Shortfall in Property Tax Collection Across 5 City Corporations; Urban Department Issued Order to Transfer ₹382.72 Crore by End of March 2026
₹244 Crore Funding Cut for BSWML
Bengaluru: Due to a shortfall in tax collection and resources across five city corporations under the Greater Bengaluru Authority (GBA), the funding for Bengaluru Solid Waste Management Limited (BSWML) has been slashed by ₹244 crore.
In the budget presented during the tenure of the BBMP, the allocation for solid waste collection and transportation will now see a 16% reduction. While funds were being paid correctly when the BBMP was a single entity, fund transfers to BSWML have stalled since the individual city corporations came into existence.
Since the five city corporations have failed to pay the dues to BSWML so far, the Urban Development Department (UDD) has issued an order. It directs that ₹100 crore be transferred from the GBA’s property tax collection account at Canara Bank to the five city corporations, which must then immediately transfer those funds to BSWML.
Urgency in Fund Release
The Chief Commissioner of the GBA submitted a proposal to the Urban Development Department stating that it is essential for the city corporations to release necessary funds to BSWML on time. He suggested that user fees and cesses collected from waste generators should be transferred. Accordingly, an order was issued on January 20, instructing the five city corporations to immediately transfer ₹88.68 crore to BSWML.
BSWML is responsible for waste collection, transportation, processing, and landfill management within the jurisdictions of these five corporations. To safeguard public health and comply with periodic directives from the Supreme Court, High Court, and the National Green Tribunal, adhering to the Solid Waste Management Rules–2016 is a mandatory responsibility for both the corporations and BSWML. The GBA Commissioner noted in the proposal that funds must be released promptly to ensure that ongoing contracts, development/maintenance works, and waste management for the upcoming financial year are not hindered.
Despite these orders from the Urban Development Department, the total allocation for BSWML for the current financial year has been reduced. Experts suggest this may negatively impact the establishment of processing plants and dry waste collection centers.

Bills Unpaid Since August
BSWML has not paid bills to contractors managing solid waste since August 2025. While the BBMP covered the costs of waste collection, transport, and disposal from January to July 2025, no funds have been released by the new corporations since then. The GBA Chief Commissioner’s proposal to the Urban Development Department explicitly mentions that despite letters requesting funds for bills from August to November 2025, the corporations have failed to release the money.

ಬೆಂಗಳೂರು: ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ (ಜಿಬಿಎ) ವ್ಯಾಪ್ತಿಯ ಐದು ನಗರ ಪಾಲಿಕೆಗಳಲ್ಲಿ ತೆರಿಗೆ ಸಂಗ್ರಹ ಹಾಗೂ ಸಂಪನ್ಮೂಲ ಕೊರತೆಯಿಂದ ಬೆಂಗಳೂರು ಘನತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ ನಿಯಮಿತ (ಬಿಎಸ್ಡಬ್ಲ್ಯುಎಂಎಲ್) ಅನುದಾನದಲ್ಲಿ ₹244 ಕೋಟಿಗೆ ಕತ್ತರಿ ಬಿದ್ದಿದೆ.

ಜಿಬಿಎ ಮುಖ್ಯ ಆಯುಕ್ತರು ಬಿಎಸ್ಡಬ್ಲ್ಯುಎಂಎಲ್ಗೆ ನಗರ ಪಾಲಿಕೆಗಳಿಂದ ಸಕಾಲದಲ್ಲಿ ಅಗತ್ಯ ಅನುದಾನ ಬಿಡುಗಡೆ ಮಾಡುವುದು ಅತ್ಯವಶ್ಯ. ಆದ್ದರಿಂದ ತ್ಯಾಜ್ಯ ಉತ್ಪಾದಕರಿಂದ ಸಂಗ್ರಹಿಸುವ ಬಳಕೆದಾರ ಶುಲ್ಕ ಹಾಗೂ ಉಪಕರಗಳನ್ನು ವರ್ಗಾಯಿಸಬೇಕು ಎಂದು ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆ ಪ್ರಸ್ತಾವ ಸಲ್ಲಿಸಿದ್ದರು. ಅದರಂತೆ, ಜ.20ರಂದು ಆದೇಶ ಹೊರಡಿಸಲಾಗಿದ್ದು, ಐದು ನಗರ ಪಾಲಿಕೆಗಳು ಕೂಡಲೇ ₹88.68 ಕೋಟಿಯನ್ನು ಬಿಎಸ್ಡಬ್ಲ್ಯುಎಂಎಲ್ ವರ್ಗಾಯಿಸುವಂತೆ ಸೂಚಿಸಲಾಗಿದೆ.
ಬಿಎಸ್ಡಬ್ಲ್ಯುಎಂಎಲ್ ವತಿಯಿಂದ ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಕಸದ ಸಂಗ್ರಹ ಸಾಗಣೆ, ಸಂಸ್ಕರಣೆ, ಕಸದ ಭೂಭರ್ತಿ ಘಟಕ ನಿರ್ವಹಣೆ ಚಟುವಟಿಕೆಗಳನ್ನು ಕೈಗೊಳ್ಳಲಾಗುತ್ತಿದೆ. ಸಾರ್ವಜನಿಕ ಆರೋಗ್ಯದ ಹಿತದೃಷ್ಟಿಯಿಂದ ಹಾಗೂ ಸುಪ್ರೀಂ ಕೋರ್ಟ್, ಹೈಕೋರ್ಟ್, ರಾಷ್ಟ್ರೀಯ ಹಸಿರು ನ್ಯಾಯಮಂಡಳಿ ಕಾಲಕಾಲಕ್ಕೆ ಹೊರಡಿಸಿರುವ ನಿರ್ದೇಶನಗಳನ್ನು ಪಾಲಿಸಬೇಕು. ಘನತ್ಯಾಜ್ಯ ನಿರ್ವಹಣಾ ನಿಯಮಗಳು– 2016 ಅನ್ನು ಪಾಲಿಸುವುದು ಐದು ನಗರ ಪಾಲಿಕೆಗಳು, ಬಿಎಸ್ಡಬ್ಲ್ಯುಎಂಎಲ್ ಜವಾಬ್ದಾರಿಯಾಗಿದೆ. ಬಿಎಸ್ಡಬ್ಲ್ಯು
ಇಷ್ಟೆಲ್ಲ ಪ್ರಸ್ತಾವದ ನಂತರ ಹಣ ಪಾವತಿಸಲು ಐದು ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆ ಆದೇಶ ಹೊರಡಿಸಿದ್ದರೂ, ಬಿಎಸ್ಡಬ್ಲ್ಯುಎಂಎಲ್ಗೆ ಪ್ರಸಕ್ತ ಆರ್ಥಿಕ ಮೀಸಲಿರಿಸಲಾಗಿದ್ದ ಅನುದಾನವನ್ನು ಕಡಿತಗೊಳಿಸಲಾಗಿದೆ. ಇದರಿಂದ ಸಂಸ್ಕರಣೆ ಘಟಕ ಸೇರಿದಂತೆ ಒಣತ್ಯಾಜ್ಯ ಸಂಗ್ರಹ ಘಟಕಗಳ ಸ್ಥಾಪನೆಗೆ ತೊಂದರೆಯಾಗಲಿದೆ ಎನ್ನಲಾಗಿದೆ.
