Bitumen Shortage: Asphalting Works Grinding to a Halt

Bengaluru: Due to the supply chain disruptions caused by the war crisis in West Asia, Bengaluru is facing a severe shortage of bitumen. Consequently, nearly 80% of road asphalting projects in the city have come to a standstill.

Thousands of crores are being spent on road development projects under the Greater Bengaluru Area (GBA). Deputy Chief Minister D.K. Shivakumar had previously stated that road works worth approximately ₹5,200 crore would be completed by the end of April. However, the bitumen crisis has brought most of these projects to a dead stop.

Rising Costs and "Artificial" Demand

"A week after the war began in West Asia, the supply of bitumen—the primary material for asphalting—started falling short of demand. Now, the price of bitumen has surged by more than 45% per ton. Supplies are being intentionally withheld to create an artificial spike in demand. Under these circumstances, we have no choice but to stop the work," contractors reported.

The Financial Burden on Contractors

"Work orders for many city roads were issued after March 1 based on previous rates. With bitumen prices jumping over 45%, it is impossible to execute these contracts. We work for a small margin; if material costs rise this sharply, we face massive losses. Who would want to work while losing money?" the contractors questioned.

Bitumen is supplied to the city via agencies through MRPL/IOC from the Mangaluru port. However, for the past week, supply has dried up, forcing an inevitable halt to construction.

Monsoon Deadlines at Risk

The GBA and five other municipal corporations aimed to develop all roads and make them pothole-free before the monsoon begins. While work is ongoing on several main and arterial roads, ward-level road orders have been issued and tenders are being finalized elsewhere. This shortage significantly dims the prospects of completing road repairs before the rains arrive.

"We are currently gathering data on the total volume of bitumen required. A decision on how to resolve this issue will be taken at the government level," stated GBA officials.

Contractors are unable to bear the increased cost of bitumen; the only option left now is to stop the work.

Appeal for 'Star Rate'

R. Manjunath, President of the State Contractors’ Association, explained that there is a provision called a 'Star Rate'—an adjustment in the contract value when the price of a key material increases significantly during the project.

"Contractors across the state are in distress. Those whose projects are nearing completion are the hardest hit. We have appealed to all departments to grant 'Star Rates' to offset the bitumen price hike. We have also requested the Chief Minister to issue instructions to recalculate contract amounts based on these increased costs," he stated.

ಬೆಂಗಳೂರು: ಪಶ್ಚಿಮ ಏಷ್ಯಾದಲ್ಲಿನ ಯುದ್ಧ ಬಿಕ್ಕಟ್ಟಿನಲ್ಲಿ ನಗರಕ್ಕೆ ಸರಬರಾಜಾಗುವ ಬಿಟುಮಿನ್‌ ಕೊರತೆಯಾಗಿದ್ದು, ರಸ್ತೆ ಡಾಂಬರೀಕರಣದ ಶೇ 80ರಷ್ಟು ಕಾಮಗಾರಿಗಳು ಸ್ಥಗಿತಗೊಂಡಿವೆ.

ಜಿಬಿಎ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಸಾವಿರಾರು ಕೋಟಿ ವೆಚ್ಚದಲ್ಲಿ ರಸ್ತೆ ಅಭಿವೃದ್ಧಿ ಕಾಮಗಾರಿಗಳು ನಡೆಯುತ್ತಿವೆ. ‘ಏಪ್ರಿಲ್‌ ಅಂತ್ಯದ ವೇಳೆಗೆ ಸುಮಾರು ₹5,200 ಕೋಟಿ ವೆಚ್ಚದ ರಸ್ತೆ ಕಾಮಗಾರಿಗಳು ಮುಗಿಯಲಿವೆ’ ಎಂದು ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್‌ ಹೇಳಿದ್ದರು. ಆದರೆ, ಬಿಟುಮಿನ್‌ ಕೊರತೆಯಿಂದ ಬಹುತೇಕ ಕಾಮಗಾರಿಗಳು ನಿಂತುಹೋಗಿವೆ.

‘ರಸ್ತೆ ಡಾಂಬರೀಕರಣದಲ್ಲಿ ಪ್ರಮುಖವಾಗಿ ಬಳಸುವ ಬಿಟುಮಿನ್‌, ಪಶ್ಚಿಮ ಏಷ್ಯಾದಲ್ಲಿ ಯುದ್ಧ ಆರಂಭವಾದ ಒಂದು ವಾರದ ನಂತರ ಬೇಡಿಕೆಗೆ ಅನುಗುಣವಾಗಿ ಸರಬರಾಜು ಆಗುವುದು ಕಡಿಮೆಯಾಗುತ್ತಾ ಬಂದಿತು. ಇದೀಗ ಬಿಟುಮಿನ್‌ ದರ ಪ್ರತಿ ಟನ್‌ಗೆ ಶೇ 45ಕ್ಕಿಂತ ಹೆಚ್ಚಾಗಿದೆ. ವಿತರಣೆಯನ್ನು ಬೇಕೆಂದಲೇ ನಿಲ್ಲಿಸಲಾಗಿದ್ದು, ಅನಗತ್ಯವಾಗಿ ‘ಬೇಡಿಕೆ’ಯನ್ನು ಹೆಚ್ಚಿಸಲಾಗುತ್ತಿದೆ. ಹೀಗಾಗಿ, ರಸ್ತೆ ಕಾಮಗಾರಿಯನ್ನು ಅನಿವಾರ್ಯವಾಗಿ ನಿಲ್ಲಿಸಬೇಕಾಗಿದೆ’ ಎಂದು ಗುತ್ತಿಗೆದಾರರು ಮಾಹಿತಿ ನೀಡಿದರು.

‘ನಗರದ ಹಲವು ರಸ್ತೆಗಳ ಅಭಿವೃದ್ಧಿ ಹಾಗೂ ಡಾಂಬರೀಕರಣಕ್ಕೆ ಮಾರ್ಚ್‌ 1ರ ನಂತರ ಕಾರ್ಯಾದೇಶ ನೀಡಲಾಗಿದೆ. ಇದೆಲ್ಲವೂ ಹಿಂದಿನ ದರದಂತೆಯೇ ಇದೆ. ಆದರೆ, ಬಿಟುಮಿನ್‌ ದರ ಶೇ 45ಕ್ಕೂ ಹೆಚ್ಚು ಅಧಿಕವಾಗಿರುವುದರಿಂದ ಕೆಲಸ ಮಾಡುವುದು ಸಾಧ್ಯವಿಲ್ಲ. ಒಂದೆರಡು ಕಾಸು ಸಿಗುತ್ತದೆ ಎಂದು ಕೆಲಸ ಮಾಡುತ್ತೇವೆ. ಬಿಟುಮಿನ್‌ ದರ ಹೆಚ್ಚಾದರೆ ನಮಗೆ ಭಾರಿ ನಷ್ಟವಾಗುತ್ತದೆ.  ಹಣ ಕಳೆದುಕೊಂಡು ಯಾರು ಕೆಲಸ ಮಾಡಲು ಇಚ್ಛಿಸುತ್ತಾರೆ ಹೇಳಿ’ ಎಂದು ಗುತ್ತಿಗೆದಾರರು ಪ್ರಶ್ನಿಸಿದರು.

‘ಮಂಗಳೂರಿನ ಬಂದರಿನಿಂದ ಎಂಆರ್‌ಪಿಎಲ್‌/ ಐಒಸಿಗಳ ಮೂಲಕ ಬಿಟುಮಿನ್‌ ಪೂರೈಕೆಯಾಗುತ್ತದೆ. ಅಲ್ಲಿಂದ ಏಜೆನ್ಸಿಗಳು ನಮಗೆ ಬಿಟುಮಿನ್‌ ಸರಬರಾಜು ಮಾಡುತ್ತಿದ್ದಾರೆ. ಕಳೆದ ಒಂದು ವಾರದಿಂದ ಬಿಟುಮಿನ್‌ ಲಭ್ಯವಾಗುತ್ತಿಲ್ಲ. ಹೀಗಾಗಿ, ಕೆಲಸ ನಿಲ್ಲಿಸಬೇಕಾದ ಅನಿವಾರ್ಯ ಎದುರಾಗಿದೆ’ ಎಂದರು.

ಮಳೆಗಾಲ ಆರಂಭಕ್ಕೆ ಮುನ್ನ ಎಲ್ಲ ರಸ್ತೆಗಳನ್ನೂ ಅಭಿವೃದ್ಧಿಗೊಳಿಸಿ, ಗುಂಡಿಮುಕ್ತಗೊಳಿಸಿ, ಡಾಂಬರೀಕರಣ ಮಾಡುವ ಉದ್ದೇಶವನ್ನು ಜಿಬಿಎ ಹಾಗೂ ಐದು ನಗರ ಪಾಲಿಕೆಗಳು ಹೊಂದಿದ್ದವು. ಮುಖ್ಯ ಹಾಗೂ ಉಪ ಮುಖ್ಯರಸ್ತೆಗಳಲ್ಲಿ ಕಾಮಗಾರಿಗಳು ನಡೆಯುತ್ತಿವೆ. ಹಲವಡೆ ವಾರ್ಡ್‌ ರಸ್ತೆಗಳ ಕಾಮಗಾರಿಗೆ ಕಾರ್ಯಾದೇಶ ನೀಡಲಾಗಿದ್ದು, ಇನ್ನುಳಿದ ಕಡೆ ಟೆಂಡರ್‌ ಪ್ರಕ್ರಿಯೆ ಅಂತಿಮ ಹಂತದಲ್ಲಿದೆ. ಈ ಸಂದರ್ಭದಲ್ಲಿ ಬಿಟುಮಿನ್‌ ಕೊರತೆ ಎದುರಾಗಿರುವುದು ಮಳೆಗಾಲದ ವೇಳೆಗೆ ರಸ್ತೆ ಅಭಿವೃದ್ಧಿಯಾಗುವ ಲಕ್ಷಣಗಳು ಕ್ಷೀಣಿಸಿವೆ.

‘ಒಟ್ಟು ಎಷ್ಟು ಬಿಟುಮಿನ್ ಬೇಕು ಎಂಬ ಬಗ್ಗೆ ಮಾಹಿತಿ ಕಲೆ ಹಾಕಲಾಗುತ್ತಿದೆ. ಈ ಸಮಸ್ಯೆಯನ್ನು ಹೇಗೆ ಬಗೆಹರಿಸಬೇಕು ಎಂಬುದನ್ನು ಸರ್ಕಾರದ ಮಟ್ಟದಲ್ಲಿ ನಿರ್ಧಾರ ತೆಗೆದುಕೊಳ್ಳಲಾಗುತ್ತದೆ’ ಎಂದು ಜಿಬಿಎ ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದರು.
