Exploitation of Waste Disposal Workers

Bengaluru: The Bengaluru City Sanitation and Lorry Owners-Contractors Association has alleged that workers are being exploited by being forced to segregate waste on the streets, in violation of the "Supply Work Order" for waste disposal.

"In addition to their duties as auto drivers and assistants, they are being forcibly subjected to waste segregation work. Contrary to their original positions, they are being treated like ragpickers. This is a violation of the Solid Waste Management Rules of 2000 and 2016," said S.N. Balasubramaniam, General Manager of the Association.

He further complained, "As per the 'Supply Work Order' issued to contractors, they are instructed to conduct primary collection of waste from houses daily and transport it in secondary transport vehicles. Additionally, they are assigned to collect and dispose of only solid waste swept from roads, with vehicles allocated based on each ward. However, this system has changed since the arrival of the new CEO at Bengaluru Solid Waste Management Limited (BSWML)."

"The Assistant General Manager of BSWML is instructing drivers and assistants to pick through waste. They claim they have verbal orders from the CEO and COO. Our workers are deeply pained by this malicious intent. It has become impossible to live a life of dignity among our children and relatives in this profession. Therefore, workers have stated they will quit if their full pending wages are paid. Upon reviewing this, a mentality of treating our workers like bonded laborers is evident," Balasubramaniam said.

"A letter regarding this has been written to the CEO of BSWML. Despite requesting the Chief Commissioner of GBA (Greater Bengaluru Authority) to resolve several issues, he has not held a meeting with us. Thus, we are publicly speaking out against the atrocities being committed against the workers," he added.

Potential Crisis in Waste Disposal from March 23

S.N. Balasubramaniam, General Secretary of the Association, stated in a letter to the CEO of BSWML that if workers, fed up with the behavior of BSWML officials, express inability to perform their duties in the coming days, the authorities must make alternative arrangements in the interest of public health.

"The CEO and COO are threatening to use the 'ESMA' (Essential Services Maintenance Act) if we stop cleaning work or protest. They are not considering the condition of the workers even out of basic courtesy. You are treating our workers inhumanely for your own ego. If workers quit due to this attitude, you must make your own alternative arrangements," the letter pleaded.

Official ‘Mafia’ to Blame: Balasubramaniam

"Bills for waste collection and disposal contractors have not been paid since October 2025. When we approach BSWML officials regarding this, they treat us worse than beggars. It is because of this attitude of the officials that the garbage problem in Bengaluru city is increasing. If the waste disposal system is disrupted due to their tyranny, the 'Official Mafia' will be responsible," said S.N. Balasubramaniam.

Working According to Rules: Kareegowda

"As per the Solid Waste Management Rules of 2000 and 2016, contracts have been awarded to collect dry and wet waste separately from houses. If they collect mixed waste and segregate it on the road, what can we do? We are not forcing anyone to segregate waste on the streets," said Kareegowda, CEO of BSWML.

He added, "It is true that bills have not been paid since October 2025. One month’s bill will be paid this week, and another two months’ bills will be paid next week."

ಬೆಂಗಳೂರು: ‘ತ್ಯಾಜ್ಯ ವಿಲೇವಾರಿ ‘ಸರಬರಾಜು ಕಾರ್ಯಾದೇಶ’ವನ್ನು ಉಲ್ಲಂಘಿಸಿ, ರಸ್ತೆಯಲ್ಲಿರುವ ಕಸವನ್ನು ವಿಂಗಡಿಸುವ ಕೆಲಸಕ್ಕೆ ಕಾರ್ಮಿಕರನ್ನು ಬಳಸಿಕೊಂಡು ಶೋಷಣೆ ಮಾಡಲಾಗುತ್ತಿದೆ’ ಎಂದು ಬೆಂಗಳೂರು ಮಹಾನಗರ ಸ್ವಚ್ಛತೆ ಮತ್ತು ಲಾರಿ ಮಾಲೀಕರು–ಗುತ್ತಿಗೆದಾರರ ಸಂಘ ಆರೋಪಿಸಿದೆ.

‘ಆಟೊ ಚಾಲಕರು ಮತ್ತು ಸಹಾಯಕರು ನಿರ್ವಹಿಸುವ ಕೆಸಲದ ಜೊತೆಗೆ ಒತ್ತಾಯಪೂರ್ವಕವಾಗಿ ಅವರಿಂದ ಕಸ ವಿಂಗಡಿಸುವ ಕಾರ್ಯಕ್ಕೆ ಒಳವಡಿಸಲಾಗುತ್ತಿದೆ. ಅವರ ಮೂಲ ಹುದ್ದೆಗೆ ವಿರುದ್ಧವಾಗಿ ಚಿಂದಿ ಆಯುವವರ ರೀತಿಯಲ್ಲಿ ನಡೆಸಿಕೊಳ್ಳಲಾಗುತ್ತಿದೆ. ಇದು ಘನತ್ಯಾಜ್ಯ ವಿಲೇವಾರಿ ನಿಯಮ 2000 ಮತ್ತು 2016ರ ನಿಯಮದ ಉಲ್ಲಂಘನೆಯಾಗಿದೆ’ ಎಂದು ಸಂಘದ ಪ್ರಧಾನ ವ್ಯವಸ್ಥಾಪಕ ಎಸ್‌.ಎನ್‌. ಬಾಲಸುಬ್ರಮಣಿಯಂ ಹೇಳಿದರು.

‘ಗುತ್ತಿಗೆದಾರರಿಗೆ ನೀಡಿರುವ ‘ಸರಬರಾಜು ಕಾರ್ಯಾದೇಶ’ದಂತೆ, ಪ್ರತಿನಿತ್ಯ ಮನೆಗಳಿಂದ ಕಸವನ್ನು ಪ್ರಥಮ ಹಂತದ ಸಂಗ್ರಹ, ದ್ವಿತೀಯ ಹಂತದ ಸಾಗಣೆ ವಾಹನಗಳಲ್ಲಿ ಮಾಡುವಂತೆ ಸೂಚಿಸಲಾಗಿದೆ.  ಇದರ ಜೊತೆಗೆ, ರಸ್ತೆಗಳ ಕಸ ಗುಡಿಸಿರುವ ಘನತ್ಯಾಜ್ಯವನ್ನು ಮಾತ್ರ ಸಂಗ್ರಹಿಸಿ ವಿಲೇವಾರಿ ಮಾಡುವ ಕಾರ್ಯಕ್ಕೆ, ಪ್ರತಿ ವಾರ್ಡ್‌ನ ಆಧಾರದ ಮೇಲೆ ವಾಹನಗಳನ್ನು ನಿಗದಿಪಡಿಸಿ ಕಸ ವಿಲೇವಾರಿ ಮಾಡುವಂತೆ ಸೂಚಿಸಲಾಗಿದೆ. ಆದರೆ, ಬೆಂಗಳೂರು ಘನತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ ನಿಯಮಿತಕ್ಕೆ (ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌) ಹೊಸ ಸಿಇಒ ಬಂದ ಮೇಲೆ ಈ ಪದ್ಧತಿ ಬದಲಾಗಿದೆ’ ಎಂದು ದೂರಿದರು.

‘ತ್ಯಾಜ್ಯ ಸಾಗಿಸುವ ಚಾಲಕ ಹಾಗೂ ಸಹಾಯಕರು ಕಸ ಆಯಬೇಕು ಎಂದು ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ನ ಸಹಾಯಕ ಪ್ರಧಾನ ವ್ಯವಸ್ಥಾಪಕರು ಸೂಚಿಸುತ್ತಿದ್ದಾರೆ. ನಮಗೆ ಸಿಇಒ, ಸಿಒಒ ಮೌಖಿಕ ಆದೇಶ ನೀಡಿದ್ದಾರೆ ಎನ್ನುತ್ತಾರೆ. ಈ ದುರುದ್ದೇಶದಿಂದ ನಮ್ಮ ಕಾರ್ಮಿಕರು ಬಹಳಷ್ಟು ಮನನೊಂದಿದ್ದಾರೆ. ಈ ವೃತ್ತಿಯಿಂದ ನಾವು ಗೌರವಯುತವಾಗಿ ಮಕ್ಕಳು ಮತ್ತು ಸಂಬಂಧಿಕರ ನಡುವೆ ಜೀವನ ನಡೆಸುವ ಪರಿಸ್ಥಿತಿ ಇಲ್ಲದಂತಾಗಿದೆ. ಆದ್ದರಿಂದ, ಬಾಕಿ ಉಳಿದಿರುವ ಪೂರ್ಣ ವೇತನವನ್ನು ನೀಡಿದರೆ ನಾವು ವೃತ್ತಿ ತ್ಯಜಿಸುವುದಾಗಿ ಹೇಳಿದ್ದಾರೆ. ಇದರ ಬಗ್ಗೆ ನಾವು ವಿಮರ್ಶೆ ನಡೆಸಿದಾಗ ನಮ್ಮ ಕಾರ್ಮಿಕರನ್ನು ಜೀತದಾಳುಗಳಂತೆ ನಡೆಸಿಕೊಳ್ಳುವ ಮನೋಭಾವನೆ ಕಂಡುಬಂದಿದೆ’ ಎಂದು ಬಾಲಸುಬ್ರಮಣಿಯಂ ಹೇಳಿದರು.

‘ಈ ಬಗ್ಗೆ ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ನ ಸಿಇಒ ಅವರಿಗೆ ಪತ್ರ ಬರೆಯಲಾಗಿದೆ. ಜಿಬಿಎ ಮುಖ್ಯ ಆಯುಕ್ತರಿಗೆ ಹಲವು ಸಮಸ್ಯೆಗಳನ್ನು ಬಗೆಹರಿಸುವಂತೆ ಕೋರಿದ್ದರೂ ಅವರು ನಮ್ಮೊಂದಿಗೆ ಸಭೆ ನಡೆಸಿಲ್ಲ. ಹೀಗಾಗಿ, ಕಾರ್ಮಿಕರ ಮೇಲೆ ನಡೆಯುತ್ತಿರುವ ದೌರ್ಜನ್ಯವನ್ನು ನಾವು ಬಹಿರಂಗವಾಗಿ ಹೇಳುತ್ತಿದ್ದೇವೆ’ ಎಂದರು.

 

ಮಾರ್ಚ್‌ 23ರಿಂದ ವಿಲೇವಾರಿಗೆ ಸಂಕಷ್ಟ

‘ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ನ ಅಧಿಕಾರಿಗಳ ನಡವಳಿಕೆಯಿಂದ ಬೇಸತ್ತಿರುವ ಕಾರ್ಮಿಕರು ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ತಮ್ಮ ಕೆಲಸವನ್ನು ನಿರ್ವಹಿಸಲು ಅಸಹಾಯಕತೆ ತೋರಿದ್ದಲ್ಲಿ, ಸಾರ್ವಜನಿಕರ ಆರೋಗ್ಯ ಹಿತದೃಷ್ಟಿಯಿಂದ ಬದಲಿ ವ್ಯವಸ್ಥೆ ಮಾಡಿಕೊಳ್ಳಬೇಕು’ ಎಂದು ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ನ ಸಿಇಒ ಅವರಿಗೆ ಬರೆದಿರುವ ಪತ್ರದಲ್ಲಿ ಸಂಘದ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಎಸ್‌.ಎನ್‌. ಬಾಲಸುಬ್ರಮಣಿಯಂ ತಿಳಿಸಿದ್ದಾರೆ.

‘ಸ್ವಚ್ಛತಾ ಕಾರ್ಯವನ್ನು ಸ್ಥಗಿತಗೊಳಿಸುವುದು ಅಥವಾ ಪ್ರತಿಭಟನೆ ಮಾಡಿದರೆ ‘ಎಸ್ಮಾ’ ಅಸ್ತ್ರ ಉಪಯೋಗಿಸುತ್ತೇವೆ ಎಂದು ಸಿಇಒ ಮತ್ತು ಸಿಒಒ ಬೆದರಿಸುತ್ತಿದ್ದಾರೆ. ಕನಿಷ್ಠ ಸೌಜನ್ಯಕ್ಕೂ ಕಾರ್ಮಿಕರ ಪರಿಸ್ಥಿತಿಯನ್ನು ಪರಿಗಣಿಸುತ್ತಿಲ್ಲ. ನಿಮ್ಮ ಸ್ವಯಂ ಪ್ರತಿಷ್ಠೆಗಾಗಿ ನಮ್ಮ ಕಾರ್ಮಿಕರನ್ನು ಅಮಾನವೀಯವಾಗಿ ನಡೆಸಿಕೊಳ್ಳುತ್ತಿದ್ದೀರ. ನಿಮ್ಮ ಈ ಧೋರಣೆಯಿಂದ ಕಾರ್ಮಿಕರು ಕೆಲಸ ತ್ಯಜಿಸಿದರೆ ತಾವು ಬದಲಿ ವ್ಯವಸ್ಥೆ ಮಾಡಿಕೊಳ್ಳಬೇಕು’ ಎಂದು ಪ್ರಾರ್ಥಿಸಿಕೊಂಡಿದ್ದಾರೆ.

 

ಅಧಿಕಾರಿಗಳ ಮಾಫಿಯಾವೇ ಕಾರಣ: ಬಾಲಸುಬ್ರಮಣಿಯಂ

‘ತ್ಯಾಜ್ಯ ಸಂಗ್ರಹ, ವಿಲೇವಾರಿಯ ಗುತ್ತಿಗೆದಾರರಿಗೆ 2025ರ ಅಕ್ಟೋಬರ್‌ನಿಂದ ಬಿಲ್‌ ಪಾವತಿಸಿಲ್ಲ. ಈ ವಿಷಯದಲ್ಲಿ ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಅಧಿಕಾರಿಗಳನ್ನು ಕೋರಲಾದರೂ, ನಮ್ಮನ್ನು ಭಿಕ್ಷುಕರಿಗಿಂತ ಕೀಳಾಗಿ ನಡಸಿಕೊಳ್ಳುತ್ತಾರೆ. ಈ ಅಧಿಕಾರಿಗಳ ಇಂತಹ ಮನೋಭಾವನೆಯಿಂದಲೇ ಬೆಂಗಳೂರು ನಗರದಲ್ಲಿ ಕಸದ ಸಮಸ್ಯೆ ಹೆಚ್ಚಾಗುತ್ತಿದೆ. ಇವರ ದೌರ್ಜನ್ಯದಿಂದ ಕಸದ ವಿಲೇವಾರಿ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ವ್ಯತ್ಯಯ ಉಂಟಾದರೆ ಅದಕ್ಕೆ ಅಧಿಕಾರಿಗಳ ಮಾಫಿಯಾವೇ ಕಾರಣ’ ಎಂದು ಬೆಂಗಳೂರು ಮಹಾನಗರ ಸ್ವಚ್ಛತೆ ಮತ್ತು ಲಾರಿ ಮಾಲೀಕರು–ಗುತ್ತಿಗೆದಾರರ ಸಂಘ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಎಸ್‌.ಎನ್‌. ಬಾಲಸುಬ್ರಮಣಿಯಂ ತಿಳಿಸಿದರು.

 

ನಿಯಮದಂತೆ ಕಾರ್ಯ: ಕರೀಗೌಡ

‘ಘನತ್ಯಾಜ್ಯ ವಿಲೇವಾರಿ ನಿಯಮ 2000 ಮತ್ತು 2016ರಂತೆ ಮನೆಗಳಿಂದ ಒಣಕಸ ಹಾಗೂ ಹಸಿ ಕಸವನ್ನು ಪ್ರತ್ಯೇಕವಾಗಿ ಸಂಗ್ರಹಿಸಲು ಗುತ್ತಿಗೆ ನೀಡಲಾಗಿದೆ. ಅವರು ಮಿಶ್ರ ಕಸ ಸಂಗ್ರಹಿಸಿ, ರಸ್ತೆಯಲ್ಲಿ ವಿಂಗಡಿಸಿದರೆ ನಾವು ಏನು ಮಾಡಲು ಸಾಧ್ಯ? ರಸ್ತೆಯಲ್ಲಿ ಕಸ ವಿಂಗಡಿಸುವಂತೆ ನಾವು ಒತ್ತಾಯಿಸುತ್ತಿಲ್ಲ’ ಎಂದು ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ನ ಸಿಇಒ ಕರೀಗೌಡ ತಿಳಿಸಿದರು.

‘2025ರ ಅಕ್ಟೋಬರ್‌ನಿಂದ ಬಿಲ್‌ ಪಾವತಿ ಆಗದಿರುವುದು ನಿಜ. ಈ ವಾರದಲ್ಲಿ ಒಂದು ತಿಂಗಳ ಬಿಲ್‌ ಪಾವತಿಸಲಾಗುತ್ತದೆ. ಮುಂದಿನ ವಾರದಲ್ಲಿ ಇನ್ನೆರಡು ತಿಂಗಳ ಬಿಲ್‌ ಪಾವತಿಯಾಗುತ್ತದೆ’ ಎಂದರು.
