Bengaluru: BBMP and BDA have been warned once again that concrete should not be placed at the bottom of the road side drains and rain water RECHARGE PIT should be made at storm water drains and road side drains.

 Development Commissioner Shalini Rajneesh has indicated that the areas of Bruhat Bengaluru Mahanagara palike (BBMP) and Bebgaluru Development Authority (BDA) are under the scope of the Suvarnamukhi River Basin Reclamation Project, and these departments should arrange rainwater RECHARGE PIT in the areas under their jurisdiction.

 Most of the rain water in South Taluk of the city flows into Suvarnamukhi River. The area of BBMP and BDA is increased in this area, and 'RECHARGE PIT' should be constructed to channel the rain water falling in the city into drains. Henceforth, while constructing new drains, it has been advised that concrete should not be placed at the bottom.

 Rainwater flows into water bodies from drains and large canals. Thus, it should be ensured that plastic, sewage water and solid waste materials do not enter the drains. All kinds of constructions obstructing water bodies should be cleared and people should be made more aware about rain water harvesting. It has been suggested that the Chief Engineer of Rajkaluwe Division (SWD) of BBMP should ensure that solid waste does not enter the water bodies.

Establishment of STP: 

It is necessary to control sewage water area wise within Bangalore Water Board. Bwssb should ensure that everyone has sewerage connection in inhabited areas. Sewage water should be treated before it is discharged into the open canal. For that, the BWSSB has been ordered to construct waste water treatment plants (STP) wherever required.

 BBMP, BDA and Bwssb should implement all these works within the available funds without expecting any kind of additional funds. It was ordered on May 17 that the action plan should be prepared within a month and the implementation work should begin.

 NGT order is not being followed!

 Concrete should not be placed at the bottom of canals and drains through which rainwater flows. The National Green Tribunal (NGT) has ordered that concrete drains should not be constructed in box type or U shape. However, none of the departments in the city, including BBMP, BDA, are following this order. If two side walls are constructed, the work requires more care. It is easy to construct drains in box or U shape with concrete. Therefore, even the senior engineers have not taken into account the NGT order, said BDA and BBMP engineers.

More than a crore RECHARGE PIT (Ingugundi) is possible!

 RECHARGE PIT has been constructed in road drains in Yediyur ward. Due to this, the amount of rain water flow is reduced and ground water is also increased. Similarly, crores of RECHARGE PIT can be built all over the city. However, such work has not been done everywhere. The work is done according to the will of the local people's representatives. The engineers informed that no one will do the inspection.

 There are more than 13,000 km of road in the BBMP area, which is 26,000 km including both sides. Even if at least 5 RECHARGE PIT are constructed per km, there will be more than 1 crore RECHARGE PIT. Millions of liters of water can be sent to the earth in every rain. If water wells are constructed in BDA, BMRDA and urban districts, groundwater will be enriched.

 Bengaluru: Conocarpus plant, which spoils the rain environment, adversely affects the health of citizens, is banned in the UAE and two states of the country, is spreading in the city.

 Conocarpus plant has been banned in Gujarat and Telangana states in 2023 as it is harmful to human health and will cause a situation where the rains do not come down in the area where these plants grow. In Gujarat these plants and trees have been cleared uprooted and burnt.

 The harmful Conocarpus plant also known as 'Dubai plant' has been planted and is being planted by Forest Department, BBMP, BDA in most areas of the city. BBMP and BDA are growing hundreds of conocarpus plants in the middle of the city's main main road, outer ring roads and central part roads. BBMP has also planted conocarpus in its gardens.

 Thousands of saplings are also being cultivated in the nurseries of BDA, BBMP and Forest Department. Conocarpus is fast growing and does not require much care. Rather quickly the green spreads and takes root. Due to this, government departments are planting more of this plant. In order to show more greenery, citizens, authorities are nurturing plants that are harmful to the environment.

There was not much information about the adverse effects of Conocarpus plant. Planted to grow fast. There are also plants in nurseries. Recently, experts have brought to our attention that it absorbs ground water more and affects breathing. Its seeds are large, from which plants arise. We now know that this is fatal. We have brought to the attention of senior officials about banning these plants. BBMP and BDA officials said that the higher officials of the forest department should take action.

 Associations and citizens should not plant large number of deadly Conocarpus plants in the nursery of BBMP and Forest Departments on the occasion of Environment Day. Experts have requested that only local plants should be given priority.

Harmful to Health...

 Conocarpus plant – The tree is high in carbon and emits a deadly acid that has a harmful effect on the human body, causing respiratory problems. Allergic diseases including cold, cough, asthma arise. Harmful to the health of native insects, birds and animals. In winter, this plant-tree is more affected. Excessive rooting can also damage underground cables and pipelines.

 Conocarpus, which is prohibited elsewhere as it affects health and is naturally deadly to insects and birds, should not be cultivated. Plant expert N.M. should also take action to clear the trees and plants that are being planted and grown. Ganesh Babu demanded.

 We have brought to the attention of the forest department officials about the planting of conocarpus trees in BBMP. The dangers caused by these plants were explained to them and they were requested to take action to ban them. Planted plants should be removed. Before that, care should be taken not to plant these trees,' said 'Tree Doctor' Vijay Nishant.

Bengaluru: BDA has cleared the commercial building being constructed on the land acquired by BDA in Banasawadi and has taken over.

BDA Engineering Department and BDA SP Nanjundegowda's staff conducted operations on Monday morning as per BDA Commissioner N. Jayaram's orders. A commercial building under construction was cleared and the materials were seized. A board has been installed in the place saying 'BDA asset'.

 In 1980, BDA acquired survey no. 261's 1 acre 32 gunte full land. Out of which 6.5 acres of land was sold, account and pahani (RTC) were obtained.  Bengaluru: BDA, BBMP, revenue department officials have created 'fake documents' and helped sell the land worth crores acquired by Bengaluru Development Authority to private individuals.

 BDA Land Acquisition Officer has given clear information that 'the land has not been denotified by acquisition process'. But till date BDA has not taken possession of the land. Although a commercial building is being constructed there since a few months ago, the authorities are silent without taking any action due to the fear of the 'retired IAS officer'.


 In 1980, BDA has acquired the entire land of survey no. 260 and 261. In 1984, compensation was given to the land owners. In 1986, a court case was filed and additional compensation was sought from the land owner, B.C. Rajurathnamma got it. On top of this, they built a sheet house in an area of 7,000 square feet and submitted a request to the High Court to regularize the houses.

 The High Court rejected the plea in 1995 saying that the house could not be regularized as the compensation was received twice. Meanwhile, in 1992, 6.5 acres of land was sold to Venkatamma without registering the survey number. Deed of sale in the office of the Sub-Registrar K.R. Pura (6319-93-94).

In 2014, the Executive Engineer of BDA North Division issued letter to Assistant Revenue Officer (ARO) of BBMP East Zone stating that BDA has not taken possession of the 6.5 acre plot in survey no. 261. ARO has issued Khata Certificate to No. 1085/2 in Banasawadi 88th Ward. Based on this, the Bangalore North Sub-Divisional Officer. On these documents, Assistant Commissioner stated that 'Revenue Officer, Sarvajna Nagar has issued a letter without number, to check it and take action'. Despite such a notice, the revenue officials have mentioned that 6.5 guntas of land in Pahani belongs to Venkatamma.

 The revenue officials have changed the RTC considering the Khata given by BBMP ARO. BBMP ARO issued Khata on letter issued by BDA EE. However, these officials have illegally issued letters and postscripts which are not within their jurisdiction. social activist M. Muniraju complained.

 Retired IAS officer HAND!

 A retired IAS officer who was the commissioner of BBMP and was the additional chief secretary put pressure on BDA, BBMP and revenue department officials and grabbed the land in the name of benami. Muniraju complained that the BDA officials did not take action because of the threat of the officer who started the work on the commercial building.

 BDA officials have not taken any action even though the vouchers, pahanis and accounts are illegal. A commercial building is being constructed there for four months now. A request has been submitted to the Commissioner and the Chairman in this regard. Land should be taken over by BDA. Action has also been taken against the officials who have committed illegal acts said Muniraju.

No action by Deputy Secretary!

 Banasawadi village survey no. 261 has 1 acre 32 gunta land and is the primary and final notification for construction of HRBR barangay. (HUD/49/MNJ/78– dated 14.05.1980). B.C. Rajurathnamma is the notified account holder. The acquisition of this land was handed over to the Technical Department of the Authority on 24th May, 1984. The land is owned by the authority. As per the documents on file with LAC, no area is left to anyone in this survey number. Additional Land Acquisition Officer of BDA has written a note dated 18th July 2023 that no Denotify letter given by the Additional Land Acquisition Officer. Then Deputy Secretary-4 should have taken action for possession. No process has been done for four months.

 Immediately action taken: Commissioner Jayaram

 Banasavadi Survey no. In 261, the private encroachment on the land acquired by BDA will be checked and will take back land immediately. BDA Commissioner N. Jayaram said.

 Bengaluru: The work on the Major Arterial Road (MAR) connecting Mysore Road – Magadi Road passing through Nadaprabhu Kempegowda BDA Layout has gained speed.

 Many approval processes and tender approvals of the project, which had been stalled for many years, have been completed in the last six months, so the work of MAR has been accelerated.

 35 Minor bridges are to be constructed on MAR in Nadaprabhu Kempegowda BDA. BDA Commissioner Kumar Naik gave permission for it in March and already 15 short bridges have been completed. 10 short bridges are in final stage and rest will be completed in another five months.

 Underpasses are to be constructed at 2.90 km, 5.10 km and 9.70 km in MAAR. These connect the barangay roads to the main road. The contract for this work was confirmed by agreement deed dated 14th September. BDA engineers informed that the construction work of underpasses is also going on and everything will be completed in one year.


 "Commissioner Kumar Naik has given speed to the stalled files and has indicated that no work for providing infrastructure should be delayed. He said that his orders and necessary permissions were received quickly and all the infrastructure works in Nadaprabhu Kempegowda area have been speeded up.

 Case four: Land acquisition proceedings of an area of about 1 km road on a 10.75 km MAR are in court. About 3 km of the 9.75 km road has been completed. Rest of the road development work is in progress. It will be completed in another year, BDA engineers said.

The construction of MAR will provide connectivity to Mysore Road and Magadi Road and will also connect Sulikere-Ramasandra, Kenchapura, Kannahalli villages. Besides, Nadaprabhu will provide connectivity to 56 roads of Kempegowda Barangay.

 Where is the short bridge?: Kommaghatta, Bheemanakuppe, Kannalli, Ramasandra, Kenchanpur, Sulikere, Kodigehalli, Challaghatta.

 Bengaluru: Bengaluru Development Authority (BDA) has come forward to provide more opportunities to housing aspirants. The plan to provide about six thousand flats in three years is under implementation.

 BDA has given high priority to housing projects and has decided to spend ₹298 crore in this year's budget for its initiation. The total cost is estimated at ₹1,500 crore. While many of these projects have been started, some of the projects are not progressing as expected. The file is pending disposal on the desk of the officers in charge of all the projects.

 Flats are being constructed in a total of 11 residential projects including Kondasanpur, Kommaghatta, Kaniminike, Dodtogur, Kudagere. Housing schemes are divided into Scheme-1 and Scheme-2. In Plan-1, some projects are progressing rapidly, while others are wasting a lot of time at the tender preparation stage.

 There is only one major project in plan-2. This is a project to build around 2 thousand flats in Kondasanpur, and ₹200 crore has been earmarked in this budget. However, the project is at a slow pace due to the laziness of the engineers. The project has to be completed in 30 months after the tender. Thus, senior BDA officials have suggested to start the project early. The complaint was expressed by the BDA officials themselves that the project is being delayed by the engineers from project supervision to implementation.

 BDA Commissioner Kumar Naik, Engineer Member Shanta Rajanna could not be reached for comment.

₹820 Crore: Around one thousand flats are being constructed in Kaniminike 1st and 2nd project, re-tenders have been called for this project. Konadasanpur-3, Valagerahalli, Dodtogur, Kudagere projects are being implemented at a cost of ₹820 crore. The Sonnenahalli project has cost a few crores and there is a restraining order in the court due to a land dispute. Engineers are slacking off on Housing Project-II where more flats are to be provided. From the in-charge engineers to the implementation engineers, no matter what you ask, they say 'no information'.

 Along with the residential projects, the construction of a commercial complex in Kondasanpur 3rd phase at a cost of ₹50 crore has been started. An expenditure of ₹5 crore is being spent this year, besides, the BDA is constructing a club house at Kaniminike.

 Hunnigere Villa is ready

 BDA has constructed 322 villas in Hunnigere. The project is almost complete and the order for price fixing sale is yet to come out. BDA officials said that it has been decided to sell these villas online under the 'first come first serve' scheme.

 The project is named as 'Puneeth Rajkumar Housing Complex'.

Bengaluru: Commercial activity is going on in the civic facility (CA) plot allotted for construction of school-college in the 6th block of Sir M. Visvesvaraiah Layout, BDA has decided to investigate this.

 BDA has allotted plot No.5/A CA in 6th Block to 'Poly Education Society'. 'Poly Vidyasamshthe Swathu' is written in large on the compound. But cement is being stocked at this site and tens of big trucks are parked here. The activity of transferring cement from trucks to hundreds of small lorries and tempos has been going on here for a few months.

 "The Poly Education Society, which has allotted a civic facility (CA) plot for social and educational purposes, is misusing the plot" Residents of Nuggipalya have complained that there is an activity going on here which adversely affects the health of the locals.

 The residents have written a letter to the BDA Commissioner, saying, 'Hundreds of huge cement trucks are parked on the campus of CA every day. Cement bags are replaced. Due to this, cement dust is entering the houses of local residents, the elderly are facing many kinds of problems, including breathing,' complained villagers Anilkumar, Venkatesh, Ananda, Chaitra and Ashwath.


 Day and night shouting: 

'Lorries always come and go in this place day and night. There is dust all around. Also, hundreds of laborers live here and they keep shouting throughout the night'. Chandravva, Venkatesh, Ramakrishnaiah, Sampangaiah, Kamalamma have demanded in the letter written by BDA that legal action should be taken against the Pali Education Society and the allotment of land should be cancelled.

Notice to take action: 'BDA Commissioner has given ordered to take action on the complaint. Poly Education Society has applied for the building plan. BDA officials said that the entire file is in the engineering department and they have to take action.

 Investigation to carry in 1,600 CA sites

 Bengaluru Development Authority has allotted around 1,600 CA plots in all its layouts. Such plots should be used for the purpose for which they are allocated. It is illegal to carry on commercial activities with that purpose, i.e. building a shop and taking rent from it, taking rent from sheds etc. BDA has decided to investigate the matter.

 BDA has come to the notice of commercial activities going on in CA premises in recent days. It is decided to review these in a phased manner. BDA officials said that action is being taken based on the complaints of citizens too.

Bengaluru: The Cosmopolitan Club of Jayanagar, which is facing investigation for violating the lease agreement of CA site with BDA, is likely to have its registration canceled due to violation of bylaws.

Cosmopolitan Club, which has written a cover letter to the BDA, Cooperative Department and Excise Department, has said the same in its bylaws that it will do social work. But, so far not a small social work has been done. Instead, what was said in the general meeting about 'close the trust' which is doing social work for the club... This minutes has reached the Deputy Director of Co-operative Societies.

 In the bylaws of the association (2.6) the objective of helping the needy is mentioned. However, so far no such work has been done by the club. The 'Cosmopolitan Club Corpus Fund Trust', approved by the general meeting of the club, collected money from its own donors and did social work. The system of providing free meals to thousands of people should not be continued. Also the trust should be cancelled. Social responsibility does not need to be paid for. It was discussed in the recent general meeting that the club members should use it for license renewal and it was decided. Officials said that the cooperation department is seriously examining this and has decided to start the process of canceling the registration.

 Cosmopolitan Club has been granted a 'CL-4' license at a concessional rate by the Excise Department due to the social aspects of its entry in the Register of Co-operative Societies. This license is issued with a fee of ₹7.47 lakh per annum. Excise department officials said that if the registration of cooperative societies is cancelled, the liquor license will also be cancelled.

 Bengaluru: The BDA on Tuesday issued a notice to the Cosmopolitan Club in Jayanagar third block and asked them to provide details about the violation of the lease agreement.

 BDA South Division executive engineer and revenue officers have been ordered to conduct a joint investigation at the site of the Cosmopolitan Club and submit a report within two days.

 CA (Civic Amenity) Plot No.1 (P01) Old No.22) has been allotted in favor of the Club. A complaint has been submitted to the BDA Secretary on behalf of the Bangalore Civil Rights protection Committee regarding the violation of all the conditions of the 'Official Cover Letter' written by the club to the authority. He informed that the points in the cover letter issued by the club management board at the time of approval of the building plan were violated. Its report was published in 'Prajavani' on August 22.

 Therefore, your organization must report within seven days of any breach of the lease agreement entered into with the BDA. Otherwise appropriate action will be taken as per BDA Civic Facility Plot Allotment Rules – 1989. Bengaluru: The prestigious Cosmopolitan Club of Jayanagar is facing the threat of losing its recognition and space for violating the terms and conditions of the BDA.

 Construction and operation of commercial centers should be facilitated. In lieu of this, various social services including mid-day meals will be provided to the citizens of the areas surrounding the Cosmopolitan Club and to the workers working in the club, the lease agreement said. But now the social service works have been stopped.

 The Cosmopolitan Club, which has over three thousand members, was leased by the BDA for 30 years in 2000–2001. In 2009, ``Cosmopolitan Club Corpus Fund Trust'' was established for social work. Through this, many kinds of work including distribution of books and clothes were done. Many have also donated lakhs under Income Tax Act 80G.

 A lunch of the best quality including payas and ghee was served daily at the club to about a thousand people. However, it has been decided to stop this now in the meeting of all members of the club. As such, mid-day meal is not being served from August 1. By this, all the social activities have come to a standstill and it is a violation of the cover given to the BDA.

 Cosmopolitan Club, which has 69 thousand square feet of corner property, has built commercial centers as well. From this, the rent is ₹15 lakh every month. As the social functions are stopped, the rent of centers for commercial purpose should be paid to BDA. Ganesh Singh of Bengaluru Civil Rights Struggle Committee has written a letter to the BDA Commissioner that immediate action should be taken in this regard.

Under the guise of doing social work, the club is only paying a rent of ₹1 crore (about ₹27,000 per month) for 30 years for a 69,000-square-foot property. Due to breach of contract, at least ₹5 lakh per month rent will be available to BDA. The lease of this property worth more than ₹600 crore should be cancelled. He demanded that the club should be run by BDA.

 'During the construction of a building for commercial purposes, there were a lot of legal problems. We also took another area to build a parking lot. In return for all this, I was given a letter by the club when I was the secretary to do social work. Now the social activity have stopped and it has been violated, said Kumar Raju, president of the Cosmopolitan Club.

 About one thousand people were served lunch. However, some insisted to stop this in the recent all-member general body meeting. As they all insisted, it was decided to stop serving lunch, a social works, despite my opposition. Accordingly, it has stopped', he informed.

 "We have not built the club from the beginning to be just a fun place. We are also doing social work. We have established a trust and are doing many kinds of work including books, pens and food for the poor. The trust was not given a single rupee by the club. Only space was provided for lunch. Minister Ramalingareddy and others used to give many donations. Due to this social work was going on. Despite all kinds of appeals not to stop these, a decision has been taken out of the interest of some. Kumar Raju told 'Prajavani' that, he has also informed BDA president Rakesh Singh about this and requested him to take action.

Bengaluru: Telecom Employees' Housing Co-operative Society has sold the 'CA site' which was being used by the Telecom layout Residents' Welfare Association for 20 years.

 Confusion has arisen after 20 years regarding the two sites of 'civic amenities' between the Vijayanagar 2nd Phase Telecom layout Residents' Welfare Association and the Telecom Employees' Housing Cooperative Association. The members of the welfare association have complained to the regulator of the cooperative societies and the Lokayukta that action should be taken against the irregularities.

 The regulator of cooperative societies has also issued a notice on June 22 to explain the illegal sale of plots 5 and 6 of the Vijayanagara Telecom layout in Hosahalli ward with an area of about seven thousand square feet.


Telecom Layout: CASE OF SELF-MOTIVATION FILED BY COURT

Bengaluru: The Karnataka Land Grab Prohibition Special Court has registered a case on SUO MOTU regarding the sale of land (CA) by the Telecom Employees' House Cooperative Society in the Vijayanagar Telecom Layout.

On the basis of a report published in 'Prajavani' on August 12 under the title 'Telecom development: sale of CA land', the court registered a case and issued notices to Bengaluru North Tehsildar, BDA Commissioner and BBMP Chief Commissioner.

5th and 6th plots of about seven thousand square feet area in Vijayanagara Telecom Layout in Hosahalli ward were illegally sold to Anil Tilak for ₹2.32 crore. This C.A. The site was in use by the Telecom Layout Residents' Welfare Association for over 20 years. This matter is related to land grabbing. Thus the special court has registered the case on Suo Motu.

Regarding the encroachment of land, the court directed the three officers to submit a detailed report of all the information including area, name of encroached persons, detailed sketch, approved plan by October 12.


 Telecom Employees Co-operative Housing Society allotted 370 plots in Vijayanagar Telecom layout in 1995-96 as per BDA-1975 Act. Civil amenities or buildings were not constructed. In this background permission was given to construct a building in 2002-03 to the Residents Welfare Development Association at sites 5 and 6. According to the residents, building construction and office of the association are there and civic activities have been going on there till now.

All office bearers of the society participated in cultural and other programs. The State Election Commission also sets up a polling station here during elections in the residents welfare association building. Housing society has also promised to build a community building at this place. But so far it has not been fulfilled. Now the plan itself has been modified and plot 6 has been sold to Anil Tilak for ₹2.32 crore. The residents have complained that they have cheated the residents of the barangay and issued these vouchers.

 Petition for cancellation of deed

 The office-bearers of the Telecom Employees' Housing Co-operative Society have sold the land that should have been used by the citizens by distorting the original plan approved by the BDA. A complaint has been made to the regulator of cooperative societies to cancel this purchase deed and leave this space, which has been used by the citizens for 20 years, to the activities of the welfare association. The Lokayukta has also been requested to investigate this illegality. Chandranath, of Telecom layout Residents' Welfare Association, appealed that the government should intervene and provide justice to the citizens.

However, apart from putting up the gate as 'BDA', no other work has been done here. Dead bodies are buried here. A memorial is also being built on them. Some of the surrounding houses are scared by this. Those who have plots are reluctant to build houses.

 Of course no one would venture to build a house in front of or next to a graveyard. Citizens who were happy to get the BDA site after many years, when they went to the place to build a house, the 'new monuments' raised their heads in front of them caused a tremor.

 We were happy that we got a plot opposite the park. However, a few years ago when the house was about to be built, there was a graveyard there. The corpses were being buried afresh. BDA engineers were asked about this and they replied very harsh. If you go to complain, the local engineers will not take it. The family does not agree to build a house in front of the graveyard. The children are scared,' said an owner of the plot who did not want to reveal his name.

 We were happy that the park would be built, but we were scared by the words of the BDA engineers. They are saying that they will save the cemetery itself due to the insistence of the locals. No one wants to buy this property, let's sell it and buy it elsewhere for the same price. Some are asking for very low prices,' lamented another owner of the site.

Gomala: No compensation...

 It is mentioned as 'Park 6' in the 6th block of Vishveshvaraiah layout 6th block. A fence and gate have been installed by the engineering department earlier to develop it as a park. Plots are allocated accordingly. The owners of the surrounding plots have complained a lot that dead bodies are being buried here. A joint survey has been conducted in this regard and its file is pending with ALAO. According to the land acquisition documents, this land is Gomal and no compensation has been given, senior BDA officials informed.

 As local villagers said 'We have been performing funerals here for 30-35 years. They insisted that we should be allowed here'. Thus, the BDA has left the area as a graveyard. The same will be developed and allowed to bury dead bodies. This land has been handed over to the horticulture department of BDA and they will develop it for the cemetery,” said BDA Assistant Executive Engineer Prabhulingaiah.

 Even if the previous cemetery should be continued, it should be shown on the PLAN. "It cannot be said that we will save and develop the cemetery by giving in to the insistence of the locals, without showing it on the PLAN," said senior BDA officials.

 4.12.1 and 4.12.2 of the BDA Bylaws mention the use of parks and open spaces. Can be used for grounds, stadiums, gardens, swimming pools, cemeteries. However, he said that it is clear that it should be mentioned in the PLAN.

Develop as a PARK...

 Some villagers are burying dead bodies claiming that it is a graveyard. Once the BDA is acquired, it should be mentioned in the PLAN itself that it will be retained. Now what was in the past is now causing trouble to the landlords. Children and women are scared. If BDA is so interested, let them make space for the 'cemetery' elsewhere. Chandrakala explained that the special court, which had registered its consent regarding the report regarding illegal compound eviction and confiscation of ₹65 worth of property by the BDA published on February 21, issued a notice to the BDA commissioner to submit the report and the hearing was adjourned to April.4.

Bengaluru: IT companies, developers, schools, colleges and hospitals are involved in the encroachment of lakes along with Rajakaluve in the city. Almost all government departments including private individuals have encroached on the lake.

Bagmane Techpark, Bagmane Developers, Aishwarya Apartment, Rainbow Buildings, Club House, St. Anne's College, Concord School, V.K. Tech Park, Divyasree Tech Park, BNR Memorial School, BGS Hospital have encroached on lakes as recorded in the encroachment list prepared by BBMP.

Out of 201 lakes on BBMP record, more than 851 acres are encroached. It includes BDA, NICE, Slum Board, Government-BBMP School, Park, Central Jail, Cemetery, KHB Quattros, Military, Railway Department, KIADB, BWSSB, BMTC, Police Station, Tehsildar Offices. There is encroachment even in the developed lakes in Bengaluru in recent 10 years. BBMP has recorded the amount of encroachment on cow ashram, agriculture, cycle shop, petrol station, road etc. and also in the name of private individuals.

According to the records of the Bengaluru urban district administration, 2,366 acres of 305 lakes are pending encroachment in the city district.

BBMP: Rajakaluve encroachment removal Overdue

BENGALURU: The State government and BBMP are spending hundreds of crores of rupees to control situations like rain water control or floods. However, due to heavy rains, Rajakaluve has been postponing the clearance of  encroachment.

In 2022, the city saw the highest rainfall of 1,958 mm, and the Government and BBMP have announced some plans to deal with the situation without any problem. Re-designing of Rajakaluve, including box concrete and embankment of lakes are planned to control water flow. Not only this, the World Bank has also planned to prevent climate change at a cost of ₹ 3 thousand crore. But no one is talking about the relief of Rajakaluve  encroachment.

Due to the encroachment of the Rajakaluve, there was a flood-like situation in the city, the eastern areas were submerged. This was also accepted by the Government and BBMP. However, the encroachment clearance work has not started comprehensively even after six months.

The Rajakaluve under the jurisdiction of BBMP have been affected in 485 cases. BBMP Chief Commissioner Tushar Girinath had said in a meeting between the District Commissioner and the Tahsildar that February 15 is the last day for the Tahsildar to issue an order to vacate them. But even after this deadline, no order has come out. For a couple of days after such a meeting, a couple of places are cleared on a small scale. Then everything goes quiet.

Negligence of the authorities: 

'BBMP says that there is no Rajakaluve encroachment in the south zone of Bengaluru. But the authorities have hidden the encroachment there', complained Deepak, a resident of Jayanagar.

Rajarajeshwari Nagar is rich in Rajakalves in many ways. Gopal, a resident of Halagevaderahalli, alleged that despite sending pictures of the houses being constructed and complaining to the authorities including Basavaraja Kabade, Chief Engineer of the Rajakaluve Division, no action is being taken.

50% order pending:

In 50% cases where  encroachment  has been identified, an order is due from the Tahsildar. The delay was due to transfer of Tahsildars. However, it has been suggested to vacate all encroachments by March 15. The eviction notice is being issued by March 10,' said BBMP Chief Commissioner Tushar Girinath.

In many cases of the city, BDA, BBMP, etc., there are many types of  encroachment on the public. In some cases, even though the original revenue record map of Rajakaluve are encroachment, there is no problem as there is an alternative canals. Evacuating hundreds of houses in those encroachments will do no good. Such cases will be brought to the notice of the High Court and will be proceeded with according to the order," said BBMP Chief Commissioner Tushar Girinath.

Zonal Commissioners have been instructed to identify encroachments within their jurisdiction. The Joint Commissioner has been ordered to inspect the site and give a report as to which encroachment removal is not beneficial. He said that there is no need to codify such zonal reports and clear any encroachments before the High Court.

BBMp: Addition of 21 lakes to pollution list

Bengaluru: The lakes developed at the cost of crores of rupees by BBMP and BDA have become polluted sites due to the negligence of BWSSB and lack of monitoring by the State Pollution Control Board. As many as 21 lakes have the highest level (grade) of pollution in January itself.

The State Pollution Control Board has installed sensor measurements to measure water quality in 106 lakes in the city. According to it, the water quality of total 47 lakes is in the extreme 'E' grade. That is, the waters of these lakes are highly contaminated with metal, sludge and industrial pollution. It is not worth raising fish.

This is the condition of the lakes developed by BBMP and BDA. At least ₹5 crore has been spent on each lake. The pollution control board data itself proves that the lake has polluted water and what kind of development and pollution prevention works have been done.

Water Act not followed: 

As per the Water Act-1974, it is the responsibility of the State Pollution Control Board to take action to control all types of pollution. But, this function is not being done. They don't even give information to people. Ramprasad of Friends of Lake complained that the work is not being done.

When attempts were made to contact environmental officials, including the Chairman of the Pollution Control Board, they did not respond.

Quality is everything: 

A lake means the quality of the water in it is important. Apart from that, developing something will not be beneficial. Raghavendra B. of Action Aid said, "If the water is contaminated, the environment will be damaged, even after spending crores of rupees and making paths and tracks." Pacchapur expressed concern.

Sewage water is flowing into lakes. BWSSB has been told many times to stop this. They say there is no money to lay a new pipeline. If they stop the discharge of sewage water into the lake, the lakes will become pollution-free,” said Vijayakumar Haridas, Chief Engineer, BBMP Lakes Division.
