BbMp: Cancellation of 'A' Khata for one lakh property!

BBMP to Regular Enrollment; Punishment for illegality of A Khata

Kere Manjunath ಕೆರೆ ಮಂಜುನಾಥ್

BENGALURU: A preliminary investigation by the 'Scrutiny Committee' has revealed that 'A' Khatas have been issued despite not being eligible under BBMP, and it is estimated that around one lakh 'A' Khatas may have been illegally registered in 243 wards.

Chief Commissioner Tushar Girinath has formed a 'Scrutiny Committee' to review all the accounts in the wake of complaints that 'A' Khatas were made illegally in the city. Thousands of irregularities were discovered in the initial investigation of this committee.

In order to Khata for a property under BBMP coverage, certain fees and documents are required including development fee. But without considering this the Assistant Revenue Officers (ARO) entered the property information in 'A' register. But the fees have not been paid to the corporation.

It is known that the new properties have been entered in the register as sub-numbers among the properties previously entered in the 'A' Khata. For example, if 31 and 32 are Khata entries of different assets, then a new Khata is made as 31/1 in between. It is meant to be treated as an old registration. Only 3 or 4 property information is recorded on one page of the register. However, on some pages, a different property has been entered as a sub-number using the space between.

In some 'A' registers only the owner's name, Khata number is entered and no order is given as per clause. Further, if a person's name is entered in multiple pages of the same register, an 'A' Khata is given. All these have sub-no. Sources said that more irregularities will come to light if the registers are thoroughly scrutinized.

 Cancellation of Illegal A Khata

Illegality of 'A' Khatas is being checked. If there is no document as per our rules including land conversion and development fee, the 'A' Khata of such property will be cancelled," said Jayaram Raipur, chairman of the 'Scrutiny Committee'.

In 15 days, the process of verifying all the documents will be completed. Later, how many illegal Khatas there are will be revealed.

 800 illegal in Anjanpur division!

Anjanapur sub-division of Bommanahalli zone of BBMP covers less properties. More than 800 Khatas have been illegally registered in the 'A' register in the two wards here, it has emerged from the preliminary investigation of the 'Scrutiny Committee'. All of them are being seized and examined by the BBMP committee. It was earlier estimated to be illegal only in the new five zones. But since there are complaints everywhere, the committee has decided to conduct inspection in all 243 wards.

 One week deadline: Jairam Raipur

The Assistant Revenue Officers (AROs) of all divisions should provide the information about illegal 'A' Khatas under BBMP within a week. They have all kinds of information. If they don't provide information, criminal cases will be registered against the respective AROs when the investigation is carried out by the committee,' said Jairam Raipur, Special Commissioner of Finance, who is the chairman of the 'Scrutiny Committee'.

BBMP: Cancel illegal 'A' Khatha!

Khatha given beyond rules for properties, that should be in 'B' Khatha only

Kere Manjunath ಕೆರೆ ಮಂಜುನಾಥ್

BENGALURU: The 'A' Khatha of properties acquired illegally without land conversion and without payment of any fee, including revenue tax under the jurisdiction of BBMP, will be cancelled.

The Chief Commissioner of BBMP has constituted a 'Scrutiny Committee' to review and take action on all the accounts which have been converted from 'B' Khatha to 'A' Khatha in Rajarajeshwarinagar, Bommanahalli, Dasarahalli, Mahadevpur, Yalahanka, West zone.

The Bruhat Bengaluru Metropolitan Corporation has a large coverage area, including 110 villages, and has lakhs of plots in the city in revenue and unconverted areas. BBMP or BDA has already provided infrastructure like road, sewerage to the sites in such cases. There was no opportunity for their land conversion. Land does not get Khatha for unconverted plots. All these plots are likely to be regularized under the Akrama-Sakrama scheme. However, the Supreme Court given stay to that project and it is under trial. Thus, BBMP is collecting property tax by registering the plots in 'B' registrar.

BBMP has not given any announcement or plan to convert any entries in 'B' registrar into 'A' Khatha. However, in lakhs of cases 'A' Khatha has been given. All these are illegal and BBMP has decided to cancel them all.

In the wake of the delay in the illegal-legal scheme, many people in the BBMP area were ready to get an 'A' Khatha to get more value for the properties in the 'B' registrar and to get a loan from the bank. The officials of revenue department of BBMP have given 'A' Khatha to such plots. People have given a lot of money for this. But there is no receipt for it. Property tax is being paid as applicable to 'A' Khatha only. However, this Khatha will be cancelled.

Scrutiny Committee:

BBMP Finance Commissioner Jairam Raipur – Chairman, Special Commissioner Revenue R.L. Deepak, Special Commissioner of Administration Harish Kumar – Member, Additional Commissioner of Finance – Member Secretary.

Strict action on staff: Jayaram Raipur

Strict action will be taken against the BBMP staff who have given 'A' Khatha for the premises which should be in 'B' registrar (B Khatha) under BBMP jurisdiction. There have been a lot of complaints about the staff of the corporation taking money and making 'A' Khatha. Neither the fee to the government nor the development fee to BDA-BBMP has been paid. There is no chance for this at present. 'B' should be with the registrar. An 'A' Khatha is given to such plots. An investigation will be conducted in a month and strict action will be taken against all the staff who are responsible," said Jairam Raipur, chairman of the review committee, who is also the special commissioner of the BBMP finance department.
