್ನು ಮುಟ್ಟುಗೋಲು ಹಾಕಿಕೊಳ್ಳುವಂತೆ ಸೂಚಿಸಿರುವುದರಿಂದ ಗುತ್ತಿಗೆದಾರರೆಲ್ಲ ಆತಂಕಗೊಂಡಿದ್ದಾರೆ. ಕೂಡಲೇ ಇಎಂಡಿ ವಾಪಸ್‌ ಮಾಡಬೇಕು’ ಎಂದು ಆಗ್ರಹಿಸಿದರು.

ಇಎಂಡಿ ಮುಟ್ಟುಗೋಲಿಗೆ ಆದೇಶ

ಇ–ಸಂಗ್ರಹಣಾ ತಂತ್ರಾಂಶ 1.0 ಆವೃತ್ತಿಯಲ್ಲಿ ಟೆಂಡರ್/ ಹರಾಜುಗಳಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಸಲ್ಲಿಕೆಯಾಗಿರುವ ಇಎಂಡಿ ಮೊತ್ತವನ್ನು ಮೂರು ತಿಂಗಳಲ್ಲಿ ಮರುಪಾವತಿಸಬೇಕು. ಇಲ್ಲದಿದ್ದರೆ ಆ ಮೊತ್ತವನ್ನು ಮುಟ್ಟುಗೋಲು ಹಾಕಿಕೊಂಡು, ಸರ್ಕಾರದ ಸಂಚಿತ ನಿಧಿಗೆ ಜಮೆ ಮಾಡಬೇಕು ಎಂದು ಇ–ಆಡಳಿತ ಅ.24ರಂದು ಸುತ್ತೋಲೆ ಹೊರಡಿಸಿದೆ.

ಕರ್ನಾಟಕ ಸಾರ್ವಜನಿಕ ಸಂಗ್ರಹಣಾ ಪೋರ್ಟಲ್‌ನಲ್ಲಿ (ಕೆಪಿಪಿಪಿ) 1.0 ಆವೃತ್ತಿಯನ್ನು ಅ.14ರಿಂದ ನಿಷ್ಕ್ರಿಯಗೊಳಿಸಲಾಗಿದೆ. ಹೀಗಾಗಿ, ಅದರಲ್ಲಿ ಬಾಕಿ ಇರುವ ಟೆಂಡರ್‌/ ಹರಾಜುಗಳನ್ನು ಮೂರು ತಿಂಗಳಲ್ಲಿ ಪೂರ್ಣಗೊಳಿಸಬೇಕು. ಇಲ್ಲದಿದ್ದರೆ, ಎಲ್ಲ ಇಎಂಡಿಯನ್ನು ಮುಟ್ಟುಗೋಲು ಹಾಕಿಕೊಂಡು, ಆಯಾ ಇಲಾಖೆಯವರು ಸರ್ಕಾರದ ಸಂಚಿತ ನಿಧಿಗೆ ಜಮೆ ಮಾಡಬೇಕು ಎಂದು ಇ–ಆಡಳಿತದ ಮುಖ್ಯ ಕಾರ್ಯನಿರ್ವಹಣಾಧಿಕಾರಿ ಸೂಚಿಸಿದ್ದಾರೆ.

Bengaluru: While Deputy Chief Minister D.K. Shivakumar has expressed his intention to change the route of the tunnel road planned to be built in Lalbagh Park, Opposition Leader R. Ashoka has demanded that the tunnel road project should not be implemented under any circumstances. Union Minister H.D. Kumaraswamy has expressed concern that ‘expert experts will take their opinion and start the work or not’.

‘A protest will be held at Lalbagh with BJP MLAs and various organizations at 8 am on November 2 to oppose the tunnel road project,’ said Opposition Leader R. Ashoka.

‘It is wrong to insult MP Tejaswi Surya. This is an insult to a Lok Sabha constituency. Let the Chief Minister and Deputy Chief Minister learn to speak with respect,’ he responded.

ಸುರಂಗ ರಸ್ತೆ: ಲಾಲ್‌ಬಾಗ್‌ ಬದಲು, ಪರ್ಯಾಯ ಮಾರ್ಗದತ್ತ ಚಿಂತನೆ

ಬೆಂಗಳೂರು: ಲಾಲ್‌ಬಾಗ್‌ ಉದ್ಯಾನದಲ್ಲಿ ನಿರ್ಮಿಸಲು ಉದ್ದೇಶಿಸಿರುವ ಸುರಂಗ ರಸ್ತೆಯ ಮಾರ್ಗವನ್ನು ಬದಲು ಮಾಡುವ ಇಂಗಿತವನ್ನು ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್‌ ವ್ಯಕ್ತಪಡಿಸಿದ್ದರೆ, ಸುರಂಗ ರಸ್ತೆ ಯೋಜನೆಯನ್ನು ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ಅನುಷ್ಠಾನ ಮಾಡಬಾರದು ಎಂದು ವಿರೋಧ ಪಕ್ಷದ ನಾಯಕ ಆರ್‌. ಅಶೋಕ ಆಗ್ರಹಿಸಿದ್ದಾರೆ. ಕೇಂದ್ರ ಸಚಿವ ಎಚ್‌.ಡಿ. ಕುಮಾರಸ್ವಾಮಿ, ‘ನುರಿತ ತಜ್ಞರು ಅಭಿಪ್ರಾಯ ಪಡೆದು ಕೆಲಸ ಆರಂಭ ಮಾಡುತ್ತಾರೋ ಇಲ್ಲವೋ’ ಎಂಬ ಆತಂಕ ವ್ಯಕ್ತಪಡಿಸಿದ್ದಾರೆ.

ಪರ್ಯಾಯದತ್ತ ಆಲೋಚನೆ: ಡಿಕೆಶಿ

‘ಶುಕ್ರವಾರ ರಾತ್ರಿ ಲಾಲ್‌ಬಾಗ್ ಬಳಿ ತೆರಳಿ ಎಲ್ಲೆಲ್ಲಿ ಸುರಂಗ ರಸ್ತೆಗೆ ಪ್ರವೇಶ ಕಲ್ಪಿಸಬಹುದು ಎಂದು ಪರಿಶೀಲನೆ ಮಾಡಿದ್ದೇನೆ. ಪರ್ಯಾಯ ಮಾರ್ಗಗಳ ಬಗ್ಗೆ ಆಲೋಚನೆ ನಡೆಸುತ್ತಿದ್ದೇನೆ. ಯಾವುದೇ ಆತಂಕ ಪಡಬೇಕಾದ ಅವಶ್ಯಕತೆ ಇಲ್ಲ’ ಎಂದು ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್‌ ಹೇಳಿದರು.

‘ಸುರಂಗ ರಸ್ತೆ ವಿಚಾರದಲ್ಲಿ ಆರ್‌. ಅಶೋಕ ಅವರ ನೇತೃತ್ವದಲ್ಲೇ ಸಮಿತಿ ರಚಿಸಲು ನಾನು ತಯಾರಿದ್ದೇನೆ. ಅವರು ಸೂಚಿದ ಕಡೆಯೇ ಲಾಲ್‌ಬಾಗ್‌ ಬಳಿ ಪ್ರವೇಶ– ನಿರ್ಗಮನ ತಾಣ ರೂಪಿಸಲಾಗುವುದು’ ಎಂದು ಸುದ್ದಿಗಾರರಿಗೆ ಶನಿವಾರ ಪ್ರತಿಕ್ರಿಯಿಸಿದರು.

‘‘ಅಶೋಕ ಅವರು ಧರಣಿ ಕೂರುವ ಅವಶ್ಯ ಇಲ್ಲ. ಏಕೆಂದರೆ ಅವರು ಬೆಂಗಳೂರಿನವರು. ಇಲ್ಲಿಂದ ಏಳೆಂಟು ಬಾರಿ ಗೆದ್ದಿದ್ದಾರೆ. ಅವರಿಗೂ ಜವಾಬ್ದಾರಿಯಿದೆ. ಅವರ ನೇತೃತ್ವದಲ್ಲಿ ರಚಿಸಿದ ಸಮಿತಿಯೇ ಸರ್ಕಾರಕ್ಕೆ ಸಲಹೆ, ನಿರ್ದೇಶನ ನೀಡಲಿ. ಸುರಂಗ ರಸ್ತೆ ಯೋಜನೆಯನ್ನು ಅವರೂ ಗಮನಿಸಲಿ. ಶಾಸಕ ಅಶ್ವತ್ಥ ನಾರಾಯಣ ಸೇರಿದಂತೆ ಬೇರೆ ಯಾರ ಹೆಸರನ್ನು ಸೂಚಿಸಿದರೂ ಅವರನ್ನು ಈ ಸಮಿತಿಗೆ ಸೇರ್ಪಡೆ ಮಾಡಲಾಗುವುದು.‌ ನಾವೆಲ್ಲರೂ ಒಟ್ಟಿಗೆ ಸೇರಿ ಕೆಲಸ ಮಾಡಬೇಕು, ಮಾಡೋಣ’ ಎಂದರು.

ಲಾಲ್‌ಬಾಗ್‌ನಲ್ಲಿ ಇಂದು ಧರಣಿ: ಅಶೋಕ

‘ಸುರಂಗ ರಸ್ತೆ ಯೋಜನೆಯನ್ನು ವಿರೋಧಿಸಿ ಲಾಲ್‌ಬಾಗ್‌ನಲ್ಲಿ ಬಿಜೆಪಿ ಶಾಸಕರು ಹಾಗೂ ವಿವಿಧ ಸಂಘಟನೆಗಳೊಂದಿಗೆ ನವೆಂಬರ್‌ 2ರ ಬೆಳಗ್ಗೆ 8 ಗಂಟೆಗೆ ಪ್ರತಿಭಟನೆ ನಡೆಸಲಾಗುವುದು’ ಎಂದು ವಿರೋಧ ಪಕ್ಷದ ನಾಯಕ ಆರ್‌. ಅಶೋಕ ಹೇಳಿದರು.

‘ಸುರಂಗ ರಸ್ತೆ ಯೋಜನೆಯ ಹೆಸರು ಕೇಳಿದರೆ ಜನರು ಭೀತಿಗೊಳ್ಳುತ್ತಿದ್ದಾರೆ. ಎಲ್ಲಿ ಯಾರ ಮನೆ ಹೋಗಲಿದೆ ಎಂದು ತಿಳಿಯುತ್ತಿಲ್ಲ. ಲಾಲ್‌ಬಾಗ್‌ನಲ್ಲಿ 6 ಎಕರೆ ಜಮೀನು ಕಬಳಿಕೆ ಮಾಡಿ ಯೋಜನೆ ಮಾಡಲಾಗುತ್ತದೆ. ಇದಕ್ಕೆ ಯಾವ ಇಲಾಖೆಯೂ ಅನುಮತಿ ನೀಡಿಲ್ಲ. ಬಿಹಾರ ಚುನಾವಣೆ ಬಂದಿರುವುದರಿಂದ ಹಣ ಮಾಡಲು ಈ ಯೋಜನೆ ಜಾರಿ ಮಾಡುತ್ತಿರಬಹುದು. ‘ಲಾಲ್‌ಬಾಗ್‌ ಉಳಿಸಿ, ಬೆಂಗಳೂರು ರಕ್ಷಿಸಿ’ ಎಂಬ ಘೋಷಣೆಯಡಿ ಪ್ರತಿಭಟನೆ ನಡೆಯಲಿದೆ’ ಎಂದರು.

‘ಸಂಸದ ತೇಜಸ್ವಿ ಸೂರ್ಯ ಅವರನ್ನು ಅವಹೇಳನ ಮಾಡುವುದು ತಪ್ಪು. ಇದು ಒಂದು ಲೋಕಸಭಾ ಕ್ಷೇತ್ರಕ್ಕೆ ಮಾಡುವ ಅಪಮಾನ. ಮುಖ್ಯಮಂತ್ರಿ ಹಾಗೂ ಉಪ ಮುಖ್ಯಮಂತ್ರಿಯವರು ಗೌರವ ಕೊಟ್ಟು ಮಾತಾಡುವುದನ್ನು ಕಲಿಯಲಿ’ ಎಂದು ಪ್ರತಿಕ್ರಿಯಿಸಿದರು.

ಯಾವಾಗ ಪ್ರಾರಂಭ ಮಾಡುತ್ತಾರೆ: ಎಚ್‌ಡಿಕೆ

‘ಸುರಂಗ ರಸ್ತೆಯ ಕೆಲಸ ಯಾವಾಗ ಪ್ರಾರಂಭ ಮಾಡುತ್ತಾರೋ ನೋಡೋಣ. ನುರಿತ ತಜ್ಞರು ಅಭಿಪ್ರಾಯ ಪಡೆಯುತ್ತಾರೋ ಇಲ್ಲವೋ ಗೊತ್ತಿಲ್ಲ. ಬೆಂಗಳೂರು ಜನ ಪ್ರತಿನಿತ್ಯ ಅನುಭವಿಸುತ್ತಿರುವ ಸಮಸ್ಯೆ ಬಗೆಹರಿಯಬೇಕು. ಸುರಂಗ ರಸ್ತೆ ಮಾಡುತ್ತಾರೋ, ಎಲಿವೇಟೆಡ್‌ ರಸ್ತೆ ಮಾಡುತ್ತಾರೋ ಅದು ಸರ್ಕಾರಕ್ಕೆ ಬಿಟ್ಟಿದ್ದು. ಜನರು ಪ್ರತಿನಿತ್ಯ ಸರ್ಕಾರದ ವೈಫಲ್ಯಗಳ ಬಗ್ಗೆ ಆಕ್ರೋಶ ವ್ಯಕ್ತಪಡಿಸುತ್ತಿದ್ದಾರೆ. ಜನರ ಬದುಕಿನಲ್ಲಿ ಚಲ್ಲಾಟ ಆಡಬಾರದು’ ಎಂದು ಕೇಂದ್ರ ಸಚಿವ ಎಚ್‌.ಡಿ. ಕುಮಾರಸ್ವಾಮಿ ಹೇಳಿದರು.

‘ನಗರದಲ್ಲಿ ಗುಂಡಿ ಮುಚ್ಚಲು ಅಧಿಕಾರಿಗಳಿಗೆ ವಿಧಿಸಿರುವ ಗಡುವು ಮುಗಿದಿದ್ದರೂ ಇನ್ನು ಗುಂಡಿಗಳು ಹಾಗೆಯೇ ಇವೆ. ಆ ಬಗ್ಗೆ ಮಾಧ್ಯಮಗಳು ಕೇಳಿರುವುದಕ್ಕೆ, ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ‘ಡಿಸಿಎಂ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಅವರನ್ನು ಕೇಳಿ’ ಎಂದಿರುವುದು ಬೇಜವಾಬ್ದಾರಿಯ ಪರಮಾವಧಿ. ಮುಖ್ಯಮಂತ್ರಿಯವರ ಮಾತಿಗೆ ಅಧಿಕಾರಿಗಳು ಎಷ್ಟು ಬೆಲೆ ಕೊಡುತ್ತಿದ್ದಾರೆ ಎನ್ನುವುದು ಬಹಿರಂಗವಾಗಿದೆ’ ಎಂದರು.

Bengaluru: The Urban Development Department has issued an order regularizing up to 15% violation of building PLAN in the jurisdiction of urban local bodies (except Bengaluru).

As per Section 299-AB (2)(i) of the Karnataka Municipal Corporations (Amendment) Act, 2025 and Section 187 (1-A) of the Karnataka Municipal Corporations (Amendment) Act, 2025, a penalty will be imposed for violation of building map and a revised map will be issued.

A penalty fee has been fixed per square meter for those who violate 15% of the setback/coverage in the approved building plan. It has been informed that the local bodies can issue revised plans for the buildings after considering the violation of the respective buildings and paying the fine.

It has been said that if the building plan is obtained and the violation of the floor area ratio (FAR) and car parking areas is within the limit of 5%, a fine can also be imposed and revised maps can be issued.

ಕರ್ನಾಟಕ ಮಹಾನಗರ ಪಾಲಿಕೆ (ತಿದ್ದುಪಡಿ) ಕಾಯ್ದೆ 2025ರ ಕಲಂ 299–ಎಬಿ (2)(ಐ) ಹಾಗೂ ಕರ್ನಾಟಕ ಪೌರ ನಿಗಮಗಳ (ತಿದ್ದುಪಡಿ) ಕಾಯ್ದೆ 2025ರ ಕಲಂ 187 (1–ಎ)ಯಂತೆ ಕಟ್ಟಡ ನಕ್ಷೆ ಉಲ್ಲಂಘನೆಗೆ ದಂಡ ವಿಧಿಸಿ, ಪರಿಷ್ಕೃತ ನಕ್ಷೆ ನೀಡಲಾಗುತ್ತದೆ.

ಮಂಜೂರಾಗಿರುವ ಕಟ್ಟಡ ನಕ್ಷೆಯಲ್ಲಿ ಸೆಟ್‌ಬ್ಯಾಕ್‌/ ಕವರೇಜ್‌ನಲ್ಲಿ ಶೇ 15ರಷ್ಟು ಉಲ್ಲಂಘಿಸಿದವರಿಗೆ ಪ್ರತಿ ಚದರ ಮೀಟರ್‌ಗೆ ದಂಡ ಶುಲ್ಕವನ್ನು ನಿಗದಿ ಮಾಡಲಾಗಿದೆ. ಆಯಾ ಕಟ್ಟಡಗಳ ಉಲ್ಲಂಘನೆಯನ್ನು ಪರಿಗಣಿಸಿ, ದಂಡ ಪಾವತಿಸಿಕೊಂಡು ಕಟ್ಟಡಗಳಿಗೆ ಪರಿಷ್ಕೃತ ನಕ್ಷೆಯನ್ನು ಸ್ಡಳೀಯ ಸಂಸ್ಥೆಗಳು ನೀಡಬಹುದು ಎಂದು ತಿಳಿಸಲಾಗಿದೆ.

Bengaluru: The Greater Bengaluru Authority (GBA), which has been creating awareness by dumping garbage in front of the houses of those who throw waste on the road, has put junior health officers in trouble by not paying their salaries for eight months.

JHIs, which come under the jurisdiction of the Health and Sanitation Department of the Greater Bengaluru Authority, are also known as Solid Waste Inspectors (SWIs). Due to the negligence of the officials in the BBMP-GBA confusion, JHIs, who play an important role in waste management, have not been paid their salaries since February 2025.

BBMP used to get JHIs through agencies on a contract basis. GBA officials have not come forward to resolve the confusion that arose during the appointment of a new agency even after eight months.

‘When BBMP existed, it was working through an agency. Later, a new agency was given permission. In some places, an order was issued that one JHI per ward was enough. After that, it was decided to revise that too and retain the old number of JHIs. However, the file processes for this have not been completed and the salary has not been received. Although we have been fighting about this for six months, it has not been useful yet,” said the JHIs who did not want to be named.

‘We have been working through agencies for many years. The salary is being paid from them. However, the problem started from February. The agency was changed. They were not paid by the BBMP zone. They delayed it saying that the process was ongoing. Later, GBA was formed and became city corporations. The files have not been disposed of for them. Therefore, the city corporations are also unable to release the salary. If the city corporation commissioner and senior GBA officials want, they can pay the salary in a day,’ he said.

‘JHIs have not been paid for eight months. They are handling everything responsibly, including autos and civic workers in waste management. The pressure on them has increased without salaries, and we are in a state where we are not even told to work. We have recommended the release of salaries to everyone, including the municipal commissioners,' said the assistant executive engineers of the municipal corporations.

We will take action: Suralkar

'The salaries of JHIs should be paid by the respective municipal corporations. The necessary circular has been issued in this regard. The municipal commissioners should take action. We will talk to all of them and get the salaries released,' Suralkar Vikas Kishore, Special Commissioner of Health and Sanitation Department of GBA, told 'Prajavani'.

'The salaries of February, March and April were to be paid at the BBMP zonal level. The salaries were not released because the agencies did not submit the bills. Later, the agencies were identified at the zonal level. They were instructed to be included in the new municipal corporations. Since this process was over, the salaries were not paid,' he said.

ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರದ ಆರೋಗ್ಯ ಮತ್ತು ನೈರ್ಮಲ್ಯ ವಿಭಾಗದ ವ್ಯಾಪ್ತಿಗೆ ಬರುವ ಜೆಎಚ್‌ಐಗಳನ್ನು ಘನತ್ಯಾಜ್ಯ ಪರಿವೀಕ್ಷಕರು (ಎಸ್‌ಡಬ್ಲ್ಯಐ) ಎಂದೂ ಕರೆಯಲಾಗುತ್ತದೆ. ಬಿಬಿಎಂಪಿ– ಜಿಬಿಎ ಎಂಬ ಗೊಂದಲದಲ್ಲಿರುವ ಅಧಿಕಾರಿಗಳ ನಿರ್ಲಕ್ಷ್ಯದಿಂದ ತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆಯಲ್ಲಿ ಪ್ರಮುಖ ಪಾತ್ರವಹಿಸುತ್ತಿರುವ ಜೆಎಚ್‌ಐಗಳಿಗೆ 2025ರ ಫೆಬ್ರುವರಿಯಿಂದ ವೇತನ ಪಾವತಿಸಿಲ್ಲ.

ಜೆಎಚ್‌ಐಗಳನ್ನು ಗುತ್ತಿಗೆ ಆಧಾರದಲ್ಲಿ ಏಜೆನ್ಸಿಗಳ ಮೂಲಕ ಬಿಬಿಎಂಪಿ ಪಡೆದುಕೊಳ್ಳುತ್ತಿತ್ತು. ಹೊಸ ಏಜೆನ್ಸಿಯನ್ನು ನೇಮಕ ಮಾಡುವ ಸಂದರ್ಭದಲ್ಲಿ ಉಂಟಾಗಿರುವ ಗೊಂದಲವನ್ನು ಎಂಟು ತಿಂಗಳಾದರೂ ಪರಿಹರಿಸಲು ಜಿಬಿಎ ಅಧಿಕಾರಿಗಳು ಮುಂದಾಗಿಲ್ಲ.

‘ಬಿಬಿಎಂಪಿ ಇದ್ದಾಗ ಏಜೆನ್ಸಿ ಮೂಲಕ ಕಾರ್ಯನಿರ್ವಹಿಸಲಾಗುತ್ತಿತ್ತು. ನಂತರ ಹೊಸ ಏಜೆನ್ಸಿಗೆ ಅವಕಾಶ ನೀಡಲಾಯಿತು. ಕೆಲವು ಕಡೆ ವಾರ್ಡ್‌ಗೊಬ್ಬರು ಜೆಎಚ್‌ಐ ಸಾಕು ಎಂಬ ಆದೇಶ ಹೊರಬಿತ್ತು. ಅದಾದ ಮೇಲೆ ಅದನ್ನೂ ಪರಿಷ್ಕರಿಸಿ ಹಳೆಯ ಸಂಖ್ಯೆಯ ಜೆಎಚ್‌ಐಗಳನ್ನೇ ಉಳಿಸಿಕೊಳ್ಳಲು ನಿರ್ಧರಿಸಲಾಯಿತು. ಆದರೆ, ಇದಕ್ಕಾಗಿ ಕಡತ ಪ್ರಕ್ರಿಯೆಗಳು ಪೂರ್ಣಗೊಳ್ಳದೆ ವೇತನ ದೊರೆತಿಲ್ಲ. ಇದರ ಬಗ್ಗೆ ಆರು ತಿಂಗಳಿಂದ ಹೋರಾಟ ಮಾಡುತ್ತಿದ್ದರೂ, ಇನ್ನೂ ಪ್ರಯೋಜನವಾಗಿಲ್ಲ’ ಎಂದು ಹೆಸರು ಬಹಿರಂಗಪಡಿಸಲು ಇಚ್ಛಿಸದ ಜೆಎಚ್‌ಐಗಳು ಹೇಳಿದರು.

‘ಹಲವು ವರ್ಷಗಳಿಂದ ಏಜೆನ್ಸಿಗಳ ಮೂಲಕವೇ ಕೆಲಸ ಮಾಡುತ್ತಿದ್ದೇವೆ. ಅವರಿಂದಲೇ ವೇತನ ಪಾವತಿಯಾಗುತ್ತಿದೆ. ಆದರೆ, ಫೆಬ್ರುವರಿಯಿಂದ ಸಮಸ್ಯೆ ಪ್ರಾರಂಭವಾಗಿದೆ. ಏಜೆನ್ಸಿ ಬದಲಾವಣೆ ಮಾಡಿದರು. ಬಿಬಿಎಂಪಿ ವಲಯದಿಂದ ಅವರಿಗೆ ಹಣ ಪಾವತಿಸಲಿಲ್ಲ. ಪ್ರಕ್ರಿಯೆ ನಡೆಯುತ್ತಿದೆ ಎಂದು ಕಾಲ ತಳ್ಳಿದರು. ನಂತರ, ಜಿಬಿಎ ರಚನೆಯಾಗಿ, ನಗರ ಪಾಲಿಕೆಗಳಾದವು. ಅವುಗಳಿಗೆ ಕಡತಗಳನ್ನು ವಿಲೇವಾರಿ ಮಾಡಿಲ್ಲ. ಹೀಗಾಗಿ, ನಗರ ಪಾಲಿಕೆಗಳಿಂದಲೂ ವೇತನ ಬಿಡುಗಡೆ ಮಾಡಲು ಸಾಧ್ಯವಾಗುತ್ತಿಲ್ಲ. ನಗರ ಪಾಲಿಕೆ ಆಯುಕ್ತರು, ಜಿಬಿಎ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳು ಮನಸ್ಸು ಮಾಡಿದರೆ ಒಂದು ದಿನದಲ್ಲಿ ವೇತನ ಪಾವತಿ ಮಾಡಬಹುದು’ ಎಂದರು.

‘ಎಂಟು ತಿಂಗಳಿಂದ ಜೆಎಚ್‌ಐಗಳಿಗೆ ವೇತನವಾಗಿಲ್ಲ. ತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆಯಲ್ಲಿ ಆಟೊ, ಪೌರಕಾರ್ಮಿಕರು ಸೇರಿದಂತೆ ಎಲ್ಲವನ್ನೂ ಜವಾಬ್ದಾರಿಯಿಂದ ಅವರೇ ನಿಭಾಯಿಸುತ್ತಿದ್ದಾರೆ. ವೇತನವಿಲ್ಲದೆ ಅವರಿಗೆ ಒತ್ತಡ ಹೆಚ್ಚಾಗಿದ್ದು, ನಾವು ಕೆಲಸವನ್ನೂ ಹೇಳದ ಸ್ಥಿತಿಯಲ್ಲಿದ್ದೇವೆ. ನಗರ ಪಾಲಿಕೆಗಳ ಆಯುಕ್ತರು ಸೇರಿದಂತೆ ಎಲ್ಲರಿಗೂ ವೇತನ ಬಿಡುಗಡೆ ಮಾಡಲು ಶಿಫಾರಸು ಮಾಡಿದ್ದೇವೆ’ ಎಂದು ನಗರ ಪಾಲಿಕೆಗಳ ಸಹಾಯಕ ಕಾರ್ಯಪಾಲಕ ಎಂಜಿನಿಯರ್‌ಗಳು ತಿಳಿಸಿದರು.

ಕ್ರಮ ಕೈಗೊಳ್ಳುತ್ತೇವೆ: ಸುರಳ್ಕರ್‌

‘ಜೆಎಚ್‌ಐಗಳಿಗೆ ಆಯಾ ನಗರ ಪಾಲಿಕೆಗಳಿಂದ ವೇತನ ನೀಡಬೇಕು. ಈ ಬಗ್ಗೆ ಅಗತ್ಯ ಸುತ್ತೋಲೆಯನ್ನು ಹೊರಡಿಸಲಾಗಿದೆ. ನಗರ ಪಾಲಿಕೆಗಳ ಆಯುಕ್ತರು ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು. ಅವರೆಲ್ಲರೊಂದಿಗೆ ಮಾತನಾಡಿ, ವೇತನ ಬಿಡುಗಡೆಗೆ ಮಾಡಿಸಲಾಗುತ್ತದೆ’ ಎಂದು ಜಿಬಿಎಯ ಆರೋಗ್ಯ–ನೈರ್ಮಲ್ಯ ವಿಭಾಗದ ವಿಶೇಷ ಆಯುಕ್ತ ಸುರಳ್ಕರ್ ವಿಕಾಸ್ ಕಿಶೋರ್ ಅವರು ‘ಪ್ರಜಾವಾಣಿ’ಗೆ ತಿಳಿಸಿದರು.

‘ಫೆಬ್ರುವರಿ, ಮಾರ್ಚ್‌, ಏಪ್ರಿಲ್‌ ವೇತನವನ್ನು ಬಿಬಿಎಂಪಿ ವಲಯ ಮಟ್ಟದಲ್ಲಿ ಪಾವತಿಸಬೇಕಿತ್ತು. ಏಜೆನ್ಸಿಗಳು ಬಿಲ್‌ ಸಲ್ಲಿಸದ ಕಾರಣ ವೇತನ ಬಿಡುಗಡೆ ಆಗಿಲ್ಲ. ನಂತರ, ವಲಯ ಮಟ್ಟದಲ್ಲಿ ಏಜೆನ್ಸಿಗಳನ್ನು ಗುರುತಿಸಲಾಗಿತ್ತು. ಅವರನ್ನು ಹೊಸ ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಸೇರಿಸಿಕೊಳ್ಳಲು ಸೂಚಿಸಲಾಗಿತ್ತು. ಈ ಪ್ರಕ್ರಿಯೆ ಮುಗಿಯದ್ದರಿಂದ ವೇತನ ಪಾವತಿಯಾಗಿಲ್ಲ’ ಎಂದು ಹೇಳಿದರು.

Bengaluru: The tender for the construction of a three-lane twin tunnel road (Twin Tunnel) from Hebbal Junction to Silk Board Junction (North-South Corridor) has been extended once again as more companies not showed interest.

The tender was invited on July 16 by the Special Purpose Vehicle (SPV) formed for the development of large infrastructure – ‘Bengaluru Smart Infrastructure Limited’ (B-SMILE) at an estimated cost of ₹17,698 crore in two packages under the ‘Build-Operate-Transfer’ (BOT) model.

The last date for submission of bids is September 3, and the financial bid will be opened on the 4th. It was said that ten leading companies of the country, including Adani Group, L&T, Tata Projects, have shown interest in participating in the tender for the proposed tunnel road project in the city.

The tender period was extended from September 3 to September 30. Later, it was extended to October 29. Now the period has been extended again and bids can be submitted till November 11.

Contractors registered with BBMP, B-Smile or contractors registered with Central Public Works, State Public Works Department, Railways, National Highways are eligible to submit bids. Bids can also be submitted as joint ventures or consortiums, the tender notice said.

The cabinet meeting held on June 5 approved the construction of the twin tunnel road on a boot basis.

Outrage: ‘The tunnel road is affecting Lalbagh Gardens, Sankey Lake and Hebbal Lake. Citizens, environmental activists and experts had opined that the tunnel road would not reduce traffic congestion. BJP leaders are demanding that the project be scrapped.

The report of the expert committee formed by the government, which identified 121 loopholes in the DAPR of the tunnel road, said that no soil study tests, including geology and geotechnical, were conducted. There is also a tunnel road case in the court.

ಬೃಹತ್‌ ಮೂಲಸೌಕರ್ಯಗಳ ಅಭಿವೃದ್ಧಿಗೆ ರಚಿಸಲಾಗಿರುವ ವಿಶೇಷ ಉದ್ದೇಶದ ಸಂಸ್ಥೆ (ಎಸ್‌ಪಿವಿ)– ‘ಬೆಂಗಳೂರು ಸ್ಮಾರ್ಟ್‌ ಇನ್‌ಫ್ರಾಸ್ಟ್ರಕ್ಚರ್‌ ಲಿಮಿಟೆಡ್‌ ಸಂಸ್ಥೆ’ (ಬಿ–ಸ್ಮೈಲ್‌) ವತಿಯಿಂದ ಎರಡು ಪ್ಯಾಕೇಜ್‌ಗಳಲ್ಲಿ ‘ನಿರ್ಮಾಣ– ಕಾರ್ಯಾಚರಣೆ– ವರ್ಗಾವಣೆ’ (ಬೂಟ್‌) ಮಾದರಿಯಲ್ಲಿ ₹17,698 ಕೋಟಿ ಅಂದಾಜು ವೆಚ್ಚದಲ್ಲಿ ಜುಲೈ 16ರಂದು ಟೆಂಡರ್‌ ಆಹ್ವಾನಿಸಲಾಗಿತ್ತು.

ಸೆಪ್ಟೆಂಬರ್‌ 3ರಂದು ಬಿಡ್‌ ಸಲ್ಲಿಸಲು ಅಂತಿಮ ದಿನವಾಗಿದ್ದು, 4ರಂದು ಆರ್ಥಿಕ ಬಿಡ್‌ ತೆರೆಯಲಾಗುತ್ತದೆ. ಅದಾನಿ ಗ್ರೂಪ್‌, ಎಲ್‌ ಆ್ಯಂಡ್‌ ಟಿ, ಟಾಟಾ ಪ್ರಾಜೆಕ್ಟ್ಸ್‌ ಸೇರಿದಂತೆ ದೇಶದ ಪ್ರಮುಖ ಹತ್ತು ಸಂಸ್ಥೆಗಳು ನಗರದಲ್ಲಿನ ಉದ್ದೇಶಿತ ಸುರಂಗ ರಸ್ತೆ ಯೋಜನೆಯ ಟೆಂಡರ್‌ನಲ್ಲಿ ಭಾಗವಹಿಸಲು ಆಸಕ್ತಿ ತೋರಿವೆ ಎಂದು ಹೇಳಲಾಗಿತ್ತು.

ಈ ಟೆಂಡರ್‌ ಅವಧಿಯನ್ನು ಸೆ.3ರಿಂದ ಸೆ.30ಕ್ಕೆ ವಿಸ್ತರಿಸಲಾಯಿತು. ನಂತರ, ಅದನ್ನು ಅ.29ರ ಗಡುವು ನೀಡಲಾಗಿತ್ತು. ಇದೀಗ ಮತ್ತೆ ಅವಧಿಯನ್ನು ವಿಸ್ತರಿಸಿ, ನ.11ರವರೆಗೆ ಬಿಡ್‌ ಸಲ್ಲಿಸಲು ಅವಕಾಶ ಕಲ್ಪಿಸಲಾಗಿದೆ.

ಬಿಬಿಎಂಪಿ, ಬಿ–ಸ್ಮೈಲ್‌ ನೋಂದಣಿಯಾಗಿರುವ ಗುತ್ತಿಗೆದಾರರು ಅಥವಾ ಕೇಂದ್ರ ಲೋಕೋಪಯೋಗಿ, ರಾಜ್ಯ ಲೋಕೋಪಯೋಗಿ ಇಲಾಖೆ, ರೈಲ್ವೆ, ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿಗಳಲ್ಲಿ ನೋಂದಣಿಯಾಗಿರುವ ಗುತ್ತಿಗೆದಾರರು ಬಿಡ್‌ ಸಲ್ಲಿಸಲು ಅರ್ಹರಾಗಿರುತ್ತಾರೆ. ಜಂಟಿ ಸಂಸ್ಥೆಗಳಾಗಿ ಅಥವಾ ಒಕ್ಕೂಟಗಳಾಗಿಯೂ ಬಿಡ್‌ ಸಲ್ಲಿಬಹುದಾಗಿದೆ ಎಂದು ಟೆಂಡರ್ ಪ್ರಕಟಣೆಯಲ್ಲಿ ತಿಳಿಸಲಾಗಿದೆ.

ಅವಳಿ ಸುರಂಗ ರಸ್ತೆಯನ್ನು ಬೂಟ್‌ ಆಧಾರದಲ್ಲಿ ನಿರ್ಮಿಸಲು ಜೂನ್ 5ರಂದು ನಡೆದ ಸಚಿವ ಸಂಪುಟ ಸಭೆಯಲ್ಲಿ ಒಪ್ಪಿಗೆ ನೀಡಲಾಗಿತ್ತು.

ಆಕ್ರೋಶ: ‘ಸುರಂಗ ರಸ್ತೆಯಿಂದ ಲಾಲ್‌ಬಾಗ್‌ ಉದ್ಯಾನಗಳಿಗೆ, ಸ್ಯಾಂಕಿ ಕೆರೆ, ಹೆಬ್ಬಾಳ ಕೆರೆಗಳಿಗೆ ಧಕ್ಕೆಯಾಗುತ್ತಿದೆ. ಸುರಂಗ ರಸ್ತೆಯಿಂದ ಸಂಚಾರ ದಟ್ಟಣೆ ಕಡಿಮೆಯಾಗುವುದಿಲ್ಲ’ ಎಂದು ನಾಗರಿಕರು, ಪರಿಸರ ಕಾರ್ಯಕರ್ತರು, ತಜ್ಞರು ಅಭಿಪ್ರಾಯಪಟ್ಟಿದ್ದರು. ‘ಈ ಯೋಜನೆ ಕೈಬಿಡಬೇಕು’ ಎಂದು ಬಿಜೆಪಿ ಮುಖಂಡರು ಆಗ್ರಹಿಸುತ್ತಿದ್ದಾರೆ.

ಸುರಂಗ ರಸ್ತೆಯ ಡಿಎಪಿಆರ್‌ನಲ್ಲಿ 121 ಲೋಪಗಳನ್ನು ಗುರುತಿಸಿರುವ, ಸರ್ಕರವೇ ರಚಿಸಿರುವ ತಜ್ಞರ ಸಮಿತಿ ವರದಿ, ಭೂವಿಜ್ಞಾನ, ಭೂತಾಂತ್ರಿಕ ಸೇರಿದಂತೆ ಮಣ್ಣು ಅಧ್ಯಯನ ಪರೀಕ್ಷೆಗಳೇ ನಡೆದಿಲ್ಲ ಎಂದು ಹೇಳಿದೆ. ನ್ಯಾಯಾಲಯದಲ್ಲೂ ಸುರಂಗ ರಸ್ತೆ ಪ್ರಕರಣವಿದೆ.
