State Government Grants: The Backbone for the First Budget of Bengaluru's Five CITY Corporations

Bengaluru: There are massive expectations pinned on the upcoming State Budget from the five CITY corporations falling under the Greater Bengaluru Authority (GBA). This authority was established with the vision of bringing administration to the citizens' doorstep and prioritizing local development.
Formed five months ago, these five CITY corporations are already preparing to present their maiden budgets in the second week of March, following the presentation of the State Budget. Since there is limited scope for mega-projects within the individual municipal levels, the focus has shifted toward roads, footpaths, parks, toilets, lakes, horticulture, and beautification.
The Struggle for Financial Self-Reliance
Resource mobilization within these corporations has not yet reached expected levels. Currently, revenue from every division is directed to the GBA account, from which funds must then be transferred back. Consequently, economic self-reliance remains a distant dream.
Despite this, CITY Commissioners have been calculating potential revenue from advertisement taxes, parking fees, and trade licenses. However, officials acknowledge that these internal sources alone cannot fund the high-quality infrastructure expected by citizens.
As a result, the corporations are looking toward the Budget to be presented by Chief Minister Siddaramaiah on March 6. During meetings with C. Narayanaswamy, Chairman of the 5th State Finance Commission, the corporations submitted specific demands. They have requested thousands of crores to provide essential infrastructure like roads, drains, and sanitation.
Addressing the Infrastructure Deficit
Since the inception of the BBMP in 2007, the city has struggled with infrastructure gaps. Many areas, including the "110 villages" added later, still lack proper roads and drainage systems. The absence of elected corporators for the last six years has worsened the situation. The new municipal corporations now face the monumental task of fixing these issues, which they believe can only be achieved if the government provides substantial grants directly to them.
With the monsoon approaching, the corporations are not yet fully prepared to handle rain-related disasters. Heavy summer rains often lead to flooding on several city roads, yet relief operations have stalled. The corporations plan to allocate funds in their budgets and commence work only after receiving grants from the State Government.

The Big Question: Will Funds Flow Directly?
Even five months after the enactment of the Greater Bengaluru Governance Act (GBGA), there is no clarity on the financial division between the GBA and the five municipal corporations. Property taxes and other fees still flow into the GBA account before being redistributed. Senior officials remain uncertain whether the State Budget allocations will follow this same circuitous route or be granted directly to the corporations.
Under the previous BBMP structure, the State Government provided ₹3,000 crore annually in four installments for special infrastructure under the Capital Support Scheme. Even after the formation of the new corporations, the third installment of the current financial year was transferred to the GBA account instead of the individual corporations. Furthermore, out of the additional ₹4,000 crore announced in the last budget for mega-projects, a significant portion remains unreleased.
Mega Projects Worth ₹1.4 Lakh Crore Yet to Take Off
Deputy CM and Bengaluru Development Minister D.K. Shivakumar initially spoke of mega-projects worth ₹1 lakh crore; that estimate has now crossed ₹1.5 lakh crore. This includes tunnel roads, flyovers, corridors, and skydecks. However, for two years, these projects have remained in the discussion, Tender, or DPR (Detailed Project Report) stages without moving to ground implementation.
While Chief Minister Siddaramaiah’s special grant of ₹2,200 crore has led to the asphalting of several roads, many are still under construction. While main and sub-main roads are seeing development through "Black-White Topping" and integrated schemes, ward-level inner roads continue to suffer from potholes.

ಬೆಂಗಳೂರು: ರಾಜಧಾನಿ ಬೆಂಗಳೂರಿನ ಆಡಳಿತವನ್ನು ನಾಗರಿಕರ ಬಾಗಿಲಿಗೆ ಕೊಂಡೊಯ್ದು, ಸ್ಥಳೀಯ ಅಭಿವೃದ್ಧಿಗೆ ಒತ್ತು ನೀಡಲೆಂದೇ ರಚನೆಯಾಗಿರುವ ‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ’ದ (ಜಿಬಿಎ) ವ್ಯಾಪ್ತಿಯ ಐದು ನಗರ ಪಾಲಿಕೆಗಳಿಂದ ರಾಜ್ಯ ಬಜೆಟ್ ಮೇಲೆ ಭಾರೀ ನಿರೀಕ್ಷೆ ಇದೆ.
ಐದು ನಗರ ಪಾಲಿಕೆಗಳು ರಚನೆಯಾಗಿ ಐದು ತಿಂಗಳಾಗಿದ್ದು, ರಾಜ್ಯದ ಬಜೆಟ್ ಮಂಡನೆ ನಂತರ ಮಾರ್ಚ್ ಎರಡನೇ ವಾರದಲ್ಲಿ ಮೊದಲ ಆಯವ್ಯಯವನ್ನು ಮಂಡಿಸಲು ಈಗಾಗಲೇ ಸಿದ್ಧತೆ ನಡೆಸಿವೆ. ಬೃಹತ್ ಯೋಜನೆಗಳಿಗೆ ನಗರ ಪಾಲಿಕೆಯೊಳಗೆ ಹೆಚ್ಚಿನ ಅವಕಾಶವಿಲ್ಲ. ಹೀಗಾಗಿ, ರಸ್ತೆ, ಪಾದಚಾರಿ ಮಾರ್ಗ, ಉದ್ಯಾನ, ಶೌಚಾಲಯ, ಕೆರೆ, ತೋಟಗಾರಿಕೆ, ಸೌಂದರ್ಯೀಕರಣಕ್ಕೆ ಹೆಚ್ಚು ಒತ್ತು ನೀಡಲಾಗಿದೆ.
ನಗರ ಪಾಲಿಕೆಗಳು ಸಂಪನ್ಮೂಲ ಕ್ರೋಡೀಕರಣದಲ್ಲಿ ಇನ್ನೂ ನಿರೀಕ್ಷಿತ ಮಟ್ಟವನ್ನು ತಲುಪಿಲ್ಲ. ಪ್ರತಿಯೊಂದು ವಿಭಾಗದ ಹಣವೂ ಜಿಬಿಎ ಖಾತೆಗೇ ಹೋಗುತ್ತಿದ್ದು, ಅಲ್ಲಿಂದ ಹಣ ವರ್ಗಾವಣೆಯಾಗಬೇಕಿದೆ. ಹೀಗಾಗಿ, ಆರ್ಥಿಕ ಸ್ವಾವಲಂಬನೆ ದೂರದ ಮಾತಾಗಿದೆ.
ಇಷ್ಟಾದರೂ, ಜಾಹೀರಾತು ತೆರಿಗೆ, ವಾಹನ ನಿಲುಗಡೆ ಶುಲ್ಕ, ಉದ್ದಿಮೆ ಪರವಾನಗಿ ಸೇರಿದಂತೆ ಎಲ್ಲೆಲ್ಲಿ ಸಂಪನ್ಮೂಲವನ್ನು ಕ್ರೋಡೀಕರಿಸಲು ಸಾಧ್ಯವೋ ಅದನ್ನೆಲ್ಲ ನಗರ ಪಾಲಿಕೆ ಆಯುಕ್ತರು ಲೆಕ್ಕಾಚಾರ ಹಾಕಿದ್ದಾರೆ. ಆದರೆ, ಇದೆಲ್ಲದ್ದರಿಂದ ನಾಗರಿಕರ ನಿರೀಕ್ಷೆಯ ಗುಣಮಟ್ಟದ ಮೂಲಸೌಕರ್ಯವನ್ನು ನೀಡಲು ಸಾಧ್ಯವಿಲ್ಲ ಎಂಬುದನ್ನೂ ನಗರ ಪಾಲಿಕೆ ಅಧಿಕಾರಿಗಳು ಮನಗಂಡಿದ್ದಾರೆ.
ಹೀಗಾಗಿ, ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಮಾರ್ಚ್ 6ರಂದು ಮಂಡಿಸಲಿರುವ ಬಜೆಟ್ ಮೇಲೆ ಭಾರೀ ನಿರೀಕ್ಷೆ ಹೊಂದಿರುವ ನಗರ ಪಾಲಿಕೆಗಳು, ರಾಜ್ಯದ ಐದನೇ ಹಣಕಾಸು ಆಯೋಗದ ಅಧ್ಯಕ್ಷ ಸಿ. ನಾರಾಯಣಸ್ವಾಮಿ ಅವರೊಂದಿಗೆ ನಡೆಸಿದ ಸಭೆಯಲ್ಲಿ ತಮ್ಮದೇ ಬೇಡಿಕೆಗಳನ್ನು ಇರಿಸಿವೆ. ರಸ್ತೆ, ಚರಂಡಿ, ಪಾದಚಾರಿ ಮಾರ್ಗ, ಶೌಚಾಲಯ ಸೇರಿದಂತೆ ಮೂಲ ಸೌಕರ್ಯವನ್ನು ಒದಗಿಸಲೇ ಸಾವಿರಾರು ಕೋಟಿ ಅಗತ್ಯವಿದ್ದು, ಅದನ್ನು ಒದಗಿಸುವಂತೆ ಆಯೋಗವನ್ನು ಕೋರಲಾಗಿದೆ.
2007ರಲ್ಲಿ ಬಿಬಿಎಂಪಿ ರಚನೆಯಾದಾಗಿನಿಂದಲೂ ನಗರ ಮೂಲಸೌಕರ್ಯದ ಕೊರತೆಯಲ್ಲೇ ನಲುಗುತ್ತಿದೆ. ಒಳಭಾಗದ ಪ್ರದೇಶಗಳಲ್ಲದೆ ಹೊಸದಾಗಿ ಸೇರಿಕೊಂಡ 110 ಸೇರಿದಂತೆ ಹಲವು ಪ್ರದೇಶಗಳಲ್ಲಿ ಇಂದಿಗೂ ರಸ್ತೆ ಹಾಗೂ ಚರಂಡಿಯ ವ್ಯವಸ್ಥೆ ಇಲ್ಲ. ಆರು ವರ್ಷದಿಂದ ಕಾರ್ಪೊರೇಟರ್ಗಳು ಇಲ್ಲದ್ದರಿಂದ ಪರಿಸ್ಥಿತಿ ಇನ್ನೂ ಹದಗೆಟ್ಟಿದೆ. ಹೊಸ ನಗರ ಪಾಲಿಕೆಗಳ ಮೇಲೆ ಮೂಲಸೌಕರ್ಯ ಒದಗಿಸುವ ಬೃಹತ್ ಕಾರ್ಯವೇ ಎದುರಾಗಿದೆ. ಇದನ್ನು ನೀಗಿಸಬೇಕೆಂದರೆ ಸರ್ಕಾರದಿಂದ ಅತಿಹೆಚ್ಚು ಅನುದಾನದ ಅಗತ್ಯ ನೇರವಾಗಿ ನಗರ ಪಾಲಿಕೆಗೇ ಸೇರಬೇಕೆಂಬ ಆಶಯವಿದೆ.
ಮಳೆಗಾಲ ಹತ್ತಿರವಾಗುತ್ತಿರುವ ಸಂದರ್ಭದಲ್ಲಿ, ಆ ಸಂದರ್ಭದಲ್ಲಾಗುವ ಸಮಸ್ಯೆಗಳ ನಿವಾರಣೆಗೆ ಇನ್ನೂ ನಗರ ಪಾಲಿಕೆಗಳು ಸಿದ್ಧಗೊಂಡಿಲ್ಲ. ಬೇಸಿಗೆಯಲ್ಲಿ ಮಳೆಯಾದರೆ ನಗರ ಹಲವು ರಸ್ತೆಗಳಲ್ಲಿ ಪ್ರವಾಹದ ಸ್ಥಿತಿಯುಂಟಾಗುವುದರಲ್ಲಿ ಸಂದೇಹವಿಲ್ಲ. ಈ ಬಗ್ಗೆ ಎಲ್ಲ ಮಾಹಿತಿಯನ್ನೂ ಹೊಂದಿರುವ ನಗರ ಪಾಲಿಕೆಗಳು, ಪರಿಹಾರ ಕಾರ್ಯಾಚರಣೆಗೆ ಮುಂದಾಗಿಲ್ಲ. ಬಜೆಟ್ನಲ್ಲಿ ಹಣವಿರಿಸಿ, ರಾಜ್ಯ ಸರ್ಕಾರದಿಂದ ಬರುವ ಅನುದಾನದಲ್ಲಿ ಕಾಮಗಾರಿ ಆರಂಭಿಸಲು ಯೋಜಿಸುತ್ತಿವೆ.

ನೇರವಾಗಿ ಹಣ ಬರುತ್ತದೆಯೇ: ಜಿಜ್ಞಾಸೆಗಿಲ್ಲ ಉತ್ತರ
ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಆಡಳಿತ ಕಾಯ್ದೆಯಂತೆ (ಜಿಬಿಜಿಎ) ರಚನೆಯಾಗಿರುವ ಜಿಬಿಎ ಹಾಗೂ ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ನಡುವಿನ ಹಣಕಾಸು ವಿಭಜನೆಗೆ ಐದು ತಿಂಗಳಾದರೂ ಸ್ಪಷ್ಟ ಉತ್ತರ ಸಿಕ್ಕಿಲ್ಲ. ಆಸ್ತಿ ತೆರಿಗೆ ಸೇರಿದಂತೆ ಶುಲ್ಕ ಸಂಗ್ರಹ ಈಗಲೂ ಜಿಬಿಎ ಖಾತೆಗೆ ಹೋಗುತ್ತಿದೆ. ಅಲ್ಲಿಂದ ಆಯಾ ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಹಣ ವರ್ಗಾವಣೆ ಮಾಡುತ್ತಿದ್ದಾರೆ. ರಾಜ್ಯ ಸರ್ಕಾರ ಘೋಷಿಸುವ ಬಜೆಟ್ನಲ್ಲೂ ಅದೇ ರೀತಿಯಾಗುತ್ತದೆಯೇ ಎಂಬ ಪ್ರಶ್ನೆಗೆ ಜಿಬಿಎ, ನಗರ ಪಾಲಿಕೆಗಳ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳಲ್ಲೇ ಉತ್ತರವಿಲ್ಲ.
ಬಿಬಿಎಂಪಿ ಇದ್ದಾಗ, ವಿಶೇಷ ಮೂಲಸೌಕರ್ಯಕ್ಕೆ ಬಂಡವಾಳ ಬೆಂಬಲ ಯೋಜನೆಯಡಿ ಪ್ರತಿ ವರ್ಷ ₹3,000 ಕೋಟಿಯನ್ನು ರಾಜ್ಯ ಸರ್ಕಾರ ಅನುದಾನವಾಗಿ ನೀಡುತ್ತಿತ್ತು. ಪ್ರತಿ ವರ್ಷ ನಾಲ್ಕು ಕಂತುಗಳಲ್ಲಿ ಈ ಅನುದಾನ ಪಾವತಿಯಾಗುತ್ತಿತ್ತು. ನಗರ ಪಾಲಿಕೆಗಳು ರಚನೆಯಾದ ನಂತರವೂ ಈ ಅನುದಾನದ ಪ್ರಸಕ್ತ ಆರ್ಥಿಕ ವರ್ಷದ ಬಾಬ್ತಿನಲ್ಲಿ ಮೂರನೇ ಕಂತನ್ನೂ ಬಿಬಿಎಂಪಿ ಬದಲಿಗೆ ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರದ ಖಾತೆಗೇ ವರ್ಗಾಯಿಸಲಾಗಿದೆ. ಇನ್ನು ಕಳೆದ ಬಜೆಟ್ನಲ್ಲಿ ಘೋಷಿಸಿರುವ ಹೆಚ್ಚುವರಿ ₹4,000 ಕೋಟಿ ಅನುದಾನ, ಬೃಹತ್ ಯೋಜನೆಗಳಿಗೆ ಎಂದೇ ಹೇಳಲಾಗಿದೆ. ಅದರಲ್ಲಿ ಒಂದಿಷ್ಟು ಹಣ ಈವರೆಗೆ ಬಿಡುಗಡೆ ಆಗಿಲ್ಲ. ಇನ್ನು, ಈ ವರ್ಷದ ಬಜೆಟ್ನಲ್ಲಿ ಘೋಷಣೆಯಾಗಲಿದೆ ಎಂದು ನಿರೀಕ್ಷಿಸಲಾಗಿರುವ ಹೊಸ ಅನುದಾನವನ್ನು ಪಾಲಿಕೆಗಳಿಗೆ ನೇರವಾಗಿ ವರ್ಗಾವಣೆಯಾಗಲಿದೆಯೇ ಅಥವಾ ಜಿಬಿಎ ಮೂಲಕವೇ ಸಂದಾಯವಾಗಲಿದೆ ಎಂಬ ಪ್ರಶ್ನೆ ಎದುರಾಗಿದೆ.
₹1.4 ಲಕ್ಷ ಕೋಟಿ ವೆಚ್ಚದ ಯೋಜನೆಗಳಿಗೆ ಸಿಕ್ಕಲ್ಲ ಚಾಲನೆ
ನಗರದ ಉಸ್ತುವಾರಿ ಸಚಿವರೂ ಆಗಿರುವ ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಅವರು ಮೊದಲು, ‘₹1 ಲಕ್ಷ ಕೋಟಿ ವೆಚ್ಚದ ಬೃಹತ್ ಯೋಜನೆಗಳು ನಗರದಲ್ಲಿ ಅನುಷ್ಠಾನವಾಗಲಿವೆ’ ಎನ್ನುತ್ತಿದ್ದರು. ಇದೀಗ ಆ ವೆಚ್ಚ ₹1. 5 ಲಕ್ಷ ಕೋಟಿಯನ್ನು ಮೀರಿದೆ. ಸುರಂಗ ರಸ್ತೆ, ಮೇಲ್ಸೇತುವೆ, ಕಾರಿಡಾರ್ಗಳು, ಸ್ಕೈಡೆಕ್ಗಳೂ ಇದರದಲ್ಲಿ ಸೇರಿವೆ. ಆದರೆ, ಎರಡು ವರ್ಷದಿಂದ ಇದರ ಬಗ್ಗೆ ಮಾತುಗಳಾಗಿವೆಯೇ ಹೊರತು ಒಂದು ಯೋಜನೆಯೂ ಆರಂಭವಾಗಿಲ್ಲ. ಟೆಂಡರ್, ಡಿಪಿಆರ್ ಹಂತದಲ್ಲೇ ಎಲ್ಲವೂ ನಲುಗುತ್ತಿವೆ.
ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಸುಮಾರು ₹2,200 ಕೋಟಿಯನ್ನು ವಿಶೇಷ ಅನುದಾನವಾಗಿ ನೀಡಿದ್ದರಿಂದ ನಗರದ ಹಲವು ಭಾಗಗಳಲ್ಲಿ ರಸ್ತೆಗಳು ಡಾಂಬರು ಕಾಣುತ್ತಿವೆ. ಆದರೆ, ಇವು ಇನ್ನೂ ನಿರ್ಮಾಣ ಹಂತದಲ್ಲೇ ಇವೆ. ಬ್ಲ್ಯಾಕ್–ವೈಟ್ ಟಾಪಿಂಗ್, ಸಮಗ್ರ ಅಭಿವೃದ್ಧಿ ಯೋಜನೆಯಲ್ಲಿ ಮುಖ್ಯ ಮತ್ತು ಉಪ ಮುಖ್ಯ ರಸ್ತೆಗಳು ಮಾತ್ರ ಅಭಿವೃದ್ಧಿಯಾಗುತ್ತಿದ್ದು, ವಾರ್ಡ್ ರಸ್ತೆಗಳು ಗುಂಡಿಯಲ್ಲೇ ನಲುಗುತ್ತಿವೆ.
