GIS-Based Project for Local Planning Area: 11 LOCAL BODIES to include
GBA Prepares for ‘Greater Master Plan’

Bengaluru: The Greater Bengaluru Authority (GBA) has come forward to create a ‘Greater Master Plan’ covering the Bengaluru city core area and 308 surrounding villages within the Greater Bengaluru region.
The GBA has decided to develop this Master Plan using Geographic Information System (GIS) technology within one year, covering an area of 686 sq. km identified as the Greater Bengaluru Local Planning Area. Tenders have been invited from eligible agencies for this purpose.
In August 2025, the Bengaluru Development Authority (BDA) had called for a global tender to prepare the Revised Master Plan–2041 (RMP–2041). However, after the BBMP was replaced by the GBA in September, the GBA was granted the status of the Local Planning Authority, and the BDA’s powers were transferred to it.
Three months later, the GBA has launched the project to prepare the Master Plan. The primary objective is to designate land for residential, commercial, industrial, agricultural, recreational, educational, and other essential needs, along with specific zonal regulations.
Key Focus Areas of the Plan:
* Infrastructure: A comprehensive road model including major arterial roads, national highways, and state highways.
* Mobility: High-quality pedestrian facilities and infrastructure for public transport to ensure a "commutable city."
* Public Spaces: Development focused on parks, playgrounds, open public spaces, and public buildings.
* Regulations: Reservation of land for Central and State government use, controlled development in specific areas, and building height restrictions.
* Heritage: Identification and preservation of heritage sites and buildings.
Bengaluru’s Planning History:
* 1970: Outline Development Plan (ODP) by the Bengaluru City Planning Authority.
* 1976: Comprehensive Development Plan (CDP) by the BDA.
* 2007: Revised Master Plan (RMP-2015) by the BDA.
* 2017: Draft Master Plan-2031 by the BDA.
Area Breakdown:
* 1,227.48 sq. km: Bengaluru City Local Planning Area.
* 686.82 sq. km: Greater Bengaluru Local Planning Area.
Will another 540.66 sq. km join the GBA?
There are several local planning authorities covering 540.66 sq. km around the Greater Bengaluru area which are expected to be merged into the GBA in the coming days.
As the terms of the current elected representatives in these local bodies are nearing an end, administrators are expected to be appointed, after which these areas will be integrated into the GBA.
These areas include:

* Hunasamaranahalli Town Panchayat
* Chikkabanavara Town Panchayat
* Konappana Agrahara Town Panchayat
* Doddathoguru Town Panchayat

ಬೆಂಗಳೂರು: ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರದೇಶದ ವ್ಯಾಪ್ತಿಯಲ್ಲಿರುವ, ಬೆಂಗಳೂರು ಕೇಂದ್ರ ಪೇಟೆ ಪ್ರದೇಶ ಹಾಗೂ 308 ಗ್ರಾಮಗಳ ವ್ಯಾಪ್ತಿಗೆ ‘ಗ್ರೇಟರ್ ಮಾಸ್ಟರ್ ಪ್ಲಾನ್’ ರಚಿಸಲು ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ (ಜಿಬಿಎ) ಮುಂದಾಗಿದೆ
ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಸ್ಥಳೀಯ ಯೋಜನಾ ಪ್ರದೇಶ ಎಂದು ಗುರುತಿಸಲಾಗಿರುವ 686 ಚದರ ಕಿ.ಮೀ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಒಂದು ವರ್ಷದಲ್ಲಿ ಭೌಗೋಳಿಕ ಮಾಹಿತಿ ವ್ಯವಸ್ಥೆ (ಜಿಐಎಸ್) ಮೂಲಕ ಮಾಸ್ಟರ್ ಪ್ಲಾನ್ ರಚಿಸಲು ಜಿಬಿಎ ನಿರ್ಧರಿಸಿದೆ. ಇದಕ್ಕಾಗಿ ಅರ್ಹ ಸಂಸ್ಥೆಗಳಿಗೆ ಟೆಂಡರ್ ಆಹ್ವಾನಿಸಿದೆ.
ಬೆಂಗಳೂರು ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರವು (ಬಿಡಿಎ) ಸ್ಥಳೀಯ ಯೋಜನಾ ಪ್ರದೇಶದ ಪರಿಷ್ಕೃತ ಮಾಸ್ಟರ್ ಪ್ಲಾನ್ – 2041 (ಆರ್ಎಂಪಿ–2041) ಸಿದ್ದಪಡಿಸಲು 2025ರ ಆಗಸ್ಟ್ನಲ್ಲಿ ಜಾಗತಿಕ ಟೆಂಡರ್ ಕರೆದಿತ್ತು. ಸೆಪ್ಟೆಂಬರ್ನಲ್ಲಿ ಬಿಬಿಎಂಪಿ ಅಸ್ತಿತ್ವ ಕಳೆದು ಕೊಂಡು ಜಿಬಿಎ ಆದಮೇಲೆ, ಅದಕ್ಕೆ ಸ್ಥಳೀಯ ಯೋಜನಾ ಪ್ರಾಧಿಕಾರದ ಮಾನ್ಯತೆ ನೀಡಿ, ಬಿಡಿಎ ಅಧಿಕಾರವನ್ನು ಹಸ್ತಾಂತರಿಸಲಾಗಿತ್ತು.
ಮೂರು ತಿಂಗಳಾದ ಮೇಲೆ ಜಿಬಿಎ ಮಾಸ್ಟರ್ ಪ್ಲಾನ್ ತಯಾರಿಸುವ ಯೋಜನೆಗೆ ಚಾಲನೆ ನೀಡಿದೆ. ವಸತಿ, ವಾಣಿಜ್ಯ, ಕೈಗಾರಿಕೆ, ಕೃಷಿ, ಮನರಂಜನೆ, ಶಿಕ್ಷಣ ಹಾಗೂ ಇತರೆ ಅಗತ್ಯಗಳ ಭೂಮಿಯನ್ನು ವಲಯ ನಿಯಮಗಳೊಂದಿಗೆ ನಿಗದಿಪಡಿಸುವ ಪ್ರಮುಖ ಉದ್ದೇಶವನ್ನು ಮಾಸ್ಟರ್ ಪ್ಲಾನ್ ಹೊಂದಿದೆ.
ಜನರಿಗೆ ಅಗತ್ಯವಿರುವ ಸಂಪೂರ್ಣ ರಸ್ತೆ ಮಾದರಿ, ಪ್ರಮುಖ ಹಾಗೂ ಮುಖ್ಯ ರಸ್ತೆಗಳು, ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿ, ರಾಜ್ಯ ಹೆದ್ದಾರಿ, ವಾಹನ ಸಂಚಾರದ ರಚನೆ, ಪಾದಚಾರಿಗಳಿಗೆ ಅತ್ಯಧಿಕ ಗುಣಮಟ್ಟದ ಸೌಲಭ್ಯ, ಸಾರ್ವಜನಿಕ ಸಾರಿಗೆಗೆ ಮೂಲಸೌಕರ್ಯ ಸೇರಿದಂತೆ ಸಂಚಾರಯುಕ್ತ ನಗರವನ್ನಾಗಿಸುವ ಯೋಜನೆ ಇರಬೇಕು.
ಉದ್ಯಾನ, ಮೈದಾನ, ಸಾರ್ವಜನಿಕ ಬಳಕೆಯ ತೆರೆದ ಪ್ರದೇಶ, ಸಾರ್ವಜನಿಕ ಕಟ್ಟಡಗಳು ಹಾಗೂ ಹೊಸ ಕಟ್ಟಡಗಳ ಅಭಿವೃದ್ಧಿಯ ಕೇಂದ್ರೀಕೃತವಾಗಿರಲಿದೆ ‘ಮಾಸ್ಟರ್ ಪ್ಲಾನ್’. ಕೇಂದ್ರ, ರಾಜ್ಯ ಸರ್ಕಾರ ಬಳಸುವ ಭೂಮಿಯನ್ನು ಮೀಸಲಾಗಿರಿಸುವುದು, ಕೆಲವು ಪ್ರದೇಶಗಳಲ್ಲಿ ಅಭಿವೃದ್ಧಿಯನ್ನು ನಿಯಂತ್ರಿಸುವುದು, ಕಟ್ಟಡಗಳ ಎತ್ತರವನ್ನು ನಿರ್ಬಂಧಿಸುವುದು ಸೇರಿದಂತೆ ಪಾರಂಪರಿಕ ಪ್ರದೇಶ, ಕಟ್ಟಡಗಳನ್ನು ‘ಮಾಸ್ಟರ್ ಪ್ಲಾನ್’ನಲ್ಲಿ ಗುರುತಿಸಲು ಯೋಜಿಸಲಾಗಿದೆ ಎಂದು ಜಿಬಿಎ ನಗರ ಯೋಜನೆ ವಿಭಾಗದ ಅಧಿಕಾರಿಗಳು ಮಾಹಿತಿ ನೀಡಿದರು.

ಗ್ರೇಟರ್ಬೆಂಗಳೂರು ಪ್ರದೇಶದ ಸುತ್ತಮುತ್ತ 540.66 ಚದರ ಕಿಲೋ ಮೀಟರ್ನಲ್ಲಿ ಹಲವು ಸ್ಥಳೀಯ ಯೋಜನಾ ಪ್ರಾಧಿಕಾರಗಳಿದ್ದು, ಇವುಗಳು ಮುಂದಿನ ದಿನದಲ್ಲಿ ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರದ (ಜಿಬಿಎ) ವ್ಯಾಪ್ತಿಗೆ ಸೇರಿಕೊಳ್ಳಲಿವೆ.
ಚುನಾಯಿತ ಪ್ರತಿನಿಧಿಗಳಿರುವ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳ ಅವಧಿ ಮುಕ್ತಾಯದ ಹಂತದಲ್ಲಿದ್ದು, ಅದಾದ ನಂತರ ಆಡಳಿತಾಧಿಕಾರಿಯನ್ನು ನೇಮಿಸಿ ಜಿಬಿಎಗೆ ಸೇರಿಸಿಕೊಳ್ಳಲಾಗುತ್ತದೆ ಎನ್ನಲಾಗಿದೆ.
