9 Skywalks to be Built in 9 Months via PPP Model

5-Year Commercial Advertising Rights Granted

Bengaluru: To prevent citizens from struggling to cross roads at major junctions and to ensure smooth traffic flow, the Central City Municipal Corporation has decided to construct nine skywalks under the Public-Private Partnership (PPP) model.

The Municipal Corporation will allow contractors constructing the skywalks to display commercial advertisements in accordance with the advertising policy. Tenders have been invited with the decision to award the contract for a period of five years.

Key Features and Requirements

 * Elevators: Lifts must be installed on both sides of the skywalk with a minimum capacity of 16 people.

 * Emergency Info: Information regarding ambulances, nearby hospitals, police stations, traffic police, and the Municipal Corporation helpline must be displayed with contact numbers near the lifts.

 * Escalators: Along with stairs, escalators must be installed. The contractor is responsible for maintenance; any technical issues must be resolved within 24 hours, failing which a fine of ₹10,000 per day will be imposed.

 * Operating Hours: Lifts and escalators must operate from 10:00 AM to 10:00 PM, though systems for 24-hour operation must also be in place.

 * Safety: Skywalks must be at a height of six meters from the road. CCTV cameras must be installed in lifts, escalators, and along the skywalk path to ensure citizen safety.

 * Amenities: The flooring must be non-slip. Potted plants should be maintained in available spaces, and full-time security guards must be deployed.

Commercial Terms

Advertisements can be displayed on both sides of the exterior and on the interior of the skywalk. However, no advertisements are allowed up to a height of one meter from the ground. The contract is based on the DBFOT (Design, Build, Finance, Operate, and Transfer) model. After five years, a new commercial bid will be called to continue the process.

A New Look for Footpaths

"A 10 km stretch of footpath in every Assembly constituency under the Central City Corporation limits will soon be revamped. Encroachments will be cleared, and attractive 3-foot high railings will be installed to prevent future encroachments," said Rajendra Cholan, Commissioner of the Central City Municipal Corporation.

He further added that large pots with plants will be placed on flyover dividers. While similar projects failed in the past due to poor maintenance, the Horticulture Department has now been specifically tasked with ensuring their upkeep. As a first phase, greening is underway on the Sirsi-Mysore Road flyover.

ಬೆಂಗಳೂರು: ಪ್ರಮುಖ ರಸ್ತೆಗಳ ಜಂಕ್ಷನ್‌ಗಳಲ್ಲಿ ರಸ್ತೆ ದಾಟಲು ನಾಗರಿಕರು ಪರದಾಡುವುದನ್ನು ತಪ್ಪಿಸಲು ಹಾಗೂ ಸುಗಮ ವಾಹನ ಸಂಚಾರಕ್ಕೆ ಒಂಬತ್ತು ಸ್ಕೈವಾಕ್‌ ಅನ್ನು ಸಾರ್ವಜನಿಕ ಖಾಸಗಿ ಸಹಭಾಗಿತ್ವ (ಪಿಪಿಪಿ) ಮಾದರಿಯಲ್ಲಿ ನಿರ್ಮಿಸಲು ಕೇಂದ್ರ ನಗರ ಪಾಲಿಕೆ ನಿರ್ಧರಿಸಿದೆ.

ಸ್ಕೈವಾಕ್‌ ನಿರ್ಮಿಸುವ ಗುತ್ತಿಗೆದಾರರಿಗೆ ವಾಣಿಜ್ಯ ಜಾಹೀರಾತು ಪ್ರದರ್ಶಿಸಿಕೊಳ್ಳಲು ಜಾಹೀರಾತು ನೀತಿ ಅನ್ವಯ ಅವಕಾಶವನ್ನು ನಗರ ಪಾಲಿಕೆ ನೀಡಲಿದೆ. ಐದು ವರ್ಷದ ಅವಧಿಗೆ ಗುತ್ತಿಗೆಯನ್ನು ನೀಡಲು ನಿರ್ಧರಿಸಿ, ಟೆಂಡರ್ ಆಹ್ವಾನಿಸಲಾಗಿದೆ.

ಸ್ಕೈವಾಕ್‌ನ ಎರಡೂ ಬದಿ ಲಿಫ್ಟ್‌ ಅಳವಡಿಸಬೇಕು. ಈ ಲಿಫ್ಟ್‌ಗಳು ಕನಿಷ್ಠ 16 ಜನರನ್ನು ಹೊತ್ತೊಯ್ಯುವ ಸಾಮರ್ಥ್ಯ ಹೊಂದಿರಬೇಕು. ಈ ಲಿಫ್ಟ್‌ಗಳಿರುವ ಪ್ರದೇಶದಲ್ಲಿ ಆಂಬುಲೆನ್ಸ್‌, ಸಮೀಪದ ಆಸ್ಪತ್ರೆ, ಪೊಲೀಸ್‌ ಠಾಣೆ, ಸಂಚಾರ ಪೊಲೀಸರು, ಬೆಂಗಳೂರು ಕೇಂದ್ರ ನಗರ ಪಾಲಿಕೆಯ ಸಹಾಯವಾಣಿ, ನಿಯಂತ್ರಣ ಕಚೇರಿಯ ಮಾಹಿತಿಯನ್ನು ಸಂಪರ್ಕ ಸಂಖ್ಯೆಯೊಂದಿಗೆ ನಮೂದಿಸಬೇಕು ಎಂಬ ಷರತ್ತು ವಿಧಿಸಲಾಗಿದೆ.

ಮೆಟ್ಟಿಲುಗಳ ಜೊತೆಗೆ ಎಕ್ಸಲೇಟರ್‌ಗಳನ್ನು ಅಳವಡಿಸಬೇಕು. ಇದರ ನಿರ್ವಹಣೆ ಕೂಡ ಗುತ್ತಿಗೆದಾರರದ್ದಾಗಿದ್ದು, ಯಾವುದಾದರೂ ಸಮಸ್ಯೆಯಾದರೆ 24 ಗಂಟೆಯೊಳಗೆ ಪರಿಹರಿಸಬೇಕು. ಇಲ್ಲದಿದ್ದರೆ ದಿನಕ್ಕೆ ₹10 ಸಾವಿರ ದಂಡ ವಿಧಿಸಲಾಗುತ್ತದೆ. ಲಿಫ್ಟ್‌ ಹಾಗೂ ಎಕ್ಸಲೇಟರ್‌ಗಳು ಬೆಳಿಗ್ಗೆ 10ರಿಂದ ರಾತ್ರಿ 10ರವರೆಗೆ ಕಾರ್ಯನಿರ್ವಹಿಸಬೇಕು. ಇವು 24 ಗಂಟೆಯೂ ಕಾರ್ಯನಿರ್ವಹಿಸುವ ವ್ಯವಸ್ಥೆಯೂ ಇರಬೇಕು.

ಸ್ಕೈವಾಕ್‌, ರಸ್ತೆಯಿಂದ ಆರು ಮೀಟರ್‌ ಎತ್ತರದಲ್ಲಿರಬೇಕು. ಯಾವ ಪ್ರದೇಶದಲ್ಲಿ ಕಾಮಗಾರಿ ಆಗಬೇಕು ಎಂಬುದನ್ನು ಕೇಂದ್ರ ನಗರ ಪಾಲಿಕೆ ವತಿಯಿಂದ ಗುರುತು ಮಾಡಿಕೊಡಲಾಗುತ್ತದೆ. ಸಿಸಿ ಟಿವಿ ಕ್ಯಾಮೆರಾಗಳನ್ನು ಲಿಫ್ಟ್‌, ಎಕ್ಸಲೇಟರ್‌, ಸ್ಕೈವಾಕ್‌ನ ಮಾರ್ಗದಲ್ಲಿ ಅಳವಡಿಸಿ, ಎಲ್ಲ ರೀತಿಯಲ್ಲೂ ನಿಗಾವಹಿಸಬೇಕು. ಈ ಮೂಲಕ ನಾಗರಿಕರ ಸುರಕ್ಷತೆಯನ್ನು ಖಾತರಿಪಡಿಸಬೇಕು.

ಸ್ಕೈವಾಕ್‌ನ ನೆಲಹಾಸು ಜಾರುರಹಿತ ವ್ಯವಸ್ಥೆ ಹೊಂದಿರಬೇಕು. ಸ್ಕೈವಾಕ್‌  ಪ್ರದೇಶದಲ್ಲಿ ಅವಕಾಶವಿರುವ ಸ್ಥಳದಲ್ಲಿ ಕುಂಡದಲ್ಲಿ ಗಿಡಗಳನ್ನು ನೆಟ್ಟು ನಿರ್ವಹಣೆ ಮಾಡಬೇಕು. ಸಂಪೂರ್ಣ ಸ್ವಚ್ಛತೆ ಕಾಪಾಡಿಕೊಂಡು, ಭದ್ರತಾ ಸಿಬ್ಬಂದಿ ಪೂರ್ಣಾವಧಿಯಲ್ಲಿ ಕಾರ್ಯನಿರ್ವಹಿಸಬೇಕು ಎಂಬ ಷರತ್ತುಗಳನ್ನು ಕೇಂದ್ರ ನಗರ ಪಾಲಿಕೆ ವಿಧಿಸಿದೆ.

ಸ್ಕೈವಾಕ್‌ನಲ್ಲಿ ವಾಣಿಜ್ಯ ಜಾಹೀರಾತುಗಳನ್ನು ರಸ್ತೆಯ ಎರಡೂ ಬದಿ ಪ್ರದರ್ಶಿಸಬಹುದು. ಸ್ಕೈವಾಕ್‌ನ ಒಳಬದಿಯಲ್ಲೂ ಜಾಹೀರಾತಿಗೆ ಅವಕಾಶ ನೀಡಲಾಗುತ್ತದೆ. ನೆಲದಿಂದ ಒಂದು ಮೀಟರ್‌ ಎತ್ತರದವರೆಗೆ ಯಾವುದೇ ರೀತಿಯ ಜಾಹೀರಾತು ಪ್ರದರ್ಶಿಸುವಂತಿಲ್ಲ. ನಾಲ್ಕು ವರ್ಷದವರೆಗೆ ರಿಯಾಯಿತಿ ದರದಲ್ಲಿ ಶುಲ್ಕವನ್ನು ಪಾಲಿಕೆಗೆ ಪಾವತಿಸಬೇಕಾಗುತ್ತದೆ. ಐದನೇ ವರ್ಷ ಶೇ 5ರಷ್ಟು ಶುಲ್ಕ ಹೆಚ್ಚಾಗುತ್ತದೆ. ವಿನ್ಯಾಸ, ನಿರ್ಮಾಣ, ಹಣಕಾಸು, ಕಾರ್ಯಾಚರಣೆ, ವರ್ಗಾವಣೆ (ಡಿಬಿಎಫ್‌ಒಟಿ) ಆಧಾರದಲ್ಲಿ ಈ ಗುತ್ತಿಗೆ ನೀಡಲಾಗುತ್ತದೆ. ಹೀಗಾಗಿ, ಐದು ವರ್ಷದ ನಂತರ, ವಾಣಿಜ್ಯ ಬಿಡ್‌ ಕರೆಯಲಾಗುತ್ತದೆ. ಅದರಂತೆ ಪ್ರಕ್ರಿಯೆ ಮುಂದುವರಿಯುತ್ತದೆ ಎಂದು ಟೆಂಡರ್‌ನಲ್ಲಿ ತಿಳಿಸಲಾಗಿದೆ.

 

ಪಾದಚಾರಿ ಮಾರ್ಗಕ್ಕೆ ಹೊಸ ರೂಪ

‘ಕೇಂದ್ರ ನಗರ ಪಾಲಿಕೆ ವ್ಯಾಪ್ತಿಗೆ ಬರುವ ಪ್ರತಿ ವಿಧಾನಸಭೆ ಕ್ಷೇತ್ರದಲ್ಲಿ ತಲಾ 10 ಕಿ.ಮೀ ಉದ್ದ ಪಾದಚಾರಿ ಮಾರ್ಗಕ್ಕೆ ಶೀಘ್ರವೇ ಹೊಸ ರೂಪ ಕೊಡಲಾಗುವುದು. ಪಾದಚಾರಿ ಮಾರ್ಗದ ಒತ್ತುವರಿಯನ್ನು ಸಂಪೂರ್ಣವಾಗಿ ತೆರವುಗೊಳಿಸಿ, ಸ್ವಚ್ಛತೆ ಕಾಪಾಡಿಕೊಳ್ಳಲಾಗುತ್ತದೆ. ಅಲ್ಲದೆ, ಆಕರ್ಷಕ ವಿನ್ಯಾಸ ಮೂರು ಅಡಿ ಎತ್ತರದ ‘ರೈಲಿಂಗ್‌’ ಅನ್ನು ಅಳವಡಿಸಲಾಗುತ್ತದೆ. ಇದರಿಂದ ಒತ್ತುವರಿಗೆ ಆಸ್ಪದ ಇರುವುದಿಲ್ಲ’ ಎಂದು ಕೇಂದ್ರ ನಗರ ಪಾಲಿಕೆ ಆಯುಕ್ತ ರಾಜೇಂದ್ರ ಚೋಳನ್‌ ಅವರು ‘ಪ್ರಜಾವಾಣಿ’ಗೆ ತಿಳಿಸಿದರು.

‘ಮೇಲ್ಸೇತುವೆಗಳ ವಿಭಜಕಗಳಲ್ಲಿ ದೊಡ್ಡ ಕುಂಡಗಳನ್ನು ಇಟ್ಟು, ಅದರಲ್ಲಿ ಗಿಡಗಳನ್ನು ಬೆಳೆಸಲಾಗುತ್ತದೆ. ಈ ಹಿಂದೆ ಇಂತಹ ಯೋಜನೆ ಮಾಡಲಾಗಿತ್ತಾದರೂ ನಿರ್ವಹಣೆ ಕೊರತೆಯಿಂದ ಗಿಡಗಳು ಹಾಳಾಗಿದ್ದವು. ಅದನ್ನೆಲ್ಲ ಪರಿಶೀಲಿಸಿಯೇ ವಿಭಜಕಗಳಲ್ಲಿ ಗಿಡಗಳನ್ನು ಹಾಕಲಾಗುತ್ತಿದೆ. ಇವುಗಳ ನಿರ್ವಹಣೆಯನ್ನು ತೋಟಗಾರಿಕೆ ಇಲಾಖೆಗೆ ವಹಿಸಲಾಗಿದ್ದು, ಯಾವುದೇ ಲೋಪವಾಗದಂತೆ ಕ್ರಮ ಕೈಗೊಳ್ಳಲು ಸೂಚಿಸಲಾಗಿದೆ. ಮೊದಲ ಹಂತವಾಗಿ, ಸಿರ್ಸಿ–ಮೈಸೂರು ರಸ್ತೆ ಮೇಲ್ಸೇತುವೆಯ ವಿಭಜಕಗಳಲ್ಲಿ ದೊಡ್ಡ ಕುಂಡಗಳನ್ನು ಇರಿಸಿ, ಗಿಡಗಳನ್ನು ಹಾಕಲಾಗುತ್ತಿದೆ. ನಮ್ಜ ಪಾಲಿಕೆ ವ್ಯಾಪ್ತಿಯ ಎಲ್ಲ ಮೇಲ್ಸೇತುವೆಗಳಲ್ಲೂ ಈ ರೀತಿಯ ಹಸಿರೀಕರಣ ಮಾಡಲಾಗುತ್ತದೆ’ ಎಂದು ಮಾಹಿತಿ ನೀಡಿದರು.
