Bengaluru: Since the community has shown great interest in feeding stray dogs in the city, the BBMP has decided to provide nutritious food.

The BBMP Animal Husbandry Department, which has fixed the type of food to be given to stray dogs and at what time, has invited tenders to provide food to stray dogs at an estimated cost of ₹2.88 crore every year.

Organizations or agencies registered with the Food Safety and Standards Authority of India (FSSAI) can participate in the tender. No artificial colors of any kind should be used. Food should be prepared fresh and clean. Food should be prepared as per the food plan provided by BBMP. If the prepared food is not eaten by the stray dogs for two consecutive days, the food plan should be changed. It has been stipulated that a CCTV camera should be installed in the kitchen.

Food should be prepared in a single kitchen and distributed to all zones. Food should be given to stray dogs at 11 am every day. The tender documents, which will be opened on July 17, state that the information of BBMP and the concerned NGOs should be displayed on the GPS-equipped vehicle carrying the food.

The BBMP ‘Festival for Dogs’ (Kukur Tihar) was organized on October 17, 2024 to bring together residents’ welfare associations and animal guardians, sharing stories of love and bonding with stray dogs. The process of feeding stray dogs by the public, organizations and volunteers was also launched. The feeding places were identified zone-wise.

‘Feeding stray dogs in a specified area cannot be prohibited or opposed. Facilities should be provided for pets in apartments. The ‘Community Animals’ Act, which provides for fines or imprisonment for beating or abusing community animals, was implemented in the city from January 2025.

‘Not many people came voluntarily for the feeding program for street dogs. Therefore, we have prepared a plan and are going to provide food. The plan has been formulated based on the advice and guidance of experts, and the feeding program will be implemented in areas where the highest number of stray dog ​​bites have been recorded,’ said Suralkar Vikas Kishore, Special Commissioner, Health and Sanitation, BBMP.

ಬೆಂಗಳೂರು: ನಗರದಲ್ಲಿರುವ ಬೀದಿ ನಾಯಿಗಳಿಗೆ ಆಹಾರ ನೀಡಲು ಸಮುದಾಯದ ಜನರು ಹೆಚ್ಚಿನ ಆಸಕ್ತಿ ತೋರದ್ದರಿಂದ ಬಿಬಿಎಂಪಿ ವತಿಯಿಂದಲೇ ಪೋಷಕಾಂಶಯುಕ್ತ ಆಹಾರ ನೀಡಲು ತೀರ್ಮಾನಿಸಲಾಗಿದೆ.

ಬೀದಿ ನಾಯಿಗಳಿಗೆ ಯಾವ ರೀತಿ ಆಹಾರವನ್ನು ಯಾವ ಸಮಯದಲ್ಲಿ ನೀಡಬೇಕೆಂದು ನಿಗದಿಪಡಿಸಿರುವ ಬಿಬಿಎಂಪಿ ಪಶುಸಂಗೋಪನೆ ಇಲಾಖೆ, ಪ್ರತಿ ವರ್ಷ ಅಂದಾಜು ₹2.88 ಕೋಟಿ ವೆಚ್ಚದಲ್ಲಿ ಬೀದಿ ನಾಯಿಗಳಿಗೆ ಆಹಾರ ನೀಡಲು ಟೆಂಡರ್‌ ಆಹ್ವಾನಿಸಿದೆ.

ಭಾರತೀಯ ಆಹಾರ ಸುರಕ್ಷತೆ ಮತ್ತು ಗುಣಮಟ್ಟ ಪ್ರಾಧಿಕಾರದಲ್ಲಿ (ಎಫ್‌ಎಸ್‌ಎಸ್‌ಎಐ) ನೋಂದಣಿಯಾಗಿರುವ ಸಂಸ್ಥೆ ಅಥವಾ ಏಜೆನ್ಸಿಗಳು ಟೆಂಡರ್‌ನಲ್ಲಿ ಭಾಗವಹಿಸಬಹುದು. ಯಾವುರೇ ರೀತಿಯ ಕೃತಕ ಬಣ್ಣ ಬಳಸಬಾರದು. ತಾಜಾ ಹಾಗೂ ಸ್ವಚ್ಛವಾಗಿ ಆಹಾರವನ್ನು ತಯಾರಿಸಬೇಕು. ಬಿಬಿಎಂಪಿ ಒದಗಿಸಿರುವ ಆಹಾರ ಯೋಜನೆಯಂತೆಯೇ ಆಹಾರ ತಯಾರಿಸಬೇಕು. ತಯಾರಿಸಿದ ಆಹಾರವನ್ನು ಸತತ ಎರಡು ದಿನ ಬೀದಿ ನಾಯಿಗಳು ತಿನ್ನದಿದ್ದರೆ ಆಹಾರ ಯೋಜನೆಯನ್ನು ಬದಲಿಸಬೇಕು. ಅಡುಗೆಮನೆಯಲ್ಲಿ ಸಿಸಿ ಟಿವಿ ಕ್ಯಾಮೆರಾ ಅಳವಡಿಸಬೇಕು ಎಂಬ ಷರತ್ತುಗಳನ್ನು ವಿಧಿಸಲಾಗಿದೆ.

ಒಂದೇ ಅಡುಗೆ ಮನೆಯಲ್ಲಿ ಆಹಾರವನ್ನು ತಯಾರಿಸಿ, ಎಲ್ಲ ವಲಯಗಳಿಗೆ ವಿತರಿಸಬೇಕು. ಪ್ರತಿ ದಿನ 11 ಗಂಟೆಗೆ ಬೀದಿ ನಾಯಿಗಳಿಗೆ ಆಹಾರ ನೀಡಬೇಕು. ಆಹಾರ ಕೊಂಡೊಯ್ಯುವ ಜಿಪಿಎಸ್‌ ಅಳವಡಿಸಿದ ವಾಹನದ ಮೇಲೆ ಬಿಬಿಎಂಪಿ ಹಾಗೂ ಸಂಬಂಧಪಟ್ಟ ಎನ್‌ಜಿಒಗಳ ಮಾಹಿತಿ ಪ್ರಕಟಿಸಬೇಕು ಎಂದು ಜುಲೈ 17ರಂದು ತೆರೆಯಲಾಗುವ ಟೆಂಡರ್‌ ದಾಖಲೆಗಳಲ್ಲಿ ತಿಳಿಸಲಾಗಿದೆ.

ಬೀದಿ ನಾಯಿಗಳೊಂದಿಗಿನ ಪ್ರೀತಿ ಮತ್ತು ಬಾಂಧವ್ಯದ ಕಥೆಗಳನ್ನು ಹಂಚಿಕೊಳ್ಳುತ್ತಾ, ನಿವಾಸಿಗಳ ಕ್ಷೇಮಾಭಿವೃದ್ಧಿ ಸಂಘಗಳು ಹಾಗೂ ಪ್ರಾಣಿಗಳ ಪಾಲಕರನ್ನು ಒಟ್ಟುಗೂಡಿಸಲು ಬಿಬಿಎಂಪಿ ‘ನಾಯಿಗಳಿಗಾಗಿ ಉತ್ಸವ’ವನ್ನು (ಕುಕುರ್‌ ತಿಹಾರ್‌) 2024ರ ಅಕ್ಟೋಬರ್ 17ರಂದು ಆಯೋಜಿಸಲಾಗಿತ್ತು. ಬೀದಿ ನಾಯಿಗಳಿಗೆ ಸಾರ್ವಜನಿಕರು, ಸಂಘ–ಸಂಸ್ಥೆಗಳು, ಸ್ವಯಂಸೇವಕರಿಂದ ಆಹಾರ ನೀಡುವ ಪ್ರಕ್ರಿಯೆಗೂ ಚಾಲನೆ ನೀಡಲಾಗಿತ್ತು. ಆಹಾರ ನೀಡುವ ಸ್ಥಳಗಳನ್ನು ವಲಯವಾರು ಗುರುತಿಸಲಾಗಿತ್ತು.

‘ಬೀದಿ ನಾಯಿಗಳಿಗೆ ನಿಗದಿತ ಪ್ರದೇಶದಲ್ಲಿ ಆಹಾರ ಹಾಕುವುದನ್ನು ನಿಷೇಧಿಸುವಂತಿಲ್ಲ, ವಿರೋಧಿಸುವಂತಿಲ್ಲ. ಅಪಾರ್ಟ್‌ಮೆಂಟ್‌ಗಳಲ್ಲಿ ಸಾಕು ಪ್ರಾಣಿಗಳಿಗೆ ಸೌಲಭ್ಯ ಕಲ್ಪಿಸಬೇಕು. ಸಮುದಾಯ ಪ್ರಾಣಿಗಳನ್ನು ಹೊಡೆದರೆ ಅಥವಾ ಹಿಂಸಿಸಿದರೆ ದಂಡ ಅಥವಾ ಜೈಲು ಶಿಕ್ಷೆಯಾಗವ ‘ಸಮುದಾಯ ಪ್ರಾಣಿಗಳ’ ಕಾಯ್ದೆಯನ್ನು 2025ರ ಜನವರಿನಿಂದ ನಗರದಲ್ಲಿ ಜಾರಿಗೆ ತರಲಾಗಿತ್ತು.

‘ಬೀದಿ ನಾಯಿಗಳಿಗೆ ಆಹಾರ ನೀಡುವ ಕಾರ್ಯಕ್ರಮಕ್ಕೆ ಸ್ವಯಂಪ್ರೇರಿತರಾಗಿ ಹೆಚ್ಚು ಸಂಖ್ಯೆಯಲ್ಲಿ ಜನರು ಬರಲಿಲ್ಲ. ಹೀಗಾಗಿ ನಾವೇ ಯೋಜನೆ ತಯಾರಿಸಿದ್ದು ಆಹಾರ ನೀಡಲಿದ್ದೇವೆ.  ತಜ್ಞರ ಸಲಹೆ ಮಾರ್ಗದರ್ಶನ ಮೇಲೆ ರೂಪುರೇಷೆ ಮಾಡಲಾಗಿದ್ದು, ಬೀದಿ ನಾಯಿ ಕಡಿತ ಪ್ರಕರಣಗಳು ಅತಿಹೆಚ್ಚಾಗಿ ದಾಖಲಾಗಿರುವ ಪ್ರದೇಶಗಳಲ್ಲಿ ಆಹಾರ ನೀಡುವ ಕಾರ್ಯಕ್ರಮ ಅನುಷ್ಠಾನವಾಗಲಿದೆ’  ಎಂದು ಬಿಬಿಎಂಪಿ ಆರೋಗ್ಯ ಮತ್ತು ನೈರ್ಮಲ್ಯ ವಿಭಾಗದ ವಿಶೇಷ ಆಯುಕ್ತ ಸುರಳ್ಕರ್‌ ವಿಕಾಸ್‌ ಕಿಶೋರ್‌ ತಿಳಿಸಿದರು.
