'B' to 'A' Khata: ₹1,015 Crore Deficit

Bengaluru: Due to a 3% reduction in the fee for converting 'B' Khata to 'A' Khata, four city corporations—excluding the Central City Corporation—are staring at a massive revenue deficit of ₹1,015 crore this year.
The "Nanna Khata Nanna Hakku" (My Khata My Right) campaign under the ‘Land Guarantee’ scheme commenced on May 16 across five city corporations under the Greater Bengaluru Authority (GBA) limits. Citizens have been given a special 100-day window to convert their B-Khata to A-Khata at reduced rates. However, this move will lead to a significant shortfall in the revenue projected by the city corporations in their maiden budgets.
The campaign to issue A-Khatas from B-Khatas initially launched on November 1, 2025. For a period of 100 days, citizens were given the opportunity to obtain an A-Khata by paying a fee equivalent to 5% of the guidance value, along with a development fee of ₹30 per square meter and other charges. However, even after six months, it failed to draw much public interest. Consequently, the new campaign, "Nanna Khata Nanna Hakku," was launched on May 15.
The new campaign also offers a 100-day window but has slashed the guidance value fee from 5% to 2%. This concession is available to those who apply for the B-to-A Khata conversion between May 15 and August 23. Those who have already applied but have not paid the amount can also avail of this benefit by August 23. While this move is expected to save lakhs of rupees for the general public, it will leave the city corporations short by hundreds of crores.
There are approximately 7 lakh properties in the city awaiting conversion from B-Khata to A-Khata. Anticipating that all these properties would undergo the process, the four city corporations (excluding the Central City Corporation, which has no B-Khata cases) expected hundreds of crores in revenue from this source and planned their 2026–27 budgets accordingly. Although the campaign launched in 2025 had already exceeded its 100-day limit by February 2026, the revenue expectations were still carried forward into the budget starting in April.
> "Since the guidance value fee has been reduced to 2% from May 15, there will be a major deficit in the city corporations' budgets. The West City Corporation does not even have funds to pay salaries to its staff, and the situation is similar in other corporations. Funds worth hundreds of crores must mandatorily be allocated for the B-SMART scheme and solid waste management. At such a juncture, a cut of hundreds of crores in Khata revenue will push our financial situation into deep distress," said city corporation officials.
₹1 Lakh for a 30x40 Ft Plot
Obtaining an A-Khata for a 30x40 ft B-Khata plot within the GBA limits will cost around ₹1 lakh. If the guidance value is ₹3,000 per sq. ft., a fee of ₹72,000 needs to be paid. In addition to this, there are scrutiny fees, conversion fees, lake rejuvenation fees, water supply scheme cess, ring road construction surcharge, slum development cess, Mass Rapid Transport System (MRTS) surcharge, development fees, and DC conversion fees. The total fees vary depending on the guidance value.

‘ಬಿ’ಯಿಂದ ‘ಎ’ಖಾತಾ: ₹1,015 ಕೋಟಿ ಖೋತಾ
ಬೆಂಗಳೂರು: ಬಿ–ಖಾತಾದಿಂದ ಎ–ಖಾತಾಗೆ ಪರಿವರ್ತನೆ ಮಾಡುವ ಶುಲ್ಕದಲ್ಲಿ ಶೇ 3ರಷ್ಟು ಕಡಿತವಾಗಿರುವುದರಿಂದ, ಕೇಂದ್ರ ನಗರ ಪಾಲಿಕೆ ಹೊರತು ಪಡಿಸಿ ಉಳಿದ ನಾಲ್ಕು ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಈ ವರ್ಷ ₹1,015 ಕೋಟಿ ಆದಾಯ ಖೋತಾ ಆಗಲಿದೆ.
ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ (ಜಿಬಿಎ) ವ್ಯಾಪ್ತಿಯ ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ‘ಭೂ ಗ್ಯಾರಂಟಿ’ ಯೋಜನೆಯಡಿ ‘ನನ್ನ ಖಾತಾ ನನ್ನ ಹಕ್ಕು ಅಭಿಯಾನ’ ಮೇ 16ರರಿಂದ ಆರಂಭವಾಗಿದೆ. ಬಿ–ಖಾತಾದಿಂದ ಎ–ಖಾತಾಗೆ ಪರಿವರ್ತನೆ ಮಾಡಿಕೊಳ್ಳಲು ನಾಗರಿಕರಿಗೆ 100 ದಿನಗಳ ವಿಶೇಷ ಅವಕಾಶ ನೀಡಲಾಗಿದ್ದು, ಶುಲ್ಕವನ್ನು ಕಡಿಮೆ ಮಾಡಲಾಗಿದೆ. ಇದರಿಂದ ನಗರ ಪಾಲಿಕೆಗಳು ಮಂಡಿಸಿದ್ದ ಮೊದಲ ಬಜೆಟ್ನಲ್ಲಿ ನಿರೀಕ್ಷಿದ್ದ ಆದಾಯ ಕೊರತೆಯಾಗಲಿದೆ.
2025ರ ನವೆಂಬರ್ 1ರಿಂದ ಬಿ–ಖಾತಾದಿಂದ ಎ–ಖಾತಾ ನೀಡುವ ಅಭಿಯಾನ ಆರಂಭವಾಗಿತ್ತು. ನೂರು ದಿನಗಳವರೆಗೆ, ಮಾರ್ಗಸೂಚಿ ದರದ ಶೇ 5ರಷ್ಟು ಶುಲ್ಕ ಪಾವತಿ, ಪ್ರತಿ ಚದರ ಮೀಟರ್ಗೆ ₹30 ಅಭಿವೃದ್ಧಿ ಶುಲ್ಕ ಸೇರಿದಂತೆ ಇತರೆ ಶುಲ್ಕಗಳನ್ನು ಕಟ್ಟಿ ಎ–ಖಾತಾ ಪಡೆಯುವ ಅವಕಾಶ ಕಲ್ಪಿಸಲಾಗಿತ್ತು. ಆದರೆ, ಆರು ತಿಂಗಳಾದರೂ ಹೆಚ್ಚಿನ ಜನ ಇದಕ್ಕೆ ಆಸಕ್ತಿ ತೋರಲಿಲ್ಲ. ಹೀಗಾಗಿ ‘ನನ್ನ ಖಾತಾ ನನ್ನ ಹಕ್ಕು ಅಭಿಯಾನ’ ಎಂಬ ಹೊಸ ಅಭಿಯಾನವನ್ನು ಮೇ 15ರಿಂದ ಆರಂಭಿಸಲಾಗಿದೆ.
ಹೊಸ ಅಭಿಯಾನವೂ 100 ದಿನಗಳ ಅವಕಾಶವನ್ನು ನೀಡಿದ್ದು, ಮಾರ್ಗಸೂಚಿ ದರದ ಶುಲ್ಕವನ್ನು ಶೇ 5ರಿಂದ ಶೇ 2ಕ್ಕೆ ಇಳಿಸಿದೆ. ಬಿ–ಖಾತಾದಿಂದ ಎ–ಖಾತಾಗೆ ಪರಿವರ್ತನೆಗೆ ಮೇ 15ರಿಂದ ಆಗಸ್ಟ್ 23ರವರೆಗೆ ಅರ್ಜಿ ಸಲ್ಲಿಸುವವರಿಗೆ ಈ ವಿನಾಯಿತಿ ಸಿಗಲಿದೆ. ಈಗಾಗಲೇ, ಅರ್ಜಿ ಸಲ್ಲಿಸಿದವರು, ಮೊತ್ತ ಪಾವತಿಸದಿದ್ದರೆ ಅವರೂ ಆಗಸ್ಟ್ 23ರೊಳಗೆ ಇದರ ಪ್ರಯೋಜನ ಪಡೆಯಬಹುದು. ಸಾರ್ವಜನಿಕರಿಗೆ ಇದರಿಂದ ಲಕ್ಷಾಂತರ ರೂಪಾಯಿ ಉಳಿಯುತ್ತದೆ ಎಂದು ಹೇಳಲಾಗಿದೆ. ಆದರೆ, ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಮಾತ್ರ ನೂರಾರು ಕೋಟಿ ವ್ಯತ್ಯಯವಾಗಲಿದೆ.
ಬಿ–ಖಾತಾದಿಂದ ಎ–ಖಾತಾಗೆ ಪರಿವರ್ತನೆ ಆಗಲು ನಗರದಲ್ಲಿ ಸುಮಾರು 7 ಲಕ್ಷ ಆಸ್ತಿಗಳು ಇವೆ. ಇವುಗಳೆಲ್ಲವೂ ಈ ಪ್ರಕ್ರಿಯೆಗೆ ಒಳಗಾಗುತ್ತವೆ ಎಂದು ಕೇಂದ್ರ ನಗರ ಪಾಲಿಕೆ (ಇಲ್ಲಿ ಬಿ–ಖಾತಾ ಪ್ರಕರಣಗಳಿಲ್ಲ) ಹೊರತು ಪಡಿಸಿ, ಉಳಿದ ನಾಲ್ಕೂ ನಗರ ಪಾಲಿಕೆಗಳು ನೂರಾರು ಕೋಟಿ ರೂಪಾಯಿ ಈ ಬಾಬ್ತಿನಲ್ಲಿ ಬರುತ್ತದೆ ಎಂದು 2026–27ನೇ ಬಜೆಟ್ನಲ್ಲಿ ನಿರೀಕ್ಷಿಸಿ, ಅದರಂತೆ ಯೋಜನೆ ರೂಪಿಸಿವೆ. 2025ರಲ್ಲಿ ಆರಂಭಿಸಲಾಗಿದ್ದ ಈ ಅಭಿಯಾನ 2026 ಫೆಬ್ರುವರಿಗೇ 100 ದಿನಗಳ ಅವಕಾಶವನ್ನು ಮೀರಿತ್ತು. ಆದರೂ, ಏಪ್ರಿಲ್ನಿಂದ ಆರಂಭವಾಗುವ ಬಜೆಟ್ನಲ್ಲಿ ಅದರಂತೆಯೇ ನಿರೀಕ್ಷೆ ಮುಂದುವರಿಸಲಾಗಿತ್ತು.
‘ಮೇ 15ರಿಂದ ಮಾರ್ಗಸೂಚಿ ದರದ ಶುಲ್ಕ ಶೇ 2ಕ್ಕೆ ಇಳಿಸಿರುವುದರಿಂದ ನಗರ ಪಾಲಿಕೆಗಳ ಬಜೆಟ್ನಲ್ಲಿ ಖೋತಾ ಆಗಲಿದೆ. ಪಶ್ಚಿಮ ನಗರ ಪಾಲಿಕೆಯಲ್ಲಿ ಸಿಬ್ಬಂದಿಗೆ ವೇತನ ನೀಡಲೂ ಹಣವಿಲ್ಲ. ಉಳಿದ ನಗರ ಪಾಲಿಕೆಗಳಲ್ಲೂ ಇದೇ ಸ್ಥಿತಿ. ಬಿ–ಸ್ಮೈಲ್ ಯೋಜನೆ, ಘನತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆಗೆ ಕಡ್ಡಾಯವಾಗಿ ನೂರಾರು ಕೋಟಿ ನೀಡಲೇ ಬೇಕಿದೆ. ಇಂತಹ ಸಂದರ್ಭದಲ್ಲಿ ಖಾತಾ ಬಾಬ್ತಿನಲ್ಲಿ ನೂರಾರು ಕೋಟಿ ಕಡಿತವಾದರೆ ಆರ್ಥಿಕ ಸ್ಥಿತಿ ಸಂಕಷ್ಟಕ್ಕೆ ಸಿಲುಕಲಿದೆ’ ಎಂದು ನಗರ ಪಾಲಿಕೆ ಅಧಿಕಾರಿಗಳು ಹೇಳಿದರು.
30 ಅಡಿx 40 ಅಡಿ ನಿವೇಶನಕ್ಕೆ ₹1 ಲಕ್ಷ
ಜಿಬಿಎ ವ್ಯಾಪ್ತಿಯಲ್ಲಿನ 30 x 40 ಅಡಿ ಬಿ ಖಾತಾ ನಿವೇಶನಕ್ಕೆ ಎ ಖಾತಾ ಪಡೆಯಲು ಸುಮಾರು ₹1 ಲಕ್ಷಕ್ಕ ವೆಚ್ಚವಾಗುತ್ತದೆ. ಮಾರ್ಗಸೂಚಿ ದರ ಪ್ರತಿ ಚದರಡಿಗೆ ₹3,000 ಇದ್ದರೆ, ₹72 ಸಾವಿರ ಶುಲ್ಕ ಪಾವತಿಸಬೇಕಾಗುತ್ತದೆ. ಇದರ ಜೊತೆಗೆ, ಸ್ಕ್ರೂಟಿನಿ ಫೀ, ಪರಿವರ್ತನಾ ಶುಲ್ಕ, ಕೆರೆ ಪುನರುಜ್ಜೀವನ ಶುಲ್ಕ, ನೀರು ಸರಬರಾಜು ಯೋಜನೆ ಸೆಸ್, ವರ್ತುಲ ರಸ್ತೆ ನಿರ್ಮಾಣದ ಸರ್ಚಾರ್ಜ್, ಕೊಳೆಗೇರಿ ಅಭಿವೃದ್ಧಿ ಸೆಸ್, ಮಾಸ್ ರ್ಯಾಪಿಡ್ ಟ್ರಾನ್ಸ್ಪೋರ್ಟ್ ಸಿಸ್ಟಂ ಸರ್ಚಾರ್ಜ್, ಅಭಿವೃದ್ಧಿ ಶುಲ್ಕ, ಡಿಸಿ ಪರಿವರ್ತನೆ ಶುಲ್ಕಗಳು ಇರುತ್ತವೆ. ಮಾರ್ಗಸೂಚಿ ದರದ ಅನ್ವಯ ಶುಲ್ಕಗಳು ಬದಲಾಗುತ್ತವೆ.
