Telecom layout: Sale of 'civil amenities' sites

Bengaluru: Telecom Employees' Housing Co-operative Society has sold the 'CA site' which was being used by the Telecom layout Residents' Welfare Association for 20 years.

 Confusion has arisen after 20 years regarding the two sites of 'civic amenities' between the Vijayanagar 2nd Phase Telecom layout Residents' Welfare Association and the Telecom Employees' Housing Cooperative Association. The members of the welfare association have complained to the regulator of the cooperative societies and the Lokayukta that action should be taken against the irregularities.

 The regulator of cooperative societies has also issued a notice on June 22 to explain the illegal sale of plots 5 and 6 of the Vijayanagara Telecom layout in Hosahalli ward with an area of about seven thousand square feet.


Telecom Layout: CASE OF SELF-MOTIVATION FILED BY COURT

Bengaluru: The Karnataka Land Grab Prohibition Special Court has registered a case on SUO MOTU regarding the sale of land (CA) by the Telecom Employees' House Cooperative Society in the Vijayanagar Telecom Layout.

On the basis of a report published in 'Prajavani' on August 12 under the title 'Telecom development: sale of CA land', the court registered a case and issued notices to Bengaluru North Tehsildar, BDA Commissioner and BBMP Chief Commissioner.

5th and 6th plots of about seven thousand square feet area in Vijayanagara Telecom Layout in Hosahalli ward were illegally sold to Anil Tilak for ₹2.32 crore. This C.A. The site was in use by the Telecom Layout Residents' Welfare Association for over 20 years. This matter is related to land grabbing. Thus the special court has registered the case on Suo Motu.

Regarding the encroachment of land, the court directed the three officers to submit a detailed report of all the information including area, name of encroached persons, detailed sketch, approved plan by October 12.


 Telecom Employees Co-operative Housing Society allotted 370 plots in Vijayanagar Telecom layout in 1995-96 as per BDA-1975 Act. Civil amenities or buildings were not constructed. In this background permission was given to construct a building in 2002-03 to the Residents Welfare Development Association at sites 5 and 6. According to the residents, building construction and office of the association are there and civic activities have been going on there till now.

All office bearers of the society participated in cultural and other programs. The State Election Commission also sets up a polling station here during elections in the residents welfare association building. Housing society has also promised to build a community building at this place. But so far it has not been fulfilled. Now the plan itself has been modified and plot 6 has been sold to Anil Tilak for ₹2.32 crore. The residents have complained that they have cheated the residents of the barangay and issued these vouchers.

 Petition for cancellation of deed

 The office-bearers of the Telecom Employees' Housing Co-operative Society have sold the land that should have been used by the citizens by distorting the original plan approved by the BDA. A complaint has been made to the regulator of cooperative societies to cancel this purchase deed and leave this space, which has been used by the citizens for 20 years, to the activities of the welfare association. The Lokayukta has also been requested to investigate this illegality. Chandranath, of Telecom layout Residents' Welfare Association, appealed that the government should intervene and provide justice to the citizens.

 There is no site for civil amenities in the telecom layout. 5 and 6 are also sites like other sites. They were used by the welfare association. The building they built will be vacated. Plots are sold as per the rules of our association. A reply has been given to the notice of the regulator of co-operative societies," said Telecom Employees Home Construction Co-operative Society President G. Babu.

 Notice is natural

 We have not sold CA plots. CA stands for Govt. It is not given to the Residents' Welfare Development Association. All are society plots. It is natural to give a notice when there is a complaint,'' said C.V.Manjunath, the authorised director of the cooperative society.

'We won't allow any new flyover to start'

Bengaluru: If the work to complete the Ejipur flyover is not started soon, no other new flyover will be allowed to start in the city. Residents of Koramangala have warned that protests will be started everywhere.

Even though the local citizens are demanding and protesting against flyover on the Sankey road, the BBMP continues the work without yielding to it. However, the local residents are demanding that the construction work of the stalled Ejipur flyover should be carried out soon. Also, even though the High Court has ordered year ago that the tender process be completed within three months, BBMP officials have not taken action.

The residents has written letters to BBMP Administrator and Chief Commissioner and demanded that, Ejipur flyover be constructed immediately. But so far they have been following a slow pace. We will meet Chief Minister Basavaraja Bommai and submit a request. If they don't take action, we will start a protest across the city," said Rajendra Babu, president of Koramangala ST Bed Residents' Welfare Association.

Tenders were called three times after the order of the High Court to complete the Ejipur flyover, which has been stopped at 42 percent completion. The tender was to be opened on January 25. After the technical bid is over, BBMP is spending time in the financial bid stage. Everything will come to a standstill if the election is declared as it is being delayed without sending it to the government for approval. Again, there is a possibility of a lot of delay and even higher cost', he expressed concern

Most of the time, more money has to be paid for the stopped or remaining work. It is difficult for the other to come to complete the work that one has not completed. Also, there is a rule that the outgoing contractor should pay more money than the next contractor asks for. It can be adopted by BBMP in this case, said technical engineers of BBMP.

They bid more in the third tender. Discussions have been held with them to reduce that amount. After it is final, we will take further process as per instructions of the Chief Commissioner,' said Vinayak Suguru, Chief Engineer of BBMP Planning Department.
