BENGALURU: In the maiden budgets of the Central and East City Corporations, a dream has been envisioned to implement dozens of projects using funds that are essentially out of reach, despite a heavy reliance on internal resources.

The state government’s ₹3,000 crore grant, previously provided to the BBMP under the ‘Capital Support for Special Infrastructure’ scheme, has now been divided among five city corporations. While this money is recorded in the corporations' budgets—making them appear larger in size—the corporations are required to transfer more than this allotted amount to the GBA (Greater Bengaluru Authority) and B-SMiLE (for the implementation of mega projects). Additionally, hundreds of crores must be allocated to BSWML (Bengaluru Solid Waste Management Limited) for waste management and administrative costs.

Although state grants are mentioned in the budget, they cannot be used for the corporations' own announced local projects. Furthermore, while the budgets project high revenues from property taxes and other levies, the corporation has historically never seen such high collections.

The Debt Trap of Municipal Bonds

The Central City Corporation has stated it will raise ₹200 crore through Municipal Bonds, while the East City Corporation initially omitted this in the budget book but later showed a loan of ₹226 crore from bonds in the estimated budget. Both corporations have committed to paying 8% interest on these bonds.

While it is claimed that 62–63% of the budget is allocated to public works, the corporations—which must now pay interest on bond loans—are forced to rely solely on property taxes and fees for these projects. However, internal resources must first be exhausted for mandatory costs like staff salaries, administrative expenses, and the maintenance of ongoing projects.

Once the funds are diverted to the GBA, B-SMiLE, and BSWML, and allocations are made for the funds of the In-charge Minister, Mayor, Deputy Mayor, and Commissioner, there will be virtually no money left for the newly announced public works.

Unrealistic Revenue Targets

The corporations expect massive revenue from the conversion of 'B' Khata to 'A' Khata. However, in the last five months, only a few hundred applications have been submitted across five corporations, and not even 20% have been processed. While hundreds of crores are expected from Premium FAR (Floor Area Ratio), the budget specifies that these funds will also be transferred to B-SMiLE. Consequently, the budget appears to be offering "the moon and the stars" without any actual financial backing.

ಕಾಸಿಲ್ಲದಿದ್ದರೂ ಕೈ ತುಂಬಾ ಯೋಜನೆ

ಬೆಂಗಳೂರು: ಕೇಂದ್ರ ಹಾಗೂ ಪೂರ್ವ ನಗರ ಪಾಲಿಕೆಯ ಮೊದಲ ಬಜೆಟ್‌ನಲ್ಲಿ  ಸ್ವಂತ ಸಂಪನ್ಮೂಲದ ಮೇಲೇ ಅವಲಂಬಿತವಾಗಿದ್ದರೂ ಕೈಗೆ ಬಾರದ ಹಣದಲ್ಲಿ ಹತ್ತಾರು ಯೋಜನೆಗಳನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸುವ ಕನಸನ್ನು ಕಾಣಲಾಗಿದೆ.

ರಾಜ್ಯ ಸರ್ಕಾರ, ‘ವಿಶೇಷ ಮೂಲಸೌಕರ್ಯಕ್ಕೆ ಬಂಡವಾಳ ಬೆಂಬಲ’ ಯೋಜನೆ ಮೂಲಕ ಬಿಬಿಎಂಪಿಗೆ ನೀಡುತ್ತಿದ್ದ ₹3 ಸಾವಿರ ಕೋಟಿ ಅನುದಾನವನ್ನು ಐದು ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ವಿಂಗಡಣೆ ಮಾಡಲಾಗಿದೆ. ಈ ಹಣ ನಗರ ಪಾಲಿಕೆಗಳ ಬಜೆಟ್‌ನಲ್ಲಿ ನಮೂದಾಗಿ, ಗಾತ್ರ ಹಿರಿದಾಗಿದೆ. ಆದರೆ, ಈ ಅನುದಾನಕ್ಕಿಂತ ಹೆಚ್ಚಿನ ಹಣವನ್ನು ನಗರ ಪಾಲಿಕೆಗಳು ಜಿಬಿಎ ಮತ್ತು ಬೃಹತ್‌ ಯೋಜನೆಗಳನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸುವ ಬಿ–ಸ್ಮೈಲ್‌ಗೆ ವರ್ಗಾಯಿಸಬೇಕಾಗಿದೆ. ಅಲ್ಲದೆ, ಘನತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ, ಆಡಳಿತ ವೆಚ್ಚಕ್ಕೆ ಬೆಂಗಳೂರು ಘನತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ ನಿಯಮಿತಕ್ಕೆ (ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌) ನೂರಾರು ಕೋಟಿ ನೀಡಬೇಕಾಗಿದೆ.

ರಾಜ್ಯ ಅನುದಾನ ನಗರ ಪಾಲಿಕೆಗಳ ಬಜೆಟ್‌ನಲ್ಲಿ ನಮೂದಾಗಿದ್ದರೂ ಅದು ಪಾಲಿಕೆ ಪ್ರಕಟಿಸಿರುವ ತನ್ನದೇ ಯೋಜನೆಗಳ ಅನುಷ್ಠಾನಕ್ಕೆ ಉಪಯೋಗಕ್ಕೆ ಬರುವುದಿಲ್ಲ. ಇನ್ನು, ತನ್ನ ಆಸ್ತಿ ತೆರಿಗೆ, ಇತರೆ ಕರಗಳಿಂದ ಅತಿಹೆಚ್ಚು ಆದಾಯವಿದೆ ಎಂದು ತೋರಲಾಗುತ್ತಿದ್ದರೂ, ಪಾಲಿಕೆಯ ಇತಿಹಾಸದಲ್ಲೇ ಅಷ್ಟು ಹಣ ಬಂದಿಲ್ಲ. 

ಕೇಂದ್ರ ನಗರ ಪಾಲಿಕೆ ಮುನಿಸಿಪಲ್‌ ಬಾಂಡ್‌ನಿಂದ ₹200 ಕೋಟಿ ಸಂಗ್ರಹಿಸುತ್ತದೆ ಎಂದು ಹೇಳಿದ್ದರೆ, ಪೂರ್ವ ನಗರ ಪಾಲಿಕೆ ಬಜೆಟ್‌ ಪುಸ್ತಕದಲ್ಲಿ ಇದನ್ನು ಮುಚ್ಚಿಟ್ಟಿದೆ. ಆದರೆ, ಆಯವ್ಯಯದ ಅಂದಾಜು ಪುಸ್ತಕದಲ್ಲಿ ₹226 ಕೋಟಿಯನ್ನು ಮುನಿಸಿಪಲ್‌ ಬಾಂಡ್‌ನಿಂದ ಸಂಗ್ರಹಿಸುವ ಸಾಲ ಎಂದು ತೋರಿಸಲಾಗಿದೆ. ಇನ್ನು, ಮುನಿಸಿಪಲ್‌ ಬಾಂಡ್‌ಗೆ ಶೇ 8ರಷ್ಟು ಬಡ್ಡಿ ನೀಡುವುದಾಗಿಯೂ ಪಾಲಿಕೆಗಳು ಹೇಳಿಕೊಂಡಿವೆ.

ಸಾರ್ವಜನಿಕ ಕಾಮಗಾರಿಗಳಿಗೆ ಬಜೆಟ್‌ ಗಾತ್ರ ಶೇ 62–63ರಷ್ಟು ಹಣ ಒದಗಿಸುವುದಾಗಿ ಹೇಳಲಾಗಿದೆ. ಆದರೆ, ಬಾಂಡ್‌ ಮೂಲಕ ತೆಗೆದುಕೊಂಡುವ ಸಾಲಕ್ಕೆ ಬಡ್ಡಿಯನ್ನೂ ಪಾವತಿಸಬೇಕಾದ ನಗರ ಪಾಲಿಕೆಗಳು, ಆಸ್ತಿ ತೆರಿಗೆ ಹಾಗೂ ಇತರೆ ಸಂಬಂಧಿತ ಕರ, ಶುಲ್ಕಗಳನ್ನೇ ಯೋಜನೆಗಳಿಗೆ ನಂಬಿಕೊಳ್ಳಬೇಕಿದೆ. ಇದಕ್ಕಿಂತ ಮೊದಲು, ಸಿಬ್ಬಂದಿಗೆ ವೇತನ ಹಾಗೂ ಆಡಳಿತಾತ್ಮಕ ವೆಚ್ಚಗಳಿಗೇ ತನ್ನ ಸ್ವಂತ ಆರ್ಥಿಕ ಸಂಪನ್ಮೂಲಗಳನ್ನು ಬಳಸಿಕೊಳ್ಳಬೇಕಾದ ಅನಿವಾರ್ಯತೆ ಇದೆ. ಇದರ ಜೊತೆಗೆ, ಈಗಾಗಲೇ ಪ್ರಗತಿಯಲ್ಲಿರುವ ಯೋಜನೆಗಳ ಕಾರ್ಯಾಚರಣೆ ಮತ್ತು ನಿರ್ವಹಣೆ ವೆಚ್ಚವನ್ನೂ ಭರಿಸಬೇಕಾಗುತ್ತದೆ.

ಜಿಬಿಎ, ಬಿ–ಸ್ಮೈಲ್‌, ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ಗೆ ನೀಡಬೇಕಾದ ಹಣ, ಉಸ್ತುವಾರಿ ಸಚಿವರು, ಮೇಯರ್–ಉಪಮೇಯರ್‌, ಆಯುಕ್ತರ ನಿಧಿಯನ್ನೂ ನೀಡಿದರೆ ಇವೆಲ್ಲವೂ ಮುಗಿದ ಮೇಲೆ ಸಾರ್ವಜನಿಕ ಕಾಮಗಾರಿಗಳು ಸೇರಿದಂತೆ ಪ್ರಕಟಿಸಲಾಗಿರುವ ಹೊಸ ಯೋಜನೆಗಳಿಗೆ ಹಣ ಒದಗಿಸಲು ಕೈಯಲ್ಲಿ ಬಿಡಿಗಾಸು ಇಲ್ಲದಂತಾಗುತ್ತದೆ. 

ಬಿ ಖಾತಾದಿಂದ ಎ ಖಾತಾಗೆ ಪರಿವರ್ತನೆಯಾದರೆ ಅತಿಹೆಚ್ಚು ಆದಾಯ ಬರುತ್ತದೆ ಎಂದು ಪಾಲಿಕೆಗಳು ಬಜೆಟ್‌ನಲ್ಲಿ ನಿರೀಕ್ಷಿಸಿವೆ. ಆದರೆ, ಐದು ನಗರ ಪಾಲಿಕೆ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಐದು ತಿಂಗಳಿಂದ ಕೆಲವೇ ನೂರು ಅರ್ಜಿಗಳು ಮಾತ್ರ ಸಲ್ಲಿಕೆಯಾಗಿವೆ. ಅವುಗಳಲ್ಲಿ ಶೇ 20ರಷ್ಟೂ ವಿಲೇವಾರಿಯಾಗಿಲ್ಲ. ಪ್ರೀಮಿಯಂ ಎಫ್‌ಎಆರ್‌ನಲ್ಲಿ ನೂರಾರು ಕೋಟಿ ಬರುತ್ತದೆ ಎಂದು ಹೇಳಲಾಗಿದ್ದು, ಅದು ಸಂಗ್ರಹವಾದರೂ ಅದನ್ನು ಬಿ–ಸ್ಮೈಲ್‌ಗೆ ವರ್ಗಾಯಿಸಲಾಗುತ್ತದೆ ಎಂದು ಬಜೆಟ್‌ನಲ್ಲಿ ಹೇಳಲಾಗಿದೆ. ಹೀಗಾಗಿ, ಹಣವಿಲ್ಲದಿದ್ದರೂ ಯೋಜನೆಗಳನ್ನು ನೀಡುವುದಾಗಿ ಬಜೆಟ್‌ನಲ್ಲಿ ಆಕಾಶವನ್ನು ತೋರಿಸಲಾಗಿದೆ.
