Nodal officer for each lake

 Bengaluru: Nodal Officers have been appointed for 140 lakes for full supervision along with protection of lakes under the jurisdiction of BBMP, proper management, disposal of citizens' complaints, prevention of encroachment, strengthening of security system.

 Although there are 210 lakes under the jurisdiction of BBMP, nodal officers have been assigned to only 140 lakes which require development, rehabilitation and supervision.

 Ward, Solid Waste Management, Bulk Drainage, Planning, Quality Assurance, Urban Planning, Technical Development Committee Cell (TVCC), Technical Engineering Cell (TEC) Division, Zonal Engineers are responsible for Nodal Officer.

 Responsibilities of Nodal Officers: Contractors appointed for lake maintenance should remove the reeds and plants growing in the water stagnation area, the slope of the lake. Lake pavement should be kept clean. Silt should be removed in inlet silt trap. Solid waste should be cleared. These works should be supervised by the nodal officer.

 The Home Guard personnel appointed for the security of the lake should confirm that they are on duty in the prescribed shift. The gates of the lake should be opened at scheduled times for public promenade. Encroachment should be prevented. The wire fence on the border should be maintained. Unnecessary/ illegal incidents should be avoided.

The Chief Commissioner has suggested that the nodal officer should check that the staff of the lake department inspects the lake and disposes of the complaints.

 Weekly Report: The responsible person assigned to the Nodal Officer and the information related to the lakes should be submitted to the Chief Commissioner every week in weekly form. Officials said that there should also be details of resolving the complaints of the public.

 The software is still not correct!

 Deputy Chief Minister D.K. said that the management of the lake and gardens will be given to the citizens. Shivakumar had promised at the 'Brand Bangalore Conference'. Accordingly, registration was invited on the website for the 'Kere Mitra' and 'Hasiru Mitra' project. However, due to the failure of the BBMP software and the apathy of the citizens, only 1,158 people were registered at the end of 31st, which was the last day.

 Special Commissioner of Lakes Department Preeti Gehlot said that 'this software will be corrected and citizens will be allowed to register again'. But, so far the software is not perfect.

 BBMP is spending more than ₹10 lakh to prepare a mobile app for management of lake and garden works and disposal of complaints. However, this work has not been completed by the BBMP IT department so far,' said the BBMP officials.

 The Officials do not know!

 Although the Chief Commissioner Tushar Girinath has issued an order on December 2 appointing him as the nodal officer to oversee the lakes, the officials have no information about this. Many officials responded that 'I am the ward engineer, I am the executive engineer of solid waste management, I am the superintending engineer... I have nothing to do with the lake'. 'The Chief Commissioner has issued an order...' and the officials said, 'It has not been noticed, there is someone else to take care of the lake'.

Bengaluru: Citizens have not shown much interest in becoming 'KERE MITRA' and 'HASIRU MITRA' to monitor the maintenance of lakes and gardens under BBMP.

 Hundreds of people tried to register to become 'Kere Mitra' and 'Hasir Mitra'. However, they were unable to register due to a technical problem. Thus, only 1,158 were registered by the last day, 30 A.M.

 The BBMP informed that 10 people will be randomly selected from those who have registered their names and given the opportunity to monitor the lake or garden for a month as 'KERE MITRA' and 'HASIRU MITRA'.

 Confusion in the list itself: 

It is officially stated that there are 202 lakes under the jurisdiction of BBMP. However, only 168 lakes of 198 wards are in the process of registration to become 'Kere Mitra'. ₹35 crore is being spent on maintenance of 174 lakes. However, there was no opportunity here to 'friend' the lakes.

 At least 2,020 citizens should be registered to become 10 'Kere Mitras' for each of the 202 lakes in the city. However, only a quarter of this has been registered. Further, there are 1,030 gardens in 198 wards. 10,300 citizens are required to become 'green allies' each to monitor these. 5% of the public is registered.

Deputy Chief Minister D.K. Shivakumar had promised citizens in the 'Brand Bangalore Conference' about maintenance of lakes and gardens. Accordingly, 'Kere Mitra' and 'Hasiru Mitra' schemes were started. However, citizens are complaining that BBMP has failed to develop the necessary technology.

 'Registration re-opened'

 One had to register to become a 'Kere Mitra' and a 'Hasiru Mitra'. But there are some technical problems. As a result, not many registered. More time will be given. Registration period will be extended. Citizens will be informed about this soon," said Priti Gehlot, Special Commissioner, BBMP Kere, Horticulture Department.

 'No registration required for promotion'

 If lakes and parks are reserved for civil works only, and if they are being made ``Kere Mitra'' and ``Hasiru Mitra'' to gain publicity by getting citizens' stamp on it, it is better to stop it here. Lake management means there should be quality water, clean environment, good quantity of clean water. Without emphasizing these works, it is not right for us to look at the works decided by them. Many people are interested in becoming a 'Kere Mitra'. But, technically this is not possible. "No one is interested in solving the problem," complained Ramprasad of Friends of Lakes.

'Corporation staff don't like it'

 BBMP staff do not like public to become 'Lake Mitra' and 'Green Mitra'. That's why not much publicity was given about this project. From A.19 when the registration was allowed, the link was not available on the website first, then it was not opening. Then there was no list of lakes. Even though the registration page was closed, the information about whether the registration was done or not was not available. At least not a single message to mobile or email. From the special commissioner of lakes and horticulture department to the chief engineer and executive engineer, there is no time to give information. One puts the responsibility on the other' said environmental activist T.E. Srinivas alleged.

Bengaluru: Citizens have been given an opportunity to monitor the maintenance of LAKES and PARKS under BBMP. One can register as 'Kere Mitra' and 'Hasiru Mitra'.

 Residents of Bangalore who are interested in monitoring the maintenance work of a lake or parks in their ward can register at https://bbmp.gov.in/ by October 30.

 10 people will be selected at random from those who have registered interest in monitoring each lake or park. They can monitor a lake or garden for a month as a 'Kere Mitra' and 'Hasiru Mitra'. Vijayakumar Haridas, Chief Engineer of BBMP Lakes Division said that their views can be conveyed.

 The development work, maintenance work in the lake should be checked daily and recorded on the internet. The app will also work for this process in the coming days. He said that this project has been implemented with the intention that the lake and the gardens should be maintained well.

 At the 'Brand Bangalore conclave', Deputy Chief Minister D.K. Shivakumar assured the citizens about maintenance of lake and gardens. He informed that as per his plan, 'Kere Mitra' and 'Hasiru Mitra' are starting as the first phase.
