Bengaluru: The Greater Bengaluru Authority (GBA), which has been creating awareness by dumping garbage in front of the houses of those who throw waste on the road, has put junior health officers in trouble by not paying their salaries for eight months.

JHIs, which come under the jurisdiction of the Health and Sanitation Department of the Greater Bengaluru Authority, are also known as Solid Waste Inspectors (SWIs). Due to the negligence of the officials in the BBMP-GBA confusion, JHIs, who play an important role in waste management, have not been paid their salaries since February 2025.

BBMP used to get JHIs through agencies on a contract basis. GBA officials have not come forward to resolve the confusion that arose during the appointment of a new agency even after eight months.

‘When BBMP existed, it was working through an agency. Later, a new agency was given permission. In some places, an order was issued that one JHI per ward was enough. After that, it was decided to revise that too and retain the old number of JHIs. However, the file processes for this have not been completed and the salary has not been received. Although we have been fighting about this for six months, it has not been useful yet,” said the JHIs who did not want to be named.

‘We have been working through agencies for many years. The salary is being paid from them. However, the problem started from February. The agency was changed. They were not paid by the BBMP zone. They delayed it saying that the process was ongoing. Later, GBA was formed and became city corporations. The files have not been disposed of for them. Therefore, the city corporations are also unable to release the salary. If the city corporation commissioner and senior GBA officials want, they can pay the salary in a day,’ he said.

‘JHIs have not been paid for eight months. They are handling everything responsibly, including autos and civic workers in waste management. The pressure on them has increased without salaries, and we are in a state where we are not even told to work. We have recommended the release of salaries to everyone, including the municipal commissioners,' said the assistant executive engineers of the municipal corporations.

We will take action: Suralkar

'The salaries of JHIs should be paid by the respective municipal corporations. The necessary circular has been issued in this regard. The municipal commissioners should take action. We will talk to all of them and get the salaries released,' Suralkar Vikas Kishore, Special Commissioner of Health and Sanitation Department of GBA, told 'Prajavani'.

'The salaries of February, March and April were to be paid at the BBMP zonal level. The salaries were not released because the agencies did not submit the bills. Later, the agencies were identified at the zonal level. They were instructed to be included in the new municipal corporations. Since this process was over, the salaries were not paid,' he said.

ಬೆಂಗಳೂರು: ರಸ್ತೆಯಲ್ಲಿ ತ್ಯಾಜ್ಯ ಹಾಕುವವರ ಮನೆ ಮುಂದೆ ಕಸ ಸುರಿದು ಅರಿವು ಮೂಡಿಸುತ್ತಿರುವ ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ (ಜಿಬಿಎ), ತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ ಮಾಡುತ್ತಿರುವ ಕಿರಿಯ ಆರೋಗ್ಯಾಧಿಕಾರಿಗಳಿಗೆ ಎಂಟು ತಿಂಗಳಿಂದ ವೇತನ ಪಾವತಿಸದೆ ಸಂಕಷ್ಟಕ್ಕೆ ದೂಡಿದೆ.

ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರದ ಆರೋಗ್ಯ ಮತ್ತು ನೈರ್ಮಲ್ಯ ವಿಭಾಗದ ವ್ಯಾಪ್ತಿಗೆ ಬರುವ ಜೆಎಚ್‌ಐಗಳನ್ನು ಘನತ್ಯಾಜ್ಯ ಪರಿವೀಕ್ಷಕರು (ಎಸ್‌ಡಬ್ಲ್ಯಐ) ಎಂದೂ ಕರೆಯಲಾಗುತ್ತದೆ.  ಬಿಬಿಎಂಪಿ– ಜಿಬಿಎ ಎಂಬ ಗೊಂದಲದಲ್ಲಿರುವ ಅಧಿಕಾರಿಗಳ ನಿರ್ಲಕ್ಷ್ಯದಿಂದ ತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆಯಲ್ಲಿ ಪ್ರಮುಖ ಪಾತ್ರವಹಿಸುತ್ತಿರುವ ಜೆಎಚ್‌ಐಗಳಿಗೆ 2025ರ ಫೆಬ್ರುವರಿಯಿಂದ ವೇತನ ಪಾವತಿಸಿಲ್ಲ.

ಜೆಎಚ್‌ಐಗಳನ್ನು ಗುತ್ತಿಗೆ ಆಧಾರದಲ್ಲಿ ಏಜೆನ್ಸಿಗಳ ಮೂಲಕ ಬಿಬಿಎಂಪಿ ಪಡೆದುಕೊಳ್ಳುತ್ತಿತ್ತು. ಹೊಸ ಏಜೆನ್ಸಿಯನ್ನು ನೇಮಕ ಮಾಡುವ ಸಂದರ್ಭದಲ್ಲಿ ಉಂಟಾಗಿರುವ ಗೊಂದಲವನ್ನು ಎಂಟು ತಿಂಗಳಾದರೂ ಪರಿಹರಿಸಲು ಜಿಬಿಎ ಅಧಿಕಾರಿಗಳು ಮುಂದಾಗಿಲ್ಲ.

‘ಬಿಬಿಎಂಪಿ ಇದ್ದಾಗ ಏಜೆನ್ಸಿ ಮೂಲಕ ಕಾರ್ಯನಿರ್ವಹಿಸಲಾಗುತ್ತಿತ್ತು. ನಂತರ ಹೊಸ ಏಜೆನ್ಸಿಗೆ ಅವಕಾಶ ನೀಡಲಾಯಿತು. ಕೆಲವು ಕಡೆ ವಾರ್ಡ್‌ಗೊಬ್ಬರು ಜೆಎಚ್‌ಐ ಸಾಕು ಎಂಬ ಆದೇಶ ಹೊರಬಿತ್ತು. ಅದಾದ ಮೇಲೆ ಅದನ್ನೂ ಪರಿಷ್ಕರಿಸಿ ಹಳೆಯ ಸಂಖ್ಯೆಯ ಜೆಎಚ್‌ಐಗಳನ್ನೇ ಉಳಿಸಿಕೊಳ್ಳಲು ನಿರ್ಧರಿಸಲಾಯಿತು. ಆದರೆ, ಇದಕ್ಕಾಗಿ ಕಡತ ಪ್ರಕ್ರಿಯೆಗಳು ಪೂರ್ಣಗೊಳ್ಳದೆ ವೇತನ ದೊರೆತಿಲ್ಲ. ಇದರ ಬಗ್ಗೆ ಆರು ತಿಂಗಳಿಂದ ಹೋರಾಟ ಮಾಡುತ್ತಿದ್ದರೂ, ಇನ್ನೂ ಪ್ರಯೋಜನವಾಗಿಲ್ಲ’ ಎಂದು ಹೆಸರು ಬಹಿರಂಗಪಡಿಸಲು ಇಚ್ಛಿಸದ ಜೆಎಚ್‌ಐಗಳು ಹೇಳಿದರು.

‘ಹಲವು ವರ್ಷಗಳಿಂದ ಏಜೆನ್ಸಿಗಳ ಮೂಲಕವೇ ಕೆಲಸ ಮಾಡುತ್ತಿದ್ದೇವೆ. ಅವರಿಂದಲೇ ವೇತನ ಪಾವತಿಯಾಗುತ್ತಿದೆ. ಆದರೆ, ಫೆಬ್ರುವರಿಯಿಂದ ಸಮಸ್ಯೆ ಪ್ರಾರಂಭವಾಗಿದೆ. ಏಜೆನ್ಸಿ ಬದಲಾವಣೆ ಮಾಡಿದರು. ಬಿಬಿಎಂಪಿ ವಲಯದಿಂದ ಅವರಿಗೆ ಹಣ ಪಾವತಿಸಲಿಲ್ಲ. ಪ್ರಕ್ರಿಯೆ ನಡೆಯುತ್ತಿದೆ ಎಂದು ಕಾಲ ತಳ್ಳಿದರು. ನಂತರ, ಜಿಬಿಎ ರಚನೆಯಾಗಿ, ನಗರ ಪಾಲಿಕೆಗಳಾದವು. ಅವುಗಳಿಗೆ ಕಡತಗಳನ್ನು ವಿಲೇವಾರಿ ಮಾಡಿಲ್ಲ. ಹೀಗಾಗಿ, ನಗರ ಪಾಲಿಕೆಗಳಿಂದಲೂ ವೇತನ ಬಿಡುಗಡೆ ಮಾಡಲು ಸಾಧ್ಯವಾಗುತ್ತಿಲ್ಲ. ನಗರ ಪಾಲಿಕೆ ಆಯುಕ್ತರು, ಜಿಬಿಎ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳು ಮನಸ್ಸು ಮಾಡಿದರೆ ಒಂದು ದಿನದಲ್ಲಿ ವೇತನ ಪಾವತಿ ಮಾಡಬಹುದು’ ಎಂದರು.

‘ಎಂಟು ತಿಂಗಳಿಂದ ಜೆಎಚ್‌ಐಗಳಿಗೆ ವೇತನವಾಗಿಲ್ಲ. ತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆಯಲ್ಲಿ ಆಟೊ, ಪೌರಕಾರ್ಮಿಕರು ಸೇರಿದಂತೆ ಎಲ್ಲವನ್ನೂ ಜವಾಬ್ದಾರಿಯಿಂದ ಅವರೇ ನಿಭಾಯಿಸುತ್ತಿದ್ದಾರೆ. ವೇತನವಿಲ್ಲದೆ ಅವರಿಗೆ ಒತ್ತಡ ಹೆಚ್ಚಾಗಿದ್ದು, ನಾವು ಕೆಲಸವನ್ನೂ ಹೇಳದ ಸ್ಥಿತಿಯಲ್ಲಿದ್ದೇವೆ. ನಗರ ಪಾಲಿಕೆಗಳ ಆಯುಕ್ತರು ಸೇರಿದಂತೆ ಎಲ್ಲರಿಗೂ ವೇತನ ಬಿಡುಗಡೆ ಮಾಡಲು ಶಿಫಾರಸು ಮಾಡಿದ್ದೇವೆ’ ಎಂದು ನಗರ ಪಾಲಿಕೆಗಳ ಸಹಾಯಕ ಕಾರ್ಯಪಾಲಕ ಎಂಜಿನಿಯರ್‌ಗಳು ತಿಳಿಸಿದರು.

 

ಕ್ರಮ ಕೈಗೊಳ್ಳುತ್ತೇವೆ: ಸುರಳ್ಕರ್‌

‘ಜೆಎಚ್‌ಐಗಳಿಗೆ ಆಯಾ ನಗರ ಪಾಲಿಕೆಗಳಿಂದ ವೇತನ ನೀಡಬೇಕು. ಈ ಬಗ್ಗೆ ಅಗತ್ಯ ಸುತ್ತೋಲೆಯನ್ನು ಹೊರಡಿಸಲಾಗಿದೆ. ನಗರ ಪಾಲಿಕೆಗಳ ಆಯುಕ್ತರು ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು. ಅವರೆಲ್ಲರೊಂದಿಗೆ ಮಾತನಾಡಿ, ವೇತನ ಬಿಡುಗಡೆಗೆ ಮಾಡಿಸಲಾಗುತ್ತದೆ’ ಎಂದು ಜಿಬಿಎಯ ಆರೋಗ್ಯ–ನೈರ್ಮಲ್ಯ ವಿಭಾಗದ ವಿಶೇಷ ಆಯುಕ್ತ ಸುರಳ್ಕರ್ ವಿಕಾಸ್ ಕಿಶೋರ್ ಅವರು ‘ಪ್ರಜಾವಾಣಿ’ಗೆ ತಿಳಿಸಿದರು.

‘ಫೆಬ್ರುವರಿ, ಮಾರ್ಚ್‌, ಏಪ್ರಿಲ್‌ ವೇತನವನ್ನು ಬಿಬಿಎಂಪಿ ವಲಯ ಮಟ್ಟದಲ್ಲಿ ಪಾವತಿಸಬೇಕಿತ್ತು. ಏಜೆನ್ಸಿಗಳು ಬಿಲ್‌ ಸಲ್ಲಿಸದ ಕಾರಣ ವೇತನ ಬಿಡುಗಡೆ ಆಗಿಲ್ಲ. ನಂತರ, ವಲಯ ಮಟ್ಟದಲ್ಲಿ ಏಜೆನ್ಸಿಗಳನ್ನು ಗುರುತಿಸಲಾಗಿತ್ತು. ಅವರನ್ನು ಹೊಸ ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಸೇರಿಸಿಕೊಳ್ಳಲು ಸೂಚಿಸಲಾಗಿತ್ತು. ಈ ಪ್ರಕ್ರಿಯೆ ಮುಗಿಯದ್ದರಿಂದ ವೇತನ ಪಾವತಿಯಾಗಿಲ್ಲ’ ಎಂದು ಹೇಳಿದರು.
