Waste Management Tender: BSWML Set for Financial Gains as 33-Package Process Nears Completion
BENGALURU: The Bengaluru Solid Waste Management Limited (BSWML) is expected to reap significant financial benefits as the tender process for 33 waste management packages across Greater Bengaluru enters its final stages.
The transition to a new waste management contract system, which has faced delays since 2022, is finally moving forward. Following High Court intervention, the original plan for 89 packages was consolidated into 33 packages. Once finalized, this move is projected to save BSWML hundreds of crores of rupees.
Shift from BBMP to BSWML
When the BBMP was overseeing the process, 89 packages were initially estimated at ₹541 crore. However, bids received at that time were 18% to 60% higher than the estimate, averaging a 43% increase. Due to technical issues and legal challenges by contractors, the government eventually decided to invite tenders for 33 consolidated packages.
Under the new Greater Bengaluru Area (GBA) structure:
* 21 Assembly Constituencies have been assigned one package each.
* 6 Major Constituencies (Bengaluru South, Dasarahalli, Mahadevapura, K.R. Puram, Yeshwanthpur, and R.R. Nagar) have been assigned two packages each.
Financial Breakdown
The new tender was estimated at ₹544.91 crore, and bids have come in at approximately ₹591 crore. According to BSWML sources, these bids are significantly lower than previous rounds and will include the deployment of modern, state-of-the-art waste collection vehicles.

While the bid is slightly higher than current spending, the contract price will remain fixed for seven years. A key efficiency clause (2.7.6) mandates that from the second year, contractors must phase out compactors. Instead, auto-tippers will transport waste directly to secondary processing units. This shift alone is expected to save BSWML roughly ₹110 crore in maintenance and operational costs.
Disputes in Five Packages
The finalization of five specific packages—Hebbal, Mahalakshmi Layout, Basavanagudi, Dasarahalli-2, and Mahadevapura-1—has hit a snag. Appeals have been filed with the Additional Chief Secretary of the Urban Development Department.
Complaints allege that some companies participated under two different names to secure multiple packages, potentially sidelining eligible contractors. Some officials suggest that these appeals are a tactic by certain contractors to delay the process and continue using old vehicles under the outdated system.

ಬೆಂಗಳೂರು: ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆಗಾಗಿ ಅಂತಿಮಗೊಳ್ಳುವ 33 ಪ್ಯಾಕೇಜ್ ಗುತ್ತಿಗೆಯಿಂದ ಬೆಂಗಳೂರು ಘನತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ ನಿಯಮಿತಕ್ಕೆ (ಬಿಎಸ್ಡಬ್ಲ್ಯುಎಂಎಲ್) ಆರ್ಥಿಕವಾಗಿ ಲಾಭವಾಗುವ ನಿರೀಕ್ಷೆ ಇದೆ.
2022ರಿಂದ ಹೊಸ ತ್ಯಾಜ್ಯ ಗುತ್ತಿಗೆ ನೀಡುವ ಪ್ರಕ್ರಿಯೆಯ ಅನುಷ್ಠಾನ ಹಲವು ಕಾರಣಗಳಿಂದ ವಿಳಂಬ ಗತಿಯಲ್ಲೇ ಇದೆ. ಹೈಕೋರ್ಟ್ ಮಧ್ಯಪ್ರವೇಶದಿಂದ 89 ಪ್ಯಾಕೇಜ್ ಈಗ 33 ಪ್ಯಾಕೇಜ್ಗಳಾಗಿದ್ದು, ಇದು ಅಂತಿಮವಾದರೆ ಬಿಎಸ್ಡಬ್ಲ್ಯುಎಂಎಲ್ಗೆ ನೂರಾರು ಕೋಟಿ ಉಳಿತಾಯವಾಗಲಿದೆ.
ಬಿಬಿಎಂಪಿ ಅಸ್ತಿತ್ವದಲ್ಲಿದ್ದಾಗ ಅದರ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆಗೆ 89 ಪ್ಯಾಕೇಜ್ ನಿಗದಿಪಡಿಸಿ, ₹541 ಕೋಟಿ ಟೆಂಡರ್ ಮೊತ್ತ ನಿಗದಿಪಡಿಲಾಗಿತ್ತು. ಇದಕ್ಕೆ ಬಿಡ್ ಸಲ್ಲಿಕೆಯಾದಾಗ, ಶೇಕಡ 18ರಿಂದ ಶೇ 60ರಷ್ಟು ಹೆಚ್ಚು ಮೊತ್ತಕ್ಕೆ ಬಿಡ್ ಆಗಿತ್ತು. ಸರಾಸರಿ ಶೇ 43ರಷ್ಟು ಹೆಚ್ಚಳವಾಗಿತ್ತು. ಕೆಲವು ತಾಂತ್ರಿಕ ಸಮಸ್ಯೆಗಳಿಂದ ಗುತ್ತಿಗೆದಾರರು ಹೈಕೋರ್ಟ್ ಮೆಟ್ಟಿಲೇರಿದ್ದರು. ಕೊನೆಗೆ, 33 ಪ್ಯಾಕೇಜ್ಗಳಲ್ಲಿ ಟೆಂಡರ್ ಕರೆಯುವುದಾಗಿ ಸರ್ಕಾರ ಹೇಳಿತ್ತು.
ಅದರಂತೆ, ಜಿಬಿಎ ವ್ಯಾಪ್ತಿಯ 27 ವಿಧಾನಸಭೆ ಕ್ಷೇತ್ರಗಳಲ್ಲಿ 21 ವಿಧಾನಸಭಾ ಕ್ಷೇತ್ರಗಳಿಗೆ ಒಂದು ಪ್ಯಾಕೇಜ್ ನಿಗದಿ ಪಡಿಸಲಾಗಿದೆ. ಬೆಂಗಳೂರು ದಕ್ಷಿಣ, ದಾಸರಹಳ್ಳಿ, ಮಹದೇವಪುರ, ಕೆ.ಆರ್. ಪುರ, ಯಶವಂತಪುರ, ರಾಜರಾಜೇಶ್ವರಿ ನಗರ ವಿಧಾನಸಭೆ ಕ್ಷೇತ್ರಗಳಿಗೆ ತಲಾ ಎರಡು ಪ್ಯಾಕೇಜ್ ನಿಗದಿಪಡಿಸಲಾಗಿದೆ. ಒಟ್ಟಾರೆ ₹544.91 ಕೋಟಿ ಎಂದು ಅಂದಾಜಿಸಿ ಟೆಂಡರ್ ಆಹ್ವಾನಿಸಲಾಯಿತು. ಸುಮಾರು ₹591 ಕೋಟಿಗೆ ಬಿಡ್ ಆಗಿದೆ. ಹೀಗಾಗಿ, ಕಳೆದ ಬಾರಿಗಿಂತ ಈ ಬಿಡ್ ಅತ್ಯಂತ ಕಡಿಮೆಯಾಗಿದ್ದು, ಅತ್ಯಾಧುನಿಕ ವಾಹನಗಳನ್ನು ಒಳಗೊಂಡು ಕಾರ್ಯನಿರ್ವಹಿಸುವ ವ್ಯವಸ್ಥೆ ಜಾರಿಯಾಗಲಿದೆ ಎಂದು ಬಿಎಸ್ಡಬ್ಲ್ಯುಎಂಎಲ್ ಮೂಲಗಳು ತಿಳಿಸಿವೆ.
ಒಂದು ಪ್ಯಾಕೇಜ್ನಲ್ಲಿ ಶೇ 23ರಷ್ಟು ಕಡಿಮೆ ಬಿಡ್ ದಾಖಲಾಗಿದ್ದರೆ, ಇನ್ನೊಂದು ಬಿಡ್ನಲ್ಲಿ ಶೇ 28ರಷ್ಟು ಅಧಿಕವಾಗಿ ಬಿಡ್ ಮಾಡಲಾಗಿದೆ. ಇಷ್ಟಾದರೂ, ಘನತ್ಯಾಜ್ಯ ವಿಲೇವಾರಿಗೆ ಪ್ರಸ್ತುತ ವೆಚ್ಚ ಮಾಡುತ್ತಿರುವ ಮೊತ್ತಕ್ಕಿಂತ ಕೆಲವೇ ಕೋಟಿ ಹೆಚ್ಚಾಗುವ ನಿರೀಕ್ಷೆ ಇದೆ. ಅಲ್ಲದೆ, ಗುತ್ತಿಗೆ ಮೊತ್ತ ಏಳು ವರ್ಷ ಒಂದೇ ಇರಲಿದೆ. ಗುತ್ತಿಗೆ ಷರತ್ತಿನಂತೆ (2.7.6) ಎರಡನೇ ವರ್ಷದಿಂದ ಕಾಂಪ್ಯಾಕ್ಟರ್ ಬಳಕೆ ನಿಲ್ಲಿಸಿ, ಆಟೊ ಟಿಪ್ಪರ್ಗಳಿಂದ ಕಸ ನೇರವಾಗಿ ಎರಡನೇ ಹಂತದ ತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ ಘಟಕಕ್ಕೆ ತಲುಪಿಸಬೇಕು. ಹೀಗಾಗಿ, ಎರಡನೇ ವರ್ಷದಿಂದ, ಕಾಂಪ್ಯಾಕ್ಟರ್ಗಳನ್ನು ಬಳಸುವುದನ್ನು ನಿಲ್ಲಿಸಿದರೆ, ಅದರ ನಿರ್ವಹಣೆಯ ಸುಮಾರು ₹110 ಕೋಟಿ ಹಣವೂ ಬಿಎಸ್ಡಬ್ಲ್ಯುಎಂಎಲ್ಗೆ ಉಳಿಯಲಿದೆ. ಹೀಗಾಗಿ, ಹೊಸ ಪ್ಯಾಕೇಜ್ ಆರ್ಥಿಕವಾಗಿ ಲಾಭದಾಯಕವಾಗಲಿದೆ ಎನ್ನಲಾಗಿದೆ.

ಹೆಬ್ಬಾಳ, ಮಹಾಲಕ್ಷ್ಮಿ ಲೇಔಟ್, ಬಸವನಗುಡಿ, ದಾಸರಹಳ್ಳಿ–2, ಮಹದೇವಪುರ–1 ಪ್ಯಾಕೇಜ್ಗಳನ್ನು ಅಂತಿಮಗೊಳಿಸುವಲ್ಲಿ ಗೊಂದಲ ಮೂಡಿದೆ. ಈ ಬಗ್ಗೆ ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆಯ ಹೆಚ್ಚುವರಿ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿಯವರಿಗೆ ಅಪೀಲು ಸಲ್ಲಿಸಲಾಗಿದೆ. ಒಂದೇ ಕಂಪನಿ ಎರಡು ಹೆಸರಿನಲ್ಲಿ ಎರಡು ಪ್ಯಾಕೇಜ್ಗಳಲ್ಲಿ ಭಾಗವಹಿಸಿದ್ದರೂ ಅದಕ್ಕೆ ಟೆಂಡರ್ ಪ್ರಕ್ರಿಯೆಯಲ್ಲಿ ಮನ್ನಣೆ ನೀಡಲಾಗಿದೆ. ಇದರಿಂದ ಅರ್ಹ ಗುತ್ತಿಗೆದಾರರಿಗೆ ಅನ್ಯಾಯವಾಗುತ್ತಿರುವ ಬಗ್ಗೆ ದೂರು ಸಲ್ಲಿಸಲಾಗಿದೆ.
‘ಈ ಐದು ಪ್ಯಾಕೇಜ್ಗಳನ್ನು ಹೊರತುಪಡಿಸಿದರೆ ಉಳಿದ ಪ್ಯಾಕೇಜ್ಗಳು ಬಹುತೇಕ ಅಂತಿಮಗೊಂಡಿವೆ. ಕೆಲವು ಗುತ್ತಿಗೆದಾರರು ಅವರಿಗೆ ಅರ್ಹತೆ ಇಲ್ಲ ಎಂಬ ಅರಿವಿದ್ದರೂ ಸುಖಾಸುಮ್ಮನೆ ಅಪೀಲು ಸಲ್ಲಿಸಿ, 33 ಪ್ಯಾಕೇಜ್ ಅಂತಿಮಗೊಳ್ಳದಂತೆ ತಡೆಯಲು ಯತ್ನಿಸುತ್ತಿದ್ದಾರೆ. ಹೊಸ ವಾಹನಗಳನ್ನು ನಿಯೋಜಿಸದೆ, ಹಳೆಯ ವಾಹನಗಳಲ್ಲೇ ಹಳೇ ಪದ್ಧತಿಯಲ್ಲೇ ಗುತ್ತಿಗೆ ಮುಂದುವರಿಸುವ ಹುನ್ನಾರ ಅವರದ್ದಾಗಿದೆ’ ಎಂದು ಗುತ್ತಿಗೆದಾರರು ದೂರಿದರು.
ಬಹುತೇಕ ಅಂತಿಮ: ಕರೀಗೌಡ
‘27 ವಿಧಾನಸಭೆ ಕ್ಷೇತ್ರಗಳಿಗೆ 33 ಪ್ಯಾಕೇಜ್ಗಳ ಟೆಂಡರ್ ಬಹುತೇಕ ಅಂತಿಮಗೊಂಡಿದೆ. ಕೆಲವರು ಅಪೀಲು ಹಾಕಿಕೊಂಡಿದ್ದು, ಜನವರಿ ಅಂತ್ಯದೊಳಗೆ ಅವು ಇತ್ಯರ್ಥವಾಗಲಿವೆ. ಎಲ್1ಗೆ ಎಲ್ಲ ರೀತಿಯಲ್ಲಿಯೂ ಅರ್ಹತೆ ಇದ್ದಾಗ ಅವರನ್ನೇ ಆಯ್ಕೆ ಮಾಡಬೇಕು. ಆದರೂ, ಎಲ್2 ಅವರು ಅಪೀಲು ಹಾಕಿದ್ದಾರೆ, ಇವೆಲ್ಲ ನಿಲ್ಲುವುದಿಲ್ಲ. ಹೊಸ ಪ್ಯಾಕೇಜ್ಗಳು ಅನುಷ್ಠಾನಗೊಂಡರೆ ನಗರದಲ್ಲಿ ಕಸ ಸಮಸ್ಯೆ ಬಹುತೇಕ ಬಗೆಹರಿಯಲಿದೆ’ ಎಂದು ಬಿಎಸ್ಡಬ್ಲ್ಯುಎಂಎಲ್ನ ಸಿಇಒ ಕರೀಗೌಡ ಅವರು ‘ಪ್ರಜಾವಾಣಿ’ಗೆ ತಿಳಿಸಿದರು.
