Bengaluru: The State Contractors Association has written a letter to Chief Minister Siddaramaiah, saying, ‘The commission for bill payment in their government has doubled compared to the previous government.’

‘When you was the leader of the opposition, you had said that if our government comes to power, we will not take any commission for releasing the pending money of contractors. However, the association regrets to bring to your attention that the commission is now double in all departments compared to the previous government,’ the letter written to the Chief Minister on September 25 said.

‘In the current Congress government, officials receive more commission than in the previous BJP government in the state,’ the State Contractors Association had alleged in March 2025. At that time, the Chief Minister had held a meeting with the contractors and promised to release 50 percent of the pending bills in April.

‘For about two years, the office bearers of the association have discussed with you many times about the issue of releasing the money due to the contractors and many other issues. As a result of our association’s fight against corruption, we are bringing to your attention that we are at least partly responsible for the coming of your government,’ said association president R. Manjunath in a letter written to the Chief Minister on Thursday.

‘You have appeased us every time and instructed the officials to resolve the problem. All the contractors of the districts are at peace with you out of respect and immense trust. However, we have not benefited from your government so far. Even after meeting the ministers and secretaries of eight departments, the money has not been released,’ they complained.

‘They are preparing their own ‘formulas’ and releasing only 15 to 20 percent of the contractor’s outstanding money in the form of special LOCs every three months, without following the seniority and transparency laws,’ they alleged in the letter.

‘Package beyond CM’s orders’

‘The officials of the Municipal Administration, Urban Development, and Labor Departments are converting tenders into packages, going against the law and your orders, and are conducting the process to benefit the powerful contractors they want. Although the association has informed this issue many times in writing and verbally, the concerned ministers and officials have not taken action,’ the letter to the Chief Minister explains. In addition, letters have also been written to ministers Rahim Khan, Bairati Suresh, and Santosh Lad,’ said State Contractors Association President R. Manjunath.

Promise not fulfilled: Manjunath

‘Chief Minister Siddaramaiah has promised us many times that he will release the pending bills. But it has not been fulfilled so far. He had said that he would release 50 percent of the pending bills in April, but that has not happened either. The ministers and department secretaries are not paying attention to the Chief Minister’s instructions. Even the request to release money for Dasara has not been responded to. Therefore, we have to take a bold stand. The path of our struggle will be decided next week,' said R. Manjunath, president of the State Contractors Association.

ಬೆಂಗಳೂರು: ‘ಹಿಂದಿನ ಸರ್ಕಾರಕ್ಕಿಂತ ತಮ್ಮ ಸರ್ಕಾರದಲ್ಲಿ ಬಿಲ್‌ ಪಾವತಿಗೆ ಕಮಿಷನ್‌ ದುಪ್ಪಟ್ಟಾಗಿದೆ’ ಎಂದು ರಾಜ್ಯ ಗುತ್ತಿಗೆದಾರರ ಸಂಘದ ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಅವರಿಗೇ ಪತ್ರ ಬರೆದಿದೆ.

‘ತಾವು ವಿರೋಧ ಪಕ್ಷದ ನಾಯಕರಾಗಿದ್ದಾಗ, ನಮ್ಮ ಸರ್ಕಾರ ಅಧಿಕಾರಕ್ಕೆ ಬಂದರೆ ಗುತ್ತಿಗೆದಾರರ ಬಾಕಿ ಹಣ ಬಿಡುಗಡೆಗೆ ಯಾವುದೇ ಕಮಿಷನ್‌ ತೆಗೆದುಕೊಳ್ಳುವುದಿಲ್ಲ ಎಂದು ತಿಳಿಸಿದ್ದೀರಿ. ಆದರೆ, ಹಿಂದಿನ ಸರ್ಕಾರಕ್ಕಿಂತ ಎಲ್ಲ ಇಲಾಖೆಗಳಲ್ಲೂ ಈಗ ಕಮಿಷನ್‌ ದುಪ್ಪಟ್ಟು ಆಗಿದೆ ಎಂದು ನಿಮ್ಮ ಗಮನಕ್ಕೆ ತರಲು ಸಂಘ ವಿಷಾದ ವ್ಯಕ್ತಪಡಿಸುತ್ತದೆ’ ಎಂದು ಮುಖ್ಯಮಂತ್ರಿಯವರಿಗೆ ಸೆಪ್ಟೆಂಬರ್‌ 25ರಂದು ಬರೆದಿರುವ ಪತ್ರದಲ್ಲಿ ಹೇಳಲಾಗಿದೆ.

‘ರಾಜ್ಯದಲ್ಲಿ ಹಿಂದಿದ್ದ ಬಿಜೆಪಿ ಸರ್ಕಾರಕ್ಕಿಂತ ಈಗಿನ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರದಲ್ಲಿ, ಅಧಿಕಾರಿಗಳು ಹೆಚ್ಚು ಕಮಿಷನ್‌ ಪಡೆಯುತ್ತಾರೆ’ ಎಂದು ರಾಜ್ಯ ಗುತ್ತಿಗೆದಾರರ ಸಂಘ 2025ರ ಮಾರ್ಚ್‌ನಲ್ಲಿ ಆರೋಪಿಸಿತ್ತು. ಆಗ ಮುಖ್ಯಮಂತ್ರಿಯವರು ಗುತ್ತಿಗೆದಾರರೊಂದಿಗೆ ಸಭೆ ನಡೆಸಿ, ಏಪ್ರಿಲ್‌ನಲ್ಲಿ ಶೇ 50ರಷ್ಟು ಬಾಕಿ ಬಿಲ್‌ ಬಿಡುಗಡೆ ಮಾಡುವ ಭರವಸೆ ನೀಡಿದ್ದರು.

‘ಸುಮಾರು ಎರಡು ವರ್ಷಗಳಿಂದ ಗುತ್ತಿಗೆದಾರರಿಗೆ ಬಾಕಿ ಇರುವ ಹಣ ಬಿಡುಗಡೆ ವಿಚಾರ ಮತ್ತು ಹಲವು ಸಮಸ್ಯೆಗಳ ಬಗ್ಗೆ ನಿಮ್ಮ ಜೊತೆ ಹಲವು ಬಾರಿ ಸಂಘದ ಪದಾಧಿಕಾರಿಗಳು ಚರ್ಚೆ ಮಾಡಿದ್ದೇವೆ. ನಮ್ಮ ಸಂಘವು ಭ್ರಷ್ಟಾಚಾರದ ವಿರುದ್ಧ ಹೋರಾಡಿದ ಫಲವಾಗಿ, ತಮ್ಮ ಸರ್ಕಾರ ಬರುವುದಕ್ಕೆ ಸ್ವಲ್ಪವಾದರೂ ನಾವು ಕಾರಣಕರ್ತರಾಗಿದ್ದೇವೆ ಎಂಬುದನ್ನು ನಿಮ್ಮ ಗಮನಕ್ಕೆ ತರುತ್ತಿದ್ದೇವೆ’ ಎಂದು ಮುಖ್ಯಮಂತ್ರಿಯವರಿಗೆ ಗುರುವಾರ ಬರೆದಿರುವ ಪತ್ರದಲ್ಲಿ ಸಂಘದ ಅಧ್ಯಕ್ಷ ಆರ್‌. ಮಂಜುನಾಥ್‌ ತಿಳಿಸಿದ್ದಾರೆ.

‘ನಮ್ಮನ್ನು ಪ್ರತಿ ಸಾರಿ ಸಮಾಧಾನ ಮಾಡಿ, ಸಮಸ್ಯೆ ಬಗೆಹರಿಸಲು ಅಧಿಕಾರಿಗಳಿಗೆ ಸೂಚಿಸಿದ್ದೀರಿ. ನಿಮಗೆ ಗೌರವ ಕೊಟ್ಟು, ಅಪಾರ ನಂಬಿಕೆಯಿಂದ ಜಿಲ್ಲೆಗಳ ಎಲ್ಲ ಗುತ್ತಿಗೆದಾರರೂ ಸಮಾಧಾನದಿಂದ ಇದ್ದೇವೆ. ಆದರೆ, ಇದುವರೆಗೆ ನಿಮ್ಮ ಸರ್ಕಾರದಿಂದ ನಮಗೆ ಪ್ರಯೋಜನವಾಗಿಲ್ಲ. ಎಂಟು ಇಲಾಖೆಗಳ ಸಚಿವರು, ಕಾರ್ಯದರ್ಶಿಗಳನ್ನು ಭೇಟಿ ಮಾಡಿದರೂ  ಹಣ ಬಿಡುಗಡೆಯಾಗಿಲ್ಲ’ ಎಂದು ದೂರಿದ್ದಾರೆ.

‘ಜ್ಯೇಷ್ಠತೆ ಮತ್ತು ಪಾರದರ್ಶಕ ಕಾಯ್ದೆ ಅನುಸರಿಸದೆ, ಅವರದೇ ‘ಫಾರ್ಮುಲ’ಗಳನ್ನು ತಯಾರಿಸಿಕೊಂಡು, ಸ್ಪೆಷಲ್‌ ಎಲ್‌ಒಸಿ ರೂಪದಲ್ಲಿ ಗುತ್ತಿಗೆದಾರರ ಬಾಕಿ ಹಣದಲ್ಲಿ ಮೂರು ತಿಂಗಳಿಗೊಮ್ಮೆ ಶೇ 15ರಿಂದ ಶೇ 20ರಷ್ಟು ಹಣವನ್ನು ಮಾತ್ರ ಬಿಡುಗಡೆ ಮಾಡುತ್ತಿದ್ದಾರೆ’ ಪತ್ರದಲ್ಲಿ ಎಂದು ಆರೋಪಿಸಿದ್ದಾರೆ.

 

‘ಸಿಎಂ ಆದೇಶ ಮೀರಿ ಪ್ಯಾಕೇಜ್‌’

‘ಪೌರಾಡಳಿತ, ನಗರಾಭಿವೃದ್ಧಿ, ಕಾರ್ಮಿಕ ಇಲಾಖೆಯ ಅಧಿಕಾರಿಗಳು ಕಾನೂನು ಹಾಗೂ ನಿಮ್ಮ ಆದೇಶವನ್ನು ಮೀರಿ ಟೆಂಡರ್‌ಗಳನ್ನು ಪ್ಯಾಕೇಜ್‌ ರೂಪದಲ್ಲಿ ಪರಿವರ್ತಿಸಿ, ತಮಗೆ ಬೇಕಾದ ಬಲಾಢ್ಯ ಗುತ್ತಿಗೆದಾರರಿಗೆ ಅನುಕೂಲವಾಗುವಂತೆ ಪ್ರಕ್ರಿಯೆ ನಡೆಸುತ್ತಿದ್ದಾರೆ. ಈ ವಿಚಾರವಾಗಿ ಸಂಘ ಹಲವು ಬಾರಿ ಪತ್ರ ಹಾಗೂ ಮೌಖಿಕವಾಗಿ ತಿಳಿಸಿದ್ದರೂ, ಸಂಬಂಧಪಟ್ಟ ಸಚಿವರು, ಅಧಿಕಾರಿಗಳು ಕ್ರಮ ಕೈಗೊಂಡಿಲ್ಲ’ ಎಂದು ಮುಖ್ಯಮಂತ್ರಿಯವರಿಗೆ ಬರೆದಿರುವ ಪತ್ರದಲ್ಲಿ ವಿವರಿಸಲಾಗಿದೆ. ಇದಲ್ಲದೆ, ಸಚಿವರಾದ ರಹೀಂಖಾನ್‌, ಬೈರತಿ ಸುರೇಶ್, ಸಂತೋಷ್‌ ಲಾಡ್‌ ಅವರಿಗೂ ಪತ್ರ ಬರೆಯಲಾಗಿದೆ’ ಎಂದು ರಾಜ್ಯ ಗುತ್ತಿಗೆದಾರರ ಸಂಘದ ಅಧ್ಯಕ್ಷ ಆರ್. ಮಂಜುನಾಥ್‌ ತಿಳಿಸಿದರು.

 

 

ಭರವಸೆ ಈಡೇರಿಲ್ಲ: ಮಂಜುನಾಥ್‌

‘ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಹಲವು ಬಾರಿ ನಮಗೆ ಬಾಕಿ ಬಿಲ್‌ ಬಿಡುಗಡೆ ಮಾಡುವುದಾಗಿ ಭರವಸೆ ನೀಡಿದ್ದಾರೆ. ಆದರೆ ಅದು ಈವರೆಗೂ ಈಡೇರಿಲ್ಲ. ಏಪ್ರಿಲ್‌ನಲ್ಲಿ ಶೇ 50ರಷ್ಟು ಬಾಕಿ ಬಿಲ್‌ ಬಿಡುಗಡೆ ಮಾಡುವುದಾಗಿ ಹೇಳಿದ್ದರು, ಅದೂ ಆಗಿಲ್ಲ. ಸಚಿವರು, ಇಲಾಖೆ ಕಾರ್ಯದರ್ಶಿಗಳು ಮುಖ್ಯಮಂತ್ರಿಯವರ ಸೂಚನೆಗೂ ಬೆಲೆ ಕೊಡುತ್ತಿಲ್ಲ. ದಸರಾಗೆ ಹಣ ಬಿಡುಗಡೆ ಮಾಡಿ ಎಂಬ ಮನವಿಗೂ ಸ್ಪಂದಿಸಿಲ್ಲ. ಹೀಗಾಗಿ, ನಾವು ದಿಟ್ಟ ನಿಲುವು ತೆಗೆದುಕೊಳ್ಳಬೇಕಾಗಿದೆ. ಮುಂದಿನವಾರ ನಮ್ಮ ಹೋರಾಟದ ಹಾದಿ ನಿರ್ಧಾರವಾಗಲಿದೆ’ ಎಂದು ರಾಜ್ಯ ಗುತ್ತಿಗೆದಾರರ ಸಂಘದ ಅಧ್ಯಕ್ಷ ಆರ್. ಮಂಜುನಾಥ್‌ ತಿಳಿಸಿದರು.
