Illegal ‘B Khata’ Registration: Six Officials Suspended

Bengaluru: The Chief Commissioner of the Greater Bengaluru Authority (GBA) has suspended six staff members from the Revenue Department of the Bengaluru South City Corporation for the illegal registration of ‘B Khatas’.

According to a report submitted by the Joint Commissioner of Bommanahalli, the six officials granted ‘B Khatas’ to applicants who had submitted nothing more than a simple affidavit alongside their applications, bypassing required protocols. Consequently, they have been suspended from service on grounds of grave dereliction of duty. For the purpose of salary disbursement during the inquiry, they have been administratively attached to posts in other municipal corporations.
Acting on a complaint filed by Mr. M. Mohan Babu, the Joint Commissioner conducted an investigation which substantiated that unauthorized ‘B Khatas’ were issued for lands located in the Begur Hobli of Bengaluru South Taluk.

 * Narasimhalu: Assistant Revenue Officer, Begur Sub-division.
 * Bhagyashree: Second Division Assistant (SDA).
 * Balalingaraju: Second Division Assistant (SDA).
 * Shantesh: Deputy Revenue Officer, Bommanahalli Division.
 * Suresh: Assessor, Ward 192.
 * Hemanth Kumar: Assessor.

Details of the Illegal ‘B Khata’ Issuances:

 * Naganathapura Village: ‘B Khata’ issued for 49 sites within 1 Acre 35 Guntas of land in Survey No. 31/2, belonging to Sanskriti Developers.
 * Basavanapura Village: ‘B Khata’ issued for 37 individual sites within 10.12 Guntas of land in Survey No. 48/3, belonging to Rito Vilo Fernandes and others.
 * Begur Village: ‘B Khata’ issued for 52 individual sites within 2 Acres 11 Guntas of land in Survey No. 5/52/53, belonging to Kamalamma and others.
Over 40,000 Illegal ‘A Khatas’
In July 2023, the then Special Commissioner (Finance), Jayaram Raipura, detected that ‘A Khatas’ had been illegally issued for over 40,000 properties within the BBMP (Bruhat Bengaluru Mahanagara Palike) limits.
Investigations revealed that properties eligible only for ‘B Khata’ were issued ‘A Khatas’ by illegally collecting betterment charges and manipulating ‘R Code 130’ within the ‘IFMS’ software. Between 2015 and 2023, a total of ₹898.70 crore was collected across 45,133 cases. Of these, 90% were deemed to be illegal.
Following these findings, Mr. Jayaram was transferred. Although instructions were issued to submit a report to the Special Commissioner (Revenue) to initiate action regarding the illegal ‘A Khatas’, no action has been taken to date.

40 ಸಾವಿರಕ್ಕೂ ಹೆಚ್ಚು ಅಕ್ರಮ ಎ ಖಾತಾ

ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ 40 ಸಾವಿರಕ್ಕೂ ಹೆಚ್ಚು ಆಸ್ತಿಗಳಿಗೆ ಅಕ್ರಮವಾಗಿ ‘ಎ’ ಖಾತಾ ಮಾಡಿಕೊಟ್ಟಿರುವುದನ್ನು 2023ರ ಜುಲೈನಲ್ಲಿ ಅಂದಿನ ಹಣಕಾಸು ವಿಭಾಗದ ವಿಶೇಷ ಆಯುಕ್ತ ಜಯರಾಂ ರಾಯಪುರ ಪತ್ತೆ ಹಚ್ಚಿದ್ದರು.

ಬಿ ಖಾತಾಗೆ ಅರ್ಹವಾಗಿರುವ ಆಸ್ತಿಗಳಿಗೆ ಅಕ್ರಮವಾಗಿ ಅಭಿವೃದ್ಧಿ ಶುಲ್ಕ ಕಟ್ಟಿಸಿಕೊಂಡು, ‘ಐಎಫ್‌ಎಂಎಸ್‌’ ತಂತ್ರಾಂಶದ ‘ಆರ್‌ ಕೋಡ್‌ 130’ ಬಳಸಿ ‘ಎ’  ಖಾತಾ ನೀಡಿರುವುದು ತನಿಖೆಯಿಂದ ಗೊತ್ತಾಗಿತ್ತು. 2015ರಿಂದ 2023ರವರೆಗೆ ಒಟ್ಟು 45,133 ಪ್ರಕರಣಗಳಲ್ಲಿ ₹898.70 ಕೋಟಿ ಪಾವತಿಸಿಕೊಳ್ಳಲಾಗಿದೆ. ಇವುಗಳಲ್ಲಿ ಶೇ 90ರಷ್ಟು ಪ್ರಕರಣಗಳು ಅಕ್ರಮ ಎಂದು ಪರಿಗಣಿಸಲಾಗಿತ್ತು. ಆ ಸಂದರ್ಭದಲ್ಲಿ ಜಯರಾಂ ಅವರನ್ನು ವರ್ಗಾಯಿಸಲಾಗಿತ್ತು. ಅಕ್ರಮ ಎ ಖಾತಾದ ಬಗ್ಗೆ ಕ್ರಮ ಕೈಗೊಳ್ಳಲು ಕಂದಾಯ ವಿಭಾಗದ ವಿಶೇಷ ಆಯುಕ್ತರಿಗೆ ವರದಿ ನೀಡಲು ಸೂಚಿಸಲಾಗಿತ್ತು. ಆದರೆ, ಈವರೆಗೂ ಕ್ರಮವಾಗಿಲ್ಲ.
