Bengaluru: If the flying training school at the Jakkur airbase area is closed or relocated, the 217-acre land of the airbase will transform into a forest.
The Maharaja of Mysore had granted this land through a special order specifically for the purpose of establishing a flying training school on what was then forest land. If that purpose changes, the land cannot be used for any other project.
With the intent of establishing the country’s first flying training school, the Maharaja issued a special order to provide the forest land of Jakkur-Allalasandra for the airbase.
On March 11, 1935, as per the Mysore Forest Act, the Jakkur-Allalasandra area in Bengaluru was part of a forest spanning 377 acres and 2 guntas. Following the Maharaja's decision, a special order (F 1545–S– FT. 58–40–2) was issued on September 17, 1940, granting 199 acres and 14 guntas to the Jakkur Flying Training School.
Later, an additional 17 acres were provided, and a plan was formulated to establish the Jakkur airbase on 217 acres. In 1948, the school was inaugurated by the then Prime Minister, Jawaharlal Nehru.
"As long as the Jakkur Flying Training School exists, no problems will arise. If it is closed and any other activity is conducted there, the Forest Act will come to the forefront. If activities start contrary to the Maharaja's intent, the Forest Department can take possession of the Jakkur airbase area under the Forest Act," informed Forest Department officials.
Preserve the Green Environment: "The northern part of Bengaluru has become a concrete jungle. The Jakkur airbase area acts like a 'lung,' providing some clean air. If large buildings are constructed here as well, temperatures will rise due to climate change. Therefore, the government must take steps to ensure no construction activity occurs in this area," environmental activists urged.
Grant License: Chief Secretary
State Chief Secretary Shalini Rajneesh wrote a letter to Sameer Kumar Sinha, Secretary of the Union Ministry of Civil Aviation, on December 16, stating: "The State Government has submitted several requests to grant the necessary licenses/approvals for the Jakkur Flying Training School, but no response has been received. It is already very late; please take immediate action for the sake of the large number of students undergoing pilot training."
"Following the IndiGo case, the demand for trained pilots in the country has increased. Therefore, the Directorate General of Civil Aviation (DGCA) and the Ministry of Civil Aviation should promptly grant the necessary license to Jakkur Flying Training School," she requested.
"If the license cannot be granted, information regarding this must be provided. This will allow the State Government to consider alternative paths for the trainees. We will ensure their remaining training is completed in other schools so that their careers are not hindered. Thus, I request you to personally intervene and complete the licensing process quickly."

"What else can we expect from real estate brokers disguised as politicians? If they want, let them start flying schools in Mysuru, Hubballi, or Kalaburagi. However, the thought of shifting the Jakkur school to Mysuru is a conspiracy to benefit the real estate mafia. Only a few vast government lands remain in Bengaluru. By handing those over to real estate, the government is moving toward creating a suffocating environment for city dwellers," opined Ravikrishna Reddy of the Karnataka Rashtra Samithi (KRS) party.

ಬೆಂಗಳೂರು: ಜಕ್ಕೂರು ವಾಯುನೆಲೆ ಪ್ರದೇಶದಲ್ಲಿ ವೈಮಾನಿಕ ತರಬೇತಿ ಶಾಲೆಯನ್ನು ಮುಚ್ಚುವುದು ಅಥವಾ ಸ್ಥಳಾಂತರ ಮಾಡಿದರೆ, ವಾಯುನೆಲೆ ಪ್ರದೇಶದ 217 ಎಕರೆ ಭೂಮಿ ಅರಣ್ಯವಾಗಿ ಬದಲಾಗಲಿದೆ.
ಅರಣ್ಯ ಭೂಮಿಯನ್ನು ವೈಮಾನಿಕ ತರಬೇತಿ ಶಾಲೆ ಸ್ಥಾಪಿಸುವ ಉದ್ದೇಶಕ್ಕಾಗಿಯೇ ವಿಶೇಷ ಆದೇಶ ಮೂಲಕ ಮೈಸೂರು ಮಹಾರಾಜರು ಭೂಮಿಯನ್ನು ನೀಡಿದ್ದರು. ಆ ಉದ್ದೇಶ ಬದಲಾದರೆ, ಭೂಮಿಯನ್ನು ಇನ್ನಾವುದೇ ಯೋಜನೆಗೆ ಉಪಯೋಗಿಸುವಂತಿಲ್ಲ.
ದೇಶದಲ್ಲೇ ಮೊದಲ ವೈಮಾನಿಕ ತರಬೇತಿ ಶಾಲೆಯನ್ನು ಸ್ಥಾಪಿಸುವ ಉದ್ದೇಶದಿಂದ ಅರಣ್ಯ ಭೂಮಿಯಾಗಿದ್ದ ಜಕ್ಕೂರು– ಅಲ್ಲಾಳಸಂದ್ರದ ಭೂಮಿಯನ್ನು ವಾಯುನೆಲೆಗಾಗಿ ನೀಡಲು ಮೈಸೂರು ಮಹಾರಾಜರು ವಿಶೇಷ ಆದೇಶ ಹೊರಡಿಸಿದ್ದರು.
ಜಕ್ಕೂರು ವಾಯುನೆಲೆ ಪ್ರದೇಶ, 1935ರ 11 ಮಾರ್ಚ್ನಲ್ಲಿ ಮೈಸೂರು ಅರಣ್ಯ ಕಾಯ್ದೆಯಂತೆ, ಬೆಂಗಳೂರಿನ ಜಕ್ಕೂರು– ಅಲ್ಲಾಳಸಂದ್ರದ ಸರ್ವೆ ನಂಬರ್ಗಳಲ್ಲಿ 377 ಎಕರೆ 2 ಗುಂಟೆ ಅರಣ್ಯ ಭೂಮಿಯ ಭಾಗವಾಗಿತ್ತು. ಮೈಸೂರು ಮಹಾರಾಜರ ನಿರ್ಣಯದಂತೆ, 1940ರ ಸೆಪ್ಟೆಂಬರ್ 17ರಂದು ವಿಶೇಷ ಆದೇಶ (ಎಫ್ 1545–ಎಸ್– ಎಫ್ಟಿ. 58–40–2) ಹೊರಡಿಸಿ, 199 ಎಕರೆ 14 ಗುಂಟೆ ಪ್ರದೇಶವನ್ನು ಜಕ್ಕೂರು ವೈಮಾನಿಕ ತರಬೇತಿ ಶಾಲೆಗೆ ನೀಡಲಾಯಿತು.
ತದ ನಂತರ ಇನ್ನೂ 17 ಎಕರೆಯನ್ನು ಹೆಚ್ಚುವರಿಯಾಗಿ ನೀಡಿ, 217 ಎಕರೆ ಪ್ರದೇಶದಲ್ಲಿ ಜಕ್ಕೂರು ವಾಯುನೆಲೆ ಪ್ರದೇಶವನ್ನು ಸ್ಥಾಪಿಸಲು ಯೋಜನೆ ರೂಪಿಸಲಾಯಿತು. 1948ರಲ್ಲಿ ಅಂದಿನ ಪ್ರಧಾನಿ ಜವಹರಲಾಲ್ ನೆಹರೂ ಅವರಿಂದಲೇ ಶಾಲೆಯನ್ನು ಉದ್ಘಾಟಿಸಲಾಗಿತ್ತು.
‘ಜಕ್ಕೂರು ವೈಮಾನಿಕ ತರಬೇತಿ ಶಾಲೆ ಇರುವವರೆಗೂ ಯಾವುದೇ ಸಮಸ್ಯೆ ಉದ್ಭವಿಸುವುದಿಲ್ಲ. ಅದನ್ನು ಮುಚ್ಚಿ ಬೇರೆ ಯಾವುದೇ ರೀತಿಯ ಚಟುವಟಿಕೆಯನ್ನು ಅಲ್ಲಿ ನಡೆಸಿದ್ದೇ ಆದಲ್ಲಿ ಆಗ ಅರಣ್ಯ ಕಾಯ್ದೆ ಮುಂಚೂಣಿಗೆ ಬರುತ್ತದೆ. ಮಹಾರಾಜರ ಉದ್ದೇಶಕ್ಕೆ ವಿರುದ್ಧವಾಗಿ ಚಟುವಟಿಕೆಗಳು ಆರಂಭವಾದರೆ, ಅರಣ್ಯ ಕಾಯ್ದೆಯಂತೆ ಜಕ್ಕೂರು ವಾಯುನೆಲೆ ಪ್ರದೇಶವನ್ನು ಅರಣ್ಯ ಇಲಾಖೆ ವಶಕ್ಕೆ ಪಡೆದುಕೊಳ್ಳಬಹುದು’ ಎಂದು ಅರಣ್ಯ ಇಲಾಖೆ ಅಧಿಕಾರಿಗಳು ಮಾಹಿತಿ ನೀಡಿದರು.
ಹಸಿರು ಪರಿಸರ ಉಳಿಯಲಿ: ‘ಬೆಂಗಳೂರಿನ ಉತ್ತರ ಭಾಗದಲ್ಲಿ ಬರೀ ಕಾಂಕ್ರೀಟ್ ನಿರ್ಮಾಣವಾಗಿದೆ. ಜಕ್ಕೂರು ವಾಯುನೆಲೆ ಪ್ರದೇಶ ‘ಶ್ವಾಸಕೋಶ’ದಂತೆ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿದ್ದು, ಒಂದಷ್ಟು ಸ್ವಚ್ಛಗಾಳಿಯನ್ನು ಒದಗಿಸುತ್ತಿದೆ. ಈ ಪ್ರದೇಶದಲ್ಲೂ ಬೃಹತ್ ಕಟ್ಟಡಗಳು ನಿರ್ಮಾಣವಾದರೆ, ಹವಾಮಾನ ವೈಪರೀತ್ಯದಿಂದ ಉಷ್ಣಾಂಶವೂ ಹೆಚ್ಚಾಗುತ್ತದೆ. ಆದ್ದರಿಂದ, ಈ ಪ್ರದೇಶದಲ್ಲಿ ಯಾವುದೇ ಕಟ್ಟಡ ಚಟುವಟಿಕೆ ನಡೆಯದಂತೆ ಸರ್ಕಾರ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು’ ಎಂದು ಪರಿಸರ ಕಾರ್ಯಕರ್ತರು ಆಗ್ರಹಿಸಿದರು.
ಪರವಾನಗಿ ನೀಡಿ: ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿ
‘ರಾಜ್ಯ ಸರ್ಕಾರ ಸಾಕಷ್ಟು ಬಾರಿ ಮನವಿ ಸಲ್ಲಿಸಿ ಜಕ್ಕೂರು ವೈಮಾನಿಕ ತರಬೇತಿ ಶಾಲೆಗೆ ಅಗತ್ಯ ಪರವಾನಗಿ/ ಸಮ್ಮತಿಯನ್ನು ನೀಡಿ ಎಂದು ಕೇಳಿದ್ದರೂ ಯಾವುದೇ ಪ್ರತಿಕ್ರಿಯೆ ಬಂದಿಲ್ಲ. ಈಗಾಗಲೇ ತುಂಬಾ ವಿಳಂವಾಗಿದ್ದು, ಅತಿದೊಡ್ಡ ಸಂಖ್ಯೆಯಲ್ಲಿ ಪೈಲಟ್ ತರಬೇತಿ ಪಡೆಯುತ್ತಿರುವ ವಿದ್ಯಾರ್ಥಿಳಿಗಾಗಿ ಕೂಡಲೇ ಕ್ರಮ ಕೈಗೊಳ್ಳಿ’ ಎಂದು ಕೇಂದ್ರ ನಾಗರಿಕ ವಿಮಾನಯಾನ ಸಚಿವಾಲಯದ ಕಾರ್ಯದರ್ಶಿ ಸಮೀರ್ಕುಮಾರ್ ಸಿನ್ಹಾ ಅವರಿಗೆ ರಾಜ್ಯ ಸರ್ಕಾರದ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿ ಶಾಲಿನಿ ರಜನೀಶ್ ಅವರು ಡಿ.16ರಂದು ಪತ್ರ ಬರೆದಿದ್ದಾರೆ.
‘ಇಂಡಿಗೊ ಪ್ರಕರಣವಾದ ನಂತರ, ದೇಶದಲ್ಲಿ ತರಬೇತಿಪಡೆದ ಪೈಲಟ್ಗಳ ಬೇಡಿಕೆ ಹೆಚ್ಚಾಗಿದೆ. ಹೀಗಾಗಿ, ನಾಗರಿಕ ವಿಮಾನಯಾನ ಮಹಾನಿರ್ದೇಶನಾಲಯ (ಡಿಜಿಸಿಎ) ಮತ್ತು ನಾಗರಿಕ ವಿಮಾನಯಾನ ಸಚಿವಾಲಯ, ಜಕ್ಕೂರು ವೈಮಾನಿಕ ತರಬೇತಿ ಶಾಲೆಗೆ ಅಗತ್ಯ ಪರವಾನಗಿಯನ್ನು ಶೀಘ್ರ ನೀಡಬೇಕು’ ಎಂದು ಮನವಿ ಮಾಡಿಕೊಂಡಿದ್ದಾರೆ.
‘ಪರವಾನಗಿ ನೀಡಲು ಸಾಧ್ಯವಿಲ್ಲದಿದ್ದರೆ ಈ ಬಗ್ಗೆ ಮಾಹಿತಿ ನೀಡಬೇಕು. ಇದರಿಂದ ರಾಜ್ಯ ಸರ್ಕಾರ, ತರಬೇತಿ ಪಡೆಯುತ್ತಿರುವವರಿಗೆ ಪರ್ಯಾಯ ಮಾರ್ಗವನ್ನು ಪರಿಶೀಲಿಸುತ್ತದೆ. ಬಾಕಿ ಉಳಿದಿರುವ ತರಬೇತಿಯನ್ನು ಇತರೆ ಶಾಲೆಗಳಲ್ಲಿ ಸಿಗುವಂತೆ ಮಾಡಿ, ಅವರ ವೃತ್ತಿಗೆ ಯಾವುದೇ ಅಡಚಣೆಯಾಗದಂತೆ ಕ್ರಮ ಕೈಗೊಳ್ಳುತ್ತದೆ. ಹೀಗಾಗಿ, ತಾವು ಖುದ್ದಾಗಿ ಈ ವಿಷಯದಲ್ಲಿ ಮಧ್ಯಪ್ರವೇಶಿಸಿ, ಪರವಾನಗಿ ಪ್ರಕ್ರಿಯೆಯನ್ನು ಶೀಘ್ರ ಪೂರ್ಣಗೊಳಿಸಿಕೊಡಬೇಕು’ ಎಂದು ಕೋರಿದ್ದಾರೆ.
ಇನ್ನೇನು ನಿರೀಕ್ಷಿಸಲು ಸಾಧ್ಯ?: ರವಿಕೃಷ್ಣ ರೆಡ್ಡಿ
‘ರಾಜಕಾರಣಿಗಳ ಮಾರುವೇಷದಲ್ಲಿರುವ ರಿಯಲ್ ಎಸ್ಟೇಟ್ ದಲ್ಲಾಳಿಗಳಿಂದ ಇನ್ನೇನು ತಾನೇ ನಿರೀಕ್ಷಿಸಲು ಸಾಧ್ಯ? ಇವರಿಗೆ ಬೇಕಾಗಿದ್ದಲ್ಲಿ, ಮೈಸೂರು, ಹುಬ್ಬಳ್ಳಿ, ಕಲಬುರಗಿಯಲ್ಲೂ ವೈಮಾನಿಕ ತರಬೇತಿ ಶಾಲೆ ಆರಂಭಿಸಲಿ. ಆದರೆ, ಮೈಸೂರಿಗೆ ಜಕ್ಕೂರಿನ ವೈಮಾನಿಕ ಶಾಲೆಯನ್ನು ಸ್ಥಳಾಂತರಿಸಲು ಆಲೋಚಿಸಿರುವುದು ರಿಯಲ್ ಎಸ್ಟೇಟ್ ಮಾಫಿಯಾಗೆ ಅನುಕೂಲ ಮಾಡಿಕೊಡುವ ಹುನ್ನಾರವಾಗಿದೆ. ಬೆಂಗಳೂರಿನಲ್ಲಿ ಕೆಲವೇ ಕೆಲವು ವಿಶಾಲವಾದ ಸರ್ಕಾರಿ ಜಾಗಗಳು ಉಳಿದುಕೊಂಡಿವೆ. ಅವುಗಳನ್ನೂ ರಿಯಲ್ ಎಸ್ಟೇಟ್ಗಳಿಗೆ ನೀಡುವ ಮೂಲಕ, ನಗರವಾಸಿಗಳಿಗೆ ಉಸಿರುಗಟ್ಟಿಸುವ ವಾತಾವರಣ ನಿರ್ಮಿಸಲು ಸರ್ಕಾರ ಮುಂದಾಗಿದೆ’ ಎಂದು ಕರ್ನಾಟಕ ರಾಷ್ಟ್ರ ಸಮಿತಿ (ಕೆಆರ್ಎಸ್) ಪಕ್ಷದ ರವಿಕೃಷ್ಣ ರೆಡ್ಡಿ ಅಭಿಪ್ರಾಯಪಟ್ಟರು.
- ಶಾಲೆ ಇಲ್ಲದಿದ್ದರೆ ಇತರೆ ಚಟುವಟಿಕೆಗೆ ಅವಕಾಶವಿಲ್ಲ
- ಅರಣ್ಯ ಕಾಯ್ದೆಯಂತೆ 217 ಎಕರೆ ಅರಣ್ಯವಾಗಿಸಬಹುದು
- ಬೃಹತ್ ಸಂಖ್ಯೆಯಲ್ಲಿದ್ದಾರೆ ಪೈಲಟ್ ಆಕಾಂಕ್ಷಿಗಳು
