State Government Writes to Election Commission to Extend Deadline Until September 30**
5 City Corporation Elections Further Delayed
Bengaluru: The state government has written to the State Election Commission (SEC) requesting a postponement of elections for five city corporations falling under the jurisdiction of the Greater Bengaluru Authority (GBA).
Referencing a letter written by GBA Chief Commissioner M. Maheshwar Rao to the Chief Secretary, Jagadish, the Secretary of the Department of Personnel and Administrative Reforms, wrote to SEC Secretary S. Honnamba on April 15. The letter suggests extending the election timeline until **September 30** to ensure adequate preparation for the municipal polls.
> "Census operations are currently underway within the GBA limits, involving the entire administrative and field-level machinery. As these activities are statutory and time-bound, a vast number of staff members must be deployed for counting, supervision, training, and coordination. Consequently, there is limited scope for preparatory work related to local body elections. Additionally, a Special Summary Revision (SSR) of the electoral rolls is expected to be undertaken simultaneously. Furthermore, staff deployment for educational examination duties in May and June will lead to a further shortage of available personnel," stated the GBA Chief Commissioner in his April 8 letter to the Chief Secretary.

The letter further noted that since the administrative machinery is occupied with census operations and the SSR process is set to begin, the timeframe for the city corporation elections must be extended. The GBA Chief Commissioner sent a similar letter to the State Election Commissioner on April 6.
Background and Context
Supreme Court Mandate:** The Supreme Court had previously ordered that elections for the city corporations be conducted by **June 30**.
Government's Stance:** On April 14, the state government filed an affidavit with the Supreme Court stating that the ward-wise reservation list for the five city corporations had been finalized and notified.
Tushar Giri Nath’s Statement:** In the affidavit, Tushar Giri Nath, Additional Chief Secretary of the Urban Development Department, mentioned that the SEC does not require ward-wise reservation data to initiate steps for publishing the final voters' list. He noted that the SEC was supposed to publish the ward-wise voters' list by March 16 and emphasized that the government had fulfilled all responsibilities, including ward reservations, to ensure the election process remains unhindered.
While the Urban Development Department has submitted its affidavit, the State Election Commission has reportedly not yet filed its response to the Supreme Court.
Current Status of Voters' List**
The revised draft voters' list was published on March 9, with a deadline for filing objections until March 30. The final voters' list is scheduled to be published on **April 18**. Accordingly, the GBA Chief Commissioner is expected to release the final list this Saturday afternoon.

ಬೆಂಗಳೂರು: ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರದ (ಜಿಬಿಎ) ವ್ಯಾಪ್ತಿಯ ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ಚುನಾವಣೆಯನ್ನು ಮುಂದೂಡುವಂತೆ ರಾಜ್ಯ ಚುನಾವಣಾ ಆಯೋಗಕ್ಕೆ ಸರ್ಕಾರ ಪತ್ರ ಬರೆದಿದೆ.
ರಾಜ್ಯ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿಯವರಿಗೆ ಜಿಬಿಎ ಮುಖ್ಯ ಆಯುಕ್ತ ಎಂ. ಮಹೇಶ್ವರ್ ರಾವ್ ಅವರು ಬರೆದಿರುವ ಪತ್ರವನ್ನು ಉಲ್ಲೇಖಿಸಿ, ಸಿಬ್ಬಂದಿ ಮತ್ತು ಆಡಳಿತ ಸುಧಾರಣೆ ಇಲಾಖೆಯ ಕಾರ್ಯದರ್ಶಿ ಜಗದೀಶ್ ಅವರು, ರಾಜ್ಯ ಚುನಾವಣಾ ಆಯೋಗದ ಕಾರ್ಯದರ್ಶಿ ಎಸ್. ಹೊನ್ನಾಂಬ ಅವರಿಗೆ ಏಪ್ರಿಲ್ 15ರಂದು ಪತ್ರ ಬರೆದು, ನಗರ ಪಾಲಿಕೆಗಳ ಚುನಾವಣಾ ಸಿದ್ಧತೆಯನ್ನು ಸಮರ್ಪಕವಾಗಿ ನಿರ್ವಹಿಸಲು ಚುನಾವಣಾ ಕಾಲಮಿತಿಯನ್ನು ಸೆಪ್ಟೆಂಬರ್ 30ರವರೆಗೆ ವಿಸ್ತರಿಸುವಂತೆ ಸೂಚಿಸಿದ್ದಾರೆ.
‘ಜಿಬಿಎ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಜನಗಣತಿ ಕಾರ್ಯಾಚರಣೆಗಳು ನಡೆಯುತ್ತಿದ್ದು, ಇಡೀ ಆಡಳಿತ ಮತ್ತು ಕ್ಷೇತ್ರಮಟ್ಟದ ಯಂತ್ರವು ಅದರಲ್ಲಿ ತೊಡಗಿಕೊಂಡಿದೆ. ಈ ಚಟುವಟಿಕೆಗಳು ಶಾಸನಬದ್ಧ ಮತ್ತು ಸಮಯಕ್ಕೆ ಸೀಮಿತವಾಗಿರುವುದರಿಂದ ಎಣಿಕೆ, ಮೇಲ್ವಿಚಾರಣೆ, ತರಬೇತಿ ಮತ್ತು ಸಂಪರ್ಕಕ್ಕಾಗಿ ವ್ಯಾಪಕ ಸಿಬ್ಬಂದಿಯನ್ನು ನಿಯೋಜಿಸುವುದು ಅಗತ್ಯವಿರುತ್ತದೆ. ಇದರಿಂದ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳ ಚುನಾವಣೆಗೆ ಸಂಬಂಧಿಸಿದ ಪೂರ್ವ ಸಿದ್ಧತಾ ಕಾರ್ಯಗಳಿಗೆ ಸೀಮಿತ ಅವಕಾಶವಿದ್ದು, ಮತದಾರರ ಪಟ್ಟಿಯ ವಿಶೇಷ ಸಮಗ್ರ ಪರಿಷ್ಕರಣೆ (ಎಸ್ಐಆರ್) ಸಹ ಏಕಕಾಲದಲ್ಲಿ ಕೈಗೊಳ್ಳುವ ನಿರೀಕ್ಷೆ ಇದೆ. ಇದರ ಜೊತೆಗೆ ಮೇ, ಜೂನ್ನಲ್ಲಿ ಶೈಕ್ಷಣಿಕ ಪರೀಕ್ಷಾ ಕರ್ತವ್ಯಗಳಿಗೆ ಸಿಬ್ಬಂದಿ ನಿಯೋಜಿಸುವುದರಿಂದ ಲಭ್ಯವಿರುವ ಸಿಬ್ಬಂದಿ ಮತ್ತಷ್ಟು ಕಡಿತವಾಗುವ ಸಾಧ್ಯತೆ ಇದೆ’ ಎಂದು ಜಿಬಿಎ ಮುಖ್ಯ ಆಯುಕ್ತರು, ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿಯವರಿಗೆ ಏಪ್ರಿಲ್ 8ರಂದು ಬರೆದಿರುವ ಪತ್ರದಲ್ಲಿ ತಿಳಿಸಿದ್ದಾರೆ.
‘ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಆಡಳಿತ ಯಂತ್ರ ಜನಗಣತಿ ಕಾರ್ಯಾಚರಣೆಯಲ್ಲಿ ತೊಡಗಿರುವುದರಿಂದ, ಎಸ್ಐಆರ್ ಪ್ರಕ್ರಿಯೆಯೂ ಆರಂಭವಾಗುವುದರಿಂದ ನಗರ ಪಾಲಿಕೆಗಳ ಚುನಾವಣಾ ಕಾಲಮಿತಿಯನ್ನು ವಿಸ್ತರಿಸಬೇಕು’ ಎಂದು ಪತ್ರದಲ್ಲಿ ಹೇಳಿದ್ದಾರೆ.
ರಾಜ್ಯ ಚುನಾವಣಾ ಆಯೋಗದ ಆಯುಕ್ತರಿಗೂ ಜಿಬಿಎ ಮುಖ್ಯ ಆಯುಕ್ತರು ಏಪ್ರಿಲ್ 6ರಂದು ಇದೇ ರೀತಿಯ ಪತ್ರ ಬರೆದಿದ್ದಾರೆ.
ಸೂಚನೆ: ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಜೂನ್ 30ರೊಳಗೆ ಚುನಾವಣೆ ನಡೆಸುವಂತೆ ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ಆದೇಶ ನೀಡಿತ್ತು.
ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ಚುನಾವಣೆಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ವಾರ್ಡ್ವಾರು ಮೀಸಲಾತಿಯನ್ನು ಅಂತಿಮಗೊಳಿಸಿ ಅಧಿಸೂಚಿಸಲಾಗಿದೆ ಎಂದು ರಾಜ್ಯ ಸರ್ಕಾರ, ಸುಪ್ರೀಂ ಕೋರ್ಟ್ಗೆ ಪ್ರಮಾಣಪತ್ರ ಏಪ್ರಿಲ್ 14ರಂದು ಸಲ್ಲಿಸಿತ್ತು.
‘ಮತದಾರರ ಅಂತಿಮ ಪಟ್ಟಿಯನ್ನು ಪ್ರಕಟಿಸಲು ಅಗತ್ಯವಾದ ಕ್ರಮ ಕೈಗೊಳ್ಳಲು ರಾಜ್ಯ ಚುನಾವಣಾ ಆಯೋಗಕ್ಕೆ ವಾರ್ಡ್ವಾರು ಮೀಸಲಾತಿ ಅಗತ್ಯವಿಲ್ಲ. ರಾಜ್ಯ ಚುನಾವಣಾ ಆಯೋಗ ಮಾರ್ಚ್ 16ರೊಳಗೆ ವಾರ್ಡ್ವಾರು ಮತದಾರರ ಪಟ್ಟಿ ಪ್ರಕಟಿಸಬೇಕಾಗಿತ್ತು. ಚುನಾವಣೆ ಪ್ರಕ್ರಿಯೆಗೆ ತಡೆಯಾಗದಂತೆ ವಾರ್ಡ್ ಮೀಸಲಾತಿ ಸೇರಿದಂತೆ ಎಲ್ಲ ಜವಾಬ್ದಾರಿಯನ್ನು ರಾಜ್ಯ ಸರ್ಕಾರ ಪೂರ್ಣಗೊಳಿಸಿದೆ’ ಎಂದು ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆಯ ಹೆಚ್ಚುವರಿ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿ ತುಷಾರ್ ಗಿರಿನಾಥ್ ಪ್ರಮಾಣಪತ್ರದಲ್ಲಿ ತಿಳಿಸಿದ್ದರು.
ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆ ಪ್ರಮಾಣ ಪತ್ರ ಸಲ್ಲಿಸಿರುವಂತೆ, ರಾಜ್ಯ ಚುನಾವಣಾ ಆಯೋಗವು ಸುಪ್ರೀಂ ಕೋರ್ಟ್ಗೆ ಪ್ರಮಾಣ ಪತ್ರ ಸಲ್ಲಿಸಬೇಕು. ಆದರೆ ಈವರೆಗೆ ಸಲ್ಲಿಸಿಲ್ಲ ಎನ್ನಲಾಗಿದೆ.
ಮಾರ್ಚ್ 9ರಂದು ಮತದಾರರ ಪರಿಷ್ಕೃತ ಕರಡು ಪಟ್ಟಿಯನ್ನು ಪ್ರಕಟಿಸಿ, ಮಾರ್ಚ್ 30ರವರೆಗೆ ಆಕ್ಷೇಪಣೆ ಸಲ್ಲಿಸಲು ಅವಕಾಶ ನೀಡಿತ್ತು. ಏಪ್ರಿಲ್ 18ರಂದು ಮತದಾರರ ಅಂತಿಮ ಪಟ್ಟಿ ಪ್ರಕಟಿಸುವ ವೇಳಾಪಟ್ಟಿ ಇದೆ. ಅದರಂತೆ, ಜಿಬಿಎ ಮುಖ್ಯ ಆಯುಕ್ತರು, ಶನಿವಾರ ಮಧ್ಯಾಹ್ನ ಮತದಾರರ ಅಂತಿಮ ಪಟ್ಟಿ ಪ್ರಕಟಿಸಲಿದ್ದಾರೆ.
