Bengaluru: Following Supreme Court orders to relocate stray dogs to shelter homes, the city municipal corporations have decided to spend ₹3,035 per month on each stray dog.

The Bengaluru South City Corporation has invited tenders from NGOs and organizations to catch stray dogs, transport them to shelters, and manage their daily care.

According to census data released in October 2023, there are 2.79 lakh stray dogs within the Greater Bengaluru City Corporation (formerly BBMP) limits. Based on the cost of catching and providing food and shelter for 100 dogs, Bengaluru South has called for tenders to manage 500 stray dogs.

Maintenance and Staffing

The process involves catching the dogs, vaccinating them, and transferring them to shelters. Once there, they must be fed twice a day. The estimated monthly cost per dog was calculated by factoring in the salaries of five staff members (one para-veterinarian and four attendants), medical expenses, cleaning supplies, and administrative costs. It has been noted that this cost will increase by 5% annually, with GST paid separately.

The expenditure for the first month is estimated at ₹3,335 per dog, followed by ₹3,035 per dog for the subsequent 11 months. The contract duration is 12 months, with a possibility of extension for another 12 months.

Cost and Diet Breakdown

 * 367.5 grams: Weight of raw food ingredients per dog (150g rice, 100g chicken, 100g vegetables, 10g cooking oil, 5g salt, 2.5g turmeric).

 * 600 grams: Weight of the cooked meal served to each dog.

 * ₹25: Cost per meal for a stray dog.

 * ₹300: Cost to catch each stray dog.

 * ₹1,18,483: Total monthly salary for five staff members.

 * ₹15,000: Monthly medical expenses.

 * ₹10,000: Monthly cost for cleaning and disinfectant materials.

 * ₹10,000: Monthly administrative expenses.

ಬೆಂಗಳೂರು: ಸುಪ್ರೀಂ ಕೋರ್ಟ್‌ ಆದೇಶದಂತೆ ಬೀದಿ ನಾಯಿಗಳನ್ನು ಆಶ್ರಯ ಕೇಂದ್ರಗಳಿಗೆ ಸ್ಥಳಾಂತರಿಸಲು ನಿರ್ಧರಿಸಿರುವ ನಗರ ಪಾಲಿಕೆಗಳು, ಪ್ರತಿಯೊಂದು ಬೀದಿ ನಾಯಿಗೆ ತಿಂಗಳಿಗೆ ₹3,035 ವೆಚ್ಚ ಮಾಡಲು ನಿರ್ಧರಿಸಿವೆ.

ಬೀದಿ ನಾಯಿಗಳನ್ನು ಹಿಡಿದು, ಅವುಗಳನ್ನು ಆಶ್ರಯ ಕೇಂದ್ರಗಳಿಗೆ ಸಾಗಿಸಿ, ಅಲ್ಲಿ ನಿರ್ವಹಣೆ ಮಾಡಲು ಎನ್‌ಜಿಒ ಹಾಗೂ ಸಂಸ್ಥೆಗಳಿಂದ ಬೆಂಗಳೂರು ದಕ್ಷಿಣ ನಗರ ಪಾಲಿಕೆ ಟೆಂಡರ್ ಆಹ್ವಾನಿಸಿದೆ.

ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ (ಅಂದಿನ ಬಿಬಿಎಂಪಿ) 2.79 ಲಕ್ಷ ಬೀದಿ ನಾಯಿಗಳಿವೆ ಎಂದು 2023ರ ಅಕ್ಟೋಬರ್‌ನಲ್ಲಿ ಬಿಡುಗಡೆ ಮಾಡಿದ ಗಣತಿ ಅಂಕಿ–ಅಂಶಗಳಿಂದ ತಿಳಿದುಬಂದಿತ್ತು. ಬೆಂಗಳೂರು ದಕ್ಷಿಣ ನಗರ ಪಾಲಿಕೆ 100 ಬೀದಿ ನಾಯಿಗಳನ್ನು ಹಿಡಿಯುವುದು ಹಾಗೂ ಅವುಗಳಿಗೆ ಆಹಾರ, ಆಶ್ರಯ ಕೇಂದ್ರ ನಿರ್ವಹಣೆಯನ್ನು ಲೆಕ್ಕ ಮಾಡಿ, 500 ಬೀದಿ ನಾಯಿಗಳನ್ನು ಹಿಡಿದು, ನಿರ್ವಹಿಸಲು ಟೆಂಡರ್‌ ಆಹ್ವಾನಿಸಿದೆ.

ಬೀದಿ ನಾಯಿಗಳನ್ನು ಹಿಡಿಯುವುದು, ಅವುಗಳಿಗೆ ಲಸಿಕೆ ನೀಡಿ, ಆಶ್ರಯ ಕೇಂದ್ರಗಳಿಗೆ ವರ್ಗಾಯಿಸಬೇಕು. ಅದಾದ ಮೇಲೆ, ಆಶ್ರಯ ಕೇಂದ್ರದಲ್ಲಿ ದಿನಕ್ಕೆ ಎರಡು ಬಾರಿ ಆಹಾರ ನೀಡಬೇಕು. ಒಬ್ಬ ಅರೆ ಪಶುವೈದ್ಯ, ನಾಲ್ವರು ಅಟೆಂಡರ್‌ ಸೇರಿ ಐವರು ಸಿಬ್ಬಂದಿಯ ವೇತನ, ವೈದ್ಯಕೀಯ ವೆಚ್ಚ, ಸ್ವಚ್ಛತಾ ಸಾಮಗ್ರಿ, ಆಡಳಿತ ವೆಚ್ಚವನ್ನು ನಿಗದಿ ಮಾಡಿ ಪ್ರತಿ ಬೀದಿ ನಾಯಿಗೆ ಒಂದು ತಿಂಗಳಿಗಾಗುವ  ವೆಚ್ಚವನ್ನು ಅಂದಾಜು ಮಾಡಲಾಗಿದೆ. ಆ ವೆಚ್ಚವನ್ನು ಪ್ರತಿ ವರ್ಷ ಶೇ 5ರಷ್ಟು ಹೆಚ್ಚಿಸಲಾಗುವುದಾಗಿ ತಿಳಿಸಲಾಗಿದೆ. ಇದಲ್ಲದೆ, ಜಿಎಸ್‌ಟಿಯನ್ನು ಪ್ರತ್ಯೇಕವಾಗಿ ಪಾವತಿಸಲಾಗುತ್ತದೆ. ಮೊದಲ ತಿಂಗಳು ಪ್ರತಿ ನಾಯಿಗೆ ₹3,335 ವೆಚ್ಚವಾಗಲಿದ್ದು, ನಂತರದ 11 ತಿಂಗಳಿಗೆ ಪ್ರತಿ ನಾಯಿಗೆ ₹3,3035 ಅಂದಾಜು ಮಾಡಲಾಗಿದೆ. ಈ ಗುತ್ತಿಗೆ ಅವಧಿ 12 ತಿಂಗಳಾಗಿದ್ದು, ಮತ್ತೆ 12 ತಿಂಗಳಿಗೆ ಹೆಚ್ಚಿಸಬಹುದಾಗಿದೆ.
