Bengaluru: More than 40,000 properties under the BBMP have been illegally registered as 'A' Khatha and they are about to be cancelled. It is decided to transfer everything to 'B' Khatha .
The investigation revealed that 'A' Khatha has been issued using 'R code 130' of 'IFMS' software by illegally charging development fee for plots eligible for B Khatha. A total of ₹898.70 crore has been paid in 45,133 cases from 2015 to 2023. 90% of these cases are considered illegal.
Assistant Revenue Officers (AROs) were allowed to provide information about properties illegally issued under 'A' Khatha. He had given information on 9,736 properties. As the team led by Special Commissioner of BBMP Finance Department Jayaram Raipur conducted 'Backhand Software Investigation', it was found out that more than 40 thousand cases have been illegally issued.
As per government orders, title deeds are issued in certain areas including slums. R Code – 130 is used for issue of A Khatha against development charges for such plots. However, AROs have exploited this. Jayaram Raipur said that a team of revenue department officials has been formed to add all these illegal A accounts to B Khathas and the zonal commissioner has been instructed to take immediate action.
Development charges are not payable for unconverted plots. All such plots are recorded in B Khatha or Vahi. In such cases illegality has been committed by giving A Khatha. Action will be taken against all such officers, he said.
One lakh cases: More than 40 thousand illegal cases have been identified when the software is checked. Further, 9000 cases have been reported by AROs. Apart from this, there are also many cases where money has been received by illegally changing the account to 'A' Khatha in the book. Such cases may exceed about 50 thousand. All these are being investigated.
Over Rs 1 lakh: There were 37,968 cases of payment of development fee less than ₹ 1 lakh, all of which were considered illegal. ₹10 thousand up to 484 sq.ft, ₹25 thousand up to 1,211 sq.ft, ₹50 thousand up to 2,422 sq.ft, ₹75 thousand up to 3,633 sq.ft, ₹1 lakh up to 4,844 sq.ft, ₹5 lakh up to 24,219 sq.ft, ₹10 lakh up to 48,438 sq.ft. Payment is allowed in 'R Code-130'.
Money back if application is given: Jayaram
If the owner of the plot who has paid the development fee illegally to get A khatha files a confession application, the fee will be refunded. Otherwise the amount will remain with the company. The process of transferring the illegal A Khatha to B Khatha will be completed soon," said Jayaram Raipur, Special Commissioner of BBMP Finance Department.
High in Mahadevapura
Cases of illegal issuance of A khatha on payment of development fee are highest in Mahadevapura zone. A khatha has been issued for 12,000 plots, in which 1,078 cases have received development charges of more than ₹10 lakh. 391 in Yalahanka, 329 in Bommanahalli and R.R. In 250 cases in the urban sector, development charges of more than ₹10 lakh have been paid. Plots of more than 24,000 square feet require paying such a large amount.
