Bengaluru: The state government had withdrawn a 2018 order regarding the allocation of 25 acres of land at the Jakkur Aerodrome for an ‘Executive Club’ in 2021. However, that project has now taken a new form and has been revived.
In 2021, the Department of Youth Empowerment and Sports stated that the ‘Executive Club’ project had been canceled. But now, the issue of shifting the Jakkur Flying Training School itself has come to the fore, and meetings regarding this have been held since November.
On March 3, 2018, the Cabinet approved the establishment of the ‘Rajiv Gandhi Aerosports Society’ under a Public-Private Partnership (PPP) model for adventure sports on 25 acres of Jakkur airbase land. Accordingly, an order was issued on March 13 to form a committee consisting of nine members on the Board of Governors and five members on the Executive Committee.
The 2018 order aimed at converting the Jakkur Flying Training School into the ‘Rajiv Gandhi Aerosports Society’ was dropped during a Cabinet meeting held on September 4, 2021. However, during a session on March 8, 2022, the then Minister for Youth Empowerment and Sports, Narayana Gowda, informed the Assembly in response to a question by Krishna Byre Gowda that approval had been given to develop the flying school under the PPP model.
Krishna Byre Gowda’s Argument
"A mistake was made during the previous government regarding the Jakkur Flying School, which was established during the era of the Mysore Maharajas. As if the existing Turf Club and Golf Club weren't enough, the government decided to create a club for 100 MLAs, 100 IAS-IPS officers, 100 government officials, and 50 judges. If 200 acres of land goes into the hands of PPP partners, who knows what activities they will conduct there tomorrow? Once land goes to private hands, we will all be left outside. This would be a major scandal. Please let the government run the flying school itself; we will provide local cooperation and help," said Krishna Byre Gowda, the MLA of Byatarayanapura. Minister Narayana Gowda agreed and stated that the PPP project had also been dropped.
Despite these discussions in the Assembly and the decision to keep the Jakkur Flying Training School and airbase area as they were, three years later, officials from the same department have begun discussions to shift the flying school to Mysuru. They are also moving forward with plans to use the aerodrome area for other activities.
"What our government did was wrong": Krishna Byre Gowda
"What was done previously was wrong; even if it was our government, it was a mistake. I thank you for taking it back..." Krishna Byre Gowda had said in the Assembly on March 8, 2022.
Raising a calling attention motion under Rule 73, he questioned Minister Narayana Gowda: "In the name of aviation and adventure sports, a new society is being created to give away 25 acres of government land worth over ₹500 crore at the Jakkur Flying School for an ‘Executive Club.’ By barring entry to the common man and providing government land for the amusement of officials, politicians, the wealthy, and judges, government power is being misused."
When Narayana Gowda pointed out, "It was given to private parties during your government's tenure, and we have taken it back," Krishna Byre Gowda thanked him but expressed concern: "Instead of 25 acres, 200 acres of land is at risk. Perhaps those who intended to start the club have prepared a company for the PPP to take over the land in this manner."

"The Jakkur Flying Training School is the first of its kind in the country. Currently, 100 children are receiving training here. We have taken steps to repair six aircraft to train them. By acquiring 10 acres of land and extending the runway by 350 meters, we plan to operate 6-seater and 11-seater planes and provide 'Air Ambulance' facilities to boost tourism under the PPP model. If this results in a loss, the government will retain the property and develop it itself," Minister Narayana Gowda had informed the Assembly on March 8, 2022.

ಬೆಂಗಳೂರು: ಜಕ್ಕೂರು ವಾಯುನೆಲೆ ಪ್ರದೇಶದ 25 ಎಕರೆ ಭೂಮಿಯನ್ನು ‘ಎಕ್ಸಿಕ್ಯೂಟಿವ್ ಕ್ಲಬ್’ಗೆ ನೀಡುವ ಸಂಬಂಧ 2018ರಲ್ಲಿ ಹೊರಡಿಸಿದ್ದ ಆದೇಶವನ್ನು ರಾಜ್ಯ ಸರ್ಕಾರ 2021ರಲ್ಲಿ ವಾಪಸ್ ಪಡೆದಿತ್ತು. ಆದರೆ, ಈಗ ಆ ಯೋಜನೆಯು ಮತ್ತೊಂದು ರೂಪದಲ್ಲಿ ಮರುಜೀವಪಡೆದುಕೊಂಡಿದೆ.
‘ಎಕ್ಸಿಕ್ಯೂಟಿವ್ ಕ್ಲಬ್’ ಯೋಜನೆ ರದ್ದಾಗಿದೆ ಎಂದು ಯುವ ಸಬಲೀಕರಣ ಮತ್ತು ಕ್ರೀಡಾ ಇಲಾಖೆ 2021ರಲ್ಲಿ ತಿಳಿಸಿತ್ತು. ಆದರೆ, ಈಗ ಜಕ್ಕೂರು ವೈಮಾನಿಕ ತರಬೇತಿ ಶಾಲೆಯನ್ನೇ ಸ್ಥಳಾಂತರಿಸುವ ವಿಷಯ ಚಾಲ್ತಿಗೆ ಬಂದಿದ್ದು ಈ ಸಂಬಂಧ ನವೆಂಬರ್ನಿಂದ ಸಭೆಗಳನ್ನು ನಡೆಸಲಾಗುತ್ತಿದೆ.
ಜಕ್ಕೂರು ವಾಯುನೆಲೆಯ 25 ಎಕರೆ ಜಾಗದಲ್ಲಿ ‘ರಾಜೀವ್ ಗಾಂಧಿ ಏರೋಸ್ಪೋರ್ಟ್ಸ್ ಸೊಸೈಟಿ‘ಯನ್ನು ಸಾಹಸ ಕ್ರೀಡೆಗಳ ಹೆಸರಿನಲ್ಲಿ ಸಾರ್ವಜನಿಕ–ಖಾಸಗಿ ಸಹಭಾಗಿತ್ವದಲ್ಲಿ (ಪಿಪಿಪಿ) ಸ್ಥಾಪಿಸಲು 2018ರ ಮಾರ್ಚ್ 3ರಂದು ಸಚಿವ ಸಂಪುಟದಲ್ಲಿ ಅನುಮೋದನೆ ನೀಡಲಾಗಿತ್ತು. ಅದರಂತೆ, ಮಾರ್ಚ್ 13ರಂದು, ಸೊಸೈಟಿಯ ಆಡಳಿತ ಮಂಡಳಿಯಲ್ಲಿ ಒಂಬತ್ತು ಸದಸ್ಯರು, ಕಾರ್ಯನಿರ್ವಾಹಕ ಸಮಿತಿಯಲ್ಲಿ ಐದು ಸದಸ್ಯರನ್ನು ಒಳಗೊಂಡ ಸಮಿತಿ ರಚಿಸಿ ಆದೇಶ ಹೊರಡಿಸಲಾಗಿತ್ತು.
ಜಕ್ಕೂರು ವೈಮಾನಿಕ ತರಬೇತಿ ಶಾಲೆಯನ್ನು ‘ರಾಜೀವ್ ಗಾಂಧಿ ಏರೋಸ್ಪೋರ್ಟ್ಸ್ ಸೊಸೈಟಿ’ಯನ್ನಾಗಿ ಸ್ಥಾಪಿಸುವ ಉದ್ದೇಶದ 2018ರ ಆದೇಶವನ್ನು, 2021ರ ಸೆಪ್ಟೆಂಬರ್ 4ರಂದು ನಡೆದ ಸಚಿವ ಸಂಪುಟ ಸಭೆಯಲ್ಲಿ ಕೈಬಿಡಲಾಗಿದೆ. ಆದರೆ, ಪಿಪಿಪಿ ಮಾದರಿಯಲ್ಲಿ ವೈಮಾನಿಕ ತರಬೇತಿ ಶಾಲೆಯನ್ನು ಅಭಿವೃದ್ಧಿಗೊಳಿಸಲು ಅನುಮೋದನೆ ನೀಡಲಾಗಿದೆ ಎಂದು 2022ರ ಮಾರ್ಚ್ 8ರಂದು ಆಗಿನ ಯುವ ಸಬಲೀಕರಣ, ಕ್ರೀಡಾ ಸಚಿವ ನಾರಾಯಣಗೌಡ ಅವರು ವಿಧಾನಸಭೆಯಲ್ಲಿ ಕೃಷ್ಣಬೈರೇಗೌಡ ಪ್ರಶ್ನೆಗೆ ನೀಡಿದ ಉತ್ತರದಲ್ಲಿ ತಿಳಿಸಿದ್ದರು.
‘ಮೈಸೂರು ಮಹಾರಾಜರ ಕಾಲದಲ್ಲಿ ಸ್ಥಾಪನೆಯಾಗಿರುವ ಜಕ್ಕೂರು ವೈಮಾನಿಕ ಶಾಲೆ ಬಗ್ಗೆ ಹಿಂದಿನ ಸರ್ಕಾರದಲ್ಲಿ ತಪ್ಪಾಗಿದೆ. ಈಗಿರುವ ಟರ್ಫ್ ಕ್ಲಬ್, ಗಾಲ್ಫ್ ಕ್ಲಬ್ ಸಾಲದೆಂದು, 100 ಶಾಸಕರು, 100 ಐಎಎಸ್–ಐಪಿಎಸ್ ಅಧಿಕಾರಿಗಳು, 100 ಸರ್ಕಾರಿ ಅಧಿಕಾರಿಗಳು, 50 ನ್ಯಾಯಮೂರ್ತಿಗಳನ್ನು ಸೇರಿ ಕ್ಲಬ್ ಮಾಡಲು ಸರ್ಕಾರ ತೀರ್ಮಾನಿಸಿತ್ತು. 200 ಎಕರೆ ಭೂಮಿ ಪಿಪಿಪಿ ಅವರ ಕೈಗೆ ಹೋದರೆ ನಾಳೆ ಅಲ್ಲಿ ಅವರು ಏನೇನು ಚಟುವಟಿಕೆ ಮಾಡುತ್ತಾರೆನ್ನುವುದು ಯಾರಿಗೆ ಗೊತ್ತು? ಒಂದು ಬಾರಿ ಖಾಸಗಿಯವರ ಕೈಗೆ ಜಮೀನು ಹೋದರೆ, ನಾಳೆಯ ದಿನ ನಾವೆಲ್ಲರೂ ಹೊರಗಗಡೆ ಉಳಿಯಬೇಕಾಗುತ್ತದೆ. ಇದು ದೊಡ್ಡ ಹಗರಣವೇ ಆಗುತ್ತದೆ. ದಯಮಾಡಿ ಸರ್ಕಾರವೇ ವೈಮಾನಿಕ ಶಾಲೆಯನ್ನು ನಡೆಸಬೇಕು. ಸ್ಥಳೀಯವಾಗಿ ಸಹಕಾರ, ಸಹಾಯವನ್ನು ನಾವು ಮಾಡುತ್ತೇವೆ’ ಎಂದು ಬ್ಯಾಟರಾಯನಪುರ ವಿಧಾನಸಭೆ ಕ್ಷೇತ್ರದ ಶಾಸಕರೂ ಆಗಿರುವ ಕೃಷ್ಣಬೈರೇಗೌಡರು ಹೇಳಿದ್ದರು. ಇದಕ್ಕೆ, ನಾರಾಯಣಗೌಡ ಅವರು ಸಮ್ಮತಿಸಿ, ಪಿಪಿಪಿ ಯೋಜನೆಯನ್ನೂ ಕೈಬಿಡಲಾಗಿದೆ ಎಂದು ಹೇಳಿದ್ದರು.
ವಿಧಾನಸಭೆಯಲ್ಲಿ ಇಷ್ಟೆಲ್ಲ ಚರ್ಚೆಯಾಗಿ, ಜಕ್ಕೂರು ವೈಮಾನಿಕ ತರಬೇತಿ ಶಾಲೆ ಹಾಗೂ ವಾಯುನೆಲೆ ಪ್ರದೇಶವನ್ನು ಹಾಗೆಯೇ ಉಳಿಸಿಕೊಳ್ಳಲು ನಿರ್ಧಾರವಾಗಿ ಮೂರು ವರ್ಷದ ನಂತರ, ಅದೇ ಇಲಾಖೆಯ ಅಧಿಕಾರಿಗಳು ವೈಮಾನಿಕ ತರಬೇತಿ ಶಾಲೆಯನ್ನು ಮೈಸೂರಿಗೆ ಸ್ಥಳಾಂತರಿಸಲು ಚರ್ಚೆ ಆರಂಭಿಸಿದ್ದಾರೆ. ವೈಮಾನಿಕ ಪ್ರದೇಶವನ್ನೂ ಇತರೆ ಚಟುವಟಿಕೆಗಳಿಗೆ ಬಳಸಿಕೊಳ್ಳಲು ಮುಂದಾಗಿದ್ದಾರೆ.
ನಮ್ಮ ಸರ್ಕಾರ ಮಾಡಿದ್ದು ತಪ್ಪು: ಕೃಷ್ಣ ಬೈರೇಗೌಡ
‘ಹಿಂದೆ ಮಾಡಿದ್ದು ತಪ್ಪು, ನಮ್ಮ ಸರ್ಕಾರವೇ ಆದರೂ ಅದು ತಪ್ಪು. ಅದನ್ನು ನೀವು ವಾಪಸ್ ತೆಗೆದುಕೊಂಡಿದ್ದಕ್ಕೆ ನಿಮಗೆ ಧನ್ಯವಾದ...’ ಹೀಗೆಂದು, 2022ರ ಮಾರ್ಚ್ 8ರಂದು ವಿಧಾನಸಭೆಯಲ್ಲಿ ಕೃಷ್ಣ ಬೈರೇಗೌಡ ಹೇಳಿದ್ದರು.
ನಿಯಮ 73ರಡಿ ಗಮನ ಸೆಳೆಯುವ ಸೂಚನೆಯಡಿ, ‘ವೈಮಾನಿಕ ಮತ್ತು ಇತರೆ ಸಾಹಸ ಕ್ರೀಡೆಗಳ ಹೆಸರಿನಲ್ಲಿ ಹೊಸ ಸೊಸೈಟಿಯನ್ನು ಹುಟ್ಟುಹಾಕಿ, ಜಕ್ಕೂರು ವೈಮಾನಿಕ ತರಬೇತಿ ಶಾಲೆಯಲ್ಲಿ ₹500 ಕೋಟಿಗೂ ಹೆಚ್ಚು ಬೆಳಬಾಳುವ 25 ಎಕರೆ ಸರ್ಕಾರಿ ಜಾಗವನ್ನು ‘ಎಕ್ಸಿಕ್ಯೂಟಿವ್ ಕ್ಲಬ್’ ಮಾಡಲು ನೀಡಲಾಗುತ್ತಿದೆ. ಜನಸಾಮಾನ್ಯರಿಗೆ ಪ್ರವೇಶ ಇಲ್ಲದಂತೆ ಮಾಡಿ, ಕೇವಲ ಅಧಿಕಾರಿಗಳು, ರಾಜಕಾರಣಿಗಳು, ಶ್ರೀಮಂತರು, ನ್ಯಾಯಾಧೀಶರ ಮೋಜಿಗಾಗಿ ಸರ್ಕಾರಿ ಜಾಗವನ್ನು ನೀಡಿ, ಸರ್ಕಾರದ ಅಧಿಕಾರವನ್ನು ದುರುಪಯೋಗ ಪಡಿಸಿಕೊಳ್ಳಲಾಗುತ್ತಿದೆ’ ಎಂದು ಯುವ ಸಬಲೀಕರಣ ಮತ್ತು ಕ್ರಿಡಾ ಇಲಾಖೆ ಸಚಿವ ನಾರಾಯಣಗೌಡ ಅವರನ್ನು ಪ್ರಶ್ನಿಸಿದ್ದರು.
‘ನಿಮ್ಮ ಸರ್ಕಾರವಿದ್ದಾಗಲೇ ಅದನ್ನು ಖಾಸಗಿಯವರಿಗೆ ನೀಡಿದ್ದು, ಅದನ್ನು ನಾವು ವಾಪಸ್ ಪಡೆದುಕೊಂಡಿದ್ದೇವೆ’ ಎಂದು ನಾರಾಯಣಗೌಡ ಹೇಳಿದಾಗ, ಅದಕ್ಕೆ ಧನ್ಯವಾದ ಸಲ್ಲಿಸಿದ್ದ ಕೃಷ್ಣ ಬೈರೇಗೌಡ, ‘25 ಎಕರೆ ಬದಲು 200 ಎಕರೆ ಜಾಗ ಹೋಗುವ ಪರಿಸ್ಥಿತಿಯಾಗಿದೆ. ಬಹುಶಃ ಯಾರು ಕ್ಲಬ್ ಮಾಡಬೇಕೆಂದು ಹೊರಟಿದ್ದರೋ ಅವರೇ ಪಿಪಿಪಿಗೆ ಒಂದು ಕಂಪನಿಯನ್ನು ರೆಡಿ ಮಾಡಿ ಈ ರೀತಿ ಕಬ್ಜಾ ತೆಗೆದುಕೊಳ್ಳಲಿಕ್ಕೆ ಹೊರಟಿರಲೂ ಬಹುದು’ ಎಂದು ಆತಂಕ ವ್ಯಕ್ತಪಡಿಸಿದ್ದರು.
ಆಸ್ತಿ ಉಳಿಸಿಕೊಳ್ಳಲಾಗುತ್ತದೆ: ನಾರಾಯಣಗೌಡ
‘ಜಕ್ಕೂರಿನ ವೈಮಾನಿಕ ತರಬೇತಿ ಶಾಲೆ ದೇಶಕ್ಕೇ ಮೊದಲನೆಯದು. 100 ಮಕ್ಕಳು ಇಲ್ಲಿ ತರಬೇತಿ ಪಡೆಯುತ್ತಿದ್ದಾರೆ. ಆರು ವಿಮಾನಗಳನ್ನು ದುರಸ್ತಿ ಮಾಡಿಸಿ, ಮಕ್ಕಳಿಗೆ ತರಬೇತಿ ನೀಡಲು ಮುಂದಾಗಿದ್ದೇವೆ. 10 ಎಕರೆ ಭೂಸ್ವಾಧೀನ ಮಾಡಿಕೊಂಡು, 350 ಮೀಟರ್ ರನ್ವೇಯನ್ನು ವಿಸ್ತರಿಸಿ, ಆರು ಆಸನ ಮತ್ತು 11 ಆಸನಗಳ ವಿಮಾನಗಳ ಕಾರ್ಯಾಚರಣೆ ಮಾಡಿ, ‘ಏರ್ ಆಂಬುಲೆನ್ಸ್’ ವ್ಯವಸ್ಥೆ ಕಲ್ಪಿಸಿ ಪ್ರವಾಸೋದ್ಯಮಕ್ಕೆ ಶಕ್ತಿ ತುಂಬುವ ಕೆಲಸವನ್ನು ಪಿಪಿಪಿ ಮಾದರಿಯಲ್ಲಿ ಮಾಡಲಾಗುತ್ತದೆ. ಇದರಿಂದ ನಷ್ಟವಾಗುವುದಾದರೆ ಸರ್ಕಾರ ಆಸ್ತಿಯನ್ನು ಉಳಿಸಿಕೊಂಡು, ಅದನ್ನು ಅಭಿವೃದ್ಧಿಪಡಿಸಲಾಗುತ್ತದೆ’ ಎಂದು ಕ್ರೀಡಾ ಸಚಿವ ನಾರಾಯಣಗೌಡ ಅವರು 22ರ ಮಾರ್ಚ್ 8ರಂದು ವಿಧಾನಸಭೆಯಲ್ಲಿ ಮಾಹಿತಿ ನೀಡಿದ್ದರು.
