Pollution Control Board orders ‘eco-friendly Diwali’ this year too

Bengaluru: The State Pollution Control Board has directed the celebration of ‘eco-friendly Diwali’ across the state and has warned the District Collectors that only green crackers should be allowed this time too.
It has been informed that strict action should be taken against those who sell and stock the banned crackers under the Environment Act. Also, the ‘District Environment Protection Authority’ established in every district in 2004 has been given the responsibility to control noise pollution.
The use of crackers containing chemicals causes air pollution by releasing chemicals into the atmosphere. Firecrackers are stored in unsafe places and explode, causing loss of life/health of many people. Air pollution has been found to be excessive in the air samples during the festival. Taking all this into consideration, the Supreme Court has given its verdict to prevent pollution. Accordingly, the government has also issued guidelines, which should be effectively implemented by various departments and authorities, the circular explains.
The Supreme Court had given clear directions on the use of firecrackers in 2005 and issued several directions in 2015 and 2018. Accordingly, firecrackers can be burst only from 8 am to 10 pm. Bursting of firecrackers has been completely banned during the rest of the time. Based on this direction, the Minister of Forest and Environment has directed to celebrate Diwali festival as ‘Eco-Friendly Diwali-2025’.
Thus, only green firecrackers are allowed to be used and other firecrackers should be banned. The circular has directed that local bodies and police should take strict action in this regard.
The production, storage, sale and use of banned firecrackers is prohibited. Such firecrackers should be confiscated and strict action should be taken against those who violate the law as per the law. Diwali should be celebrated as a festival of light and knowledge using only green firecrackers. The Member Secretary of the State Air Pollution Control Board has issued a circular to the heads of all government departments, local bodies and authorities to create environmental awareness among the public.
Circular for ban: Lingaraju
A circular was sent by the State Pollution Control Board in the first week of October to municipal corporations, local body commissioners, district collectors, directors general of police, police commissioners, transport commissioners, directors of education, commerce, animal husbandry, municipal administration, and directors general of fire departments to take action to ban the production, storage and sale of banned firecrackers. The board's member secretary Lingaraju said that a case has also been registered against violators as per the law.
A copy of this circular has also been sent to the chairman of the state-level committee of the National Green Tribunal, the principal secretary of the Department of Ecology and Environment, and the secretary of the Urban Development Department, he said.

ಬೆಂಗಳೂರು: ರಾಜ್ಯದಾದ್ಯಂತ ‘ಪರಿಸರಸ್ನೇಹಿ ದೀಪಾವಳಿ’ ಆಚರಣೆಗೆ ರಾಜ್ಯ ಮಾಲಿನ್ಯ ನಿಯಂತ್ರಂ ಮಂಡಳಿ ಸೂಚಿಸಿದ್ದು, ಹಸಿರು ಪಟಾಕಿಗಳಿಗೆ ಮಾತ್ರ ಅವಕಾಶ ನೀಡಬೇಕು ಎಂದು ಈ ಬಾರಿಯೂ ಜಿಲ್ಲಾಧಿಕಾರಿಗಳಿಗೆ ತಾಕೀತು ಮಾಡಿದೆ.
ನಿಷೇಧಿಸಿರುವ ಪಟಾಕಿಗಳನ್ನು ಮಾರಾಟ ಮಾಡುವವರು, ದಾಸ್ತಾನು ಹೊಂದಿರುವವರ ವಿರುದ್ಧ ಪರಿಸರ ಕಾಯ್ದೆಯಡಿ ಕಟ್ಟುನಿಟ್ಟಿನ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು ಎಂದು ತಿಳಿಸಲಾಗಿದೆ. ಅಲ್ಲದೆ, ಶಬ್ದ ಮಾಲಿನ್ಯವನ್ನು ನಿಯಂತ್ರಿಸಲು 2004ರಲ್ಲಿ ಪ್ರತಿ ಜಿಲ್ಲೆಯಲ್ಲೂ ಸ್ಥಾಪನೆಯಾಗಿರುವ ‘ಜಿಲ್ಲಾ ಪರಿಸರ ಸಂರಕ್ಷಣೆ ಪ್ರಾಧಿಕಾರ’ಕ್ಕೆ ಜವಾಬ್ದಾರಿ ವಹಿಸಲಾಗಿದೆ.
ರಾಸಾಯನಿಕ ಹೊಂದಿರುವ ಪಟಾಕಿಗಳ ಬಳಕೆಯಿಂದ ವಾತಾವರಣದಲ್ಲಿ ರಾಸಾಯನಿಕ ಬಿಡುಗಡೆಯಾಗಿ ವಾಯು ಮಾಲಿನ್ಯವಾಗುತ್ತದೆ. ಪಟಾಕಿಗಳನ್ನು ಅಸುರಕ್ಷಿತ ಸ್ಥಳಗಳಲ್ಲಿ ಸಂಗ್ರಹಿಸಿ, ಅವುಗಳು ಸ್ಫೋಟಗೊಂಡು ಅನೇಕ ಜನರ ಪ್ರಾಣಹಾನಿ/ ಆರೋಗ್ಯಕ್ಕೆ ತೊಂದರೆಯಾಗಿದೆ. ಹಬ್ಬದ ಸಮಯದ ವಾಯು ಮಾದರಿಗಳಲ್ಲಿ ವಾಯು ಮಾಲಿನ್ಯ ವಿಪರೀತವಾಗಿರುವುದು ಕಂಡುಬಂದಿದೆ. ಇದನ್ನೆಲ್ಲ ಗಮನಿಸಿ ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ಮಾಲಿನ್ಯ ತಡೆಗಟ್ಟಲು ತೀರ್ಪು ನೀಡಿರುತ್ತದೆ. ಅದರಂತೆ, ಸರ್ಕಾರವೂ ಮಾರ್ಗಸೂಚಿಗಳನ್ನು ಹೊರಡಿಸಿದ್ದು, ಅವುಗಳನ್ನು ಪರಿಣಾಮಕಾರಿಯಾಗಿ ವಿವಿಧ ಇಲಾಖೆಗಳು, ಪ್ರಾಧಿಕಾರಗಳು ಜಾರಿಗೆ ತರಬೇಕು ಎಂದು ಸುತ್ತೋಲೆಯಲ್ಲಿ ವಿವರಿಸಲಾಗಿದೆ.
ಸುಪ್ರೀಂ ಕೋರ್ಟ್ 2005ರಲ್ಲಿ ಪಟಾಕಿ ಬಳಕೆ ಕುರಿತಂತೆ ಸ್ಪಷ್ಟ ನಿರ್ದೇಶನಗಳನ್ನು ನೀಡಿದ್ದು, 2015, 2018 ರಲ್ಲಿ ಹಲವಾರು ನಿರ್ದೇಶನಗಳನ್ನೂ ನೀಡಿದೆ. ಅದರಂತೆ, ಬೆಳಿಗ್ಗೆ 8ರಿಂದ ರಾತ್ರಿ 10ವರೆಗೆ ಮಾತ್ರ ಪಟಾಕಿ ಸಿಡಿಸಬಹುದು. ಉಳಿದ ಸಮಯದಲ್ಲಿ ಪಟಾಕಿ ಸ್ಫೋಟಿಸುವುದನ್ನು ಸಂಪೂರ್ಣವಾಗಿ ನಿಷೇಧಿಸಿದೆ. ಈ ನಿರ್ದೇಶನದ ಮೇರೆಗೆ ದೀಪಾವಳಿ ಹಬ್ಬವನ್ನು ‘ಪರಿಸರ ಸ್ನೇಹಿ ದೀಪಾವಳಿ– 2025’ಯಾಗಿ ಆಚರಿಸಲು ಅರಣ್ಯ–ಪರಿಸರ ಸಚಿವರು ಸೂಚಿಸಿದ್ದಾರೆ.
ಹೀಗಾಗಿ, ಹಸಿರು ಪಟಾಕಿಗಳನ್ನು ಮಾತ್ರ ಬಳಸಲು ಅವಕಾಶವಿದ್ದು, ಇತರೆ ಪಟಾಕಿಗಳನ್ನು ನಿಷೇಧಿಸಬೇಕು. ಇದಕ್ಕೆ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳು, ಪೊಲೀಸರು ಕಟ್ಟುನಿಟ್ಟಿನ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು ಎಂದು ಸುತ್ತೋಲೆಯಲ್ಲಿ ಸೂಚಿಸಲಾಗಿದೆ.
ನಿಷೇಧಿತ ಪಟಾಕಿಗಳ ಉತ್ಪಾದನೆ, ಸಂಗ್ರಹ, ಮಾರಾಟ, ಬಳಕೆಯನ್ನು ನಿಷೇಧಿಸಲಾಗಿದೆ. ಅಂತಹ ಪಟಾಕಿಗಳನ್ನು ಮುಟ್ಟುಗೋಲು ಹಾಕಿಕೊಂಡು, ಕಾನೂನು ಉಲ್ಲಂಘಿಸಿದವರ ವಿರುದ್ಧ ಕಾನೂನು ಪ್ರಕಾರ ತೀವ್ರವಾದ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು. ಹಸಿರು ಪಟಾಕಿಯನ್ನಷ್ಟೇ ಬಳಸಿ, ದೀಪಾವಳಿಯನ್ನು ಬೆಳಕು– ಜ್ಞಾನದ ಹಬ್ಬವಾಗಿ ಆಚರಿಸಬೇಕು. ಈ ಬಗ್ಗೆ ಸಾರ್ವಜನಿಕರಲ್ಲಿ ಪರಿಸರ ಜಾಗೃತಿ ಮೂಡಿಸಬೇಕು ಎಂದು ಸರ್ಕಾರದ ಎಲ್ಲ ಇಲಾಖೆ, ಸ್ಥಳೀಯ ಸಂಸ್ಥೆ ಹಾಗೂ ಪ್ರಾಧಿಕಾರಗಳ ಮುಖ್ಯಸ್ಥರಿಗೆ ರಾಜ್ಯ ವಾಯು ಮಾಲಿನ್ಯ ನಿಯಂತ್ರಣ ಮಂಡಳಿಯ ಸದಸ್ಯ ಕಾರ್ಯದರ್ಶಿಯವರು ಸುತ್ತೋಲೆ ಹೊರಡಿಸಿದ್ದಾರೆ.

ನಗರ ಪಾಲಿಕೆಗಳು, ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳ ಆಯುಕ್ತರು, ಜಿಲ್ಲಾಧಿಕಾರಿಗಳು, ಪೊಲೀಸ್ ಮಹಾ ನಿರ್ದೇಶಕರು, ಪೊಲೀಸ್ ಆಯುಕ್ತರು, ಸಾರಿಗೆ ಆಯುಕ್ತರು, ಶಿಕ್ಷಣ, ವಾಣಿಜ್ಯ, ಪಶು ಸಂಗೋಪನೆ, ಪೌರಾಡಳಿತ ನಿರ್ದೇಶನಾಲಯದ ನಿರ್ದೇಶಕರು, ಅಗ್ನಿಶಾಮಕ ಮಹಾ ನಿರ್ದೇಶಕರಿಗೆ ನಿಷೇಧಿತ ಪಟಾಕಿಗಳ ಉತ್ಪಾದನೆ, ಸಂಗ್ರಹ ಮತ್ತು ಮಾರಾಟವನ್ನು ನಿಷೇಧಿಸಲು ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು ಎಂದು ರಾಜ್ಯ ಮಾಲಿನ್ಯ ನಿಯಂತ್ರಣ ಮಂಡಳಿಯಿಂದ ಅಕ್ಟೋಬರ್ ಮೊದಲ ವಾರದಲ್ಲೇ ಸುತ್ತೋಲೆ ಕಳುಹಿಸಲಾಗಿದೆ. ಉಲ್ಲಂಘಿಸಿದವರ ವಿರುದ್ಧ ಕಾನೂನು ಪ್ರಕಾರ ಮೊಕದ್ದಮೆ ದಾಖಲಿಸಲೂ ತಿಳಿಸಲಾಗಿದೆ ಎಂದು ಮಂಡಳಿಯ ಸದಸ್ಯ ಕಾರ್ಯದರ್ಶಿ ಲಿಂಗರಾಜು ತಿಳಿಸಿದರು.
ಈ ಸುತ್ತೋಲೆ ಪ್ರತಿಯನ್ನು ರಾಷ್ಟ್ರೀಯ ಹಸಿರು ನ್ಯಾಯಮಂಡಳಿಯ ರಾಜ್ಯಮಟ್ಟದ ಸಮಿತಿ ಅಧ್ಯಕ್ಷ, ಜೀವಿಪರಿಸ್ಥಿತಿ ಮತ್ತು ಪರಿಸರ ಇಲಾಖೆಯ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ, ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆಯ ಕಾರ್ಯದರ್ಶಿಯವರಿಗೂ ಕಳಹಿಸಲಾಗಿದೆ ಎಂದರು.
ನಮ್ಮದು ನಿಯಂತ್ರಣ ಮಂಡಳಿ, ಏನು ಮಾಡಬಹುದು ಎಂದು ಹೇಳಬಹುದು. ಆಯಾ ಸ್ಥಳೀಯ ಆಡಳಿತ, ಪೊಲೀಸರು ಅದನ್ನು ಅನುಷ್ಠಾನಕ್ಕೆ ತರಬೇಕು
