Forest Department Reverses Decision in Three Months; Accused of Succumbing to Real Estate Lobby

Cantonment: 'Heritage Site' Cancelled… ಕಂಟೊನ್ಮೆಂಟ್‌: ‘ಪಾರಂಪರಿಕ ತಾಣ’ ರದ್ದು

Bengaluru: The Forest Department, without providing any explanation, withdrew the notification on December 6 that it had issued on September 10 declaring the more than eight acres of land with 371 trees in the Railway Cantonment Colony as a 'Biodiversity Heritage Site'.

Environmental activists had protested and agitated against the removal of 368 trees for the development of a commercial center in the Railway Colony near the Cantonment area in Vasanth Nagar. Following the demands of environmental activists and the assurance of Forest Minister Eshwar B. Khandre, the area, spanning 8.61 acres and containing 371 trees, was notified as a 'Biodiversity Heritage Site'. The Department of Forest, Ecology and Environment notified the immediate withdrawal of this notification on December 6.

A special meeting of the State Biodiversity Board, chaired by the Forest Minister, who is also the Chairman of the Board, had considered the 8.61-acre area adjacent to the Cantonment Railway Station as a green zone. Recognizing the need for conservation, it was decided to declare the site as a 'Biodiversity Heritage Site' (BHS) under the provisions of the Biodiversity Act, 2002. Objections and suggestions were invited from the public for more than a month, after which the final notification was issued.

"This area is not just a habitat for flora, avifauna, and insects, but also the essential 'lung space' for Bengaluru city. The Railway Land Development Authority (RLDA) had leased this beautiful area with large trees, grown over 50-60 years, to a private company for a long duration of 60 years, with the aim of fundraising for the Bengaluru Suburban Railway Project. The company that obtained the lease sought permission to cut down 368 trees here. There was strong opposition to the felling of trees from locals, environmental lovers, tree lovers, and the general public. Honoring this, the area was declared a 'Biodiversity Heritage Site'," Minister Eshwar Khandre had stated in September.

No Explanation: Environmental activist Vijay Nishanth said, "The area was declared a heritage site to save the 371 heritage trees in Cantonment Colony. Many people fought for this. It is not right to withdraw the notification without any explanation, especially when the joy of protecting the trees in the middle of the city has not yet faded. We will continue the struggle."

Forest Minister Succumbed to Lobby: Ramaswamy

A.T. Ramaswamy, President of the 'Namagagi Parisara' (Environment for Us) organization, alleged, "The struggle that several environmental activists, including our organization, waged from April 2025 to prevent the cutting of 368 trees, some centuries old, in Cantonment, yielded results in September. However, the Forest Minister has gone back on his promise to save the trees and has succumbed to the real estate lobby."

He further criticized, "Those in power are trying to kill 368 trees out of greed for money. Global warming is increasing, and the Earth is heating up, leading to more droughts, floods, and earthquakes. During this time of climate change, if we preserve and conserve the environment, we can pass on the wealth of greenery to the next generation. But the government has no concern for this."

"It seems the 'Rail Land Development Authority' was leasing about five acres in the Cantonment Railway Colony to the Bagmane IT company. When we protested, we feel they declared the area a 'Biodiversity Heritage Site' just to appease us. Now, their true colors have been revealed. If the order to save the 371 trees in Cantonment and re-declare the area as a 'Biodiversity Heritage Site' is not re-implemented, an intense protest will be launched," he announced.

ಬೆಂಗಳೂರು: ರೈಲ್ವೆ ಕಂಟೊನ್ಮೆಂಟ್‌ ಕಾಲೊನಿಯಲ್ಲಿ 371 ಮರಗಳಿರುವ ಎಂಟು ಎಕರೆಗೂ ಹೆಚ್ಚು ಪ್ರದೇಶವನ್ನು ‘ಜೀವವೈವಿಧ್ಯ ಪಾರಂಪರಿಕ ತಾಣ’ ಎಂದು ಅರಣ್ಯ ಇಲಾಖೆ ಸೆಪ್ಟೆಂಬರ್‌ 10ರಂದು  ಹೊರಡಿಸಿದ್ದ ಅಧಿಸೂಚನೆಯನ್ನು ಯಾವುದೇ ವಿವರಣೆ ನೀಡದೆ ಡಿ.6ರಂದು ಹಿಂಪಡೆದಿದೆ.

ವಸಂತನಗರದಲ್ಲಿರುವ ದಂಡು ಪ್ರದೇಶದ ಬಳಿಯ ರೈಲ್ವೆ ಕಾಲೊನಿಯಲ್ಲಿ ವಾಣಿಜ್ಯ ಕೇಂದ್ರ ಅಭಿವೃದ್ಧಿಗೆ 368 ಮರ ತೆರವುಗೊಳಿಸುವುದಕ್ಕೆ ಪರಿಸರ ಕಾರ್ಯಕರ್ತರು ವಿರೋಧ ವ್ಯಕ್ತಪಡಿಸಿದ್ದರು. ಇದಕ್ಕಾಗಿ ಹೋರಾಟವನ್ನೂ ನಡೆಸಿದ್ದರು. ಪರಿಸರ ಕಾರ್ಯಕರ್ತರ ಒತ್ತಾಸೆ ಹಾಗೂ ಅರಣ್ಯ ಸಚಿವ ಈಶ್ವರ ಬಿ. ಖಂಡ್ರೆ ಅವರ ಭರವಸೆಯಂತೆ, 8.61 ಎಕರೆಯಲ್ಲಿರುವ 371 ಮರಗಳಿರುವ  ಪ್ರದೇಶವನ್ನು ‘ಜೀವವೈವಿಧ್ಯ ಪಾರಂಪರಿಕ ತಾಣ’ ಎಂದು ಅಧಿಸೂಚಿಸಲಾಗಿತ್ತು. ಈ ಅಧಿಸೂಚನೆಯನ್ನು ಕೂಡಲೇ ಜಾರಿಗೆ ಬರುವಂತೆ ಹಿಂಪಡೆದು ಅರಣ್ಯ, ಜೀವಿ ಪರಿಸ್ಥಿತಿ ಮತ್ತು ಪರಿಸರ ಇಲಾಖೆ ಡಿ.6ರಂದು ಅಧಿಸೂಚಿಸಲಾಗಿದೆ.

ರಾಜ್ಯ ಜೀವವೈವಿಧ್ಯ ಮಂಡಳಿಯ ಅಧ್ಯಕ್ಷರೂ ಆಗಿರುವ ಅರಣ್ಯ ಸಚಿವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಮಂಡಳಿಯ ವಿಶೇಷ ಸಭೆ ನಡೆಸಿ, ಕಂಟೊನ್ಮೆಂಟ್‌ ರೈಲು ನಿಲ್ದಾಣಕ್ಕೆ ಹೊಂದಿಕೊಂಡಿರುವ 8.61 ಎಕರೆ ಪ್ರದೇಶವನ್ನು ಹಸಿರು ವಲಯವನ್ನಾಗಿ  ಪರಿಗಣಿಸಲಾಗಿತ್ತು. ಸಂರಕ್ಷಣೆಯ ಅಗತ್ಯವನ್ನು ಮನಗಂಡು, ಜೀವ ವೈವಿದ್ಯ ಕಾಯ್ದೆ–2002 ನಿಬಂಧನೆಗಳ ಅಡಿಯಲ್ಲಿ ಈ ಸ್ಥಳವನ್ನು ‘ಜೀವವೈವಿದ್ಯ ಪಾರಂಪರಿಕ ತಾಣ’ (ಬಿಎಚ್‌ಎಸ್‌) ಎಂದು ಘೋಷಿಸಲು ತೀರ್ಮಾನಿಸಿ, ಒಂದು ತಿಂಗಳಿಗೂ ಹೆಚ್ಚಿನ ಅವಧಿ ಆಕ್ಷೇಪ, ಸಲಹೆಗಳನ್ನೂ ಸಾರ್ವಜನಿಕರಿಂದ ಆಹ್ವಾನಿಸಲಾಗಿತ್ತು. ನಂತರ ಅಂತಿಮ ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಲಾಗಿತ್ತು.

‘ಈ ಪ್ರದೇಶದಲ್ಲಿ ಸಸ್ಯ ಸಂಕುಲ, ಪಕ್ಷಿ ಸಂಕುಲ ಮತ್ತು ಕೀಟ ಸಂಕುಲದ ತಾಣವಷ್ಟೇ ಅಲ್ಲದೆ ಬೆಂಗಳೂರು ನಗರಕ್ಕೆ ಅತ್ಯಗತ್ಯವಾದ ಶ್ವಾಸತಾಣವಾಗಿದೆ. 50-60 ವರ್ಷಗಳಿಂದ ಬೆಳೆದ ಬೃಹತ್ ಮರಗಳಿರುವ ಈ ಸುಂದರ ಪ್ರದೇಶವನ್ನು ಬೆಂಗಳೂರು ಉಪನಗರ ರೈಲ್ವೆ ಯೋಜನೆಗೆ ನಿಧಿ ಸಂಗ್ರಹಿಸುವ ಉದ್ದೇಶದಿಂದ ರೈಲ್ವೆ ಭೂ ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರ ಖಾಸಗಿ ಸಂಸ್ಥೆಯೊಂದಕ್ಕೆ 60 ವರ್ಷಗಳ ದೀರ್ಘಾವಧಿಗೆ ಗುತ್ತಿಗೆ ನೀಡಿತ್ತು. ಗುತ್ತಿಗೆ ಪಡೆದ ಸಂಸ್ಥೆ ಇಲ್ಲಿರುವ 368 ಮರಗಳನ್ನು ಕಡಿಯಲು ಅನುಮತಿ ಕೋರಿತ್ತು. ಮರಗಳ ಹನನಕ್ಕೆ ಸ್ಥಳೀಯರು ಸೇರಿದಂತೆ ಪರಿಸರ ಪ್ರೇಮಿಗಳು, ವೃಕ್ಷ ಪ್ರೇಮಿಗಳು, ಸಾರ್ವಜನಿಕರಿಂದ ತೀವ್ರ ವಿರೋಧ ವ್ಯಕ್ತವಾಗಿತ್ತು. ಇದನ್ನು ಮನ್ನಿಸಿ, ‘ಜೀವವೈವಿದ್ಯ ಪಾರಂಪರಿಕ ತಾಣ’ ಎಂದು ಘೋಷಿಸಲಾಗಿದೆ ಎಂದು ಸಚಿವ ಈಶ್ವರ ಖಂಡ್ರೆ ಅವರು ಸೆಪ್ಟೆಂಬರ್‌ನಲ್ಲಿ ತಿಳಿಸಿದ್ದರು.

ಯಾವುದೇ ವಿವರಣೆ ಇಲ್ಲ: ‘ಕಂಟೊನ್ಮೆಂಟ್‌ ಕಾಲೊನಿಯಲ್ಲಿ ಪಾರಂಪರಿಕ 371 ಮರಗಳನ್ನು ಉಳಿಸಿಕೊಳ್ಳಲು ಆ ಪ್ರದೇಶವನ್ನು ಪಾರಂಪರಿಕ ತಾಣವನ್ನಾಗಿಸಲಾಗಿತ್ತು. ಇದಕ್ಕಾಗಿ ಸಾಕಷ್ಟು ಮಂದಿ ಹೋರಾಟ ನಡೆಸಿದ್ದರು. ನಗರ ಮಧ್ಯೆ ಮರಗಳು ರಕ್ಷಣೆಯಾದವಲ್ಲ ಎಂಬ ಸಂತಸ ಇನ್ನೂ ಮಾಸದ ಸಮಯದಲ್ಲೇ ಅಧಿಸೂಚನೆಯನ್ನು ಯಾವುದೇ ವಿವರಣೆ ಇಲ್ಲದೆ ವಾಪಸ್‌ ಪಡೆದಿರುವುದು ಸರಿಯಲ್ಲ. ಹೋರಾಟ ಮುಂದುವರಿಸುತ್ತೇವೆ’ ಎಂದು ಪರಿಸರ ಕಾರ್ಯಕರ್ತ ವಿಜಯ್‌ ನಿಶಾಂತ್‌ ಹೇಳಿದರು.

ಲಾಬಿಗೆ ಮಣಿದ ಅರಣ್ಯ ಸಚಿವರು: ರಾಮಸ್ವಾಮಿ

‘ಕಂಟೊನ್ಮೆಂಟ್‌ನಲ್ಲಿ ನೂರಾರು ವರ್ಷಗಳಷ್ಟು ಹಳೆಯ 368 ಮರ ಕಡಿಯದಂತೆ ಪರಿಸರಕ್ಕಾಗಿ ನಾವು ಸಂಘಟನೆ ಸೇರಿದಂತೆ ಹಲವು ಪರಿಸರ ಕಾರ್ಯಕರ್ತರು 2025ರ ಏಪ್ರಿಲ್‌ನಿಂದ ಮಾಡಿದ ಹೋರಾಟಕ್ಕೆ ಸೆಪ್ಟೆಂಬರ್‌ನಲ್ಲಿ ಫಲ ಸಿಕ್ಕಿತ್ತು. ಆದರೆ, ಅರಣ್ಯ ಸಚಿವರು ಮರಗಳನ್ನು ರಕ್ಷಿಸುವ ತಮ್ಮ ಭರವಸೆಯ ಮಾತಿನಿಂದ ಹಿಂದೆ ಸರಿದು, ರಿಯಲ್‌ ಎಸ್ಟೇಟ್‌ ಲಾಬಿಗೆ ಮಣಿದ್ದಾರೆ’ ಎಂದು ಪರಿಸರಕ್ಕಾಗಿ ನಾವು ಸಂಘಟನೆಯ ಅಧ್ಯಕ್ಷ ಎ.ಟಿ. ರಾಮಸ್ವಾಮಿ ಆರೋಪಿಸಿದರು.

‘ಆಡಳಿತ ನಡೆಸುವವರು ದುಡ್ಡಿನ ದುರಾಸೆಯಿಂದ 368 ಮರಗಳನ್ನು ಕೊಲೆ ಮಾಡಲು ಹೊರಟಿದ್ದಾರೆ. ತಾಪಮಾನ ಹೆಚ್ಚಾಗಿ, ಭೂಮಿ ಬಿಸಿಯಾಗಿದ್ದು, ಬರ, ನೆರೆ, ಭೂಕಂಪಗಳು ಹೆಚ್ಚಾಗುತ್ತಿವೆ. ಹವಾಮಾನ ವೈಪರೀತ್ಯದ ಸಂದರ್ಭದಲ್ಲಿ ಪರಿಸರವನ್ನು ಉಳಿಸಿಕೊಂಡು, ಸಂರಕ್ಷಿಸಿದರೆ ಮುಂದಿನ ಪೀಳಿಗೆಗೆ ಹಸಿರಿನ ಸಂಪತ್ತು ನೀಡಬಹುದು. ಆದರೆ ಈ ಬಗ್ಗೆ ಸರ್ಕಾರಕ್ಕೆ ಕಾಳಜಿಯೇ ಇಲ್ಲ’ ಎಂದು ದೂರಿದರು.

‘ರೈಲ್ ಲ್ಯಾಂಡ್ ಡೆವಲಪ್ಮೆಂಟ್ ಅಥಾರಿಟಿ’ಯವರು, ಕಂಟೊನ್ಮೆಂಟ್ ರೈಲ್ವೆ ಕಾಲೊನಿಯಲ್ಲಿ ಸುಮಾರು ಐದು ಎಕರೆ ಜಾಗವನ್ನು ಬಾಗ್ಮನೆ ಐಟಿ ಕಂಪನಿಯವರಿಗೆ ಗುತ್ತಿಗೆ ಕೊಡುತ್ತಿದ್ದಾರೆ. ಇದನ್ನು ನಾವೆಲ್ಲ ಪ್ರತಿಭಟಿಸಿದಾಗ ನಮ್ಮ ಕಣ್ಣೊರೆಸಲು  ಆ ಜಾಗವನ್ನು ‘ಜೀವವೈವಿಧ್ಯ  ಪಾರಂಪರಿಕ ತಾಣ’ ಎಂದು ಘೋಷಿಸದ್ದರು ಎನಿಸುತ್ತದೆ. ಈಗ ಅವರ ನಿಜ ಬಣ್ಣ ಬಯಲಾಗಿದೆ. ಕಂಟೊನ್ಮೆಂಟ್‌ನ 371 ಮರಗಳನ್ನು ಉಳಿಸಿ,  ‘ಜೀವವೈವಿಧ್ಯ  ಪಾರಂಪರಿಕ ತಾಣ’ ಎಂಬ ಆದೇಶವನ್ನು ಮರು ಜಾರಿಗೊಳಿಸದಿದ್ದರೆ ತೀವ್ರ ಹೋರಾಟ ನಡೆಸಲಾಗುತ್ತದೆ’ ಎಂದು ತಿಳಿಸಿದರು.
