 Bengaluru: Out of the 40 thousand lakes in the state, more than 50 thousand acres are covered. In 21,000 lakes, Encroachment measurement has not been done. While 13 thousand lakes are free from encroachment, more than 8 thousand lakes are polluted.

 These factors were revealed when the Lake Conservation and Development Authority collected information on the state's lakes on a district-wise basis. Also, the number of lakes that existed earlier has increased by thousands.

 In the 10th Apex Committee meeting of the State Level Lake Conservation and Development Authority held under the chairmanship of the Revenue Department Principal Secretary, the District Commissioners were instructed to clear encroachment of the lakes and should take action to protect the water bodies. It was ordered in the meeting held on August 17, 2022 that the report should be submitted within a month.

 Earlier there was a figure of 35 thousand lakes in the state. However, when the authority collects the district level information, the number of lakes exceeds 40 thousand. It is good that the number of lakes has increased. It has been suggested to the Collectors that they should reconcile the records of the Revenue Department and provide the information. There is a lot of difference in the figures given by the Survey Department and the Karnataka Public Lands Corporation. Thus, everything has been asked to be clearly mentioned,' said the authority officials.

 The principal secretary of the revenue department has suggested that 1 percent of the property tax is being collected in all municipalities and city councils as lake development cess, and it should be utilized immediately. This cess money is being used only for the civil works of wire fencing, strengthening of levee, removal of silt. In addition to this, it has been suggested in the circular sent to the District Collectors that to protect and maintain the quality of the lakes, the lake water should be used for treatment.

A meeting should be held at the district collector level every month regarding the protection and development of lakes. The details of the reconstituted committee and the information being carried out every month should be sent to the authority. The High Court is monitoring the development and protection measures of the lakes. Therefore, the Collector should take action so that there is no difference anywhere. The General Secretary of Kandana Department has suggested that a state-level apex committee of all department officials should be held once in three months.

 AEE is responsible for protection

 The responsibility of protection of lakes has been entrusted to the Assistant Executive Engineer of the respective division. The Chief Executive Officer of the State Lake Conservation and Development Authority has ordered action against the AEE if any encroachment or other illegal constructions are found.

Pollution Control Board negligence

 According to the report issued by the State Remote Sensing Application Center (KSRSAC), 8,579 lakes are polluted in the state. The Lake Development Authority had directed the State Pollution Control Board to identify and report the type of pollution and the extent of it in order to protect them. However, as there was no response from the board, the authority assigned this responsibility to the respective district commissioners. It has been suggested in the 10th Apex Committee meeting of the state level that the report on the pollution of the lakes under their jurisdiction should be submitted within a month. A representative of Pollution Control Board was not present in this meeting. The General Secretary has objected to this.

 

Shivamogga district tops the list of polluted lakes.

1021 lakes are polluted in this district. 837 lakes in Bengaluru city are also polluted. Tumkur (827), Hassan (756), Kolar (664), Haveri (565), Mysore (488), Dharwad (470), Bangalore Rural (308), Chikkamagaluru (301), Chikkaballapur (282), Mandya (253). are in the latter positions.

ಕೆರೆ ಸಂರಕ್ಷಣೆ ಮತ್ತು ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರ ಜಿಲ್ಲೆವಾರು ರಾಜ್ಯದ ಕೆರೆಗಳ ಮಾಹಿತಿಯನ್ನು ಸಂಗ್ರಹಿಸಿದಾಗ ಈ ಅಂಶಗಳು ಬಹಿರಂಗವಾಗಿವೆ. ಅಲ್ಲದೆ, ಈ ಹಿಂದೆ ಇದ್ದ ಕೆರೆಗಳ ಸಂಖ್ಯೆ ಸಾವಿರಾರು ಲೆಕ್ಕದಲ್ಲಿ ಹೆಚ್ಚಾಗಿದೆ.

ಕಂದಾಯ ಇಲಾಖೆ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ನಡೆದ ಕೆರೆ ಸಂರಕ್ಷಣೆ ಮತ್ತು ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರದ ರಾಜ್ಯಮಟ್ಟದ 10ನೇ ಅಪೆಕ್ಸ್‌ ಸಮಿತಿ ಸಭೆಯಲ್ಲಿ ಕೆರೆಗಳ ಒತ್ತುವರಿ ತೆರವಿನ ಬಗ್ಗೆ ಜಿಲ್ಲಾಧಿಕಾರಿಗಳಿಗೆ ಸೂಚಿಸಲಾಗಿದ್ದು, ಜಲಕಾಯಗಳ ರಕ್ಷಣೆಗೆ ಮುಂದಾಗಬೇಕು. ಒಂದು ತಿಂಗಳಲ್ಲಿ ವರದಿ ಸಲ್ಲಿಸಬೇಕು ಎಂದು ಆಗಸ್ಟ್‌ 17ರಂದು ನಡೆದ ಸಭೆಯಲ್ಲಿ ಆದೇಶಿಸಲಾಗಿದೆ.

ರಾಜ್ಯದಲ್ಲಿ ಈ ಹಿಂದೆ 35 ಸಾವಿರ ಕೆರೆಗಳಿಗೆ ಎಂಬ ಅಂಕಿ–ಅಂಶಗಳಿತ್ತು. ಆದರೆ, ಪ್ರಾಧಿಕಾರ ಜಿಲ್ಲಾ ಮಟ್ಟದ ಮಾಹಿತಿಗಳನ್ನು ಪಡೆದು ಒಟ್ಟುಗೂಡಿಸಿದಾಗ ಕೆರೆಗಳ 40 ಸಾವಿರ ಸಂಖ್ಯೆ ಮೀರಿದೆ. ‘ಕೆರೆಗಳ ಸಂಖ್ಯೆ ಹೆಚ್ಚಾಗಿರುವುದು ಸಂತಸ ತಂದಿದೆ. ಕಂದಾಯ ಇಲಾಖೆಯ ದಾಖಲೆಗಳನ್ನು ಹೊಂದಾಣಿಕೆ ಮಾಡಿಕೊಂಡು ಮಾಹಿತಿ ಕೊಡಬೇಕು ಎಂದು ಜಿಲ್ಲಾಧಿಕಾರಿಗಳಿಗೆ ಸೂಚಿಸಲಾಗಿದೆ. ಸರ್ವೆ ಇಲಾಖೆ ಹಾಗೂ ಕರ್ನಾಟಕ ಸಾರ್ವಜನಿಕ ಜಮೀನುಗಳ ನಿಗಮ ನಿಯಮಿತ ನೀಡಿರುವ ಅಂಕಿ–ಅಂಶಗಳಲ್ಲಿ ಸಾಕಷ್ಟು ವ್ಯತ್ಯಾಸವಿದೆ. ಹೀಗಾಗಿ ಎಲ್ಲವನ್ನೂ ಸ್ಪಷ್ಟವಾಗಿ ನಮೂದಿಸಲು ಹೇಳಲಾಗಿದೆ’ ಎಂದು ಪ್ರಾಧಿಕಾರದ ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದರು.

ಕೆರೆ ಅಭಿವೃದ್ಧಿ ಸೆಸ್‌ ಎಂದು ಎಲ್ಲ ಪುರಸಭೆ, ನಗರ ಸಭೆಗಳಲ್ಲಿ ಆಸ್ತಿ ತೆರಿಗೆಯ ಶೇ 1ರಷ್ಟು ಸಂಗ್ರಹ ಮಾಡುತ್ತಿದ್ದು, ಅದನ್ನು ಕೂಡಲೇ ಬಳಸಿಕೊಳ್ಳಬೇಕು ಎಂದು ಕಂದಾಯ ಇಲಾಖೆ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಸೂಚಿಸಿದ್ದಾರೆ. ತಂತಿಬೇಲಿ, ಏರಿ ಬಲಪಡಿಸುವುದು, ಹೂಳು ತೆಗೆಯುವ ಸಿವಿಲ್‌ ಕಾಮಗಾರಿಗಳಿಗೆ ಮಾತ್ರ ಈ ಸೆಸ್ ಹಣವನ್ನು ಬಳಕೆ ಮಾಡಲಾಗುತ್ತಿದೆ. ಅದರ ಜೊತೆಗೆ ಕೆರೆಗಳ ರಕ್ಷಣೆ ಹಾಗೂ ಗುಣಮಟ್ಟ ಕಾಪಾಡುವುದಕ್ಕೆ, ಕೆರೆ ನೀರನ್ನು ಸಂಸ್ಕರಣೆ ಮಾಡಲು ಬಳಸಿಕೊಳ್ಳಬೇಕು ಎಂದು ಜಿಲ್ಲಾಧಿಕಾರಿಗಳಿಗೆ ಕಳುಹಿಸಲಾಗಿರುವ ಸುತ್ತೋಲೆಯಲ್ಲಿ ಸೂಚಿಸಲಾಗಿದೆ.

ಕೆರೆಗಳ ರಕ್ಷಣೆ ಹಾಗೂ ಅಭಿವೃದ್ಧಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಪ್ರತಿ ತಿಂಗಳೂ ಜಿಲ್ಲಾಧಿಕಾರಿ ಮಟ್ಟದಲ್ಲಿ ಸಭೆ ನಡೆಯಬೇಕು. ಪುನರ್‌ರಚಿಸಿರುವ ಸಮಿತಿ ವಿವರ ಹಾಗೂ ಪ್ರತಿ ತಿಂಗಳು ಕೈಗೊಳ್ಳಲಾಗುತ್ತಿರುವ ಮಾಹಿತಿಯನ್ನು ಪ್ರಾಧಿಕಾರಕ್ಕೆ ಕಳುಹಿಸಬೇಕು. ಹೈಕೋರ್ಟ್‌ ಕೆರೆಗಳ ಅಭಿವೃದ್ಧಿ ಹಾಗೂ ರಕ್ಷಣೆ ಕ್ರಮಗಳ ಬಗ್ಗೆ ನಿಗಾವಹಿಸುತ್ತಿದೆ. ಹೀಗಾಗಿ ಎಲ್ಲೂ ವ್ಯತ್ಯಾಸವಾಗದಂತೆ ಜಿಲ್ಲಾಧಿಕಾರಿ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು. ಮೂರು ತಿಂಗಳಿಗೊಮ್ಮೆ ಎಲ್ಲ ಇಲಾಖೆ ಅಧಿಕಾರಿಗಳ ರಾಜ್ಯಮಟ್ಟದ ಅಪೆಕ್ಸ್‌ ಸಮಿತಿ ನಡೆಸಬೇಕು ಎಂದು ಕಂದಾನ ಇಲಾಖೆ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಸೂಚಿಸಿದ್ದಾರೆ.
