Rain Damage Every Year: Precautionary Measures Ignored… ಪ್ರತಿ ವರ್ಷವೂ ಮಳೆ ಹಾನಿ: ಮುನ್ನೆಚ್ಚರಿಕೆ ನಿರ್ಲಕ್ಷ್ಯ

**Bengaluru:** Every year, citizens of the city face immense hardships due to heavy rains. Although officials from the GBA (Greater Bengaluru Authority) and city corporations are well aware of where and what kind of problems occur, the distress continues to multiply each time due to their negligence and failure to take timely precautions.

The BBMP/GBA has maintained a list for the past five to six years detailing which areas face specific issues during the rains. A total of **209 flood-prone areas** have been identified, of which **49 areas** still continue to face persistent problems, as noted in a GBA circular dated April 2.

Since January, the GBA has been instructing city corporations to implement permanent solutions and carry out necessary works to prevent flooding. There are even clear guidelines on which official should handle specific tasks. However, these works are never completed until the rains actually arrive. Consequently, the GBA Chief Commissioner had to issue yet another set of similar instructions and guidelines on April 30.

If even **50% of the instructions** given to the City Corporation Commissioners and GBA officials had been implemented, the city would not be facing such severe rain-related distress. Officials are now offering the excuse that "it rained excessively within a single hour." However, the question remains: How can officials justify this when they claimed just two weeks ago that "all precautionary measures have been taken"?

Citizens are questioning the system: "Engineers who can spot an extra wall being built in a new building through their 'third eye'—are they not aware of dilapidated buildings and walls within their jurisdiction? Had precautions been taken in such dangerous zones, could the tragic wall collapse at Bowring Hospital not have been avoided?" While the official response might be that "it was private property" or "not related to the corporation," citizens argue that the ultimate responsibility lies with the city authorities.

The Special Commissioner of the Forest Department within the GBA is tasked with forming teams to urgently clear fallen trees and branches. They are expected to respond immediately to citizen complaints and remove leaning or precarious branches. However, the prevailing opinion is that had these measures been effective, the rains on April 29 would not have caused such extensive damage.

There is no need for brand-new strategies to tackle rain-related issues. If the BBMP or GBA simply implemented the measures they previously designed and followed the guidelines issued since January 2026, the public would not be suffering this much. If the GBA and city corporations take urgent action at least before the next bout of rain, further disasters can be averted.

GBA’s Precautionary Instructions Issued Over the Last Four Months:

 * **Clearance:** Remove silt, garbage, and other obstructions from roadside drains and stormwater drains (SWD).

 * **Disposal:** Ensure the immediate disposal of silt, mud, and waste extracted from drains and canals.

 * **Water Flow:** Clean gratings at curb entries and underpasses to ensure rainwater flows smoothly from roads into drains.

 * **Maintenance:** Clean all drainage chambers to facilitate the seamless flow of water.

 * **Focus Areas:** Give special attention to chronic water-logging spots and implement permanent solutions.

 * **Waste Management:** Ensure that "black spots" (garbage piles) do not form alongside drains and canals.

 * **Restoration:** De-silt and rejuvenate primary and secondary stormwater drains.

ಬೆಂಗಳೂರು: ನಗರದಲ್ಲಿ ಪ್ರತಿ ವರ್ಷವೂ ಭಾರಿ ಮಳೆಗೆ ನಾಗರಿಕರು ಸಂಕಷ್ಟ ಎದುರಿಸುತ್ತಿದ್ದಾರೆ. ಎಲ್ಲೆಲ್ಲಿ ಎಂತಹ ಸಮಸ್ಯೆ ಸಂಭವಿಸುತ್ತದೆ ಎಂಬ ಅರಿವು ಜಿಬಿಎ, ನಗರ ಪಾಲಿಕೆಗಳ ಅಧಿಕಾರಿಗಳಿಗೆ ಇದ್ದರೂ, ಮುನ್ನೆಚ್ಚರಿಕೆ ವಹಿಸದೆ, ನಿರ್ಲಕ್ಷ್ಯಭಾವ ತೋರುವುದರಿಂದ ಪ್ರತಿಬಾರಿ ಸಂಕಷ್ಟ ವೃದ್ಧಿಯಾಗುತ್ತಲೇ ಇದೆ.

ಮಳೆ ಬಂದಾಗ ಯಾವ ಪ್ರದೇಶಗಳಲ್ಲಿ ಯಾವ ರೀತಿಯ ಸಮಸ್ಯೆ ಎದುರಾಗುತ್ತದೆ ಎಂಬ ಬಗ್ಗೆ ಕಳೆದ ಐದಾರು ವರ್ಷಗಳಿಂದ ಅದರ ಪಟ್ಟಿಯನ್ನೇ ಬಿಬಿಎಂಪಿ/ ಜಿಬಿಎ ತಯಾರಿಸಿದೆ. 209 ಪ್ರವಾಹ ಪೀಡಿತ ಪ್ರದೇಶ ಎಂದು ಗುರುತಿಸಲಾಗಿದ್ದು, ಇದರಲ್ಲಿ 49 ಪ್ರದೇಶಗಳಲ್ಲಿ ಇನ್ನೂ ಸಮಸ್ಯೆ ಮುಂದುವರಿದಿದೆ ಎಂದು ಏಪ್ರಿಲ್‌ 2ರ ಜಿಬಿಎ ಸುತ್ತೋಲೆಯಲ್ಲಿಯೇ ತಿಳಿಸಲಾಗಿದೆ.

ಪ್ರವಾಹವನ್ನು ತಡೆಗಟ್ಟಲು ಶಾಶ್ವತ ಪರಿಹಾರ ಕ್ರಮಗಳನ್ನು ತೆಗೆದುಕೊಂಡು, ಯಾವುದೇ ಸಮಸ್ಯೆ ಉಂಟಾಗದಂತೆ ಅಗತ್ಯ ಕಾಮಗಾರಿಗಳನ್ನು ನಡೆಸಬೇಕು ಎಂದು ಜನವರಿಯಿಂದಲೂ ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಜಿಬಿಎ ಸೂಚನೆ ನೀಡುತ್ತಿದೆ. ಯಾವ ಕೆಲಸವನ್ನು ಯಾರು ನಿರ್ವಹಿಸಬೇಕು ಎಂಬ ಬಗ್ಗೆಯೂ ಮಾರ್ಗಸೂಚಿ ಇದೆ. ಆದರೆ, ಮಳೆ ಬರುವವರೆಗೂ ಈ ಕೆಲಸಗಳು ಆಗಿರುವುದಿಲ್ಲ. ಹೀಗಾಗಿ, ಇಂತಹದ್ದೇ ಸೂಚನೆ/ ಮಾರ್ಗಸೂಚಿಯನ್ನು ಏಪ್ರಿಲ್‌ 30ರಂದು ಕೂಡ ಜಿಬಿಎ ಮುಖ್ಯ ಆಯುಕ್ತರು ಹೊರಡಿಸಿದ್ದಾರೆ.

ನಗರ ಪಾಲಿಕೆಗಳ ಆಯುಕ್ತರು ಹಾಗೂ ಜಿಬಿಎ ಅಧಿಕಾರಿಗಳಿಗೆ ಮಳೆ ಮುಂಜಾಗ್ರತಾ ಕ್ರಮಗಳನ್ನು ಕೈಗೊಳ್ಳಲು ನೀಡಿದ್ದ ಸೂಚನೆಗಳಲ್ಲಿ ಶೇ 50ರಷ್ಟು ಜಾರಿಯಾಗಿದ್ದರೂ, ನಗರದಲ್ಲಿ ಮಳೆಯಿಂದ ಇಷ್ಟೊಂದು ಸಮಸ್ಯೆ ಎದುರಾಗುತ್ತಿರಲಿಲ್ಲ. ‘ಒಂದು ಗಂಟೆಯಲ್ಲಿ ಅತಿಹೆಚ್ಚು ಮಳೆ ಬಂದಿದೆ’ ಎಂಬ ಸಬೂಬು ಈಗ ಹೇಳುತ್ತಿದ್ದಾರೆ. ಆದರೆ, ‘ಎಲ್ಲ ರೀತಿಯ ಮುಂಜಾಗ್ರತಾ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗಿದೆ’ ಎಂದು ಎರಡು ವಾರದ ಹಿಂದೆ ಹೇಳಿದ್ದನ್ನು ಹೇಗೆ ಅಧಿಕಾರಿಗಳು ಸಮರ್ಥಿಸಿಕೊಳ್ಳುತ್ತಾರೆ ಎಂಬ ಪ್ರಶ್ನೆ ಉದ್ಭವಿಸುತ್ತದೆ.

‘ಹೊಸ ಕಟ್ಟಡದಲ್ಲಿ ಒಂದು ಗೋಡೆ ಹೆಚ್ಚಾಗಿ ನಿರ್ಮಿಸುತ್ತಿರುವುದನ್ನು ಮೂರನೇ ಕಣ್ಣಿನಿಂದಲೇ ತಿಳಿದುಕೊಳ್ಳುವ ಎಂಜಿನಿಯರ್‌ಗಳು, ತಮ್ಮ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಶಿಥಿಲವಾಗಿರುವ ಕಟ್ಟಡ, ಗೋಡೆಗಳ ಅರಿವು ಇರುವುದಿಲ್ಲವೇ? ಇಂತಹ, ಅಪಾಯಕಾರಿ ಪ್ರದೇಶಗಳಲ್ಲಿ ಮುಂಜಾಗ್ರತಾ ಕ್ರಮ ಕೈಗೊಂಡಿದ್ದರೆ ಬೌರಿಂಗ್‌ ಆಸ್ಪತ್ರೆಯ ಗೋಡೆ ಕುಸಿತದ ದುರ್ಘಟನೆಯನ್ನು ತಪ್ಪಿಸಬಹುದಿತ್ತಲ್ಲವೇ ಎಂಬ ಪ್ರಶ್ನೆಗಳು ಎದುರಾಗಿವೆ. ‘ಅದು ಖಾಸಗಿ ಅಥವಾ  ಪಾಲಿಕೆಗೆ ಸಂಬಂಧಿಸಿದ್ದಲ್ಲ’ ಎಂಬ ಉತ್ತರಿರಬಹುದು. ಆದರೆ, ಜವಾಬ್ದಾರಿ ನಗರ ಪಾಲಿಕೆಗಳದ್ದೇ ಆಗಿರುತ್ತದೆ ಅಲ್ಲವೇ’ ಎಂದು ನಾಗರಿಕರು ಪ್ರಶ್ನಿಸುತ್ತಾರೆ.

ಧರೆಗುರುಳುವ ಮರ, ಮರದ ಕೊಂಬೆ–ರೆಂಬೆಗಳನ್ನು ತುರ್ತಾಗಿ ತೆರವುಗೊಳಿಸಲು ತಂಡ ರಚಿಸಬೇಕು.  ನಾಗರಿಕರಿಂದ ದೂರು ಬಂದರೆ ತಕ್ಷಣ ಸ್ಪಂದಿಸಬೇಕು. ಬಾಗಿರುವ ಹಾಗೂ ಬೀಳುವಂತಹ ಸ್ಥಿತಿಯಲ್ಲಿರುವ ರೆಂಬೆ–ಕೊಂಬೆಗಳನ್ನು ತೆರವುಗೊಳಿಸಲು ಕ್ರಮ ವಹಿಸಬೇಕು ಎಂದು ಜಿಬಿಎಯಲ್ಲಿರುವ ಅರಣ್ಯ ವಿಭಾಗದ ವಿಶೇಷ ಆಯುಕ್ತರಿಗೆ ಜವಾಬ್ದಾರಿ ವಹಿಸಲಾಗಿದೆ. ಆದರೆ, ಈ ಬಗ್ಗೆ ಕ್ರಮಗಳಾಗಿದ್ದರೆ, ಏಪ್ರಿಲ್‌ 29ರಂದು ಸುರಿದ ಮಳೆಗೆ ಮರಗಳಿಂದ ಇಷ್ಟೊಂದು ಹಾನಿ ಆಗುತ್ತಿರಲಿಲ್ಲ ಎಂಬ ಅಭಿಪ್ರಾಯವಿದೆ.

ಮಳೆಯಿಂದಾಗುವ ಸಮಸ್ಯೆಗೆ ಹೊಸದಾಗಿ ಕ್ರಮಗಳನ್ನು ಕೈಗೊಳ್ಳಬೇಕಾದ ಅಗತ್ಯವೇನೂ ಇಲ್ಲ. ಬಿಬಿಎಂಪಿ ಅಥವಾ ಜಿಬಿಎ ಈ ಹಿಂದೆ ರೂಪಿಸಿರುವ ಕ್ರಮಗಳನ್ನೇ ಅನುಷ್ಠಾನಗೊಳಿಸಿದರೆ, 2026ರ ಜನವರಿಯಿಂದ ನೀಡುತ್ತಿರುವ ಸೂಚನೆ/ ಮಾರ್ಗಸೂಚಿಗಳನ್ನು ಅನುಸರಿಸಿದ್ದರೆ ಜನರಿಗೆ ಮಳೆಯಿಂದ ಇಷ್ಟೊಂದು ಸಂಕಷ್ಟ ಎದುರಾಗುತ್ತಿಲ್ಲ. ಮುಂದಿನ ಮಳೆ ವೇಳೆಗಾದರೂ ಅಗತ್ಯ ಕ್ರಮಗಳನ್ನು ತುರ್ತಾಗಿ ಜಿಬಿಎ ಹಾಗೂ ನಗರ ಪಾಲಿಕೆಗಳು ಕೈಗೊಂಡರೆ, ಅನಾಹುತಗಳನ್ನು ತಪ್ಪಿಸಬಹುದು.

 

 

ಮಳೆ ಮುಂಜಾಗ್ರತೆಗೆ ಜಿಬಿಎ ನಾಲ್ಕು ತಿಂಗಳಿಂದ ನೀಡುತ್ತಿರುವ ಸೂಚನೆ

* ರಸ್ತೆಬದಿ ಚರಂಡಿ ಮತ್ತು ಮಳೆನೀರು ಕಾಲುವೆಗಳಲ್ಲಿ ಹೂಳು, ಕಸ ಹಾಗೂ ಇನ್ನಿತರೆ ಅಡೆತಡೆಗಳನ್ನು ತೆರವುಗೊಳಿಸಬೇಕು

* ಚರಂಡಿಗಳು ಮತ್ತು ಕಾಲುವೆಗಳಿಂದ ಹೊರ ತೆಗೆದ ಹೂಳು, ಮಣ್ಣು ಮತ್ತು ತ್ಯಾಜ್ಯವನ್ನು  ವಿಲೇವಾರಿ ಮಾಡಬೇಕು

* ರಸ್ತೆ ಮೇಲಿನ ಮಳೆ ನೀರು ಸರಾಗವಾಗಿ ಚರಂಡಿಗೆ ಹರಿಯಲು ಕರ್ಬ್ ಪ್ರವೇಶಗಳಲ್ಲಿನ ಗ್ರೇಟಿಂಗ್ ಮತ್ತು ಅಂಡರ್ ಪಾಸ್ ಗ್ರೇಟಿಂಗ್ ಸ್ವಚ್ಛಗೊಳಿಸಬೇಕು

* ಎಲ್ಲಾ ಡ್ರೈನೇಜ್ ಚೇಂಬರ್‌ಗಳನ್ನು ಸ್ವಚ್ಛಗೊಳಿಸಿ ನೀರಿನ ಸರಾಗ ಹರಿವಿಗೆ ಕ್ರಮವಹಿಸಬೇಕು

* ನೀರು ನಿಲ್ಲುವ ಸಮಸ್ಯೆ ಹೆಚ್ಚಿರುವ ಪ್ರದೇಶಗಳಲ್ಲಿ ವಿಶೇಷ ಗಮನ ನೀಡಿ ಶಾಶ್ವತ ಪರಿಹಾರ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು

* ಚರಂಡಿಗಳು ಮತ್ತು ಕಾಲುವೆಗಳ ಅಕ್ಕಪಕ್ಕದಲ್ಲಿ ‘ಬ್ಲ್ಯಾಕ್‌ ಸ್ಪಾಟ್’ ಆಗದಂತೆ ಕ್ರಮವಹಿಸಬೇಕು

* ಪ್ರಾಥಮಿಕ ಹಾಗೂ ದ್ವಿತೀಯ ಹಂತದ ಮಳೆ ನೀರುಗಾಲುವೆಗಳ ಹೂಳು ತೆಗೆದು, ಪುನಶ್ಚೇತನ ಕಾರ್ಯ ಕೈಗೊಳ್ಳಬೇಕು
