Bengaluru: The Urban Development Department has issued a draft notification, deciding to reduce the buffer zone of Rajakaluves by half in all planning authorities in the Bangalore Metropolitan Region.
The buffer zone of lakes and Rajakaluves should be considered as giving consent to developments. For this, it has been decided to amend the zoning rules by changing the extent of the buffer zone in the master plan.
The draft states that the amendment will be made to Section 13-E of the Karnataka Town and Country Planning (KTCP) Act, 1961, and the revised Master Plan of the Bangalore Local Planning Authority-2015, the Master Plan of the Bangalore-Mysore Infrastructure Corridor Area Planning Authority and the zoning rules in all local planning areas of the Bangalore Metropolitan Region.
The buffer zone of the lakes should be maintained as per the records of the Revenue Department. The buffer zone of the lakes is prescribed in the Karnataka Lake Conservation and Development Authority Act. It has been said that the buffer zone of the lakes can be considered as a ‘reserved park’ and the map approval can be given.
The new definition of royal canals has been given, and in the revenue departments, the canals that are natural canals/channels that drain rainwater from a lake to a lake or from a lake to a river have been named primary royal canals. Secondary royal canals are natural canals/channels that drain rainwater to lakes or primary royal canals. In the revenue departments, the canals that are natural canals/channels that drain rainwater to a secondary royal canal have been described as tertiary royal canals.
A committee of officers headed by the Chief Secretary had submitted a report to the government to reduce the buffer zone of lakes and royal canals. Accordingly, a bill to amend the KTCDA Act has been introduced in the legislature and approved. Since the royal canal buffer zone does not fall under the jurisdiction of KTCDA, a notification has been issued as per the decision of the committee and it has been decided to reduce it.

Appeal to the Governor not to give his consent
‘Reducing the buffer zone of lakes will not only endanger biodiversity, but also damage the environment. Since development activities are carried out in the buffer zone, encroachment is regularized without removing it. Crores of rupees have been spent on the revival of lakes, which is wasted. The groundwater level increases from the water bodies, such as lakes. If the buffer zone is reduced, then the encroachment of the lake yard increases. Therefore, the bill to reduce the buffer zone of lakes should not be approved,’ the members of ‘Bengaluru Town Hall’ have submitted a request to Governor Thawar Chand Gehlot along with the report of scientific studies. It has also been requested to stop the reduction of the buffer zone of the Royal Canals.

ಬೆಂಗಳೂರು: ಬೆಂಗಳೂರು ಮೆಟ್ರೊ ಪಾಲಿಟನ್ ವಲಯದಲ್ಲಿರುವ ಎಲ್ಲ ಯೋಜನಾ ಪ್ರಾಧಿಕಾರಗಳಲ್ಲಿ ರಾಜಕಾಲುವೆಗಳ ಬಫರ್ ಝೋನ್ ಅನ್ನು ಅರ್ಧದಷ್ಟು ಕಡಿಮೆ ಮಾಡಲು ನಿರ್ಧರಿಸಿ, ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆ ಕರಡು ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಿದೆ.
ಕೆರೆಗಳು ಹಾಗೂ ರಾಜಕಾಲುವೆಗಳ ಬಫರ್ ಝೋನ್ ಅನ್ನು ಅಭಿವೃದ್ಧಿಗಳಿಗೆ ಒಪ್ಪಿಗೆ ನೀಡುವಾಗಿ ಪರಿಗಣಿಸಬೇಕಾಗಿದೆ. ಇದಕ್ಕಾಗಿ, ಮಾಸ್ಟರ್ ಪ್ಲಾನ್ನಲ್ಲಿರುವ ಬಫರ್ ಝೋನ್ ವ್ಯಾಪ್ತಿಯನ್ನು ಬದಲಾಯಿಸಿ ವಲಯ ನಿಯಮಗಳಿಗೆ ತಿದ್ದುಪಡಿ ತರಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ.
ಕರ್ನಾಟಕ ನಗರ ಮತ್ತು ಗ್ರಾಮಾಂತರ ಯೋಜನಾ (ಕೆಟಿಸಿಪಿ) ಕಾಯ್ದೆ 1961ರ ಸೆಕ್ಷನ್ 13–ಇಗೆ ತಿದ್ದುಪಡಿ ತಂದು, ಬೆಂಗಳೂರಿನ ಸ್ಥಳೀಯ ಯೋಜನಾ ಪ್ರಾಧಿಕಾರದ ಪರಿಷ್ಕೃತ ಮಾಸ್ಟರ್ ಪ್ಲಾನ್–2015, ಬೆಂಗಳೂರು - ಮೈಸೂರು ಇನ್ಫ್ರಾಸ್ಟ್ರಕ್ಚರ್ ಕಾರಿಡಾರ್ ಪ್ರದೇಶ ಯೋಜನೆ ಪ್ರಾಧಿಕಾರದ ಮಾಸ್ಟರ್ ಪ್ಲಾನ್ ಹಾಗೂ ಬೆಂಗಳೂರು ಮೆಟ್ರೊಪಾಲಿಟನ್ ವಲಯದ ಎಲ್ಲ ಸ್ಥಳೀಯ ಯೋಜನಾ ಪ್ರದೇಶಗಳಲ್ಲಿ ವಲಯ ನಿಯಮಗಳಿಗೆ ತಿದ್ದುಪಡಿ ತರಲಾಗುತ್ತದೆ ಎಂದು ಕರಡಿನಲ್ಲಿ ತಿಳಿಸಲಾಗಿದೆ.
ಕೆರೆಗಳ ಬಫರ್ ಝೋನ್ ಅನ್ನು ಕಂದಾಯ ಇಲಾಖೆಯ ದಾಖಲೆಯಂತೆ ನಿರ್ವಹಣೆ ಮಾಡಬೇಕು. ಕರ್ನಾಟಕ ಕೆರೆ ಸಂರಕ್ಷಣೆ ಮತ್ತು ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರ ಕಾಯ್ದೆಯಲ್ಲಿ ಕೆರೆಗಳ ಬಫರ್ ಝೋನ್ ನಿಗದಿಯಾಗಿದೆ. ಕೆರೆಗಳ ಬಫರ್ ಝೋನ್ ಅನ್ನು ‘ಮೀಸಲು ಉದ್ಯಾನ’ವನ್ನಾಗಿ ಪರಿಗಣಿಸಿ ನಕ್ಷೆ ಅನುಮೋದನೆ ನೀಡಬಹುದು ಎಂದು ಹೇಳಲಾಗಿದೆ.
ರಾಜಕಾಲುವೆಗಳಿಗೆ ಹೊಸ ವ್ಯಾಖ್ಯಾನ ನೀಡಿ, ಕಂದಾಯ ಇಲಾಖೆಗಳಲ್ಲಿ ನೈಸರ್ಗಿಕ ಕಾಲುವೆ/ ನಾಲಾಗಳಾಗಿದ್ದು, ಕೆರೆಯಿಂದ ಕೆರೆಗೆ ಅಥವಾ ಕೆರೆಯಿಂದ ನದಿಗೆ ಮಳೆನೀರು ಹರಿಸುವ ಕಾಲುವೆಗಳನ್ನು ಪ್ರಾಥಮಿಕ ರಾಜಕಾಲುವೆ ಎಂದು ಹೆಸರಿಸಲಾಗಿದೆ. ದ್ವಿತೀಯ ರಾಜಕಾಲುವೆ ಎಂದರೆ, ಕಂದಾಯ ಇಲಾಖೆಗಳಲ್ಲಿ ನೈಸರ್ಗಿಕ ಕಾಲುವೆ/ ನಾಲಾಗಳಾಗಿದ್ದು, ಕೆರೆಗಳಿಗೆ ಅಥವಾ ಪ್ರಾಥಮಿಕ ರಾಜಕಾಲುವೆಗೆ ಮಳೆ ನೀರನ್ನು ಹರಿಸುವ ಕಾಲುವೆಗಳು ಎಂದು ಹೇಳಲಾಗಿದೆ. ಕಂದಾಯ ಇಲಾಖೆಗಳಲ್ಲಿ ನೈಸರ್ಗಿಕ ಕಾಲುವೆ/ ನಾಲಾಗಳಾಗಿದ್ದು, ದ್ವಿತೀಯ ಹಂತದ ರಾಜಕಾಲುವೆಗೆ ಮಳೆ ನೀರು ಹರಿಸುವ ಕಾಲುವೆಗಳು ತೃತೀಯ ರಾಜಕಾಲುವೆಗಳು ಎಂದು ವಿವರಿಸಲಾಗಿದೆ.
ಕೆರೆ ಹಾಗೂ ರಾಜಕಾಲುವೆಗಳ ಬಫರ್ ಝೋನ್ ಕಡಿಮೆ ಮಾಡಲು ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿ ನೇತೃತ್ವದ ಅಧಿಕಾರಿಗಳ ಸಮಿತಿ ಸರ್ಕಾರಕ್ಕೆ ವರದಿ ಸಲ್ಲಿಸಿತ್ತು. ಅದರಂತೆ, ಕೆಟಿಸಿಡಿಎ ಕಾಯ್ದೆಗೆ ತಿದ್ದುಪಡಿ ತರುವ ಮಸೂದೆಯನ್ನು ವಿಧಾನಮಂಡಲದಲ್ಲಿ ಮಂಡಿಸಿ ಅನುಮೋದನೆ ಪಡೆಯಲಾಗಿದೆ. ರಾಜಕಾಲುವೆ ಬಫರ್ ಝೋನ್ ಕೆಟಿಸಿಡಿಎ ವ್ಯಾಪ್ತಿಗೆ ಬರದಿರುವುದರಿಂದ, ಸಮಿತಿಯ ತೀರ್ಮಾನದಂತೆ ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಿ, ಕಡಿತಗೊಳಿಸಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ.

‘ಕೆರೆಗಳ ಬಫರ್ ಝೋನ್ ಕಡಿಮೆ ಮಾಡುವುದರಿಂದ ಜೀವವೈವಿಧ್ಯತೆಗೆ ಕಂಟಕವಾಗುವ ಜೊತಗೆ, ಪರಿಸರ ಹಾಳಾಗುತ್ತದೆ. ಬಫರ್ ಝೋನ್ನಲ್ಲಿ ಅಭಿವೃದ್ಧಿ ಚಟುವಟಿಕೆಗಳು ನಡೆಯುವುದರಿಂದ, ಒತ್ತುವರಿಯನ್ನು ತೆರವುಗೊಳಿಸದೆ ಅದನ್ನು ಸಕ್ರಮಗೊಳಿಸಲಾಗುತ್ತದೆ. ಕೆರೆಗಳ ಪುನರುಜ್ಜೀವನಕ್ಕೆ ಕೋಟ್ಯಂತರ ರೂಪಾಯಿ ವೆಚ್ಚ ಮಾಡಲಾಗಿದ್ದು ವ್ಯರ್ಥವಾಗುತ್ತದೆ. ಜಲಮೂಲಗಳಾದ ಕೆರೆಗಳಿಂದ ಅಂತರ್ಜಲ ಮಟ್ಟ ವೃದ್ಧಿಆಗುತ್ತದೆ. ಬಫರ್ ಝೋನ್ ಕಡಿಮೆಯಾದರೆ, ನಂತರ ಕೆರೆ ಅಂಗಳದ ಒತ್ತುವರಿ ಹೆಚ್ಚಾಗುತ್ತದೆ. ಹೀಗಾಗಿ ಕೆರೆಗಳ ಬಫರ್ ಝೋನ್ ಕಡಿತದ ಮಸೂದೆಗೆ ಸಮ್ಮತಿ ನೀಡಬಾರದು’ ಎಂದು ವೈಜ್ಞಾನಿಕ ಅಧ್ಯಯನಗಳ ವರದಿಯೊಂದಿಗೆ ‘ಬೆಂಗಳೂರು ಟೌನ್ಹಾಲ್’ ಸದಸ್ಯರು ರಾಜ್ಯಪಾಲ ಥಾವರಚಂದ್ ಗೆಹಲೋತ್ ಅವರಿಗೆ ಮನವಿ ಸಲ್ಲಿಸಿದೆ. ರಾಜಕಾಲುವೆಗಳ ಬಫರ್ ಝೋನ್ ಕಡಿತಕ್ಕೂ ತಡೆ ನೀಡಬೇಕೆಂದು ಕೋರಿಕೊಳ್ಳಲಾಗಿದೆ.
ನಿಸರ್ಗದ ಕೊಡುಗೆಗಳು ನಿರುಪಯುಕ್ತ ಆಗುತ್ತವೆ. ಜೀವ ವೈವಿಧ್ಯತೆಗೆ ಭಂಗಿ ಬರುತ್ತದೆ. ಈ ಹಿಂದೆ ನಡೆದ ತಪ್ಪುಗಳನ್ನು ತಿದ್ದಿಕೊಳ್ಳುವ ಬದಲು ಇನ್ನಷ್ಟು ತಪ್ಪುಗಳಿಗೆ ಎಡೆ ಮಾಡಿಕೊಡುತ್ತದೆ. ಜೀವ ಜೀವನಕ್ಕೆ ಜೀವನಾಡಿಗಳ ಜೋಪಾನ ಮಾಡಲೇಬೇಕಾದ ಪರಿಸ್ಥಿತಿ ಒದಗಿದೆ. ಬಫರ್ ಝೋನಿನಲ್ಲಿ. ನೆಡುತೋಪುಗಳನ್ನು ಬೆಳೆಸಿ ಜೀವರಾಶಿಗಳ ಪೋಷಿಸಿದರೆ ಮಾತ್ರ ಉಳಿವು. ಬಿಡಿಎ ತಜ್ಞರ ಸಮಿತಿಯಲ್ಲಿ ಸದಸ್ಯನಾಗಿ, ನೀಡಿದ ಸಲಹೆಯನ್ನು ನ್ಯಾಯಾಲಯ ಎತ್ತಿ ಹಿಡಿದುದಿತ್ತು. ಈಗಲೂ ಕಾಲ ಮಿಂಚಿಲ್ಲ. ಮನಸ್ಸು ಮಾಡಬೇಕು ಅಷ್ಟೆ!!!!
