Bengaluru: BBMP Chief Commissioner Tushar Girinath said that an internal investigation has revealed that BBMP retirees have issued fake Occupancy Certificates (OCs) and legal action will be taken against them.

In recent days, information about fake OCs has been received in a couple of cases and an internal investigation has been conducted by the Additional Director of Urban Planning. Retired personnel were found to have prepared such fake OCs. Similar cases may have happened elsewhere. Therefore, everything has been suggested to be investigated, he said.

Some citizens also informed about the fake OC. Our staff also noticed. He said that all the guilty will be punished.

Now the process of issuing OC is manual and then it is uploaded. All the process is done online right from the plan, where the software distributed by the OC is updated. In that case, everything will be available on our website," he said.

We have not said that Shobha Developers should not be given OC. But it was canceled because he had given a fake certificate earlier. Now the certificate has come from the fire department. Thus, everything will be checked.

Appeal to legal action

The East Zone Assistant Director of Urban Planning Department has complained to the Baiyappanahalli Police Station that, BBMP Ward No. 50 in Benniganahalli property owner K. Yathirajulu Naidu and M.Anjanappa with the Occupancy Certificate (OC) issued in the name of  is a false document and an investigation should be conducted and action should be taken against the culprits.

 Benniganahalli 3rd C Road, Papaya Layout Property (PID No: 84-97-132-9) Owner submitted OC documents to get khatha. When it was checked, it was found that the affidavit was forged as a false document. Therefore, they requested that legal action should be taken.

All information about plan approval for buildings since 2018 in the city has been published on the BBMP website. Also, Ownership Certificate (OC) has also been uploaded. So, citizens should check their required plan and OC. The process of uploading zone wise plan, OC is also going on. OC is also available for building map approval online. Action will be taken to make the plan, OC information of all the buildings of the city available on the BBMP website in the coming days. People can also get information and check at BBMP office. Girish, Additional Director, Urban Planning, BBMP, said that this would prevent cheating.

BENGALURU: Electric vehicles (EVs), which are increasingly being produced and sold because they are less polluting and more economical, have become a problem for some apartments. Flat owners are not getting permission to set up a separate 'charging point'.

Flat owners are planning to set up a charging point in the parking area for EV charging. The vehicle company adopts it. But, they need a No Objection certificate (NOC) from the association. Some Associates refused to issue this NOC. This is not allowed in the building bylaws either. Therefore, some flat owners have written to the Energy Department, Bescom and requested them to take action.

The Additional Secretary of the Energy Department, who has considered the requests, said that there is a problem in installing electric vehicle charging points in private complexes. The building construction by-law needs to be amended. She sent a note on December 26 saying that the urban development department should check this.

I requested for installation of charging facility plug from the meter in our flat in the apartment. However, the association has not given permission. They say that the entire parking area will be damaged,' complained Ranjan.

If four vehicles are allowed to have separate charging facilities in the parking area, the ground will be damaged. There are wires everywhere. It also becomes a problem from the point of view of safety,' said Srinivas of an apartment residents' association.

Parking area in apartments is a 'common floor utility' space and if 'charging point' is allowed in this area, it all becomes commercial. Accordingly, electricity tariff has to be paid to Bescom. It is the argument of Apartment Residents Associations that it will be a burden on everyone else with the benefit of four or five vehicles.

Use of Kiosks is better...

Kiosks installed by private organizations free of cost for charging electric vehicles in apartments are good. All managed by the organization, vehicle charging can be done in prepaid facility through QR code. It also happens quickly. Credai-Bangalore President Bhaskar T Nagendrappa said that no one will be bothered by this.

New bylaw ready..

The Building Construction By-laws (Bylaws) were framed in 2003 under BBMP. These were revised and many new rules were framed and a 'New Bylaw' was prepared. The draft bylaw has been sent to the Directorate of Town and Country Planning (DTCP) for approval. It will be implemented as soon as it is approved. Girish, Additional Director, Urban Planning Department, BBMP, said once new bylaw comes into force there will be no problem in installing the charging facility.

Electrical and Computer Engineering Building (ECEB) clause has been included in building plan approval since six months. Provision should be made for charging points in such buildings. But this does not apply to buildings whose plans have been obtained six months back. He informed that after the new bye-law comes, rules will have to be made to apply it to the old buildings as well.

₹18 crore for disposal of building debris

Debris disposal on 150 roads under BBMP will begin by the end of the month

BENGALURU: Solid waste management department will spend ₹18.49 crore for Construction and Demolition (C&D) debris disposal on roads under BBMP.

Construction and Demolition (C&D) debris will be cleared from main roads, under flyovers and along outer ring roads.  Two packages have been called for tender and have been finalised.  Tenders have recently been invited for selection of Project Consultant (PMC) for this work.

Building debris is being disposed of by Bangalore Solid Waste Management Company (BSWML).  Two package tenders costing ₹8.27 crore and ₹10.22 crore have been finalized and tenders have been invited for PMC.  This is the final disposal process.

According to a survey conducted in 2021, there is about 2.47 lakh cubic meters of Construction and Demolition (C&D) debris on the city's main roads, under flyovers and on the sides of outer ring roads.  It is considered as 'Legacy Waste' and the plan is to dispose of it once.

C&D waste is estimated at 150 roadsides in the city.  A contract has been awarded to remove and dispose of this waste once.  This C&D waste should be disposed with safety measures through GPS equipped vehicles.  The contractor shall identify the quarries where these wastes are disposed of.  BSWML Executive Engineer Madhu said that it is the tender rule that they should do all the maintenance.

Collection of building debris from owner

Demolition debris is a major problem for builders under BBMP and as a solution, BSWML plans to start a scheme of 'Building Waste Collection from Owners'.

Construction material waste falls during new building construction or renovation.  It is being put out by a tractor or someone.  But if the BSWML new scheme is implemented, the contractor appointed by BBMP will carry the waste from the site or building site itself.  Dispose at the designated place.

Finalize the contractor, who charges a lorry or tractor load of C&D waste.  The owner contacts the BBMP and pay the fees, contractors carries the waste.  The project is in the Detailed Project Report (DPR) stage, BSWML officials said.
