₹3,427 crore tax expected from CITY corporations

Bengaluru: The five CITY corporations of the Greater Bengaluru Authority (GBA) are planning to collect ₹3,427 crore in property tax annually.
The budget for the CITY corporations has been fixed and approved in the first meeting of the GBA, and the property tax target has been given.
It has been stated that each CITY corporation should maintain independent financial accounts, it is necessary to manage resources autonomously while following the broad framework prescribed by the GBA.
₹613.60 crore has been disbursed to the five CITY corporations by the GBA, and it has been advised that the money can be used for their functioning, necessary institutional structure, administrative and other expenses. Also, the budget for the five CITY corporations from September 2025 to March 2026 has been prepared and approved in the GBA meeting.
The budget of the CITY corporations has been fixed for the following areas: Council, General Administration, Revenue, Urban Planning, Public Works, Solid Waste Management, Public Health – General, Public Health – Medical, Horticulture, Urban Afforestation, Public Education, Social Welfare.
When it was BBMP, a budget of ₹20,440.33 crore was presented for the year 2025-26. After being divided into five municipal corporations, the total budget size of these is only ₹7,977.77 crore. Since the GBA manages the mega projects and the projects of the intra-municipal corporations, the government grant of ₹7 thousand crore will be paid to the authority itself. The central government grant has been transferred to the state government account, and if the municipal corporations open a separate account and make a demand, the GBA will distribute it as per the government decision.

Elections in February?
The GBA has approved the agenda for the preparation of voter lists for the CITYcorporation elections and finalization of ward delimitation in the first meeting. Accordingly, the municipal elections will be held in mid-February 2026.
By the end of October, a notification will be issued designating the GBA as the local planning authority for the Greater Bengaluru area. The final notification of the ward delimitation of the municipal corporations will be issued by the beginning of November. The State Election Commission will start the preparation of voter lists on November 30. The GBA agenda approved in the first meeting states that the State Election Commission is expected to issue a notification for the CITY corporation elections in mid-February 2026.
Taxes are not going to the City Corporations
The property tax, business tax and other fees paid by citizens are not being paid directly to the bank accounts of the respective CITY corporations. Even though it has been one and a half months since the formation of the five CITY corporations, the GBA officials have not yet completed the processes related to their self-operation. Therefore, they are unable to call new tenders and carry out new work.
‘The property tax is coming to the old BBMP account. It is being managed by the GBA, and the money under the jurisdiction of the respective municipal corporations is being transferred manually every 15 days. In a few days, all the taxes will be mapped so that they go to the accounts of the respective CITY corporations,’ said a senior GBA official.

ಬೆಂಗಳೂರು: ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರದ (ಜಿಬಿಎ) ಐದು ನಗರ ಪಾಲಿಕೆಗಳಿಂದ ವಾರ್ಷಿಕವಾಗಿ ₹3,427 ಕೋಟಿ ಆಸ್ತಿ ತೆರಿಗೆ ಸಂಗ್ರಹಿಸಲು ಯೋಜಿಸಲಾಗಿದೆ.
ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಆಯವ್ಯಯವನ್ನು ನಿಗದಿ ಮಾಡಿ, ಜಿಬಿಎ ಮೊದಲ ಸಭೆಯಲ್ಲಿ ಅದಕ್ಕೆ ಅನುಮೋದನೆಯನ್ನು ನೀಡಿದ್ದು, ಆಸ್ತಿ ತೆರಿಗೆಯ ಗುರಿಯನ್ನು ನೀಡಲಾಗಿದೆ.
ಪ್ರತಿ ನಗರ ಪಾಲಿಕೆಯು ಸ್ವತಂತ್ರ ಹಣಕಾಸು ಲೆಕ್ಕಪತ್ರಗಳನ್ನು ನಿರ್ವಹಿಸಬೇಕು, ಜಿಬಿಎ ಸೂಚಿಸಿದ ವಿಶಾಲ ಚೌಕಟ್ಟನ್ನು ಅನುಸರಿಸುವಾಗ ಸಂಪನ್ಮೂಲಗಳನ್ನು ಸ್ವಾಯತ್ತವಾಗಿ ನಿರ್ವಹಿಸುವುದು ಅಗತ್ಯವಾಗಿದೆ ಎಂದು ತಿಳಿಸಲಾಗಿದೆ.
ಐದು ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ₹613.60 ಕೋಟಿಯನ್ನು ಜಿಬಿಎಯಿಂದ ವಿತರಿಸಲಾಗಿದ್ದು, ಆ ಹಣವನ್ನು ತಮ್ಮ ಕಾರ್ಯನಿರ್ವಹಣೆ, ಅಗತ್ಯವಾದ ಸಾಂಸ್ಥಿಕ ರಚನೆ, ಆಡಳಿತಾತ್ಮಕ ಹಾಗೂ ಇತರೆ ವೆಚ್ಚಗಳಿಗೆ ಬಳಸಿಕೊಳ್ಳಬಹುದು ಎಂದು ಸೂಚಿಸಲಾಗಿದೆ. ಅಲ್ಲದೆ, ಐದು ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ 2025ರ ಸೆಪ್ಟೆಂಬರ್ನಿಂದ 2026ರ ಮಾರ್ಚ್ವರೆಗಿನ ಆಯವ್ಯಯವನ್ನು ಸಿದ್ಧಪಡಿಸಿಕೊಟ್ಟು, ಅದಕ್ಕೆ ಜಿಬಿಎ ಸಭೆಯಲ್ಲಿ ಅನುಮೋದನೆಯನ್ನೂ ನೀಡಲಾಗಿದೆ.
ಕೌನ್ಸಿಲ್, ಸಾಮಾನ್ಯ ಆಡಳಿತ, ಕಂದಾಯ, ನಗರ ಯೋಜನೆ, ಸಾರ್ವಜನಿಕ ಕಾಮಗಾರಿ, ಘನತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ, ಸಾರ್ವಜನಿಕ ಆರೋಗ್ಯ– ಸಾಮಾನ್ಯ, ಸಾರ್ವಜನಿಕ ಆರೋಗ್ಯ– ವೈದ್ಯಕೀಯ, ತೋಟಗಾರಿಕೆ, ನಗರ ಅರಣ್ಯೀಕರಣ, ಸಾರ್ವಜನಿಕ ಶಿಕ್ಷಣ, ಸಮಾಜ ಕಲ್ಯಾಣದ ಬಾಬ್ತಿನಲ್ಲಿ ನಗರ ಪಾಲಿಕೆಗಳ ಬಜೆಟ್ ಅನ್ನು ನಿಗದಿಪಡಿಸಲಾಗಿದೆ.
ಬಿಬಿಎಂಪಿಯಾಗಿದ್ದಾಗ 2025–26ನೇ ಸಾಲಿಗೆ ₹20,440.33 ಕೋಟಿ ಬಜೆಟ್ ಮಂಡಿಸಲಾಗಿತ್ತು. ಐದು ನಗರ ಪಾಲಿಕೆಗಳಾಗಿ ವಿಭಜನೆಯಾದ ಮೇಲೆ ಇವುಗಳ ಒಟ್ಟಾರೆ ಬಜೆಟ್ ಗಾತ್ರ ₹7,977.77 ಕೋಟಿ ಮಾತ್ರವಾಗಿದೆ. ಬೃಹತ್ ಯೋಜನೆಗಳು ಹಾಗೂ ಅಂತರ್ ನಗರ ಪಾಲಿಕೆಗಳ ಯೋಜನೆಗಳನ್ನು ಜಿಬಿಎ ನಿರ್ವಹಿಸುವುದರಿಂದ ಸರ್ಕಾರದ ₹7 ಸಾವಿರ ಕೋಟಿ ಅನುದಾನ, ಪ್ರಾಧಿಕಾರಕ್ಕೇ ಸಂದಾಯವಾಗಲಿದೆ. ಕೇಂದ್ರ ಸರ್ಕಾರದ ಅನುದಾನ ರಾಜ್ಯ ಸರ್ಕಾರದ ಖಾತೆಗೆ ವರ್ಗಾವಣೆಯಾಗಿದ್ದು, ನಗರ ಪಾಲಿಕೆಗಳು ಪ್ರತ್ಯೇಕ ಖಾತೆ ತೆರೆದು ಬೇಡಿಕೆ ಸಲ್ಲಿಸಿದರೆ, ಸರ್ಕಾರದ ನಿರ್ಣಯದಂತೆ ಜಿಬಿಎ ವಿತರಿಸಲಿದೆ.

ಫೆಬ್ರುವರಿಯಲ್ಲಿ ಚುನಾವಣೆ?
ನಗರ ಪಾಲಿಕೆಗಳ ಚುನಾವಣೆಗೆ ಮತದಾರರ ಪಟ್ಟಿಗಳನ್ನು ಸಿದ್ಧಪಡಿಸಲು, ವಾರ್ಡ್ ಮರುವಿಂಗಡಣೆ ಅಂತಿಮಗೊಳಿಸಲು ಸಮಯ ನಿಗದಿ ಮಾಡಿರುವ ಕಾರ್ಯಸೂಚಿಗೆ ಜಿಬಿಎ ಮೊದಲ ಸಭೆಯಲ್ಲಿ ಅನುಮೋದನೆ ನೀಡಲಾಗಿದೆ. ಇದರಂತೆ, 2026ರ ಫೆಬ್ರುವರಿ ಮಧ್ಯಭಾಗದಲ್ಲಿ ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಚುನಾವಣೆ ನಡೆಯಲಿದೆ.
ಅಕ್ಟೋಬರ್ ಅಂತ್ಯಕ್ಕೆ ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರದೇಶದಕ್ಕಾಗಿ ಸ್ಥಳೀಯ ಯೋಜನಾ ಪ್ರಾಧಿಕಾರವನ್ನಾಗಿ ಜಿಬಿಎಯನ್ನು ಗುರುತುಪಡಿಸಿ ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಲಾಗುವುದು. ನವೆಂಬರ್ ಆರಂಭದೊಳಗೆ ನಗರ ಪಾಲಿಕೆಗಳ ವಾರ್ಡ್ ಮರು ವಿಂಗಡಣೆ ಅಂತಿಮ ಅಧಿಸೂಚನೆಯಾಗಲಿದೆ. ನವೆಂಬರ್ 30ರಂದು ರಾಜ್ಯ ಚುನಾವಣಾ ಆಯೋಗವು ಮತದಾರರ ಪಟ್ಟಿಗಳ ತಯಾರಿಕೆಯನ್ನು ಆರಂಭಿಸುತ್ತದೆ. 2026ರ ಫೆಬ್ರುವರಿ ಮಧ್ಯಭಾಗದಲ್ಲಿ ರಾಜ್ಯ ಚುನಾವಣಾ ಆಯೋಗ ನಗರ ಪಾಲಿಕೆಗಳ ಚುನಾವಣೆಗೆ ಅಧಿಸೂಚನೆ ಹೊರಡಿಸುವ ನಿರೀಕ್ಷೆ ಇದೆ ಎಂದು ಮೊದಲ ಸಭೆಯಲ್ಲಿ ಅನುಮೋದನೆಯಾದ ಜಿಬಿಎ ಕಾರ್ಯಸೂಚಿಯಲ್ಲಿ ತಿಳಿಸಲಾಗಿದೆ.
ತೆರಿಗೆ ಪಾಲಿಕೆಗಳಿಗೆ ಹೋಗುತ್ತಿಲ್ಲ
ನಾಗರಿಕರು ಪಾವತಿಸುತ್ತಿರುವ ಆಸ್ತಿ ತೆರಿಗೆ, ಉದ್ದಿಮೆ ತೆರಿಗೆ ಹಾಗೂ ಇತರೆ ಶುಲ್ಕಗಳು ಆಯಾ ನಗರ ಪಾಲಿಕೆಗಳ ಬ್ಯಾಂಕ್ ಖಾತೆಗೆ ನೇರವಾಗಿ ಪಾವತಿಯಾಗುತ್ತಿಲ್ಲ. ಐದು ನಗರ ಪಾಲಿಕೆಗಳು ರಚನೆಯಾಗಿ ಒಂದೂವರೆ ತಿಂಗಳಾಗಿದ್ದರೂ ಅವುಗಳ ಸ್ವ–ಕಾರ್ಯಾಚರಣೆಗೆ ಸಂಬಂಧಿಸಿದ ಪ್ರಕ್ರಿಯೆಗಳನ್ನು ಜಿಬಿಎ ಅಧಿಕಾರಿಗಳು ಇನ್ನೂ ಮುಗಿಸಿಲ್ಲ. ಹೀಗಾಗಿ, ಅವರು ಹೊಸ ಟೆಂಡರ್ ಕರೆಯುವುದು ಸೇರಿದಂತೆ ಹೊಸ ಕಾಮಗಾರಿಯನ್ನೂ ನಡೆಸಲು ಸಾಧ್ಯವಾಗುತ್ತಿಲ್ಲ.
‘ಆಸ್ತಿ ತೆರಿಗೆ ಹಿಂದಿನ ಬಿಬಿಎಂಪಿ ಖಾತೆಗೇ ಬರುತ್ತಿದೆ. ಅದನ್ನು ಜಿಬಿಎ ನಿರ್ವಹಿಸುತ್ತಿದ್ದು, ಆಯಾ ನಗರ ಪಾಲಿಕೆಗಳ ವ್ಯಾಪ್ತಿಯ ಹಣವನ್ನು 15 ದಿನಕ್ಕೊಮ್ಮೆ ಮ್ಯಾನ್ಯುಯಲ್ ಆಗಿ ವರ್ಗಾಯಿಸಲಾಗುತ್ತಿದೆ. ಕೆಲವೇ ದಿನಗಳಲ್ಲಿ ತೆರಿಗೆಗಳೆಲ್ಲವೂ ಆಯಾ ನಗರ ಪಾಲಿಕೆಗಳ ಖಾತೆಗಳಿಗೇ ಹೋಗುವಂತೆ ಮ್ಯಾಪಿಂಗ್ ಮಾಡಲಾಗುತ್ತದೆ’ ಎಂದು ಜಿಬಿಎಯ ಹಿರಿಯ ಅಧಿಕಾರಿಯೊಬ್ಬರು ತಿಳಿಸಿದರು.
