Bengaluru: While contractors are demanding payment of bills for works completed two years ago, on the other hand, notices have been issued to waste contractors who have not submitted bills for five months.
Bangalore Solid Waste Management Limited (BSWML) has issued notices to waste contractors to submit bills for waste disposal.
‘Solid waste collection and transportation suppliers, contractors, have not paid the solid waste collection and transportation bills from April to August of the current financial year. The bills and supporting documents should be submitted immediately. After submitting the bills, action will be taken to make payment as per the rules,’ the Assistant General Manager of the respective department of BSWML issued notices to more than 28 contractors on September 11.
‘Bills containing all the information have been submitted for five months. However, a notice has been issued. If there is a shortfall in the provident fund (PF) payment, then we will do it. We have been paying the PF and EPF of all the workers for five months. We have also paid salaries for a couple of months. BSWML is giving us more problems,’ said waste contractor C.V. Rajinikanth Reddy.
‘BSWML has not provided the attendance information of workers and autos since April. Hence, the submission of the bill has been delayed. All the documents are being obtained after the notice is received and everything will be submitted soon,’ informed Rupesh of Annapoorneshwari Associates.
‘A thorough inspection by BSWML officials revealed that the bill was submitted showing the attendance of only one worker in two or three wards. For that, employees have been asked to provide information about the money paid and account details. The delay in submitting the bill is being caused by the demand for accurate information, sources said.

‘The attendance required by waste contractors has been provided at the ward level at the end of the month. Information about the attendance (RFID) of vehicles has also been provided. A new SOP has been implemented for the last 15 days. It has nothing to do with the pending bill submission since April. If the waste contractors submit the bill with the necessary documents, action will be taken to release the bill as per the rules. This will also benefit the contractors and those who carry out the cleaning work,’ informed BSWML CEO Karigowda.
Confusion due to SOP: Association
‘The new Standard Operating Procedure (SOP) has caused confusion for the contractors. Hence, the submission of the bill has been delayed. A letter has been written to the Managing Director of BSWML twice to call a meeting of the officials and contractors to resolve this confusion. However, no action has been taken and a notice has been issued,’ said S.N. Balasubramaniam, General Secretary of the Bangalore City Cleanliness and Lorry Owners-Contractors Association.
‘The delay in monthly bill payment since April, additional tables for paying monthly bills, fines and interest being imposed by the ESI and EPF departments, delay in bill payment before January 2025, and public transport system that requires employees to report for work at 5.30 am have been discussed and a solution has been requested,’ he said.

ಬೆಂಗಳೂರು: ಎರಡು ವರ್ಷದ ಹಿಂದೆ ಪೂರ್ಣಗೊಂಡಿರುವ ಕಾಮಗಾರಿಗಳಿಗೆ ಬಿಲ್ ಪಾವತಿ ಮಾಡಿ ಎಂದು ಗುತ್ತಿಗೆದಾರರು ಒಂದೆಡೆ ಒತ್ತಾಯಿಸುತ್ತಿದ್ದರೆ, ಮತ್ತೊಂದೆಡೆ ಐದು ತಿಂಗಳಿನಿಂದ ಬಿಲ್ ಸಲ್ಲಿಸದ ತ್ಯಾಜ್ಯ ಗುತ್ತಿಗೆದಾರರಿಗೆ ನೋಟಿಸ್ ಜಾರಿಯಾಗಿದೆ.
ತ್ಯಾಜ್ಯ ವಿಲೇವಾರಿ ಮಾಡಿರುವ ಬಿಲ್ ಸಲ್ಲಿಸುವಂತೆ ಕಸ ಗುತ್ತಿಗೆದಾರರಿಗೆ ಬೆಂಗಳೂರು ಘನತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ ನಿಯಮಿತ (ಬಿಎಸ್ಡಬ್ಲ್ಯುಎಂಎಲ್) ನೋಟಿಸ್ ಜಾರಿ ಮಾಡಿದೆ.
‘ಘನತ್ಯಾಜ್ಯ ಸಂಗ್ರಹಣೆ ಮತ್ತು ಸಾಗಣೆ ಸರಬರಾಜುದಾರರು, ಗುತ್ತಿಗೆದಾರರು, ಪ್ರಸಕ್ತ ಆರ್ಥಿಕ ವರ್ಷದ ಏಪ್ರಿಲ್ನಿಂದ ಆಗಸ್ಟ್ವರೆಗೆ ಘನತ್ಯಾಜ್ಯ ಸಂಗ್ರಹ, ಸಾಗಣೆ ಬಿಲ್ಗಳನ್ನು ಪಾವತಿಸಿಲ್ಲ. ಬಿಲ್ ಜೊತೆಗೆ ಪೂರಕ ದಾಖಲೆಗಳನ್ನು ಕೂಡಲೇ ಸಲ್ಲಿಸಬೇಕು. ಬಿಲ್ ಸಲ್ಲಿಸಿದ ನಂತರ ನಿಯಮಾನುಸಾರ ಪಾವತಿಸಲು ಕ್ರಮ ವಹಿಸಲಾಗುವುದು’ ಎಂದು 28ಕ್ಕೂ ಹೆಚ್ಚು ಗುತ್ತಿಗೆದಾರರಿಗೆ ಬಿಎಸ್ಡಬ್ಲ್ಯು
‘ಐದು ತಿಂಗಳಿನಿಂದ ಎಲ್ಲ ಮಾಹಿತಿಗಳನ್ನು ಒಳಗೊಂಡ ಬಿಲ್ಗಳನ್ನು ಸಲ್ಲಿಸಲಾಗಿದೆ. ಆದರೂ ನೋಟಿಸ್ ಜಾರಿ ಮಾಡಿದ್ದಾರೆ. ಭವಿಷ್ಯ ನಿಧಿ (ಪಿಎಫ್) ಪಾವತಿಯಲ್ಲಿ ಕೊರತೆ ಇದ್ದರೆ ಹೀಗೆ ಮಾಡಿ ಎಂದರೆ ನಾವು ಮಾಡುತ್ತೇವೆ. ಐದು ತಿಂಗಳಿನಿಂದ ಎಲ್ಲ ಕೆಲಸಗಾರರ ಪಿಎಫ್, ಇಪಿಎಫ್ ಪಾವತಿಸುತ್ತಿದ್ದೇವೆ. ಒಂದೆರಡು ತಿಂಗಳು ವೇತನವನ್ನೂ ನೀಡಿದ್ದೇವೆ. ಸಂಕಷ್ಟದಲ್ಲಿರುವ ನಮಗೆ ಬಿಎಸ್ಡಬ್ಲ್ಯುಎಂಎಲ್ನವರು ಇನ್ನಷ್ಟು ಸಮಸ್ಯೆ ನೀಡುತ್ತಿದ್ದಾರೆ’ ಎಂದು ತ್ಯಾಜ್ಯ ಗುತ್ತಿಗೆದಾರ ಸಿ.ವಿ. ರಜನಿಕಾಂತ್ ರೆಡ್ಡಿ ಹೇಳಿದರು.

‘ತ್ಯಾಜ್ಯ ಗುತ್ತಿಗೆದಾರರಿಗೆ ಅಗತ್ಯವಾಗಿರುವ ಹಾಜರಾತಿಯನ್ನು ವಾರ್ಡ್ ಮಟ್ಟದಲ್ಲೇ ತಿಂಗಳಾಂತ್ಯದಲ್ಲಿ ಒದಗಿಸಲಾಗಿದೆ. ವಾಹನಗಳ ಹಾಜರಾತಿಯ (ಆರ್ಎಫ್ಐಡಿ) ಮಾಹಿತಿಯನ್ನೂ ನೀಡಲಾಗಿದೆ. ಕಳೆದ 15 ದಿನದಿಂದ ಹೊಸ ಎಸ್ಒಪಿ ಜಾರಿಯಾಗಿದೆ. ಅದಕ್ಕೂ ಏಪ್ರಿಲ್ನಿಂದ ಬಾಕಿ ಉಳಿದಿರುವ ಬಿಲ್ ಸಲ್ಲಿಕೆಗೂ ಸಂಬಂಧ ಇಲ್ಲ. ತ್ಯಾಜ್ಯ ಗುತ್ತಿಗೆದಾರರು ಅಗತ್ಯ ದಾಖಲೆಗಳೊಂದಿಗೆ ಬಿಲ್ ಸಲ್ಲಿಕೆ ಮಾಡಿದರೆ, ನಿಯಮಾನುಸಾರ ಬಿಲ್ ಬಿಡುಗಡೆಗೆ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುತ್ತದೆ. ಗುತ್ತಿಗೆದಾರರು– ಸ್ವಚ್ಛತೆ ಕೆಲಸ ನಿರ್ವಹಿಸುವವರಿಗೂ ಇದರಿಂದ ಅನುಕೂಲವೇ ಆಗಲಿದೆ’ ಎಂದು ಬಿಎಸ್ಡಬ್ಲ್ಯುಎಂಎಲ್ ಸಿಇಒ ಕರೀಗೌಡ ಮಾಹಿತಿ ನೀಡಿದರು.
ಎಸ್ಒಪಿಯಿಂದ ಗೊಂದಲ: ಸಂಘ
‘ಹೊಸ ಪ್ರಮಾಣಿತ ಕಾರ್ಯಾಚಾರಣಾ ವಿಧಾನದಿಂದ (ಎಸ್ಒಪಿ) ಗುತ್ತಿಗೆದಾರರಿಗೆ ಗೊಂದಲ ಉಂಟಾಗಿದೆ. ಹೀಗಾಗಿ ಬಿಲ್ ಸಲ್ಲಿಕೆ ವಿಳಂಬವಾಗಿದೆ. ಈ ಗೊಂದಲವನ್ನು ಪರಿಹರಿಸಲು ಅಧಿಕಾರಿಗಳು ಹಾಗೂ ಗುತ್ತಿಗೆದಾರರ ಸಭೆಯನ್ನು ಕರೆಯವಂತೆ ಬಿಎಸ್ಡಬ್ಲ್ಯುಎಂಎಲ್ನ ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕರಿಗೆ ಎರಡು ಬಾರಿ ಪತ್ರ ಬರೆಯಲಾಗಿದೆ. ಆದರೂ ಕ್ರಮ ಕೈಗೊಳ್ಳದೆ, ನೋಟಿಸ್ ಜಾರಿ ಮಾಡಿದ್ದಾರೆ’ ಎಂದು ಬೆಂಗಳೂರು ನಗರ ಸ್ವಚ್ಛತೆ ಮತ್ತು ಲಾರಿ ಮಾಲೀರು–ಗುತ್ತಗೆದಾರರ ಸಂಘದ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಎಸ್.ಎನ್. ಬಾಲಸುಬ್ರಮಣಿಯಂ ತಿಳಿಸಿದರು.
‘ಏಪ್ರಿಲ್ನಿಂದ ಮಾಸಿಕ ಬಿಲ್ ಪಾವತಿಯಲ್ಲಿ ಆಗುತ್ತಿರುವ ವಿಳಂಬ, ಮಾಸಿಕ ಬಿಲ್ ಬಾವತಿಸಲು ಹೆಚ್ಚುವರಿಯಾಗಿರುವ ಟೇಬಲ್ಗಳು, ಇಎಸ್ಐ, ಇಪಿಎಫ್ ಇಲಾಖೆಗಳು ವಿಧಿಸುತ್ತಿರುವ ದಂಡ ಮತ್ತು ಬಡ್ಡಿ, 2025ರ ಜನವರಿಗೂ ಹಿಂದಿನ ಬಿಲ್ ಪಾವತಿಯಲ್ಲಿ ಆಗುತ್ತಿರುವ ವಿಳಂಬ, ನೌಕರರು ಬೆಳಿಗ್ಗೆ 5.30ಕ್ಕೆ ಕೆಲಸಕ್ಕೆ ಹಾಜರಾಗಲು ಅವಶ್ಯವಿರುವ ಸಾರ್ವಜನಿಕರ ಸಾರಿಗೆ ವ್ಯವಸ್ಥೆ ಬಗ್ಗೆ ಚರ್ಚೆ ನಡೆಸಿ, ಪರಿಹಾರ ಕಲ್ಪಿಸಲು ಕೋರಲಾಗಿದೆ’ ಎಂದರು.
