Fine for Residents if Waste Isn't Segregated; No Daily Collection of Wet Waste; No Use Complaining to Helpline
No Penalties for Disruptions in Garbage Collection

BENGALURU: “We segregate our household waste and follow all the rules set by the corporation. However, the garbage collectors don't show up. Won't the city corporations impose fines for such lapses?”
This is the question being asked by citizens across several neighborhoods in the city.
The Greater Bengaluru Authority (GBA) and the five city corporations have been consistently campaigning: “Keep wet, dry, sanitary, and hazardous waste separate; use proper dustbins and keep them covered; hand over waste only to authorized collectors; if possible, compost wet waste at home or in the community; follow the principles of Reduce-Reuse-Recycle.” They warn that violations of these rules will result in fines.
“However, even when we follow all their rules, waste isn't collected for three to four days. Tell us, what fines are you imposing on them?” ask several residents from **Yashwanthpur, Rajarajeshwari Nagar, Jayanagar, Padmanabhanagar, BTM Layout, Yelahanka, and Byatarayanapura.**
Many are questioning why marshals and officials—who take photos and fine those who litter or fail to segregate—do not take action against those failing to collect waste from doorsteps. BSWMAL (Bengaluru Solid Waste Management Limited) officials did not respond to these queries.
The Plight of Residents
“They say they won't take the waste if it isn't segregated. But even when we segregate everything, wet waste isn't collected daily. If we complain to the helpline, it gets collected that day or the next, but then the situation reverts to the same old mess. Furthermore, the collectors intimidate us, asking, ‘Did you complain against us?’ It’s impossible to even talk to them,” said **Vidya, a resident of Jayanagar.**
**Gauramma, a resident of Vijayanagar**, questioned: “Earlier, they used to collect a garbage cess as part of the property tax. Since last year, they have added thousands of rupees as a ‘Garbage Service Tax’ to the property tax. We believed that by paying this, our neighborhood would be clean, but that hasn't happened. The garbage problem is worse than before. Moreover, if we don't give extra money to the collectors, they don't even stop the auto-tipper near our house. They speak rudely. When we tell the officials, they express helplessness. If the officials themselves don't fix this system, who will?”
“Dumping garbage on the roads has become common. BSWML officials had informed us that waste would be collected in the morning and night to accommodate working professionals. But such a system is nowhere to be seen. They don't even collect it in the morning; will they really come to houses after evening? Officials should think before making rules,” said **Uma from Rajarajeshwari Nagar.**
Dry Waste Ignored
Residents complained that dry waste is not being collected in **Hosakerehalli, Sapthagiri Layout**, and surrounding areas. While wet waste is collected every other day, no one comes for dry waste. Consequently, dry waste is being dumped on the streets.
Sunil, a local resident, noted that in the residential areas around Vijayanagar Club, waste including sofas and mattresses is being dumped in vacant plots. Despite heaps of garbage lying there for months, the city corporation has taken no action, and complaints have proven futile.
Chandrashekhar complained that in the civic amenity (CA) sites of Telecom Layout, garbage is dumped and sorted on-site. Additionally, dozens of vehicles, including trucks and autos, are parked there, making it nearly impossible to walk in the area.

ಬೆಂಗಳೂರು: ‘ಮನೆಯ ಕಸವನ್ನು ವಿಂಗಡಿಸಿಟ್ಟಿರುತ್ತೇವೆ, ಪಾಲಿಕೆಯವರು ಹೇಳಿದ ನಿಯಮವನ್ನೇ ಪಾಲಿಸಿರುತ್ತೇವೆ. ಆದರೆ ಕಸ ಸಂಗ್ರಹಿಸುವವರು ಬರುವುದಿಲ್ಲ. ಇಂತಹ ಲೋಪಕ್ಕೆ ನಗರ ಪಾಲಿಕೆಗಳು ದಂಡ ವಿಧಿಸುವುದಿಲ್ಲವೇ...’
ನಗರದ ಹಲವು ಬಡಾವಣೆಗಳ ನಾಗರಿಕರ ಪ್ರಶ್ನೆ ಇದು.
‘ಹಸಿ, ಒಣ, ನೈರ್ಮಲ್ಯ ಹಾಗೂ ವಿಶೇಷ ಕಾಳಜಿಯ ತ್ಯಾಜ್ಯಗಳನ್ನು ಪ್ರತ್ಯೇಕವಾಗಿ ಇಡಿ; ಸರಿಯಾದ ಡಸ್ಟ್ಬಿನ್ ಬಳಸಿರಿ, ಮುಚ್ಚಿ ಇಡಿ; ಅಧಿಕೃತ ಸಂಗ್ರಹಕರಿಗೆ ಮಾತ್ರ ತ್ಯಾಜ್ಯ ಹಸ್ತಾಂತರಿಸಿ; ಸಾಧ್ಯವಾದರೆ ಹಸಿ ತ್ಯಾಜ್ಯವನ್ನು ಮನೆಯಲ್ಲೇ/ ಸಮುದಾಯದಲ್ಲಿ ಕಾಂಪೋಸ್ಟ್ ಮಾಡಿ; ಕಡಿಮೆ ಬಳಕೆ– ಮರು ಬಳಕೆ, ಮರು ಸಂಸ್ಕರಣೆ ಅನುಸರಿಸಿ... ಈ ನಿಯಮಗಳನ್ನು ಉಲ್ಲಂಘನೆ ಮಾಡಿದಲ್ಲಿ ದಂಡ ವಿಧಿಸಲಾಗುತ್ತದೆ ಎಂದು ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ (ಜಿಬಿಎ) ಹಾಗೂ ಐದೂ ನಗರ ಪಾಲಿಕೆಗಳು ಪ್ರಚಾರ ಮಾಡುತ್ತಲೇ ಇವೆ. ಆದರೆ, ಅವರ ನಿಯಮಗಳೆಲ್ಲವನ್ನೂ ಪಾಲಿಸಿದರೂ ಮೂರ್ನಾಲ್ಕು ದಿನ ತ್ಯಾಜ್ಯ ಸಂಗ್ರಹಿಸುವುದೇ ಇಲ್ಲ. ಅವರಿಗೆ ಯಾವ ದಂಡ ವಿಧಿಸುತ್ತಿದ್ದೀರಿ ಹೇಳಿ’ ಎಂದು ಯಶವಂತಪುರ, ರಾಜರಾಜೇಶ್ವರಿನಗರ, ಜಯನಗರ, ಪದ್ಮನಾಭನಗರ, ಬಿಟಿಎಂ ಲೇಔಟ್, ಯಲಹಂಕ, ಬ್ಯಾಟರಾಯನಪುರದ ಹಲವು ನಾಗರಿಕರು ಪ್ರಶ್ನಿಸುತ್ತಾರೆ.
‘ಕಸ ಬಿಸಾಡಿದವರು, ವಿಂಗಡಿಸಿದವರಿಗೆ ದಂಡ ವಿಧಿಸಿ, ಫೋಟೊ ತೆಗೆಯಿಸಿಕೊಳ್ಳುವ ಮಾರ್ಷಲ್ಗಳು ಹಾಗೂ ಅಧಿಕಾರಿಗಳು, ಮನೆಮನೆಯಿಂದ ಕಸ ಸಂಗ್ರಹಿಸದವರ ಮೇಲೆ ಏಕೆ ಕ್ರಮ ಕೈಗೊಳ್ಳುವುದಿಲ್ಲ’ ಎಂಬುದು ಹಲವರ ಪ್ರಶ್ನೆಯಾಗಿದೆ. ಬಿಎಸ್ಡಬ್ಲ್ಯುಎಂಎಲ್ ಅಧಿಕಾರಿಗಳು ಈ ಪ್ರಶ್ನೆಗಳಿಗೆ ಪ್ರತಿಕ್ರಿಯಿಸಲಿಲ್ಲ.
‘ತ್ಯಾಜ್ಯ ವಿಂಗಡಿಸದಿದ್ದರೆ ಕೊಂಡೊಯ್ಯುವುದಿಲ್ಲ ಎನ್ನುತ್ತಾರೆ. ಎಲ್ಲ ರೀತಿಯ ವಿಂಗಡಣೆ ಮಾಡಿದರೂ, ಹಸಿ ಕಸವನ್ನು ನಿತ್ಯವೂ ಸಂಗ್ರಹಿಸುತ್ತಿಲ್ಲ. ಈ ಬಗ್ಗೆ ಸಹಾಯವಾಣಿಗೆ ದೂರು ನೀಡಿದರೆ, ಅಂದು ಅಥವಾ ಮುಂದಿನ ದಿನ ಸಂಗ್ರಹವಾಗುತ್ತದೆ. ಮತ್ತೆ ಅದೇ ಸ್ಥಿತಿ. ಅಲ್ಲದೆ, ‘ನಮ್ಮ ಮೇಲೆ ದೂರು ನೀಡಿದ್ದೀರಾ’ ಎಂದು ಕಸ ಸಂಗ್ರಹಿಸುವವರು ದಬಾಯಿಸುತ್ತಾರೆ. ಅವರಿಗೆ ಮಾತು ಕೊಡಲು ಸಾಧ್ಯವಿಲ್ಲ’ ಎಂದು ಜಯನಗರದ ನಿವಾಸಿ ವಿದ್ಯಾ ಹೇಳಿದರು.
‘ಮೊದಲು ಕಸದ ಸೆಸ್ ಎಂದು ಆಸ್ತಿ ತೆರಿಗೆಯಲ್ಲೇ ಪಡೆಯುತ್ತಿದ್ದರು. ಕಳೆದ ವರ್ಷದಿಂದ ಕಸದ ಸೇವಾ ತೆರಿಗೆ ಎಂದು ಸಾವಿರಾರು ರೂಪಾಯಿಯನ್ನು ಆಸ್ತಿ ತೆರಿಗೆಗೇ ಸೇರಿಸಿದ್ದಾರೆ. ಅಷ್ಟು ಕೊಟ್ಟರೆ ನಮ್ಮ ಬಡಾವಣೆ ಸ್ವಚ್ಛವಾಗುತ್ತದೆ ಎಂದು ನಂಬಿದ್ದೆವು, ಅದೂ ಇಲ್ಲ. ಹಿಂದಿಗಿಂತ ಕಸದ ಸಮಸ್ಯೆ ಹೆಚ್ಚಾಗುತ್ತಲೇ ಇದೆ. ಅಲ್ಲದೆ, ಕಸ ಸಂಗ್ರಹಿಸುವವರಿಗೆ ಹಣ ಕೊಡದಿದ್ದರೆ ಅವರು ಮನೆ ಬಳಿ ಆಟೊ ನಿಲ್ಲಿಸುವುದೇ ಇಲ್ಲ. ಬಾಯಿಗೆ ಬಂದಹಾಗೆ ಮಾತನಾಡುತ್ತಾರೆ. ಅಧಿಕಾರಿಗಳಿಗೆ ಹೇಳಿದರೆ ಅವರೂ ಅಸಹಾಯಕತೆ ವ್ಯಕ್ತಪಡಿಸುತ್ತಾರೆ. ಈ ವ್ಯವಸ್ಥೆಯನ್ನು ಅಧಿಕಾರಿಗಳೇ ಸರಿಪಡಿಸದಿದ್ದರೆ ಹೇಗೆ? ಎಂದು ವಿಜಯನಗರದ ಗೌರಮ್ಮ ಪ್ರಶ್ನಿಸಿದರು.
‘ರಸ್ತೆಗಳಲ್ಲಿ ಕಸ ಎಸೆಯುವುದು ಸಾಮಾನ್ಯವಾಗಿಬಿಟ್ಟಿದೆ. ಕೆಲಸಕ್ಕೆ ಹೋಗುವವರಿಗೆ ಅನುಕೂಲವಾಗುವಂತೆ ಬೆಳಿಗ್ಗೆ ಹಾಗೂ ರಾತ್ರಿ ವೇಳೆಯಲ್ಲಿ ಕಸ ಸಂಗ್ರಹಿಸಲಾಗುತ್ತದೆ ಎಂದು ಬಿಎಸ್ಡಬ್ಲ್ಯುಎಂಎಲ್ ಅಧಿಕಾರಿಗಳು ಮಾಹಿತಿ ನೀಡಿದ್ದರು. ಆದರೆ, ಅಂತಹ ವ್ಯವಸ್ಥೆ ಎಲ್ಲೂ ಕಾಣುತ್ತಿಲ್ಲ. ಬೆಳಿಗ್ಗೆ ಸಮಯದಲ್ಲೇ ಕಸ ಸಂಗ್ರಹಿಸುವುದಿಲ್ಲ, ಇನ್ನು ಸಂಜೆಯಾದ ಮೇಲೆ ಅವರು ಮನೆಮನೆಗೆ ಬರುತ್ತಾರೆಯೇ? ಅಧಿಕಾರಿಗಳು ನಿಯಮ ಮಾಡುವ ಮುನ್ನ ಯೋಚಿಸಬೇಕು’ ಎಂದು ರಾಜರಾಜೇಶ್ವರಿನಗರದ ಉಮಾ ಹೇಳಿದರು.
ಒಣತ್ಯಾಜ್ಯ ಸಂಗ್ರಹಿಸುತ್ತಿಲ್ಲ
ಹೊಸಕೆರೆ ಹಳ್ಳಿ, ಸಪ್ತಗಿರಿ ಬಡಾವಣೆ ಸೇರಿದಂತೆ ಸುತ್ತಮುತ್ತಲಿನ ಪ್ರದೇಶದಲ್ಲಿ ಒಣ ತ್ಯಾಜ್ಯ ಸಂಗ್ರಹಿಸುತ್ತಿಲ್ಲ. ದಿನ ಬಿಟ್ಟು ದಿನ ಹಸಿ ಕಸವನ್ನು ಸಂಗ್ರಹಿಸುತ್ತಿದ್ದಾರೆ. ಆದರೆ, ಒಣ ತ್ಯಾಜ್ಯ ಸಂಗ್ರಹಿಸಲು ಯಾರೂ ಬರುತ್ತಿಲ್ಲ. ಹೀಗಾಗಿ, ರಸ್ತೆಗಳಲ್ಲಿ ಒಣ ತ್ಯಾಜ್ಯ ಸುರಿಯಲಾಗುತ್ತಿದೆ ಎಂದು ನಿವಾಸಿಗಳು ದೂರಿದರು.
ವಿಜಯನಗರ ಕ್ಲಬ್ ಸುತ್ತಮುತ್ತಲಿನ ವಸತಿ ಪ್ರದೇಶಗಳಲ್ಲಿರುವ ಖಾಲಿ ನಿವೇಶನಗಳಲ್ಲಿ ಸೋಫಾ, ಹಾಸಿಗೆ ಸೇರಿದಂತೆ ಹಲವು ರೀತಿಯ ತ್ಯಾಜ್ಯವನ್ನು ಸುರಿಯಲಾಗುತ್ತಿದೆ. ಹಲವು ತಿಂಗಳಿಂದ ರಾಶಿ ತ್ಯಾಜ್ಯ ಬಿದ್ದಿದ್ದರೂ ನಗರ ಪಾಲಿಕೆಯವರು ಕ್ರಮ ಕೈಗೊಳ್ಳುತ್ತಿಲ್ಲ. ದೂರು ನೀಡಿದರೂ ಪ್ರಯೋಜನವಾಗುತ್ತಿಲ್ಲ ಎಂದು ಸ್ಥಳೀಯ ನಿವಾಸಿ ಸುನಿಲ್ ಹೇಳಿದರು.
ಟೆಲಿಕಾಂ ಬಡಾವಣೆಯ ನಾಗರಿಕರ ಸೌಲಭ್ಯದ ನಿವೇಶನಗಳಲ್ಲಿ ಕಸವನ್ನು ಸುರಿದು ಅಲ್ಲೇ ವಿಂಗಡಿಸಲಾಗುತ್ತದೆ. ಅಲ್ಲದೆ, ಲಾರಿ, ಆಟೊ ಸೇರಿದಂತೆ ಹತ್ತಾರು ವಾಹನಗಳು ನಿಂತಿರುತ್ತವೆ. ಇಲ್ಲಿ ಓಡಾಡಲು ಸಾಧ್ಯವಾಗದಂತಹ ಪರಿಸ್ಥಿತಿ ಇದೆ ಎಂದು ಚಂದ್ರಶೇಖರ್ ದೂರಿದರು.
