 Bengaluru: BDA, BBMP, revenue department officials have created 'fake documents' and helped sell the land worth crores acquired by Bengaluru Development Authority to private individuals.

 BDA Land Acquisition Officer has given clear information that 'the land has not been denotified by acquisition process'. But till date BDA has not taken possession of the land. Although a commercial building is being constructed there since a few months ago, the authorities are silent without taking any action due to the fear of the 'retired IAS officer'.


 In 1980, BDA has acquired the entire land of survey no. 260 and 261. In 1984, compensation was given to the land owners. In 1986, a court case was filed and additional compensation was sought from the land owner, B.C. Rajurathnamma got it. On top of this, they built a sheet house in an area of 7,000 square feet and submitted a request to the High Court to regularize the houses.

 The High Court rejected the plea in 1995 saying that the house could not be regularized as the compensation was received twice. Meanwhile, in 1992, 6.5 acres of land was sold to Venkatamma without registering the survey number. Deed of sale in the office of the Sub-Registrar K.R. Pura (6319-93-94).

In 2014, the Executive Engineer of BDA North Division issued letter to Assistant Revenue Officer (ARO) of BBMP East Zone stating that BDA has not taken possession of the 6.5 acre plot in survey no. 261. ARO has issued Khata Certificate to No. 1085/2 in Banasawadi 88th Ward. Based on this, the Bangalore North Sub-Divisional Officer. On these documents, Assistant Commissioner stated that 'Revenue Officer, Sarvajna Nagar has issued a letter without number, to check it and take action'. Despite such a notice, the revenue officials have mentioned that 6.5 guntas of land in Pahani belongs to Venkatamma.

 The revenue officials have changed the RTC considering the Khata given by BBMP ARO. BBMP ARO issued Khata on letter issued by BDA EE. However, these officials have illegally issued letters and postscripts which are not within their jurisdiction. social activist M. Muniraju complained.

 Retired IAS officer HAND!

 A retired IAS officer who was the commissioner of BBMP and was the additional chief secretary put pressure on BDA, BBMP and revenue department officials and grabbed the land in the name of benami. Muniraju complained that the BDA officials did not take action because of the threat of the officer who started the work on the commercial building.

 BDA officials have not taken any action even though the vouchers, pahanis and accounts are illegal. A commercial building is being constructed there for four months now. A request has been submitted to the Commissioner and the Chairman in this regard. Land should be taken over by BDA. Action has also been taken against the officials who have committed illegal acts said Muniraju.

No action by Deputy Secretary!

 Banasawadi village survey no. 261 has 1 acre 32 gunta land and is the primary and final notification for construction of HRBR barangay. (HUD/49/MNJ/78– dated 14.05.1980). B.C. Rajurathnamma is the notified account holder. The acquisition of this land was handed over to the Technical Department of the Authority on 24th May, 1984. The land is owned by the authority. As per the documents on file with LAC, no area is left to anyone in this survey number. Additional Land Acquisition Officer of BDA has written a note dated 18th July 2023 that no Denotify letter given by the Additional Land Acquisition Officer. Then Deputy Secretary-4 should have taken action for possession. No process has been done for four months.

 Banasavadi Survey no. In 261, the private encroachment on the land acquired by BDA will be checked and will take back land immediately. BDA Commissioner N. Jayaram said.

 Bengaluru: Even though BBMP has been filing for 14 weeks to clear encroachment of lakes, not a single order has been issued by Tehsildars for the clearance operation.

 As per the action plan submitted to the High Court, the BBMP is submitting the information about the lakes to the Tehsildar from September 5. Every week the information of 10 lakes is being submitted by the Executive Engineers of the Lakes Division to the respective Tehsildars.

 As per the action plan, the encroachment clearing process of 159 lakes should start in 16 weeks. BBMP officials have to submit encroachment information of 159 lakes in 16 weeks to tehsildars like 10 lakes every week. As such, a list of 140 lakes for 14 weeks has been submitted so far.

 It has been 90 days since the first week of encroachment information was submitted. It has been 70 days since the submission of information for the second week and the third week. At least 30 lakes should have been completely cleared of encroachment after all the process was completed. However, the Tahsildars have not started the process of ordering the eviction of encroachments.

 As per the action plan submitted to the High Court, information on 10 lakes has been provided by BBMP every week. The 16-week process will be completed in two weeks. However, till now we have not received any order from the tehsildars to clear the encroachment of the lakes,' said officials of the BBMP lake department.

BBMP Chief Commissioner Tushar Girinath held a meeting with District Commissioner Dayanand and Tehsildars and warned that the order processes for clearing the encroachment of lake and Raj canal should be completed within the period. Officials said that even after this, there was no process of inquiry or order for eviction operation by the tehsildars.

 It is said that a survey of some lakes in Yalahanka and Dasarahalli zone has been conducted. However, no official order or information has come to the BBMP from the Tahsildar offices.

 They say that the lack of staff for the survey is a sign of stress. There is shortage of staff in all departments. There are only 15 personnel in the BBMP Lakes Division, which is responsible for around 200 lakes. Aren't we doing all the work too? Don't we have pressure? If the action plan does not work, the High Court will take us to task. Are we not under pressure,' asked the engineers.

 Protection for land grabbers: Although the High Court has instructed to clear the encroachment of lakes under BBMP, there is delay at the level of Tehsildars. following a slow pace in order to allow land grabbers, Environmental activist T.E. Srinivas complained.

 We have already measured all the lakes. District Commissioner Dayanand responded by saying, "Now we just need to demarcate the encroachments."

 The process is not going on as per the action plan as ordered by the High Court. Dayanand did not answer the question why there is no eviction order even after three months.

 All lakes need a nodal officer.

 Citizens have raised objections about not appointing nodal officers for lakes that require maintenance and supervision under the jurisdiction of BBMP. They have complained that officials have not been appointed for some lakes to accommodate the encroachment.

 There is a list of encroachments in 159 lakes in the city in the action plan submitted by BBMP to the High Court. However, nodal officers have not been appointed for all these lakes,' complained Goudaiah, an environmental activist.

 Nodal officers have not been appointed for 19 lakes including Hoskerehalli lake, Karihobanahalli, Kannalli, Chikkabellandur, Dodda Bidarakallu, Narsappanahalli, Nelegedaranahalli, Lakshmipur, where the road was built between the lakes. He demanded that officers should be appointed to oversee all the lakes under the jurisdiction of BBMP.

 Nodal officers have been appointed for 140 lakes on the advice of local executive engineers for developed and required lakes. It is not final, there is room for revision. Efforts will be made to appoint nodal officers for all the lakes, said officials of the lakes department.

 Bengaluru: If Rajkaluve encroachment under BBMP is under the notice of the citizens, the Corporation has allowed to provide the information within 20th September.

 As instructed by the High Court, BBMP is taking action to identify the encroachment of major waterways (Rajkaluve).  Chief Engineer Prahlad, who is also the chief engineer of the large water canal department, said that nine executive engineers have been given responsibility and the public can also provide information about encroachments.

 Public participation in identifying encroachments/encroachments in primary and secondary level canals will help in identifying more encroachments.  Clearing these will allow rainwater to flow easily and prevent flood damage.  Therefore, the information can be sent to the Executive Engineers of the respective divisions by 2 PM on September 20.  It has been said that the list of functionaries has been made according to the assembly constituencies.

Bengaluru: Tehsildar and Zonal Executive Engineers have been entrusted with the responsibility of encroachment clearing of lakes and Rajakaluve under the jurisdiction of BBMP. If they fail, the government has suggested disciplinary action.

 The state government, which has been objected by the High Court many times, has now entrusted the authorities with the responsibility of encroachment clearing and protection of lakes and Rajakaluve.

 Officials have been assigned to protect lakes and primary-secondary canals and clear encroachments, and the Urban Development Department has issued an order on August 28 specifying their responsibilities.

 Officials have been assigned to a total of 197 lakes, including 19 non-existent lakes under BBMP. According to the Karnataka Lake Conservation and Development Authority (KTCDA) Act, the Executive Engineer of the BBMP Lake Division is responsible for reporting the complaint to the officer of the 'Competent Authority'. After this competent officer clears the encroachment of the lake, it should be handed over to the lake department for maintenance and conservation of the lake. In the meantime, Tahsildar should be given order to survey, eviction.

 Once the encroachment is cleared, if the encroachment is not protected, it will be considered a gross dereliction of duty on the part of the lake department Executive engineer. BMTF shall provide necessary security during the encroachment eviction process. In addition, the police station officer of the respective jurisdiction should also provide assistance. It has been ordered that BBMP Chief Commissioner should take disciplinary action against any officer who fails to perform the prescribed responsibilities as 'gross dereliction of duty'.

Conservation of 850 km Rajakaluve

 In cases of Rajakaluve encroachment, the Executive Engineers of the Storm water drain Division are the 'Complaint Officer' and the Tehsildar is the 'Competent Authority'. The concerned Zonal Executive Engineer has been given the responsibility of physically clearing the Rajakaluve and it has been suggested that the Revenue Department Surveyor and Tehsildar should be present during the clearing. Complaint regarding eviction of encroachment should be registered by Tahsildar himself. If they fail, they will be disciplined. After the encroachment is cleared, the officials of the Storm Water drain should protect it and ensure that the water flows smoothly. Each level of maintenance of 850 km of primary and secondary Rajakaluve should be handled by the responsible authorities. Otherwise disciplinary action has been ordered.

 Lake: 70 days for encroachment clearance

 The encroachment process in 159 lakes in BBMP will be carried out in 10 lakes per week. The process of encroachment of 10 lakes each will start for a total of 16 weeks, the executive engineer of the lakes devision should prepare an encroachment report in the first three days, and then the zone executive engineer should submit it. They have to submit an application to the Tahsildar within three days to recognize the encroachment. The Tahsildar should conduct a survey and identify the encroachment within seven days. An order to vacate the encroachment should be issued within 10 days. As per KTCDA act 30 days period should be given. The encroachment should be cleared within the next 10 days. BBMP has submitted an action plan to the High Court that the eviction operation will be completed within 70 days.

Encroachment clearance of 10 lakes started

 BBMP has started the operation to clear encroachment of lakes and the Chief Engineer of Lakes Division has issued a notice to the concerned Executive Engineers to clear encroachment of 10 lakes.

 Bagmane Tech Park, Pinewood Villa, Grant Thanton, Cognizant Technology, LRDE encroached on Bairasandra Lower Lake. According to the BBMP report, the Kempabudhi Lake has been encroached by the Gangamma temple, and the survey work of all kinds of encroachment will now be done again.

 Alternative land for government encroachment!

 If any department of the government, including BDA, has encroached on the lake space, it should be vacated. If this is not possible, 'they should be given an alternative site or the value of the area should be given in cash,' saying that, BBMP has submitted an affidavit in the High Court, officials said.

 Rajakaluve encroachment clearance under BBMP will be completed in 165 days. Within 10 days, the company's engineers should identify the encroachment and give a report. Give it to Tahsildar, notice, sketch, description, final order process will take place in next 40 days. After that 30 days are allowed for appeal. The clearance operation will take place in the next 10 days. Everything will be preserved and handed over in 10 days,' said B.S. Prahlad said.

BENGALURU: There is a lot of difference in the figure of encroachment before the government and the important committees on encroachment of government land in urban district. According to the latest information from the revenue department, only 269 acres of encroached land in the city district has to be cleared.

Koliwada, the House Committee on Encroachment and Conservation of Lakes in Urban and Rural Districts has given a report in 2017.

 There is a lot of difference in the figures of these three reports, and the fact that only 269 acres are pending encroachment has led to many doubts.

 The Public Lands Corporation has reported the figures of the Revenue Department. This does not include forest land encroachment. Also, the encroachment details of the lakes belonging to the revenue department are not included. Thus, this information does not include sufficient occupancy. The actual report was covered up by the authorities and if it is taken out and investigated, it will be revealed that the encroachment is in thousands of acres,' said V.Balasubramanian, who was the additional chief secretary.

More than 12,000 acres of land in Bangalore city have been regularized on the basis of cultivation. But the applications submitted in Form 50/53 have to be sanctioned by the Committee of Local MLAs. However, they cannot be sanctioned as per the Act. He said that the applications have not been rejected.

 According to the law, land cannot be allotted for cultivation within a distance of 18 km around the BBMP border. Oneness cannot be done here. As applications for such lands are pending before the committee, real estate in the area has taken off. Huge buildings have been built. He asked whether he will clear all of them.

 According to Koliwada's report, the encroachment of the city's lakes exceeds four thousand acres. Most of the lakes come under the revenue department. But, can you believe that there is only 269 acres encroachment? He opined that if the revenue minister gets to know the reality, he too will calm down.

 He had said in 2013 that he would vacate encroachment on government land. Politicians were named in the report. When it was reported about this, they also proposed to disqualify me. Only the oppression remains the same. "Nothing has happened for 10 years," he said.

Real estate mafia won't let go: Balasubramanian

 Minister Krishnabairegowda is saying that he will clear encroachment on government land within a time limit. However, the real estate mafia in all parties does not allow this. Bengaluru: The Karnataka Land Grab Prohibition Special Court has registered the case of Banasavadi Lake encroachment on its own motion and has issued a notice to the Bangalore East Taluk Tehsildar.

A report was published in 'Prajavani' on June 30 under the title 'Banasavadi Lake again occupied'. This has been considered by the Court, Krishnarajapura Banasavadi Survey no. 211, 42 acres 38 gunte lake yard has been encroached for the third time. Buildings are constructed. Without indicating that a report should be given in this regard.

Bengaluru: There has been encroachment once again in Banasawadi lake in City's East taluk. The area which was cleared twice earlier under the command of Tahsildar has been encroached again.

BANGALORE EAST TALUK KRISHNARAJPURA BAANSAVADI SURVEY NO.211 In 2015, the taluk administration had vacated the private encroachment of 2 acres and 1 gunte in Banasawadi lake yard of 40 acres and 20 gunta. Prajavani published on October 17, 2022 that it has been encroached again under the title of 'Ecroachment in the Vacant Place'.

As per the orders of Tehsildar of East Taluk, the eviction operation of Banasawadi lake yard was held for three days from 27th. Later, due to the influence of local politicians, the complete evacuation was halted. Now, the vacated place is once again encroached upon. Construction of buildings has started. "If encroachment is there again in Banasawadi Lake, action will be taken and eviction will be done immediately," said Tehsildar Ravi.

'Banasavadi Lake has lost its existence. The government has been informed that a development plan will be formulated if the encroachments are completely cleared,'' BBMP officials said.

Property worth ₹1,500 crore: K.J. George

In my constituency, the Banasavadi Lake has been eaten up by the old and the new. BDA has launched HRBR. The taluk and district administration said that the encroachers have created fake documents and consumed them. It is a public property worth around ₹1,200 crore to ₹1,500 crore. There are unseen hands behind this conquest. Some of the legal department is involved in this. The revenue department minister should take action to clear this expropriation as soon as possible, K.J. George applealed in the assembly to the then Revenue Minister R. Ashoka.

Locals have appealed to George, who is now a minister, to vacate the encroachment. But, their there is no action.

According to the survey report, temple – 6.12 gunte, petrol station and buildings – 1 acre 28.9 gunte, BDA – plot 12 acre 33 gunte, road – 7 acre 31 gunte, drain – 24.08 gunte etc.

Bengaluru: Clearing the lake-canal encroachment in the city limits is a big task. After achieving such an achievement, if it is not maintained, it will be transgressed again. A clear example of this is the Banasavadi lake in Bangalore East Zone.

Bangalore East Taluk Krishnarajapura Hobli Banasavadi Survey No. 211, the area of the lake which was 40 acres 20 gunta. In which Government and BDA occupied 22 acres 19 gunta. BDA made a road on the lake, created Kalyannagar and allotted plots. Private encroachment 2 acres 1 gunta. It was vacated by the taluk administration in 2015. But because BDA and BBMP have failed to put a fence around it and use it for public use, temples, many kinds of showrooms, service centers and private nurseries have come up illegally there.

The survey was conducted in the past:
As per the instructions of the House Committee, a survey of Banasavadi Lake was conducted in 2015 as per the order of the Land Survey Revenue System and Land Records Department Commissioner. The survey was also approved by the Land Records Officers of East Taluk and the BDA Officer. Officials also conducted evacuation work. But according to this survey, all encroachments have not been cleared till now. The question of the locals is whether the House Committee is not being given wrong information. About the encroachment of this lake, MLA K.J. George had spoken in the assembly.

Notice lying in the corner:
'Banasavadi Village S.No. 211, 42 acres 38 gunta Government Lake land has been taken over by the Government. A lot has moved back from the place where the notice board of the District Commissioner's order saying 'trespassing is prohibited' has been put up and joined the corner. Some of the fences that were put up are also being cut and are being used by private individuals. Residents of Kalyannagar alleged that, although there is a sign saying that it is government land, the encroachment is increasing every day and it is a mirror of the officials' actions.

Use for garbage sorting:

BBMP, which is responsible for the development of the lake, has failed to clear the encroachments in the lake yard despite the instructions of the Chief Commissioner. But garbage is sorted in this lake yard. A lot of waste is being dumped into the lake. They are also setting fire. Also, during the festival of Ganesha, some space was made in the lake and filled with water for the immersion of the idol. Only then did the local leaders remember that the lake was here. Later, nobody noticed that the lake being a waste pit.

Officers are responsible


Local leader Muralidhar complained that, 'We fought to clear the encroachment in Lingarajpura Lake, saved it and helped build a hospital with an area of 10,000 square feet. However, similarly in Banasavadi lake encroachment was also cleared. BDA, BBMP officials and taluk administration officials have helped the encroachment again without bringing a suitable fence and plan.'

Commissioner's notice is also priceless
Gopala Reddy, a resident of Banasawadi, alleged that, The BBMP Commissioner had listened to the complaints of the citizens in this area in July under the name of 'Commissioner's move towards the zone'. When the encroachment of the Banasavadi lake yard was brought to his notice, he instructed all levels of officials including Special Commissioner and Joint Commissioner Shilpa to take immediate action in this regard. Even for three months, not a single officer has come here. No matter who instructed the local authorities, they are not working. Everyone is in league with the squatters.

Joint survey required: Tehsildar
The taluk administration cleared the encroachment in the yard of Banasavadi lake once. It is also true that occupied again. It is the responsibility of BDA or BBMP to take care after we vacate the encroachment. Failure to do so is again trespassing. This lake yard needs to be surveyed jointly with BDA, BBMP. They have been informed. There was no reply from there. If everyone does a joint survey, all pressures can be cleared, Bengaluru East Taluk Tehsildar S. Ajith Kumar Rai said.


79 Building to clear: Three-day operation by Revenue Department

Bengaluru: The Tehsildar office staff of Bengaluru East Taluk has started the operation to clear the encroached area in Banasawadi lake on Thursday.

A special report was published in 'Prajavani' on 17th August under the title 'Banasavadi Lake: Re-occupation at the vacated land'. In a meeting held on October 19th, hold by Sarvajnanagar MLA K.J. Georgee had instructed the Deputy Commissioner of Urban District and Tehsildar that they should clear all kinds of encroachments.

As per the orders of Tehsildar of East Taluk, the staff has started the evacuation operation of Banasavadi lake yard. The evacuation operation will be conducted for three days.

Occupiers had an argument with the Tehsildar and staff during the encroachment eviction operation on Thursday. Some tried to put pressure by calling ministers and other MLAs.

East Taluk Banasavadi Survey No. Out of 211, BDA has constructed a pond in an area of 14 acres 27 guntas in a lake of 42 acres 38 guntas. In 2015, the then Tehsildar Harish had given all kinds of notices and issued orders to vacate the private encroachments. Accordingly, the encroachments were removed. There was also an order for eviction from the Lokayukta. But again, there is encroachment in this area. Commercial shops and residential houses have also been constructed. All these unauthorized encroachments will be cleared," said East Taluk Tehsildar Ajith Kumar. The Lokayukta, BDA, Tahsildar cited the court order and Sarvajnanagar Legislative Assembly proceedings in this order.

BBMP has reported that 1 acre is stressed by 28.9 gunte including 'Temple - 6.12 gunte, petrol station, service station, commercial shops and buildings. In about 79 cases there is encroachment. All this will be cleared," said the staff of the Tehsildar's office.

A nursery and three commercial shops under construction were evacuated on Thursday. The rest of the encroachment is marked. He said everything will be cleared from Friday.

MLA K.J. George said that all the encroached buildings in the Banasavadi lake yard should be vacated. However, some people from his office are putting pressure on the officials not to vacate all encroachments. Thus, the authorities are on the verge of complacency, clearing only a few encroachments. Bengaluru: Even though the cases in the court are vacated, BBMP is counting on the eviction operation. Hence, the Encroachment of the Rajakaluve by the Prestigious buildings are still on.

In Mahadevapura area, which was tarnished as 'Bengaluru East drowned' due to heavy rains last year, famous ones like Nalapad, Bagmane-Purvankara, Rainbow Drive Layout have encroached on the Rajakaluve. Earlier when BBMP went to remove, they had brought a stay order from the court. Even though such a saty order has now been vacated, the BBMP officials are not taking action.

According to BBMP data, in 2016 there were 2,951 cases of encroachment of the Rajakaluve. The number has been cleared from time to time and now stands at 784. Excluding cases in court, areas encroached by BBMP, areas where canal route has been changed, there are now encroachments in 607 cases. Tehsildar has also ordered eviction in 119 places.

 Regarding the encroachment of the Nalapad Academy Embassy in Challaghatta, the case has been settled in court. Besides, the Tahsildar who conducted the survey issued a notice and issued an order for eviction, but the operation was not done. Similarly, the eviction order of RBD (Rainbow Drive) layout in Halanayakahalli, Junnasandra, Munnekolalu, Fern City in Doddanekkundi, Umiya businesses in Kadubisanahalli remains in the hands of BBMP officials. The staff was not instructed to conduct the operation.

 In more than a hundred such cases, the note has been written in the BBMP document that 'case disposed. Demolition to be taken up'. But this operation is not ready. In many cases there is an order from the Tahsildar for for eviction. Besides, the BBMP officials complain that the tehsildars are also following a policy of delay in issuing orders.

No person, even reputable institutions, should be allowed to encroach. I have instructed to clear everything," Deputy Chief Minister D.K. Shivakumar has said this many times in the last 20 days. But, in reality, such an operation is not happening. Citizens' allegation is that the encroachment of institutions owned or owned by eminent persons and politicians is not being cleared.

BENGALURU: 45 minutes of rain has revealed that Bengaluru city is not yet ready to handle the woes caused by rain.

 The assurances given by the Chief Minister, Ministers, MLAs and BBMP Chief Commissioner Tushar Girinath as  when 'East Bengaluru was submerged' due to heavy rains have not been fulfilled.

 It was said that road drainage, cleaning of shoulder drains, removal of encroachment on Rajakaluve, removal of silt from canals and construction of concrete walls will be done in warfoot. However, the BBMP data itself says that since February till now, not a single operation to clear Rajakaluve has taken place. Further, water seeping into houses in other areas of the city, including Mahalakshmi Layout, shows that the ₹1,500 crore silt clearance and construction of concrete walls is still in progress.

 BBMP Chief Commissioner Tushar Girinath's promise that precautionary measures will be taken to prevent any hardship to the citizens during the rainy season in the city has turned out to be false. All the staff of the department, including the Chief Engineer of the Rajakaluve Division, were exempted from the election work. However, things did not work as expected.

 Rajakaluve encroachment remains at 784 places under BBMP. Last time there was a lot of damage due to heavy rain in Mahadevpur zone. Encroachment remains in 305 places in this zone. According to the latest statistics of BBMP, there are 124 encroachments in Dasarahalli zone, 86 in Bommanahalli, 79 in Yalahanka and 103 in East zone.

The state government has specially released about ₹1,750 crore for the reconstruction of the Rajakaluve. The Chief Engineer of the Rajakalive (SWD) Division is saying that the work costing ₹1,500 crore is going on to avoid problems in the rainy season where it is most necessary. However, Jagadish Reddy of Mahadevpur complains that it is not seen in reality.

Chief Commissioner Tushar Girinath says that the progress of Rajakaluve encroachment clearance and reconstruction project has not been reviewed due to election work.

 The construction of the sluice gates awaiting government approval

 Although the state government approved the plan to install 'sluice gate' for 148 lakes in the Amrita Urban Development Project last November, the permission to start the work has not yet been received.

 Government had agreed to spend ₹36.85 crore to construct 'sluice gates' for 102 lakes. The tender process was completed and sent for government approval. No consent has been received so far. Thus, even this time it will not be possible to reduce the rate of water flowing from the lakes.

The work of installing tubu in 10 lakes had already started. It is happening. However, after getting permission from the government for the installation of pipes in 102 lakes, an order will have to be issued," said Vijayakumar Haridas, Chief Engineer of the BBMP Lakes Department.

Bengaluru: Day by day, more and more cases of encroachment of the Rajakaluve are being discovered in the BBMP area, causing hardship to the people during the rainy season. As there is no sign of the encroachment clearance operation being completed before the rainy season, there is concern again.

Even though the BBMP claims that Rajakaluve encroachments are being vacated, there are still 784 encroachment cases pending for eviction. Not a single case of eviction has been conducted after February 21 this year. From January to February 21, encroachments were cleared in only 88 areas.

The chief commissioner of BBMP Tushar Girinath and the engineers of Rajkaluve Division said that the encroachment clearance operation will be completed before the rainy season. But according to the figures given by him, no eviction operation took place this year. As emergency works have to be carried out, the staff of the Royal Canal Department were also freed from election work.

'We are conducting an operation to clear Rajakaluve encroachment. While removing one, another is being discovered. Hence, the numbers are increasing again,' says Basavaraja Kabade, Chief Engineer of Rajkaluwe Division.

Engineers have given more emphasis to the work of constructing a barrier to the Rajakaluve than clearing the encroachment. About ₹1,500 crore is being spent for this. Engineers are not giving the details of where construction is being done and how much is being constructed.

Even the 'concrete' reconstruction work of the Rajakaluve will not be completed for another year. However, the rains in early May have revealed that the water in the canal is not flowing smoothly during the rainy season. Before the rainy season starts, the work to remove the obstructions in Rajakaluve has to be done in another month. There is no hope that the BBMP will function in such a warlike situation. Environmental expert Nagesh Aras expressed concern that the people are suffering.

20 places Rajakaluve route changed

Rajakaluve route itself has been replaced at 20 places in the western zone of BBMP. The BBMP data itself states that the original Rajakaluve flow has been changed and a new route has been made.


Creation of a new Rajakaluve?

There are no canals in the records of the revenue department. However, in some areas canals are required and need to be constructed. Therefore, wherever there is an imperative to construct a canal, there is a thought of seizing the land and giving TDR," said BBMP Commissioner Tushar Girinath.

There should be a buffer zone for the presence of royal canals. However, as of now there is no buffer zone around the creation or expansion of canals that the BBMP is going to create. This is because they are not in the revenue records. Thus, BBMP is creating a new canal in order to save the huge buildings. Environmentalists are alleging that TDR has been given to benefit the 'big people'.

"Operation for encroachment clearance of Rajakaluve under BBMP is going on. Inspection and review of works has not been done recently. Will be done soon. It is true that during the encroachment eviction operation more cases of encroachment were also detected. Everything will be cleared," said BBMP Chief Commissioner Tushar Girinath.

Rajakaluve encroachment clearance is not yet complete. Barrier works are also going on for Rajakaluve. As of now, it will not be completed by the time of monsoon. He said that measures have been taken to ensure that rain water flows smoothly.

BENGALURU: The State government and BBMP are spending hundreds of crores of rupees to control situations like rain water control or floods. However, due to heavy rains, Rajakaluve has been postponing the clearance of  encroachment.

In 2022, the city saw the highest rainfall of 1,958 mm, and the Government and BBMP have announced some plans to deal with the situation without any problem. Re-designing of Rajakaluve, including box concrete and embankment of lakes are planned to control water flow. Not only this, the World Bank has also planned to prevent climate change at a cost of ₹ 3 thousand crore. But no one is talking about the relief of Rajakaluve  encroachment.

Due to the encroachment of the Rajakaluve, there was a flood-like situation in the city, the eastern areas were submerged. This was also accepted by the Government and BBMP. However, the encroachment clearance work has not started comprehensively even after six months.

The Rajakaluve under the jurisdiction of BBMP have been affected in 485 cases. BBMP Chief Commissioner Tushar Girinath had said in a meeting between the District Commissioner and the Tahsildar that February 15 is the last day for the Tahsildar to issue an order to vacate them. But even after this deadline, no order has come out. For a couple of days after such a meeting, a couple of places are cleared on a small scale. Then everything goes quiet.

Negligence of the authorities: 

'BBMP says that there is no Rajakaluve encroachment in the south zone of Bengaluru. But the authorities have hidden the encroachment there', complained Deepak, a resident of Jayanagar.

Rajarajeshwari Nagar is rich in Rajakalves in many ways. Gopal, a resident of Halagevaderahalli, alleged that despite sending pictures of the houses being constructed and complaining to the authorities including Basavaraja Kabade, Chief Engineer of the Rajakaluve Division, no action is being taken.

50% order pending:

In 50% cases where  encroachment  has been identified, an order is due from the Tahsildar. The delay was due to transfer of Tahsildars. However, it has been suggested to vacate all encroachments by March 15. The eviction notice is being issued by March 10,' said BBMP Chief Commissioner Tushar Girinath.

No removal if there is no problem: Tushar Girinath

In many cases of the city, BDA, BBMP, etc., there are many types of  encroachment on the public. In some cases, even though the original revenue record map of Rajakaluve are encroachment, there is no problem as there is an alternative canals. Evacuating hundreds of houses in those encroachments will do no good. Such cases will be brought to the notice of the High Court and will be proceeded with according to the order," said BBMP Chief Commissioner Tushar Girinath.

Zonal Commissioners have been instructed to identify encroachments within their jurisdiction. The Joint Commissioner has been ordered to inspect the site and give a report as to which encroachment removal is not beneficial. He said that there is no need to codify such zonal reports and clear any encroachments before the High Court.

Bengaluru: BBMP Chief Commissioner Tushar Girinath informed that the Tahsildars did not give orders for the pressure relief operation of Rajakaluve.

The Tehsildar has been given a deadline of February 10 and 15 to issue a notice regarding Rajkaluve encroachment areas and give eviction orders. He said that as soon as the order comes, all the encroachments will be cleared.

 In case of encroachment in low-lying and sensitive areas where rain-flooding is to be prevented, surveyors should carry out survey work on priority. 

Tushar Girinath suggested in the review meeting held on Friday regarding Rajakaluve encroachment clearance operation that the Tahsildar should immediately issue an encroachment clearance order in such cases.

The concerned land surveyor should prepare the map without making any distinction between the land surveying discipline and the application of the village map and notes. The Tahsildar passed the order and directed the RPAD to get the acknowledgment through post as well.

 Encroachment increase in Mahadevpur:

 Currently 130 survey numbers are occupied in Mahadevpur zone. Encroachments were identified in 159 new survey numbers. Tehsildar has issued encroachment eviction orders for 131 survey numbers. The authorities concerned directed to immediately clear the encroachments issued by the notice. The remaining 146 survey numbers encroachment orders should be issued by the concerned Tehsildar on priority basis. 62 cases are in High Court. West and R.R. Nagar zone  an additional one encroachment case each was identified. 

There is no removal in the RR Nagara, Dasarahalli

 BBMP RR Nagar and Dasarahalli zones There are 33 and 124 encroachment cases in respectively, and no eviction operation has been conducted since last November.

 BDA encroachment is legalised!

"BDA enroached Rajakaluve in 15 cases in East Zone. BDA has constructed a road in this encroachment area and there is no flooding here. Thus, the process of eviction of these encroachment cases will be abandoned," BBMP said in a report detailing Rajkaluve's encroachment.

 In the Koramangala Valley region of the South Zone, Rajakaluve has been encroached in three cases, and the area in these three cases has been given by BBMP on lease basis. So it is not cleared.

 The Zonal Commissioner of Yalahanka was instructed on December 13 to clear encroachment in 12 cases in Yalahanka zone. That work is still pending.

 Land grabbing has been done in 56 cases in Bengaluru South assembly constituency of Bommanahalli zone. No action on this. Another case is in court.
