Guidelines Issued Regarding Measures for an Eco-Friendly Ganesha Festival

Plaster of Paris Ganesha idols: criminal cases will be filed

Bengaluru, In connection with the 2025 Gauri-Ganesha Festival, the preparation of Ganesha idols has already commenced. A meeting chaired by the BBMP Chief Commissioner was held to discuss the complete prohibition and restriction on the use of chemical paints, thermocol, and Plaster of Paris in idol-making. It was also decided that idols made using these materials will be seized and disposed of in accordance with regulations. Further, to handle the wet waste generated during the festival celebrations, arrangements will be made to send the waste to the BBMP's processing units.

The meeting emphasized that only eco-friendly Ganesha idols must be worshipped in the city. It was resolved that criminal cases will be filed against individuals found manufacturing Ganesha idols using banned materials like Plaster of Paris.

Accordingly, based on the discussions and decisions made during the meeting chaired by the Chief Commissioner on 05-08-2025, zone-level officers are directed to take the following measures to ensure an eco-friendly Ganesha festival:

1. *Permission Process*:

   Individuals seeking permission to install public Ganesha idols must apply at the offices of the Assistant Executive Engineers designated as Nodal Officers at the sub-divisional level. The Nodal Officers will coordinate with the Police, BESCOM, Fire Department, and other relevant departments to obtain and issue approvals through a single-window system swiftly.

2. *Prohibition and Enforcement*:

   The manufacture and sale of Ganesha idols using chemical paints, thermocol, and Plaster of Paris are strictly prohibited within BBMP limits. Nodal Officers from the respective BBMP sub-divisions, along with officers from the Police, Fire, and BESCOM departments, must inspect such manufacturing/sales areas, issue notices, conduct site inspections, and, upon discovering any violations, impose fines, file criminal cases, and seize the banned materials. Zonal Commissioners will oversee these actions at the zonal level.

3. *Disposal of Seized Materials*:

   Seized banned materials must be disposed of in accordance with applicable regulations.

4. *Promotion of Eco-Friendly Idols*:

   Idol makers must be encouraged and instructed to create only eco-friendly idols made from natural clay. Awareness campaigns and advertisements will be conducted to promote this.

5. *Home Immersion and Awareness*:

   Citizens will be encouraged to immerse small eco-friendly idols at home in buckets, and the residual clay should be reused for gardening or potted plants.

6. *Immersion Facilities for Large Idols*:

   BBMP will identify designated immersion locations in each ward for larger idols and disseminate this information widely. If necessary, mobile immersion units will be deployed within ward limits.

7. *Temporary Immersion Sites and Waste Management*:

   To prevent pollution in lakes and temple ponds, temporary immersion tanks will be created nearby. The waste materials such as clay, flowers, and plastic will be segregated—wet waste will be sent to wet waste processing units, and dry waste to respective collection centers. Dedicated teams will be deployed at immersion sites to ensure public safety. Necessary arrangements such as ambulances, medical staff, lighting, barricading, sound systems, and trained swimmers (including NDRF teams) will be made.

8. *Appointment of Supervising and Nodal Officers*:

   Zonal Commissioners will appoint one supervising officer per zone and one nodal officer per ward to oversee immersion-related activities.

9. *Enforcement of Plastic Ban*:

   Enforcement teams will be formed in each zone to monitor the illegal sale and use of plastic, and violators will be penalized as per the rules.

10. *Facilitation and Permissions*:

    The celebration of an eco-friendly Ganesha festival will be supported, and necessary permissions will be issued under conditions specified by BBMP, Police Department, Fire Department, BESCOM, and the Karnataka State Pollution Control Board.

*Establishment of 75 Single-Window Centers*

To streamline the process of granting permissions for the installation of Ganesha idols, 75 single-window centers will be set up at sub-divisional offices within BBMP limits. Officers from BBMP, Police, BESCOM, and the Fire Department will be present at these centers to provide approval from a single location.

*ಬೆಂಗಳೂರು:  2025ನೇ ಸಾಲಿನ ಗೌರಿ-ಗಣೇಶ ಹಬ್ಬಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ, ಗಣೇಶ ಮೂರ್ತಿಗಳ ತಯಾರಿಕೆ ಪ್ರಾರಂಭವಾಗಿದ್ದು, ಗಣೇಶ ಮೂರ್ತಿಯ ತಯಾರಿಕೆಗಾಗಿ ಬಳಸುವ ರಾಸಾಯನಿಕ ಬಣ್ಣಗಳು, ಥರ್ಮಕೋಲ್ ಹಾಗೂ ಪ್ಲಾಸ್ಟರ್ ಆಫ್ ಪ್ಯಾರೀಸ್‌ಗಳ ಬಳಕೆಯನ್ನು ಸಂಪೂರ್ಣವಾಗಿ ನಿಲ್ಲಿಸಿ, ನಿರ್ಬಂಧಿಸುವುದರ ಕುರಿತು ಹಾಗೂ ಈ ರೀತಿಯ ವಸ್ತುಗಳನ್ನು ಬಳಸಿ ತಯಾರಿಕೆಯಾಗುವ ಗಣೇಶ ಮೂರ್ತಿಗಳನ್ನು ವಶಪಡಿಸಿಕೊಂಡು ನಿಯಾಮಾನುಸಾರ ವಿಲೇವಾರಿ ಮಾಡುವ ಕುರಿತು ಹಾಗೂ ಹಬ್ಬಗಳ ಆಚರಣೆಯಿಂದ ಬರುವ ಹಸಿ ತ್ಯಾಜ್ಯವನ್ನು ಪಾಲಿಕೆಯ ಸಂಸ್ಕರಣಾ ಘಟಕಗಳಿಗೆ ಸಂಸ್ಕರಣೆಗಾಗಿ ಕಳುಹಿಸುವ ನಿಮಿತ್ತ ಬಿಬಿಎಂಪಿ ಮುಖ್ಯ ಆಯುಕ್ತರು ಅವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ನಡೆದ ಸಭೆಯಲ್ಲಿ ಚರ್ಚಿಸಲಾಗಿರುತ್ತದೆ.

ನಗರದಲ್ಲಿ ಪರಿಸರ ಸ್ನೇಹಿ ಗಣೇಶ ಮೂರ್ತಿಗಳನ್ನು ಮಾತ್ರ ಪೂಜಿಸಬೇಕಾಗಿ ಹಾಗೂ ಪ್ಲಾಸ್ಟರ್ ಆಫ್ ಪ್ಯಾರೀಸ್ ವಸ್ತುಗಳನ್ನು ಬಳಸಿ ಗಣೇಶ ಮೂರ್ತಿಗಳನ್ನು ತಯಾರಿಸಿದ್ದಲ್ಲಿ ಸಂಬಂಧಪಟ್ಟವರ ಮೇಲೆ ಕ್ರಿಮಿನಲ್ ಮೊಕದ್ದಮೆಯನ್ನು ದಾಖಲಿಸಬೇಕಾಗಿ ತೀರ್ಮಾನವಾಗಿರುತ್ತದೆ.

ಅದರಂತೆ, ದಿನಾಂಕ: 05-08-2025 ರಂದು ಬಿಬಿಎಂಪಿ ಮುಖ್ಯ ಆಯುಕ್ತರು ರವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ನಡೆದ ಸಭೆಯಲ್ಲಿ ಚರ್ಚಿಸಲಾದ ವಿಷಯಗಳ ಹಾಗೂ ತೀರ್ಮಾನಗಳಂತೆ ಪರಿಸರ ಸ್ನೇಹಿ ಗಣೇಶ ಹಬ್ಬಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ವಲಯದ ಅಧಿಕಾರಿಗಳು ಈ ಕೆಳಕಂಡಂತೆ ಅಗತ್ಯ ಕ್ರಮವಹಿಸಲು ಸೂಚಿಸಿದೆ.

1. ಗಣೇಶ ಹಬ್ಬದ ನಿಮಿತ್ತ ಸಾರ್ವಜನಿಕವಾಗಿ ಮೂರ್ತಿಗಳನ್ನು ಪ್ರತಿಷ್ಠಾಪನೆ ಮಾಡುವ ಸಲುವಾಗಿ ಅನುಮತಿ ಪಡೆಯಲು ಉಪ ವಿಭಾಗದ ಮಟ್ಟದಲ್ಲಿ ನೋಡಲ್ ಅಧಿಕಾರಿಗಳಾಗಿ ನೇಮಿಸಲಾದ ಸಹಾಯಕ ಕಾರ್ಯಪಾಲಕ ಅಭಿಯಂತರರುಗಳ ಕಾರ್ಯಾಲಯದಲ್ಲಿ ಅರ್ಜಿಯನ್ನು ಸಲ್ಲಿಸತಕ್ಕದ್ದು. ನೋಡಲ್ ಅಧಿಕಾರಿಗಳು ಪೊಲೀಸ್, ಬೆಸ್ಕಾಂ, ಅಗ್ನಿಶಾಮಕ ಹಾಗೂ ಸಂಬಂಧಪಟ್ಟ ಇಲಾಖೆಗಳ ಅಭಿಪ್ರಾಯ ಪಡೆದು ಏಕಗವಾಕ್ಷಿಯಲ್ಲಿ ತ್ವರಿತವಾಗಿ ಅನುಮತಿ ನೀಡಲು ಕ್ರಮಕೈಗೊಳ್ಳುವುದು.

2. ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ರಾಸಾಯನಿಕ ಬಣ್ಣಗಳು, ಥರ್ಮಾಕೋಲ್ ಹಾಗೂ ಪ್ಲಾಸ್ಟರ್ ಆಫ್ ಪ್ಯಾರೀಸ್... ವಸ್ತುಗಳನ್ನು ಬಳಸಿ ಗಣೇಶ ಮೂರ್ತಿಯ ತಯಾರಿಕೆಯನ್ನು ಸಂಪೂರ್ಣವಾಗಿ ನಿಷೇಧಿಸಲಾಗಿದ್ದು, ಸದರಿ ವಸ್ತುಗಳನ್ನು ಬಳಸಿ ತಯಾರಿಸುವ, ಮಾರಾಟ ಮಾಡುವ ಪ್ರದೇಶಗಳನ್ನು ಸಂಬಂಧಪಟ್ಟ ಬಿಬಿಎಂಪಿಯ ಉಪ ವಿಭಾಗದ ನೋಡೆಲ್ ಅಧಿಕಾರಿಗಳು, ಪೊಲೀಸ್ ಅಧಿಕಾರಿಗಳು, ಅಗ್ನಿಶಾಮಕ ಅಧಿಕಾರಿಗಳು, ಬೆಸ್ಕಾಂ ಅಧಿಕಾರಿಗಳು ಈ ಬಗ್ಗೆ ಖುದ್ದಾಗಿ ಪರಿಶೀಲಿಸಿ ನೋಟೀಸ್ ನೀಡಬೇಕು, ಸ್ಥಳ ತನಿಖೆ ಕೈಗೊಂಡು ರಾಸಾಯನಿಕ ಬಣ್ಣಗಳು ಥರ್ಮಾಕೋಲ್ ಹಾಗೂ ಪ್ಲಾಸ್ಟರ್ ಆಫ್ ಪ್ಯಾರೀಸ್ ವಸ್ತುಗಳನ್ನು ಬಳಸಿ ಗಣೇಶ ಮೂರ್ತಿಯ ತಯಾರಿಕೆಯನ್ನು ನಡೆಸುತ್ತಿದ್ದಲ್ಲಿ ಹಾಗೂ ಮಾರಾಟ ಮಾಡುತ್ತಿದ್ದಲ್ಲಿ ದಂಡ ವಿಧಿಸಿ ಕ್ರಿಮಿನಲ್‌ ಮೊಕದ್ದಮೆಯನ್ನು ದಾಖಲಿಸಿ ನಿಷೇಧಿಸಿದ ವಸ್ತುಗಳನ್ನು ವಶಪಡಿಸಿಕೊಳ್ಳಲು ಕ್ರಮವಹಿಸುವುದು. ಸದರಿ ಕಾರ್ಯವನ್ನು ವಲಯ ಆಯುಕ್ತರು, ವಲಯ ಮಟ್ಟದಲ್ಲಿ ಮೇಲ್ವಿಚಾರಣೆ ನಡೆಸುವುದು.

3. ವಶಪಡಿಸಿಕೊಳ್ಳಲಾದ ಮೇಲ್ಕಂಡ ವಸ್ತುಗಳನ್ನು ನಿಯಮಾನುಸಾರ ವಿಲೇವಾರಿಗೊಳಿಸಲು ಕ್ರಮವಹಿಸುವುದು.

4. ಗಣೇಶಮೂರ್ತಿ ತಯಾರಿಕೆದಾರರಿಗೆ ಪರಿಸರ ಸ್ನೇಹಿ/ಮಣ್ಣಿನಿಂದ ಮಾಡಿದ ಮೂರ್ತಿಗಳನ್ನು ಮಾತ್ರ ತಯಾರಿಸಲು ಜಾಹೀರಾತು ನೀಡುವುದು.

5. ಪರಿಸರ ಸ್ನೇಹಿ ಗಣೇಶ ಮೂರ್ತಿಗಳ ವಿಸರ್ಜನೆಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಸಾರ್ವಜನಿಕರು ತಮ್ಮ ತಮ್ಮ ಮನೆಗಳಲ್ಲಿ, ಬಕೇಟ್‌ಗಳಲ್ಲಿ ವಿಸರ್ಜನೆಗೊಳಿಸಿ, ಬರುವ ಮಣ್ಣನ್ನು ಕೈತೋಟಗಳಿಗೆ, ಹೂವಿನ ಕುಂಡಗಳಿಗೆ ಬಳಸಲು ಅರಿವು ಮೂಡಿಸುವುದು.

6. ದೊಡ್ಡ ಗಾತ್ರದ ಮೂರ್ತಿಗಳ ವಿಸರ್ಜನೆಗೆ ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯ ವಾರ್ಡ್‌ಗಳಲ್ಲಿ ವಿಸರ್ಜನೆ/ನಿಮಜ್ಜನ ಸ್ಥಳಗಳನ್ನು ಗುರುತಿಸಿ, ಸದರಿ ಸ್ಥಳಗಳ ಮಾಹಿತಿಯನ್ನು ಸಾರ್ವಜನಿಕರಿಗೆ ಪ್ರಚುರಪಡಿಸುವುದು. ಅವಶ್ಯವಿದ್ದಲ್ಲಿ ವಾರ್ಡ್ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಸಂಚಾರಿ ವಾಹನ ಮೂಲಕ ವಿಸರ್ಜನೆ ಅಗತ್ಯ ವ್ಯವಸ್ಥೆ ಕೈಗೊಳ್ಳುವುದು.

7. ಪಾಲಿಕೆಯ ವ್ಯಾಪ್ತಿಯ ಕೆರೆ/ಕಲ್ಯಾಣಿಗಳಲ್ಲಿ ಗಣೇಶ ಮೂರ್ತಿ ವಿಸರ್ಜನೆಯಿಂದ ಉಂಟಾಗುವ ಮಾಲಿನ್ಯವನ್ನು ತಡೆಗಟ್ಟಲು ಸದರಿ ಸ್ಥಳಗಳ ಸಮೀಪದಲ್ಲಿ ತಾತ್ಕಾಲಿಕ ವಿಸರ್ಜನೆ ಸ್ಥಳಗಳನ್ನು ನಿರ್ಮಿಸುವುದು.  ಸದರಿ ವಿಸರ್ಜನೆಯಿಂದ ಬರುವ ಮಣ್ಣು, ಪೂಜಾ ಹೂಗಳು ಹಾಗೂ ಪ್ಲಾಸ್ಟಿಕ್ ಇತ್ಯಾದಿ ವಸ್ತುಗಳನ್ನು ವಿಂಗಡಿಸಿ ಹಸಿತ್ಯಾಜ್ಯವನ್ನು ಹಸಿತ್ಯಾಜ್ಯ ಸಂಸ್ಕರಣಾ ಘಟಕಗಳಿಗೆ ಹಾಗೂ ಒಣತ್ಯಾಜ್ಯವನ್ನು ಒಣತ್ಯಾಜ್ಯ ಸಂಗ್ರಹಣಾ ಕೇಂದ್ರಗಳಿಗೆ ರವಾನಿಸುವುದು, ವಿಸರ್ಜನಾ ಸ್ಥಳಗಳಲ್ಲಿ ಸಾರ್ವಜನಿಕರ ಸುರಕ್ಷತೆಗಾಗಿ ಮೂರ್ತಿಗಳನ್ನು ವಿಸರ್ಜಿಸಲು ಪ್ರತ್ಯೇಕ ತಂಡಗಳನ್ನು ನೇಮಿಸುವುದು ಹಾಗೂ ಕಿಯಾಸ್, ಆಂಬ್ಯುಲೆನ್ಸ್ ವ್ಯವಸ್ಥೆ, ವೈದ್ಯರು ಮತ್ತು ಶುಶೂಷಕಿಯರನ್ನು ಪ್ರಾಥಮಿಕ ಚಿಕಿತ್ಸೆ ನೀಡಲು ನೇಮಿಸಿ, ಎಲ್ಲಾ ಪಿ.ಹೆಚ್.ಸಿ ಗಳ ಬಳಿಯಲ್ಲಿ ಹೆಚ್ಚುವರಿ ಆಂಬ್ಯುಲೆನ್ಸ್ ಹಾಗೂ ವೈದ್ಯರು ಸಿದ್ದವಿರುವಂತೆ ಕ್ರಮವಹಿಸುವುದು ಹಾಗೂ ಬೆಳಕಿನ ವ್ಯವಸ್ಥೆ, ಬ್ಯಾರಿಕೇಡ್ ನಿರ್ಮಾಣ, ಧ್ವನಿವರ್ಧಕ ವ್ಯವಸ್ಥೆ ಮತ್ತು ನುರಿತ ಈಜುಗಾರರನ್ನು ಒಳಗೊಂಡಂತೆ ಎನ್‌ಡಿಆರ್‌ಎಫ್ ತಂಡ ಸ್ಥಳದಲ್ಲಿ ಹಾಜರಿರುವಂತೆ ಕ್ರಮವಹಿಸುವುದು.

8. ಪರಿಸರ ಸ್ನೇಹಿ ಗಣೇಶ ಆಚರಣೆಯ ನಿಮಿತ್ತ ವಲಯ ಆಯುಕ್ತರು ವಲಯಕ್ಕೆ ಒಬ್ಬರನ್ನು ಮೇಲುಸ್ತುವಾರಿ ಅಧಿಕಾರಿಯನ್ನಾಗಿ ನೇಮಿಸಿ, ಗಣೇಶ ವಿಸರ್ಜನೆಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ವಾರ್ಡಿಗೆ ಒಬ್ಬರಂತೆ ನೋಡಲ್ ಅಧಿಕಾರಿಯನ್ನು ನೇಮಿಸಲು ಅಗತ್ಯ ಕ್ರಮವಹಿಸುವುದು.

9. ಪ್ಲಾಸ್ಟಿಕ್ ನಿಷೇಧ ಆದೇಶ ಜಾರಿಯಲಿದ್ದು, ವಲಯ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ತಂಡಗಳನ್ನು ರಚಿಸಿ ಪ್ಲಾಸ್ಟಿಕ್ ಮಾರಾಟ ಮತ್ತು ಬಳಕೆ ಕಂಡುಬಂದಲ್ಲಿ ನಿಯಮಾನುಸಾರ ದಂಡ ವಿಧಿಸಿ ಕ್ರಮಕೈಗೊಳ್ಳುವುದು.

10. ಪರಿಸರ ಸ್ನೇಹಿ ಗಣೇಶ ಆಚರಣೆಗೆ ಪ್ರೋತ್ಸಾಹ ನೀಡುವುದು ಹಾಗೂ ಬಿ.ಬಿ.ಎಂ.ಪಿ, ಪೊಲೀಸ್ ಇಲಾಖೆ, ಅಗ್ನಿಶಾಮಕ ಇಲಾಖೆ, ಬೆಸ್ಕಾಂ ಹಾಗೂ ಕರ್ನಾಟಕ ಪರಿಸರ ಮಾಲಿನ್ಯ ನಿಯಂತ್ರಣ ಮಂಡಳಿಯಿಂದ ಹೊರಡಿಸುವ ಷರತ್ತುಗೊಳಪಡಿಸಿ, ಗಣೇಶ ಹಬ್ಬ ಆಚರಣೆಗೆ ಅನುಮತಿ ನೀಡಲು ಕ್ರಮವಹಿಸುವುದು.

*75 ಏಕಗವಾಕ್ಷಿ ಕೇಂದ್ರಗಳ ಸ್ಥಾಪನೆ:*

ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಗಣೇಶ ಪ್ರತಿಷ್ಠಾಪನೆಗಾಗಿ ಅನುಮತಿ ನೀಡುವ ಸಲುವಾಗಿ 75 ಉಪ ವಿಭಾಗ ಕಛೇರಿಗಳಲ್ಲಿ ಏಕಗವಾಕ್ಷಿ ಕೇಂದ್ರಗಳನ್ನು ತೆರೆಯಲಾಗಿರುತ್ತದೆ. ಬಿಬಿಎಂಪಿ, ಪೊಲೀಸ್, ಬೆಸ್ಕಾಂ ಹಾಗೂ ಅಗ್ನಿಶಾಮಕ ಅಧಿಕಾರಿಗಳು ಒಂದೇ ಸ್ಥಳದಲ್ಲಿದ್ದು, ಅನುಮತಿ ಪತ್ರವನ್ನು ನೀಡಲಿದ್ದಾರೆ.
