Bengaluru: Over ₹100 crore due for rent of advertisement display on bus shelter, skywalk as floor rent, service taxes, etc. Although the demand notice was issued, the authorities did not collect it. Expired ads are also not cleared.

 Fees related to advertisement of hundreds of Bus Shelters and skywalks in the city are pending since 2016. On December 5, 2022, demand notices totaling ₹ 50.27 crore have been issued to many agencies by the Assistant Commissioner of Advertising. Even though such notices continue to be issued till June, the arrears have not been paid.

 Many agencies have been given permission to construct bus shelters on Build, Operate, Transfer (BOT) basis by giving advertising rights at various locations in the city. Since 2016, many shelters have been built and advertisements are being displayed. According to the BBMP Outdoor Billboard Bye-laws dated 14th Jan, 2020, the rate has been fixed excluding GST on Public Private Partnership (PPP) type constructions.

 Advertisement fee is charged at ₹780 per square meter for bus shelters on major roads and ₹600 per square meter for bus shelters at other places. A similar charge applies to advertising displays on skywalks. Calculate like this, A demand notice has been issued to each agency for payment through DD with in 15 days. Seven months have passed since the completion of this process, but no action has been taken. Advertisements are being displayed even though the contracts of many agencies have expired.

 The details of demand notices given to dozens of companies under Right to Information Act S. Amaresh got it. According to these documents, the balance should be paid within 15 days. Otherwise legal action will be taken as per KMC Act.

 There is also a condition that the shelters should be kept clean. But, the agencies are not following that too,' complained Amaresh.

"Uncalled for tender is illegal"

 Agencies have been given to construct bus shelters and display advertisements. They have to pay ground rent and advertisement fee. However, dues have not been recovered from many agencies since 2015. The tender period of many agencies has ended since 2018 itself. But till now the dues have not been recovered from them and the advertisement has not been cleared. Due to this behavior of the officials, the BBMP has incurred hundreds of crores of financial loss. I written a letter to the BBMP Chief Commissioner and the Deputy Chief Minister, but no action has been taken, said S. Amaresh of the Right to Information Study Center has obtained details under the Right to Information Act.

Permission of senior officials is required for clearance.

 "Demand notices are being issued from December till now for the arrears of Bus shelter, skywalk advertisement, ground rent, service charge. Some have paid. The rest have been written to senior officers for action. Some tenders have expired and have to be cleared. Evacuation work should be done after giving permission from senior officials. Those who were in the past have not recovered the arrears. Now I have taken action on my arrival," said Sridhar Reddy, Assistant Commissioner, Advertising Department, BBMP. Deepak, Special Commissioner of advertisement department, was not available for contact.
