SIR: Incomplete Voter Data from 2002 Available in BLO App
Names appear in the electoral roll but are missing from the app
Bengaluru: If a voter's name appears on both electoral rolls, it is not showing up in the app used by the Booth Level Officer (BLO). The lack of synchronization between the data published online and the data available in the application has created confusion regarding the revision process.
It has been 10 days since the Special Summary Revision (SSR) of electoral rolls began under the BBMP (Bruhat Bengaluru Mahanagara Palike) limits. However, the absence of necessary data is hindering the complete digitization process.
The Chief Electoral Officer of Karnataka’s website (ceo.karnataka.gov.in) has published both the 2025/26 electoral roll and the 2002 electoral roll. It was stated that voters could verify their names in the older list as well. However, regardless of the name entered, the information does not appear, even though their names exist in the PDF version of the electoral rolls.
There is confusion in the registration process for those whose names appear in both the 2002 and 2025/26 rolls. While the voter's name is visible on the online electoral roll, the same information is unavailable in the BLOs' app. Consequently, when BLOs attempt to upload the details collected from the census forms (enumeration forms) into the app, the voter information is not found. BLOs are dismissing the issue by claiming that "senior officials will look into it."
In Rajarajeshwari Nagar, a female voter's name is present in the 2025 roll. Her name is also in the 2002 roll, which includes her father's name. She filled out the census form with her historical information. When the BLO attempted to enter this into the app, the 2002 data was missing. The BLO had no answer as to why information published by the Election Commission itself on the website is not reflected in the app. The officer left, stating, "We will submit this to the office and see what decision they take."
When voters submit the filled-out census forms, the BLOs enter them into the app, which then suggests certain matches from the 2002 electoral roll. If the information matches, the process is completed. However, the information provided by the voters is not appearing in the app's suggestions. As a result, even though the BLOs are unable to complete the process on the app on the spot, they are sticking blue stickers on the doors of the homes.
The Electoral Registration Officers (ERO) and District Election Officers (DEO) above the BLOs have also recently realized that not all information available on the website is accessible in the app. Officials commented, "We have informed senior officers about this and are awaiting clarification from the Election Commission. The process will be completed after receiving information from them. It may take some time."
Online Data Also Missing!
Even before BLOs visit homes to provide the Enumeration Form (EF), the complete details of voters who have filled out applications online are not showing up in the app.
A voter whose name is in both the 2025 and 2002 rolls filled out the EF online, uploaded a new photograph, and submitted it via Aadhaar on June 30. When the BLO visited the house on July 8 to provide the EF, the voter informed the officer that they had already submitted it online. When the BLO checked the app, the information was missing, and the application appeared "blank." Concerned, the voter questioned the BLO, to which the officer replied, "I don't know why this is happening. I will ask the senior officials. You have proof of your online submission, let's see. If there is any problem later, a notice will be issued, and they will ask for the information again."

ಬೆಂಗಳೂರು: ಮತದಾರರ ಎರಡೂ ಪಟ್ಟಿಯಲ್ಲೂ ಹೆಸರಿದ್ದರೆ ಬೂತ್ ಮತಗಟ್ಟೆ ಅಧಿಕಾರಿ (ಬಿಎಲ್ಒ) ಬಳಸುವ ಆ್ಯಪ್ನಲ್ಲಿ ಹೆಸರು ಇರುವುದಿಲ್ಲ. ಆನ್ಲೈನ್ನಲ್ಲಿ ಪ್ರಕಟಿರುವ ಮಾಹಿತಿ ಆ್ಯಪ್ನಲ್ಲಿ ಇಲ್ಲದೆ ಪರಿಷ್ಕರಣೆ ಕಾರ್ಯ ಗೊಂದಲಕ್ಕೀಡಾಗಿದೆ.
ಜಿಬಿಎ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಮತದಾರರ ಸಮಗ್ರ ವಿಶೇಷ ಪರಿಷ್ಕರಣೆ (ಎಸ್ಐಆರ್) ಕಾರ್ಯ ಆರಂಭವಾಗಿ 10 ದಿನಗಳು ಕಳೆದಿವೆ. ಆದರೆ ಅಗತ್ಯ ಮಾಹಿತಿ ಕೊರತೆಯಿಂದ ಸಂಪೂರ್ಣ ಡಿಜಿಟಲೀಕರಣ ಕಾರ್ಯಕ್ಕೆ ತೊಡಕಾಗಿದೆ.
ಕರ್ನಾಟಕದ ಮುಖ್ಯ ಚುನಾವಣಾಧಿಕಾರಿಯವರ ವೆಬ್ಸೈಟ್ನಲ್ಲಿ (ceo.karnataka.gov.in) 2025/26ರ ಮತದಾರರ ಪಟ್ಟಿಯ ಜೊತೆಗೆ 2002ರ ಮತದಾರರ ಪಟ್ಟಿಯನ್ನೂ ಪ್ರಕಟಿಸಲಾಗಿದೆ. ಹೆಸರಿನ ಆಧಾರದಲ್ಲೂ ಅಂದಿನ ಪಟ್ಟಿಯಲ್ಲಿ ಮತದಾರರು ತಮ್ಮ ಹೆಸರನ್ನು ಖಾತರಿ ಪಡಿಸಿಕೊಳ್ಳಬಹುದು ಎಂದು ಹೇಳಲಾಗಿದೆ. ಆದರೆ, ಯಾವ ಹೆಸರು ಟೈಪಿಸಿದರೂ ಅವರ ಮಾಹಿತಿ ಬರುವುದಿಲ್ಲ. ಆದರೆ, ಮತದಾರ ಪಟ್ಟಿಯ ಪಿಎಎಫ್ನಲ್ಲಿ ಅವರ ಹೆಸರು ಇರುತ್ತದೆ.
2002 ಹಾಗೂ 2025/26ರ ಮತದಾರರ ಪಟ್ಟಿಯಲ್ಲಿ ಹೆಸರು ಇದ್ದರೂ ಅವರ ನೋಂದಣಿ ಪ್ರಕ್ರಿಯೆಯಲ್ಲಿ ಗೊಂದಲವಾಗಿದೆ. ಆನ್ಲೈನ್ನಲ್ಲಿ ಪಡೆಯುವ ಮತದಾರ ಪಟ್ಟಿಯಲ್ಲಿ ಹೆಸರಿದ್ದರೂ ಅದೇ ಮಾಹಿತಿ ಬಿಎಲ್ಒಗಳ ಆ್ಯಪ್ನಲ್ಲಿ ಲಭ್ಯವಿಲ್ಲ. ಹೀಗಾಗಿ, ಗಣತಿ ನಮೂನೆ ಪಡೆದು ಅದನ್ನು ಆ್ಯಪ್ನಲ್ಲಿ ಅಳವಡಿಸುವಾಗ ಮತದಾರರ ಮಾಹಿತಿ ಸಿಗುತ್ತಿಲ್ಲ. ‘ಅದನ್ನು ಹಿರಿಯ ಅಧಿಕಾರಿಗಳು ಪರಿಶೀಲಿಸುತ್ತಾರೆ’ ಎಂದು ಬಿಎಲ್ಒಗಳು ಸಬೂಬು ಹೇಳುತ್ತಿದ್ದಾರೆ.
ರಾಜರಾಜೇಶ್ವರಿ ನಗರದಲ್ಲಿರುವ ಒಬ್ಬ ಮಹಿಳಾ ಮತದಾರರ ಹೆಸರು 2025ರ ಪಟ್ಟಿಯಲ್ಲಿ ಇದೆ. 2002ರ ಮತದಾರರ ಪಟ್ಟಿಯಲ್ಲಿಯೂ ಅವರ ಹೆಸರಿದ್ದು, ಅದರಲ್ಲಿ ಅವರ ತಂದೆಯ ಹೆಸರಿದೆ. ಗಣತಿ ನಮೂನೆಯನ್ನು ಪಡೆದು ಹಿಂದಿನ ಮಾಹಿತಿಯನ್ನು ಅವರು ಭರ್ತಿ ಮಾಡಿದ್ದಾರೆ. ಬಿಎಲ್ಒ ಅದನ್ನು ಆ್ಯಪ್ನಲ್ಲಿ ಅಳವಡಿಸಲು ಹೋದಾಗ, 2002ರ ಮತದಾರರ ಪಟ್ಟಿಯ ಮಾಹಿತಿ ಅಲ್ಲಿಲ್ಲ. ಚುನಾವಣಾ ಆಯೋಗವೇ ವೆಬ್ಸೈಟ್ನಲ್ಲಿ ಪ್ರಕಟಿಸಿರುವ ಮಾಹಿತಿ ಆ್ಯಪ್ನಲ್ಲಿ ಏಕಿಲ್ಲ ಎಂಬುದಕ್ಕೆ ಬಿಎಲ್ಒ ಬಳಿ ಉತ್ತರ ಇರಲಿಲ್ಲ. ‘ಇದನ್ನು ಕಚೇರಿಗೆ ಕೊಡುತ್ತೇವೆ. ಅವರು ಏನು ನಿರ್ಧಾರ ಮಾಡುತ್ತಾರೋ ನೋಡೋಣ’ ಎಂದು ಹೇಳಿ ಅವರು ಹೊರಟುಹೋಗಿದ್ದಾರೆ.
ಮತದಾರರು ಗಣತಿ ನಮೂನೆ ಭರ್ತಿ ಮಾಡಿಕೊಟ್ಟಾಗ, ಬಿಎಲ್ಒಗಳು ಅದನ್ನು ಆ್ಯಪ್ನಲ್ಲಿ ನಮೂದಿಸಿದಾಗ, 2002ರಲ್ಲಿನ ಮತದಾರರ ಪಟ್ಟಿಯಲ್ಲಿ ಹೊಂದಿಕೆಯಾಗುವ ಕೆಲವು ಆಯ್ಕೆಗಳನ್ನು ನೀಡುತ್ತದೆ. ಅದರಲ್ಲಿ ಈ ಮತದಾರರ ಮಾಹಿತಿಗೆ ಅನುಗುಣವಾಗಿದ್ದರೆ ಅದನ್ನು ನಮೂದಿಸಿದರೆ ಪ್ರಕ್ರಿಯೆ ಪೂರ್ಣಗೊಳ್ಳುತ್ತದೆ. ಆದರೆ, ಆ್ಯಪ್ ನೀಡುವ ಆಯ್ಕೆಗಳಲ್ಲಿ ಮತದಾರರು ನೀಡಿರುವ ಮಾಹಿತಿ ಲಭ್ಯವಾಗುತ್ತಿಲ್ಲ. ಹೀಗಾಗಿ, ಬಿಎಲ್ಒಗಳು ಸ್ಥಳದಲ್ಲೇ ಆ್ಯಪ್ನಲ್ಲಿ ಪ್ರಕ್ರಿಯೆ ಪೂರ್ಣಗೊಳಿಸದಿದ್ದರೂ, ಮನೆ ಮುಂದೆ ನೀಲಿ ಸ್ಟಿಕರ್ ಅಂಟಿಸಿಹೋಗುತ್ತಿದ್ದಾರೆ.
ಬಿಎಲ್ಒಗಳ ಮೇಲಿನ ಚುನಾವಣಾ ನೋಂದಣಾಧಿಕಾರಿ (ಇಆರ್ಒ), ಜಿಲ್ಲಾ ಚುನಾವಣಾಧಿಕಾರಿ (ಡಿಇಒ)ಗಳಿಗೂ ವೆಬ್ಸೈಟ್ನಲ್ಲಿರುವ ಎಲ್ಲ ಮಾಹಿತಿಗಳು ಆ್ಯಪ್ನಲ್ಲಿ ಇಲ್ಲ ಎಂಬುದರ ಅರಿವು ಇತ್ತೀಚೆಗೆ ಬಂದಿದೆ. ‘ಹಿರಿಯ ಅಧಿಕಾರಿಗಳಿಗೆ ಈ ಬಗ್ಗೆ ಮಾಹಿತಿ ನೀಡಿದ್ದು, ಚುನಾವಣಾ ಆಯೋಗದಿಂದ ವಿವರಣೆ ನಿರೀಕ್ಷೆಯಲ್ಲಿದ್ದಾರೆ. ಅಲ್ಲಿಂದ ಮಾಹಿತಿ ಪಡೆದು ಪ್ರಕ್ರಿಯೆ ಪೂರ್ಣಗೊಳಿಸಲಾಗುತ್ತದೆ. ಸ್ವಲ್ಪ ಸಮಯ ಹಿಡಿಯಬಹುದು’ ಎಂದು ಅಧಿಕಾರಿಗಳು ಪ್ರತಿಕ್ರಿಯಿಸಿದರು.
ಆನ್ಲೈನ್ ಮಾಹಿತಿಯೂ ಇಲ್ಲ!
ಬಿಎಲ್ಒಗಳು ಮತದಾರರ ಮನೆಗೆ ಬಂದು ಗಣತಿ ನಮೂನೆ (ಇಎಫ್) ಅರ್ಜಿ ನೀಡುವ ಮುನ್ನವೇ ಆನ್ಲೈನ್ನಲ್ಲಿ ಅರ್ಜಿ ಭರ್ತಿ ಮಾಡಿರುವ ಮತದಾರರ ಸಂಪೂರ್ಣ ಮಾಹಿತಿಗಳೂ ಆ್ಯಪ್ನಲ್ಲಿ ತೋರಿಸುತ್ತಿಲ್ಲ.
2025 ಹಾಗೂ 2002ರ ಎರಡೂ ಮತದಾರರ ಪಟ್ಟಿಯಲ್ಲಿ ಹೆಸರಿರುವ ಮತದಾರರೊಬ್ಬರು ಆನ್ಲೈನ್ನಲ್ಲಿ ಇಎಫ್ ಅನ್ನು ಭರ್ತಿ ಮಾಡಿ, ಹೊಸ ಚಿತ್ರ ಅಪ್ಲೋಡ್ ಮಾಡಿ, ಆಧಾರ್ ಮೂಲಕ ಜೂನ್ 30ರಂದೇ ಸಲ್ಲಿಸಿದ್ದಾರೆ. ಜುಲೈ 8ರಂದು ಬಿಎಲ್ಒ ಮನೆಗೆ ಭೇಟಿ ನೀಡಿ ಇಎಫ್ ನೀಡಿದ್ದಾರೆ. ಆನ್ಲೈನ್ನಲ್ಲಿ ಭರ್ತಿ ಮಾಡಿರುವುದಾಗಿ ಮತದಾರರು ಮಾಹಿತಿ ನೀಡಿದ್ದಾರೆ. ಅದರಂತೆ ಬಿಎಲ್ಒ ಆ್ಯಪ್ನಲ್ಲಿ ಪರಿಶೀಲಿಸಿದಾಗ, ಮಾಹಿತಿಗಳು ಕಾಣದೆ ಅರ್ಜಿ ‘ಬ್ಲಾಂಕ್’ ಆಗಿತ್ತು. ಆತಂಕಗೊಂಡ ಮತದಾರ, ಬಿಎಲ್ಒ ಅವರನ್ನು ಪ್ರಶ್ನಿಸಿದಾಗ ‘ನನಗೆ ಇದು ಗೊತ್ತಾಗುತ್ತಿಲ್ಲ. ಹಿರಿಯ ಅಧಿಕಾರಿಗಳನ್ನು ಕೇಳುತ್ತೇನೆ. ನೀವು ಆನ್ಲೈನ್ನಲ್ಲಿ ಸಲ್ಲಿಸಿರುವುದಕ್ಕೆ ಮಾಹಿತಿ ಇದೆಯಲ್ಲ, ನೋಡೋಣ ಬಿಡಿ. ಮುಂದೆ ಏನಾದರೂ ಸಮಸ್ಯೆಯಾದರೆ ನೋಟಿಸ್ ನೀಡಿ, ಅವರೇ ಮತ್ತೆ ಮಾಹಿತಿ ಕೇಳುತ್ತಾರೆ’ ಎಂದು ಹೇಳಿದ್ದಾರೆ.
